About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group�, comprising anywhere from four to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a manmade or natural disaster affecting residents.

Message from the Editorial Team Sadly, the world in which we live is not as law abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. Introduction Kia ora, After what has felt like a very long winter it’s lovely to have some sun and I for one am looking forward to the summer months. As you may be aware, there have been a number of serious incidents in the Counties Manukau area this year. While this is in no doubt concerning, Police would like to reiterate the fact that, as I write, arrests have been made in all these matters and individuals have been held to account. We recently hosted Commissioner Mike Bush in Counties Manukau has he launched the trial of Armed Response Teams (ARTs) to support the Police’s tactical capabilities on the frontline to minimise the risk of harm to the New Zealand public and our staff. ARTs will complement our initial response to critical or high risk incidents by being on duty at peak demand times, seven days a week.

Although it can be frustrating, please be patient on congested roads and ensure you are rested before your trip, and that you take regular breaks to avoid fatigue. It goes without saying that you need to avoid alcohol if you are the driver and be aware and courteous of other road users.

I would lastly like to give a huge thank you to the members of Neighbourhood Support for all the work you do. We really do have a wonderful community and it’s heartwarming to hear the stories from my staff of the amazing members of the public they deal with each and every day.

Are you ready? You might ask – ready for what? The trouble is – we are never sure what we will face at any given time – flood? A severe storm? A bush fire? A tsunami? We all know that we are supposed to have an emergency kit ready - but how many of us are really prepared? In the community I live in, many people struggle to put food on the table each night, let alone have a store of it for a family to eat over a period of time until help arrives. This is where Neighbourhood Support is so helpful. There is the whakatauki – ‘Nau te rourou, naku te rourou, ka ora te manuhiri’. With your food basket and my food basket the people will thrive. So it stands to reason that the better connected we all are the better we will be able to support each other if and when a disaster occurs.
witnessed last year in Nelson, a small scrub fire can have a devastating effect for a community. Standing, watching a fire consume an entire hillside in a matter of hours is sobering. In Nelson, communities rallied together, but they were for the most part small and rural, more used to working together constructively than I suspect many city folk would be. Small rural communities rely initially on the volunteer fire brigade, they probably play rugby with the fire chief and their kids all attend the same school. They know each other and there is a chain of command until help arrives. This makes it even more imperative in my mind that we now take the next step here in Counties Manukau and do the next part of our plan – a simulated emergency exercise in our own back yard. From there we will be able to gauge just how ready we are, and what we need to do next to make sure we can swing into action when the time comes.
With this in mind a bus load of Neighbourhood Support folk, including secondary school students from Mangere, Manurewa and Otara, spent a Saturday morning at the Auckland Council Emergency Management Centre. We were all given jobs to carry out in a simulated emergency. It was fun, educational and importantly showed us the very important role Neighbourhood Support can play in a civil emergency. In a region as big as Auckland it is a challenge at times to know just who your neighbour is, let alone sit down and share food and accommodation with them over an extended period. However, as our Aussie neighbours know only too well, and I

Safety 101 The trouble is – we are never sure what we will face at any given time – flood? A severe storm? A bush fire? A tsunami? I don’t want to preach at you… but I am going to give you a short sermon on the benefits of Neighbourhood Support. Neighbourhood Support, to my mind, is an organisation that is community driven and can be a strong preventative force alongside being a great connector of people. However I think it is fair to say that despite all our efforts here in Manurewa, we mainly get calls for support after the event.
Maybe that’s an old-fashioned concept these days but they were right. Prevention is better than cure; better than clearing up after your home has been ransacked, better than trying to console a child who has lost their precious bike. Social media chatter might get you through the first level of anger and you may indeed alert others to the fact that there might be some kind of danger in the neighbourhood, however long term, isn’t it better to have a chat with your next-door neighbour and get to know them a little better. It’s only a short meeting and who knows you might find long life friends next door like my parents did.

Mangere Community Patrols (CPNZ)

CPNZ Mangere Community Patrols is a team of volunteers with different ethnic backgrounds.
Our team assist the Auckland City Council in illegal dumping of rubbish.
It is a great team that works hard to ensure the safety of our community, and which works alongside our local Police team. Mangere Community Patrol (CPNZ) has been actively involved in community-based activities.
This is done by our volunteers driving around in our patrol car writing down dates, times and locations of rubbish been dumped and reporting it back to the City Council to follow up.
On the 22nd of June, 2019 CPNZ Mangere were part of planting over 3,000 trees at the Tarararata Creek Reserve organized by Manurewa Z Petrol Station.
Mangere Patrols are involved in schools around the community in ways that benefit the children’s safety.
When a school requires after-school security, the patrol team will patrol the area to ensure the safety of parents staff and children. This relationship and connection with our schools is a beneficial way to interact with the children of our community and to know that they are safe.

Which leaves a neighbourhood feeling flat, fearful and in some cases stressed.
Mangere has had a string of unfortunate fatal incidents over the past several months. The question “is our community (South Auckland) safe?” has cropped up many times in the media. Which is a reasonable question - yet a frustrating one. As many community groups would know, and especially Neighbourhood Support groups, the tedious amounts of hard volunteer work that go into creating and keeping our neighbourhoods safe can all be undone in a blink of an eye, which has been the case in Mangere with the recent events. A fatal shooting at a block of residential shops near a major primary school in Mangere East left an entire neighbourhood fearful and unsure of what to next expect Waiting for updates from Police, community leaders, your local board or from an MP, can seem like it takes forever - or in some cases - not communicated with at all.
With this in mind, Mangere Connect – Neighbourhood Support volunteers decided our role was to find a way to bring the residents of this street an assurance from the community: love, support and a general sense of regaining ownership of their street and area. A ‘Street Fun Day’ was organised and was greatly enjoyed by all that attended. Sometimes we concentrate so much on trying to find solutions to fight crime, where in some cases, we (Neighbourhood Support), are just needed to show support to those who have been affected by an event. Even if this does mean for a whole street or community. Thank you and huge acknowledgements to the NZ Police and Fire services, BikeFit, Mai FM, Mercury, Te Wananga O Aotearoa Pre-Police Students, ME Family Services, Redrat, Kiwi Dads, Mangere Town Centre, Mangere East Countdown, Electoral Roll, and all our volunteers that made this day happen!

Building sites are being targeted by thieves side of a house to heat water. If you see any person removing a gas califont, call 111.
With the need for more housing in Auckland we have seen an increase in building sites being targeted by thieves.
Criminals often pose as workmen and if questioned are convincing in their deception. Normally work at a construction site stops at 5pm – so if you see any activity after that time, call 111.
The reason criminals are targeting these sites is because they are often not secure, unoccupied, and there is little to no security. The criminals that are committing building site crime also target existing houses and vehicles, so helping to prevent building-site crime makes the wider community safer. If you see any suspicious activity at or near a building site, call 111 immediately.
If you have any information regarding suspects for building site crime, or any other offending, report it at your local station. Call 105, or if you wish to remain completely anonymous, call crime stoppers on 0800 555 111.
If possible police will attend and investigate. If in doubt call 111. Police would rather attend and not be required than have a possibility to prevent crime go unreported. At building sites criminals will normally target tools and building equipment. There is a current trend to steal gas califonts which are devices normally bolted to the

Community work with Police to recover stolen motorbike On the 24th of June a motorbike was taken during a burglary on North Road, Clevedon. A vehicle leaving the scene tripped the ANPR camera on North Road. From that the police were able to get the number plate and from that, they were able to make enquiries and send out a text alert to 280 people in the Clevedon area.
search warrant and the bike was recovered from a property in Remuera. Automatic number plate recognition (ANPR) is a technology for automatically reading vehicle number plates. Plates are automatically checked against a database of vehicles of interest and feed in real time to the Police Communications team.
From that alert the police received an anonymous tip from a member of the public and were able to locate the vehicle used. Enquiries with the registered owner allowed the police to gather enough information to get a

Mangere Neighbourhood Support volunteers and local residents teamed up to support the amazing Community Action Against Alcohol Harm group. The goal was to gather submissions to oppose yet another liquor shop destined to open in a residential area only 70 metres from an Early Childhood Centre and 400 meters from a local primary school in Mangere East. Mangere has over 10 liquor outlets all within 8kms from each other.

Victim Support Victim Support New Zealand is an independent charity that provides support to those affected by crime, trauma and suicide. The service is free and available 24/7, 365 days a year. Victim Support works closely with Police and Neighbourhood Support to help victims not only cope with trauma, but to stay and safe and participate fully and fairly in the justice system. Every day people find themselves suddenly and unexpectedly the victim of a crime or trauma. It may be from a road or recreational accident, holiday tragedy, sudden death, family violence, sexual violence, homicide, burglary, serious assault, natural disaster, and more. They might be bereaved by a suicide and need help. Victim Support provides immediate practical and emotional support. They ensure the victim has the right information for their decision making, has access to counselling and other specialist services, emergency grants and financial assistance, where eligible. They help liaise with authorities, Police and others, prepare victim impact statements, attend family group or restorative justice conferences, provide support through the Court process and help the victim to regain control of their life through a terribly difficult time. The support is non-judgemental, independent and free – and will continue for as long as the victim needs it. People may not know how they will react to a traumatic event, how they will cope in the face of grief and official processes. The Victim Support workers tailor their support to fit the needs of each person they support. Having an independent person helping you to cope when you might have suddenly been brought to your lowest ebb can help a person get through, restore their life, deal with Police and the Courts, and access many other important support and services in the community. Support is provided by highly trained volunteers and staff, and is available here in this area, but also nationwide, every single day of the year. Last year alone Victim Support responded to 35,000 call outs nationwide. Victim Support’s work in the community is recognised as an essential service, so is partially funded by government, with the remainder raised from community fundraising.

Building Community Resilience together Would you know what to do if your home was flooded? Or if a serious weather event caused widespread power outages that lasted for several days? Being prepared for disasters can seem like a big job. Many people don’t know where to start so they don’t start at all. But getting prepared is easier than you think. Auckland Civil Defence and Emergency Management believe many Aucklanders are better prepared to cope with an emergency than they think they are, mostly when it comes to emergency survival items. At recent public events, Auckland CDEM has been asking people if they think they are prepared, with most people answering no. When we have a chat with them they often find they have most of the required emergency survival items and a basic household emergency plan, they are very encouraged and are then keen to complete the journey to being fully prepared.
So why prepare? Experience has shown that, after a disaster, it may take three days or more for emergency services such as Police, fire and ambulance to reach many neighbourhoods and individuals. In areas that are isolated or have limited access, it may take longer. So, take the test now and see how far along the journey you are.
