A balanced budget

AREEBA Shire Council is looking to secure its future with a budget that tackles the cost of de-amalgamation

head-on. The $50.5m 2014-2015 budget was handed down on Wednesday, July 2, and projected a con-

solidated surplus for the end of this financial year of more than $5.9m dollars and general operating surplus of just over $42,000. The biggest hurdles for council is the $5.1m cost of de-amalgamation and the $2.2m recurring annual on-cost of the duplication. To tackle these, council will try to balance the budget by raising revenue through a general rates increase of 9.9

per cent and through cost-cutting measures, such as reducing staff levels. “A balanced budget is something to be extraordinarily proud of, particularly in the circumstances that we are in, because we were confronted by a number of serious costs associated with de-amalgamation,” Mayor Tom Gilmore said. “It would have been very easy to curl up in the

WHETHER it is rose, cherry blossom or carnation, now is the time to start thinking pink ahead of the Pink Ribbon Garden Party. The Mareeba Lioness Club has been busy preparing for the popular event, which raises awareness of breast cancer and funds for Cancer Council Queensland. The club hoped to raise at least $10,000 from the Pink Ribbon Garden Party, in August. The day will feature a guest speaker, cakes and plants stalls, a fashion show and a prize for the best pink outfit. Mareeba Lioness President Janet Mills said the party is a fun event, which also has a serious purpose in raising breast cancer awareness. “I think there is still a need out there and we do raise these valuable funds,” she said. “We’re mixing it with fun and having a good time, as well as the serious side of it. With the more money that goes in, perhaps one day they will find this miracle cure.” The Lions Club have also pitched in to help with the garden party.

Lionesses Catherine Gordois, Janet Mills, Delsi DeLai, Nita Roos and Carol Gear are pretty in pink. “We couldn’t do it without them because there is a lot of heavy work, with putting the marquees and everything up,” Ms Mills said. The Pink Ribbon Garden Party is on Saturday, August 23 at Wongabeena, 47 Ray Road, Mareeba. Gates open at

LIKE any energetic youngster, one-year -old Chico just wants to hang out and play with his pals. His owner, Will Geddes, has started a petition to have an off-leash dog park established in Mareeba and hoped fellow canine carers would help out by petitioning their neighbourhoods for signatures. He has already made a submission to Mareeba Shire Council to install a park and outlined his belief a park would give dogs an opportunity to get a good amount of exercise and socialise. Mr Geddes first came up with the idea as soon as he got Chico, his boxer pup. “I’d been talking about it for ages,” he said. “The idea came from walking around Mareeba and people not being able to let their dog off. People in Mareeba are sketchy about dogs because there are a lot of aggressive dogs.” Mr Geddes found that because of

Chico’s size people would cross the street to avoid them when they went for walks. He said a park would help to portray a positive image of dogs and also give owners and their pets a chance to socialise. In his submission to council, Mr Geddes included research from Adelaide’s School of Animal and Veterinary Science showing that well-exercised and socialised dogs are less destructive, bored, or noisy. Mr Geddes said minimal infrastructure would be needed with a park requiring a fence with a double gate staggered entrance, water fountain with an auto off valve and fixed bowl, and a bin with bags so owners could pick up after their dogs. “Aside from that you don’t need anything else, other than maybe some benches for owners to sit on while their dogs run around,” he said. Should the TRC be sacked? By Katherine Kokkonen CONCERNS about the inner-workings of Tablelands Regional Council (TRC) have led to a petition calling for their dismissal. Principal Petitioner Lyn Elizabeth O’Connor said this move came about due TRC’s behaviour over the last six months. She said there had been instances of misconduct, conflicts of interest and misleading and deceptive behaviour. “It is a serious move, but what is going on here is very serious and we can’t let it go on until 2016,” Ms O’Connor said. “There have been a lot of complaints sent through to state government and there have been a lot of complaints made to TRC and you’re talking about months to get a response. “We have to have immediate responses and now that this conduct within the council is so entrenched a petition is the most timely and accurate way for the community to act.” The petition stated that TRC is continually in breach of five local government principles. The petitioners are requesting Local Government Minister David Crisafulli to immediately dismiss the TRC and appoint an interim administrator and advisory committee to serve until the next elections in March, 2016. Ms O’Connor is collecting signatures until July 31 and planned to take the petition to state

government. While the petition targets the TRC as a whole, Ms O’Connor questioned Mayor Rosa Lee Long’s ability to lead council. “It all comes back to a mayor as a leader and if they don’t have the core skills and attributes to lead people, we end up in this situation—it is out of control,” Ms O’Connor said. Mayor Lee Long said the petition is groundless and was brought about by a group of people who had been railing against council. “Nothing that that group does surprises me, given the issues that have been raised this year in relation to my use of casting votes, which is perfectly legal,” she said. Mayor Lee Long said around 96 per cent of motions had been carried with about 90 per cent carried unanimously. “The allegations they have made are absolutely absurd,” she said. “It’s just sour grapes from certain people. There are certain people who are trying to bring this council into disrepute. “If she (the principal petitioner) is not happy with the way council is going, she has the right to stand at the next election and see if she can do a better job.” While Mayor Lee Long said the petition has no foundation, Councillor Shaaron Linwood fully supported the petition, despite the fact that if the

petition were to be successful, she would be out of a job. Cr Linwood said she had been deeply concerned about the lack of transparency and the blatantly unethical behaviour of some members of council. “I think in the interests of transparency and ethical governance this has to happen and the public have to be given the opportunity to air their concerns at the track this council has been heading down since de-amalgamation,” she said. “The abuse of power and clearly un-transparent behaviour has been out there for all to see, as anyone of the public who attend the council meetings would attest to.” Cr Linwood said there was a group within council who were building an empire at the expense of the wider TRC community. “There clearly is no democratic representation, social inclusion and meaningful community engagement when the voting bloc that exists at the moment always steps forth to target the smaller and regional communities,” she said. Cr Marjorie Pagani said given the number of complains made to the Director General and Crime and Corruption Commission, she was not surprised by the petition. “I’m aware of a very large number of complaints about governance issues and have made public statements about my concerns about governance and legal and ethical matters.”

The petition calls for the Tablelands Regional Council to be dismissed and an interim administrator and advisory committee to be appointed until the next elections in 2016. The petition states that TRC is continually in breach of the following local government principles:

1. Transparent and effective processes, and decision-making in the public interest 2. Sustainable development and management of assets and infrastructure, and delivery of effective services 3. Democratic representation, social inclusion and meaningful community engagement 4. Good governance of, and by, local government 5. Ethical and legal behaviour of councillors and local government employees

Cr Peter Hodge joined Mayor Lee Long in saying the petition was baseless. “There are no grounds for the petition. We have been very transparent, always abide by the laws and are very professional and a professional organisation,” he said. Cr Geoff Stocker echoed Mayor Lee Long and Cr Hodge in the belief that council had been working well. In terms of transparency, Cr Stocker said while it was important for councillors to get the communities’ views on issues, it would not be productive if all the council’s discussions on policy were held in public forums. “Transparency is a very difficult thing and you can only take transparency so far. It is essential in our system but it is best if transparency comes at the decision making process and not in the discussion process.” Cr Stocker said council had to keep an eye on the five local government principals to ensure that council didn’t “slip up”, but said the petition was unjustified. “I personally don’t think it’s going to be a successful petition in terms of making change. I think it’s more mischievous than genuine,” he said. Cr Rod Marti did not return calls asking for a response to the petition. Local Government Minister David Crisafulli said it is up to the community to decide if TRC had done a good job or not at the next election.

The Mareeba Gymnastics Centre will soon have more space and be able to host Gymnastic Queensland sanctioned events.

Upgrade for gymnasts By Katherine Kokkonen A building extension will give gymnasts more room to somersault, vault and tumble. Mareeba Shire Council approved a tender worth more than $250,000 for the extension of the Mareeba Gymnastics Centre and also approved a lighting upgrade, with work due to commence later this month. Gymnastics Centre President Luke Morris said the 18 metre by 30 metre extension would permanently allow the centre to set up equipment, such as bars, beams, and rings. The extra space also means the centre would also be able to host sanctioned events and re-

gional carnivals. The Centre has more than 260 members and the extension would also allow for an increase in the number of students, who could then rotate through the equipment. “During competition you wouldn’t have to move the equipment, so we can have everything set up,” Mr Morris said. “We will be able to set up the space to assist the coaches to teach our gymnasts all the skills they require; the coaches will have more areas that they can rotate through with their students.” Mr Morris said the extension was a result of the extremely hard work of members, vol-

unteers, coaches, judges the support of the council. “I am absolutely delighted, the Mareeba Gymnastics Club is one of our fastest growing clubs and it provides enormous benefit to young people in the community, in terms of fitness and agility and learning to work together,” Mayor Tom Gilmore said. “The extension will mean that the gymnastics hall will be the only venue north of Townsville that can hold Gymnastic Queensland sanctioned events. These events allow competitors to receive a ranking that then enable qualification for State and National events.”

A 40-year-old man was arrested on Tuesday, July 1 and has been charged with possessing child exploitation material. Police arrested the man in relation to another matter, at which time it is alleged police located a device containing child exploitation material in his belongings. Detectives from the Tablelands Child Protection Investigation Unit have charged the man, following investigations into child exploitation material. The man appeared in the Mareeba Magistrates

Court on Wednesday, July 3, where he faced charges of possessing child exploitation material and was held in remand until his next appearance. Christmas in July lures nomads Grey nomads will be pouring into Mareeba to take part in the town’s Tropical Christmas in July celebrations. Travellers from all over Australia will head to Davies Park for the 17th annual event with between 250 and 300 motorhomes expected to truck into town. The celebrations, held from July 24 to 27, offers visitors a variety of fun and interesting events. Tropical Christmas in July will be hosted by the Far North Nomads Chapter of the Campervan and Motorhome Club of Australia and supported by Mareeba Shire Council. The entire profits of the event are donated to many local charities and organisations. Balancing the books FROM P1 Councillor Alan Pedersen commended the council, especially the four new councillors and staff, for their work on the budget. “It’s very gratifying to see the cost of deamalgamation was not what we were originally told,” he said. “I think it’s the budget that we had to have and I’m happy to endorse it.” While the majority of councillors did endorse the budget, Cr Nipper Brown did not vote for it. While he would not explain his reasons behind this decision, he did say the budget was good and would put council in the position it needs to be in 12 months. Mayor Gilmore said the budget will disprove the Queensland Treasury Corporation’s prediction that within five years of de-amalgamation the council would have run out of money. “The budget says to the community that we are not going to be financially distressed in five years. We have taken the hard decisions now, and believe me they are hard, but they had to be taken,” Mayor Gilmore said. Mayor Gilmore expected a mixed reaction to the 9.9 per cent rate rise, which he described as “modest and moderate”. Council calculated 80 per cent of householders would pay an extra $95 per year due the rise.

“Some will be relieved, some will be pleased and others will take a contrary view and there is nothing I can do about that,” Mayor Gilmore said. “I live in hope that people will accept that the work that has been done came up with the only option that is viable, in term of setting council up for the future.” In order to provide a balanced budget, as well as increasing revenue, the council has implemented cost cutting measures. These include not filling 11 vacant positions, which will save council $1m. Further staff reductions will be made through natural attrition (three positions have already been identified) and council started offering voluntary separation packages on Thursday. “We anticipate that we will reduce the number of our staff complement by some more during this fiscal year, but we haven’t put a number on that,” Mayor Gilmore said. Council also made an immediate five per cent reduction in the cost of goods and services across council and is looking to further reduce costs by up to ten per cent within the fiscal year. A service level review is being undertaken with staff in workshops looking to find and eliminate inefficiencies. Mayor Gilmore said the reviews would delve into every corner of the way council functions and review findings

would be put to council before any decisions on reducing inefficiencies were made. “That process has already begun on how we might do those things and do them with a minimal impact on the community,” Mayor Gilmore said. “The last thing we want to do is to impact on the community and have people walk down the street and feel ashamed of it. So we will reduce the level of service wherever we can without having a major impact on the community.” While the 2014-2015 budget has only just been handed down, Council CEO Peter Franks was determined to build upon it for. The budget will go to QTC for analysis and he believed council’s initial sustainability indicator of weak would be upgraded to moderate. “It is a good news budget, in terms that it sets this community up for the future, and it flies in the face of everybody who said that de-amalgamation wouldn’t work and we couldn’t afford it,” he said.

Community input needed for Cooktown birthing service

Expressions of interest are being called from people in the Cooktown region to establish a Community Birthing Reference Group. Cooktown Multi-Purpose Health Service Clinical Midwifery Consultant Deirdre Murphy said the proposed group would provide advice on the planning, delivery and evaluation of maternity and birthing services, as well as community communication and engagement. Birthing is being re-introduced to the Cooktown MPHS after an absence of more than 11 years. The first women are expected to give birth in Cooktown early next year. But until then, Cooktown region women must still go to Cairns or elsewhere at 36 weeks in order to have their babies safely. Miss Murphy said meetings of the proposed reference group would be held monthly over a one-year period in Cooktown with the possibility of extension. Teleconferencing will be available from Hopevale, Wujal Wujal and Laura and membership is on a voluntary basis. Miss Murphy said applications were encouraged particularly from people in remote communities, Aboriginal and Torres Strait Islander people, parents in the area who have already had babies, or those planning to start a family. “These applications do not have to be in writing, a simple phone call to the Director of Nursing at the Cooktown MPHS will suffice,’’ she said. Miss Murphy said as part of the steady expansion of maternity and birthing services at Cooktown, a new Maternal and Child Health/Indigenous Health Worker had been appointed. “Lyndell Gibson’s appointment is one of many planned positive steps towards improving maternity services for the Cooktown cluster,’’ she said. “We are extremely lucky to have Lyndell’s expertise and experience in the region.’’ Miss Murphy said Miss Gibson was born in Hope Vale and had 15 years’ experience working in health on Cape York. “She will be works closely with Aboriginal and Torres Strait Islander Health Workers to offer home visits to women in remote communities including Wujul Wujal, Hopevale, Laura, Lakefield,

Rossville and Ayton,’’ Miss Murphy said. “Over the coming weeks and months, the maternity care offered by Cooktown MPHS will continue to be enhanced with the employment of additional experienced midwives as we steadily approach the stage early next year where women with low-risk pregnancies can start birthing here again in safety. “We will also continue to build up the suite of maternity services in the Cooktown region to include breastfeeding support, diabetes education, stop smoking support and nutritional advice.’’ Miss Gibson said when babies started to be born again at Cooktown early next year, they and their families would receive a range of support services following the birth, as well as in the lead-up to the birth. “Giving birth is only a small part of the journey of motherhood,’’ Miss Gibson said. “Healthy mums are less likely to have premature births and they have heavier and healthier babies. Small business get chance to win Small businesses across Australia stand to win a share of $600,000 in a major initiative by American Express to recognise their contribution to the Australian economy. Running until the end of November, 120 small business grants worth $5,000 each will be awarded nationally–20 each month. The funds will be used by business owners to enhance and grow their businesses. The initiative, part of the American Express Shop Small campaign, has received the backing of the Minister for Small Business, the Hon Bruce Billson MP, who believed anything that helps celebrate small businesses in the local community is a great thing. “Small businesses are the backbone of communities and any support to encourage success, reward passion and entrepreneurial spirit is welcomed. The American Express Small Business Grants are recognition of the hard work, sleepless nights and enduring commitment of small business owners,” said Mr Billson. Small businesses that accept American Express are eligible to win a Business Grant. Entry is automatic once an American Express transaction is processed. In 2013, 30 Small Business Grants were awarded by American Express. Mareeba Lioness Club members welcomed their new executive for the 2014-15 year at the well attended combined Mareeba Lions and Lionesses Changeover on June 21. Janet Mills is the club’s new President leading an executive comprising Treasurer Catherine Gordois and Secretary Janet Parkinson. Already, the club has swung into action with members preparing items for their float for the 2014 Big Mareeba Rodeo downtown parade and also out in the community assisting in the hosting of the Coast to Coast Bike Ride stopover at Mareeba’s Centenary Park on Sunday, June 29. Mareeba Lionesses also assist in the kiosk at Mareeba Gladiators home games and also at the Northern Pride versus Easts Tigers Intrust Super State League Cup game at Davies Park on July 5. The annual Mareeba Lions and Lionesses Cairns Show long weekend getaway will head to Pinnacle Village at Wonga Beach on July 19 to 21 where members and their partners and families have a great weekend. Another popular event this month will be the annual Christmas in July at the open day at Davies Park on Sunday, July 20. We will be assisting the Lions Club with their yearly food stall at this event which attracts around 300 mobile homes and caravanners to our district each year. SWEET tunes, face painting and a chance to honour indigenous soldiers are on the cards for Kuranda’s NAIDOC celebrations. The National Aborigines and Islanders Day Observance Committee (NAIDOC) week celebrations are being held this week with Kuranda coming together on Wednesday, July 9, to celebrate aboriginal and islander cultures. The main event will be the NAIDOC march, kicking off at 10am with a family fun day to follow and events in the park from 11am to 3.30pm. Kara Ross has been helping Zenith Bonner, Jermaine Herbohn and William “Biri” Duffin organise the event and said people can expect a relaxed atmosphere with live music, a chance to jam on the open mic and fun for all. The celebrations will also include an opening ceremony and welcome to country. “There hasn’t been a celebration in Kuranda for NAIDOC for years, and this is a chance to show support for first nations peoples,” Ms Ross said. “The main thing is empowerment and empowering our people. We can come together and celebrate all the times we’ve had and we don’t really have the chance to do that anymore.” The theme for this year’s celebration is Serving Country: Centenary & Beyond and there will be opportunities to recognise and pay respect to indigenous servicemen. NAIDOC celebrations also cater for kids with face painting and indigi-games and there will be a free barbeque. Kuranda’s NAIDOC celebrations are supported by Ngoonbi Co-operative Society Ltd, the Mareeba Shire Council, Kuranda Neighbourhood Centre, Kuranda Police Station, Kuranda Paper and the Kuranda SES.

Watch what you waste TABLELANDERS have been asked to clean up the way they get rid of their rubbish, especially what they put in their recycle bins. Tablelands Regional Council Mayor Rosa Lee Long said the council’s Waste Services Team has been finding more household recycling bins are contaminated with unsuitable items. Household “wet” waste such as used nappies and food scraps, even in small amounts, can spoil an entire truckload (up to four tonnes) of material. “The Tablelands community is one of the only rural or regional communities in Queensland to have a Materials Recycling Facility (MRF),” Councillor Lee Long said. The MRF is like a small factory where the recyclable materials that are collected from around the region are sorted into their different “streams” such as paper, plastics and aluminium. Once sorted it is baled up and sent off for processing. Tablelands Regional Council Co-ordinator Waste Services Shane Teahan said some of the sorting is done mechanically and some of it is done by hand. “However the MRF can only function effectively if we are able to feed clean recyclable material into it, as the machines don’t cope well with non-recyclable material,” Mr Teahan said. “Our Transfer Station Operators also face a significant health risk by having to clear dirty nappies and

the likes. In fact, we have lost entire truck loads due to contamination levels being too high which means the community as a whole loses.” Mr Teahan said not only is council unable to recover costs by shipping the material for further processing, but the waste is then put into general landfill which brings additional financial and environmental costs. “It is at the point where our drivers are unable to pick some recycling bins up as they are clearly overflowing with non-recyclable material,” he said. Mayor Lee Long said the community needed to work together to ensure the best results both in terms of costs and the impact on the environment. “I am putting out a call for Tablelanders to make a little extra effort and ensure that the right material is put into the right bin,” she said. “We are very lucky to live in such a beautiful part of the world and we all need to do our bit to keep it that way.” Recyclable materials include plastics (excluding plastic bags), paper, cardboard and aluminium cans. Items that cannot be recycled include disposable nappies, food scraps, ceramics, pottery, china, ovenproof glass, crystal, chemical containers, syringes or medical waste and plastic bags. MAREEBA SHIRE COUNCIL BUDGET 2014

- 2015

I present the budget for the financial year 2014-2015. This budget is unequivocally a good news story for the community of the Mareeba Shire. Two years ago it was forecast that in the event of de-amalgamation the Mareeba Shire would have exhausted all of its cash reserves and would be financially distressed within five years. This budget flies in the face of that prediction. It is true that this is a tough budget, as it must be. In the development of this budget, Council considered numerous options; all of which were difficult and some of which offered no hope for a successful future for this shire. Today we present a budget which reflects what this Council considers to have been the only viable option to set the Mareeba Shire on a trajectory which will guarantee its financial future. At the outset I would like to express my appreciation of and admiration for Councillors and staff in their role in the preparation of this, which is clearly the most difficult budget ever presented in this chamber. Tom Gilmore Mayor On the 9th of March 2013, the community of the old Mareeba Shire voted in favour of the de-amalgamation of the shire area from Tablelands Regional Council. The reconstituted Mareeba Shire Council came into being on the 1st of January, 2014 and today is six months old. In the lead-up to that vote, there were differing opinions expressed about the likely cost of de-amalgamation, both in the short and the long term. However, irrespective of these widely varying estimates, no one ought to be surprised that there is a considerable cost which must be carried by the community. It is important to set the record straight in terms of the process which has been followed to ensure that both the Mareeba Shire Council and the Tablelands Regional Council emerged from this de-amalgamation process with resources of staff, plant and equipment, and finances which were fair to both. This process was prescribed by the Local Government (De-Amalgamation Implementation) Regulation 2013. In determining an equitable split, the financial processes of the Tablelands Regional Council were forensically dissected from amalgamation in March 2008 until the present, and resources redistributed as though the previous Mareeba Shire Council had never been amalgamated. The bulk of this work has been completed and this process will be finalised in the coming months. The budget that I present today seeks to achieve one thing, and one thing only, and that is to establish Mareeba Shire's long-term, economic viability so the organisation will be able to provide a high level of service to this community for many years to come. Indeed, there is simply no alternative. In compiling this budget a number of factors had to be considered. These factors include but are not limited to, the actual cost of the division of the two councils and the inherent on-going costs associated with the creation of a new local government entity .

The cost of de-amalgamation: 1.

The cost of de-amalgamation is estimated to be in the order of $5.1 million. However as interest on the debt is currently being capitalised, the final cost will be approximately $5.5 million, a once-off cost which is equal to $584 per property, based on 9,408 rateable properties.

$2.2 million as a recurring annual on-cost, which is the real cost of the duplication caused by the establishment of a new council and all of the operational costs associated with the creation of a totally new entity.

In respect of the once-off cost, Council has been instructed that it may not take a loan from the Treasury Corporation to repay the temporary de-amalgamation facility on the 30th of June 2015. We therefore intend, beginning in the 2015/2016 budget year, to manage this matter by way of an internal borrowing from constrained reserves, and to repay the cost over time to reduce the impact on ratepayers. The cost to next year's budget will be $752,000 calculated at 6.5% over ten years for interest and redemption. In respect of the recurrent costs incurred as a result of de-amalgamation, these costs are built into this budget's outlays and must be confronted immediately to ensure the long term viability of the shire. Therefore, Council has determined that sufficient measures are contained within the structure of this budget, to ensure that future budgets begin on a firm footing and not subject to the need to recoup these on-costs by further rate rises in the future. Some of these measures include the immediate reduction of the staff complement of 11 positions, saving $1 million and then a further reduction of the staff complement by way of natural attrition and voluntary early retirement over the period of this financial year. Further, we have allowed for an immediate reduction of 5% in materials and services outlays in the operating budget. It is expected that these savings, and as much as a further ten percent, will be achieved through a full and comprehensive review of the levels of service delivery across the shire. Once fully implemented, these measures will ensure effective cost delivery of services. As a result of these measures, there may well be a reduction of the levels of service provided in certain areas. We will, however, do what we can to minimise the impact on ratepayers. This is a significant step forward in establishing this Shire as viable in the long term. There will be critics of this budget, as is always the case, but the community can rest assured that after the most careful consideration, the Council has adopted the only realistic solution. By taking the decisions that we have today, we deliver a balanced budget with a modest operating surplus of $42,000 in the general fund and a consolidated surplus of $5.9 million. This consolidated surplus, which mainly comes from the utilities area is used to fund necessary capital works, noting our capital budget does not form part of the operating budget. I now turn to the substance of the budget: The general rate is increased by 9.9% which means that an average residential property will pay an extra $95 per year. Increases in rates and charges for this year, provide the council with an extra $1,169,410 for the full year, which equates to an increase of 8.75% in general revenue. Water charges will increase by 3.2% There will be no increase in sewerage charges The cost of garbage services will increase by 5.15% in line with contractual obligations. Overall Result: • A balanced budget, with as low as possible increases in rates and charges whilst guaranteeing a sustainable Council. With the long term forecast based on keeping future rate increases limited to increases in the cost of operations. • Depreciation is fully funded (which means we can work at keep our existing assets at an appropriate level). • A modest operating surplus of $42,261, which means we can fund our debt repayments and slowly build a reserve so, in the future, we will be able to fund new or improved infrastructure rather than just repairing the existing. • Maintenance programme for all assets including roads, bridges and built assets of $10.83M , which includes $600,000 being reserved for a gravel road resheet programme. • Capital works programme of $6.77M, including: ROADS and BRIDGES PARKS $2.380M Reseal programme maintaining our bitumen roads $46,000 Speewah repair Ross Common Park playground equipment $577,000 Bilwon Road upgrade $10,000 Irvinebank Fire Station drainage improvement $15,000 Mareeba Mary Andrews Park – extend the car park $360,000 Pinnacle Creek causeway $680,000 Bridges and culverts LAND and FACILITIES $300,000 Costin Street pavement rehabilitation $ 60,000 Kuranda Library service centre relocation & fit out $150,000 Anzac Avenue intersection upgrade $100,000 Kuranda Recreation Centre new amenities block $ 70,000 Julatten, Geraghty Park demolish cottages and replace with a shed $100,000 Marinelli Estate/Seary Road works $5,000 Chillagoe pave around monument $50,000 Upgrade of rural grids $35,000 McLeans Bridge Road upgrade This budget has been compiled in extraordinary circumstances and is framed around the historic $220,000 Torrisi Road, Marinelli Estate stormwater need to establish our new Mareeba Shire Council as a respected and viable member of the local government community. I do not pretend that the decisions taken have been easy and neither do PLANT and FLEET I expect that it will achieve universal acclaim. None the less, the community must understand that their $365,000 Plant and Fleet – replacement plant and fleet Council has canvassed every possible angle and has sought every opportunity to ease the burden on WATER and WASTE WATER ratepayers following the decision taken to return to our local government roots. Saddle up for a great weekend WHETHER you are looking for the best rodeo arena action or to let your hair down at the Town Parade, the Mareeba Rodeo weekend has something for everyone. The fun will kick off at the Mareeba Mazda Down Town Parade this Friday with fantastic floats rolling down Byrnes Street from 7.45pm. Be sure to check out the dazzling Rodeo Queen entrants on their floats,

before the 2014 Rodeo Queen is announced around 8.30pm, near the cenotaph. For the kids and youngat-heart there will be a side show alley with stalls and amusements, west of Byrnes Street. The arena will be action-packed on the weekend with saddle bronc, bull riding, steer wrestling and more. Head ring side to see who will come out on top when the dust settles. Kids won’t be left out when they

have a chance to compete in the junior events, including barrel racing, bull riding and breakaway roping. While Queensland may have been defeated at the State of Origin, competitors will be keen to prove they still rule the arena at the Interstate Challenge. Matrons give confidence boost By Katherine Kokkonen

BEAUTY is more than skin deep for the Rodeo Queen entrants, with classes in deportment helping them to shine from within. Matron Frances Petersen has been helping rodeo queen entrants tap into their inner confidence for the past five years. The title of matron doesn’t tell the full story with Ms Petersen seeing herself as a mother figure for the girls. The matrons are like chaperones, who do teach the entrants about physical appearances through classes on skin care, hair, make-up, but also teach the girls public speaking and interviewing skills. “I always had a liking for deportment and teaching kids how to better themselves and when I was asked to do this I thought it was great,” Ms Petersen said.

“I enjoy this every year because the girls are very shy and timid and by the time we are finished in three weeks they have built up their confidence. We have been able to open up these girls and they are going out into the public world. They look after themselves head-to-toe and are confident.” Ms Petersen said the skills the entrants learn during the Rodeo Queen competition help to build self-esteem and come in handy later in life. “These are things a lot of people don’t get taught,” she said. “When they are going for first interview with an employer they know about eye contact.” While this year’s Rodeo Queen Competition may soon be coming to an end, Ms Petersen won’t be hanging up her matron’s hat anytime soon. “While I can, I’ll be doing this,” she said. “I just love it.”

Community commitment keeps McGrath coming back

Deborah McGrath has been helping out at the Mareeba Rodeo for more than 25 years.

The dust and excitement of rodeo runs in Deborah McGrath’s blood and has motivated her to help out at the Mareeba Rodeo for more than 25 years. Ms McGrath’s family has been involved in the rodeo scene since her grandfather, Dave McGrath, was helping his father bring in cattle to be used at the rodeo. It became a family tradition with Ms McGrath’s father, Gary, and uncle, Evan, doing the same over the years. However Ms McGrath did not follow her ancestors in rounding up cattle, but rather found her rodeo niche in helping run the event smoothly. She first became involved when she was just 14 and was writing out cards recording the competitors in each chute and running the information up to the announcers. She continued doing this job until she started working fulltime in the office and became the Mareeba Rodeo Secretary in 1990. She has spent the past 25 years either as the Secretary or a volunteer. “I like being able to help out and make sure everything runs smoothly, not just for the rodeo but for all of the festival events in the lead-up, as well,” Ms McGrath said. “I enjoy the camaraderie and catching up with

friends each year. It’s a good thing to do some community service, when you can. “Thank you to everyone who has helped me over the past 25 years. It certainly makes the job easier by having so many volunteers.” As a kid, Ms McGrath loved the chariot race and dodgem cars, but in her role as Secretary she is often kept busy in the office. If she gets the chance, she tries to take a break and run out to grab some chips and watch the rodeo events. “I like to watch the saddle bronc, if I can. Although it always seems to be busy in the office whenever that even is on, so most times I miss it,” she said.

Best show on dirt comes to Mareeba Rodeo By Katherine Kokkonen STUNTS, comedy and astounding horsemanship will all be in the arena when The Rooftop Express rolls into the Mareeba Rodeo. The Rooftop Express has taken to the road with six performers, 12 horses, eight steers and a myriad of working dogs. The show has been running for three years, but this will be its first time up north.

Performer David Manchon said the team was feeling a bit nervous ahead of their performance at the rodeo, but were looking forward to putting on “the best show on dirt”. “Everyone up there knows good horses, good dogs and tough cattle and what’s possible with them, so it’s a little bit nerve wracking for us,” he said. “It’s a pretty fast paced, Australian storyline with big stunts and lots of comedy. It’s a family show with plenty

that the kids will appreciate and there will be stuff for them to point and giggle at.” Mr Manchon said he felt privileged to be part of the show and make people excited about primary industries. He saw the show as not only entertaining, but a way help the Australian way of life in the bush prosper. “This is homage to drovers and the way things were, but it is

also a modern twist on things and a way to promote the bush,” Mr Manchon said. “All sorts of people and kids might see something and take an interest and they might later ask about primary producers.” T h e Rooftop Express will take centre stage at the main arena on Saturday, at 6.30pm and Sunday at 2.45pm.

With record crowds expected, police are urging parents to remain vigilant in an effort to reduce the incidents of lost children, belongings and property theft. Mareeba Police will again make available to families the free armbands which will allow them to include their mobile phone number that they will have at the event. In the event police locate a lost child, they can make contact with the parent and reunite them with their child quickly. Prior to attending the parade or rodeo, families should establish a rendezvous point to meet at should the family become separated. Parents are encouraged to speak to their children about the importance of protective behaviours and what they should do, should they become lost or placed in an unsafe situation. Armbands can be collected from the Mareeba Police Station, The Rodeo Office and the Police Command Post behind the arena on Saturday and Sunday.

A cactus, bucking bull and cowboy aren’t what you’d usually expect to find in a library. The colourful display has been charming locals and visitors in the leadup to this weekend’s Mareeba Rodeo. Branch Supervisor Wendy Rutherford said the decorations were all part of getting into the community spirit, with staff getting dressed up in western gear and playing country music to get into the swing of things. Kids aren’t left out of the action with special rodeo themed craft activities ranging from silk painting to sand art. “We’ve been packed out every time. It’s been great,” Ms Rutherford said. “It’s about getting people together and learning through fun.” Eddie Stevens, 4, didn’t pass up the chance to have his photo taken in the special cowboy painting created by staff member Lindsay Arthur. Eddie said his favourite thing about the rodeo was seeing all the bulls, but he didn’t want to grow up to be a cowboy. “I also like dinosaurs,” he said. “My favourite book is a dinosaur book. Pure Dust owner Sally Blanch has gone back to her roots and is showing how country clothes design is done with her label Pure Dust. Ms Blanch opened her first Pure Dust store in Mareeba last month and is delighted by the support she has received. Previously, Ms Blanch lived on the Gold Coast and designed swimwear, earning her an RAQ fashion award in 1996. She moved to Mareeba three years ago and loved the community spirit of the town. “I fell into that business and was never really into swimwear designing,” Ms

Blanch said. “I’m a horsey girl, I love the country and I love where I live.” She said she had received a lot of positive feedback on Pure Dust and put the brand’s appeal down to the colourful and fresh design of the clothes. A time to reflect

Relay For Life has been celebrated around the world by passionate communities for many years, and Tablelands plan to carry on that tradition. The event as we know it first came to light in 1985 when Dr Gordy Klatt - a colorectal surgeon - spent a gruelling 24 hours running and walking around a local oval to raise awareness about cancer and funds to beat the disease. Today, the event is run in every state and territory of Australia, raising more than $14 million nationwide each year. Every dollar that we raise at Tablelands Relay For Life contributes to that, and supports Cancer Council’s work in research, early detection programs, and local patient support services. The same core mission to raise vital funds for a cancer free future remains, and it is the fundamental reason many of our participants walk throughout the night. Some walk for themselves and some walk for loved ones affected by cancer – but no matter the reason, the fact that so many people are united with a common goal is captivating. Relayers come together, share their stories, support one another, and reflect on their personal journey.

The three ceremonies held include the opening lap to celebrate cancer survivors and carers, the candlelight ceremony to remember loved ones lost to cancer and a closing ceremony to celebrate the achievements of Relay. A highlight for myself, and often for many at the event, is the candlelight ceremony. At the dusk candlelight ceremony, participants light candles and line the track with bags inscribed with messages of love, remembrance and hope, to inspire participants to continue walking throughout the night and keep fighting. With your help, Tablelands, we are able to continue fighting back against cancer and making a vital difference. The LAND No light at the end of the tunnel for live cattle exporters KAP Leader and the Federal Member for Kennedy Bob Katter MP is furious about the Federal Department of Agriculture increasing their fees and charges for live cattle export, by up to 66% in some cases. As outlined on the Department of Agriculture’s website, processing, administration and overnight fees have risen to over $529 per 15 mins processing time. According to Cattlemen in the Gulf this would equate to roughly $5 per head of cattle leaving Australia by sea. Mr Katter believed the Government has given with one hand but taken with the other and the additional fees are the difference between making a profit and running at a loss. “Over 2000 farmers are in banking default in Queensland. Only 168 applied for their concessional loans and only 64 of them were eligible for the assistance,” he said. “To impose $5 a head fees and charges on top of what they (cattlemen) have been through in the last 3 years shows the callousness and officiousness of the ALP and the LNP ministers. This announcement leaves any decent Christian person with a foul smell of sewage in their nostrils. “The ALP Government with their mindless callous vandalism, wrecked the live cattle export producers and their numerous contractors and employees and now this LNP mob are sitting on $720 million of loan monies and on top of this they have applied a $5 extra charge per head. We are talking about 10 per cent of their entire income. After mustering and cartage, I doubt whether they would be making $300. $5 is the difference between making a profit and making a loss.” “The light at the end of the tunnel is a loco motive coming at you at 100klms an hour.”

COMMUNITY cynicism of Ratch-Australia and resistance to their proposed Mt Emerald wind farm came to the fore at a presentation of a review on the proposal’s draft Environmental Impact Statement (EIS). Approximately 100 people packed in for the presentation by Sustainable Solutions, who were commissioned to complete the review by Tablelands Wind Turbine Action. The presentation highlighted gaps in Ratch-Australia’s draft EIS on the proposed Mt Emerald wind farm. Sustainable Solutions’ Kim Forde detailed the work done by scientists over two weeks to review the draft EIS at the presentation on Tuesday, July 1, at the Barron Valley Hotel, Atherton. Local business owner Bruce Watkins was appalled by the number of gaps and the range of inadequacies in the draft EIS. He was particularly concerned about the lack of information in the noise and aesthetics assessments and that no study had been presented on the effect the development would have on land values. “These are the mums and dads who worked long and hard to buy those homes and businesses and now the rug

has been pulled out from under them and it is not fair,” he said. “Ratch did not consult with the community, to start with, and they are very out of touch with what is going on in the community. “There hasn’t been quantitative or qualitative research done and it is quite appalling that it has come to the stage.” Mr Watkins said Ratch-Australia had made no effort to engage with the community. He also expressed frustration that requests for information were met with vague replies and differing information. “One week they are putting 75 turbines, the next week they are putting 69, then they’re putting 72,” he said. “They can’t get their figures straight and surely an economic—and I say that loosely—development of this size, with so many people affected, needs to be more accountable and more trustworthy and stable than flippant numbers thrown about every week.” While submissions on the draft EIS closed on Wednesday, July 2, Ratch-Australia granted some extensions until today, but did not grant a two week blanket extension on submissions.

The improved performance was achieved despite a planned maintenance stop occurring during the week. Results are as follows: Belair defeated Cruisers in a convincing 7/0 win with Helen Harris again dominant scoring 4 goals. Shooters were outclassed by Pluckers 6/0; Totally Holcim lost to Plastered Vets 4/1 whilst Waterloo were victorious over Woteva 4/0. With the Shamrocks and Bombers unable to field full teams the men played forfeit matches with both games being fast and full of action. Trophy day won by champ By Katherine Kokkonen

An outsider sped away with the Joan Holden Award at Mareeba Speedway’s annual trophy day. Gympie driver, Patrick Brennan, took out the trophy awarded to the driver with the highest points in any class. The sixteen-year-old also took out the junior section and feature race. Brennan was in Mareeba staying with the Wallace racing family and hadn’t planned to compete at the trophy day. “I just came in to have a bit of fun. We were staying with the Wallaces and Maddy couldn’t race and they asked me if I wanted to have a go,” he said. His win didn’t come

down to luck; Brennan has been racing for five years and is ranked first in Queensland and third in Australia in the junior division. “It’s just the adrenaline rush and it’s just great fun,” he said. Brennan looked forward to the possibility of defending his new title next year. Mareeba speedway Secretary Kerrie Veivers said it was a perfect day for racing, despite numbers down on last year’s meet. She attributed the low numbers to the V8 supercars event being held at the same time in Townsville. “Today was fairly competitive and there were no prangs” Veivers said.

Youngsters shine at championships YOUNG Atherton Tablelands Hockey Association star Benjamin Lowe has been selected in the Qld U13 Men’s State Team (Sabres). Ben attended the recent State Championships where the U13 Boys were triumphant in Division three taking first place. Day one of the competition saw the young team taking on Warwick in their first match with a 3-1 victory. Backing up in the early afternoon Atherton were unable to keep up the momentum of their first win and went down to Redlands 4-0. Rallying from the defeat the boys tackled Ipswich 2, in their third game on day two again coming out on top with a hard fought win 1-0. Taking on Cairns 2, in the afternoon the boys again dominated with a 1-0 win. Edging toward the top of the ladder and playing for a place in the grand final, day three saw the boys take on the might of Mackay 2. Determined to excert their dominance the team played well beyond their years with a fantastic 4-0 win which projected them into the grand final. Playing off against Redlands who remained undefeated throughout the tournament the boys, supported by their coach and mentor, Paul Keevers and Manager Rowena Draper, went

in with a typical Atherton attitude of anything is possible. Providing the upset of the day the much fancied Redlands went down to Atherton, who scored two brilliant goals to Redlands one. The skill of Ben Lowe in the goal box was certainly an advantage to the team and his exceptional gamesmanship has been rewarded by his selection to the state team, however all boys were a true credit to the team. The Atherton Tablelands Hockey Association acknowledge Ben Lowe, Trenton Floundry-Stoetzel, Jimmy Spencer, Bailey Hutchesson, Harry Phillips, Mitchell Toward, Brendan Draper, Jordan Grace, Joel Muller, Clem Lucey and Adam Keevers for their great win. The U13 Girls State team of Hayley Fullgrabe, Anita Curcio, Abby Toshach, Makenzi May, Ella Curcio, Katherine Keevers, Lara MacCallum, Alexandra Cook, Renae Craig, Catriona Boyd, Isabelle Lucey were also a credit to the Association. Playing in Division two pool B, the girls played great hockey. With losses against Gympie, Townsville and Bundaberg the girls were ever resilient narrowly being defeated by Bundaberg in a 1-0 loss but holding Cairns 2 to a nil all draw.

Celebrities to race Billycarts The Billycart Races at Malanda have attracted a good list of public figures who realise that the event is for children of all ages. In fact ages have ranged between 7 and 74. Past meetings have attracted Mayor Tom Gilmore, Mayor Rosa Lee Long, Councillors Geoff Stocker and Rhonda Sorenson and the ever enthusiastic Shane Knuth MP. Radio announcers Kier Shory and Mark Hogan have also competed. This year Geoff Stocker and Shane Knuth have already booked their carts and others are in the pipeline.

Full day of footy action at Davies Park The Northern Pride failed to consolidate top spot in the QRL top of the table clash against a gutsy Eastern Suburbs, on Saturday night, at Davies Park, Mareeba. The visitors scored four tries to one in the first half and with the score 16-4. Both teams put in a solid defensive effort to keep each other scoreless in the second half. Young guns Tom Hancock, 21, Jordan Biondi-Odo, 20, and PJ Webb, 19, were pitched into battle against the Tigers in the wake of five Pride players earning Queensland Residents selection. The original game between the two sides was due to take place at Barlow Park on April 12, but was postponed due to Tropical Cyclone Ita. “I think it’s our duty as a club to bring these representative games to regional areas,” Sea Swift Northern Pride Chief Executive Offer Brock Schaefer said. “I would like to lock in every year into areas like Mareeba, the Cassowary Coast and maybe Port Douglas. It’s a win-win situation for everyone concerned.” This was one of two games at Davies Park, in Mareeba this year, including the Round 23 Country Week clash with Souths Logan Magpies, in early August. Mareeba Malanda Eels secured another high scoring victory over the Edmonton Storm in the curtain raiser prior to the Northern Pride Game at Davis park Mareeba On Saturday. The top of the Table C-Graders lead 54-10 at half time and things got worse for the visitors in the second half as the Eels scored 5 further tries to steamroll the Storm to a comfortable 70-18 win. Gladiators and Roosters struggle to find players A weakened Gladiators side battled against the Edmonton Storm but were unable to triumph, going down 50-34 Coach Cameron McPherson was frustrated when key position players did not turn up to play on Sunday. “It was very bad preparation when you don’t front and it was disappointing to see,” he said. To make up numbers, four players from the Gladiators A reserve took the field. However the rush to form a team took its toll with the Gladiators 24-0 within the first 15 minutes. “There’s no doubt that the blokes that were there tried, but it was hard to start the game well and I’m pretty disgusted by the situation,” McPherson said. While McPherson may have been appalled by the no-shows, he was full of praise for the players who continued to

He praised Captain Shana Aue for stepping into the half position and young hooker Apenisa Cokanasiga. “The young guys played well and I have to thanks the reserve grade guys, especially Nathan Grainer, who played two games and scored a try,” McPherson said. “I also want to congratulate the Malanda Mareeba C grade on their win.” Hopefully, with a bye scheduled for this weekend, the Gladiators will have time to sort out their team. The Atherton Roosters were also let down with players not turning up for their game against Tully and were thoroughly flogged 88-4. Following recent dramas at the club, the team is hoping to bounce back against Ivanhoes, next week. Redemption came from the Roosters A-reserve team who won a tight game 22-18.

The Mareeba Bulls had another good day at the office on Sunday as they defeated Douglas United 3-2, and if winning premiership’s is gauged by fighting qualities, then perhaps the Mareeba Bulls have shown why they are now on the favourites to take out the 2014 FNQ premier league premiership. In a close tussle, the Bulls came back from a goal down twice, to take out the 3-2 win over the Douglas Dragons at Douglas. Douglas United has shown that they usually get stronger as the season goes on, but the Bulls depth proved they are the team to beat this year with youngsters stepping up to fill in as injury played havoc with the starting line up. A man of the match performance by Elliot Gardener saw him bag a hat trick as the bulls came back from each goal down to win the match. Mareeba maintained their eight point lead at the top of the premiership table over second placed FNQ FC on 19 points who have a game in hand. The Bulls reserves played out a thrilling 1-0 win

over Douglas thanks to solitary goal by giant forward Karl Srhoj who had just come back from injury. The win puts the reserves in equal first place with Edge Hill United on 21 points. The Bulls will face yet another road trip next weekend as they face the Leichhardt Lions who sit second from the bottom on eight points. POSITION
