First-time buyers still relying on the ‘Bank of Mum and Dad’ ON average first-time buyers in the UK receive half of their deposit as a parental contribution with more than two thirds getting it as a gift, new research shows. It means that the so called Bank of Mum and Dad is continuing to play an important role in the property market with the average amount needed amounting to £17,900. The study from Santander Mortgages also reveals that 68 per cent of parents who provided money to help their children get on the property ladder will get nothing back in return because it was intended as a gift. Almost three quarters, 72 per cent, of females were gifted the monies by their parents, in comparison to only 62 per cent of men. And 29 per cent received the money as the equivalent of an interest-free loan while only three per cent of parents contributed towards their children’s deposit as an investment. For those who are yet to buy their first home, the average amount they look to receive from parents is £17,900. With the average first-time buyer deposit being just under £25,000 this represents a 71.6 per cent subsidy. Some 22 per cent of first-time buyers estimate that their parents will contribute £20,000 or more. But 34 per cent of parents whose children have not yet bought a home say they will contribute money towards a deposit in order to help them on to the property ladder. “Raising a deposit can be a huge challenge and our research shows that many rely on financial help from their parents in order to get a foot onto the property ladder. “Buying your first home can be a daunting but there are ways to make it easier and support is available to help first-time buyers with upfront costs,” said Miguel Sard, head of Santander Mortgages.

Prime house prices show slow growth SLOW, steady prime house price growth is now fanning out from London with regional markets recording annual price growth for a fourth successive quarter, according to latest analysis from international real estate adviser, Savills. The UK prime market average rose by 5.7 per cent in the year to the end of June and 3.1 per cent in the first six months of 2014, the Savills prime regional index shows. Though less than the growth seen in the first quarter, second quarter growth averaged 1.1 per cent, in line with prime London where the rate of price rises has slowed, suggesting that the gap between the two markets may have peaked. The strongest growth continues to be seen closer to the capital reflecting a displacement of London housing wealth into commuter markets. The prime suburbs have outperformed the capital for the first time since the credit crunch, recording growth of 5.7 per cent in the first six months of 2014, compared to the prime London average of 4.9 per cent. “There is now clear evidence that the recovery is taking hold across the UK more widely, with a return to former 2007 peak values still a useful benchmark of that recovery,” said Lucian Cook, Savills UK head of residential research. Across the Savills prime regional index values remain on average 5.6 per cent below their former peak, while the outer commuter zone – a ring of up to one hour’s travel distance from the capital – saw a return to peak in the second quarter. However, beyond the commuter zone, prices remain some way below their 2007 peak, despite annual price growth

Sometimes Help to Buy isn’t the only answer… THE UK government’s flagship Help to Buy scheme has provided less than half the funding for new homes as bridging since the equity loan scheme was launched in April 2013, it is claimed. Government equity loans amounted to £941m compared to £2.38bn in property bridging loans, according to the latest West One Bridging index. The data also shows that there has been a 32 per cent rise in the number of completed bridging loans over the course of 12 months. “New homes are the fundamental fuel of a healthy property market, so the Government and Bank of England are right to highlight the dangerous squeeze in the supply of property. But there are other ways to supply new homes. We need to make far better use of the buildings we already have,” said Duncan Kreeger, director of West One Loans. “Help to Buy has a critical role to play in kickstarting brand new building sites, yet ground-up development is only one part of the finance that property professionals need in order to supply raging demand. “Thousands of under-loved and under-occupied properties are still left waiting for refurbishment or conversion. Property developers and potential landlords just need the right sort of finance to get these empty offices or dilapidated blocks of flats to a decent standard and on the market. Flexibility is king and government

schemes can only do so much.” The data also shows that over the 12 months ending at the beginning of May, the bridging industry provided annual gross lending of £2.06bn. This represents growth of 17.9 per cent compared to the previous 12 months. However, recently this growth appears to have moderated. Lending has grown at an average rate of 0.8 per cent a month since March 1, when industry gross lending totalled £2.02bn. If this latest expansion continues for a full 12 months it would represent an annualised rate of growth of 10 per cent. “Meteoric expansion in recent years is only the start of a new era. This reinvigorated industry has built a solid foundation for further growth. Certainly, as with all industries, such transformational progress must be gradual and bridging is already maturing, consolidating its enormous expansion,” added Kreeger. “Bridging is not suffering from any of the latest challenges afflicting the mainstream mortgage market. While the high street gets the jitters as incomes struggle to keep up with house prices, the best bridging lenders are in the business of solving this problem. “Our loans always aim to add value to property by actually increasing capacity in the right places. It’s a system that grows the pool of winnings, rather than just splitting the wealth of property in a different way.”

Feature WHEN showing potential buyers around a property we are often asked at Weekes Estate Agents whether that property has the potential for a loft conversion. Therefore we have pooled our collective knowledge, research and experience to give you some practical advice.

Realise your lofty ambitions

Is it possible? Not every loft has enough headroom to make it easy to extend. The general rule is that the ceiling height from floor to roof apex should be no less than 2.3m (7ft 6in), and the steeper the pitch (or slope) of the roof the better. If you are selling your house it may be worth noting that many viewers wish to know the loft dimensions although if no planning permissions have been sought previously this should clearly be stated. It is worth noting that older properties dating from the Victorian and Edwardian eras and those built in the Thirties tend to have quite spacious lofts. Newer homes have shallower pitches, which make them less suitable. What will you use the space for? Deciding what you want to do with the loft space is the exciting part. You could create an extra bedroom with either an en-suite or separate bathroom or, if the space is big enough, two bedrooms. Perhaps you’d like an office/space for your hobby, or an extra living space such as a playroom or games room. It is important to have a clear vision of what function the space will have and how it is going to enhance your lifestyle before you start the planning process. What will you do with all the things you have stored in the loft? If you have a lot of belongings up there you may want to preserve some of the loft for storage purposes. Many conversion designs include cupboards in the space tucked under the eaves. Questions to consider‌ How much will it cost to add an extra bathroom in your loft, and how will it compromise the bedroom’s proportions? Will your system cope with the extra pressure needed to feed hot and cold water up an extra floor? How will the room be heated? � How do the proportions of the new room work? Will a double bed fit in? Will there be enough head height on both sides to make getting in and out comfortable? � Consider where the electrical points will go? If you plan this before building works start (i.e., sockets either side of a bed), you will save time and money in the long run. � Have you got a party wall agreement with your neighbours? You may be affected by The Party Wall Act 1996 if you live in a terraced or semidetached property. This ensures your planned changes don’t compromise the strength or soundproofing of the dividing wall. � Will you require built-in storage in the new room? � How sound proofed is the new room? Will you be able to hear noise from the room below – and will the room below suffer from noise above? � Will it be well enough insulated and ventilated? � Is there enough light? Dormer windows extend out of the original roof and are a way of adding headroom. They can be the size of a single window or they can span a sizeable chunk of the roof and contain two or more windows. It’s also possible to extend to the side from a hipped roof – in other words build out from the sloped side of the roof to make the edge flush with the exterior

Aim high: A loft conversion can add much needed space and value to you home, but planning ahead is key wall. Pay attention to the exterior of the dormer – make sure it won’t stand out like a sore thumb in your street, either because it’s too big, out of place, or because the tiles and brickwork don’t match. � Where will the stairs be to access the new space and how will they affect the rooms or hallway in the house below? Get advice from a loft specialist who will have a trained eye and know where best to locate them. � Do I need Planning Permission? An initial survey of the loft will reveal what the main requirements will be. To guarantee a safe and efficient end result, your conversion will have to comply with building regulations. They cover areas such as energy efficiency, lighting, insulation and fire safety. You will first need to submit the architect’s plans to the local authority, and then the building and fire regulation plans. The whole approval process should take about three to four months and can be carried out on your behalf by the loft specialists you employ. You may need Planning Permission and you will definitely need Building Regulation Approval both of which your builder will arrange. You will need it if you live in a listed building

or conservation area, if the house has been extended before, if you’re converting the loft above a flat or your house is more than two storeys high. See the government’s website on planning, building and the environment for information on all types of building controls. Local authority building inspectors will visit the conversion at various times to ensure you’re doing what you should. Failure to comply will emerge when you come to sell, as you won’t have the relevant certificates from your local authority. Inform your neighbours of your plans. You may find that next door are also thinking about converting, which will give you the option of working together to create a balanced end result. A loft conversion is often a great solution when wishing to upsize but remain in a central location such as St Leonard’s in Exeter. The jump in price for the extra room can be unbridgeable in many cases. If you have a growing family or need a home work space then buying a two or three bed property with the potential to convert the loft into that extra space will both save you money and be a sound investment as it will add value to the property beyond its cost.

� Depending on the type of conversion you choose the project could take from four to eight weeks and occasionally more. � Before work starts, the relevant permissions should have been gained and the scaffolding erected. � For the first part of the build the builders are going to gain access via the roof, as the existing joists in the roof aren’t strong enough to support people and furniture. They will need to be strengthened with steel joists. � Velux windows will be fitted early on along with other structural works, such as framing for a hipto-gable or a mansard extension. � Work on the interior of the conversion, such as erecting the interior walls, begins about half way through the build. � Breaking through into the rest of the house to construct the fixed staircase happens next, along with the plastering, electrical and plumbing work that is needed. � Adding the final fittings (such as shelving), decorating and furnishing, will bring the project to a close.

Could leaseholders be granted new rights? AN official inquiry has suggested that leaseholders who are unhappy with their property managers should get new rights. Millions could be affected if the recommendation, by the Competition and Markets Authority (CMA), becomes law. The CMA, in its on-going study – said some leaseholders experience “poor service” and “excessive charges”. However the authority has decided not to refer the issue for a full market investigation. Around five million homeowners in England and Wales would be affected and the report has been welcomed by the property management industry. Most complaints concern areas where leaseholders have little or no control, such as ground rent, service charges or maintenance and repair funds and the CMA said such charges could be a

source of “frustration, suspicion and tension”. It also concluded that freeholders might not always be concerned by how well repairs were carried out, or even whether they were necessary in the first place. A further concern was that they might be influenced by the level of commission they received on buildings insurance policies. “Whilst the market works well for some leaseholders, our emerging findings suggest that improvements may be needed in a number of areas,” said Rachel Merelie, the CMA’s senior director of delivery. The CMA is suggesting: ● Improved transparency, so property managers can be better held to account ● Making a switching to a different property management company easier ● Leaseholders should be given new rights to act

together, such as through residents’ associations ● Leaseholders should receive clear information – for example, about repair estimates ● Property managers should be given incentives to provide value for money. The suggestions were welcomed by the Association of Residential Managing Agents (Arma), the representative body for property managers. “This is a welcome initiative by the CMA that could improve the situation for leaseholders and managing agents alike,” said Ben Jordan, Arma’s chairman. The CMA will publish its final conclusions before the end of the year. The CMA’s investigation was launched by its predecessor, the Office of Fair Trading, in March 2014.

Rent is on the rise all over – but so are salaries THE average cost of renting a home in the UK continues to rise, but in most parts of the country, there are sufficient numbers of tenants with higher incomes to sustain the increases. The latest data from the May 2014 HomeLet Rental Index shows that the average tenant signing a rental agreement in May 2014 had an income 7.2 per cent higher than the average tenant a year previously. The index, the largest survey of private tenants in the UK, shows that the incomes of tenants taking on new properties have risen faster than rents in nine of the 12 UK regions covered, with the average rent in the UK now standing at £846 a month, or £687 a month outside of Greater London. The exceptions were Yorkshire and Humber, Northern Ireland and Greater London, though in the capital the average income increase over the past year of new tenants has lagged the average increase in rental cost by just 0.6 per cent. The effect is that across the UK as a whole, excluding London, rents rose by 2.5 per cent but even with the highly distorting effect of London reinstated in the data, the average rent increase came in only marginally ahead of the average rise in incomes of tenants signing new rental agreements. East Anglian tenants have faced the largest increase in average rents over the past 12 months. Demand for property in this region, with its proximity and strong transport links to London, may have been increased by a spill over

of demand from the capital. In Greater London, rents were on average £116 higher per month in May 2014 at £1,348, when compared to May 2013 when the figure was £1,232. Just as London’s house prices are rising far more quickly than in the rest of the UK, so too is its rental sector. According to the index report the figures will reassure buy-to-let landlords amid some concerns that rent rises would price many would-be tenants out of the market as there appears to be a steady supply of new tenants with higher incomes. The Office for National Statistics says average incomes are currently rising by 1.7 per cent a year in the UK. However, new tenants coming into the market, possibly in the face of higher house prices and tight mortgage finance, have the incomes required to pay higher rents. “The rental market is in robust shape. While rents are rising, there is not a shortage of tenants who are able to pay, and the return for investors in rental property looks secure,” said Martin Totty, chief executive officer of Barbon Insurance, the group that owns HomeLet. “This is good news for tenants and landlords alike. We expect demand for rented accommodation to continue to rise, while investors will no doubt be attracted to the returns on offer in the sector if they are confident in tenants’ ability to pay,” he added.
