Agents concerned at property search delays PROPERTY sales in Exeter could effectively ‘stop’ unless action is taken to reduce delays on compulsory searches, experts have warned. All local authorities are normally required to conduct a land charges search before a sale to find out if any restrictions or charges exist on a property. The searches were previously taking Exeter City Council around five working days to complete – but due to a “backlog” in the department have recently been taking up to six weeks. Estate agents have expressed fear that the housing market will “grind to a halt” unless the authority reduces the waiting time. Roger Wilkinson, managing director of Wilkinson Grant & Co, said buyers and sellers were facing some of the longest search delays in decades. “It’s causing varying degrees of upset and frustration with buyers and sellers. There is an element of disbelief amongst some people,” he said recently. Mr Wilkinson, who has been an estate agent for 35 years, is concerned that the extended wait will have an adverse effect on a ‘strong’ local housing market.

He said: “The property market is the healthiest it’s been since the start of the credit crunch in 2007. It’s alive and kicking with more people moving. “But the actual sales process at a local level is slowing down, because of the long delays in local authority searches. We don’t want to score an own goal by allowing transactions to grind to a halt.” Any further delays will have a big effect on those people needing to move this summer, he predicted. “The school holidays are a ticking bomb because parents need to have their children in school by a certain date. “If the delays increase to beyond 12 weeks, it could lead to more problems because some mortgage offers only last 90 days.” Exeter City Council said it has taken steps to address the delays, but admitted the backlog could take a number of weeks to clear. Solicitors, who submit official requests for searches on behalf of buyers, are also feeling the effects. Nick Conner, of Tozers solicitors in Exeter, said: “Many of our property files are currently static as we wait for search results. We would

encourage Exeter City Council to commit additional resources to ease the backlog.” The Exeter Estate Agents Association said the delays were “not helpful ” but added that it was “encouraged” by efforts to halt the delays. Chairman Ivor Bull said: “At worst these delays can result in several sales falling through. But it’s good to see the council taking positive steps to improve the situation. We would urge solicitors to submit search requests as soon as possible.” According to the latest figures, searches are taking 2-3 working days in Mid Devon, 4-5 working days in Teignbridge, 10 working days in East Devon, and five to six weeks in Exeter. Jonathan Newall, director or SaleBoards estate agency, said: “We’re seeing our buyers and sellers becoming increasingly frustrated as their transactions grind to a halt whilst they wait for their searches to be returned by Exeter City Council. This already stressful process has been exasperated by the council’s short-sighted attempts to penny-pinch.” The council revealed the delays had followed a restructure of its planning department in May, including the loss of two staff members.

Builder Kevin makes it up Everest GROUND works supervisor Kevin Ward has successfully completed a charity trek to Everest Base Camp with the help of sponsorship from housebuilder Taylor Wimpey. Kevin was joined by two childhood friends on this challenge of a lifetime, which involved a climb to a breathtaking altitude of 5,364m (17,598ft), and they completed the ascent in 16 days. Kevin, who works for Taylor Wimpey subcontractor Steve Hoskin Construction, has raised almost £5,500 for the charity Children With Cancer UK, which includes a donation

from the leading housebuilder. Kevin, 42, said: “We came up with the idea of the Everest Base Camp trek at my stag party in Ibiza. I’ve always wanted to do it and my two oldest friends from school agreed to come with me. “We trained for a year to do this trek. “Towards the end I was doing 8km runs while carrying 20kg sandbags in a rucksack on my back. It was important to be physically and mentally prepared. It was the hardest thing I have ever done, harder than climbing Kilimanjaro, as you’re at altitude for the full 16

days and by Day 3 we were all suffering the effects. “How people make it to the summit of Everest, I will never know. “I’ve been really pleased with the donations that have come in and I’m very grateful to Taylor Wimpey for their sponsorship.” Janine Copleston, Regional Sales and Marketing Director for Taylor Wimpey, which is building new homes at Cranbrook, near Exeter, said: “Climbing to Everest Base Camp is no mean feat and we’d all like to offer Kevin our heartfelt congratulations on this fantastic achievement.”

Create extra space by going outdoors THE first rule of your home’s patio or outdoor deck echoes the first rule (for many) of the home itself; location, location, location. Do you, for example, want your outdoor space in full sun, in partial sun, or in the shade? Because where your garden gets the sun at different times of the day could make a big difference to how much you’ll use your new area. The usual place to put it is near the house for the most convenient alfresco dining, but there might be a better spot elsewhere. You might also want to pave or deck the entire garden, especially if it’s a courtyard. Decking is a good way to make sloping gardens more usable, as an alternative to creating the more difficult tiers. By extending the deck out from the house to cover the whole garden, you’ve solved the problem of an awkward, hard-to-use and even potentially dangerous (if you have small children) outside space. When deciding on the location of your patio or deck, you also need to think about things like drainage (manhole covers will still need to be accessible), where the doors to the garden are, where the bedrooms are (especially with a bungalow or flat) and if the patio or deck will be overlooked. Also consider the prevailing winds, traffic noise, if any, and what you’ll be looking out on when you sit and relax. It’s important to have a patio or deck that’s in proportion to the size of the house too, and to use colours and materials that work well with the building (unless you want a deliberate contrast). While it should be in keeping though, your design can still be creative. Decking can be formed on different levels, with, among other things, built-in benches, planters, steps and cutouts – ideal if you have, or dream of having, a hot tub. You can do a similar thing with

paving – an easy way to add interest is to incorporate a circle or other design into your patio using a paving kit. Once you’ve got an idea of what you want, draw the garden on graph paper, or use an online garden planner, marking on everything relevant. This will enable you to play around with different ideas and layouts, then you can recreate them in the garden using string and pegs, or spray paint, marking out what will go where, and considering if it really will work. Before you start building your patio or deck, check if any permissions are required, including from the freeholder if your home’s leasehold, or from the local council. Click on the decking or patio on the interactive house at www.planningportal.gov.uk for general advice, but, if in doubt, ask the local council for specific advice about your home, as planning permission and/or listed building consent is sometimes required. If you’re good to go, then here’s a raised glass to a long summer of balmy outdoor dining... Product of the week: If you need to mix some concrete for small-to-medium-sized repairs, or build a base for something in the garden, there’s an easy-to-use product from Tarmac that’s made for novices and fills an area about 40cm x 40cm at 5cm deep. As the name says, U-can Mix in the Bag Concrete (£8.38, B&Q) is designed to be mixed in the bag, so you don’t need anything else. You simply loosen the powder in the bag, pour in 1.8 litres of water (the hole’s resealable) and knead and turn the bag for a couple of minutes until the powder and water are thoroughly mixed – there’s a transparent window so you can see what’s going on. Finally, cut open the bag and pour out the concrete – it really is that easy. How-to tip: How do you get the best value from tradespeople? Often, they’ll give you a price for the job, say £3,000 to rewire your home or £2,000 to replaster, which may be an itemised figure, but usually isn’t. Some jobs are straightforward to itemise (the price for each socket or light switch) but others are less so. With electrical work especially, it’s handy to have itemised prices, because if you know an extra socket in your bedroom is going to cost £80 you can either decide if you’d rather manage without it, or if it’s a price worth paying. As always, get at least three (written) quotations from different people and make sure they’re like-for-like quotations for a proper comparison. If you know and trust a tradesperson, you may be happy to pay them a day rate. This can be a good idea if you have lots of little jobs for them to do, and you know they’re going to work just as hard as if they were on a fixed price for the job. However, if you don’t know or trust them, paying them a day rate may be giving them licence to rip you off, as it’s obviously in their interest to string out the job and get more money for it.

Stepping out for a good cause: The ladies at the Honiton Office of Stags put on their walking shoes to take part in the Hospiscare Starlight Walk at Exmouth on Saturday, May 10. Change in planning law brings new opportunities

The new flexibility of use applies only to buildings which were in their current use on March 20, 2013, and on established agricultural holdings where no other permitted development has already taken place since that date.
