Walking the beat leads to dream move in Dawlish

FOR Police Community Support Officer Michelle Buckley, a visit to a new Dawlish development to introduce herself to the Bovis Homes team there proved to be a life-changing experience. The 24-year-old wanted to find out if the staff at Nickelby Place had any issues or concerns to report – and a few months later she found herself and partner Aaron Paltridge moving into one of the brand new homes there thanks to the Government-backed Help to Buy scheme. “I like to know the patch I cover so I popped in just to see how things were going,” said Michelle. “During the visit I mentioned to the sales team that all the homes at the site looked amazing and that I’d never be able to afford a property there. The team said I’d never know until we spoke to a financial advisor, so that’s what Aaron and I did. Incredibly, it turned out that we could afford this house.” The house the first-time buyers bagged is a three-bedroom Beardsley housetype with large spacious sitting room, modern dining area, fully fitted kitchen with patio doors leading to the rear garden. Michelle explained: “We wanted a three bedroom home because we want to have a family. It also has a really nice garden, two parking spaces, a downstairs toilet, as well as a cut off between the kitchen and the lounge, which is ideal because we didn’t want to have an open plan. “People have said to us that rather than just getting on the property ladder we’ve taken two steps up! First-time buyers normally start with something simple, like a one or two bedroom property. In terms of location, it’s also perfect as it’s near to where we both work and our families live close by too.” With the Help to Buy scheme the purchaser receives a Government equity loan of up to 20 per cent of the cost of the property, leaving a five per cent deposit and 75 per cent mortgage required by the buyers. “I would say it was easy to use and we were given lots of information about the scheme before making the commitment,” said Michelle. “We also received further information about the breakdown of the scheme and repayments. I didn’t have to do anything to set up Help to Buy, so it was a stress-free process. I was simply sent the paper work and then had to sign where indicated.” Michelle added that it wasn’t just the house or its location that impressed her and Aaron, 22, who works as a residential support worker. Both praised the service and attention they received from the on-site sales team. “The sales team was amazing throughout the entire process,” said Michelle. “As first time buyers we didn’t know what the process was going to involve. It was almost like going through a dark tunnel as there are so many things to do, but Bovis Homes just lit up the path and guided us through.”

An often asked question we get is whether or not to furnish a property before letting it. I recently read a report that indicated that in some cities 90% plus of all properties were let furnished, however when we consider the situation in South Devon the figures would be drastically different, out of our managed stock less than 10% is furnished or even part furnished. This does not take into account the many winter lets that are available out of the main holiday season, the majority of which are fully furnished. Furnished can also mean so many different things to different people, right from the fully furnished tea spoons & bedsheets level of a quality holiday apartment right down to the part furnished with beds, wardrobes & sofas level. It is only worth considering furnishing a rental property if the furniture is of a good quality and suits the property being let, it is rarely worth going to the expense of buying new furniture for a property because there Simon Fisher - Director generally isn’t an uplift in the rental value by doing so. You will also have to deal with repairing and replacing furniture in due course, there is a simple 10% wear and tear allowance that furnished landlords can claim if they choose not to account for renewals of furniture as and when they occur. This flat rate is not available to owners of furnished holiday lettings. A few years ago I was marketing a couple of brand new 2 bedroom unfurnished flats and I was approached by a major company asking if they could be fully furnished for their staff to use without having to bring anything along other than their suitcases. Neither landlord was keen on getting the furniture so I undertook to source all items for the company to enable the lettings to go ahead, on this occasion the company were prepared to pay for the entire cost of furnishing and my landlords were very pleased to have let their properties on a long term deal to a strong corporate tenant. This is not a normal occurrence but it was about half the cost for them to pay the rental and furnishing cost than put 4 staff members in a local hotel for 12 months, this also allowed the tenants to leave items at the property whilst they were back at their normal homes.

The eighteen sites have something to interest everyone from hi-tech renewable energy systems to simple but effective draught busting measures, insulation, water saving and food growing. There are homes, public buildings, allotments, a permaculture project and even a natural burial ground. Here are examples to educate and inspire. This years’ event has several new features. On Saturday, September 20, Bob the Bus will take visitors to the recently completed green oak frame and straw bale farmhouse at Capton near Dittisham and to Sharpham Trust Natural Burial Ground that now features a cob building with green roof – tours leave at 10am and 2pm and booking is essential to ensure a place (Contact Mary Popham marypopham@btinternet.com or 07815 799996) . There is also an exhibition on the energy performance of traditional buildings at Totnes Guildhall that is funded by the EU cross-Channel project, Cordiale. The ladies raised in excess of £1400.”

Crackdown on property tax dodgers in South West A TASKFORCE tackling people trying to dodge property tax in South West England and South Wales was launched recently by HM Revenue and Customs (HMRC). The taskforce will target those who have sold one or more properties and haven’t paid Capital Gains Tax or disclosed rental income. Using intelligence from the Valuation Office Agency to track down the tax cheats, the taskforce is expected to recover £5 million. HMRC has delivered more than £190 million as a result of taskforces launched since 2011-12. Over £12 million has been recovered as a result of property rentals taskforces operating in London, south east England and Yorkshire, with over 80 cases currently under criminal investigation. Taskforces expect to bring in over £100 million during 2014-15. HMRC’s Jennie Granger, Director General of Enforcement and Compliance, said: “HMRC taskforces are deployed in

sectors and areas where we’ve detected a high risk of tax evasion. For example, in a previous property taskforce in London in 2013 we uncovered a barrister who had evaded £471,512 in unreturned capital gains. “The people being targeted by our taskforces have no intention of playing by the rules and could end up facing a heavy fine or even a criminal conviction. “A Hertfordshire property consultant who failed to declare or pay Capital Gains Tax and rental income on a number of properties was uncovered by an HMRC taskforce in 2013 and, as well as paying the tax and interest due, now has a criminal record. “If you haven’t declared all your income, we will find you and investigate.” People who know anyone who is evading their taxes can tell HMRC by calling the Tax Evasion Hotline on 0800 788 887.

Property News UK housing shortage is costing consumers £4 billion each year – CBI calls for urgent political action

AHEAD of the party conference season, the CBI (Confederation of British Industry) is setting out the choices political parties must make to ensure the benefits of growth are felt by all people during the next parliament and beyond, including a major push to get Britain building. The CBI’s manifesto includes proposals from Housing Britain – building new homes for growth which examines the current state of the housing market and the urgent need to ramp up supply across the country. The report finds that shortages have created above-inflation house price rises, which is taking a £4 billion bite out of consumers’ pockets every year (£3.2 billion in housing-related costs, and £770 million in transport-related costs), money they could otherwise save or spend in the wider economy. The situation is also holding back many young people from getting onto the property ladder or renting a good home. The report is part of the CBI’s manifesto outlining the business vision for a better Britain and the measures needed to help unleash the potential in the private-sector to drive economic growth, keep the UK on the centre stage of global affairs, and ensure growth can benefit everyone. Among other measures the CBI is calling for is a roadmap for increasing capital spending – once the deficit is eliminated – as a percentage of UK GDP in the next parliament and beyond, an independent body to determine the UK’s infrastructure needs and also to create a goldstandard vocational A Level system. Katja Hall, CBI Deputy Director-General, said: “With conference season around the corner, we need all political parties to put forward election pledges which tackle the UK’s challenges head-on so that we deliver prosperity for everyone not just from next May, but for a generation. “Addressing the chronic housing shortage should be near the top of every party’s to-do list. “A perfect storm is brewing in the housing market. With demographic changes and demand currently dramatically outstripping supply, now is the time for action. “Political parties of all colours have made the right noises on the need for more homes, but without serious action the ambition to own a home will become more and more out of reach to ordinary people. “Our research shows the national housing shortage is taking a £4 billion slice out of consumers’ pockets. “We need a stronger response from politicians who must be ready to take bold decisions from building on low quality green belt land to overhauling Stamp Duty.” To satisfy current levels of demand, 240,000 new homes need to be built a year. However, over 200,000 homes have been delivered in only four out of the last 14 years, whilst in 2010, fewer houses were built than in any year since the Second World War. This gap in demand is pushing up prices, with, on average, a 56 per cent increase in house prices nationally since 2004, and a 90 per cent increase in London. With housing affordability a major political, social and economic issue, the CBI is urging all political parties to commit to increasing supply. Among the measures it’s calling for are: ■ The development of ten new towns and garden cities by 2025 ■ Doubling the number of new homes currently built, to 240,000 a year

■ Reforming Stamp Duty to end its distortive impact on the housing market Other potential areas for action by the next government include: ■ Giving local authorities more power to release low quality green belt land ■ Spending more on capital support for new homes by redressing the balance with housing benefits ■ Introducing fiscal incentives to help older people looking to downsize, or families wanting to extend homes. Setting out its challenge to all political parties, the CBI launches People and prosperity: The business vision for a better Britain. The CBI argues that politicians need to make choices that go beyond the usual political cycle timescales to secure the UK’s economic success in the years ahead, including: ■ Setting out a roadmap for increasing capital spending – once the deficit is eliminated – as a percentage of UK GDP in the next parliament and beyond ■ Establishing an independent body to determine future infrastructure needs and how they should be met without undue delay ■ Enhancing the R&D tax credit to ensure the UK reaps the benefit of the investment in research, innovation and science taking place here ■ Creating a gold-standard vocational A Level system and a shift of emphasis away from GCSEs ■ Setting a target to reduce the gender pay gap by 2020 for the UK to tackle gender inequality in the workplace ■ Locking in recent improvements to the tax system then focus on reforming the distortive business rates system ■ Unlocking the potential of our medium-sized businesses with targeted ideas to improve productivity and increase access to finance to allow them to grow ■ Making the case for the UK staying in a reformed EU and maintain our access to the world’s largest single market ■ Re-shaping the education system to encourage the development of the behaviours and attitudes to help young people succeed. On the CBI manifesto, Katja Hall added: “Our manifesto sets out how all political parties can give ambitious British firms the best chance to invest, invent, export and expand because business underpins our future economic success. “That means tackling the UK’s creaking infrastructure so we need an independent body that can set out a clear vision for major national projects. “In some vital areas we are stuck behind our international competitors with little prospect of overtaking without some hard choices being made. “We must look at how to attract more investment and enhancing the research and development tax credit could be a catalyst for greater innovation and world-leading research. “Progress has been made on putting women on an equal footing to men in work, but if we want to make the most of all in our society, we need more women given the opportunity to get to the top and narrow the gender pay gap.”
