GOLDILOCKS ZONE The term “Goldilocks Zone� refers to the habitable zone around a star where the conditions are just right for liquid water to exist on the surface of a planet.

PUBLIC SECTOR GOLDILOCKS ZONE Local governments that are neither too big nor too small are in this zone as they have enough complexity to create a fertile ground for innovative solutions to ourish without being excessively hierarchical and bureaucratic.

I’m from TERESINA, Piauí, Brazil State Capital of Piauí, in the semi-arid Northeast 2nd poorest state of Brazil Extreme poverty in the country grows and reaches 13.2 million Brazilians. The highest rates for every 100 thousand inhabitants are in Piauí (14.087 in January, 2020).
