Manifestacija Moje, tvoje, naše, interdisciplinarni festival koji se bavi temama od društvenog interesa, održava se po četvrti put. Do sada smo tematizirali vlasništvo, tranziciju i konzumerizam, a ove godine tematiziramo solidarnosti. Manifestacija okuplja teoretičare, umjetnike i aktiviste koji istražuju temu kroz različite formate. Raznolikost pristupa, prema priznanju samih sudionika, vodi zanimljivim uvidima i pronalasku zabačenih detalja koji značenjima obogaćuju naše poznavanje fenomena. Naravno, sama manifestacija ima određenu formu koja često ograničava našu želju za iskazivanjem uvida koje smo stekli, ali to svi zajedno pokušavamo kompenzirati neformalnom komunikacijom u koju ulazimo prema vlastitim afinitetima. 2

Mine, Yours, Ours is an interdisciplinary manifestation engaged in themes of social interest. This year’s fourth edition addresses the question of solidarity. Previous editions dealt with ownership, transition and consumerism. The manifestation gathers theoreticians, artists and activists who through various forms explore the theme. Diversities in approach lead to interesting insights and discovery of rejected details that enrich our understanding of the phenomenon with meaning. Manifestation’s specific form often limits our ability to express the insights we have gained. However, together we compensate with an informal communication into which we enter according to personal affinities. 3

Riječ solidarnost latinskog je porijekla i dolazi od riječi solidus što znači gusto, čvrsto. Kao pravni pojam u Rimu in solidum predstavlja zajedničko jamstvo, zajdnički dug tj. solidarnu obvezu. Svi su dužni pomoći onome koji ne može platiti svoj dug, a on je u obrnutom slučaju obavezan platiti svim drugima tj. obligatio in solidum. Ovo izvorno rimsko-pravno značenje ima svoje utemeljenje u privatnom pravu, a održalo se sve do danas prije svega u različitim oblicima davanja jamstva, npr. za kredit. Ovdje se radi o osobnoj odluci da se uđe u odnos solidarnosti s drugim osobama. Ovu liniju shvaćanja solidarnosti možda danas ponajbolje izražava nauk o socijalnom kapitalu gdje solidarnost predstavalja odnos povjerenja na temelju kojeg se može izgrađivati osobni, prije svega poslovni, odnos. No, osim ovog, nazovimo ga, privatnog shvaćanja solidarnosti, solidarnost svoje izvorište ima u pojmu bratstva (fraternite) gdje se uspostavlja načelo javnog života u kojemu je slučaj jednog građanina slučaj za sve. Potlačeno je cjelokupno društvo kad je i samo jedan njegov član potlačen zapisano je Revolucionarom ustavu iz 1793. Ovdje je naravno ključno pitanje kriterija po kojem određujemo društvo odnosno skupinu s kojom smo solidarni. No, bez obzira o kojem prinicipu udruživanja se radi ovdje je bitno načelo da su stranci, u smislu osobnog poznavanja, dovedeni u odnos uzajamnosti kao što je to slučaj

u rimskom privatnom pravu. Ova linija solidarnosti nastavlja se do danas i prisutna je u osjećaju solidarnosti odnosno u osjećaju simpatije jednih za druge koja je prisutna u zajednicama i društvu. No, osim ovog osjećaja zajedničkog pripadanja i empatije imamo i pojam solidarnosti koji se odnosi na sistemsku integraciju društva. Naravno, radi se durheimovskoj liniji shvaćanja solidarnosti gdje solidarnost objedinjuje društvene raznolikosti, a iskazuje se kroz osnovnu formu sistemske integracije – prava. Ove tri linije shvaćanja neka su od mogućih tumačenja pojma solidarnosti i zasigurno je već i s njima moguće započeti polemiku. No, ono što nam se prilikom konceptualizacije manifestacije Moje, tvoje, naše učinilo jest činjenica da kako god pristupili pojmu solidarnosti osjećamo određeni manjak. Ovaj manjak manifestira se kao strah od individualnog kraha ukoliko pristupimo solidarnoj obavezi, manifestira se kao usamljenost u očaju potlačenosti ili ukoliko smo sretniji kao neosjetljivosti na mučiva tijela koja prebiru po kontejnerima u potrazi za hranom, ali manifestira se i kao nepovjerenje u institucije pravne države. Sve ovo dovelo nas je do toga da se pozabavimo pojmom solidarnosti u bogatom programu ovogodišnje manifestacije Moje, tvoje, naše.

The word ‘solidarity’ is of Latin origin and comes from the word solidus, which means dense or firm. As a juridical term in Rome, in solidum means common warranty, common debt - obligation of solidarity. Everyone is obliged to help the one who cannot pay his debt, and he in turn is obliged to pay everyone else - obligatio in solidum. This authentic roman-juridical meaning has its foundation in private law and has been preserved up to now primarily in various forms of warranty giving, i.e. for loan. It is about a personal decision to enter into a relation of solidarity with other persons. This line of understanding is perhaps best expressed by the doctrine of social capital, where solidarity represents a relation of trust on the basis of which a personal, primarily business relation can be built. This aside, the ‘private understanding’ of solidarity has its roots in the notion of brotherhood (fraternite) where the principle of public life is established and the case of one citizen is the case for all. The whole society is oppressed when only one of its members is oppressed is written in Revolutionary statute from 1793. The key question here is the criteria by which we define society, in other words; the group with which we are in the relationship of solidarity. However, regardless of which principle of association we are talking about, the key is that

foreigners, in the sense of personal cognition, are brought into a relation of reciprocity, as it is the case in roman private law. This line of solidarity continues today in the sense of sympathy for each other and is present in communities and society. This feeling for common belonging and empathy relates to systematic integration of society. Assuredly, it is about Durkheimian line of comprehension of solidarity. A solidarity that consolidates social differences and expresses itself through the basic form of systematic integration – the law. Those three lines of understanding are some of the possible ways of defining the notion of solidarity and it is surely possible to already start polemics with them. During the conceptualization of the manifestation Mine, Yours, Ours, we realised that no matter how we approach the notion of solidarity we feel some kind of a loss. That loss manifests as fear from individual collapse, as loneliness in despair of oppression, as insensitivity for tormented bodies that rummage through bins in search of food. This also manifests itself as distrust in the institutions of legal state. All of this brought us to explore the notion of solidarity within the rich program of this years manifestation Mine, Yours, Ours.

Konferencija o solidarnosti je zbirka teorijskih izlaganja i rasprava na temu solidarnost. Ideja konferencije je zajednički doći do razumijevanja pojma solidarnosti u kontekstu suvremenog društva koje se radikalno individualizira, prepušta užitku i koje, u nedostatku razumnije integrativne osnove, sve više moralizira. Ako nam doista manjka solidarnosti postoji li način da je povratimo ili stvorimo novu osnovu drušvene solidarnosti? Stojimo li možda na pragu otkrića novog čovjeka, kojemu solidarnost i ne treba, koji je nadčovjek ili nečovjek? Konferencija nam nudi mogućnost preispitivanja privlačnosti osobnog mišljenja i otkrivanja snage i slabosti tuđeg, ukoliko sve zajedno ne bude pretjerano dosadno, što, vjerujemo neće biti slučaj.

The conference is a collection of theoretical presentations on the theme of solidarity. The intent of the conference is to gather an understanding of the notions of solidarity in the context of contemporary society. This society radically individuates and abandons itself to joy, which, in the shortcoming of a more understanding integration base increasingly moralizes. If we really lack solidarity, is there a way to bring it back or create a new ground for social solidarity? However, we might be standing on the threshold of the discovery of a new man who does not need solidarity - a superman or unman. The conference gives us the possibility to question the attraction of personal understanding and to discover the power and weakness of another’s understanding.

Dva diskursa o solidarnosti hajrudin hromadžić

Novonastale društvene, političke i gospodarske okolnosti u Hrvatskoj u proteklih nekoliko mjeseci ponovno su aktualizirale temu društvene solidarnosti. Cilj je izlaganja ukazati na taj fenomen te ponuditi interpretaciju dva prepoznatljiva tipa diskursa o solidarnosti koja su artikulirana tijekom spomenutog perioda. Prvi tip diskursa o solidarnosti koji će biti podvrgnut dekonstrukciji odnosi se na studentsku inicijativu i prosvjedne blokade nastave na nizu hrvatskih sveučilišta i fakulteta tijekom proljetnih mjeseci 2009. Drugi primjer diskursa kojemu ćemo se u izlaganju posvetiti odnosi se na donošenje zakona o uvođenju tzv. kriznog poreza od strane Vlade Republike Hrvatske na čelu s Jadrankom Kosor u srpnju 2009., a koji je obrazložen i interpretiran i kao uvođenje “nameta solidarnosti”. S obzirom da se radi o vrlo srodnim društvenim, političkim, kulturnim i ekonomskim kontekstima, u izlaganju ćemo pokušati napraviti komparaciju između dva spomenuta tipa diskursa o solidarnosti.

Two Discourses on Solidarity Social, political and economic circumstances that emerged in Croatia during the last few months made social solidarity a fact. The aim of this talk is to point out this phenomenon and to also offer an interpretation of two recognizable types of discourse on solidarity that were articulated during the mentioned period. The first type is to be deconstructed and relates to the student initiative and protest blockades of classes, which took place at a number of Croatian universities and faculties during the spring months of 2009. The second type of discourse to be covered in this talk is related to the new tax law passed by the Croatian Parliament lead by Jadranka Kosor in July 2009. The law was interpreted as the “tax of solidarity�. Since the concerned issues include very congenial social, political, cultural and economic contexts, the talk will endeavour to produce a comparison between the two types of discourse on solidarity.

U jednoj topionici reči ivana momčilović

Izlaganje će pokušati da, uz primere, pokaže sva ograničenja tradicionalne marksističke leksike koja u jednom trenutku konstatuje sopstvenu istrošenost i samim tim, nužno, polisemiju. Istovremeno će se pozabaviti pitanjem zašto je borba za neke reči, za njihovo vraćanje na generički pojam, istrajala, dok se od nekih reči odustalo? Da li je u pitanju borba za one reči koje su postale sasvim neupotrebljive i samim tim neprihvatljive za većinu, izbačene iz cirkulacije? Dok je sa rečima čija polisemična cirlklulacija još uvek svakodnevno traje, stvar još komplikovanija? Navodimo konkretan primer radnika belgijske željezare Klabek (Clabecq) koji su pokušali da u okviru fabričkog kruga, u okviru radnog kolektiva, 25-godišnjom istrajnom i strpljivom borbom daju nova značenja rečima upravo uzurpiranim domitantnim mnijenjem i dispozitivima na vlasti. Jedna od reči koju su u visokoj peći željezare topili i pretapali upravo je i reč solidarnost.

Inside a Word-Casting Plant

The talk attempts to exemplify and demonstrate all limitations of traditional Marxists lexis which in a certain moment states its own obsoleteness and hence, necessarily, polysemy. At the same time it attempts to answer why the struggle for some words - their re-establishment as generic notions, persisted, while for others it did not? Is it a struggle for those words that have become unusable and unacceptable to the majority, therefore out of circulation? On the other hand, words with everyday polysemic circulation are in an even more complicated situation. A specific example are the workers from Belgian Clabecq Steelworks, whose 25 year long perseverance and patient struggle within the factory circle and the working collective, endeavoured to ascribe new connotations to the words that have been usurped by a dominant worldview and ruling judgements. One of the words that has been melted and re-melted in the steelworks’ blast furnace is the word solidarity itself.

Feministička solidarnost i kultura otpora biljana kašić

(Re)artikulacija feminističke solidarnosti kao političkog koncepta u suvremenim geopolitičkim mapiranjima jedan je od onih zahtjeva koji izaziva različite teorijske naboje i politička pripitomljavanja (geste ignorancije, asimilacije, mutiranja, derogiranja). Koja su to etička, spolna/rodna, subjektivna, klasna i/li rasna mjesta oko kojih se zbiva feministička okupivost solidarnih pojedinki/-aca i koji su dosezi te okupivosti? Kako se nositi s prostorima rizika koji idu onkraj apstraktnih sadržaja ljudske, globalne ili kozmopolitske solidarnosti? U izlaganju će se problematizirati rizik izloženosti feminističke pozicije imajući istodobno u vidu postavljanje politike feminističke solidarnosti (bell hooks, Robin Morgan, Chandra Talpade Mohanty) spram i unutar različitih suvremenih mreža solidarnosti kao i neprestane preobrazbe pristupa, koncepata i subverzivnih modela djelovanja. Posebna pozornost bit će usmjerena na važnost mnogostruke strategije otpora koja se ’proizvodi’ u simultanom zbivanju umjetničke/ teorijske/političke prakse, ne bi li se radikalizirala pozicija motrenja i osvješćivanja. The (re)articulation of feminist solidarity as a political concept in the contemporary geopolitical mapping is one of those demands provoking various theoretical sparks as well as political taming (gestures of ignorance, assimilating, mutation, derogation). 
What are the ethical, sexual/gender, subjective, class-based and/or racial places that attract feminist gathering of solidary individuals? What is the extent of this gathering? How to deal with risks that go beyond the abstract contents of human, global or cosmopolitan solidarity? The talk problematizes the risk of vulnerability of modern feminist position, taking into account the establishing politics of feminist solidarity (bell hooks, Robin Morgan, Chandra Talpade Mohanty) in regard to various contemporary solidarity networks, as well as the incessant transformation of approaches, concepts and subversive modes of action. Particular attention is given to the importance of multiple resistance strategy, which is “produced� within the simultaneous happenings of artistic/ theoretical/political practice in order to radicalize the position of observation and raising consciousness. What is sufficient reason for feminist transnational solidarity and Performing the Border (Ursula Biemann) or Crossing the Line (Women in Black) if not the geobodies (female/workers/class-based/marginal) in the spatial circle of exploitation of multinational corporations (Pamela Allara)?

Tipovi međuetničke solidarnosti u različitim višeetničkim područjima Republike Hrvatske

Ovaj rad je nastao na osnovi istraživanja provedenog u listopadu 2008. godine u sklopu znanstvenoistraživačkog projekta ¨Socijalna integracija i kolektivni identiteti u višeetničkim područjima hrvatske¨. U radu se raspravlja o postojanju različitih tipova međuetničke solidarnosti u pojedinim višeetničkim sredinama u Republici Hrvatskoj. Rad se temelji na tri osnovne pretpostavke u razmatranju i razumijevanju međuetničkih odnosa i solidarnosti u višeetničkim zajednicama. Prvo, za adekvatno razumijevanje međuetničkih odnosa i solidarnosti nužno je optiku analize usmjeriti na najnižu razinu društvene agregacije - na lokalnu razinu pojedinih višeetničkih područja (Varshney, 2002.). Drugo, etničke grupe, etnički odnosi i međuetnička solidarnost u nekoj lokalnoj zajednici nisu nepromjenjive konstante već fenomeni koji ovise o ishodima društvenog djelovanja različitih aktera u konkretnim društvenim situacijama. Ishodi srazova različitih društvenih aktera oblikuju propusnost granica između pripadnika različitih etničkih skupina i generiraju različite tipove međuetničke solidarnosti u njima (Brubaker; 2004, Karnarić i Banovac; 2004, Sekulić; 2007.). Treće, zavisno od ishoda različitih društveno-povijesnih okolnosti koji su konstruirali različite tipove međuetničkih odnosa i međuetničke solidarnosti u Republici Hrvatskoj se mogu razlikovati dva tipa višeetničkih područja. Ta se područja i zajednice u njima zavisno od drugačijih iskustava u međuetničkim odnosima (u periodima međuetničkih napetosti) razlikuju po stupnju zatvorenosti granica između etničkih grupa odnosno spram oblika međuetničke solidarnosti

Types of Interethnic Solidarity in Various Multiethnic Areas of the Republic of Croatia

This paper is essentially based on a research carried out as part of a scientific-research project titled “Social integration and Collective Identities in Multiethnic Areas of Croatia”. It discusses the existence of different types of interethnic solidarity in certain multiethnic areas of Croatia. It is based on three fundamental presumptions in analyzing and understanding interethnic relations and solidarity in multiethnic communities. First, in order to adequately understand multiethnic relationships and solidarity, it is necessary to direct the analysis to a lower level of societal aggregation – the local level of certain multiethnic areas (Varshney, 2002). Second, in some local communities ethnic groups, ethnic relations and interethnic solidarity are not unchangeable constants but phenomena that depend upon the results of societal impacts of different actors, in particular societal contexts. These results shape the permeability of boundaries between different ethnic groups and generate different types of interethnic solidarity (Brubaker, 2002; Katunarić and Banovac, 2001; Sekulić, 2007). Third, we can differentiate between two basic types of multiethnic areas of Croatia, depending on the outcome of various socio-historical circumstances, which created different types of interethnic relations and interethnic solidarity, (Katunarić, 2007). These areas and their communities, depending on different experiences in interethnic relationships (in times of interethnic tensions), have a different degree of boundary closures between ethnic groups and between the shapes of 25

koji se u njima može pronaći. Shodno tome možemo razlikovati višeetnička područja u kojima postoji viši stupanj otvorenosti etničkih granica i solidarnosti u međuetničkim odnosima tzv. područja mira i područja u kojima postoji niži stupanj otvorenosti etničkih granica i međuetničke solidarnosti tzv. područja sukoba. (Katunarić; 2007.) Provjeravajući spomenute teorijsko konceptualne pretpostavke putem nalaza empirijskog istraživanja potvrđuje se kako u pretpostavljenim višeetničkim područjima mira i sukoba postoji statistički značajna razlika i u otvorenosti spram pripadnika drugih etničkih grupa na nivou stavova o ¨drugim¨ i u stupnju umreženosti i povezanosti pripadnika različitih etničkih grupa na nivou uobičajenih svakodnevnih interakcija. Pored navedenog multipla regresija pokazuje kako se u pozadini tih fenomena nalaze sasvim različiti sklopovi vrijednosnih orijentacija odnosno različiti prediktori koji objašnjavaju te fenomene za različite populacije područja mira i područja sukoba.

Thus, we can differentiate multiethnic areas that have a higher level of openness of ethnic boundaries and solidarity in interethnic relationships as so-called “peace areas”, and areas of lower level of openness as so-called “conflict areas”. The results of a survey conducted during October 2008 confirm the existence of differences in the levels of general openness towards members of other ethnic groups and in the level of everyday interactions between them. Apart from that, multiple regressions show that in the background of these phenomena are quite different systems of social value orientations, namely various predictors explaining these phenomena regarding various populations in “peace and conflict areas”. 26

Predavanje će predstaviti modernu socijalnu razmjenu kao kombinirani sistem razmjene dobara i “razmjene darova” na dva primjera: 1) javne financije u renesansnoj Firenci; 2) industrija autorskih prava. Pokazat će perverzne učinke koji nastaju iz takvog sistema: pauperizaciju društva i kapitalizam u potrazi za dohotkom od najma. The paper presents modern social exchange as a combined system of “commodity exchange” and “gift-exchange” on two examples. First are the public finances in Renaissance Florence and second are copyright industries. It demonstrates perverse effects that emerge from such a system: the pauperisation of society and rent-seeking capitalism.

Zašto su ljudi članovi organizacija? Prije svega zato što svaka organizacija omogućuje postizanje neke koristi koju članovi organizacije ne bi mogli individualno ostvariti. Prema tome, svaka organizacija omogućuje ostvarenje neke kolektivne koristi, koja treba koristiti svim članovima dotične skupine. No, iako svi članovi organizacije imaju zajednički interes da ostvare kolektivnu korist, nemaju zajedinčki interes da plaćaju troškove ostvarivanja te kolektivne koristi. Svatko bi radije da drugi plaćaju sve troškove, a obično bi ostvario svaku pruženu korist, neovisno o tome je li snosio dio troškova ili nije. Tako kolektivna korist i individualni troškovi postaju dvije ključne varijable koje utječu na život organizacija. Na primjerima iz kulturnog sektora (udruživanje, organizacija proizvodnje) pokazat će se odnos ovih dvaju varijabli prema organizacijskoj strukturi i kulturi.

Solidarity in Building of Organizations

Why do people become members of organizations? Primarily because each organization enables them to achieve some benefit they could not realize individually. Accordingly, each organization enables the realization of some collective benefit that should be of use to all the members of a concerned group. However, if all members of an organization have a common interest in realising a collective benefit, they have no common interest in defraying the expenses incurred during the realization of that same collective benefit. Everyone would rather have others bear the costs, while on the other hand they would usually prefer to enjoy all the provided benefits, regardless if they have met the part of expenses or not. In this manner the collective use and the individual expenses become two crucial variables influencing the life of organisations. The examples given from the cultural sector (associating, production management) demonstrate a relation between these two variables in regard to organizational structure and culture.

O ekspanziji pojma mi stephen wright

Što je solidarnost, ako ne pronalazak konkretnih načina da proširimo osjećaj “nas” na ljude koje smo prethodno smatrali “njima”? Ljudi ustroje zajednicu, nas, tako što počnu misliti jedni o drugima kao jednima od nas, konstruirajući određene sličnosti kao naše radije negoli njihove, i želeći zajedničko dobro ne kao vrstu altruizma, već želeći ga kao jedni od nas. Empirijski, mi koje pobuđuje solidarnost se tipično suprotstavlja “njima” koji se isto tako sastoje od ljudi – ali ne onih kojima smo dužni solidarnost. Ovo, izgleda, znači da je naš osjećaj solidarnosti najjači kada one prema kojima pokazujemo solidarnost smatramo “jednima od nas”, gdje nas znači nešto manje, lokalnije od cijelog čovječanstva. Što može reći filozofija po pitanju takve očito uskogrudne situacije koja solidarnost čini pukim obrnutim šovinizmom? Da li dugujemo solidarnost čovječanstvu kao takvom, svim ljudima, bez obzira na njihove zamišljene sličnosti ili razlike s nama? Ovo su problematična pitanja – tim više što izgleda da praksa svakodnevne solidarnosti funkcionira upravo duž takvih linija. Možda bi se filozofija, prije negoli da nas tjera da prepoznajemo univerzalne potpornje solidarnosti, trebala fokusirati na to da nas poziva da stvorimo ekspanzivnije solidarnosti od onih koje su trenutno ponuđene. Kako bismo promovirali ono što je vjerojatno jedina forma ekspanzionizma prihvatljiva u našem konačnom svijetu: mi-ekspanzionizam. Jedan oblik solidarnosti koji se uvelike proširio u skorašnjim godinama je onaj koji se tiče korisništva - otvorene zajednice korisnika u svakoj domeni niknule su kroz svoje zajedničko iskustvo korištenja. A što je s korisnicima jezika? Ako je solidarnost ekspandirajuća jezična igra, da li postoji način da prevedemo ne-isključivo “mi” kroz zajedničko korisništvo nekog konačnog vokabulara?

On Us-Expansionism What is solidarity if not the invention of concrete ways to extend our sense of “we” to people whom we have previously thought of as “they”? People constitute a community, a we, by coming to think of each other as one of us, construing certain similarities as ours rather than theirs, and by willing the common good not under the species of altruism, but by willing it as one of us. Empirically, the us that elicits solidarity typically contrasts with a “they” also made up of people – but not ones to whom solidarity is due. This would seem to mean that our sense of solidarity is strongest when those with whom solidarity is shown are thought of as “one of us,” where us means something smaller, more local than the whole human race. What is philosophy to make of such an apparently parochial situation that seems to make solidarity the mere upside of chauvinism? Do we not owe solidarity to humanity as such, to all people, regardless of their imagined similarities or dissimilarities to us? These are troubling questions – all the more so in that practices of everyday solidarity seem to function along just such lines. Perhaps philosophy’s role, rather than urging us to recognize universal underpinnings of solidarity, should rather focus on urging us to create more expansive solidarities than those currently on offer. To promote what is perhaps the only form of expansionism acceptable in our finite world: us-expansionism. One form of solidarity that has expanded greatly in recent years is that around usership – open communities of users in every domain have emerged through their common experience of use. And what of language users? If solidarity is an expanding language game, is there some way to translate a non-exclusive “we” through the common usership of some final vocabulary?

Država, tržište i solidarnost edgar buršić

Postoji debata između ljevice i desnice, a potom i između konzervativaca i liberala na ljevici i desnici, po pitanju toga što se s javnim novcem treba plaćati i, prije svega, koliko javnog novca država treba prikupiti. Tijekom najnovije svjetske ekonomske krize svjedočili smo kako su različite vlade pomagale velikim kompanijama da prežive krizu, potom smo slušali studente kako traže besplatno visoko obrazovanje u Hrvatskoj, pa seljake koji traže povećanje državne pomoći za svoje proizvode, i tako dalje. Čini se da bi ovih dana svi željeli ovisiti o državno nametnutim solidarnim fondovima – poreznom novcu – bez obzira dolaze li s ljevice ili desnice. Na drugoj strani, postoje ljudi i na ljevici i na desnici koji kritiziraju državnu intervenciju u spašavanju velikih kompanija koje su dijelom i dovele svijet u trenutnu krizu. Desnica smatra da se time uništava poduzetništvo i slobodno tržište, a ljevica drži da država pomaže onima koji su nasukali svijet, a ne nasukanima. Nikada u povijesti nije bilo toliko državne pomoći, ne samo u jednoj zemlji već i između zemalja, premda o tome možemo čuti različite priče, obično s krajnje ljevice ili krajnje desnice. Je li to dobro ili loše za društvo? U svojoj knjizi “Dead Aid”, Danbisa Moyo kaže da je pomoć za Afriku loša, jer sav novac odlazi korumpiranim vladama, premda farmeri ovu pomoć odobravaju jer inače ne mogu pokriti troškove proizvodnje. Da li bismo se ubuduće trebali oslanjati na državni kapital, na (vjerojatno) genetski usađeni altruizam i/ili na altruizam pokretan interesima, bez ikakve državne intervencije, s mogućim slabim stranama kao što su velike ekonomske krize, iščeznuće “nekomercijalne” kulture i drugih praksi. Ili bismo se trebali više osloniti na državnu pomoć i kroz poreze nametnutu solidarnost, s mogućim nedostacima poput stvaranja ovisnosti i ubijanja ljudskog poduzetništva, što potencijalno vodi u totalitarizam ?

The State, the Market and Solidarity There is a debate between the Left and the Right, and between the conservatives and the liberals on the Left and on the Right about what should be paid with public money, and, namely how much of that public money should the state collect. In the recent world economic crisis we witnessed how various governments helped big companies to survive the crisis, we heard students ask for free higher education in Croatia, we heard peasants cry out for higher government subsidies. It seems that these days everybody would like to depend on the state’s forced solidarity funds - the tax money - no matter if they are coming from the Left or the Right. On the other hand, there are people on the Left and on the Right that criticize state intervention for the salvation of big companies that partly brought the world economy into the present crisis. The Right because it is destroying entrepreneurship and the free market. The Left because the state is helping those who wrecked the world but not the wrecked ones. Never was there in history so much state assistentialism not only within a country, but also between countries, even though we can hear different stories usually from the far Left and Right. Is that good or bad for societies? In her book “Dead Aid”, Danbisa Moyo says that it is bad for Africa because all the money goes to the corrupt governments, although the farmers think it is good because they cannot cover the costs of production otherwise. So, for the future should we lean on social capital, on genetically embedded altruism and/or interest driven altruism without any state intervention with possible drawbacks such as big economic crises, the disappearance of “non-commercial” culture and other practices? Or should we lean more on state assistentialism and forced solidarity through taxes with possible drawbacks - creating dependence, killing people’s entrepreneurship and possibly leading to totalitarism? 33

Urbani kontekst urbane održivosti i urbane solidarnosti kao ključni koncept ljubinko pušić

U svim povijesnim razdobljima te prostornim i vremenskim segmentima modernih društava, neki od trajnih slojeva na kojima su se društva formirala bili su podrijetlom iz gradova: kultura grada, kultura gradskih područja i gradska solidarnost. Često je sve navedeno činilo jedan te isti fenomen. Ova tri sloja predstavljaju najtrajnije oznake suvremenih urbanih društava i vitalne energije njihove održivosti. Može se reći i da je riječ o visoko složenim komponentama urbanog održivog razvoja. Urbana kultura pojavljuje se kao cijeli sklop okolnosti u kojima je građanin glavni protagonist. Stoga, može se reći da bez istinskog postojanja građanskog društva ne može biti niti urbane kulture. Nadalje, urbana solidarnost je jedna od glavnih karakteristika održivog urbanog razvoja i istinska esencija urbanosti. Baš kao što postoji vrsta urbanog razvoja koja podrazumijeva onu vrstu urbanog razvoja koji nadolazećim generacijama za sobom ostavlja bolje gradove, tako postoji i održivi kulturni razvoj zajedno s urbanom solidarnošću. Ovaj koncept podrazumijeva posebnu skrb za cjelokupno kulturno nasljeđe bez obzira kakvo ono bilo, razvoj novih vrijednosti i mogućnosti za napredak zajednice te njegovanje pristojnog društva sve do porodičnih vrijednosti i odgovornih gradskih društava, ali i civiliziranog ponašanja u gradskim područjima. Održivi urbano-kulturni razvoj, i osobito gradska solidarnost, u ovom trenutku ispisuju čitavo novo poglavlje u vezi s onim što možemo nazvati civiliziranom praksom života u gradu. Svakodnevni život i rad, potrošački obrasci, sudjelovanje u javnom životu grada, održavanje susjedskih odnosa, supostojanje, poštovanje razlika, itd. Te prakse, zajedno s već spomenutim, također uključuju i ono o čemu često govorimo kao “institucionalnoj proizvodnji grada” ili, pragmatično govoreći, urbanizmu.

The Urban Context of Urban Sustainability and Urban 
Solidarity as Key Concepts In all historical periods, spatial and temporal segments of modern societies some of the lasting strata on which societies were formed derive from the cities: the urban culture, the culture of urban areas and urban solidarity. These have often been one and the same phenomenon. The three strata represent the most lasting marks of contemporary urban societies and vital energy of their sustainability. It could be said that these are highly complex components of urban sustainable development. Urban culture comes into existence as a whole set of circumstances in which a citizen is the main protagonist. Therefore, it could be said that without the true existence of civil society, there can be no urban culture. Furthermore, urban solidarity is one of the main characteristics of sustainable urban development and the very essence of urbanity. Just as there exists a kind of sustainable urban development, meaning the sort of development that will leave better cities for the upcoming generations, so exists sustainable cultural development together with urban solidarity. This concept in turn presupposes special care of our entire cultural heritage regardless of its character, the development of new values and possibilities for the community’s prosperity, as well as nurturing a decent society all the way to family values, responsible urban societies and civilized behaviour in urban areas. Sustainable urbancultural development and particularly urban solidarity are presently writing a whole new chapter on what could be called the civilized practice of life in the city. Everyday life and work, consumer patterns, participation in the public life of the city, maintaining neighbourhood relations, coexistence, respect for differences - all these, and the above mentioned, include what we often refer to as “the institutional production of the city” or, pragmatically speaking, urbanism. 35

Stvarna tranzicija: od stvarno postojećeg socijalizma do post-kapitalizma ovidiu tichindeleanu

Ove se godine obilježava dvadeseta godišnjica pada Berlinskog zida. Tijekom dva desetljeća nakon pada istočno-europskog socijalizma, ključni koncept bila je “tranzicija”, to jest tranzicija iz “bankrotiranog socijalizma” prema “prosperitetnom kapitalizmu”, identificirana još i kao tranzicija “iz totalitarizma u demokraciju”. Pod tim okriljem, narodi Istočne Europe postali su subjekti niza radikalnih vojnih, ekonomskih i političkih intervencija odozgo, koje su dovele do njihove postepene integracije u strukture moći zapadnog svijeta, i koje su raspršile nejasnoće glede tržišnog fundamentalizma i slobodnog tržišta, demokracije i kapitalizma, kao i u pogledu insinuacija da je Zapadni svijet jedini model civilizacije i modernizacije. Gledano s druge točke, od devedesetih godina prošlog stoljeća na ovamo, nekada socijalistički istok postao je scenom intenzivirane primitivne akumulacije, masovne imigracije, neokolonizacije, ponovnog pisanja povijesti, sve zahvaljujući formiranju i nametanju lokalnih elita, korjenitom presijecanju veza između intelektualaca i radnika, i sveukupnom korjenitom obezvređivanju komunizma i običnog čovjeka. Međutim, trenutna kriza globalnog kapitalizma još je jednom osvijetlila pitanja i vrijednosti zasnovane na okviru dugoročnijem od frenetične borbe za sutrašnju plaću, kao i na vizijama koje su različite od sna u kojem svi postajemo građani srednje klase. Jedan način za sagledavanje trenutne krize je nastavak globalnog procesa koji utječe na kapitalistički svjetski sistem, a počeo je sedamdesetih godina prošlog stoljeća, kao kraj dugoročne evolucijske krivulje. U tom smislu, trenutna kriza postavlja narode Istočne Europe u nepodnošljivu situaciju treće po redu recesije u tri desetljeća: nakon promašaja državne socijalne ekonomije iz osamdesetih, primitivne akumulacije iz tranzicije u devedesetima, sada je nastupila erozija gornjo-razinskih struktura posve izgrađenog kapitalizma. Samo je jedna od ovih kriza bila popraćena političkom promjenom. Vrijeme je da ponovno razmotrimo mogućnosti tranzicije onkraj kapitalizma.

The Real Transition: from Actual Socialism to Post-Capitalism This year is the 20th anniversary of the fall of Berlin Wall. During the two decades after the fall of East European socialism the key concept has been “transition”, namely the transition from “bankrupt socialism” to “prosperous capitalism”, also identified as the transition “from totalitarism to democracy”. Under this umbrella, the peoples of Eastern Europe became subjects to a series of radical military, economic and political interventions from above, which led to their gradual integration into the power structures of the Western world. It also dispersed the confusion between market fundamentalism and the free market, between democracy and capitalism, as well as the insinuation of the Western world as a unique model of civilization and modernization. Seen differently: from the 1990s the former socialist East has become a stage for intense primitive accumulation, mass immigration, neo-colonization, re-writing of histories all owing to the formation and imposition of local elites, the radical breaking of links between intellectuals and workers, and an overall too radical devaluation of communism and of the common man. However, the current crisis of global capitalism has once again brought into light questions and values based on a longer time frame than that of a frantic struggle for tomorrow’s salary and dreams of becoming a middle-class citizen. Therefore the current crisis could be seen as a continuation of the global process that has been affecting the capitalist world system since the 1970s - the end of a long-term evolution curve. In this sense, the current crisis puts the peoples of Eastern Europe in the unbearable situation of a third recession in three decades: the shortcomings of state socialist economics in the 1980s, the primitive accumulation of the 1990s transition, and the present erosion of upper-level structures of fully-fledged capitalism. Only one of these crises was accompanied by a political change. It’s time to think again about the possibilities of a transition beyond capitalism. 37

Kao što su konstatirali organizatori, solidarnost je ljudska aktivnost koja je kulturno konstruirana i utkana u prakse svakodnevnice. Da bismo joj pristupili politički, solidarnost moramo lišiti njenih humanitarnih zabluda (tj. “pomaganje siromašnima”, “skrb za žrtve”, itd.). Takve koncepte solidarnosti moramo odbaciti. Ovo izlaganje pokušat će ispitati solidarnost iz perspektive pokreta i izničućih zajednica. Takve zajednice nisu “ograničena područja” rezervirana za alternativne ili odabrane grupe. Nisu nastanjene egzotičnom drugošću ili identičnom istošću, već su imanentne pokretima. Polazeći od epistemologije aktivističkog istraživanja, iznova ćemo elaborirati solidarnost koja na jednoj strani može spriječiti “zajednice u pokretu” od reifikacije, dok na drugoj strani solidarnost takve zajednice može obraniti od humanitarne viktimizacije.

Solidarity of social movements

As noted by the organizers, solidarity is a human activity that is culturally constructed and embedded in the practices of everyday life. In order to approach it politically we need to divest solidarity from its humanitarian disillusions (“helping the poor”, “taking care of the victims.). We have to reject such concepts of solidarity. This paper seeks to examine solidarity from the perspective of movements and emerging communities. Such communities are not “restricted areas” reserved for alternative or selected groups. They are not inhabited by exotic otherness or identical sameness, but are immanent to the movements. Departing from the epistemology of activist research we will re-elaborate solidarity that can prevent “communities in movement” from reification, on the one hand, and solidarity that can defend such communities from humanitarian victimization, on the other.

Globalna anomija i odsustvo solidarnosti

Uobičajeno ćemo anomiju shvatiti kao ono stanje ili uvjete u kojem se nalaze pojedinci ili društvo, koje karakterizira odsustvo društvenih i pravnih normi i vrijdnosti. Postoje mjesta u društvima u kojima prevladavaju uvjeti nestabilnosti. Potonje je rezultata urušavanja standarada i vrijednosti. Pojedincu, kao signularitetu iskustva anomije, nedostaju vrijednosti i svrha. On osjeća krizu identiteta što je posljedica praznine koja je nastala nakon što su se izgubile etičke vrijednosti iz njegova okruženja. U psihologiji se anomija shvaća kao stanje duha u kojem je osoba izgubila standarde ili smisao za kontinuitet i obveze i koja odbacije sve društvene veze. Jedan od poticaja anomiji je ujedno i ono što povezuje univerzalnu i partikularniju manifestaciju anomije, a to je osjećaj pojedinca da vođe zajednice ne mare za njihove potrebe. Do anomije dolazi kada je društvo nestabilno, donekle kaotično i zbog toga nepredvidljivo. Ostavljeni u praznini obespravljeni prije svega imaju potrebu za solidarnošću, pojedince se osjećaju besciljno i svi se mogući ciljevi čine neostvarivima. Odsustvo reda i društveno prihvatljivih vrijednosti oblikovanih da prate ljudsku mjeru, krizu u vladinim uredima i akutni nedostatak solidanosti među ljudima podložni su utjecaju političkog, ekonomskog i kulturnog kaosa koji prijeti da pređe u kronično stanje, i gotovo da moli za dolazak spasitelja u opsegu od onih koji djeluju u arealnim odjeljenjima duhovnosti pa do tzv. običnih ljudi, čija formula za spas nastoji biti jednostavna i shvatljiva svima onima pogođenima anomijom. U ovom izlaganju bavim se pričom o dvoje takvih ljudi. Jedna je naša premijerka gđa Jadranka Kosor, a drugi je popularni glumac Filip Radoš.

Global Anomy and the Absence of Solidarity

It is common knowledge that anomy is a state or condition of individuals or society characterized by an absence or breakdown of social and legal norms and values. It takes place in societies in which instability prevails. The latter is a result of the collapse of standards and values. An individual, who is a singular site of anomy experiences a lack of values and purpose, feeling identity crisis as the result of a void left after the ethical values perished from its surroundings. Psychology, however, tells us that anomy equals the state of mind of a person who has no standards or sense of continuity or obligation and has rejected all social bonds. One of the triggers that connect universal and particular manifestations of anomy may be, and most of the time is, the individuals’ felling that community leaders do not care for their needs. Anomy strikes when a society is unstable, half-way-chaotic and therefore unpredictable. Left in a void deprived of much needed solidarity, individuals are filled with a sense of purposelessness while all the goals set afore move out of sustainability. The absence of order and socially acceptable values designed to follow the measure of human beings, the crisis in government offices, and the acute lack of solidarity among the people subjected to political, economic and cultural chaos that threatens to enter the chronic stage, almost begs for the arrival of saviours ranging from those who operate in the areal departments of spirituality all the way to the so-called ordinary people, whose formula for salvation tends to be simple and comprehensible to all affected by anomy. This is the story of two such people. One is our Prime minister, Ms. Jadranka Kosor, and the other is a popular actor Filip Radoť. 41

Od solidarnosti do pljačke: o podjeli rada i vladavini prava

U svojoj prezentaciji autor polazi od Durkheimovog shvaćanja podjele rada, koja proizvodi učinke društvene solidarnosti i transformacije u sferi prava. S druge strane, Marx vidi u podjeli rada jedan od uzroka za otuđenje, koje upravo onemogućava solidarnost. U novije vrijeme pitanje podjele rada aktualizirao je Immanuel Wallerstein u okviru svoje teorije svjetskog sistema kao kapitalističke svetske ekonomije. Svjetska ekonomija je za Wallersteina “veliko geografsko područje, u kojem postoji podjela rada i u kojem se zato odvija značajna razmjena temeljnih ili ključnih dobara te kapitala i rada”. U tako shvaćenoj svjetskoj ekonomiji nećemo naći “ni političke ni kulturne homogenosti”; cement te strukture je upravo “podjela rada, koja se je u njoj konstituirala”. Ta podjela rada, koju Wallerstein naziva »podjela rada po osovini«, dijeli produkciju na centralne i periferne produkte pri čemu višak vrijednosti uvijek teče od proizvodnje perifernih ka proizvodnji centralnih produkata. Uz tu tzv. nejednaku razmjenu akumulirani kapital prenosi se iz periferije ka centru i na druge načine, npr. pomoću pljačkanja, čime centar priključuje nove periferne regije svetskoj ekonomiji i time omogućuje njihovu eksploataciju. U završnom dijelu prezentacije, autor će na ovu Wallersteinovu teoriju geografske podjele rada “po osovini” centar-periferija nadovezati pitanje vladavine prava kao ideološkom konceptu suvremenog ekspanzionizma, o čemu pišu Ugo Mattei i Laura Nader u nedavno objavljenoj knjizi Plunder: When the Rule of Law is Illegal (2008).

From Solidarity to Plunder: On the Division of Labor and the Rule of Law

In his presentation the author starts from Durkheim’s understanding of division of labor which produces an effect of social solidarity as well as transformations in legal sphere. On the other hand, in Marx’s view, division of labor is one of the causes for alienation which hinders solidarity. In recent times, the question of division of labor was re-opened by Immanuel Wallerstein in the frame of his world systems theory as a capitalist world-economy. World-economy is for Wallerstein “a large geographic zone within which there is a division of labor and hence significant internal exchange of basic or essential goods as well as flows of capital and labor”. Furthermore, “neither political nor cultural homogeneity is to be expected or found in a world-economy”; real cement of that structure is precisely “the division of labor which is constituted within it”. That division of labor, which Wallerstein calls “axial division of labor”, divides production on core and peripheral production processes whilst the surplus value flows from production of peripheral products towards production of core products. Besides that so-called unequal exchange there is another way of moving accumulated capital from periphery to centre – it is plunder, a brutal mechanism used by the centre in its attempt to integrate new peripheral regions into the world-economy and to enable their exploitation. In the final part of his presentation, the author will link this Wallerstein’s theory of a geographical division of labor along the centre-periphery axis, to the question of the rule of law as an ideological concept of the contemporary expansionism, as elaborated in a recently published book by Ugo Mattei and Laura Nader (Plunder: When the Rule of Law is Illegal, 2008).

Teorija izvan mjesta - razgovor o nužnom i mogućem razmještenju teorije

Vezan za polisemičnu reč lieu francuskom jeziku, filozof Alen Badju (Alain Badiou) je koristi u malarmeovskom (Mallarmé) smislu označavanja mesta zbivanja, ali i istovremeno kao mesta rangiranja (place), ustaljenog, strukturnog, hijerarhizovanog smeštanja određenih društvenih grupacija na unapred određena mesta, položaje,“nameštenja”. Rezultat je separacija onoga što Badju sopstvenom kovanicom zove esplace (prostormesto) suprotstavlja svoju drugu kovanicu horlieu (vanmesto), dijalektici vanmesta prostormesta. Po njemu, postoji svuda gde se dešava “vanmesto politike” (Teorija subjekta, Théorie du sujet, str. 148, Seuil, 1982), a govoreći o “novim mestima politike” Badju podrazumeva ono što nedavno na drugom mestu označava samo rečju place (mesto u smislu ranga, ali i prostorne odrednice zbivanja). Naravno ne treba izgubiti iz vida da je sintagma “politika novih mesta”, takođe usko vezana za doktrinu politike Silvana Lazarusa (Sylvain Lazarus) koju on detaljno izlaže u Antropologiji imena, (Anthropologie du nom, 1996.) a koja se ukratko svodi na tezu da čim stignemo do problema mnoštvenosti mesta - što je anti-etatistička pozicija par excellence, shvatamo da “Država, tvrdeći da je ona jedino mesto politike, pokušava da uništi sva druga mesta” S.L , Antropologija imena, str. 133. Razgovor na temu “Teorija van mesta” razmotriće pokušaje izmeštanja teorije iz akademskih okvira i enciklopedizovanih znanja, dakle iz uobičajenih užljebljujućih, rangiranih “mesta znanja” koja se, u slučaju filozofije, duboko suprostavljaju emancipatorskoj tezi Žaka Ransijera (Jacques Rancière) po kojoj je filozofija aktivnost koju obavljaju svi, ma kom mestu, otvoreno suprostavljena ekskluzivnosti “profesije filozofa”.

Theory Off Its Site - discussion about the necessary and possible “displacement” of theory

Focusing on the polysemic French word lieu, philosopher Alain Badiou uses it in the Mallarméan sense of signifying the place of happening, but also as a place of ranking a common, structural and hierarchical placement of certain social groups in predetermined places, positions and “situations”. The result is the separation of what Badiou calls by his own invented name splace (esplace) to which he opposes another invention of his, the offsite (horlieu), in the dialectic of offsite against splace. According to Badiou, “the proletariat exists everywhere where the offsite of politics is happening” (Theory of the Subject, Théorie du sujet, p. 148, Seuil, 1982), and by “the new places of politics” Badiou refers to that which he previously elsewhere simply calls place (place in the sense of rank, but also the spacial characteristic of happening). Also, we should not forget that the phrase “new places of politics” is closely connected to the doctrine of Sylvain Lazarus’ politics that is described in detail in his Anthropology of Names (Anthropologie du nom, Seuil 1996), which can briefly be reduced to the thesis that once we get to the problem of multitudinousness of places - an antietatistic position par excellence, we realize that “The State, claiming to be the only place of politics, is trying to destroy all the other places” S.L., Anthropology of Names, p. 133. In the discussion about “Theory Off Its Site” we will consider the attempts of displacing theory from its academic framework and encyclopaedia knowledge from the usual, well-established and well-ranked “places of knowledge” that are, in the case of philosophy, deeply opposed to the emancipatory thesis of Jacques Rancière according to which philosophy is an activity performed by all, in all places, and is openly contrary to the exclusivity of “the philosopher’s profession”? 49

Pravo na grad The Right to the City

Pravo na grad je inicijativa i kampanja usmjerena protiv prekomjerne ekonomske eksploatacije prostora, upravljanja prostorom na štetu javnog interesa, neodržive prostorne politike i isključivanja građana iz odluka o prostornom razvoju Zagreba. Pokrenuta je kao neformalna platforma organizacija nezavisne kulture i mladih. Ishodište javnog djelovanja Prava na grad bilo je nezadovoljstvo ignorancijom zagrebačke gradske vlasti prema nedostatku prostora i sredstava za djelovanje nezavisne kulture i mladih. U ljeto 2006. godine, isprovocirani političkom samopromocijom Milana Bandića putem Salona mladih, aktivisti su izveli tajnu noćnu akciju križanja jumbo plakata s njegovom slikom kojima se ta manifestacija reklamirala. Ubrzo je postalo jasno da je pitanje prostora i položaja nezavisne kulture i mladih u Zagrebu samo mali dio mnogo šireg problema u politici grada: netransparentnog pogodovanja građevinskom biznisu na uštrb svih drugih interesa i potreba. Povezavši se sa Zelenom akcijom, krajem iste godine inicijativa je započela jednu od najvidljivijih i najpoznatijih civilno društvenih kampanja u novije vrijeme, kampanju protiv izgradnje shopping centra i javne garaže Hoto grupe u unutrašnjosti bloka na Cvjetnom trgu. Riječ je o projektu koji zahtijeva ukidanje dijela pješačke zone u Varšavskoj ulici, rušenje zaštićenih povijesnih zgrada, povećava izgrađenost unutar bloka za više od 100 posto te privlači količinu automobila koja će u potpunosti onemogućiti odvijanje javnog prometa u tom dijelu grada. U trenutku kada je predstavljen javnosti, takav je projekt prema važećim pravilima bilo nemoguće izvesti. No nizom pogodovanja, usprkos snažnom protivljenju javnosti, gradska ga je vlast omogućila. Najvažnije obilježje zajedničkog djelovanja Prava na grad i Zelene akcije vezano za slučaj Cvjetnog trga, a kasnije i drugih slučajeva devastacije prostora je pristup temeljen

The Right to the City is an initiative and campaign directed against excessive economic exploitation of space, space management at the expense of public interest, unsustainable spatial politics and the exclusion of citizens from decisions on urban development of Zagreb. The Right to the City was initiated as an informal platform, an independent culture and youth organization. The origin of The Right to the City actions was dissatisfaction with the ignorance of Zagreb municipal authorities regarding the lack of space and funds for further activities of independent culture and youth scene. In the summer of 2006, provoked by political self-promotion of the mayor Milan Bandić through the Youth Salon. The activists performed a secret night action and crossed out mayor’s image on the jumbo posters of the Youth Salon. Soon it became clear that the issue of space and position of independent culture and youth scene in Zagreb is just a small portion of a much larger problem within city politics: non-transparent privileges provided for construction business on the account of all other interests and needs. After joining forces with Green Action by the end of that year, the initiative had started one of the most visible and most acknowledged recent civil social campaigns, directed against the construction of a shopping centre and a public garage by Hoto Group within a block on Cvjetni Square in Zagreb. The mentioned construction project demands the removal of a part of pedestrian zone in Varšavska Street in Zagreb, the demolition of protected historical buildings, raising the level of constructed area within a block for over hundred percent and attracting the amount of cars that will entirely disable public traffic in that part of the city. Project itself could not be realized by the then ap51

ne samo na priopćenjima, konferencijama za medije i javnim skupovima, već prije svega na javnim akcijama koje svojom atraktivnošću odgovaraju na zatvorenost i populizam mainstream medija. Od prekriženog gradonačelnika, preimenovanog trga i zgrade prekrivene natpisom “Totalna rasprodaja” do dopisnica s 55 tisuća potpisa građana protiv projekta, bučnog masovnog prosvjeda s porukom “Odustanite” ili prosvjednog pjevanja gradskim zastupnicima, prizori su putem kojih su poruke došle do najšire javnosti. Zahvaljujući tome, slučaj Cvjetni trg je postao stvarno, ali i simboličko mjesto otpora korumpiranoj prostornoj politici, ne samo za građane Zagreba. Izložba Pravo na grad je dokumentaristička izložba na kojoj se prikazuju aktivnosti zagrebačkog pokreta Pravo na grad koji se već dvije godine aktivno putem različitih formi suprotstavlja tzv. obnovi gradskog središta Zagreba od strane interesne skupine kojoj je zajednička želja za profitom, privatizacija javnih površina i prostora te onemogućavanje građanskog sudjelovanja u planiranju grada.

plying law. However, through a series of concessions, and despite strong opposition from the public, the city authorities eventually enabled project’s realization. The most important feature of the joint actions of The Right to the City and Green Action related to the case of Cvjetni Square and other cases of spatial devastation is their approach. It is based on communiqués, media conferences and public gatherings, but primarily on public actions that, through its attractiveness, respond to the inaccessibility and populism of mainstream media. Crossing out mayor’s picture, renaming a square, covering a building with a banner reading “Total Sale”, postcards with 55.000 citizens’ signatures against the mentioned project, noisy mass protest with the message “Give Up” or protest singing to the city councillors. All are attractive actions that carried messages to the general public. Cvjetni Square case has become both a real and a symbolic place of resistance against corrupted spatial urban politics, not only for the citizens of Zagreb.

“Što je demokracija?” To nije jedno pitanje, nego zapravo dva. S jedne strane, pitanje se odnosi na kritičko istraživanje sadašnjeg stanja u kojem se nalazi parlamentarna reprezentativna demokracija. S druge strane, pitanje se odnosi na različita promišljanja o tome kako bi demokratski sustav mogao izgledati te koje bi organizacijske forme mogao razviti. Projekt postavlja pitanje “Što je demokracija?” velikom broju aktivista i političkih analitičara u 18 gradova širom svijeta, u Amsterdamu, Berkeleyju, Berlinu, Bernu, Budimpešti, Kopenhagenu, Londonu, Melbourneu, Moskvi, New Yorku, Parizu, Rostocku, San Franciscu, Sydneyju, Taipeiju, Tel Avivu, Solunu i Varšavi. Intervjui su bilježeni od siječnja 2007. Iako je u intervjuima uvijek postavljano isto pitanje, rezultat je golema raznolikost perspektiva i stajališta ljudi koji žive u zemljama koje obično etiketiramo kao “demokratske”. Ovi su intervjui poslužili izgradnji osam video radova koji se predstavljaju kao 8-kanalna video instalacija.

“What is democracy?” is not one question, but is actually two questions. On the one hand, the question relates to the conditions of the current, parliamentary representative democracies, which are critically scrutinized in this project. On the other hand, the question traces different approaches to what a more demo­cratic system might look like and which organizational forms it could take. The project asked “What is democracy?” to numerous activists and political analysts in eighteen cities around the world: Amster­dam, Berkeley, Berlin, Bern, Budapest, Copenhagen, London, Melbourne, Moscow, New York, Paris, Rostock, San Francis­co, Sydney, Taipei, Tel Aviv, Thessaloniki and Warsaw. The interviews have been recorded on video since January 2007. Even though all the interviewees were asked the same question, the result was a multiplicity of different perspectives and viewpoints from people living in states that are usually labelled “democracies”. 67

Instalacija (re)prezentira neki oblik globalne analize duboke političke krize u kojoj se nalazi Zapadni demokratski model. U svakom videu Adam Ostolski (Varšava) objašnjava da je izvorno “suvremena ideja demokracije bila povezana s idejom napretka” te da su parlamentarne države “imale tendenciju da postaju sve demokratičnije uključujući nove skupine političkih aktera, kao što su radnici i žene [...] Ali od 1980-tih, od kada prevladava neoliberalni trend u politici i ekonomiji, suočavamo se s napadom na demokraciju.” Lise Mogel (New York) napominje kako se situacija promijenila na način da danas dok razmišljamo o reprezentativnoj demokraciji “nije sigurno da govorimo o individuama koje su reprezentirane nego prije o kapitalu koji je reprezentiran.” Nikos Panagos (Solun) ide dalje i ustvrđuje da su “reprezentacija i demokracija inkompatibilne. Zbog toga, pod nikakvim uvjetima postojeći se sustav ne može nazvati demokracijom. Radi se samo o sofisticiranoj formi oligarhije.” Lisa Gray-Garcia (San Francisco) se izgleda slaže s ovom tvrdnjom kada reprezentativnu demokraciju označuje kao “lažnu demokraciju”. I dok pojedinci/-ke u video zapisima izlažu vlastite ideje o direktnoj demokraciji ili procesu odlučivanja u autohtonim zajednicama, David McNeill (Sydney) postavlja pitanje ima li smisla “nastaviti suprostavljati se desnici i definirati termin demokracije” koji je na svaki način “toliko korumpiran i zagađen konzervativcima koji zahtijevaju pravo vlasništva nad njim, da je bolje da ga predamo.” 8-kanalna video instalacija raspravalja o prijepornom pojmu “demokracije”, koji je zloupotrebljavan od onih u poziciji moći kako bi se održao postojeći poredak, dok u isto vrijeme “demokracija” i dalje predstavlja ideal za stotine miliona ljudi kojeg očajnički žele doseći. Čini se da je danas nemoguće biti protiv “demokracije”, iako je ona svakim danom sve ispraznija. Potencijalna je strategija da ono što zovemo “demokracija” ispunimo novim značenjem. U tom smislu, instalacija predstavlja višeslojni diskurs o demokraciji koji izražava široku paletu mišljenja koja prelaze kontinente i granice nacionalnih država.

This pool of interviews builds the basis for eight videos, which are presented in an 8-channel video installation. This installa­tion (re)presents a kind of global analysis about the deep polit­ical crises of the Western democratic model. In one video, Adam Ostolski (Warsaw) explains that originally “the modern idea of democracy was connected to the notion of progress” and parliamentary states “had some tendency to become more and more democratic by including new types of political actors, such as workers and women. […] But since the 1980s, and the neoliberal trend in politics and economy we have a regression of democracy.” Lize Mogel (New York) notes that situation changed in such a way, that when you think about representative democracy today “you are not necessarily talk­ing about individuals being represented, but more capital being represented.” Nikos Panagos (Thessaloniki) even argues “representation and democracy are incompatible terms”. Therefore, under no circumstances could the present system be called a democracy. It is just a sophisticated form of oligarchy.” Lisa Gray-Garcia (San Francisco) seems to agree, when she labels representative democracy a “fake-democracy”. While some subjects in the videos elaborate their ideas of direct democracy or decision-making processes of indigenous communities, David McNeill (Sydney) raises the issue of whether it makes sense “to continue contesting for the right to own and define the term democracy” or whether “it has been so corrupted and polluted by the conservatives that claimed ownership of it, that it is better to be surrendered.” The 8-channel video installation discusses the contested notion of “democracy”, which is misused for the maintenance of order by those in power, while at the same time “democra­cy” still represents an ideal hundreds of million people in the South desperately want to achieve. Today it seems almost impossible to be against “democracy”, even though it is get­ting emptier and emptier. A potential strategy could try to fill what is called “democracy” with new meaning. In this sense, the installation presents a multi-layered discourse on democ­racy, which expresses a broad field of opinions that go beyond the borders of nation-states and continents. 69

Solidarnost na filmu: trenutak kada Chaplin podigne crvenu zastavu za označavanje tereta koja je pala s kamiona i nehotice postane vođa radničkog štrajka, sovjetski revolucionarni agitprop film, Vigova dokumentaristička točka gledišta u slavnom pamfletu francuske avangarde, kolektivistički sinetraktati za španjolski građanski rat, za Vijetnam, Palestinu, Alžir, Hirošimu, za nestale u “noći i magli”, za “bezglasne”, trenutak kada je “do pobjede” postalo “ovdje i tamo”, film estetike gladi, sto godina političkog filma. Kafkin tretman dominantnog jezika Deleuze i Guattari su nazvali manjinskim, njegovu privatnost političkom aferom, kolektivnim proglasom svih manjinskih ljudi. Taj proces minorizacije politike i stvaranja medijatora, onih koji nedostaju, a koji će govoriti “za sve”, povezuje sve vrste filmske solidarnosti i manjinske diskurse ova četiri filma o klasnim odnosima. Izmještanje u prostoru, u materijalnosti medija, tipovima govora, protonaracije, “manjinske” tehnologije, individualnosti autorstva, neke su strategije ovog medijatorskog filma. “Jeste li ikada vidjeli pogubljenje?” pita nas Oshimin brehtijanski pamflet protiv smrtne kazne“za Koreanca u Japanu”. Adaptacija nedovršena Kafkina romana “Amerika” ( “Čovjek koji je nestao”) radikalnih egzilantskih, transnacionalnih filmaša Jean-Marie Strauba i Danièle Huillet svaku filmsku odluku čini moralnom. Rečeno je da nakon Timisoare više neće biti moguće gledati televiziju na isti način. Materijal zajedničkog filma Haruna Farockija i Andreia Ujice o trenucima kada se povijest odvijala pred našim očima, o rumunskoj revoluciji i smaknuću diktatora, snimale su televizijske i stotine privatnih kamera. Pedro Costa je pronašao medijatore za svoj manjinski govor, politiku otpora i odgovornosti u liminalnosti medija i pseudodokumentarističkoj stvarnosti imigranata, njihova govora i prostora sirotinjske četvrti Fontainhas, u predgrađu Lisabona.

Solidarity on film: a moment when Chaplin raises a red flag to mark the cargo which fell off the truck and hence unintentionally becomes a workers’ strike leader, Soviet revolutionary agitprop film, Vigo’s documentary viewpoint in a famous French avant-garde pamphlet, collectivist cinetracts for Spanish Civil War, for Vietnam, Palestine, Alger, Hiroshima, for those disappeared in “night and fog”, for “voiceless”, a moment when “to the victory” became “here and there”, a film with hunger aesthetics, hundred years of political movie. Deleuze and Guattari have considered Kafka’s treatment of dominant language to be a minority approach, his privacy a political affair, a collective manifesto of all the minority people. This process of politics’ minorization and creating the mediators, those who are missing and who will speak “for everyone”, connects all the kinds of film solidarities and minority discourses in those four films on class relations. Relocation in space, in media’s substantiality, types of speech, proto-narration, “minority” technology, individuality of authorship, are some of the strategies of this mediating film. “Have you ever witnessed an execution?” is a question posed by Oshima’s Brechtian pamphlet against death penalty for “a Korean in Japan”. Adaptation of unfinished Kafka’s novel “America” (“A Man who Disappeared”) by the transnational filmmakers Jean-Marie Strauba and Danièle Huillet renders every film decision a moral choice. It’s been said that after Timisoara television will never again be watched in the same manner. Material from a joint film by Harun Farocki and Andrei Ujica, touching the moments when history evolved in front of our eyes, Romanian revolution and execution of a dictator, have been recorded by television cameras as well as hundreds of private ones. Pedro Costa found mediators – for his minority speech, the politics of resistance and the responsibilities – in the liminality of media and pseudo-documentary reality of immigrants, their speech and the area of Fontainhas, a poor neighbourhood in the suburb of Lisbon.

Anti Edip klizno i opružno povezuje više vrsta postajanja: anarhiste-sindikaliste Durrutija, antiratne dobrovoljke Weil, filozofa žudnje Deleuzea i Guattarija, antikolonijalnog pjesnika Lintona Kwesija Johnsona, anarho-arhitekte Weizmana, anarhista protiv zida, egzilanta-bicikliste Martina Plajha; konstruiraju se odnosi dehijerarhizacije zvučnih prostora proizvedenih u unutrašnjosti muzičkog i filmskog stroja te njihovim izvanjskim senzorima. Anti Oedipus, a music spring machine, produces several regimes of separation and connection – diagrammatic (from the line of flight to apartheid wall and penetrated wall), schizophonic (persecution of external sound by the other sound in the headphones), territorial (diagonal occupations and decolonizations of country and scene), transtextual (pseudo-translation of original text in the headphones by simultaneous live performing of another text), transvisual (editing of hybrid filmscape depicting world in war and world in solidarity), anachronical (deterritorializations of Anti Oedipus from occupied West Bank to the free territory of anarchy, travelling by bicycle from Graz to the short summer in Catalonia), metamobile (false movements within limiting spaces as the smooth spaces of freedom). Anti Oedipus, sliding and springing, connects several forms of becoming: anarchist-syndicalist Durutti, antiwar volunteer Weil, philosophers of desire Deleuze and Guattari, anti-colonial poet Linton Kwesi Johnson, anarcho-architect Weizman, anarchists against the wall, exilic bicyclist Martin Plajh; constructing relations of dehierarchization of soundscapes produced within music and film machines and their external sensors. The diverse politics of experience – poetic-philosophical, pseudodocumentary, bodily, music, mediating – achronically assemble the insurrection against the force that transforms a man into thing, freedom into coercion, idea of solidarity into the idea of enemy, and anarchy into schizophony.

U okviru radionice polaznci će izraziti svoje protestne ideje koje se dotiču teme solidarnosti, ali i drugih tema u okivru kojih imaju potrebe protestirati. Radionicu će voditi kolektivi Škart iz Beograda i Cactus iz Londona. Kroz tri dana, koliko radionica traje, sudionoci će se zajedno sa stručnim vodstvom baviti temom Solidarnosti, koja je ujedno i tema same ovogodišnje manifestacije. Radionica će započeti prezentacijom rada kolektiva Škart i Cactusa, a sudionike će se upoznati i s radom drugih političko i socijalno angažiranih dizajnera diljem svijeta. Polaznici radionice bavit će se analizom i vizualizacijom riječi solidarnost. Sudionici će prema vlastitom izboru odlučiti žele li raditi lokalnu ili možda međunarodnu kampanju. Kada idejna rješenja budu do kraja osmišljena otiskivati će se na velikim formatima tehnikom sitotiska, a svoju “premijeru” doživjeti će na ulicama Rijeke, a možda i šire. It will start with a presentation of their own practice and with an overview of significant politically and socially engaged designers around the world. During the workshop a limited number of participants will work and analyse word and image combinations in relation to local or international campaigns of their choice. Cactus

Cactus magazin je projekt započet u Londonu 1989. godine. Bio je nadahnut mailartom (umjetnost koja poštanski sistem koristi kao medij), suradnjom sa brojnim umjetnicima na području istočne/sjeverne Europe, političkim osobama i na kraju jednim drugačijim pristupom grafičkom dizajnu. Cactus je komunikacijska mreža koja svakih šest mjeseci objavljuje kolekcije radova iz cijeloga svijeta. Cilj ovog neprofitnog projekta je ostvariti i potaknuti razmjenu ideja s područja kulture, ne radeći selekcije te na taj način pružiti ljudima priliku da predstave svoj rad globalno, bez cenzure, s potpunom slobodom izraza. Da bi mreža opstala, ona se oslanja na međusobnu suradnju svih aktera, obostranu komunikaciju, zajedništvo, a ne podržava jednosmjernu promociju pojedinaca. //www.cactusnetwork.org.uk Cactus magazine is a project that started in 1989, influenced by mail art, collaborations with artists across East/West Europe, our own politics and boredom with graphic design’s cult of personality. To succeed, the network relies on the co-operation of all the participants, based on mutual communication rather than self-promotion. Grupa Škart je osnovana 1990. na Arhitektonskom fakultetu u Beogradu. Škart Group was founded in 1990 at the Architectural Faculty in Belgrade. The cooperation is based on a permanent productive conflict. The group uses its own samizdat/samodat works (crossover of design, poetry, music and various unnamed forms) to question and mark the bordering spheres of social activism and artistic action. 88

Nakon prvih 10 godina rada u studijskoj grupi, Škart od 2000. godine inicira nove kolektive: - Horkeskart, 40-člani škart-hor-i-orkestar (trenutno, pod nazivom Horkestar, ulazi u desetogodišnjicu postojanja i zauzima posebno mjesto muzičke off ’-scene) - Ženske i Muške vezilje Novih kuvarica (desetogodišnja upornost da se putem tradicionalnog veza kaže/ pokaže stav različitih autora (od domaćica i radnica do penzionerki) o porodičnom, socijalnom i političkom okruženju rezultira neprestanim akcijama i nepredvidivim izletima u druge medije) - Proba, muzičko-scenski kolektiv (serijom Javnih proba dekonstruira formu priredbe i pretvara publiku u ravnopravne aktivne izvođače) - Pesničenje/Poetrying, poetska platforma za glas “druge strane” (jedini svakomjesečni festival u regiji, koji okuplja brojne otpisane aktere i zanemarenu publiku i započinje novu fazu samofinanciranog izdavaštva i besplatne distribucije) Following their first 10 years of work in a study group, in 2000 Škart initiated new collectives: Horkeskart, a 40-members Škart-chorus-andorchestra (presently under the name Horkeskart, entering its tenth year of existence while occupying a special place at the off scene) Female and Male embroiders From New Cooks (ten years of perseverance in using traditional embroidery to communicate / demonstrate attitudes by various authors – from housewives to workers to pensioners – on family, social and political surrounding, altogether resulted in incessant actions and unpredictable excursions into the other media) Rehearsal – a musical-stage collective (deconstructs the show’s form and transforms audience into active performers through a series of Public Rehearsals) Poetrying – a poetical platform for the voice “from the other side” (the only regular monthly festival in the region, gathering numerous written-off protagonists and neglected audience, initiating a new phase of selffinanced publishing and charge-free distribution

U prvom dijelu radionice bavit ćemo se pitanjem zašto je otpor spram postojećih poredaka ključni politički fenomen i kakve to reperkusije ima na promišljanje društvene emancipacije (na primjeru francuskog filozofa Jacquesa Rancierea). U drugom dijelu propitivat ćemo kategoriju i fenomen populizma koji se čini odlučujućim oblikom politike danas. Nakon izlaganja i diskusija, održat će se razgovor o nekom konkretnom političkom događaju, prema interesu polaznika radionice, gdje bi trebali pokazati u kojoj je mjeri dotad predstavljena teorija uporabljiva u specifičnom slučaju. The workshop’s first part will deal with the issue as to why the resistance towards the existing orders is a key political phenomenon and what are the ensuing repercussions for reflection on the social emancipation (by way of example of French philosopher Jacques Ranciere). The second part will question the category and phenomenon of populism, which appears to be a decisive form of politics today. After expositions and discussions, there will be a consideration of an actual political event, following the interest of workshop’s participants, in order to demonstrate a measure to which the previously presented theory is applicable to a specific case.

ykon Igra ykon predstavalja simulaciju svijeta. Svijet se u igri stavlja na čekanje 6 godina i u tom vremenu igrači imaju prilike odrediti bitne promjene u upravljanju svijetom, no za te promjene moraju pridobiti i druge igrače. Igra je inspirarna s World Game Buckministera Fullera, a igrače je najčešće podsjećala na Adamsov Restoran na kraju svemira. Igru će voditi Oliver Kochta-Kalleinen. The ykon game represents a simulation of the world. In the game, the world is put on hold for 6 years and during that time the players have the opportunity to lay down important changes in the ruling of the world, but for those changes they have to convince other players. The game was inspired by Buckminister Fuller’s World Game, and it often reminds players of Adam’s Restaurant at the End of the Universe. moderator Oliver Kochta-Kalleinen
