Barnaby backs bush

DEPUTY Prime Minister Barnaby Joyce has backed the Far North to become a future haven for water security after a visit to Mareeba last Saturday. Mr Joyce, who was Acting Prime Minister at the time of his visit, talked up several federally funded projects while meeting with farmers and producers from Mareeba, the Tablelands and parts of Cape York to discuss agricultural issues and infrastructure development in northern Australia. “If our nation is to go forward then areas like here need to get ahead as well,” he said. “If you think of the wealth that’s generated in this region by Tinaroo Dam, we should be duplicating it so other areas get ahead. “There’s also real money on the table ready to go for Nullinga Dam, which is really important for up here.” One of those water projects on the boil is Cape York Sustainable Futures’ (CYSF) Lakeland Area Irrigation Feasibility Study, which received $825,000 from the Federal Government’s $500 million National Water Infrastructure Development Fund (NWIDF) last May. That was joined by $725,000 for a Southern Atherton Tablelands Irrigation Development Feasibility Study, which will examine a proposal to develop 100,000ha of irrigated agriculture in the catchment of the Upper Herbert River, with integrated flood mitigation and power generation. Regional Development Australia Far North Queensland and Torres Strait chair Dr Allan Dale praised CYSF and the Lakeland community for their vision in ensuring the long-term development of Cape York. “We see great opportunities around Lakeland. There’s 5000 to 6000 hectares already irrigated and we need to shore up the security of irrigation supplies for those growers, as well as really look at expansion opportunities, perhaps up to 15,000 hectares,” he said. “We see a long-term plan coming together that involves the continual development of the Peninsula Development Road, port opportunities in the Weipa region, but most importantly, agriculture, to get an economic base as a foundation for some of that work.” Mr Joyce’s visit, to farmer John Gambino’s Marlin Mangoes property, was part of a North Queensland tour stopping by Tully and Ingham on the same day. Lakes get clean up MAREEBA’S Bicentennial Lakes have a new lease on life after a renovation blitz by Work for the Dole (WFD) participants. The six-month project, which is being run by Quality Innovation Training and Employment (QITE) and Mareeba Shire Council, has involved participants gardening, mowing and cleaning the Lakes’ existing facilities. QITE manager Jillian Trout praised the work being done by WFD participants, who began the project on January 16. “They’re doing a great job, considering the weather’s been all over the place,” she said. “They do three days a week with a maximum of 10 participants, depending on who’s available on what day.” The group is overseen by a supervisor employed by QITE. Some of the beautification work includes repainting park benches, cleaning off graffiti and restoring the Lakes’ Mt Emerald Air Disaster Memorial to its former glory. Ms Trout said the participants would continue to search for projects in need of a touch up at the Lakes. The project is funded through the Federal Department of Employment’s jobactive program, which is contracted to QITE.

A UNIQUE and relaxing fundraising morning with a twist will be held in Mareeba on April 8. Organised by local community volunteer Kerri Redding, Relax to the Max, will see participants all joining in to do one big combined “splatter panting”. The morning promises to be lots of fun, with money raised donated to the Mareeba Animal Refuge. The combined painting will be completed over one hour with Mrs Redding expecting lots of laughs from all involved. “It’s going to be lots of fun for everyone,” she said. “It’s a little something different to what we have done in the past and I am sure everyone will love it.” At the end of the morning, the painting will then be offered for sale if anyone is interested. The event will be held in the luscious surrounds of Kerri and Gordan Redding’s home at Riverlands Park, overlooking the Barron River. It starts at 9.15am. Cr Scott spoke with Mr Joyce on the possibility of opening up RAAF Scherger near Weipa to the Singapore Armed Forces and the progress on sealing of the Peninsula Development Road, which has been a shot in the arm for indigenous employment. “Once that’s done, you’ve got a fully sealed allweather road from Cairns to Weipa,” Cr Scott said. “Weipa Port is the most important bit of infrastructure in Cape York. It’s on the doorstep of the Asian market and nowhere near the Great Barrier Reef, so far as import and export opportunities are concerned.”

TROUBLE SPOT: Catherine St is frequently congested by afternoon school traffic.

TOLGA State School’s longstanding traffic woes are finally being addressed after a trial program started this week. Since Monday afternoon, students from year one to year six are now being picked up along the Main St side of the school, while the normally congested Catherine St will only be open to parents of prep students and their siblings using a queuing system. “The prep parents can drive in and pick up their students in the afternoon through a process of queuing – as each car comes forward, the kids get in their car and then they drive off,” said school principal Kayleen Wright. “The parents don’t have to physically get out of the car to do that and it will be supervised.” Any student leaving school on foot is still being allowed to cross Catherine St. Ms Wright said students leaving school by bus or car via Main St are also being supervised. Police will be present to ensure drivers behave themselves. The month-long “action-plan” will evaluate how effective traffic control methods are at managing the busy afternoon pick-up circuit for students. The plan is being implemented only in the afternoon, given there is a bigger timeframe and less traffic congestion for parents

School tackles street problem to drop their children off in the morning before school starts. It was developed under a recently established reference group following a Safe School Travel (SafeST) committee meeting involving school staff, parents, Tablelands Regional Council, police, the Department of Transport and Main Roads (TMR) and Catherine St residents on February 13. Ms Wright said school traffic around Catherine St had been an issue for decades. “We’re at a stage, I believe, where we cannot let it continue going on any further,” she said. “It’s for the safety and well-being of students, parents, teachers and our resident neighbours as well.” But Ms Wright said it was important the action plan was trialled first before other options, such as redesigning Catherine St, were considered. “We have to try other avenues before we try re-shaping the road, because as you can imagine, that’s quite a task,” she said. “I think the plan should be successful, but whether or not it’s sustainable, that’s the question.” The SafeST committee will also address driver behaviour around Catherine St, while a redesign of the street was discussed at their meeting earlier this month.

“Council has undertaken some preliminary design options for Catherine St,” said Division 3 councillor Bronwyn Voyce. “However, based on the approach agreed at the SafeST committee meeting, changing the way parents and guardians use parking around Tolga State School will eliminate the traffic and safety concerns and the need for expensive re-engineering of parking infrastructure and unnecessary cost to ratepayers in the short-term. “Council is, and will continue to be, an active member of the SafeST committee in order to identify options to resolve issues in a cost-effective and collaborative manner.” A Transport and Main Roads spokeswoman said since Catherine St was a local government road, “funding, planning and installation of infrastructure would be the responsibility of the Tablelands Regional Council”. A Department of Education and Training spokeswoman said they would work with the school and TMR “to minimise the impact of parking and traffic on the wider community”, but refused to say whether they would be willing to help fund a redesign of Catherine St. Council does not have any funds allocated in the 2016/17 budget for works on Catherine St.

BUNDLES OF JOY: Born 11 weeks premature on Australia Day, Ned and Nate are in safe hands with mum and dad, Chantel Ford and Wayne Fitzgerald of Dimbulah.

TWO local families have each welcomed a set of premature twins into their growing brood after they were born within a month of each other. Luke and Max Richardson, who were born 14 weeks premature on December 29, and Ned and Nate Fitzgerald, born 11 weeks premature on Australia Day, are being cared for in Townsville Hospital’s Neonatal Intensive Care Unit (NICU). Parents of Ned and Nate, Dimbulah’s Chantel Ford and Wayne Fitzgerald, said their shock upon discovering they were expecting twins was compounded when they were diagnosed with twin-to-twin transfusion syndrome. The syndrome causes blood to flow unequally to and from a shared placenta. Townsville Hospital fetal maternal specialist Dr David Watson said twin-totwin transfusion syndrome was treated with a laser ablation to create two separate placentas. “Twin-to-twin transfusion syndrome occurs in around 20 per cent of identical twins,” Dr Watson said. Ms Ford said she was “in and out” of hospital for 13 weeks before undergoing the ablation procedure at Brisbane’s Mater Hospital at 18 weeks. “They are such a blessing and are doing well,” she said.

“Our other children are thrilled to have two baby brothers – one each.” Shenee Robinson and Cameron Richardson, from Mareeba, said they were overwhelmed by the early arrival of their non-identical baby boys Luke and Max. Ms Robinson was at an ultrasound appointment in Cairns last year when doctors decided that she needed to be in Brisbane for more specialised care. “I was just about to board the flight when my waters broke,” she said. Before her doctors could get Shenee to Townsville for the delivery, the first twin crowned and Shenee was rushed back to the Cairns Hospital where Max was born followed by Luke, 27 minutes later. Mr Richardson described the time since the twin’s birth as an “emotional rollercoaster”. “There have been a lot of ups and downs,” she said. Ms Robinson said her baby boys were putting on weight and doing well. “We’re hoping to be heading home in April,” she said. Dr Watson said 48 sets of twins were born at Townsville Hospital in 2016. “Around one in 60 pregnancies will be a multiple pregnancy and around one in three is identical,” he said.

More sites available at Field Days ANOTHER 52 exhibitor sites are now up for grabs after the Rotary FNQ Field Days committee announced stage two last week. Chair Pauline Spackman said only a handful of the 298 sites originally offered under stage one are left for hire at Kerribee Park Rodeo Grounds. “It’s just been non-stop,” she said. Mrs Spackman said there were a few new and exciting businesses and organisations ready to strut their stuff. “The RACQ are bringing up their big semi-trailer and Herberton’s Historical Village is going to bring down one of their vintage tractors for display,” she said. The stage one and two sites will add to the separate 36 market stalls, 28 cattle stalls and 12 “inventors sites” at Field Days this year. “We’ll be really happy if we get

stage one and stage two full,” Mrs Spackman said. “It’s first in, best dressed. If you want a site, there’s plenty to choose from, you’ve just got to get in early.” For the first time in its history, Rotary FNQ Field Days will be run over three days in 2017. “Everybody is really excited about Field Days going over three days,” Mrs Spackman said. “All the exhibitors seem really happy.” About 18,000 people passed through the gates at Rotary FNQ Field Days in 2015, with all indications pointing to a repeat of that number this year. A biennial event, Rotary FNQ Field Days will be held on May 24, 25 and 26, 2017.

Health boss slams rumours

UNDER CONTROL: Mareeba Hospital’s emergency department is not shutting down.

CAIRNS and Hinterland Hospital and Health Service (CHHHS) administrator Terry Mehan has emphatically denied Mareeba Hospital’s emergency department is closing down. In an exclusive interview with The Express, Mr Mehan stressed there was no chance of the emergency department closing or reducing its hours despite recent claims in another newspaper this was the case. “There are absolutely no plans to close the emergency department at all, full stop,” he said. “There’s no plans to downgrade any services or lose any jobs.” Mr Mehan said he was extremely concerned by the ramifications the false claim had on the local community and wanted to speak out. “You’ve got young mothers who have kids with asthma and other diseases and frail elderly people who would have read that and think they’re not going to have an ED department,” he said. “It’s just not true.” Mr Mehan also rubbished other claims that the hospital was facing job losses or service closures, despite a change in funding model which will see $2.1 million cut when the existing Federal Council of Australian Governments (COAG) funding agreement expires in October. The funding relates to Section 19(2) of the Health Insurance Act 1973, which provides an exemption for certain hospitals to claim against the Medicare Benefits Schedule (MBS)

for non-admitted, non-referred professional services provided in emergency departments, such as outpatient (GP) services. But Mareeba, which has had that exemption since 2006, is now no longer eligible because of the increase in its population. “That funding source stops but it doesn’t stop Medicare being able to be charged for other items,” Mr Mehan said. “We still have access to Medicare funding for those same items through other services. “What we have to do is work with local GPs to see if that funding source changes, what other funding sources are available to continue those services.” Mr Mehan said CHHHS CEO Clare Douglas had met with staff at Mareeba Hospital last week and personally assured them their jobs were safe. Meanwhile, Mareeba Mayor Tom Gilmore met with State Health Minister Cameron Dick yesterday, seeking a “gold-plated, unequivocal statement about the future of Mareeba Hospital. “In the absence of an interested or competent local member, it obviously falls, once again, to the duty of the council to raise these issues,” he said. Cr Gilmore also presented Mr Dick with an economic report prepared by economist Bill Cummings highlighting the value of the hospital to the Mareeba community. “The report demonstrates clearly that we need the level of service we’re getting from

the Mareeba Hospital at the present time, and essentially, that the existing satellite hospital system is functional and appropriate,” he said. “Hospitals like Mossman, Atherton, Innisfail and Mareeba take the front-line impact…in terms of emergency presentations and chronic illness. “We also can provide, on a visitation basis, specialist services at these facilities.” The hospital employed 180 staff at the end of the 2016 financial year and spent $24 million. That was up from 127 staff and $13.1 million at the end of the 2010 financial year. Cr Gilmore said the economic report “cut through” outdated thinking by the Health Department when it came to providing health services to regional areas outside of Cairns. Well-known local resident Darryl Chaplain said he was concerned for the future of Mareeba Hospital, and urged the State and Federal Governments to work out a solution before the COAG funding agreement expired. “The town has grown in leaps and bounds over the last five years, so why would they even consider reducing a vital service that’s already run off its feet?” he said. “There’s no way any services should be getting cut…There’s no bulk billing, 24-hour medical centre in Mareeba or Atherton like there is in Cairns to take the pressure off their emergency department.”

Airport upgrade gets serious MAREEBA’S ongoing $18 million airport upgrade has kicked up a gear with an invitation to tender now being sought for major works. Council has invited BMD Boral Joint Venture, Fulton Hogan Construction Pty Ltd, FK Gardner & Sons Pty Ltd and FGF Developments Pty Ltd to provide written tenders for the upgrade of the airport’s runway, taxiways, lighting and aviation commercial precinct. The shortlist follows an initial Expressions of Interest process that ran from early December to the end of January, resulting in a total of 10 re-

sponses. With roadworks along the airport’s Vicary and Ray roads well underway, attention has now turned to the all-important runway surface. An additional layer of asphalt will eventually be added to the existing gravel runway in order to take Dash 8 turboprop aircraft on a regular basis, while also being able to take the much heavier Fokker 100 jetliners if required. The tender report, delivered at last Wednesday’s council meeting, noted the hazardous and complex nature of constructing “aircraft pave-

ments” in an operational airport. The airport upgrade is being funded with $13 million from the State Government’s Royalties for Regions program and $5M from the Australian Government’s National Stronger Regions Fund. The upgrade is expected to be finished by August next year. Meanwhile, the Federal Government has tipped in $4.6 million to upgrade remote airstrips across Queensland, including parts of the Cape and Gulf region.

Normanton, Karumba, Gregory Downs and Mornington Island will all be upgraded the Federal Remote Airstrip Upgrade Programme. “This is a wonderful achievement for all of our people who have aggressively sought money for the upgrading of our rural airports,” said Kennedy MP Bob Katter. “During the wet season it is impossible to keep all of the roads operable and our airports quite literally become our only lifeline – so every effort must therefore be made to keep those airports in working order.”

In last week’s edition of The Express, it was reported that since July 1, Tablelands Shire residents have been charged $466 a year for water access and 56 cents per kilolitre for water used. This is incorrect. The water access charge has been effective since January 1. The paper regrets the error.

Focus on families before politics SO here we are again, with politicians bouncing the issue of better support for

people with a disability around the floor of Parliament House like the proverbial football. Unfortunately all that’s being achieved is a massive own-goal. At what point did it seem like a good idea to pit welfare and families against the National Disability Insurance Scheme? For starters, it’s not even a logical argument when the Productivity Commission found that the NDIS would be more cost effective than the status quo. So, having dispensed with the notion that there was a cheaper alternative, the only thing that can be called into question is that of “need”. Do our politicians believe that people with a disability need and deserve more and better than they’ve historically received, or don’t they? People across this country have suffered immeasurably as a result of a devastatingly underfunded disability sector. And now, implicitly, they’re being asked to apologise for getting what they need, to the detriment of their fellow citizens. I can only imagine what it must feel like for someone who has been waiting desperately for support, as they watch this debacle play out in Parliament and across media. From finally being told that you had a right to a fulfilling life – that you are a valued member of your community and part of this country’s fabric – to having your desperation publicly weighed and measured against that of some of the poorest members of our community. All our leaders have succeeded in doing is creating and debating a humiliating hierarchy of need. There was never any question that the introduction of the NDIS would be a steep learning curve, and an expensive one at that, but giving with one hand while taking away with the other is downright cruelty. This is a turbulent time – people who have been struggling are desperate to ensure that this opportunity does not slip through their fingers, and those currently reliant on support are terrified of losing what they fought long and hard to secure. Why add to their stress? Why make them winners or losers in an unnecessary political showpiece? Because ultimately, in social and moral terms, we are all the poorer for this debate. Mickayla’s life-changing wish

LIFE can be tough sometimes for young Mickayla Studwick. Born with Primary Pulmonary Hypertension (PPH), the bubbly 13-year-old Mareeba State High School student is confined to a wheelchair but makes the most of her situation. And now she needs your help. Mickayla is calling on community support to help her raise $6500 to buy a compact oxygen concentrator. The youngster’s current concentrator, which she needs to live, will be too big to fit into her new motorised wheelchair. Mareeba State High School Head of Special Education Michelle Burgess said coupled with the motorised wheelchair, the concentrator would be life-changing for Mickayla in terms of giving her more independence and the ability to better socialise. “This will give her a new lease on life,” she said.

“Mickayla has a bubbly personality, is quite articulate and is a social butterfly. “That’s why a motorised wheelchair will enable her to spread her wings.” Ms Burgess said Mickayla had achieved a number of milestones at school last year, including attending her first swimming carnival, going on excursions and attending school full time. “Mickayla’s now in mainstream maths and English, she’s never had those opportunities before,” she said. The Indie Rose Foundation has come on board to help Mickayla’s plight, pledging $1000 towards the purchase of a new concentrator. Get ready for NDIS

A STATE-government funded series of free presentations is set to help locals prepare for the rollout of the National Disability Insurance Scheme (NDIS) next year. The Mamre Association’s “Pave the Way” program will assist local carers and families to undertake “whole of life, developmental and outside service planning which safeguards family members in the long-term”. A presentation will be held at the Mossman Bowls Club between 10am and 12:30pm on March 13 and Atherton’s Hallorans Hill Lookout Park at the same time on March 15. Mamre will also be offering NDIS participants in Atherton the chance to have “individual conversations” to directly address any concerns they might have following their presentation, between 1pm and 5pm. Up to 1150 new jobs are expected to be created across the Far North when the NDIS is rolled out in the region from July 1, 2018. A local NDIS forum was held in Atherton last August, attended by Disability Services Minister Coralee O’Rourke and Dalrymple MP Shane Knuth. Ms O’Rourke said the NDIS would be the “the biggest social reform we’ve had in years”. “It’s going to change completely the way people with disabilities are living their lives,” she said. Seawall remediation works on Cooktown’s waterfront construction site are progressing, with more than half the rock wall now remediated. Rock work on the seawall and marina is expected to be finalised in March, and tidal lagoon backfilling has now been completed. “The next major phase will be roadworks, construction of the internal earthworks and installation of services,” Cook Shire Council Project Manager Chris Wood said. “Later in the year when the earthworks are complete, we can then start to pretty it up with landscaping and turfing.” The area is a construction site and is completely off limits to non-authorised personnel for safety reasons. The

esplanade road is open to local residents only, with all road users in the area reminded to be aware of increased traffic, including heavy machinery, and changed traffic conditions on the road, and to obey all road signage. The waterfront project is expected to be finalised in late 2017, and will include a children’s water play area, kiosk and toilets, barbecues, parklands, fishing platforms and a waterfront walk. Remediation works are being undertaken to ensure structural integrity of the site after a complaint was made to the Department of Environment and Heritage Protection last year. 1. Whisk together flour, cornstarch, sugar, baking powder, salt, cinnamon, and nutmeg in a mixing bowl. 2. In a small bowl, whisk together the buttermilk, egg, melted butter, and vanilla. Add to the dry mixture and stir till just combined. Spoon batter into a ziplock bag and snip off the corner. Squeeze the batter into a well greased donut pan. Divide the batter evenly into the six donut wells so the donuts will bake evenly. 3. Bake at 180°C for 11-12 minutes. Let cool for a couple minutes, then remove to cooling racks. While still warm, brush all sides of each donut with melted butter, then dip in the cinnamon sugar mixture till well coated.

Soccer star’s efforts highlighted Junior Cricket wrap MAREEBA soccer ace Tyler Ius has been praised for his success in sport after being highly commended at council’s Australia Day Awards last month. While missing out on the Junior Sports award, which went to multitalented athlete Celeste Petersen, Ius was recognised for representing Queensland in the U12 boys soccer team at the Pacific School Games in 2015 and competing at the State Track and Field championships last October. He was also noted for previously playing in the FNQ Heat’s U12 team in the National Premier League, where they made the grand final. Ius, 13, and fellow local player Deane Alterio returned from a playing tour of England last month, where they faced off against some of the country’s top club teams as part of an elite Australian School of Football squad.

With one game remaining until the finals, Mareeba’s under 16 side had another exciting win at the weekend. The boys travelled to Innisfail and played on a very slow, rain affected field and struggled with the bat to be all out for 85, in the 28th over. The bowlers fought hard again with Corey Wilce and Dan Prien opening and containing their top order. Braydon Olufson, Jimmy Rains and Tyson Brown kept the run rate slow. Liam Bombardieri and Chris Adams then closed the innings allowing their batters only 18 runs in the final eight overs to defend the low score and win by three runs. The under 14’s had a tough game against third placed Rovers who batted first and posted a big score of

3/207. Mareeba openers Ben Jones and Zac Myrteza got off to a good start, but the boys struggled to chase the big score ending on 9/115. The Mareeba under 12’s played Port Douglas and had a solid win scoring 5/187. Patrick Cockburn was the top scorer with 42 not out and Jake Bombardieri 27, not out. Mareeba boys Mac Cureton and Angus Campman played for Port Douglas, with Angus batting well to make 56 not out and helping them to 8/147. Mareeba’s best bowlers were Jace Cureton 2/12 and Dulshan Heenkenda 2/16. The under 10’s had the day off after their game was washed out with the Borzi Park field too wet for play.
