About Neighbourhood Support

History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970’s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.

Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through establishment of small cells of households known as a “Neighbourhood Support Group”, comprising anywhere from 4 to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a man-made or natural disaster affecting residents.

Message from the Editorial Team Sadly, the world in which we live is not as law abiding as it was a generation or two ago which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. Foreword Kia ora, I hope that this message finds you well, the weather is certainly getting colder out there! The good news is however that our statistics have been trending significantly downward recently for residential burglaries. I thought I’d put some prevention tips together to help us work together to continue this downward trend. • • • • • •

put catches on windows so they don’t open too widely, install good quality locks, lock any tools, toys and other property away when it isn’t being used, ensure any tools that could be used to gain entry, such as ladders, are also locked away, keep trees and shrubs trimmed so they don’t provide hiding places for burglars, And if you can afford it, consider installing CCTV and/or an alarm.

One of the most important actions you can take to make your place safer is to know your neighbours. Exchange contact details, discuss your crime and safety concerns and decide what you would do in an emergency. Let neighbours know when you are going to be away. Swap holiday addresses and phone numbers. It’s also a good idea to let each other know if visitors or tradespeople will be in your house while you are away. If your neighbours are away, you can help them by making their house look ‘lived in’. • • • • • •

Turn on lights at night. Close curtains at night and open them during the day. Mow lawns. Clear mail, especially junk mail and newspapers. Use their clothesline or driveway. Keep an eye on their house and walk around it once a day to check it is secure.

When we’re at home it’s good to remember a few tips to keep us all safe. • Don’t open the door to strangers. Install a peephole in your door. If you don’t know someone, keep the door closed. • Have a phone by your bed. • Arrange with a neighbour to phone or visit you if your curtains are still drawn after a certain time in the morning. • Have a personal or medical alarm that you can press in an emergency. • Never tell someone that you are alone in the house. • Ask for a security checklist from Neighbourhood Support

Xmas Parade Neighbourhood Support Papakura District had their first entry in December in the Papakura Christmas Parade 03/12/2017.

We showcased our new kids’ cubby that we have at events for the little ones to play with, while we chat to the parents. Thanks to Anna for bringing Bronson along to ride on the float – he was a great hit. Someone asked us if the skeleton was a neighbour that we forgot to check on? A good point – remember to check on your elderly neighbours, they might not always ask for help.

Social Media

With social media being available in everyone’s pockets these days and the popularity of community pages, be careful what you are posting. Some topics can quickly become out of hand and can turn pretty nasty with people jumping on the band wagon and getting carried away. Before you know it, people are being threatened and accused in a public forum. Photographs are often published that can involve innocent people. In cases of burglaries, it is very common for people to point fingers. Do not give out names or addresses on a public post. You could be giving out false information and could end up being charged yourself. If you do have any information that you think could be related to any event posted on a community page, the best thing to do is to call the police and discuss it with them. Another common thing being posted is “Did anybody see a suspicious looking car driving down the street, very slowly, with some dodgy looking guys in it?” The first thing people need to do is call the police. You could save someone from being the victim of a burglary. If things do not feel right, they are probably not. By not reporting incidents like these, the police have no idea they are happening.

The only way to report crime to the police is still by dialing 111 or calling in and speaking direct to your local police. Page 15

Community Patrols Community Patrols - Making a difference in your local community By Constable Aaron Charles, Mangere South NPT

Do you want a more active role in your local community? Do you want to join the police? Or maybe you have recently moved to New Zealand and want to get more involved in your community? For the past 25 years, Community Patrols New Zealand have had community patrols working alongside Police, being the eyes and ears within their local communities. The Mangere Community Patrol has celebrated an important milestone in its goal to provide greater safety for the Mangere area. The patrol officially began patrolling the Mangere area in its yellow patrol car on the 23rd of November 2017. These patrols have continued into the New Year with the patrol out in the community most Thursday, Friday and Saturday nights. The high visibility of the Mangere Community Patrol is providing both reassurance and a sense of safety to the local community, they are the capable guardians of the community. Ask any volunteer why they a willing to give up their personal family time and you get the same answer, we live here, it’s my neighbourhood, my community. They see the benefit first hand of what the patrol provides to their local community and this is why they volunteer their personal family time. There is also a close relationship between Police, Mangere Neighbourhood Support and the local Mangere Community Patrol. The patrols volunteers are an extra pair of eyes and ears within the community and through established lines of communication they are able to report incidents of concern to Police in a timely manner. The patrol has identified and built strong partnerships with local business and through these close personal relationships have been able to secure funding and sponsorship. As with all volunteer organisations, without the support and funding from the local community the longevity of the organisation is always in doubt. The patrol now has over thirty Police vetted volunteers that are actively patrolling the Mangere area, with new expressions of interest being received all the time. Moving forward we want to grow our community patrols further and strengthen the safety of our local community. Illegal Dumping of Rubbish Our Local Against ‘Illegal Dumping’ Super Star! By Toni Helleur, Neighbourhood Support Area Coordinator for Mangere

There is many ways Neighbourhood Support can be effective within a community and it does not always have to be about crime or burglaries. Illegal dumping has been of great concern and has been actively voiced at meetings among our Neighbourhood Support members of Mangere. Therefore, we needed to link ourselves with the Auckland Council and our local waste minimisation organisation Talking Rubbish from ME Family Services, to make sure we had the right resources available to share and help our members.

Giving neighbours and the community support and direction by encouraging them to find solutions first before making contact directly with the Council or Police, will be the best advice you can give. This gives our community empowerment to learn how to make changes instantly and for each other, which at the end of the day is more rewarding for all. Ray and Sandy Linton-Brown and their pack of beagles are one shining example of how a neighbourhood can help each other. Ray is our Area Contact for the Favona area in Mangere. He enjoys walks around the neighbourhood but loathes the sight of illegal dumping. Due to the new red bin roll out, Mangere has had held numerous waste minimisation workshops and events. Karen Clifford a contractor to Auckland Council wanted to speak to individuals to get an honest insight and opinions about illegal dumping, from why they did it to what do you think of it. Neighbourhood Support instantly connected Ray with Karen and a wee star was formed.

‘Around the Kitchen Table’ Project Not all communities are the same. I think sometimes we feel we can just say – here is the plan, here is the message, and away you go….but that isn’t always so.

One of the smaller areas in our community has a thriving Community House that really is an ‘eye on their community’. Perched at the entrance to the only road in and out, very little gets past the eagle eye of Liz and her team. Manurewa Neighbourhood Support approached Liz as we wanted to raise the numbers of residents aware of home security and who would possibly form a Neighbourhood Support group themselves. We had a two pronged approach – through the local school and with the women in the community. We commissioned a graphic artist in Wellington to create our own colouring in – spot the problem drawing. Our intention was to make the house look as Kiwi as we could whilst still drawing the children into discussing what they might be able to do to make their home safer. Our artist created a Kiwi called Key-wi who looks like a key and can send messages out to people – very clever and very cute. Liz and her team help look after the homeless in Manurewa. They have working bees where they turn plastic bags into waterproof mattresses for the homeless to use. They also have sewing classes for a number of women who live in the community. Heather, the Treasurer of our Executive Committee goes to the classes most weeks and chats to the class members. What we’ve learned over the years is – it’s not up to a few well-intentioned Pakeha women to tell others what to do. Residents know their community. They understand its heartbeat and how to get messages out there. We’ve also learned that just like many homes, a lot gets discussed around the kitchen table over a cuppa and that is often the best way to talk about issues facing the community. Many children walk past the Community House each day to school. We created a little slogan for the children to talk about with their parents to push home the critical safety message – Look, Lock, B4 U leave. A resident from the community sketched it up and then a few residents got together and painted it onto the fence. Thousands of cars pass that fence every day. Scores of children see the message and so do their parents. Page 23

Operation Snap With today’s huge growth and popularity of new technology, items like mobile phones, i-pads, plasma screen TVs and games consoles are an attractive target for criminals. And, as they are often easily disposable, there is a market out there for those who are willing to pay for these stolen goods. But as long as there are still people willing to purchase ‘suspicious’ goods out of the car boot or the back of the pub carpark, then criminals will continue to steal them. We want to eliminate this trade in stolen property. One simple and effective way to help prevent this is the increased awareness and use of serial numbers, which helps protect your items and ensures people do not unwittingly get involved in dealing stolen property. The key purpose of the website www.SNAP.org.nz is to provide an easy to use secure storage area for details about your legitimately purchased commodities for three key purposes: 1. To enable easy retrieval of serial numbers by the owner of any stolen property to assist Police in the identification of the property, and where recovered, enable its return to the legitimate owners; 2. To enhance the identification of property noted in the Police National Intelligence Application (NIA); and 3. To recover stolen property and identify offenders. It means that if you do become a victim of property crime, you can access the serial number details, anytime, anywhere from the internet and provide them to Police as soon as possible. While Police does not look at the SNAP database to try to match property, it uses its own intelligence system for the information which has been provided to us by a victim. Police encourages people to store details of their property on the SNAP website and has also been distributing window stickers which warn potential thieves that the details are recorded as a deterrent. By raising awareness of the importance of serial numbers, we hope to better inform people who deal in secondhand goods, as well as those buying them. If looking to buy secondhand goods, look out for serial numbers which could be an indication the property is stolen. If a serial number is damaged or missing, be suspicious and question the sale.

TOUGH LOVE Many parents struggle when their children’s attitudes and behaviours change as they hit the teenage years. It can be a frightening and frustrating time and family life can end up revolving around dealing with the unacceptable behaviour of their pre-teens, teenagers, and older children. TOUGHLOVE supports parents to find caring and achievable solutions to help their teenager take responsibility for their actions. TOUGHLOVE aim is to help parents and their young people maintain their relationships. TOUGHLOVE Parent Support Groups meet weekly following a carefully planned structure. The group offers support from other parents dealing with unacceptable adolescent behaviour, and information on tools, new ideas and alternatives for working with the child/ teenager. Once in a parent support group, parents have access to support 24 hours a day, seven days a week (as crises don’t just happen during the day!). TOUGHLOVE can help with ideas for dealing with teenager use (or over use!) of technology, how to address an adolescent’s lack of motivation, deal with the pressure / arguing from a teen to get what they want, not coming home on time, disrespect and non-cooperation, and parents with different parenting styles and how to work together, or if a parent just wants to check out in this changing world of adolescence and what is fair and realistic. TOUGHLOVE is not a parenting course. Dealing with adolescents is a bit like standing on sand, the ground is always shifting under your feet, and different strategies and approaches suit different families. There isn’t a ‘one size fits all’ answer. Research has also shown that time limited courses improve parenting skills but only for a limited time. Without reinforcement the ‘usual’ parenting style is often reverted to. With TOUGHLOVE parents can stay as long as they want. Some parents stay for 6 to 10 weeks to get the basics of the programme and others stay to make sure that new skills and approaches are sustained, for ongoing support, to get more techniques and ideas, and if the issue with the teenager has been ongoing for some time it can take more time for things to resolve. TOUGHLOVE also offers one off interactive workshops with parenting tips for parents with pre-teens or teens. These one and a half hour seminars are generally co-hosted by a high school or community group and cover things like learning how to step away from arguments; disentangling our responsibilities from the teenager’s (do we as parents even need to be involved with this issue?); and looks at conflict and manipulation and ideas on how to address these. The seminars are also an opportunity to learn more about the TOUGHLOVE parent support programme. TOUGHLOVE is a community based not-for-profit and a registered charity. Victim Support Victim Support New Zealand is an independent charity that provides support to those affected by crime, trauma and suicide. The service is free and available 24/7, 365 days a year. Victim Support work closely with Police and Neighbourhood Support to help victims not only cope with trauma, but to stay and safe and participate fully and fairly in the justice system. Every day people find themselves suddenly and unexpectedly the victim of a crime or trauma. It may be from a road or recreational accident, holiday tragedy, sudden death, family violence, sexual violence, homicide, burglary, serious assault, natural disaster, and more. They might be bereaved by suicide and need help. Victim Support provides immediate practical and emotional support. They ensure the victim has the right information for their decision making, has access to counselling or other specialist services, emergency grants and financial assistance, where eligible. They help liaise with authorities, Police and others, prepare victim impact statements, attend family group or restorative justice conferences, provide support through the Court process and help the victim to regain control of their life through a terribly difficult time. The support is non-judgemental, independent and free – and will continue for as long as the victim needs it. People may not know how they will react to a traumatic event, how they will cope in the face of grief and official processes. The Victim Support workers tailor their support to fit the needs of each person they support. Having an independent person helping you to cope when you might have suddenly been brought to your lowest ebb can help a person get through, restore their life, deal with Police and the Courts, and access many other important support and services in the community. Support is provided by highly trained volunteers and staff, and is available here in this area, but also nationwide, every single day of the year. Last year alone Victim Support responded to 35,000 call outs nationwide. Victim Support’s work in the community is recognised as an essential service, so is partially funded by government, with the remainder raised from community fundraising. Being prepared for disasters can seem like a big job. Many people don’t know where to start so they don’t start at all. But getting prepared is easier than you think. Auckland Civil Defence and Emergency Management believe many Aucklanders are better prepared to cope with an emergency than they think they are, mostly when it comes to emergency survival items. At recent public events Auckland CDEM has been asking people if they think they are prepared, with most people answering no. When we have a chat with them they often find they have most of the required emergency survival items and a basic household emergency plan, they are very encouraged and are then keen to complete the journey to being fully prepared.

So why prepare? Experience has shown that, after a disaster, it may take three days or more for emergency services such as, police, fire, ambulance to reach many neighbourhoods and individuals. In areas that are isolated or have limited access, it may take longer. So, take the test now and see how far along the journey you are. Keeping Safe from Gambling Harm Harmful gambling can have a significant impact on a person’s life, especially with their finances, their job and their relationships with a partner, family and friends. Other people can be harmed by someone else’s gambling too. It can cause financial difficulties for the whole family, an unhappy home life, domestic violence, alienation from family and friends, and crimes committed against employers or other people. A single person’s harmful gambling can affect five to ten people, and children are vulnerable when it’s their parent or other close relative. Young children can miss out on basic essentials if a parent has gambled away household money. Children are more likely to suffer physical violence or abuse if they have parents with problem gambling, especially when combined with other problems such as alcohol abuse. Pokie machines are the most harmful form of gambling. The majority of people who seek help for their gambling problems do so because of non-casino pokies (i.e. those found in pubs). At the Problem Gambling Foundation (PGF), qualified counsellors provide free, professional and confidential counselling for gamblers and anyone affected by someone else’s gambling. Asian Family Services provide free and confidential counselling, information and education in Korean, Cantonese, Mandarin, Vietnamese, Thai and Japanese. Mapu Maia provide counselling and support for Pacific families that need help with problem gambling. PGF also has a dedicated public health team working in the community to raise awareness about problem gambling and minimise gambling-related harm. Counselling is a private, confidential process and is free of charge to the gambler, their family and others affected by problem gambling. An experienced, qualified professional works with the client to help them find ways of coping that are helpful and lasting. Counsellors empower and encourage clients by working on what they want to work on, for as long as they need. A client is welcome to take along a support person to the counselling sessions. Support groups are run by PGF which can be helpful before, during or after one-to-one counselling, providing a supportive and confidential environment to reduce loneliness and isolation, increase self-esteem and confidence, actively manage relapse prevention and help others in their journey to recovery.

The Dairy Project As many people will know there has been a spate of very violent incidents with dairy owners being bashed, intimidated and robbed. Our MP Louisa Wall came to Manurewa Neighbourhood Support asking if we could support the Police to help a number of local dairy owners to create a safer environment. The Police in Wellington worked with Neighbourhood Support National Office to create an agreement whereby Manurewa Neighbourhood Support works with the local Police to help dairy owners create a safer working environment. For the last few months Jo Collins, our Community Facilitator, has done just that. He has worked with nominated dairies in Manurewa and Takanini to help pinpoint areas that need attention eg: • trucks parked too close to the side of a building – agile youngsters can hop up onto a roof and enter a building via an upper story window or skylight. Jo has created a close working relationship with the dairy owners and bit by bit the way dairy owners do things is starting to change. It was never going to be a fast project. First of all Jo had to build up trust and give sound advice to the dairy owners involved in the project. Jo conducted a ‘Crime Prevention Through Environment Design’ (CPTED) analysis of each dairy and made constructive suggestions to the owners and operators as to what they could do to change the way they operated their business. Dairy owners have made changes:

• some changed the position of frequently stolen favourite food items from the front of the store to near the till. • they have two people in the shop instead of just one. • some have changed where their till is placed and others have installed cameras What we would really like to see is advertising free windows, so the inside of shop is visible. If people on the footpath can see in, then they can see what is happening at all times. That is the biggest challenge for us - somehow we have to persuade dairy owners to take down the advertising that often completely blocks the windows. But…. the advertisers pay to have the advertising on the windows. On the 10th February the Minister of Police Stuart Nash visited three dairies in Manurewa with Louisa Wall, myself and the Police. He had a long discussion with a number of the Page 45

The Dairy Project owners about the current situation. One dairy owner had installed a fog cannon and was very happy with the government’s contribution to it – he obviously felt reassured by the presence of the cannon designed to act as a deterrent in the first place and a backup if things got nasty.

How does Neighbourhood Support feature in such a project? What we’ve tried to do is create ownership of the dairies. We want neighbours of the dairies to support them both businesses and houses - the more people who are aware the better. Jo has knocked on doors of flats, houses and boarding houses around the dairies and Introduced himself to residents near to the affected dairies and dropped a flyer into a number of letterboxes. A number of residents now keep a lookout for things that do not fit with the ordinary rhythm of the neighbourhood. It is something we all can do – claim ownership of our dairies and support them. We all use our local dairy; we pop in for afterschool treats, the bread we forgot to pick up near work, the bottle of milk for cereal in the morning, a paper in the weekend, an ice-cream treat. They are such a mainstay within so many New Zealand communities.

We need to keep an eye out for them, now, not when they’ve been robbed.
