“Apparently they have written for further instructions as to their part in the collection for the poor in Jerusalem, especially how they are to go about it and how it is to get to Jerusalem” (Fee p. 809). “There is nothing more typical of Paul than the abrupt change between chapter 15 and chapter 16. There is no reach of thought too high for Paul to scale, and there is no practical detail of administration too small for Paul to remember.
