Council business unsettled By Ryan Groube

A fortnight has passed since the Mareeba Shire Council (MSC) split from the Tablelands Regional Council (TRC) but the de-amalgamation process remains incomplete. Key financial data, including the split of cash, debt and reserves has yet to be finalised with both councils unsure about how much money they have in the bank. Accounting consultant Crowe Horwath submitted a second draft of balance sheets to the TRC and MSC early in the year with staff from both councils reviewing the figures. Once the figures have been reviewed, they will be forwarded to the TRC’s independent auditor, Pacifica, and an independent contractor for the MSC, Orion Consulting. The de-amalgamation transfer committee – acting MSC chief executive Rod Ferguson and TRC chief executive Ian Church – will then choose to accept, or reject, the report. “We would rather have had this finished before the first of January but I’d much rather be sure we get the right outcome,” Mr Ferguson said. Time has become a critical factor with the MSC needing to bring down a six-month budget before the end of January. Mayor Tom Gilmore said despite the looming deadline the council did want to make changes to the existing MSC budget which was brought down by the TRC last year.

The TRC’s 2013-14 budget included a six month budget for the amalgamated council and then two separate six month budgets for the new MSC and the remnant TRC. Recognising the tight timeframe facing de-amalgamating councils, Local Government Minister David Crisafulli has waived a key element of budget preparation legislation. “Under changes to the Local Government Act, the Mayor is in control of preparing the budget and councillors are guaranteed two weeks to have input,” Mr Crisafulli said. “Until now, councillors didn’t have protection through legislation guaranteeing them any access to the budget.” TRC Mayor Rosa Lee Long, however, said the failure to complete the financials involved with the split proved that the de-amalgamation process had been too hasty. “It shows that the nine months the Queensland Government gave us to do this split was simply not enough time,” she said. “In this case we are talking about a very, very important part of the split. The figures are in the process of being checked and double checked but we are still unclear as to what the final figures will be. “It is frustrating because we can’t move forward with absolute certainty until the final decision is made.” Mr Gilmore will call a special meeting of council towards the end of January to bring down the MSC budget.
