Councillor resigns By Rebecca Wallis

TEN minutes before last Thursday’s council meeting in Atherton it was announced that Tablelands Regional Councillor Bronwyn Voyce had resigned, effective immediately.

No reason was stated for the Division 6’s shock departure almost two years into a four year tenure, but her unforseen departure comes amid tough scrutiny for all TRC councillors after months of accusations levied at the board. Cr Voyce was in the fir-

ing line late last year after ratepayers in her division were hit the hardest with exorbitant rate hikes causing outcry and accusations of incompetency. Councillors soon back-tracked and apologised to their constituents with Cr Voyce offering an emotional speech

apologising for any wrong doing. But speaking to The Express on Thursday Ms Voyce said she handed in her resignation for “personal reasons” and said it was “nothing in particular” that was causing her to back away from her elected

position. “It came down to a personal decision,” she said before going on to talk about the challenges of the job. “It’s not a role that (means) you can please everybody. You try and do the best you can and for Division 6 I fought a hard

fight for them. In the council chambers I fought really hard for my constituents. I care so much for my community.” Cr Voyce said her resignation was not “as a direct result of that” referring to the current discord among a section of the commu-

nity. At last week’s meeting the board room was again packed with protestors carrying placards attacking the council for lack of transparency and corruption among other things. But in a role that makes going against the grain cont. P5

Australia Day party tragedy MOSSMAN State High School student Zack Jenkins was one of the two people who died at an Australia Day party in Julatten on Friday. The 15 year old’s body was found in the dam of the Mossman Mount Molly Road property after it is believed he hit his head on a 40m waterslide and then drowned. 23-year-old Kirsty Cini from southest Queensland was also found dead by a police ofďŹ cer after she was reported missing by friends

shortly before 4pm. Police said both were pronounced deceased at the scene following extensive efforts to revive the pair. A crime scene was declared and police are investigating the circumstances around the deaths. An incident centre has been established at Mareeba police station to manage investigations. Zack was a keen football player and into ďŹ shing, dirt bikes and hunting.

Mt Spurgeon road closed AT last week’s meeting Mareeba Shire Councillors once again voted to close Mt Spurgeon Road at Mt Carbine – this time just for the wet season. The road and its usage have been a hot topic for councillors over the past year. In September 2016 they voted to close and lock the gate allowing limited access to locals. But after complaints from tourists and those that used the track for four wheel driving, they voted a year later to unlock it. But the road to the mountain is unsealed and therefore has to be maintained at council’s

expense. “Much of the substantial damage caused to the road is through being trafďŹ cked in the wet season,â€? read the ofďŹ cers report. “Due to the road’s remoteness, steep geometry, tight conďŹ guration and the type of existing natural material on which the road is constructed, maintenance activities are very expensive requiring dozers and other track mounted equipment.â€? Councillors voted to athorise ofďŹ cers to close Mt Spurgeon Road annually for the duration of the wet season.

TRC adopts plan for arts A PLAN for the arts and heritage sectors of the Tablelands is now available which outlines community aspirations and Tablelands Regional Council’s endeavours to support cultural development across the region. Strategies promote cultural vitality and investment enabling a creative economy. The guiding principles include: The need for unity without loss of diversity; The need for connectiv-

ity and collaboration; The need to recruit the next generation of leaders and promote learning and facilities and precincts. “Across our towns and communities we have a breadth of diverse history, cultures and a vibrant arts sector including amazing local artisans and performers. We are proud to conďŹ rm our commitment to supporting arts, culture and heritage across our region,â€? said mayor Joe Paronella.

Medical career ahead for high flyer By Rebecca Wallis

IT’S been a big start to the year for Mateen Latif, a 17 year old from Mareeba who after picking up an Australia Day award on Thursday is this week packing his bags ready to head to Brisbane to start his degree in medicine. The high achiever says he has wanted to be a doctor “since I was a kidâ€? and was ecstatic to ďŹ nd out on January 10 that he had been chosen to study at the prestigious University of Queensland. “I’m really looking forward to it,â€? said Mateen who is the only student on

the Tablelands who was selected for the course. “Ever since I was young I wanted to go there. I was very self-motivated and pushed myself. Born and raised on the outskirts of Mareeba on a farm, Mateen’s family are of Albanian origin. His grandfather lives in America and suffers from dementia. Visiting him and watching him deteriorate contributed to his decision to become a doctor. “My family have been a huge inspiration for me, said the ex-Mareeba State High School student. “They are really proud of me and just say do whatever makes you happy.

On top of studying hard for the high standard of academic achivement expected of someone wishing to study medicine, Mateen also found time for multiple community projects as well as fulďŹ lling his duties as School Captain last year. He was instrumental in organising Dr Bestmann week and fundraising for teacher Mr Sullivan who was left in a coma after a bike accident but has now thankfully fully recovered. It was this and his involvement with the Multicultural Festival, Anzac Day and Relay for Life that lead to him being nominated for and ultimately

winning the Australia Day Junior Community Service Award at the Mareeba Shire Council Australia Day award ceremony. Keen to complete his seven years of study and then return to his home town as a doctor, Mateen was also awarded a CertiďŹ cate of Academic Commendation for his high standard of academic achievement at school last year. “It’s not just about saving people,â€? he said of his future career in medicine. “It’s about helping people and seeing an improvement and being a part of something bigger.â€?

Thanks to our community heros By Rebecca Wallis

THERE’S nothing more Australian than giving those around you a pat on the back for all their hard work. The Australia Day awards do just that for those in our community that work tirelessly for the betterment of everyone else around them. Mareeba Shire Mayor Tom Gilmore said it was important to recognise these people. “It is so very important to acknowledge not just the winners, but the 27 nominees for their outstanding achievements and contributions,” he said at the Mareeba ceremony on Thursday, January 25. “Our award winners are all very deserving recipients. They are largely unsung heroes who give so generously of their time to enhance the community, in one way or another.” Multiple awards were given out at both ends of the Tablelands with over 300 people turning up at the Destiny Cafe auditorium on a very wet Australia Day morning in Atherton. “Congratulations to all award nominees and winners for their positive contributions to our community,” said mayor Joe Paronella.

We are fortunate to have so many locals who generously give up their time to contribute to improving the liveability of our region including the arts, sports, recreation, community services, business and events.” Well-known Tinaroo Rural firie Les Green was announced on the day as the Tablelands Regional Council’s Citizen of the Year. Les is one of the founding members of the Tinaroo Rural Fire Brigade and has been the First Officer for the last nine years. He is also the Master of Ceremonies for the Tablelands Toy Run. “He puts in an incredible amount of time to support our community, as a volunteer, mentor and advocate for disaster preparedness,” said Cr Paronella. Over in Mareeba the Citizen of the Year went to Pam Strelnikoff. The talented pianist continues to perform at the Mareeba Garden Settlement after 65 years bringing enjoyment to the residents who love to sing along. “Pam is seen as giving, caring and professional and is generous with her time – nothing is ever too much trouble,” Cr Gilmore said. THERE was unanimous support from Mareeba Shire Councillors at last week’s meeting to approve a loan for Dimbulah’s kindy program which was facing closure due to a lack of students and therefore funding. Council received a request from the Dimbulah Community Kindergarten on 11 January 2018 to provide support by way of an interest-free community loan. The funds will be used to contribute to the activities of the organisation until enrolments increase and its fund raising strategy is

fully implemented. Councillors approved to loan $15,000 to the organisation through the Community Partnerships Program. “There’s no way in the world we can turn our backs on these families and their kids,” said Councillor Alan Pedersen. “I think it stinks a bit because it’s a State Government issue and they are pushing this over to us, but I’m glad that we can help them.” Numbers have risen at the kindy in the past week likely ensuring the service will remain open.

OVER 170 people lodged objections to a development in Yungaburra that will offer prestigious house blocks with lake views and a combined end value of $72m. The 19ha site sits on Tinaburra Road in close proximity to Yungaburra right on the edge of Lake Tinaroo. Developer Dean Rankine is hoping to subdivide the land into 172 residential lots. “We’ve owned it for 40 years, said Mr Rankine. “My father bought it with the view that one day it would be residential so that’s what we want to do. Because they’re higher value blocks and because the people that buy them put higher value houses on them, that’s a big contributor to the local economy. But 175 people disagreed lodging proper objections to the council and the officer’s recommendation was to refuse the application until councillor Kate Eden offered an alternative motion which granted preliminary approval. The preliminary approval conditions include the requirement of the developer to prepare a master plan for the Tinaburra

Peninsula urban expansion area to be lodged with a development permit application for the site. The master plan must provide for projected land use and population densities, community open space, water supply and sewerage infrastructure requirements, connectivity to existing and proposed road infrastructure, and clarification on triggers that prove that there is sufficient need for precincts to be developed within the site. “It’s one of the most amazing pieces of land in the country, said council-

lor Katrina Spies. “We want to play a role in helping endorse economic development and so we have to take a look at how we can take advantage of these opportunities. But we also need to think about how we can get a win-win for our community. Termed “a significant development for Yungaburra, the blocks are already in high demand for buyers whom money is no object. “It will be developed over 10 years in 12 lot stages, said Mr Rankine who has been developing in Yungaburra for 12 years

building the Yungaburra Village Estate. “We’ve been putting in all the infrastructure over capacity so it can cater for future expansion of the area. “There’s been a lot of misinformation in the past and town gossip without finding out the facts. Mr Rankine said that once built, the development will produce $700,000 a year in rates for council with an end value of $72 million. “We’re getting letters from people asking when it’s going to be approved, he said.

“They want to put their name on one and they’re not too worried about the price. We’re catering for that sort of person that can easily afford it. Mayor Joe Paronella noted the community concern for the development. “I acknowledge that there is a lot of community interest in the development of this site, with 175 properly made submissions received, he said. “We will ensure good governance and due diligence prior to making a decision on future development applications on the site.

$2.1m for local artists FAR North Queensland’s Indigenous performing arts sector will receive a $2.1 million funding injection from the state government to help local performers and artists showcase their unique stories and connect with larger audiences. Member for Cook Cynthia Lui said the initiative would allow local arts visionaries to tap into a valuable support network that would help extend the reach of their work. “The performing arts is a crucial way for Aboriginal and Torres Strait Islander people to tell our stories, build understand-

ing in the community and create career pathways, Ms Lui said. “We have a wealth of talent in Far North Queensland, and I encourage local artists and groups to apply for this funding. Deline Briscoe, singersongwriter, arts manager and producer with Miriki Performing Arts, said she was excited that performing artists and companies would have greater opportunity to showcase their incredible talent with local and international audiences, and grow the Aboriginal and Torres Strait Island performing arts sector in

Far North Queensland. “Cairns is uniquely placed to lead the development of Indigenous performing arts nationally, and this additional funding from the government will help local artists connect their stories with larger audiences, Ms Briscoe said. “This specific focus on Aboriginal and Torres Strait Islander performing arts will generate wonderful employment and training opportunities, and will enable more performances to be presented in Indigenous communities and CoCA. The Queensland Gov-

ernment’s $12.6 million BIA initiative – funded over four years – supports 14 Indigenous Arts Centres across Far North Queensland, the internationally acclaimed Cairns Indigenous Art Fair, Indigenous regional arts development and other culturally significant arts experiences. Applications for Producer Placements and Next Stage opens 24 January and close 8 March 2018, 5.00pm. The first round of New Commissions opened 24 January and close 26 April 2018, with a second round opening 9 July and closing 4 October 2018.

difficult, Cr Voyce was often one of the only councillors in the room to stand up and voice her opinions, even if they contradicted everyone elses. “I see myself as a change maker, she said. “And with that you ruffle feathers, but I’m used to that. It comes with the job. Asked whether there were any tensions between herself and the other councillors or mayor Joe Paronella, Ms Voyce said there was no “particular issue but that they did not always agree on everything. “There’s been a number of differences of opinion, she said. “That’s part of the job. Debating issues and having differences of opinion is what we’re there for and we don’t always agree on everything. Cr Voyce said she was not planning on taking a break after leaving her council position and was looking at different employment options going forward. Cr Voyce represented

council on the Tablelands Futures Corporation and Tropical Tablelands Tourism boards during her term and was also an active participant on Council’s Rail Trail Advisory and Rocky Creek Memorial Advisory Committees. She was recently elected as chair of the Smart Cities Council of Australia and New Zealand’s Policy and Leadership Taskforce. Cr Voyce spoke about the current perception of the councillors in the community and reflected on the successes of the current council. “I think there needs to be more consideration about how we treat our leaders, she said. “It’s not an easy gig. The business of local government is extremely complex. It’s really complicated and there needs to be some mindfulness when you’re dealing with these issues that are so diverse. “We’ve dealt with hard issues head on and been met with unpopularity but we have dealt with the issues that previous council’s put into the too hard basket.

FNQ fuel price outrage RACQ has renewed calls for the State Government to introduce real-time fuel price data after a new report revealed prices in Cairns and district had jumped more than 12 cents per litre on average in the past year. The Club’s Annual Fuel Price Report revealed the average price of unleaded petrol (ULP) had reached 140cpl in 2017 – up from 127.6cpl in 2016. RACQ spokesperson Renee Smith said while some of the rise was proportioned to the increase in the global oil price, indicative retail margins in Cairns had increased from 17.2cpl in 2016 to 19.4cpl in 2017.

“Motorists in Cairns have been suffering for years – there’s no way petrol stations can justify charging these outrageous prices and taking such huge retail margins,” Ms Smith said. “This report shows what drivers in the far north already know – they’re being ripped off.” Ms Smith said it was time the Queensland Government stepped in and delivered real-time price data to drivers. “Motorists deserve price transparency. It’s currently very difficult to compare prices in Cairns when some retailers refuse to publish their data – that’s why we need to legislate that all retailers provide

Advice to drives is to always fill up at the servos charging the lowest price in town.

real-time price information so drivers can make an informed choice of where to fill up,” she said. Ms Smith said motor-

ists could take some simple steps to avoid paying too much for fuel. “The introduction of two United service sta-

tions in the past 12 months in the Cairns area has been positive – they and some of their neighbours are charging lower prices and this

Drivers slow down now school’s back THE State’s peak motoring body has urged drivers to slow down on the first day of the new school year, after an alarming number of drivers admitted to speeding through school zones because they were running late. RACQ spokesperson Lauren Ritchie said the Club’s research found 78.6 per cent of drivers admitted they pushed the limits in school zones because they were in a rush to get to their destination, a 10 percent increase on 2016 figures. “This is very concerning so many people were

willing to risk the lives of our most vulnerable, simply because they were behind schedule,” Ms Ritchie said. “There is no valid excuse for speeding through a school zone.” RACQ’s survey found keeping up with the speed of other traffic, inattention, and not agreeing with the posted speed limit were the other most frequent excuses drivers used for putting their foot down in a school zone. Ms Ritchie reminded drivers to keep to 40km/h in school zones on weekdays from 7-9am and 2-4pm, unless otherwise

signed. “It can take a child years to learn about spatial awareness and interacting safely with traffic, so it really is up to drivers to be alert and prepared for anything,” she said. “Even if you take your eyes off the road for just two seconds, a car moving at 40km/h travels more than 22 metres. “Speeding can have catastrophic consequences – drivers need to be extra vigilant, especially during pick up and drop off times. “The lower 40km/h school zone speed limit is there to protect all road users.”

EXPRESS SPORT

Tableland schools can share Wet weekend wash out for Mareeba cricket in sporting equipment TABLELAND schools now have an opportunity to share in millions of dollars’ worth of sports gear with the return of Coles’ popular Sports for Schools program next month. Primary and secondary schools can now register for the program to ensure they don’t miss out on sports equipment when Sports for Schools officially kicks off at Coles supermarkets and Coles Express outlets in early February. More than 800 items of quality sports gear are up for grabs including cricket and softball bats, footballs, basketballs, javelins, hockey sticks, skipping ropes, badminton racquets,

first aid kits and more. As of Wednesday, 7 February, customers can start collecting Sports for School vouchers. For every $10 spent at Coles supermarkets, Coles Express stores (excluding fuel) or via Coles online, customers will receive one Sports for Schools voucher. Vouchers can then be placed in collection bins provided at Coles stores and registered schools. At the end of the program, the vouchers are tallied and the school can order the sports equipment it needs. World Champion athletes Sally Pearson and Usain Bolt have joined forces to encourage

schools to sign up. “Sports for Schools will help Aussie kids participate in sport and develop generations of happy and healthy kids,” Sally said. “Sport has played such an important part in my life and it’s exciting to be part of a program which is helping Aussie kids take part in the sports they love.” Usain Bolt said it was important to encourage kids to lead a healthy lifestyle. “Everyone likes getting something new and hopefully this campaign will help a lot of schools get better equipment to help their students play safely

and have more fun,” he said. “Nowadays people are less active than in the past – we drive everywhere and we spend most of our time sitting down – so it’s important to eat well and get enough exercise.” Coles Managing Director John Durkan said that through the Sports for Schools program Coles had supplied over $20 million worth of sports gear to more than 7,500 schools across Australia since 2010 and was pleased to be introducing the program again next week. Schools can register to take part at coles.com.au/ sfs.

A WET weekend with only one Mareeba cricket team playing. Mareeba U/14s played 3rd placed Atherton and put up a good performance with one of their best games all season. Atherton made 3 for

179 with RJ Johnson, Kyle Muccignat and Jake Bombardieri all getting a wicket a each. Mareeba then batted for 32 overs to finish on 5 for 124, top scorers RJ Johnson 26 not out and Jamie Curcio 20 not

out, a really good effort against a very good Atherton team. All other games were a washout for the weekend due to the inclement weather.
