WITH the old ‘slab’ system, Stamp Duty was payable on all property purchases over £125,000, calculated in bands with increases at specific price points and the tax payable on the whole amount. With effect from midnight on Thursday 4th December, the system became graduated, working in a similar way to Income Tax whereby the amount due is calculated on the proportion of the price over each band. So, buyers buying at say £300,000 under the old system would have had to pay £9,000. Now however, these buyers will pay just £5,000. It is estimated that 98% of home buyers will benefit, paying less with the new system. Steve said: “I think this a positive and well overdue measure for the housing market. Stamp Duty Taxes: How will the changes affect you? ON Wednesday 3rd December, the Chancellor of the Exchequer George Osborne announced plans for a major reform of the stamp duty taxes which came into effect the following day. The new rates mean there is no tax on the first £125,000 of a property; 2% on the share above that up to £250,000; 5% on the next slice up to £925,000; 10% on the next slice up to £1.5m; and 12% on everything above that. The new rate introduced is more gradual, reflecting the new Scottish system, and it is predicted to benefit 98% of buyers. The tax will still be paid by the buyer of a property and not the seller. Anyone buying a home for less than £937,500 will either pay less stamp duty or the same amount under the new rules, the Treasury said. The reform is predicted to cost the Treasury around £730m in lost taxes. Before this announcement, stamp duty was charged at 1% on properties over £125,000 going up to 7% on properties over £2m. Mr Osborne said that this system meant a small rise in the house prices can lead to a large increase in tax, describing it as “badly-designed tax on aspiration”.
