About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970’s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through establishment of small cells of households known as a “Neighbourhood Support Group”, comprising anywhere from 4 to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a man-made or natural disaster affecting residents. Message from the editorial team Sadly, the world in which we live is not as law-abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. Foreword Kia ora, I hope you’ve all had a wonderful summer and have taken the opportunity to get out and about in our beautiful city. We have been working hard over the summer to reduce the number of car break-ins and the amount of valuable items that are stolen from cars but we need your help to do this. If you’re parking your car in a carpark or on the side of the road, do not leave things like laptops, cameras, wallets, iPods or satellite navigation systems in plain view. Either take these items with your or keep them well hidden in the boot. Try to park your car in a well populated and well lit area. We advise you to try to use EFTPOS and credit cards when you do you shopping to avoid holding large amounts of cash. Additionally, hold your bag close to you and stick to well lit public areas when walking. Don’t leave your handbag unattended, especially in the supermarket. You should also take particular care when loading groceries into the car. Place your handbag inside the car, re-lock it, and then put the shopping bags in the boot. Never leave your handbag unattended in a car and remember parking in busy areas reduces the opportunities for theft. With the Police and the community working together, we can ensure Counties Manukau becomes a safer place for everyone to live, work and visit. Make sure you call Police if you experience anything that concerns you in your neighbourhood.

Neighbourhood Support Papakura District
Police and Neighbourhood Support have been actively encouraging residents to call 111 if they see suspicious activity. Many residents have listened to this advice and we have seen a marked increase in the number of calls for suspicious activity. This is great to see as it shows that residents are being more vigilant and are taking notice of what is happening in and around their homes. Those suspicious activity calls that are responded to by police are most likely preventing an offence from occurring in the area.
The locations where we are seeing an increase in 111 calls for suspicious activity are currently having fewer offences committed. Remember that a large number of offenders are opportunists that are actively looking for cars or property to break into. If you see someone who you don’t recognise in your area and they don’t appear to be there for a legitimate reason call 111. When police talk to that individual and explain that they were called by a vigilant resident that will have a marked impact on the offender, deterring them from offending in and returning to that area. Also 111 calls allow police to track where and when things are happening in the community allowing police to deploy prevention patrols to the right area at the right time. Connecting Communities Home Safety Tips Neighbourhood Support Papakura District Neighbourhood support groups who use a Facebook group for their community have had success in getting information relating to crime or suspicious activity out to members of the neighbourhood efficiently. This extra form of communication has allowed neighbours to respond quickly to reports of many issues, ranging from suspicious activity to identifying intruders, resulting in the apprehension of offenders. If you are a part of a neighbourhood support group, the police suggest you set up either: A Facebook group or a similar form of quick social communication for your group.

Michelle Hohepa is a Neighbourhood Support champion based in Mangere Bridge. Like many of us, she works full time, has a family and cares about her community safety. By the way, she also runs a business, collects and distributes donated items to those in need and has created (self-funded) a website called COMMUNITY CAM. A not for profit community initiative where people can register a property with CCTV, and upload CCTV footage, to help solve crime in their neighbourhood. Eyes in our community Franklin Neighbourhood Support Just like a resident in a street, keeping your eyes open and reporting suspicious activity is important. Our Community Patrols do the same thing while driving around residential and business areas. Franklin has four Community Patrols operating in Tuakau, Pokeno, Waiuku and Pukekohe. Franklin Neighbourhood Support and our CPNZ (Community Patrols New Zealand) teams work side by side with NZ Police to make our communities a safer place to live, gathering intel and reporting incidents. Our members range in age from as young as 18 up to people in their 70s. If you are thinking of a career in the police force, it is a great starting point. Away in manger no crib for a bed... For some Christmas is a time of struggle, hardship and depression.
Many of our neighbours face loneliness with no family around to share a meal with. Families struggle to supply the perceived expectations of a ‘normal’ Christmas day of happy children waking to the smell of a freshly cut Christmas tree laden with a pool of beautifully gift-wrapped presents for all from Santa. This makes it even more difficult to achieve as many of our community and families are now calling a hostel or lodge “home”. This is if you are lucky enough to access one at all. With all of this in mind, a local Favona (Mangere) Pataka Kai champion Faye wanted to lift some spirits by preparing a Christmas feast on Christmas day with an “open to all” invite. Mangere Connect (Neighbourhood Support Mangere) offered support to help with food costs and equipment to help keep the financial burden for Faye low. The Christmas spirit of giving also flowed on to Mangere Town Centre, who also gave back to the community by serving freshly carved roasted pork and apple slaw rolls, and gifted christmas fruit puddings. We all enjoyed being entertained by New Covenant Ministry, who also had on offer donated furniture to give away. So, next year be mindful of what Christmas may mean to some, and that sharing a bit of love to your neighbour could bring happiness and joy over this year’s Christmas period. Page 19

Orion Street Champions of the Year It was with great excitement that one of Papakura’s leading Neighbourhood Support Groups was named Champions of the Year at the Neighbourhood Support New Zealand’s National Awards. Orion Street is a prime example of what residents can achieve when they work together with the goal to make their street a friendly, safe and connected community. In little over three years they have gone from a street with a tough reputation to now having a reputation for being welcoming, supportive and safety conscious. Working with Police, the council, and together as a community, has led to the street being named Champion of the Year. A ceremony was held at the local Smiths Ave Community Hall, along with a morning tea for residents and a certificate and gift basket were presented on behalf of Neighbourhood Support by Local Board Chair Brent Catchpole. Orion street residents are now working with nearby streets to spread the Neighbourhood Support message.

Street Meetings Papakura District Start a Neighbourhood Support group in Papakura District – We will come to you and we will bring the coffee! This year Neighbourhood Support Papakura District have been taking to the streets of Papakura with coffee evenings and the local Policing Teams, to set up whole streets for Neighbourhood Support. These have been hugely successful events that allow the whole street to meet together, share information and talk with the local Policing Team about any issues or concerns. Helping you cope during a power outage We’ve put together some useful information on how to cope during a power outage and who to contact for help. Remember, you are not alone – there are many people here to help you or provide advice. All broken or downed power lines should be treated as live. You should stay well away and not attempt to cut or move trees that are in contact with lines. Call 111 to report this as a risk to life and/or property. Report trees down on public land to Auckland Council on 09 301 0101.
Let’s help each other out Think about visiting neighbours, friends and family that could need your help or consider inviting them to your place. Share what you can. Here are some ideas of what you could provide: thermos of hot water for tea and coffee, a hot meal, fresh food, hot water bottles, blankets, a camp stove or BBQ, batteries for torches and radios, access to alternative power sources to charge a mobile phone. If you’re concerned about a neighbour, friend, or loved one, let one of the support agencies in this brochure know.
Heating, lighting and cooking DON’T be tempted to use unsafe ways to heat your home. Only use fireplaces that have been safety checked, follow the manufacturer’s advice when using gas heaters, NEVER use outdoor gas heaters inside or try to use your BBQ for indoor heating. DO boil water on your camp stove or BBQ for hot water bottles. Wear extra layers of clothing and use extra blankets, close internal doors and curtains to retain heat. DO use camp stoves or your BBQ outside and make sure food is cooked thoroughly before eating. Take care with candles or use battery-powered lanterns or torches instead, to prevent fire risk. If using a generator ensure you have enough fuel to keep it going.
Medical help and advice Contact your doctor or call the Healthline on 0800 611 116 if you’re concerned about health issues. Contact your health provider if you need support such as home support services (including those you currently receive). If life is at risk, call 111. Page 25

Helping you cope during a power outage Animal welfare Pets are just as likely to become unwell by consuming unsafe food. If you are disposing of food due to the power outage and it is not safe for you to eat, it is not safe for your pets to eat. If you are boiling water to drink, do the same for your pets. If medication for your pets requires refrigeration, have a backup plan in place. If your stock drinking water supply is reliant on power to fill troughs, you will need to ensure it does not run out. Keep your pets away from flooding or contaminated water. For more information about preparing and planning for your animals in an emergency, visit www.mpi.govt.nz/animals-in-emergencies
Security and crime prevention Unfortunately emergency situations can also prompt criminal activity. Check that neighbours’ properties are secure and remember, if you see anyone committing a crime or behaving suspiciously, phone 111 and report it to Police. If they are in a vehicle, write down the number plate, vehicle description and any other information. DO NOT put yourself in harm’s way.
Hot water Electric hot water in some parts of Auckland is on a separate lines network to electric power. This means you may have power but no hot water. If your power and hot water lines have been restored but your hot water cylinder is not reheating after six hours of the hot water line being reconnected, contact your lines provider Vector on 0508 832 867 or Counties Power on 0800 100 202 for advice.
Staying up to date and in touch Listen to the radio for up to date news and advice. If you don’t have a battery operated radio, perhaps listen in your car. Conserve phone battery by limiting mobile calls and data use.
Make use of local community facilities
If your local library or community centre has power, consider dropping in to meet friends, charge your phone, use the free internet, stay warm and read a book! If you’re driving and traffic lights are out, remember to follow the road code and give way rules.
Financial assistance
The Ministry of Social Development (Work and Income) might be able to help with urgent or unexpected costs such as petrol, food, furniture or living expenses like medical costs, appliance replacement, bedding, food and rent. You don’t have to be on a benefit. You may have to pay the money back depending on your situation. Phone them on 0800 559 009 to discuss your situation. Page 27

Community Patrols Making a difference in your local community By Constable Aaron Charles, Mangere South NPT
Do you want a more active role in your local community? Do you want to join the police? Or maybe you have recently moved to New Zealand and want to get more involved in your community? For the past 25 years, Community Patrols New Zealand have had community patrols working alongside Police, being the eyes and ears within their local communities. The Mangere Community Patrol has celebrated an important milestone in its goal to provide greater safety for the Mangere area. The patrol officially began patrolling the Mangere area in its yellow patrol car on the 23rd of November 2017. These patrols have continued into the New Year with the patrol out in the community most Thursday, Friday and Saturday nights. The high visibility of the Mangere Community Patrol is providing both reassurance and a sense of safety to the local community, they are the capable guardians of the community. Ask any volunteer why they are willing to give up their personal family time and you get the same answer, we live here, it’s my neighbourhood, my community. They see the benefit first hand of what the patrol provides to their local community and this is why they volunteer their personal family time. There is also a close relationship between Police, Mangere Neighbourhood Support and the local Mangere Community Patrol. The patrols’ volunteers are an extra pair of eyes and ears within the community and through established lines of communication they are able to report incidents of concern to Police in a timely manner. The patrol has identified and built strong partnerships with local business and through these close personal relationships have been able to secure funding and sponsorship. As with all volunteer organisations, without the support and funding from the local community the longevity of the organisation is always in doubt. The patrol now has over thirty Police vetted volunteers that are actively patrolling the Mangere area, with new expressions of interest being received all the time. Moving forward we want to grow our community patrols further and strengthen the safety of our local community. How can you help? A strong community response sends a clear message to those who are involved in graffiti vandalism that it will not be tolerated. Ways you can help: Report graffiti vandalism immediately to Auckland Council. Please note: The free removal service on private property applies to immediate street frontage walls and fences on residential and small business properties. Help stop graffiti vandalism Graffiti vandalism prevention tips • Paint your wall or fence a dark colour • A painted wall or fence is easier to keep graffiti-free because any further vandalism can be easily painted over • Retain any unused fence paint in case you need it to cover graffiti vandalism • Remove graffiti vandalism immediately • Remove graffiti vandalism from unpainted walls or fences by sanding or water blasting • Protect the driveway and footpath from paint drops with a cloth or cover • The chemicals in graffiti removal products can be hazardous so always wear protective clothing including a mask. Store out of children’s reach • Fresh graffiti may be removed using methylated spirits, turpentine, paint stripper, graffiti removal products or even oven cleaner. Test first on a small area.
How to deter graffiti vandalism Graffiti vandalism has a negative impact on communities if it is not promptly removed. One tag ignored will attract more vandalism and anti-social behaviour. If your property is continuously hit by graffiti vandals, there are steps you can take to prevent it: • Plant a hedge, shrubs or hanging plants in front of the fence or wall • Increase visibility at night by installing lighting. Consider using motion sensors • Install video surveillance cameras. The possibility of being caught on film is a good deterrent • Graffiti vandalism is a crime. If you see any suspicious activity, report it to the police immediately on 111.
Adopt-a-Spot programme The aim of the Adopt-a-Spot programme is to form a strong partnership between Auckland Council and communities by working together with property owners to prevent graffiti vandalism.

Tough Love Many parents struggle when their children’s attitudes and behaviours change as they hit the teenage years. It can be a frightening and frustrating time and family life can end up revolving around dealing with the unacceptable behaviour of their pre-teens, teenagers, and older children. TOUGHLOVE supports parents to find caring and achievable solutions to help their teenager take responsibility for their actions. TOUGHLOVE’s aim is to help parents and young people maintain their relationships. TOUGHLOVE Parent Support Groups meet weekly following a carefully planned structure. The group offers support from other parents dealing with unacceptable adolescent behaviour, and information on tools, new ideas and alternatives for working with the child/ teenager. Once in a Parent Support Group, parents have access to support 24 hours a day, seven days a week (as crises don’t just happen during the day!). TOUGHLOVE can help with ideas for dealing with teenager use (or over use!) of technology; how to address an adolescent’s lack of motivation; the pressure/arguing from a teen to get what they want; not coming home on time, disrespect and non-cooperation; and parents with different parenting styles and how to work together, or if a parent just wants to check out, in this changing world of adolescence, what is fair and realistic. TOUGHLOVE is not a parenting course. Dealing with adolescents is a bit like standing on sand, the ground is always shifting under your feet, and different strategies and approaches suit different families. There isn’t a ‘one size fits all’ answer. Research has also shown that time-limited courses improve parenting skills but only for a limited time. Without reinforcement the ‘usual’ parenting style is often reverted to. With TOUGHLOVE parents can stay as long as they want. Some parents stay for 6 to 10 weeks to get the basics of the programme and others stay to make sure that new skills and approaches are sustained, for ongoing support, to get more techniques and ideas, and because if the issue with the teenager has been ongoing for some time it can take more time for things to resolve. TOUGHLOVE also offers one-off interactive workshops with parenting tips for parents with pre-teens or teens. These one and a half hour seminars are generally co-hosted by a high school or community group and cover things like learning how to step away from arguments; disentangling our responsibilities from the teenager’s (do we as parents even need to be involved with this issue?); and conflict and manipulation and ideas on how to address these. The seminars are also an opportunity to learn more about the TOUGHLOVE parent support programme. TOUGHLOVE is a community based not-for-profit and a registered charity. CanTeen CanTeen supports young people when cancer turns their world upside down and helps them cope with the physical, emotional and practical impact of living with cancer. We’re here for 13-24 year olds at every stage of their cancer journey, whether they’re dealing with: • having cancer themselves • a brother, sister or parent being diagnosed with cancer • the death of a brother, sister or parent. We provide funding for counselling and individual assistance as well as peer support programmes and services to help our young people thrive in life after cancer. CanTeen is also there to advocate for our young people, helping ensure their voice is heard and empowering them to speak up for themselves. CanTeen believes that the best people to support young people living with cancer are those who have ‘been there, done that’. We provide a relaxed, friendly, and fun environment where thoughts and feelings can be shared with other young people whose lives have been affected by cancer. With 14 regional branches across New Zealand, CanTeen ensures there is support nearby for all young Kiwis living with cancer because we believe no young person should go through cancer alone. Victim Support Victim Support New Zealand is an independent charity that provides support to those affected by crime, trauma and suicide. The service is free and available 24/7, 365 days a year. Victim Support works closely with Police and Neighbourhood Support to help victims not only cope with trauma, but to stay and safe and participate fully and fairly in the justice system. Every day people find themselves suddenly and unexpectedly the victim of a crime or trauma. It may be from a road or recreational accident, holiday tragedy, sudden death, family violence, sexual violence, homicide, burglary, serious assault, natural disaster, and more. They might be bereaved by suicide and need help. Victim Support provides immediate practical and emotional support. They ensure the victim has the right information for their decision making, has access to counselling and other specialist services, emergency grants and financial assistance, where eligible. They help liaise with authorities, Police and others, prepare victim impact statements, attend family group or restorative justice conferences, provide support through the Court process and help the victim to regain control of their life through a terribly difficult time. The support is non-judgemental, independent and free – and will continue for as long as the victim needs it. People may not know how they will react to a traumatic event, how they will cope in the face of grief and official processes. The Victim Support workers tailor their support to fit the needs of each person they support. Having an independent person helping you to cope when you might have suddenly been brought to your lowest ebb can help a person get through, restore their life, deal with Police and the Courts, and access many other important support and services in the community. Support is provided by highly trained volunteers and staff, and is available here in this area, but also nationwide, every single day of the year. Last year alone Victim Support responded to 35,000 call outs nationwide. Victim Support’s work in the community is recognised as an essential service, so is partially funded by government, with the remainder raised from community fundraising. Building Community Resilience together Would you know what to do if your home was flooded? Or if a serious weather event caused widespread power outages that lasted for several days? Being prepared for disasters can seem like a big job. Many people don’t know where to start so they don’t start at all. But getting prepared is easier than you think. Auckland Civil Defence and Emergency Management believe many Aucklanders are better prepared to cope with an emergency than they think they are, mostly when it comes to emergency survival items. At recent public events, Auckland CDEM has been asking people if they think they are prepared, with most people answering no. When we have a chat with them they often find they have most of the required emergency survival items and a basic household emergency plan, they are very encouraged and are then keen to complete the journey to being fully prepared.
So why prepare? Experience has shown that, after a disaster, it may take three days or more for emergency services such as Police, fire and ambulance to reach many neighbourhoods and individuals. In areas that are isolated or have limited access, it may take longer. So, take the test now and see how far along the journey you are. Storing Water Store water in new food rated containers or zz and juice bottles. DO NOT store water in milk bottles. Wash bottles thoroughly in hot water.
