TRC rates rise

Preserving history

By Justin Fris

The township of Dimbulah was established in 1870 to service the Hodgkinson goldfields in our pioneering days. In 1915, the town’s railway station was also established and still stands today as a testimony to those who came before us. The Dimbulah and District Museum was established in 2003 at the original railway station; and has been looked after by dedicated locals Maria Murador, Mirella Busato, Margaret Portch and many others. A new committee consisting of President Nipper Brown, Treasurer Sue Bent (pictured) and Secretary Grace Armenti, has been formed with the hope of at-

tracting more volunteers to help run the establishment and have it open seven days a week as a tourist information centre. Another suggestion was to create a Museum Trail from Mareeba through to Chillagoe where visitors could visit all the museums in the area in a day trip. The Savannah-Lander tourist train comes through the station each Wednesday and Saturday, with the one hour stop in Dimbulah allowing travellers an opportunity to see the township and its museum. Any locals who are able to help from a volunteer point of view can call 0447 796 049; your help will be much appreciated.

THE 2015/2016 Tablelands Regional Council budget was eventually passed last Thursday morning; albeit by Mayor Rosa Lee Long’s casting vote. Mayor Lee Long’s budget received support from Cr’s Geoff Stocker and Peter Hodge – while Cr’s Shaaron Linwood, Marjorie Pagani and Rod Marti opposed it. TRC ratepayers will see a general rate increase of 6 per cent, which individually, equates to $1.70 per week. Along with this – and a point of contention amongst those opposed to the budget – is the one-off $100 deamalgamation levy, which will be payed by every property owner within the shire. In a sparsely populated gallery compared to recent weeks, Mayor Lee Long addressed the room with her budget speech, which was as follows: “I present today the 2015-2016 budget for the Tablelands Regional Council,” she said. “This $59 million budget is a reflection of the tough financial condition our region is facing since de-amalgamation. It provides a sustainable journey to a surplus budget within as short a time-frame as possible, and sets a strong foundation for our long-term financial plan despite significant hurdles which we need to overcome. “Like all local governments throughout Australia, we are facing challenges due to the freezing of financial assistance grants, increased electricity and insurance costs, maintaining and renewing aging infrastructure and the reduction in funding streams. This Council has suffered significant blows through the State Government enforced amalgamation and subsequent de-amalgamation of our local government area. Costs to Tablelands Regional Council have been significantly higher than estimated prior to de-amalgamation. CONTINUED ON PAGE 5

Cooper finds a new home By Justin Fris

AFTER several months of dedicated training and support, ASDOGS (Association of Assistant Dogs NQ)-trained ‘Cooper’ is ready to begin his new life. ASDOGS NQ volunteers formally presented Cooper to his new owner, Michelle Storey, last Tuesday morning. Ms Storey, who is from Cooya Beach, said she was looking forward to Cooper spending quality time with her. “I’m very excited,” she said. “There’ll be lots of the jobs for him to do at home. I can’t get stuff off the ground; sometimes I also have troubles with doors. “He’s (Cooper) been taught how to open and close doors, which is pretty amazing. “I think I’ll just enjoy having him around as well; he will be good company.” ASDOGS NQ will begin spending time training new dogs over the coming months; and are always on the lookout for new recipients (who can assist with dog training) and volunteers to join their organisation. If you would like to learn more about becoming a training recipient or volunteer, please contact Claire Marson on 0487 222 485.

30 year anniversary for dedicated school volunteer By Justin Fris

AMONGST loyal students and friends, Atherton State High School tuckshop manager Joyce Cahill celebrated 30 years of committed service to the school’s canteen. Last Tuesday morning’s surprise came somewhat of a shock for Ms Cahill, who had turned up to work as per usual. Smiling students greeted her as a lavish cake was presented to her by ASHS school leaders; along with Principal, Tony Whybird. After reflecting with co-workers, Ms Cahill said: “I love the kids. I love every time I have been here. I’ve seen a lot of generations go through.” The overall landscape of school life and tuckshop menu options have both morphed significantly since Ms Cahill first started in 1985. “It was a lot different to this 30 years ago, I can tell you,” she added. “We were allowed

Joyce Cahill spent quality time with co-workers and students alike last Tuesday. lollies and soft drink and all that back then; now it’s all healthy schools and we abide by that.” A typical day for Ms Cahill will start at 7am (she originally started at 9am) in the morning, with knock off time usually around 2.30pm. ASHS P & C President Margaret Black and Mr Why-

bird both praised Ms Cahill’s longevity in the school community. “Since I’ve joined the P & C 25 years ago, Joyce has been there,” Ms Black said. “She’s always been at the tuckshop; an absolute valued member of the school, words can’t express her value to the P & C.”

Cash split row PM attends launch in Cairns heads to court By Justin Fris PRIME Minister Tony Abbott visited Cairns last Friday morning, outlining the key components within the ‘Northern Australia White Paper’, which was released the day before. The paper – which has earmarked $5 billion worth of investment across Northern Australia – has been generally accepted in most parts of the country. Several key components in the paper have been covered and answered – although some of the wordage allows for significant ambiguity. Despite many in the region hoping that the funding for the Hann Highway would be confirmed beyond doubt, the following does little to quell their angst: “Under a new $600 million northern Australia roads package, funding will be considered for priority projects on the Great Northern Highway, Arnhem Highway, Flinders Highway, Barkly Highway, Hann Highway, the Outback Way and the Tanami Road. “Governments tend to be poorer managers than the private sector of the complex net-

works needed to get the most value from infrastructure. Individual jurisdictions face reduced incentives to prioritise projects where benefits spill across borders.” Funding ($200 million) will also be allocated towards improving water infrastructure across northern Australia, which will encompass several components. Locally, $5 million has been allocated towards an economic feasibility study of the proposed Nullinga Dam. Seasonal workers will also benefit, with the ‘Working Holiday Maker Visa’ programme period being extended throughout northern Australia. This means that seasonal workers (for example, backpackers) will be allowed to work for longer periods of time in deemed ‘high demand’ areas. James Cook University vice-chancellor Sandra Harding said the university ‘warmly welcomed’ the release of the document. “There is great untapped potential in Northern Australia, and I believe the white paper is a giant step towards enabling the development of our northern regions.

“A new idea of Australia is required. That new idea is that the development of the north and the Tropics around us holds the key to Australia’s future prosperity.” Federal Member for Leichhardt Warren Entsch said he was excited the Far North could embark on a new ‘journey’. “At the start of this journey, I cautioned that there was a lot of expectation, and an element of scepticism, about possible outcomes - given the number of historical reports on Northern Australia that are gathering dust on the shelves,” Mr Entsch said. “Today, we’ve released a very solid policy, and am I excited? Absolutely! “What we’ve got here is unprecedented in that the blueprint for the North is now locked into policy for current and future Australian Governments, who will need to take this into consideration when making decisions that impact on the region. “It’s also critical to remember that this is the beginning of a 20-year plan – it’s not a one-off investment, there will be much more to come.” The ALP has yet to formally react to the release of the paper.

“Your local bloke on the Tablelands” Servicing Mareeba, Atherton and everywhere else!

At the last Mareeba Shire Council meeting, CEO Peter Franks (pictured) briefed Council on the latest developments regarding the final cash split between MSC and the TRC. He informed the Council that the TRC had decided to challenge the Minister’s decision by way of a Judicial Review; and that the MSC had been named as second respondent in their application to the court. He informed Council that he had engaged King and Co, who are legal firm who specialise in Local Government matters, to act on Council’s behalf; and that they had had a preliminary briefing session. There will be a directions hearing July 3, 2015, but he indicated that the advice he had been given was that this matter could take between 12 to 18 months to be decided by the court. Of the $26,053,002 that the Minister decided should be Mareeba’s share of the cash, $7,469,079 remains outstanding; and is the amount TRC are disputing. An initial $14,000,000 was transferred on January 1, last year; a subsequent $3,000,000 in August 2014 and then a further $1,583,923 was transferred in May 2015. MSC Mayor Tom Gilmore said he was disappointed that it had come to this, but said Council would defend its position to the full extent possible. “We will fight to ensure this community gets what is rightfully its share following the split from TRC,” he said

Breaking down the budget By Justin Fris SEVERAL key components underpin the composition of the 2015/2016 TRC budget; for a variety of reasons. As the series of graphs indicate, there are several key elements which are required to be met by any local council. Along with a general rate rise of 6 per cent, TRC property owners will be required to pay an additional ‘one-off’ de-amalgamation fee of $100. Certain utility and water charges will also increase. Access charges to water will increase by $70.20, while water consumption charges will remain. Ratepayers will see sewerage charges increase overall by 9 per cent. This will encompass waste management charges, which will be upped by $55.90. Various discounts are able to pensioners (maximum of $240) and the general public, should the rates be paid within the initial 30 days of receiving your notice. The TRC has committed over $20 million in funds toward major projects across a variety of avenues. These include: $8,035,200 on road-based assets, $5,033,000 on waste and water infrastructure and over $500,000 in upgrades to TRC facilities. Some of the facilities which will benefit from the funding will include the Morrow Park Cricket Club, Mt Garnet SES, Millaa Millaa Library and the Atherton Swimming Pool.

The following graphs provide comprehensive analysis of the TRC’s income and expenses. (Images supplied)

Youngsters enjoyed themselves last Sunday at the ‘Metrogaine’ in Mareeba.

By Justin Fris THE Mareeba Lions successfully held their popular ‘Metrogaine’ event last Sunday morning throughout the town centre. An exciting event which encourages inclusiveness across all ages, teams formed and worked together to solve clues across a 12km course. The overall winner of the ‘on foot’ category of the race went the way of the ‘Owens Clan’, who amassed a staggering 290 of a possible 295 points. Equally impressive was the performance of ‘Team Taz’ in the ‘bike’ category, cruising to victory with 280 points. Fancy dress also pays a fun part of the day for many, with two teams winning prizes for creative costumes. But above all, the day is designed to provide awareness of an extremely important cause; the Australian Lions Child-

hood Cancer Research Foundation. $1,400 was raised on the day for the Australian Lions Childhood Cancer Research Foundation. Metrogaine coordinator Craig Beikoff said he was pleased with how the event ran; with more team entries received in 2015. “I want to achieve at least 30 teams coming along,” he said. “We got 38; so this year was all about building a solid platform for the event. “Getting more people along and the idea is, those people come along, enjoy it and bring an extra team next year; which helps the event grow.” Mr Beikoff added that he had received some feedback regarding the new ‘interactive’ components of the event, with were enjoyed and overwhelmingly given a tick of approval.

Cr Geoff Stocker, Cr Peter Hodge, Mayor Rosa Lee Long, Cr Marjorie Pagani, Cr Rod Marti and Cr Shaaron Linwood after the budget meeting.

By Justin Fris

TRC councillors had mixed reactions of last Thursday morning’s budget, which was handed down by Mayor Rosa Lee Long. After presenting her budget speech to the room, councillors were each given an opportunity to respond and indicate their voting preference. Cr Marjorie Pagani said: “I would like to congratulate the officers, as always, for putting this report together as they always do an amazing job. “I, in most aspects, support the work they have done in the budget; but I don’t support the budget. I don’t support reduction, the disproportionate reduction, of needs and services within these small towns. “And I certainly can’t support a tax on ratepayers of $100 for a de-amalgamation levy. It’s a tax disguised as something else.” Cr Rod Marti said: “In my three years on Council, I’ve always supported the budget. It’s arguably the most important decision we’re required to make annually - it underpins all Council operations and ultimately sustainability. “So after much deliberation on this one, I have no choice but to vote against it. The reason is simple. The problem for Council is declining revenue, and the problem with this budget is the use of a levy in response to revenue. The budget proposes a rate increase of 6 per cent, plus a $100 levy.

“If we add the rate increase to the levy, in real terms, Council is delivering a more than 12 per cent increase in charges to ratepayers. “A 12 per cent increase is an enormous hit for ratepayers, which, because of its levy component, fails to adequately address the issue of declining revenue. “The levy component of the increase completely misses the target. The choice of a oneoff levy is not a plan for financial sustainability. A de-amalgamation levy is not a financial plan; and, what’s more, de-amalgamation is not actually the problem. “We can achieve a much better outcome for Council’s financial sustainability with a lot less pain for ratepayers.” In an additional written statement, Cr Marti added: “This Council is not looking to the future, this budget digs a deeper hole for a new and inexperienced council,” he said. “The budget doesn’t effectively address the structural issue of declining revenue, the levy completely misses the mark. A levy is a one-off solution for a short term problem; instead of going for the callipers, we opted for the hammer.” “It’s time the TRC moved on from de-amalgamation; ratepayers have moved on and the idea that we’re now paying de-amalgamation costs 18 months after the event is nonsense.” Cr Shaaron Linwood said: “In all consciousness, I am unable to support the proposed increases of rates and charges, especially the de-amalgamation levy.

“The other reason I cannot support this budget, is due to the reduction (58 jobs were culled recently) of the TRC workforce,” she added. “This decision has had a considerable effect on constituents within my area.” Cr Geoff Stocker said: “The blunt reality is, a little bit more belt tightening may be a bit more appropriate. “Despite all this, I see no reason for gloom. I believe the efficiencies and revenues needed to be raised, services required to be maintained, and critical road networks can and should ultimately come from further economic development. “This (budget proposals) will increase revenue, jobs, help families and help new businesses within the TRC.” Cr Stocker also commended Mayor Lee Long on her budget and believed she chose the best alternative. Cr Peter Hodge said he would support Mayor Lee Long’s budget; highlighting that some short-term pain could improve the overall financial position in coming years. TRC CEO Ian Church said council had worked hard to generate savings across all operations; in a bid to improve overall efficiency. “Despite a forecasted deficit of $1.5 million in 2014/2015, we have been able to turn this around to deliver an operating surplus of $1.7 million through operational saving and attraction of additional external funding,” he said.

De-amalgamation levy added FROM PAGE 1 “This leaves our Council with even less cash than anticipated, which will constrain Council’s ability to fund future capital works. A de-amalgamation levy will help alleviate this risk. “This budget is a responsible approach to meeting our core business deliverables whilst tightening our spending and planning for more prosperous times ahead. It includes an average general rate rise of 6 per cent, which equates to approximately $1.70 a week for most ratepayers, and a de-amalgamation levy of $100 per rateable property. “As we look to the future, Council must strive to operate more efficiently and seek additional sources of income to lessen the burden on ratepayers. “Utility charges are based on moving towards full cost recovery for providing these services. Sewerage charges will increase by 9 per cent, which is an average annual increase of $59.50 per household. Water access charges will increase by $70.20 and water consumption charges will remain at the same cost per kilolitre as applied in 2014/2015. “Overall, the water access charges and water consumption charges will increase by approximately 13%. The waste collection utility charge will remain at $277.20 per service, however the waste management levy will increase by $55.85 to $211.20. Overall, the waste collection utility charge and the waste management levy will increase by approximately 15 per cent. “Despite operational cost savings and reducing expenditure on new infrastructure, this budget is based on a projected operating deficit of $720,000. However we expect to achieve a surplus budget in 2016/17, which will provide sufficient cash reserves for a strong long-term

www.theexpressnewspaper.com.au

financial position. “We will continue to offer pensioner discounts of 30 per cent to a maximum of $240 per year and concessions to not-for-profit organisations at the levels provided in 2014-15. “A 10 per cent discount on the general rate, where payment is made in full within the 30 day discount period, is available. Arrangements can be made to make periodic rate payments. “Ensuring our region can support growth without eroding our environmental, economic and social values, whilst still meeting our financial constraints, will be an ongoing challenge. “Highlights in this 2015-16 budget include – $10.2 million in road network projects, $2.2 million in waste projects including landfill rehabilitation works, $2.8 million in sewerage projects, $1.2 million in water projects, $0.9 million in community projects including libraries and $2.2 million in fleet including new garbage trucks. “New borrowings of $800,000 will fund waste recycling infrastructure and partially fund the upgrade of the Tinaroo Sewerage Treatment Plant, with the balance of funds secured through State Government grants. “Our volunteer based groups provide the foundations for grass-roots activities within our communities. We will continue to support community groups, events and athletes through our TRC Grants program with $80,000 available in this budget and a further $40,000 to assist community events.” After the speech, Mayor Lee Long stressed the significance of the de-amalgamation fee being a ‘one-off’ occurrence; and was committed to help the TRC’s financial situation improve. Ratepayers will utimately have the final say on their overall opinion of the announcement.

Store manager Tim Oliver placed tins at each of the checkouts on Thursday, June 11, in an effort to raise money to help victims of the Ravenshoe community. Walking for our wounded By Carl Portella Brian Freeman, founder of the Walking Wounded charity organisation and accompanied by Janny Poate from Canberra, made their way into Mareeba last Monday, June 15, as part of the Walking Wounded team participating in the Great Australian Traverse. The team of wounded contemporary veterans and families of the fallen started walking from the tip of Cape York on May 29 and are scheduled to arrive at South East Cape, Tasmania, on August 22; escorting the roll of honour (Afghanistan). By the end of their journey they will be travelled 65 kilometres per day for 65 days, before kayaking the Bass Strait; engaging with 89 towns and cities along the way. Their goal is to raise awareness and funds to the tune of $2 million to support our wounded Australian soldiers. Brian Freeman is a veteran of the Australian Army with 20 years of service. Walking Wounded is committed to supporting the psychological recovery and rehabilitation of returned Australian soldiers from recent conflicts. Re-training, re-education and re-integration is a different road for each individual. Anything the charity can do to assist this journey is a small cost compared to the enormous sacrifice they have already made. Through events and adventure programs, Walking Wounded seeks to show our contemporary veterans how remarkable they are; and enable them to face their future with the same determination demonstrated on the battlefield.

Founder of the Walking Wounded Brian Freeman and Janny Poate take a much needed rest at the Mareeba RSL.

2015 sees the opening of the Rising Sun Centre at 481 Wynnum Rd, Morningside, Brisbane, where the charity looks forward to extending the services provided. Key focus areas are counselling, suicide prevention and intervention, as well as training and employment assistance. Walking Wounded is a proud supporter of the Families of the Fallen (Afghanistan) and upholds the memory of the 41 soldiers who lost their lives whilst serving our nation. Having the families trust, respect, and involvement is highly valued by the charity. Walking Wounded’s key relationships include Prime Ministers and Governor Generals (past and present), military leaders, business leaders and celebrities. Most importantly, Walking Wounded has the trust of hundreds, if not thousands, of returned Australian veterans. Janny Poate, who lost her son, Private Robert Poate in Afghanistan on August 29 2012, is part of the Walking Wounded team and said: “My son would have done this but seeing he is not here i am more than happy to fill his shoes. “It’s for all the right reasons, any help we can give to the wounded is appreciated and for us walkers, such a small price to pay.” Brian Freeman acknowledged the overwhelming hospitality and generosity displayed by the towns people wherever they stopped. He thanked the Mareeba RSL club and the RSL Sub Branch and went on to say: “We want to build trust with families of the wounded soldiers, because there is life after the Army and we’re here to help them.”

Tablelands rallies around Ravenshoe after tragedy By Justin Fris

Energy Minister Mark Bailey and Director General of the Department of Energy and Power Supply Mr Dan Hunt.

IN light of its darkest hour, people from across the Tablelands and beyond are intent on achieving a new dawn for Ravenshoe. The tragedy – which has been at the forefront of the Far North in recent weeks – has deeply shattered the tight-knit community. At the time of writing, there have been two confirmed fatalities; with authorities monitoring the progress of other affected patients. Several fundraising appeals have been set up to assist those impacted – with additional support provided across the board. During last Thursday’s Tablelands Regional Council meeting, Cr Shaaron Linwood successfully passed an emotive motion during the ‘general business’ component of the morning. Cr Linwood’s motion will see the TRC provide $1000 to all patients who own a property within the town of Ravenshoe. This $1000 will be used as rate relief for these patients; with paying rates the last thing on their mind at this time.

This announcement followed on from the previous day, when Deputy Premier Jackie Trad and Shane Knuth (Member for Dalrymple) visited the town and met with local stakeholders. A dedicated committee (‘Ravenshoe Community Recovery’) was established successfully; and will be chaired by Cr Linwood, with Cr Rod Marti her deputy. Cr Linwood said the committee would convene to determine frequency of the meetings, which will continue for many months, so that all those affected can get the support they need. “The Appeals Distribution Committee is not accountable for the plethora of other appeal funds established by the community in response to this event, of which there are many. It is important the community understand that the Appeals Distribution Committee can only be accountable for GIVIT which is the official Ravenshoe Appeal fund,” clarified Cr Linwood. “100 per cent of monies donated to GIVIT will be provided to the victims and their families. “Community members should

be vigilant when donating to alternative appeals to ensure processes are in place to ensure funds will reach the intended recipients,” advised Cr Linwood. “The official GIVIT fund currently stands at almost $150,000; but much more is needed to assist the victims and survivors of this event and their families on the long road to recovery.” TRC Mayor Rosa Lee Long said the Council had been inundated with calls to assist with volunteering in Ravenshoe – but encouraged those interested to go through the correct channels. “It’s human nature to want to support each other after such a tragic event, and we really value the compassion that so many people have shown by being willing to assist in whatever way they can. “The best way for people to help is to register their offer of volunteer assistance with EV CREW.” If you would like to assist with volunteering in Ravenshoe, please contact Volunteering Queensland on (07) 3002 7600.

Mandate JULY on Biofuels LUNCHEON

Mareeba Chamber of Commerce

By Carl Portella

A public forum was held at the Mareeba Leagues Club last Tuesday, June 16, on the Palaszczuk Government’s plans for an ethanol mandate; to grow the biofuels industry on the Atherton Tablelands and create more jobs in the Far North. A small group of 20 people gathered to listen to Energy Minister Mark Bailey put forward the proposed mandate and open the floor to discussion. Minister Bailey said the economic and environmental benefits of ethanol are recognised world-wide. “We want the far north to be part of this sustainable energy solution. We will work closely with industry on the amount of the mandate so that it grows in line with production capacity. “Importantly, we want local industries to capture the market share to ensure that any ethanol sold in Queensland comes from Queensland. “There’s also an opportunity to boost the use of biofuels like biodiesel blends to take advantage of the growing demand for diesel.” A joint Deloitte Access Economics/ QUT study predicts bio-refining in all its forms could contribute more than $1.8 billion in gross state product to Queensland; and create up to 6,640 jobs over the next 20 years. “The Mareeba forum was one of a number of regional forums being held across the state to encourage industry, key stakeholders and the community to have their say about the ethanol mandate. “By working together, we can all help shape the future of this exciting and growing industry.

www.theexpressnewspaper.com.au

“Our consultation will explore consumer protections and consumer education about the benefits of E10. Importantly, regular unleaded petrol will still be available at petrol stations in Queensland. This means, if drivers don’t want to use ethanol fuels, they won’t have to. “A bill will be introduced into Parliament to set the framework for the mandate and we will work closely with all Members of Parliament to seek their support in passing this important legislation.” Accompanying the Minister was the Director General of the Department of Energy and Power Supply, Mr Dan Hunt. “A 2 per cent mandate represents 20 per cent of E10 petrol sales and we are hoping to get that ramped up to 10 per cent in 10 years. “Again it’s all about jobs in regional Queensland and creating a sustainable industry. “It will be important to still give consumers Choice when purchasing fuel at the bowsers,” Mr Hunt said. Question was raised as to whether companies would be prepared to wait 10 years for a return on their investment while the mandate reached the targeted 10%. Bob Katter, the Member for Kennedy, also attended the forum and is a long standing supporter of ethanol has applauded the State Government in bringing forward this discussion paper on the mandate but said more needs to be done. “Every country on earth has biofuels except Africa and Australia, why are we so far behind? The quicker we get this up and running the better off the state will be,” he said. It is expected that the biofuel mandate will begin on July 1 2016.

Flashing Lights installed for Atherton SHS

ATHERTON State High School has had several safety flashing lights installed, in a bid to negate traffic flow along Maunds Road. The road outside the school – which many use as part of their trip down the Gillies Highway – can often get quite congested during peak periods. ASHS principal Tony Whybird said: “We were informed in 2014 of the decision. We are very happy to see that the lights and increased signage have been installed to increase safety around the busy Maunds Road section. “The lights are a strong visual reminder for drivers to slow down in the school zone. “We have also been lucky to have increased signage installed at other entry points along the road, notifying all traffic of the reduced speed limits and times.”

Registrations open for Tablelands ‘Relay for Life’ TABLELANDERS are encouraged to continue the fight against cancer; and participate in the 2015 Tablelands ‘Relay for Life’ later in the year. Held on November 7 and 8 at the Atherton Showgrounds, the event is a fantastic opportunity for everyone to stand united and help those dealing with cancer. Cancer Council Queensland Relay For Life Coordinator Cath Slatyer said those who take part in Relay give hope for cancer survivors, hope for those who have lost loved ones, and hope for a cancer free future. “With around 1300 people in Far North

Queensland diagnosed with cancer each year – more than ever we need our community to come together and show their support at Relay,” Ms Slatyer said. “Getting involved might only seem like a small way to make an impact, but your contribution makes a lasting difference to locals touched by the disease.”

NBN on horizon for Southern Tablelands

FASTER internet is close to the finish line on the Southern Tablelands, with 914 residents set to access NBN fixed wireless internet. Some of these areas will include: Atherton, Tinaroo, Tolga and Walkamin. It will follow on from recent service areas established in Millaa Millaa, Jaggan and Tarzali, with Malanda set to join them later in the year.

PLANS to redevelop the Hann Highway are continuing to dominate discussion amongst key regional stakeholders. Katters Australia Party members – both

federal and state – have always led from the front on the matter, but they have plenty behind them. State Member for Mt Isa Robbie Katter said: “It’s been high on the KAP agenda for a long time and there’s a high chance that we’ll get the support at a State level in the next budget. “People are screaming for national projects, this one is of national significance that can be delivered for around $89 million, it represents good value to the tax paper.” Hughenden Chamber of Commerce president Les Carter believed that if the project was fully funded, it could be ready by 2018. “Our research shows that if the Hann Highway receives funding, it could be built within three years. We have the resources, we have the machinery, we have the local workforce, we just need the funding. “The Hann Highway will help regional development, from the north to the south and every little industry along the way. The little towns that are struggling will benefit big time with the flow on effect of inland traffic.” FNQ mayors Will Attwood (Etheridge Shire) and Greg Jones (Flinders Shire) both agreed that the highway was imperative for their respective jurisdictions. Advance Cairns chairmen Trent Twomey concluded that a redeveloped Hann Highway would be ideal to ‘turbo-charge’ the FNQ economy.

Federal Member for Kennedy Bob Katter is keen for North Queensland to govern its own affairs. By Justin Fris

FEDERAL Member for Kennedy Bob Katter has again floated the idea of North Queensland becoming its own state – which would effectively mean seceding from southern Queensland. After raising the possibility that North Queensland should have its own designated public holiday, Mr Katter hit the airwaves and presented his viewpoint to the masses. “If we had base-load power, we would have eight mines operating,” he said. Mr Katter has said the model would be ideally based around how Scotland administers rule within the UK. A ‘demarcation’ line would be constructed approximately halfway between Mackay and Rockampton; which could also spell the end of Queensland’s daylight saving debate. Mr Katter subsequently added: “I will be having discussions with the three ‘Northern Amigos’ – Billy Gordon, Shane

www.theexpressnewspaper.com.au

Knuth and Robbie Katter – that the administrations of North Queensland be moved to North Queensland. “It’s constitutionally difficult to get through the barriers to a separate state completely, so self-management would be the next best thing. “We’ve got a quarter of the population of Queensland, so we want a quarter of the monetary allocation and for it to be entirely under North Queensland administration. “They’ve spent $20 million on tunnels in Brisbane and all we’ve got is seven overpasses in North Queensland, when we have roughly the same population.” Mr Katter said he would continue his consultation of local government stakeholders within the Kennedy electorate to guage their opinion of the idea. “It’s time that North Queensland got control of its own destiny,” Mr Katter said.

The LAND FNQ growers have ample opportunities FAR Northern graziers who may have missed out on the various Agforce workshops in May have other opportunities to gain assistance. Facilitated by the Livestock Biosecurity Network (LBN), graziers can access a wide variety of tools to maximise their property. LBN Northern Australia Regional Officer Dr Sarah-Jane Wilson said: “It was wonderful to see so many producers of Far North Queensland out in force at the workshops,” she said. “Many of these producers have large areas of grazing land to look after, in quite a unique environment, so conventional approaches to biosecurity and grazing management may not always be appropri-

ate. Getting first hand expert advice from industry initiatives such as LBN and AgForce, as well as sharing their own experiences with each other, can really make a difference. “Biosecurity risks from plants and animals are a real threat to the industry “On-farm biosecurity plans help to prevent the introduction and spread of diseases, pests or weeds in livestock enterprises through measures such as nutrition supplements, controlling livestock movement and more thorough disease surveillance.” If you would like to learn more about accessing biosecurity tools to enhance operations on your property, please visit: www. lbn.gov.au.

Free trade agreement welcomed by HIA REPRESENTATIVES of Horticulture Innovation Australia (HIA) have welcomed the recent announcement of a free trade agreement (FTA) between Australia and China. The agreement – which in many aspects is the most substantial trade agreement China has signed with a development country – was also supported by HIA CEO, John Lloyd. “This is a good outcome for Australia’s horticultural producers. ChAFTA provides an excellent platform to boost the trade between Australia and China,” Mr

Lloyd said. “Australia must now address the many behind-the-border issues, including protocols and technical measures to facilitate trade.” “We look forward to the agreement being ratified by parliament and building on the relationship between the two countries both in trade and investment, including in the horticultural sector.” Australia exported approximately $60 million worth of horticultural products to China in 2014, of which the bulk were oranges, macadamias and mandarins.

Atherton Show primed for 2015 By Justin Fris THE Atherton Show is steadily approaching (July 7 and 8) with its arrival being eagerly anticipated by many. Show entries – which play a major part in the overall makeup of the show – are currently open; and will close a week prior to the show. Atherton Show secretary Jenny Grech encouraged those interested in entering show-based exhibits to get in early and beat the rush. “Many people leave it until the last few days to bring in their exhibits for the Show sections,” she said. “And they often end up waiting in a queue. If they come in a bit earlier, they won’t have to wait so long.” Those show goers who are interested in pre-purchasing their tickets will have a handy discount headed their way. Ms Grech added: “A family pass will cost just $40 and will allow gate entry for two adults and three schoolaged children for the whole show event. Save even more by picking up some bonus ride tickets, too. “All pre-sold gate passes and show bonus ride tickets are on sale now in Atherton from Tableland Hardware, Summers News, Giddy’s Place or the Show Office, and in Ravenshoe at 4AV Stockfeeds.” Atherton Show Society representatives Sharon Robinson and Jenny Grech are two examples of many who love the Atherton Show being held at its current location.

MINIONS

The story of Universal Pictures and Illumination Entertainment's Minions begins at the dawn of time. Starting as singlecelled yellow organisms, Minions evolve through the ages, perpetually serving the most despicable of masters. Continuously unsuccessful at keeping these masters-from T. rex to Napoleon-the Minions find themselves without someone to serve and fall into a deep depression. But one Minion named Kevin has a plan, and he-alongside teenage rebel Stuart and lovable little Bob-ventures out into the world to find a new evil boss for his brethren to follow. The trio embarks upon a thrilling journey that ultimately leads them to their next potential master, Scarlet Overkill (Academy Award® winner Sandra Bullock), the world's first-ever female super-villain. JURASSIC WORLD

Twenty-two years after the events of Jurassic Park, Isla Nublar now features a fully functioning dinosaur theme park, Jurassic World, as originally envisioned by John Hammond. After 10 years of operation and visitor rates declining, in order to fulfill a corporate mandate, a new attraction is created to generate new interest. But when the Indominus Rex escapes from its enclosure, panic breaks out as everyone on the island is at risk. Review by Louise Keller: I jumped out of my seat numerous times in this ripper of a rollercoaster ride; it pushes boundaries, stimulates, terrifies and is great fun. It's been 22 years since Steven Spielberg brought Michael Crichton's sci-fi tale to the screen in his classic Jurassic Park (1993) and this new film from Safety Not Guaranteed director Colin Trevorrow has upped the ante and created an edgy film spiced with humour and filled it with tension, scares and interesting twists - as it raises issues of corporate greed and playing God. It's also a darned good adventure. If something chases you: run, says Karen (Judy Greer) as she packs off her two sons Zach (Nick Robinson) and Gray (Ty Simpkins) to Isla Nublar, an island off the coast of Costa Rica for a weekend in the company of genetically engineered dinosaurs and with her sister Claire (Bryce Dallas Howard), who runs the theme park. We don't have to wait too long to spy the Indominus Rex, the park's newest, terrifying

The school holidays are about to begin and there is a fantastic line up of great entertainment for everyone at The Rising Sun Cinema. Brand new on screen this week is the colourful MINIONS (which comes from the hugely successful DESPICABLE ME franchise) and is an excellent family animation. Action thriller JURASSIC WORLD continues for one final great week and starting next Thursday is another top animation, INSIDE OUT.

monster attraction and the brainchild of lab scientist Dr Henry Wu (BD Wong. $27 million has been invested in the project by Jurassic World's billionaire benefactor (Irrfan Khan, enigmatic), who declares 'The key to a happy life is to accept you are never in control'. Of course, control is not an option. The creature's secret genetic mix is a key plot point that pays dividends as the exposition plays out. There is a sense of dread as all hell breaks loose: the Indominus Rex killing machine escapes from its enclosure, flipping cars like coins, swallowing men as though they are a light entrŽe and putting 20,000 visitors at risk. We have already met Owen (Chris Pratt), a Dinosaur Whisperer, who has trained a pack of vicious Velociraptors (named Charlie, Delta, Echo and his favourite, Blue) to accept him as the Alpha Male. The scene in which he demonstrates his control leaves us with no doubt that he is heroic and charismatic even to the Raptors. As luck would have it, there is also chemistry between Owen and Claire, who enlists him to help her search for her nephews. She is stitched up and the image of perfection and control until ... The high-tech see-through hamster ball in which the boys are driving through the forest and becomes a target is the perfect set up. Pratt, with Dinosaur size screen charisma is the perfect hero - manly, handsome and brave, while Howard is terrific, her all-white ensemble gradually becomes more and more disheveled, stilettos not withstanding. Even her titan hair remains sleek and coiffed through all the bumps; it only curls to a controlled wave in the scene when she and Owen finally kiss. Humour is used for tension relief and the tension escales like a rocket as the creature works out its position in the food chain. Of course nothing can compete onscreen with the dinosaurs - they dazzle in the forest, the water and the sky. 0Jurassic World is scary, engrossing and thought provoking. But the filmmakers have never forgotten the fun. It's everything a B movie should be - except that these days, a B movie is mostly about mega budgets and the fabulous technology that money can buy.

SALTED CARAMEL CHEESECAKE MOUSSE

Method 1. Put ¾ cup sugar in a very clean pot with water. Bring to a simmer stirring to dissolve the sugar, then continue to cook without stirring for several minutes until it starts to turn golden. 2. While the sugar is caramelizing heat 200ml cream until hot but not boiling. 3. As soon as the sugar is golden remove from the heat and add the hot cream, a ¼ cup of a time, whisking vigorously. It will froth up madly but keep going until it is a smooth rich caramel. Leave to cool 10 minutes and stir in 1 teaspoon sea salt. 4. Put cream cheese in a food processor with 1 tablespoon sugar and ½ cup of the caramel. Whiz until smooth. 5. In a separate bowl whip the remaining cream to soft peaks. 6. Fold cream into caramel cream cheese mixture then spoon into 6 serving glasses. Refrigerate for at least 3 hours.

Reys-ourceful Gladiators upset Ivanhoes at home By Justin Fris

THE Mareeba Gladiators recorded a shock 22-14 victory over Ivanhoes last Saturday night at Davies Park, with youngster Rhylan Reys starring. It was a swift return of form for Reys, who scored two tries and was instrumental in achieving victory for his side. Ivanhoes – who were sitting in 4th spot prior to the match – appeared disinterested for several passages of play; and anything but a side chasing a finals spot. The home side made a last minute change to their line-up prior to kick-off, with Shana Aue replacing Mosese Ravub on the interchange bench. Junior Neemia joined him and made his A-grade debut in 2015; giving a good account of himself when on the field. From the opening set of play, the visitors were extremely bunched around each play-the ball. Pedestrian line-speed was also an issue, which resulted in the game’s first try at the 2 minute mark. In almost a mirror image of his try in the derby two weeks ago - David Grainer took advantage of a quality setup play from Rees – and touched down in the far corner of the Mareeba Pool end. The home side conceded several penalties on the following set, which gave the visitors excellent field position. But, despite a series of sets near the Gladiator line, the usual zest was simply not there. This factor was compounded in the 27th minute, when Reys broke the game open.

After attacking the grandstand side of Davies Park, a sloppy pass from the hosts hit the turf, before Reys scooped it up and crossed the line with a blade of grass separating him from the touchline. Facing a 10-0 deficit on the road, the visitors needed a spark. They eventually got one against the run of play from Zane Pryor, who led the Gladiators defence a merry dance on his way to score. There was an eerie hush around Davies Park during the interval. Gladiator supporters appeared satisfied with their performance; with their side dominating more than the four point margin indicated on the scoreboard. Any fears that the home side would be backed into a corner swiftly by the visitors were put to bed within seven minutes of the second half. Rees darted his way through a disoriented defensive line and complimented the excellent ‘1-2’ combination passing. Tom Hughes added his name to the bulging scoresheet on 56 minutes, with the successful conversion putting the match almost beyond doubt. When you are trailing in any match, unforced errors kill any potential momentum of turning your fortunes around. Directly after the conversion, Ivanhoes’ ensuing kick-off sailed aimlessly out on the full. As it did, heads and morale began to drop.

The visitors played their best football in the final 20 minutes of the match, where they were able to string together some endeavour-inspired sets. Andrew Stott and Josh Reed were able to cross for the visitors – but alas – they had left their tilt at victory too late. There was an audible release of relief on the final whistle, with supporters and players embracing the victory. Ivanhoes would have been disappointed with their performance on the night. They have both quality in terms of coaching and playing personnel; but on this night, they misfired. With other sides winning around them this weekend, they will need to put this indifferent display behind them quickly. For the Gladiators, this victory will instil a level of confidence and belief in team play. But, they must now build on it. Ivanhoes were victorious in reserve grade, defeating the Gladiators 24-14. They also chalked up a nice win in the U/18’s by 36-6. The Malanda/Mareeba Eels and Ivanhoes played their second division contest in Malanda, with the hosts romping to a 64-16 win. Across town in Atherton, Tully recorded a challenging 34-15 victory over the Roosters. The home side led 15-10 at the half time break, but were unable to withstand a quality opposition.

Ross bowls perfect game ATHERTON local Dylan Ross, a two time junior state representative, bowled a perfect game recently at Atherton Ten Pin Bowling Centre. The perfect game consists of 12 strikes in a row during one game, getting a perfect 300 score. This is only the second time it has been achieved at Atherton Ten Pin in thirty years; with the last time being in 1992, when Jon Marriott achieved the same result. Dylan’s entire family are regular ten pinners; and were blown out of the water when he bowled the magical 300. “It was just a social bowls outing with some friends and I didn’t think about a perfect score until about the ninth frame; then when I struck the ninth and tenth frame i got a bit jittery,” he said. “My dad and some friends all stopped bowling and started cheering me on. “I did get excited on the eleventh and when the pins all dropped on the twelfth, it was such a relief.” Teams and individuals from MacKay, Burdekin, Mt Isa, Townsville, Innisfail and Cairns as well as locals will descend onto the Atherton Ten Pin Bowling Centre on July 4 and 5, for junior NQ Championships. The tournament is open to age groups from 8 to 18 years. Nomination forms are now available, 4091 1900.

Bulls’ seventh heaven in Innisfail By Justin Fris

SELECTION issues played little impact for the table-topping Mareeba United Football Club’s premier mens team, who punished the Innisfail Cutters 7-1 last Saturday night on the road. After soaking up some initial pressure, the Bulls stormed home with a scintillating spell of football in the final third of the match. The visitors netted five unanswered goals, which adds to their already imposing goal difference – which could prove invaluable later in the season. MUFC coach Alex Srhoj said: “The

scoreline did not really reflect how hard we had to work for majority of the game. Innisfail were really positive; and once they got penalty, it was game on until we kicked clear. “David Ruiz and (Anthony) Mete had scored half our goals, so to get seven tonight with both of them not here was pleasing. We had three new players come into the starting 11 tonight and nothing changed for us.” MUFC hosts the Southside Comets on Saturday evening in Mareeba, with the main game, a NPL Fixture between the FNQ Heat and Brisbane City at 6pm. Entry is only $6 for the day.

Stingrays advance, while Red Devils bow out of finals

By Justin Fris

THE perennial powerhouse Stingrays will face the MBA Deadleys in Thursday night’s senior grand final. Both sides had vastly different avenues to the big game during their semi final victories; with only time telling which scenario plays out. Generating a tight, fearsome, defensive wall, the Stingrays were never seriously challenged by the Comets, en route to their 46-28 win. The Comets – who are easily the youngest side in the competition – suffered a major blow pre-game, with experienced performer Fabio Nocilla unavailable for selection. With Nocilla unable to provide the scoring threat to unsettle the ‘Rays, the Comets were forced into a game style which they looked immensely uncomfortable with. The ‘Rays began the game like a whirlwind, slotting a cool 4/4 from the field within the opening three minutes of the term. But even more impressive, was what the ‘Rays were able to do on defence when they weren’t in possession of the ball. Each time the Comets moved up-court and attempt to shoot, they were met by a strong defensive wall, with space watertight. This forced Comets players into shooting

wider from the outskirts of the key and beyond; with their shots often lacking penetration. Comets players from their bench were imploring their teammates to make simple baskets. But with the experienced ‘Rays on deck, this task was almost impossible. Leading by 15 points at half-tine - the Rays completed their tune up for the grand final with a no-frills performance. In the second semi-final, fans were treated to a thriller, as the MBA Deadleys defeated the Red Devils 39-37. After several successful seasons and trips to the grand final – the Devils burned out against the up and coming Deadleys, in another strange game of basketball. Strange, in the sense of irregular scoring patterns; but filled with momentum shifts, exciting moments and sheer jubilation on the buzzer. The Deadleys looked far from winning the game after the first quarter, when they went 0/8 from the field and 0/4 from downtown. Despite these dismal numbers, they shot a perfect 4/4 from the free throw line. Which saw them on level pegging with the Devils at the interval. Devils players looked somewhat jaded as the match wore on. All are match winners on any given night; but for some reason, it didn’t click on the night.

A critical moment of the game proved to be in the final 30 seconds of the half, when Red Devils ace Clinton Cameron went to the line for three shots. Leading by a point - had Cameron sunk any of the three shots – it would have given his side positive momentum going into the second half. Alas, for Cameron (who is normally clutch in every situation), he missed all three and the Deadleys rose from then on, despite trailing at three quarter time. The Macaulay brothers came to the party in the final term, as both sides fiercely competed for possession in the final minute. Trailing by two points with only 14 seconds left, Clinton Cameron unintentionally made an offensive foul as he was driving to the bucket. There will be a full slate of grand finals taking place tomorrow night, with the junior finals tipping off from 3.30pm; with senior finals to begin from 6pm. Entry to the finals matches is free, with the Mareeba Basketball family keen for your family to come along after work and cheer on our local athletes.
