Missing the boat – why you’re not allowed to hire anyone, but everyone else can
The aim was to cut down on people exploiting migrants for cheap labour, which is fair enough, but it has the impact of making it harder for anyone to hire migrants at all. If you’re already hiring migrants, but aren’t accredited yet, you need to realise that as of July 4 you’ll be condemned for hiring migrants illegally and have your name splashed all over a black-list that will prohibit you from hiring migrants. And we don’t just mean your company name; the owners will also have their personal names black-listed to prevent them from starting a new company to get around this. No one is going to take you seriously if you have the Labour Inspectorate constantly sniffing around and you have a poor reputation for doing literally nothing. But maybe you don’t hire migrants. Maybe you’ve only been hiring locals this entire time and think this doesn’t affect you.
For all the talk about how more people are taking up apprenticeships, they’ll be training for a couple of years, and you need people available right now. You want someone mature and with years of experience who can be trusted to do the job right. Eventually you will need to hire a migrant and you don’t want to wait for bureaucratic paperwork namby pamby for weeks. You want to be able to get people on the floor working as soon as possible, not when some government worker finally gets around to rubber stamping it. Everyone else is getting their companies accredited, so they can keep their existing workers or hire new ones. You need to ask yourself if you can really afford to be the last guy to catch the boat or if it’s worth risking seeing it leave the harbour without you. The accreditation is the law of the land now and there are already competitors who got approved. So, what is accreditation anyway? Basically, it’s a government tick of approval, saying you’ve been given the green light to hire migrants. The government has a bunch of hoops they want every employer to jump through and if you can’t follow through, then you can’t hire migrants at all. The way it works is that it’s a three-step process. First you get accredited. Then you need to submit a job check request. INZ wants to make sure that Kiwis are getting first dibs on jobs, so this is the labour market test but with more regulations. Finally comes the actual work visa application, which is the easy Accreditationpart. is a “trust based” or “declaration based” model. This means that INZ is assuming you will be upfront in declaring everything that needs to be declared. This can be tricky to deal with if you don’t know the legal framework back to front, as not declaring something will be taken as you deliberately trying to hide something, rather than you just not knowing you missed something. Ignorance is no excuse under the law after all, so you definitely want to make sure everything gets declared upfront. Fortunately, INZ will give you a second chance by issuing what’s called “potentially prejudicial information” letters. Essentially, these are just letters saying “Hey, there’s something wrong here”. INZ can be a bit vague on what they actually expect to fix the problem though, which can be annoying. There’s no right of appeal but you can ask for reconsideration. The difference here is that appeals are a right but a reconsideration is just a request. INZ can always say no without really needing to justify why. So, let’s cover some technical stuff real quick. To be accredited you need to be “a viable and genuinely operating business”. Basically, you need to be an actual business and not some front for a visa farm or anything. On top of that, your business needs to be actually managing to stay afloat. INZ will think its fishy if a business that can’t afford more employees is trying to upsize and they’ll be worried about migrants being stranded if the business goes bust. There’s a bunch of accreditation regulations like all key persons in the business needing to take training modules. A “key person” is pretty much anyone in the business who makes hiring decisions or can influence compliance with the law. For most businesses this will be the owner or directors, plus HR staff and managers. There are different versions of accreditation and it’s important to look out for which one is the most relevant to you. If you’re only going to be hiring five or less migrants, then standard/low volume accreditation is the way for you. Any higher than that and you’ll need to do high volume accreditation instead.
But either way you’ll need to show that you have a great HR policy so you’re not abusing migrants and that you’re committed to hiring New Zealanders. Franchises and labour hire companies are a whole different kettle of fish and have a bunch of stuff that applies only to them, so you definitely want to get experts in to deal with that. It can all be a bit tricky, especially since there’s a lot of regulatory fluff involved. It gets worse since you need to show ongoing commitments, that’s why accreditation only lasts two years at most. We recommend getting some proper assistance and getting your accreditation application done right. You don’t want to wait around for ages just for a pencil pusher to nitpick and decline your application. This goes for double if you have a less than stellar track record or have any other issues that you might be worried about.
Alright, so let’s say you got yourself a brandnew shiny accreditation. Now what? It’s time to apply for a job check application. You’d do your labour market test where you do a twoweek advertisement to show you’ve honestly tried to find available Kiwis. If no one suitable applied, you can then apply to have your job opening available for migrants.
All the migrant really needs to show is that they have good health, good character, they’re qualified for the job, and they've got a valid employment agreement.

For the minimum job requirements bit, INZ will want to make sure that the job opening isn’t crafted to exclude Kiwis on purpose. If you need someone who speaks another language for example, you better be able to justify why! There’s a bunch of technical stuff aside from this, but that’s the gist of it. So finally comes the actual work visa application – the part where you get to actually hire someone. This is actually straightforward for the most part! The bulk of the nitty gritty was done previously, so this is just a simple work visa application.
INZ will be looking at whether the employment is acceptable and whether the minimum job requirements are suitable. Acceptable employment should be pretty straightforward for most people; its mostly making sure that the job is real and migrants are getting paid properly at the median wage.

I have seen some building contracts that simply give the builder a right to register a caveat against the owners’ title, without mentioning any underlying equitable estate or interest at all. That is risky because the owners might successfully challenge the caveat on that basis. And it’s a brave lawyer who registers it because he or she can be personally liable for court costs and/or damages if their client did not have reasonable cause to do so, or had an ulterior motive (such as merely trying to gain bargaining power).

Caveats in the building industry
The owners aren’t expected to sign a formal mortgage like the bank requires them to do because the time and cost involved would be out of all proportion to the risk to the contractor and the duration of the building project. Instead, the mere “agreement to mortgage” is sufficient to create an equitable estate, which in turn entitles the contractor to register the caveat. It is way harder for the contractor to exercise the rights under the mortgage (such as to confiscate the rental from the property, lease the property to someone else, or to sell it), than it is for a bank under a registered mortgage. Generally, that isn’t the contractor’s intention, and the right to register a caveat is all the contractor wants.
The agreement to grant a mortgage is typically found in the building contract itself. The contracts you get from New Zealand Standards or the Institute of Architects don’t have them, but those you get from Master Builders, Certified Builders, or the high-volume residential building franchises usually do.
In the building context, contractors often protect themselves by getting the owners to agree to give them a mortgage (usually ranking after the bank’s mortgage), over the building site, in case the owners either can’t or won’t pay them.
But that will only work if the building project is at an end and there is no prospect of there being further disputed debts, because the agreements to mortgage in building contracts are usually intended to remain in force, from the beginning to the end of the project.
Alternatively, the court may uphold the caveat on an interim basis but only on condition that the contractor compensates the owners if he ultimately fails to prove the caveat was justified. But once again a confident contractor won’t have any problem giving that undertaking. So, the short answer is, caveats are useful, but you need a good building contract to be able to use one.

Nevertheless, there have been some cases where such caveats have been upheld, on the basis that the owners must have intended for there to be an underlying equitable estate or interest, or the owners are deemed to be holding the land in trust for the contractor to a limited extent. Getting rid of a caveat Property owners who take exception to the contractor registering a caveat on their title, can do something about it. They may be able to persuade or coerce the contractor into withdrawing the caveat. Or they can apply to the High Court to have the caveat removed (which is obviously an expensive process, and won’t succeed unless you have solid Finally,grounds).theycan ask the Registrar-General of Land under section 143 of the Land Transfer Act 2017 to give notice to the contractor to commence proceedings in the High Court to sustain the caveat, failing to do so means it will be removed. That third option is usually the preferred option because it is quick and economical to do. A lot of contractors will baulk at the thought of commencing proceedings in the High Court, with all the cost and stress that that entails, so they just throw in the towel and allow the caveat to lapse. Once they have done that, they can’t register the same caveat again without a court order, and in the meantime, they risk having the property transferred or re-mortgaged so there is no equity left in it. But where the owner is up against a determined contractor, using the section 143 procedure is a risky gamble. That is because if the contractor has a legitimate estate or interest in the land all along (such as an agreement to mortgage in the building contract), the contractor may well apply to the court, and win. In that event, the owners end up paying not only their own legal costs but also roughly two thirds of the contractor’s legal costs as well. And the caveat remains. It may be possible for the owners to persuade the court to dispense with the caveat regardless, by paying the disputed money into court to be held there until the dispute is ultimately resolved.
Even if the contractor maintains there is a debt but the owners dispute it, they have nothing to be concerned about unless that dispute is resolved in the contractor’s favour, and they don’t abide by the outcome.
How a caveat on the title can help get you paid
The equitable mortgage shouldn’t worry the owners if they are not in default under the building contract because there is no debt for the contractor to recover, and the rights under the mortgage aren’t triggered.

That means you deliver your side of the bargain first, and hope to be paid later. There are two reasons why your customers may not pay you - either because they can’t, or because they won’t. If they won’t pay, that could be because they genuinely believe they don’t owe you the debt, or they believe they have a counterclaim against you that cancels the debt out. But in some cases, it may simply be because they are dishonest or deluded. And in those situations, or where your customer never had any hope of paying you, then you need all the help you can get. One way you can improve your chances of getting paid is to register a caveat against the title to your customer’s land. That means that as long as the caveat remains in place, your customer can’t register a transfer, lease, mortgage or similar dealing with the land that would undermine your rights in the land, at least without notifying you and giving you a chance to uphold those rights. Naturally that shouldn’t worry the owners if they aren’t planning to do something with the title any time soon, but it is surprising how often the mere existence of the caveat does trouble them regardless. And of course, if the owner does have such plans, then it gives you major leverage. There is a common misconception that everyone can register a caveat automatically, but it isn’t true. To be eligible to register a caveat you must have what’s called an “estate or interest” in your customer’s land, or the customer must hold the land in trust for Thereyou.is a wide range of estates or interests in land, but they generally have to be granted to you by the owner. For example, the owner might have agreed to give you an easement over it, or to sell it to you, lease it to you, or mortgage it to you. Normally you could register all of those on the title, which gives you much better protection than simply registering a caveat. But the situations where you would register a caveat instead are where those rights have not been formalised, so they don’t yet meet the strict criteria for registration, or they never will. We generally refer to them as “equitable” estates or interests.

With the NSW Government finding it will take ten years for the industry to reach ‘digital maturity’ and amid from the ongoing border closures, shifting project types and a retiring labour force, there has never been more pressure for the industry to continue these digitisation efforts. The release of the Government’s Emission Reduction Plan highlights that all industries need to play a role in driving sustainable outcomes for New Zealand.
This is the message from the Property Council New Zealand chief executive, Leonie Freeman, who says “We congratulate the government for taking the first step in sustainably reducing New Zealand’s emissions.
SaferMe’s next step in the ACC-funded project is development of an algorithm to calculate relative risk of workers based on a comprehensive set of data points.
“Off the back of helping businesses through the pandemic with our world-leading contact tracing solution, we’re excited about delivering another ‘next generation’ solution,” Van Marrewijk says.
The research, part of SaferMe’s Accident Compensation Corporation (ACC) - funded project to develop a predictive worker safety algorithm - has identified a number of new factors that elevate risk for workplace accidents and particularly musculoskeletal ‘sprain & strain’ injuries.
Among the findings of New Zealand’s construction industry was a set of research on the social environment at work - in particular the impact of interpersonal conflict, including issues such as manager relationships and workplace bullying. A key study published in 2021 in the Engineering Construction and Architectural Management journal, concluded that: “psychosocial factors indirectly influenced workers’ safety performance by impacting on their occupational psychology condition”. The research authors explained that, “work stress, role ambiguity, work-family conflict, and interpersonal conflict were negatively related to safety performance by promoting burnout and affecting engagement. “Autonomy and social support were positively related to safety performance
An international research review conducted by New Zealand Health and Safety Software innovator, SaferMe, has shed light on the role of social relationships inthe costly incident record in our construction industry.

Challenging conventional underpinning methods

This level of control allows technicians to send more grout to areas that need additional material. The outcome is a uniform lift that does not damage the structure. Compared to traditional underpinning, JOG injection grout points are spaced more tightly at 1.0 to 1.2m, allowing for a more even injection process that minimises disruption to the structure and its occupants. The underpinning process normally involves jacking one underpin position at a time, which can also place undue stress on other parts of the building and cause serious aesthetic and structural issues. The method itself is also slow to install, very invasive and causes more damage to already fragile buildings. Computers can now be used to manage the delivery of cementitious grout mixes that have enough compressive strength to relevel large structures and buildings up to 10n storeys high. With the use of computers, grouts can be delivered with surgical accuracy, creating layers only millimetres thick. This allows the grout to set quicker, creating a stable layer for the next grout injection.
The challenges of underpinning Underpinning involves installing an additional support system to a structure’s foundation. It traditionally involves digging holes beneath the existing foundation and adding steel or concrete underpins, thereby creating a new foundation that extends into firmer soil. Once these new foundations are installed the structure can be lifted using mechanical jacking and packing. Traditional underpinning still exists today because it typically delivers effective results. However, logistics can be a major drawback. Often due to inflated costs and the size of installation equipment, new foundations are typically only installed three metres apart. This leads to fewer footings being installed which can cause a point load to the bottom of the foundations during the mechanical jacking process. Point loads can cause damage to the building, especially if its foundations are inadequate or if the building is a rigid structure built from stone or brick.
Conventional steel and concrete underpinning have long been the go-to solutions for engineering and construction professionals who need support or strengthen the foundation of an existing structure. But alternative solutions are gaining favour over traditional underpinning. With a more innovative approach, modern methods of stabilising and lifting structures are streamlining restorative projects, lowering budget estimates and decreasing site sizes by removing the need for heavy machinery. Recently the project team, led by experts from the Universities of Canterbury and Auckland and supported by funding from the Earthquake Commission, BRANZ and Concrete NZ, published its findings in the Structural Engineering Society NZ (SESOC), journal to provide guidance for engineers and building owners considering retrofit options for existing buildings. “We focused on the least complex and most affordable retrofit solutions, tested them, verified them, and developed design guidance for the different technologies,” Nicholas says.
“Precast hollow-core floors have been recognised as a seismic risk for many years and EQC has been eager to support any research that will tackle this issue,” Jo says.
ReCast Project co-ordinator Nicholas Brooke, says “The seismic issues around hollow-core floors are not new but were brought into the spotlight by the damage caused in the Wellington CBD by the Kaikōura earthquake”.
“New Zealand has suffered devastating impacts from earthquakes over the past 11 years, but from that trauma we have learned a huge amount and developed world-leading science and engineering solutions.
Nicholas explains that precast concrete hollow-core floors have been a favourite option for New Zealand construction industry and developers since the mid-1980s and cover about 1.5 square kilometres of buildings floors around the country.
The ReCast Project has spent the last four years testing and verifying retrofit solutions to strengthen buildings with precast floors, which have been widely used in New Zealand construction since the mid-1980s.
“The rest of the world was not so excited about hollow-core floors, so this is really a distinct New Zealand issue,” says Nicholas, who explains that the weakness of the system was exposed in the 1994 Northridge earthquake in North America where buildings with hollow-core floors were severely Professordamaged.DesBullat the University of Canterbury was concerned about the New Zealand context and thanks to EQC funding, spent nearly two decades investigating hollow-core floors before developing guidance on their assessment with Professor Richard “Unfortunately,Fenwick.they published their findings shortly before the Darfield earthquake and their findings were a bit lost in the chaos of those earthquakes,” Nicholas says, who adds the subject did not receive sufficient industry attention until the damage caused by the Kaikōura earthquake galvanised authorities and researchers into action.
The ReCast Project was launched with the universities in Canterbury and Auckland dedicating four PhD students and a Masters students for four years.
The result is the largest SESOC journal with 11 articles and over 200 pages of design guidance for seismic engineers.
“It was truly a unique collaboration with PhD students from Canterbury working in the Auckland lab and vice versa, which we believe had not happened previously to anything like the same extent,” Nicholas says.

Why fatigue is a problem for drivers As a driver, fatigue can cause you several problems including: • reducing attentiveness and alertness to dangers • slowing your reaction time and decisionmaking ability • poor lane tracking and maintenance of speed • decreasing your tolerance for other road users. Being tired can also cause you to drift in and out of sleep without knowing it. Sleep experts call this microsleep. If this happens while driving, it can cost you your life. These naps can last between three and five seconds and are the main cause of fatiguerelated crashes where the driver runs off the road. In 2020, fatigue was a factor in 21 fatal crashes and 113 serious injury crashes. These crashes are usually the most serious because the driver doesn’t brake before colliding with another object. Relationship between fatigue level and crash risk Who's affected by driver fatigue While all drivers are likely to experience fatigue to some degree, fatigue is more likely for people in the following groups – ultimately leading to a higher crash risk:

Crashes involving fatigue Between 3am and 5am our body clocks (circadian rhythms) programme us to feel sleepy. There is also a secondary peak in sleepiness between 3pm and 5pm. This is the time of the day when physical and mental performance is at its worst. There are broad peaks in fatigue-related crashes where people are killed and seriously injured in the early morning and through the afternoon.
• Commercial drivers – have a high risk of fatigue-related crashes because they may work in shifts, drive at night, start early in the morning, and work in isolation.
Speed and fatigue are also a bad combination. As your speed increases you have less time to react and when you’re tired, fatigue also slows your reactions. Even when speed doesn't cause a crash, it's what will most likely determine where someone is killed, injured or walks away from the crash.

Don’t be tempted to keep driving when you are tired just because you are close to your destination. Many tiredness-related collisions occur close to home because the driver has relaxed, and the body takes this as a signal that it is ok to fall asleep.
Many of the things people do to stop themselves falling asleep at the wheel are only effective for a very limited time. The following do not work and will refresh you only for a short while:
• try and have a short nap of no more than 15 to 30 minutes. Much more than this and you might wake up feeling groggy. However, these should only be considered emergency counter measures. As a driver you should not be relying on these on a regular basis, but instead should consider what changes you can make to your lifestyle which will help you get the sleep that you need.

It all came together thanks to Zahid Hamid who started the MRF update project, converting the documents from hard copy to the printable versions you can now access online, and the important (and handy) worked example at the back of the design guide.
This project was led by HERA general manager Structural Systems, Dr Kaveh Andisheh, and the subsequent report was co-authored by Associate Professor G. Charles Clifton of the University of Auckland, Dr Andisheh and Zahid Hamid of SCNZ (Steel Construction New Zealand).
Recent research and development has improved New Zealand engineering best practices since 1995. Kaveh says an update to the design guide was needed to provide engineering best practice solutions.

He says that the capacity design procedure was based on the latest research at that time, especially the work undertaken by Professor Greg MacRae, University of Canterbury, in his PhD project from 1986 to 1990. Dr Andisheh says the changes to the design guidelines were necessary to bring them into line with the latest design standards.

The Coffee Club currently has 10.4 thousand followers on Instagram and 29 thousand likes on Facebook. “We use social media to engage with our followers and communicate on new products, promotions, limited time only menu items, and other special events such as new store openings, store birthdays, and “Wecompetitions.alsouseadvertising on social media to reach customers and promote our meals and special products to them at different times”.
The negatives of using social media are it’s easier for consumers to give unjustifiable negative feedback without proof, which can be viewed by other consumers.

Social media has mostly impacted the business positively. A few positives Andy lists include reaching more people without a huge expense, communicating with followers quickly, reaching different demographic groups, and targeting many people with paid advertising.
There’s a lot of advertising on social media lately, which means the company’s advertisements can get lost. Although the cost to advertise may seem reasonable, the costs are reflected in the return of investment (ROI), Andy says.
What’s interesting to know is seeing how some Aotearoa businesses use social media to reach consumers, and see how that’s changed their way of reaching a bigger audience in a positive or challenging way?
Riverside Market social media manager, Stacey Tite, says the social media platforms Riverside Market uses are Instagram and Facebook. On Instagram, Riverside Market focuses on creating content that showcases their trader’s delicious food and drinks, highquality products, and inside the huge building. On Facebook, the company shares similar content but also focuses on the community “Cantabriansaspect.haveloved to be a part of the Riverside Market journey and we continue to share our growth and celebrations with them. A win for us is a win for Christchurch and this is very much felt on our Facebook page.”

Currently, the team focuses on videoing things that are happening in the area so it’s more “natural”. As a result, Riverside Market has reached more views, which eventually led to some Facebook videos getting thousands and thousands of views. Stacey posted a short video of her lunch, which caught a lot of attention and caused an instant increase in sales for that specific trader.

Fortunately, there aren’t negatives to using social media for Riverside Market. Social media is their main source of advertisement as it reaches many people within seconds. The main pros of using these platforms are having an increase in sales, helping promote events that are happening at Riverside Market, and helping with market research, as sometimes the team uses polls on Instagram stories to discover what the community wants in terms of promotions and “Theevents.feedback we receive from that helps to shape our future campaigns,” Stacey says.
The Coffee Club used Facebook first to connect with consumers a decade ago when it was still new and then used Instagram, as it became more popular and continued to see growth. Social media helps the company reach more people and easily communicate its products to a larger audience. However, it’s still hard to determine if the number of followers translates to the paying customers in the store, Andy says.

Summary When Offset Developments, a residential building company began construction on a four-unit complex in Christchurch, it encountered a significant challenge when it came to laying the foundations. After receiving a geotechnical report, the company was advised to place a raft under the foundation slab to protect the site from possible subsidence, soil liquefaction and other issues that may arise due to the weakness of the ground. The project was designed with a 2m deep gravel raft. However, as the water table was only 1.2m below the surface, the ground was too soft for gravel to be compacted.
Objectives
The speed at which Mainmark was able to place the rafts, following excavation of the site, resulted in a considerably reduced project timeline. While traditional compacted gravel rafts would take a minimum of seven days each in favourable conditions, Mainmark was able to place four Terefil rafts in just five days.
Mainmark developed a unique solution using Terefil®, a proprietary, advanced, structural lightweight cementitious-based filler that is commonly used for void filling.

According to George Nicol, Director, Offset Developments, “This is the first time that Terefil has been used for raft slabs. Given the predicament we were in, we were very happy to trial this solution as the alternatives were extremely expensive.”

Mainmark was required to develop an alternative raft solution that could accommodate the shallow water table which was contributing to the site’s very soft ground conditions. Additionally, the solution needed to deliver ground improvement and liquefaction mitigation benefits for the proposed residential complex. Solution Mainmark worked in consultation with KGA Geotechnical Group Ltd, specialists in geotechnical engineering, to design a 900mm deep Terefil raft to be placed underneath the foundation slab. As the top of the raft was 200mm below the ground, the total excavation depth was 1100mm. Terefil creates a non-liquefiable cementitious layer with a uniform mat that provides structural support. It requires no compaction, causes minimal site disruption during application and is self-levelling, lightweight and extremely cost effective. This fast and easy to place solution also has no detrimental effects on the environment.

Alternative Solution (E1 compliant) If site conditions allow, a precast grated channel or slot drain can be installed against the building as a level threshold alternative solution, complying with the E1 Building Code.
Product selections include ACO KlassikDrain or Brickslot, and PowerDrain for heavy duty traffic applications. The cooperation with Sable Engineering, further bonded with the installation of the new automatic drilling line for profiles Excalibur, consolidates FICEP's role as technological partner and confirms its ability to provide solid solutions to the diversified requirements in the steel construction industry.
Excalibur, the automatic CNC single spindle drilling line, thanks to its reduced footprint - that is 50% less compared to a conventional drilling line - solved the space limitation problem in Sable and at the same time increased the firms’ productivity. Sable Engineering, since its foundation, had a continuous growth and in 2017 it was necessary to move to another bigger production area in Silverdale. For what the business volumes were at the time, the production area was adequate, even in a medium-long term perspective. However, Richard Campbell's forecasts turn out to be below the real growth of the company, which, now, is facing a problem of limitation of the operating space. Therefore the company has to increase its productivity within the available space. FICEP gave the final solution to this problem. After a careful evaluation with the customer, Excalibur was the perfect choice for the investment optimization, available space and productivity. The automatic CNC single spindle drilling line covers half of the space compared to a traditional drilling line and it is extremely productive thanks to its automated processes.

Fitting a new structure to an existing one brings its own challenges and a lot of surveying work was required to ensure everything fit right.

Eastbridge had another project nominated - the Southern Corridor in Auckland involving a pedestrian bridge over the southern motorway and extensive hand railing along the shared user path. Jayden says it was an excellent night and there was a massive turnout as the awards had been previously delayed due to Covid. The event was finally held at the Hilton Auckland on the third of June, 2022. “Everyone was keen to get out and catch up after Covid, there was a great level of representatives from lots of different SCNZ member companies,” Jayden says. Jayden says, like others, they’re also struggling with the high-cost inflation across all areas, especially materials and freight. Despite these struggles, Eastbridge sees a healthy long-term outlook for the steel fabrication industry in New Zealand, due to a deficit of critical infrastructure and ageing road and rail networks that need repair and renewal. Overseas contractors and fabricators are part of the equation to solve our infrastructure needs, but they can’t replace the local knowledge of working with New Zealand’s varied geology and geographical constraints. “We want to ensure the health of the industry in New Zealand so we are selfsufficient at maintaining and replacing infrastructure in an emergency. “If we outsource all our big projects, eventually we will become too reliant on international skills. Since 2019, when it was announced that the Christchurch Cathedral was to be reinstated, work has been done to stabilize it. This is phase one of rebuilding the category one listed heritage building. This western elevation section of the building was originally built out of unreinforced masonry so the lightweight steel replacement means it’ll weight around 60 percent less than the previous wall. The steel frame will be clad in heritage stonework.
Around 100 tonnes of steel were used in the winning submission with a structural steelwork value of approximately $750,000. Sam says they had to create a structural steel frame for the western elevation. “This was needed to restore key structural load paths at the western end of the building,” he says. “It will also protect the building’s interior from further exposure to weather and vermin.”

Because of the use of the structural steel frame rather than an in-situ concrete solution, teams were able to secure the frame to the building in a single day. “Steel is light weight which puts less structural demand on the surrounding building,” Sam says. The frame was also able to be assembled on the ground and away from high-risk areas within the Somethingbuilding.thatreally set VIP Steel apart in this project was their use of 3D scanning. They’re the only structural steel company using 3D scanning in-house. “We conducted high-definition point cloud scans which were incorporated into the 3D model,” explains Sam. “This way, we can see every single brick that’s out of line.” SCNZ judges noted that VIP Steel’s use of the model and scanning equipment enabled a detailed design that worked. They also commented on how VIP Steel were able to work around the difficulties of being unable to access the actual building. “It’s a good example of building a building from afar as no one could access the structure… the meticulous planning for the design and installation was impressive,” they “Thissaid.isjust one phase of the job,” Sam says. “I’d say at the time of the awards we were about 20 percent done.”

If you are unsure whether or not a product contains asbestos, assume it is and take all necessary safety precautions – or engage a competent person to conduct an asbestos survey. It is important to avoid doing anything that could cause asbestos fibres to be released. Facts about asbestos
• Exposure to asbestos dust can cause serious health issues, including various forms of cancer such as lung, larynx, and ovarian cancers
• Always wear the correct personal protective equipment (PPE) when working with asbestos materials

Undisturbed and in good condition or sealed, non-friable asbestos is relatively safe – but if it is likely to become disturbed due to renovation or repairs, it has the potential to become harmful. That is why it is crucial for all tradespeople to learn how to identify and work safely around asbestos in order to control the risk of disturbance and exposure. It is also a requirement under the HSWA (Asbestos) Regulations 2016, that asbestos is identified and removed before any renovations or refurbishments can commence on any building, structure or home built before January 1st 2000.

Peter said it opened up more access to the supply chain, helping find registered contractors that may otherwise be overlooked. He said when Summerset is doing expressions of interest, the discussion always begins with whether they are using SiteWise and have gold status. “It demonstrates to us that the supply chain is mature enough to understand our health and safety expectations, and with that prequalification, you get a degree [of insight] that tells us that they've got the systems in place. "There's a lot of change still yet to happen in New Zealand with health and safety, and we're very much at the start of that long journey, there's got to be a cultural change, and I think things will naturally progress as the industry matures especially at that lower-tier level.”

The prequalification database was created in response to the influx of contractors and subcontractors into Christchurch after the Canterbury earthquakes. It proved a success, and the system was rolled out nationwide shortly after.
The regions that are hungriest for staff predictably mirror those that are experiencing the higher levels of construction and growth, Auckland, Christchurch, Wellington and Otago. Master Electricians CEO, Bernie McLaughlin, says attrition in the workforce is a process that has been a major factor for the past two decades, as university and academic paths have been promoted to high school students ahead of the trades. He says that the figure of a 10,000 electrician shortfall isn’t just plucked out of the air at random. There are 5,000 trainees going through at the moment, a steady number for the past five years. But, even when they are fully qualified, Bernie says this is just a temporary fix to the electrician shortage. “We’re heading toward a mass baby-boomer generation retirement. We’ll be losing 40 percent of the workforce within the next decade”. That equates to 20,000 workers. Master Electricians sees the solution to the shortage as two-pronged, getting more young people into training and attracting skilled workers from overseas.

Changing the mindset that the trades are not for the academically-inclined and that the only option for bright young people is to go to university is a top priority. “We call being an electrician the academic trade. You come out of it with a level four qualification, which can be cross-credited to an electrical engineering degree.”
Master Electricians want to build on its success by looking at expanding its training offerings to other trades.
Despite this, a recent survey of Master Electricians’ members found that 60 percent are not keen to bring in workers from overseas. This is possibly due the complex nature of the immigration process. However, this can be one aspect of the staff shortage solution and Master Electricians has successfully lobbied the government to have electricians added to the Skilled Worker critical shortage list. “This is by no means a simple path, but it does make it a bit easier to bring in a skilled worker from overseas,” says Bernie. Semi-skilled overseas workers aren’t particularly attractive to the industry, but would play a part in easing the strain of staff shortages. The association wants to see this as an 80-20 split between training and semi-skilled workers.

In his second quarterly briefing to the industry, Master Electricians CEO Bernie McLaughlin acknowledged that younger business owners think differently than their baby boomer predecessors. He says the organisation is about promoting training, growing business acumen and growing businesses, and needs to offer ways to support younger members by having systems in place that they relate to. “They are our future and we know they think very differently to baby boomer business owners.”

An electrical career Bernie says the single long-term fix to the shortage of electricians is to train more electricians. This has to be perceived as an attractive career for young people still at school and one that is presented to them by their careers advisors. “Some are happy to have a secure career working for a company but if you want the perfect pathway to business ownership, this is it,” he says. “You are fully trained, without debt, do a few years working for somebody, then start your own business.”
Moving with the times Master Electricians is looking to the future and freely admits that the structure of the organisation is tired and needs to be updated to suit contemporary businesses.
Overseas skilled workers There are countries that have similar qualifications and licensing requirements as New Zealand which makes the transition to the workforce here a relatively painless Theprocess.obvious one is Australia, which has equivalent requirements and an electrician from there can get a license and start working here straightaway. New Zealand is very closely aligned to the UK and Ireland with their electricians having to prove a practical component and pass a regulations exam before starting work.
Master Electricians will continue lobbying the government for the subsidy to be put in place long-term and for the $1000 for first year apprentices to be reinstated.

The New Zealand Certificate of Scaffolding (Level 3) (General) takes 18 months to complete and is done through block courses, on-the-job learning and verification. There are no prerequisites to entering this programme. Applicants will need to be currently employed within the scaffolding industry and have a supervisor who is willing and able to verify their on-job work. New Zealand Certificate in Scaffolding (Level 5) (Advanced) For already qualified and experienced scaffolders, this is the next step up from the Intermediate (Level 4) qualification. After completing their apprenticeship, apprentices have all the skills required to apply for a Trade CoC. 4. Analysis of accident investigation –identify hazards and causal factors from investigations involving similar types of work. Assess the hazards Decide if the identified hazards are significant. How badly harmed someone would be if they fell and how likely a fall could be? If serious harm could result, then it’s a significant hazard.
• Scaffolding that is no longer safe to use should be taken out of service immediately until repairs have been done. It should be tagged to warn people and access points should be closed off. • Inspections of the scaffold and associated equipment should be carried out regularly to ensure the scaffold is safe to use. Records of inspections should be kept
• Clear access of at least 450 mm should be maintained on all access and working platforms
3. Process analysis – identify hazards at each stage of the production or service delivery process.
• Could structures be built at ground level and lifted into position on completion?
• Using tools incorrectly, or defective or badly maintained tools
Control the hazards Now keep people safe from the identified significant hazards. Select the best work method to eliminate, isolate or minimise (in that order) the potential for harm resulting from the significant hazard.
Common risks when working on the scaffold include:
• Can the distance and impact of the fall be minimised? Only take this step when elimination and isolation options have been exhausted.
Standard requirements for work on a scaffold include:
• Could a fall arrest system be used?
• A safety helmet and appropriate safety footwear should be worn
• Falling from the scaffold (e.g., due to inadequate edge protection or climbing the outside of the scaffold)
2. Task analysis – identify the hazards involved in each task of the job.
Four ways of identifying hazards are: 1. Physical inspections – walk around the workplace using a checklist to identify and manage hazards.
• Could nets or air bags be used to minimise the impact of a fall?
• Scaffold collapses (e.g., due to overloading, unauthorised alterations, incorrect construction or design).
• Falling through gaps in poorly constructed platforms or through unprotected openings
Maintaining safe scaffold practices
• The scaffold should be kept clear of rubbish and excess material. Harmful substances such as silica dust should be prevented from collecting on the scaffold
• Could long-handled tools be used from ground level?
• Could a guard-railed work platform (eg scaffold or elevating work platforms) be used?
• Tools and equipment should be in good working condition
• Slips and trips on slippery surfaces, decking with trip hazards or obstructed working and access platforms
• Carrying or transporting tools and materials
• Can the hazard of working at height be isolated?
Every year hundreds of New Zealand workers are seriously injured due to falls from height at work, some of them fatally. Plan a safe approach Too many falls from height are caused by a failure to plan and organise work properly. Start by planning a safe approach. Identify the hazards Identify any hazards of working at height where someone could fall.
• Could a total restraint system be used to prevent a fall occurring?
Details of the inspection must be recorded and signed by the person who carried out the inspection. They can just be a checklist of main findings and comments.
Many risks associated with erecting a scaffold also apply to people using and working on it. Regular inspections of the scaffold are essential. People using the completed scaffold should follow any special requirements outlined on the handover certificate or scaffold tag.
• Hazardous substances such as asbestos and silica dust contaminating the scaffolding
Preventing falls from height
• Can the hazard of working at height be eliminated?
Pre-start checks and regular inspections Pre-start checks before a scaffold is first used for the day should identify any risks. Pre-start checks on suspended scaffold must be done by a competent person and include a visual check and load test. Details of the inspection must be recorded and signed by the person who carried out the inspection. They can just be a checklist of main findings and comments. The inspection record or register must be kept on site, and for convenience can be included on or combined with the scaffolding tag. Damaged or non-compliant scaffold If the scaffold cannot be repaired, it should have the stair or ladder access removed if possible, and/or tags attached to all access points (where the means of access cannot be removed) or on visible locations on the scaffold, stating the status of the scaffold. The scaffold should be dismantled and disposed Scaffoldingof.that does not satisfactorily meet inspection requirements, or has been damaged, must be taken out of service immediately and may not be used until repairs have been done. A scaffolding tag should be hung on the scaffold at access points to advise other people of the status of the scaffold. Physical means to prevent access should also be considered. Repairs must only be done by someone qualified to do so. Bent tube must not be straightened for reuse – it must be cut out and/or discarded.
• Repairs and alterations should be carried out by a competent person. All scaffolds that have been repaired or altered should be inspected

SEANZ members design, build and deliver solar, wind, and hydro generation, battery storage, and integrated systems solutions at residential, commercial, and utility scale.
The rate at which humans are developing is infinite yet the resources required to do so are not. We are currently using the Earth’s resources 1.7 times faster than they are replenished and our growing population and rising incomes only increase consumption, making the linear economy unsustainable. “We need to transition to a circular economy. We must undo the effects of centuries of this linear approach. This will require a fundamental paradigm shift. It means changing the way we think about, design, produce, distribute and use every product and service,” says Sustainable Business Network general manager – projects and advisory, James Griffin. “The circular economy offers a viable, alternative and low carbon solution to the incumbent linear, take-make-waste economy. “It will maximise the lifecycles of materials. It will optimise their use. It will ensure they are reused. This will be underpinned by renewable energy.”

New research into New Zealand’s sustainability profession has found Kiwi businesses are continuing to invest in and prioritise sustainability by embedding it more broadly across their organisations, but highlights there are challenges ahead.
“The jobs we need in the future are not going to be replicas of the ones we know now. If we are going to meet the level of ambition needed, we need to scale up the capability within all organisations. “We also need to build new sets of skills by bringing diverse thinkers into our teams with a common goal. This is a massive redesign and upskilling challenge and the hunt for skilled staff is now global.”
1. Design Products need to be designed for a circular economy. “This means designing for longevity, reparability and upgradability, and designing out unnecessary materials,” James says. Materials should be selected that can stay in high value circulation or have the ability to be regenerative at the end of their use.
Addressing future challenges Now in its third year, Insights on New Zealand Sustainability Professionals is the only research of its kind in New Zealand.
It reveals findings into the role of the sustainability professional, including the capabilities and competencies required, remuneration, job opportunities, and overall wellbeing.
3. Business models New business models are needed. “For example, expanding access over ownership provides opportunities to reduce resource use. Retained commercial ownership can support product stewardship and greater investment in product longevity.”

The construction and demolition sector is responsible for the largest waste stream going to landfill and the Sustainable Business Network (SBN) is focused on helping to facilitate designing out construction and demolition waste. It’s Circular Economy Opportunity for Auckland report found that Auckland could liberate up to $8.8 billion in additional economic activity and reduce carbon emissions by 2,700 ktCO2e in 2030. Construction was one of the three sectors that the report focussed on. Product analysis identified six key leverage points to achieve a circular economy in New Zealand:

5. Technology We can use technology to enhance efficient product use. “For example, 3D printing offers the potential for expanded on-demand distributed manufacturing. Blockchain offers the potential to track materials to ensure value is captured through their life cycle.”
In 2014 Allied Concrete registered NZ’s first Environmental Product Declaration (EPD). An EPD is a data driven, third party verified statement declaration product composition, including embodied carbon measured as GWP (Global Warming Potential).
This reduction if applied to the entire production number is a significant reduction in CO2 emissions. This meant that in comparison to 2014, our customers were benefitting the environment by doing nothing other than continuing to purchase and use our concrete - no additional effort, no additional cost. “Make Hard Easy” is the tagline of Allied Concrete. This is an example of just that! But wait, the news gets even better. Let’s consider the National Domestic target for carbon reduction. According to www.environment.govt.nz, NZ’s domestic target is “net zero emissions of all GHG other than biogenic methane by 2050”. We will use stepping stones, with the first to be 20222025 period target, then every 5 years. The Climate Change Commission is tasked with advising the government on these targets. Allied Concrete intends to be ahead of these targets. At 23% reduced compared to 2014 emissions, the start is solid. Later in 2022, Allied Concrete’s cement supplier will complete commission of a plant that will enable another significant step. This will be achieved by exchanging traditional cement in mixes with an alternative low carbon binder (technically an SCM - supplementary cementitious material). Allied Concrete’s research team, led by National Technical Manager Opinder Saggi, have been successfully trialling mixes using this new binder and are producing high performance mixes with between 10% and 50% substitution rates. This achieves further reduction in the GWP value of the concrete of between 8% and 45%.

An average house of around 180m2 uses about 35m3 of concrete in the foundation. That’s around 1.5 Million cubic metres of concrete. In 2014 that 35m3 would have had a carbon cost of around 350 kg per m3 (depending on location and concrete strength, as carbon cost varies) so would have a carbon emissions cost of 12,250kg. Efficiency gains and cement source changes meant Allied reduced that for you by 23%, as outlined above. But they are not stopping there. From late 2022 Allied expect to release what is currently in R&D. A product called e-crete. E-crete will reduce GWP (global warming potential) by a further 30%, taking the emissions reduction since 2014 to over 50%. The average housefloor using this product will have a carbon cost of only 5,757kg of carbon A massive saving of around 6,500kg of emissions vs 2014 level. How much is that? Let’s put that in perspective for the building and construction community. Lets think about transport emissions from your ute. According to the article in Stuff titled “The cleanest and dirtiest car brands in NZ” published in July 2019, an average Ute emits 214.5g of carbon per km. So the saving in only ONE average house floor using E-crete is equivalent to 30,300km of motoring in your ute. Emissions reductions can be hard. You can replace your ute with a Tesla for $80,000, or you could put E-crete in every house floor you build at about the same cost as standard concrete. Look out for E-crete from Allied Concrete. Make Hard Easy.
Allied Concrete leads the way in carbon emission reduction
This data gave the technical team at Allied the challenge of reducing embodied carbon cost in all standard concrete mixes from 17.5MPa to 50MPa. When the team re-submitted data in 2019 for re-verifcation, they had achieved a 23% average reduction in carbon across the range throughout NZ, a remarkable achievement and a win before its time, as no other concrete company even had an EPDin 2019.

These things are important and it’s great to put some perspective to a lecture or simple toolbox talk. Our project manager thought this would be a great initiative to give our staff the opportunity to take part and the success has been Addressinginspiring.the sustainability questions, Global Engineering recently had its second annual audit by the Sustainable Steel Council of New Zealand.
This is an initiative to not only audit us on our typical environmental and sustainability policies and commitments, but to audit our ongoing development and the welfare of our international team. We have always had a good number of skilled international team members with us. We have Indian, Chinese, European, Kiwi and a few others to take care of at Global Engineering. All of whom need to be able to understand what is required of them at work and how our safety, environmental and welfare policies and procedures work.
There are a lot of subjects on this however, some of the key ones lead us to how we can remain competitive, what are we doing about the environment, our commitment to safety, and how we want to take care of our staff. All of those things require consideration and most of them require investment to take them from a discussion to implementation. Safety is a given, but it takes time to ensure that this is delivered and participated in by everybody who works at and visits Global Engineering. We have been conducting some interactive lessons every month and are running ‘hands on’ role plays in the factory.

Global Engineering It’s been a tough time over the last few years - Covid lockdowns, traffic light systems, and downtime from Covid and other illnesses means maintaining an affective level of operational ability has brought out skills and ideas that some of our staff didn’t know they had. Being faced with challenges means there are options for all of us to consider. Fight or Flight are two that commonly spring to mind and both are relevant in their own way. As a company, Global Engineering has had to learn which one to use and quickly since the first lockdown in April 2020. Knowing when to step up to the plate only comes after some key decisions are made. For Global Engineering we decided to ask our teams what we could do to relieve them of any concerns about their jobs and their futures. We received really spirited responses and everyone had some really good ideas about what the future looked like for them. A lot of the comments were about job security and how we as a business could provide that. Aside from the shortage of skilled workers in our Structural Steel sector, we had to demonstrate the things we are doing as a company to ensure a successful future was being planned for everybody.
One of the solutions was to increase the size and capacity of our CNC plasma machine. After promoting one of our staff to processing manager, we found the confidence to invest in a state-of-the-art Kinetic K3000XMC plate profiler. This machine is made in Auckland so it was also a no brainer for us to support local manufacturing in New Zealand. The increase in capacity not only ensures we can provide our teams with all the plate components they need for our projects, but we are also now supplying plate packages to other businesses too.
Raising the bar in structural steel at Global Engineering
We have most documents translated and available for other languages. We also have dedicated team members to be a ’buddy’ for anyone who needs it. We find this creates a natural inclusion for everybody and ensures we all pull together and in the same direction. For our productivity we had to take stock of where the market was heading and how Global Engineering can provide the right Theseservices.thingsoften require weeks of validation and board approval. Having seen there was a buoyancy in the structural steel market it was quickly agreed that investment was needed with some of our older manufacturing and processing equipment. Normally the easy and more risk averse solution might be to outsource some of that work or to increase the operational hours of a piece of equipment.
Converting a difficult period for our staff into business improvements helped us maintain the edge we need to be more organised and to continue being the employee and client aware business that we are very proud to be.

For 18 years, HRS Construction has gained an enviable reputation as an experienced contracting company. The build ended up being around 16 million dollars and took about two years due to the Covid pandemic. “We spent almost 12 months building the complex basement in a high water table part of Christchurch,” Andrew says.
Andrew says it’s a philanthropic gift from the Wakefield family to the people of “TheChristchurch.Wakefield family owned a home in Scarborough that got destroyed in the earthquakes, so they used their insurance proceeds to build the gallery which houses their art collection,” he explains.
Delivering award winning builds
Andrew says it’s a very stark and angular building and also has a basement for car parking. “It’s very much a ‘don’t judge a book by its cover building. “It provided a lot of challenges and had a number of interesting points. When it was put to tender, it still exceeded the budget so we were selected to bring the price down.”
“The gallery and the podium are also protected in case we experience more seismic activity.” The team used cutting edge technology to complete the project. “We had to ensure all off site components came together when we bought them on site so we used a unique bit of computer work,” Andrew says. The project also boasts some unique roof structures like waterproof screen tiles.
Underlying all of this though, as Andrew explains, is the gift and generosity from the Wakefield family. When the parents became too unwell to continue the project, their children successfully carried it through to completion.

However, like many other sectors, Registered Master Landscapers has been impacted by staff shortages and supply chain issues.
Janine says this is now increasing economic pressures. “It has been tough,” says Janine. “We have got through by adapting to change and embracing new opportunities.”
This year, the awards are to be held on the 26th of August, while the gala dinner will be held at the Hilton Hotel in Auckland, on the 27th of August.
“This year, we received over 130 entries which is our largest number of entries ever." She says it’s a reflection on the importance that the recognition of these awards give their members. “It’s just so vital for our members to see their hard work recognised.”
Janine says they’re also competing with other industries to attract apprentices.

Current Chamber CEO, Helen Garner, has been around the business sector since a young age, growing up in a family of small business owners. Whanganui District Council and Whanganui and Partners have come on board as Patron Sponsors to support the awards event that will be held on Saturday the 5th of November. The money comes from the QLDC Waste Minimisation Community Fund, which was established in 2019 to increase the level of support for community-led waste minimisation initiatives that move us towards achieving our ambition to be a sustainable, zero-waste district. “These are all community-led projects that meet the fund’s objectives to reduce waste at source or to reuse resources, thereby diverting waste from landfill,” QLDC general manager of Property and Infrastructure Pete Hansby says. QLDC is delighted to also support a range of initiatives involving children and schools. The Wanda Foundation has been funded to stage 14 shows for children across the district featuring Waste Free Wanda. Other grants will be used for composting and recycling programmes in schools. “It’s fantastic to see young people helping to drive positive change and taking that into their homes,” Pete says. The MBIE assessed the efficiency of 23 councils on responsibilities under the 2004 Building Act. These included resolving compliance schedules (not captured by the building consent process) and enforcing the building warrant of fitness (BWoF) system via on-site audits, notices to fix (NTFs) and infringement notices.

He says incomplete or out of date BWoFs, arising due to failures in assessment and recording, meant building safety could be Cluthacompromised.DistrictCouncil’s inability to fulfil its responsibilities at the time had occurred due to local staffing shortages – a situation reflected nationwide, he says. A part position to boost resources for this had been included in the council’s long-term plan.
Clutha, which was assessed in 2015-16, was one of 16 councils with a backlog of compliance schedules requiring amendment, and one of 15 “underperforming” on the administration and enforcement of BWoF provisions. At the time of assessment, the council reported to MBIE it had carried out no on-site BWoF audits during the designated period, nor had it issued any NTFs or infringement notices. Records for amended compliance schedules were unable to be supplied by Clutha at the Cluthatime.District Council had acted quickly to address the concerns raised by MBIE, council building control manager Malcolm Sinclair says. “[We have] installed a new computer system so we are starting again to review all of our compliance schedules. The review method we have adopted will ensure that all systems are Malcolmcorrect.”Sinclair confirmed the council was now working with building owners and assessors to ensure 100 percent compliance.
Building consent applications were now also issued with a draft compliance schedule to ensure all systems were identified at completion stage, he said. Although the council’s improvements in the area of territorial authority responsibilities were welcomed, they were still a “work in progress”, an MBIE spokesman said. “MBIE’s building system assurance team revisited Clutha in February 2017.
“One of the common themes noticed was building owners and/or occupiers did not completely understand their obligations under the 2004 Building Act. We’re working to improve this.”

Avondale Founded in 1976 by Alan and Gloria Day, Dayle ITM Avondale started its business journey fabricating Dayle Cottages, before moving into prenail frame and truss manufacturing. Twenty one years later in 1997 Alan’s son, Martin joined the business, and soon after in 1998 Dayle Timber became part of the ITM Cooperative. This move gave Dayle ITM the platform for expansion to supply building products and services directly to the trade, and they haven’t looked back since.
