T
he Living Waters Church is urging the Tablelands community to think of those less fortunate and donate to the church’s annual food drive. Non-perishable food like cans of baked beans, cereals, biscuits and long-life milk in addition to toiletries like toothpaste and soap are at the top of the church’s wish list for donations to their food bank, which can be made at the Living Waters Mareeba Church, The Express office, or at Travel Experience in Atherton. The food is combined into parcels that are distributed to people in need, such as victims of natural disasters like Cyclone Yasi or those simply struggling to feed their families.
The church subjects those asking for help to a brief interview to ensure the food and supplies are going to those that truly need it. The food drive has been run since 2003, when the church distributed 15 parcels. Donations have risen steadily since then, peaking in 2011 when 117 parcels were given out, 35 of which were sent to the victims of Cyclone Yasi in Innisfail. Living Waters co-founder Pastor Jeff Xhafer said that Mareeba was a ‘very generous town’ and that the charity they had provided over the years had helped those who needed it most – but more was always welcome. “What we are asking is for when people go shopping, maybe pick up one or two extra cans and donate them,” he said.

Mr Murray, who works in council’s Street to Home program, said people only needed one do-
nation to turn their struggles around. “It’s absolutely a positive thing,” Mr Murray said. “We haven’t seen the same people twice [after they receive donations]. “It’s a tough situation to be in sometimes on welfare benefits and not being able to keep up with the day-to-day cost of life - I’d definitely encourage the community to go to the church and donate.” Ps Xhafer said, “When we sent the parcels of food down to Innisfail after Yasi, the reports we got back from that were quite touching and emotional,” he said. “Grown men cried upon receiving food.” Living Waters Mareeba is located at 9 Park Avenue in Mareeba and Travel Experience is located in Vernon Street, Atherton.

By Boyd Robertson The Tableland National Service Branch has officially been recognised as being the best-performing in Queensland in more ways than one. At the 2013 National Service Association Queensland State Conference in Rockhampton on September 14-15, Branch President Des Nella accepted the Peter Ryan Shield from State President Alex Garlin. The shield, named for life member and former president Peter Ryan, recognizes the best-performing branch in the state. The Tablelands Branch picked it up this year for their efforts in refurbishing the region’s marker posts, which demarcate the camp and training ground locations of World War II units. The branch worked together with the Carpentry Workshop of the Lotus Glen Correction Centre and members of the Ravenshoe RSL to restore the signs,

A Speewah mother is appealing to the community for help with building a cubbyhouse at her son’s kindergarten in Kuranda. Sashsa Wood is looking for extra materials to build a 2-metre by 6-metre cubbyhouse in the back yard of the Candlenut Steiner School near Kuranda.
Her husband Graham and several other men with children at the kindergarten will be constructing the single-storey cubbyhouse. Ms Wood, whose son Xavier, 4, attends Candlenut Steiner, said although labour was taken care of, any help in obtaining materials would be appreciated. “What we’re looking for is either leftover hardwood, nails, concrete and col-

would “most definitely” improve the experience of children at the kindy. “A lot of our early childhood activity is play – it’s a way of the kids to learn about the world around them and anything we can add to that is definitely something good,” she said. A new bus route on the southern Tableland will make getting around easier for the region’s residents. Malanda-based Emerson Bus Company gained approval from council on September 19 to establish a series of 12 signs for a for a new hail-and-ride route connecting Atherton, Tolga, Kairi, Malanda, Peeramon, Herberton and Yungaburra. The route, beginning on October 8, will have one dedicated stop in Tolga, while the other signs will mark safe pickup and set-down sites and bear schedule information. The route will be travelled six days a week by one 29-seater wheelchair-capable Mercedes bus, which will make ten trips on weekdays and five on Saturdays. The bus will run two separate services – one designed for trade apprentices and workers which will run through Atherton, Malanda, Peeramon and Yungaburra before finishing at Tolga, and another meant for school students that will again start in Atherton but also include Kairi, Ravenshoe and Ambrose Place. Passengers can hail down the bus at any point along the route. Some services will also link up to Trans North bus stops for quicker access to Cairns and other coastal areas. Emerson Bus Company managing director Kev Emerson made the original proposal to council, and said the approval of the new route
could mean expansion for his business, which also runs a maintenance workshop. “We decided to give this a try and see if the support is there for it,” he said. “We are already shipping students between towns but we were struggling to provide timesensitive services. “If this gets up there’s always more places for us to expand – especially operations in our workshop.” Trans North Tablelands manager Joe Paronella supported the establishment of the new route, saying it would help address transport concerns in the region. “We will certainly work together with them for this new project,” he said. “What this represents is now most of the Tableland is covered by some form of public transport, and this was greatly needed.”
Atherton Chamber of Commerce president Connie Duncan had similar messages of support. “We honestly haven’t got enough public transport even just around Atherton so if anyone wants to create more transport then we definitely support that,” she said. “On top of that by linking in with Trans North, [Emerson Bus Company] is going to be helping link the Tableland to the coast, which means if they market it well enough we could see an increase in tourism coming up from Cairns to check out the area. “Any business that is showing the initiative to expand the operations, especially in these times, will get 100 per cent support from the Chamber.”

Nominations for positions on the re-born Mareeba Shire Council (MSC) open on Saturday amid fears that a low annual salary for councillors will deter candidates from running at the November 9 election. The independent Local Government Remuneration and Discipline Tribunal have classified the MSC as a category 3 council which comes with an annual wage for councillors of $45,688 a year. The deputy mayor will earn $52,717 while the Mayor will pocket $91,376. Members of the de-amalgamation advisory committee, Pietro Girgenti and Robert Matthews said the paypacket for councillors had already balked “good people” from running. Mr Girgenti said: “We are talking a wage that is dancing close to the national minimum. At best the people who can take this on are retirees or people who will only be able to give the job part of their attention. The monkeys that we get are going to be reflective of the peanuts being offered.” Residents will be required to register their vote in person on Election Day, with polling booths open from 8am to 6pm. Acting Electoral Commissioner Walter van der Merwe said: “Electors absent from the affected area on polling day must cast a pre-poll vote or apply for a postal vote.”

Elders job losses confirmed By Ryan Groube Elders’ general manager for northern Australia Greg Dunne has confirmed that four positions will be lost on the Tableland as part of a major restructure of the debtladen company. Facing a net loss for 2012-13 of between $32 and $39 million the rural services company has announced plans to cut staff numbers by 10 per cent and could close some regional and remote branches. Mr Dunne said four positions would be scrapped at the Tolga branch while the Mareeba location would not experience any downsizing. He also said that neither branch was being considered for closure. “We have recently received a lot of feedback from customers that we needed multiple locations [on the Tableland] which is why we split our farm supply businesses between Tolga and Mareeba,” he said.“In order to run these businesses on a profitable basis we took a step back and had a look at all of our businesses and made a call on what resources we needed. I am very comfortable with
what we have put in place on the Tableland.” Mr Dunne said Elders had stepped in when rural industries were in crisis citing the role they played during the live export ban as well as running a program to attract young people to the industry. “The industry needs a strong Elders business in rural areas,” he said. He said he hoped that customers would return the favour by rallying behind Elders as they attempt to stabilise. Elders managing director Malcolm Jackman said the extension of finance would allow Elders to complete the consolidation into a sustainable and profitable agribusiness. “Elders is now in a good position to focus on servicing the day-to-day needs of our rural and regional clients,” Mr Jackman said. “We acknowledge the ongoing support of our banks, who have allowed Elders to continue trading as normal, to our people for their continual dedication and hard work and to our clients for their support over many years.” Mr Dunne said the company did not take the decision to let staff go lightly.

Vital service needs help teers has dropped to about 20 with Carol Gear, the co-ordinator of the hospital trolley, saying cracks in the service were beginning to show. “Usually I am able to find people to cover shifts but it isn’t on a full time basis,” she said. “Last week [September 16-20] we had two days where we couldn’t find anyone and the trolley didn’t go around.” Mrs Gear said volunteers like Diane and Andrew had been “Godsends” for the service but an injection of as little as a dozen new volunteers would make all the difference in securing the future of the service. “Since we began we’ve had a few people have to stop volunteering due to different circumstances in their life, not because they didn’t like pulling the trolley,” she said. “Because we haven’t been able to replace those people with new ones, it has got harder and harder on our remaining volunteers, with most now doing a run once a fortnight. When we began we were only asking for one hour a month.” “We’d just like to put the call out to any people out there that would be interested in volunteering.” Acting Mareeba Hospital Facility Manager Ross Clarksmith said the trolley service was “fantastic for our patients”. “They all appreciate having access to the trolley because often they can’t make the trip up town,” he said. By Ryan Groube A dwindling volunteer base has left the organisers of a trolley service at Mareeba Hospital struggling to cover daily shifts. Each weekday, between 10am and 11am, volunteers push a trolley loaded with newspapers and magazines, toiletries as well as chips, chocolates and lollies to patient’s rooms. The service allows patients, many of whom are bedridden or have restricted movement, the chance to purchase essentials – or a rare treat - as well as a chance to socialise with volunteers. Proceeds from any sales from this service go to the Mareeba Friends of the Far North Queensland Hospital Foundation, the organisation that operates the trolley. Diane Anning has been volunteering her time once a week on Wednesday to do the “trolley run” with her son Andrew. The duo has rarely missed a shift since the trolley began operating in 2010. “We’ve been doing it since it started. Andrew loves it. He’s the boss,” Ms Anning said. “It is only once a week and only for an hour but it makes such a difference to the patients who wouldn’t be able to get most of what we bring around otherwise. The nurses seem to like it too.” When the Foundation began operating the trolley it drew on a volunteer base of about 35 people to do one shift a month. This year the number of regular volun-

By Ryan Groube The loss of Constable Casey Blain was still raw as the Tableland community gathered at St Thomas’s Church, Mareeba on September 27 to mark National Police Remembrance Day. During the past 12 months, three Australian police officers have lost their line of duty. Among them was Mareeba-based officer Blain who was killed in a single vehicle accident on March 29 near Georgetown. Blain is the first police officer to pass away in the now defunct Mareeba Police District (recently rebranded as the Tableland Patrol Group) since Senior Constable Robert Moody in 1982. Queensland Police Service Assistant Commissioner Clem O’Regan said he hoped police officers and the families of those who had served in the line of duty found comfort on National Police Remembrance Day. Assistant Commissioner O’Regan said each of the 11,000 QPS officers began their day with a degree of uncertainty about what they would face. “No matter how skilled, experienced or
equipped an officer is there may come a time where fate and circumstance conspire,” he said. “All I hope is that you [colleagues, family and friends] find some comfort from the support that is shown here on days like today.” At 9.30am, a march began at the corner of Byrnes and Middlemiss Street, Mareeba travelling along Byrnes Street before turning into Hort Street on the way to the church. This year, police invited community groups, service and sporting clubs and individuals – particularly those that had an association with Constable Blain – to join the march. Among those who marched were Mareeba PCYC branch administration officer Karri Holmes and three representatives from the PYCY’s youth management team. “Two days before he passed away he dropped in and spoke to our youth management team,” Ms Homes said. “He was a great supporter of the PCYC and always came to our discos so we felt like we had to march this year.” The formal ceremony at the church went
for just under an hour and included speeches from Tableland Patrol Group Inspector Rolf Straatemeier and Australian Federal Police superintendent Glen Fisher. Inspector Straatemeier told The Express that the night before [September 26] police and members of the public had gathered at the Mareeba Police Station for a ‘Reflections by Candlelight’ ceremony. During the brief ceremony a candle was lit for each of the 10 officers fallen within the district and placed in a ‘reflective pool’. A retired Mareeba Police District flag was also unveiled on the night bearing the names of the 10 departed officers. The flag will be flown above the Tableland Patrol Group headquarters in Mareeba. “It was a pretty special time for us last night. A time for reflection,” Inspector Straatemeier said. “It really brought all our police officers together.” Inspector Straatemeier said he had been delighted by the turn out at both events and that by having the community show up it meant the sacrifice of officers “would never be forgotten”.

Works began on replacing Byrnes Street’s somewhat dilapidated footpaths at the end of July, covering the eastern side of the street between Lloyd and Middlemiss Streets and will progress south to cover both sides between Rankin and Hort Streets. The footpaths will be replaced with smooth coloured
concrete. TRC Mayor Rosa Lee Long said the works were on track but council did have to contend with working around the Telstra service pits. “While there are a number of Telstra pits in Byrnes St, council, as requested by Telstra, is not disturbing them. “Instead, we have redesigned the jointing pattern of the footpath works to avoid any construction delays. I understand Telstra is considering how to manage any risks associated with those pits.” A staff member at Caracalla House of Beauty, who did not wish to be named, said the works should have been moved to after hours in order to avoid disruption to the business.

Northern Australia contains one of the most diverse range of termite mounds found anywhere in the world. These earthen structures range from small cones or domes hidden in the undergrowth to giant monoliths. However most termite species do not build mounds and are totally out of sight. Most termites are not considered pests but, the “white ant” which is really a termite, is wood eating and often a problem for wooden structures.
Through their feeding, foraging and burrowing, termites help soils store water and nutrients. They are also an important source of food for other animals and convenient shelter or hiding place for small animals. Termites and their mounds have played a traditionally important role in the Aboriginal life in Northern Australia. Early settlers in this country used crushed termite mounds, made into slurry with water, as floors in their humble homes: similarly, the hard surface of early tennis courts. Land returned Families and loved ones of those buried in the Old Daintree Mission cemetery will be able to visit the graves of their ancestors from today thanks to a historic handover ceremony, returning the cemetery site to Traditional Owners. Minister for Aboriginal and Torres Strait Islander and Multicultural Affairs Glen Elmes officially presented the freehold title to the cemetery to the Jabalbina Yalanji Aboriginal Corporation, the registered body-corporate for the Eastern Kuku Yalanji Traditional Owners. The Daintree Mission cemetery adjoins the historical Daintree Mission which operated as a dormitory from 1941 until the Mission’s closure in 1961. Mr Elmes said during this time about 60 Eastern Kuku Yalanji people were buried in the Mission cemetery. “For more than 50 years the Eastern Kuku Yalanji people were denied access to the Old Daintree Mission cemetery,” Mr Elmes said. “The Old Daintree Mission and adjoining cemetery sites were sold in 1962 as freehold farming land and from then the Kuku Yalanji people were refused access to the burial sites of approximately 60 of their forebears. “Today’s hand over is thanks to the generosity of the current property owner, Allan Quaid and I’d like to thank him for his consideration and compassion in acknowledging the cultural gap left by previous owners denying access to the Traditional Owners.” “Mr Elmes said the transfer of the Old Daintree Mission cemetery site provides freehold ownership to the Eastern Kuku Yalanji people to ensure they are always able to visit the graves of their loved ones to pay respects to their forebears. • The complex process of creating two Council organisations required for De-amalgamation to take place is making solid progress. The structure and staff for the new Tablelands Regional Council is very nearly complete with only a very few position still to be resolved. A list of staff that will transfer to the new Mareeba Shire from 1 January 2014 has been provided to the Transfer Manager, Rod Ferguson and he is now able to begin settling his new structure, and allocate staff positions. Detailed work is also now well underway in dividing everything from assets to finances, ensuring processes and policies are in place and so on. Information on the process is provided to the public by a variety of means, including on our website and I invite anyone with an interest to take advantage of this information. Minister for Local Government Hon. David Crisafulli has recently announced the election date for the new Mareeba Shire Council which will be held on November 9. I expect candidates will soon begin their campaigning. • Council is working hard on developing the new Planning Scheme for the Tablelands. We are carefully assessing the great amount of information that has come forward from the public consultation process. However this consideration is very time consuming and the new Planning Scheme is now not expected to be complete within this calendar year.

Rare award for top Tableland cop Tableland Patrol Group Inspector Rolf Straatemeier recently travelled to Brisbane where he was recognised in the Queens Birthday Honours and was awarded the Australian Police Medal for his dedication to serving the Queensland community. Inspector Straatemeier joined the Queensland Police Service in 1977 and has served in many locations throughout Queensland. He received his Australian Police Medal in recognition for his achievements within the QPS over the past 36 years.
The humble Inspector didn’t have much to say about recieving the award to The Express at the PCYC Cup (Inspector Straatemeier is pictured above with event organiser Michael Haendel and QPS Commissioner Ian Stewart) held in Mareeba at the weekend but his boss did. Queensland Police Service Commissioner Ian Stewart - the highest ranking police officer in the State - said he “can’t think of any better recipient of an Australian Police Medal”. “I have known Rolf for more than 30 years and in that time he has been an outstanding police officer who has shown absolute committment to his community and those he has served with,” Commissioner Stewart said. “Only 12 of these medals are awarded each year and by recieving one it shows the kind of regard he [Straatemeier] is held in.” Mr Stewart said Inspector Straatemeier had recieved the award for his outstanding dedication to operational policing, community safety and security in the Mareeba Police District, his work in reducing the impact of domestic violence within his local community as well as his commitment to improving the welfare of QPS members under his charge.
• As further details of the Emergency Management Fire and Rescue Levy, imposed by the State Government become clear there appears to be cause for concern for some in rural areas. Some businesses and activities may face a levy far higher than the $90 annually that has been highlighted. I urge anyone with concerns to ensure they find out exactly what their levy will be and if they are unhappy, to contact their State Member of Parliament or relevant Minister, and lobby hard for a change. • The Far North is moving ever closer to the annual Cyclone season and, as the major weather events that have affected us in recent years demonstrate, there is no room for complacency. Environment funding Member for Cook David Kempton has announced a total of $162,051 funding to local environmental projects in the Cook electorate. The funding comes as part of the latest round of the Newman Government’s Everyone’s Environment grants program. Rainforest Rescue is among the grant recipients, receiving $17,376 to control weeds, remove debris and plant rainforest trees endemic on a property at Cow Bay. Hopevale Congress Aboriginal Corporation has also received $74,675 for its Cape Bedford targeted rubbish, erosion and weeds project. “The project aims to remove litter from Hope Vale beaches, eradicate a discrete patch of Singapore daisy and fence a serious washaway on South Cape Bedford,” Mr Kempton said. “The organisation also aims to map dune roads in the area, provide GPS mapping training to local members of the community and educate the indigenous community about shoreline and dune fragility.” Additionally, Australian Tropical Research Foundation has been awarded $30,000 for its Weed control and Rehabilitation Daintree Lowlands,
Cape Tribulation project. “This project will reduce the prevalence of exotic weed species to enable the regrowth of native flora,” Mr Kempton said. The Wunta Aboriginal Corporation received $40,000 to fence an area to restrict movement of feral cattle and remove weeds in the Nesbit River area of Cape York Peninsula. Minister for Environment and Heritage Protection Andrew Powell said round two of the grants scheme will help practical environmental projects get off the ground. “These projects are among 83 successful applications received from across the state to share in $3.4 million in funding under round two of Everyone’s Environment grants program,” Mr Powell said. Applications for round three of the grants will be called in 2014.
Neighbourhood watch for Kuranda Kuranda residents met on September 22 to kick off a brand new Neighbourhood Watch (NHW) in their suburb. Residents met at the Top of the Range Park in Gregory Terrace and encouraged families to participate by putting on a BBQ. About 40 residents including Member for Barron River Michael Trout supported the start of the new Top of the Range NHW Group. Retired Victorian Chief Inspector Mark Ellwood was guest speaker at the event and explained how he moved north some years ago and he’s now working with local Cairns Crime Prevention. Mr Ellwood started up the Palm Cove NHW area last year and now has a active group. The Top of the Range Kuranda NHW group have elected the voluntary office bearer positions and the group are keen to get promoting crime prevention strategies. At the last TRC meeting, council considered two reports about the half a billion dollar project. One report addressed a request from the applicants, Mt Emerald Wind Farm Pty Ltd, for more time to give Council information that would have helped Council officers make an informed assessment of the proposal. The second report detailed the State Government’s response to amendments Council had proposed to the Mareeba Shire Planning Scheme 2004 - the document that would have governed it’s consideration of the project. “Firstly, the State has granted its own extension to Mt Emerald Pty Ltd in regard to the proponents providing information to them until 28 April, 2014,” Mayor Lee Long said. “As the rules state Council has to take the State’s own response to that information in to account in any decision we make, that effectively means the existing TRC has been locked out of considering the proposal before de-amalgamation on 1 January 2014. “At that time, this project will then fall within the boundaries of the new Mareeba Shire, but its greatest impact is expected to be on residents who will remain in the TRC. “Council has also been working hard to resolve the rules under which this project would be considered. The long-term solution we proposed was a series of amendments to the Mareeba Shire Planning Scheme that would have given us a basis on which to assess this project while also considering the interests of residents and ratepayers.”

Outrage over new fire levy

By Boyd Robertson Shocking details about the State Government’s planned Emergency Management Fire Rescue (EMFR) levy have emerged, with huge costs on the way for some rural businesses and rural fire brigades worried about a ratepayer backlash. The levy, a rebranded expansion of the existing Urban Fire Levy, will be collected by local councils on behalf of the government and will go into their general revenue pool to provide disaster management equipment, such as fire fighting helicopters. However, the new levy, which comes into effect on January 1, 2014, will expand to cover properties previously only affected by the existing Rural Fire Levy, in some cases suddenly burdening them with charges reaching into the tens of thousands of dollars. These previously-unaffected areas are in the “E” class of the levy’s rateable property, meaning they are more than 14 minutes away from the nearest fire station, and already pay a relatively small levy – usually under $100 per year – to the Rural Fire Brigades protecting their areas. The new levy, without a guarantee of improved response time or service, is set to cause these costs rise dramatically. Mt Uncle Distillery at Walkamin is a Class E property and will be hit with a whopping $37,534 per year charge under the new levy, something which director Bruce Watkins says will break the back of his family-owned company. “This will cripple us, no doubt,” he said. “What’s really stunning is that we’re 20 minutes away from the nearest firies anyway, by the time they get here we’ll have burned to the ground anyway – I’d be better off going out and pissing on the bloody fire. “In my view, if we [can’t remove this cost] I’ll close the business I G A Q L 7 6 1 5 _ 3 0 0 9 1 3 ME X . p d f a ge 1 down and the government can get their taxes off somePother poor
bastard.” The costs, buried in a Queensland Government regulation paper, were brought to light by Davies Creek Rural Fire Brigade first officer Warren McNamara. Mr McNamara said Rural Fire Brigades are also deeply concerned over the effects of the new levy, with fears it will actually endanger their current funding. “What we’re afraid of is that it will appear on people’s rates notices because it is collected through council, they are going to see it and our existing levy side by side and they’re going to blow their tops,” he said. “There will be a ratepayer backlash and council might stop collecting the Rural Fire Levy, which is our only regular source of funding – the government assists with things like personal protective equipment, a bit toward new trucks and stations but not the fuel for the trucks or things like chainsaws or even drinking water.” “The levy has been described as a $90 levy by the government which is really a smokescreen – rural residential properties might be charged around $90 but others can see those costs going up into 2 6 / 0 9 / 1 3 , 3 : 5 4 : 1 8 PM AEST the thousands.”
A spokesperson for Mr Dempsey said the government would continue to support rural firefighters. “The Emergency Management and Fire Levy will be used to place emergency management services on a sustainable funding course that ensures we are able to deliver the same and enhanced services into the future,” the spokesperson said. “The Newman Government is committed to continuing support for the Rural Fire Service including through support from QFRS Rural Operations staff, provision of uniforms and protective gear, workers’ compensation and liability insurance.” Rural Fire Brigade Association representatives demonstrated outside the office of Member for Cook David Kempton in Mareeba on September 27. After meeting with the representatives, Mr Kempton promised to “go straight to [Minister for Police and Community Safety Jack Dempsey] and figure out what’s going on”. “The fire brigades have raised some major concerns and there’s a lot of questions to be answered here,” he said. “If the volunteer fire services like the Rural Brigades disappear then there is no protection for our rural communities,” he said.

Cook delegates’ ‘vision statement’ heads to Brisbane By Ryan Groube THE constituents of Cook have overwhelmingly called for change as political and civic delegates from across the State prepare to descend on Brisbane to finalise a 30-year vision for Queensland. Member for Cook David Kempton, along with Mareeba’s Emily Vohland – a university student – Mapoon chief executive Leon Yateman and Rio Tinto Alcan’s Wiepa operations manager Gareth Manderson will attend a summit in Brisbane on October 9 and 10. The summit will finalise The Queensland Plan, an aspirational document which will be used by all levels of government to guide policy decisions. At the summit, the Cook delegates will present a 22-page ‘vision statement’ for Government outlining their plan for the sprawling far northern electorate, which includes Mareeba, Mossman and Port Douglas and Cape York. The document is the result of about four months of consultation conducted by Mr Kempton within the electorate culminating in a two-day workshop in Weipa in late August. A ‘cultural values assessment’ survey completed by 544 constituents formed the basis of the ‘vision statement’, which was formulated at the workshop, and the results make for sobering reading. Respondents were asked to identify the top 10 values that defined the ‘current culture of Cook’ with the top three responses
being: bureaucracy (249 responses), uncertainty (194) and confusion (180). The cultural values assessment returned an ‘entropy rating’ of 42 per cent which equates to “significant dysfunction leading to social disorder and financial disruption”. Constituents aspire to have a culture of accountability (309), community engagement (210) and community involvement (199). After receiving the results of the survey, Mr Kempton said he decided to gather civic leaders from across the electorate at a workshop in a bid to formalise a response to the Queensland Plan. Among the 40 participants at the Weipa workshop were chief executives, representatives of chamber of commerce’s, business and farming leaders, Mayors and environmentalists. Using the results of the survey as a starting point, the workshops were used to create a ‘communication protocol’ for government for the Cook electorate as well as a ‘wish list’ which will be fed into The Queensland Plan. A focus on building economic independence as well as greater community involvement was the major concerns at the workshop. Among the key wish list items are: bitumen sealing the Peninsula Development Road, security of land tenure, a naval base in Cape York, increased economic development, increased infrastructure spend and strengthening local government.

The LAND Another resignation By Ryan Groube Mackay Sugar’s troubled Community Working Group (CWG) has suffered its second high-profile resignation in as many weeks. Member for Cook David Kempton tendered his resignation to Mackay Sugar on September 26; little more than a week after CWG chair David Donohue quit his post citing the “aggressive behaviour of hard-liners” within the group. Mr Kempton said he tendered his resignation because: “As the local member I need to be able to speak with all interested parties without being shackled by terms of reference and committee protocols”. “I will be much more useful in progressing the issues operating outside of the group then I ever would be as a part of it.” The Express has been told an announcement of the future of the CWG is expected to be made by Mackay Sugar this week. The CWG is charged with finding ways of mitigating the impact on residents of Mount Molloy and Julatten in preparation for a huge increase of B Double trucks passing through the towns in 2014.
A Sugar Supply Agreement between Mackay Sugar and Tableland Canegrowers will see about 700,000 tonnes of cane, equivalent to six truck movements an hour, pass through the towns on the way to the Mossman Mill. The recent spate of resignations has left the CWG with a dwindling membership that includes six residents from Mount Molloy and Julatten as well as division one councillor Gaye Taylor. Cr Taylor said there was still a need for an active and functioning CWG. “This group should have been formed before any permits [for cane transport] were granted. This is the consultation that needed to happen before any agreement [between Mackay Sugar and Tableland Canegrowers] was made,” she said. “People need to understand that from next year there will be six B Double trucks passing through these towns and along the Rex Range every six minutes. That is unacceptable.” Cr Taylor said the group was committed to continue to meet regardless of Mackay Sugar’s pending announcement. Repeated attempts for comment from residents on the CWG about the resignations have been declined.

Channel ownership still under question By Ryan Groube Deadline for a recommendation about the viability of local ownership of the Mareeba-Dimbulah channel irrigation system is set to be blown out by the investigating board’s softly, softly approach. The State Government has given the six-person board until November to submit a full business case for local management but chair Joe Moro said the decision is too important to rush. Mareeba-Dimbulah is one of eight irrigation schemes in Queensland being considered for local management by the State Government. The deal would see ownership of about 200km of channels, 200km of pipelines and 60km of drains – as well as five small pump stations – transferred from Government-owned SunWater to an irrigator-owned business. The network services about 1200 customers. Last week, members of the board hosted four preliminary information meetings for irrigators in Mareeba, Walkamin, Dimbulah and Mutchilba. The meetings were poorly attended with no one attending at Walkamin and the other three attracting a combined attendance of about 50. Mr Moro said last week’s meetings were a chance to brief growers about what stage the investigation was at and to hear any concerns or feedback they may have. “It is early days yet, very early days,” he said. “We are in no rush. We want this to be done properly and carefully and in doing
that I don’t care if we blow out the timeframe.” For the State Government to consider transferring to local management, the board must provide a full business case, financial modelling and demonstrate that a clear majority of customers are in support of the change. Mr Moro said the board may decide to recommend maintaining the existing SunWater ownership unless the State Government will provide surety that: bulk water prices are locked in on a long-term deal, preferably 30 years, and that a separation payment be made to the new entity to help get it up and running. Mr Moro said once the audit of the scheme had taken place and the financial modelling had begun to show what, if any, efficiencies would be gained under local management he wasn’t perturbed by the low attendance. “Once we have the figures and we have an understanding of what local management will look like that is when we will want people to come along and have a good hard look,” he said. “At some point there will be numbers [at local management meetings] I can tell you that now.” Water and Energy Minister Mark McArdle previously told The Express: “The proposals will need to demonstrate that the new irrigator-owned businesses will be financially viable over the long-term; that the long-term benefits to the State outweigh the costs of establishing and operating the scheme under local management; and that a strong majority of irrigators support a move to local management.”

The Walkamin State School annual concert night was held on Thursday, September 19. The performance showcased Physical performances organised by Mr Lamperd and musical performances organised by Ms Greenfield (pictured below). The lower class students (pictured above) performed four plays including Androcles and the Lion, Bears and Trolls. The upper class (pictured below) performed Wizard of Oz. The School's student council put on the BBQ before the showcase. Around 120 people were in attendance on the night.
A surge in enrolment numbers in 2013 has landed Mareeba State School a new classroom. Students at MSS now number 810 and Principal Shirlee Gallo was rapidly running out of places to fit classes. An 18 metre by 13 metre demountable, constructed by Ausco Modular, was assembled off site and installed at MSS in six weeks. The five piece building was built off-site before being joined together at MSS. Unlike the demountables of old, the new building features soundproofing, a kitchenette and is fully wired for the digital age. Representatives of Ausco Modular recently travelled to MSS to be shown the students in the new classroom by Ms Gallo. Ms Gallo said: “We have seen huge enrolment growth and as a result we have been allocated these wonderful new classrooms.” The new building is being used by a Prep class as well as a combined Grade 4 and 5 class.

A goal-scoring machine, an affable Pom, the world’s oldest goalkeeper and the man who plotted the Bulls Reserves premiership all took out major awards at the FNQ Football presentation night. A crowd of about 150 attended the glittering end of year event, held at the Colonial Club Convention Centre in Cairns on September 27. It was a good night for the Mareeba Bulls who took home four major categories. The Bulls Reserves were recognised for their outstanding season with three awards. Sacsha Stankovich took out Reserve Grade coach of the year after guiding his side to the premiership, earning the team a crack at the Crad Evans shield (see preview on page 23). Elliott Gardener was named Reserves player of the year while 42-yearold goalkeeper Ronnie Leporati was crowned as the Reserve’s competitions best goalkeeper. Despite a tough year on the pitch for the Lady Bulls, Sam Cater took out the Premier Ladies golden boot award.
The 18-year-old netted 28 goals during the season and in one game slotted eight past the oppositions keeper. It is the first time Cater has won the regional golden boot award. Her goalscoring feats are made more impressive given that the Lady Bulls played most of the season without any players on the bench. “It has been pretty hard for us to scrape together a team but by the end of the season we had improved a hell of a lot and next year we’ll be a side to be reckoned with, hopefully,” she said. “Often the teams we were playing had three or four people on the bench and they kept subbing on fresh legs while we were all absolutely buggered. “The girls deserve a lot of credit. We might not have won many games but they worked really hard.” Cater also said she was stoked for Leporati saying the old boy “has still got some kick in him”. The Mareeba Bulls will host their presentation night on October 19 at the clubhouse at Borzi Park. Bookings are essential and can be made at Claude Cater Mensland.

Weipa claim PCYC Cup By Ryan Groube National Rugby League talent scouts and Queensland’s top cop travelled to Mareeba at the weekend for the inaugural running of the PCYC Cup. The two-day Under 17s rugby league carnival, played at Davies Park, pitted six teams from across the far north, including remote Cape York communities, in a round robin competition. On Saturday, each team played three games with the top two ranked teams – Weipa Warriors and the Hope Vale East Coast Raiders – both qualifying for Sunday’s PCYC Cup decider. On Sunday morning, the remaining teams, Mareeba 1, Mareeba 2, Yarrabah and Pormpuraww, played off for a place in the Plate Final to determine who came third at the carnival. Mareeba 2 won the battle of the local sides to qualify for the Plate final while Pormpuraww had a walkover against Yarrabah. In the final, played at 1pm, Mareeba 2 ran out convincing 44-12. The PCYC Cup final was a tighter affair with the undefeated Weipa Warriors and the Hope Vale East Coast Warriors locked at 14-14 with about seven minutes to play. As they had done all carnival, the Warriors were able to make the big play when it mattered most, with an inside ball from a big forward allowing their number six to cross untouched under the posts for the winning try. Warriors captain Trey Kemp said his side had enjoyed the rare chance to play against other teams at a football carnival.
“We don’t really get the opportunity to do this back home. There are only a few of us so we mostly end up just playing the same boys all the time so it was nice to come out and play some other teams,” he said. “It was a great competition and we played some great opposition and I think the standard of football was pretty good for those that came out. There was good spirit between all the teams as well. There was a bit of push and shove but we are playing rugby league.” Queensland Police Service Commissioner Ian Stewart was on hand to present the Weipa Warriors, and Mareeba 2, with their grand final medallions. Commission Stewart said sporting carnivals were a great way of building community and a fantastic chance for young men to compete in a contact sport on an equal playing field. “I would like to congratulate all participants on the fine display of rugby league and sportsmanship which we have seen during the past two days,” he said. Michael Haendel from the Tablelands Regional Council put on the carnival in a bid to provide sporting and training opportunities for youngsters. Money raised at the carnival will be used to run the PCYC Cup again in 2014 and to a scholarship to “assist young people in attaining their goals”. “The big thing about this event was getting the community together and giving the kids something to do,” he said. “All year we have been building up to this [through the Indigenous All Stars program] and the plan is to make it an annual event.” NRL youth development officer Cameron Miller and Cairns and District Rugby League youth development officer David Maiden also attended the carnival.

Siblings Tristan, Briannah, Ashton and Drew Cater have returned from the Sunstate Amateur Boxing League tournament at Townsville Showgrounds on September 20 with a medal each. They have also secured themselves places at national finals in Bendigo in November. Youngest Tristan, 11, fought in the 32-35 kilogram weight range and won a gold medal while Ashton, 15, contested the 54 kilogram slot and came home with a silver. Drew, 15, entered the 51 kilogram category and netted a bronze medal after what he described as a ‘tough fight’ while sister Rhianna received her gold medal unchallenged. The siblings train at Mareeba Amateur Boxing in Abbott Street under coach Paddy McLean. Mum Trish Cater said she was ‘very proud’ of her boxing brood and pointed
to a history of the sport in her family. “They’ve all done so well - Tristan was an underdog in his fight and he‘s still come out with the medal,” she said. “They’ve made great friends all over the state because of boxing - they fight a kid and they become friends afterwards. “My father and uncles were boxers and so was my grandfather.” McLean also congratulated the Cater kids on their success. “I am over the moon with their results,” he said. “I fully believe that if they continue on the path they have taken they can achieve greatness in this sport.” McLean is also organising a promotional ‘grudge match’ to be held on October 19, pitting three Mareeba Gladiators players and three Atherton Roosters players. He hopes to take advantage of the two towns’ rivalry to raise money to fund the Cater family’s trip to Victoria for the national finals. The grudge match will also feature an exhibition bout between Damon Eales and Daniel Peron.

Taylor blasts Barron River By Ryan Groube The Mareeba Bandits are off to a rattling good start in the cricket far north C Grade competition, winning their first two games of the season in a canter. On Sunday, the 2011 premiers hosted Barron River at Kerribee Park for a 30-over a side, one-day game. After winning the toss, Bandits captain Bomber Adams elected to bat as the home side made a cracking start to be none for 100 after 15 overs. Led by a superb 130 by Robert Taylor (pictured right, photo by Peter Roy), as well as 62 from Bomber, the Bandits finished their allocated 30 overs at 235 for five. “His [Taylor’s] hundred came off less than a 100 balls. He just smacked them [the Barron River bowlers] everywhere,” Bomber said. Needing more than a run a ball to win, Bar-
ron River were never in the hunt with some late order slogging padding their score to a respectable 120. “The bottom order went the slog and slapped us around a little bit but we always had the game in hand,” Bomber said. Young St Stephen’s student Kodee Shannon and a Pakastani backpacker, a new addition to the team, both claimed three wickets for the Bandits. Bomber however said it was a blistering spell from Adam Roy that was the stand out bowling performance. “Adam took two-wickets for just two-runs off his six overs. They just couldn’t hit him,” Bomber said. “He was bowling really fast and none of their batsman really had much idea.” The weekend prior, the Bandits opened their account with a 100-run win over Mulgrave. The Bandits made a gettable 150, a score
only made respectable by a breakthrough from old-hand Brett Pearce. In reply Barron River were routed for 50. A kind draw sees the Bandits play their first 10 games of the season at home at Kerribee Park. Bomber said since returning to the competition, the side had a group of supporters who came out and barracked for the side over a couple of refreshments. Junior cricket is also set to begin the first Saturday after school returns from the holidays. Bomber said about 30 Under 8s had registered as well as two full teams in the Under 10s and Under 14s. The Bandits will also field an Under 12s and Under 16s team. “It is not too late to register. The more the merrier,” he said. The Bandits are back at Kerribee Park on Sunday for a one-day game against Cairns Norths.

Reserves ready for Crad Evans test By Boyd Robertson It’s a case of ‘if it ain’t broke, don’t fix it’ for the Mareeba United Football Club (MUFC) Reserves side as they prepare for the upcoming Crad Evans Shield match against Townsville team Aitkenvale in Cairns on October 13. The Bulls Reserves won the right to contest the shield in their grade after taking out the Cairns district premiership with a possession-based play strategy that saw them win nearly every game in the season. Coach Sacsha Stankovich said that it would be “business as usual” heading up to the game. “We’re not particularly tampering with any of the techniques or strategies,” he said. “We’ve still got this coming weekend and next weekend to train before the game so we’re just going to focus on that and stay with what we do normally.” Stankovich said his reserves side had put in an “outstanding” effort all season and would not disappoint. “I can’t ask for more from the boys, they’ve all been outstanding - I could name each player as our most important, quite easily.”

Despite this, Stankovich did point out British import Elliot Gardner, Carlo Stude, Jonathan ‘Chilli’ Concalves and Simone Malahoff as power players for the game. “Particularly Simone, since he has dropped back into midfield he’s really flourished,” said Stankovich. “Chilli as well has been instrumental in holding the back line together so I’m glad we’ve got him with us.” Stankovich admitted to not studying their upcoming opposition in depth. “We don’t know a whole lot about Aitkenvale - they do seem to be a very similar side to us, they’ve only lost one game all season and they have the same sort of play style although they are apparently a bit more physical.” Despite being an essentially friendly match, Stankovich said the Reserves will approach the Crad Evans Shield, which has run for 33 years, with the same competitive intensity that saw them take out the premiership this season. “It’s a must-win game for us, like every other game,” he said. “Really what the Crad Evans Shield comes down to is the rivalry between Cairns and Townsville. “What you win is bragging rights.”

A young Biboohra cowboy has taken out the poddy ride at the inaugural Malanda Eels Bull Ride on Saturday. Held at the Malanda Showgrounds, the bull ride drew an estimated crowd of about 1000 with proceeds to go towards purchasing additional grand stands. The day began with the Poddy Rides, with Tim Kirk – a 10-year-old from Biboohra taking out the competition from Clem Lucey and Travis Koolatah. Kirk is from a rodeo family with older brother Max a competitor in the junior bull ride and his old man Brad an old hand on the rodeo circuit (family pictured). Tim said he liked rodeo “because it’s fun” and said the belt buckle he won would be great for show and tell.
