MARKET REVIEW: Seasonal price fall ahead of Christmas traffic surge
A
ccording to Rightmove, there is further evidence of a slowing rate of growth in the property market, with the price of newly-marketed property falling by 1.7 per cent (-£4,542) this month. This is typical at this time of year as those choosing to come to market seek to undercut the prices of other properties to boost their chances of finding a buyer. November has recorded a drop in new seller asking prices in eight out of the last ten years, although the more positive tone of this year continues, with the monthly fall being the smallest for five years and the annual rate of increase climbing to +8.5per cent (+£20,890). Following the most active year for transaction volumes since 2007, average stock levels per estate agency branch are at historically low levels, with an average of 60 properties for sale. This is the lowest number ever recorded at this time of year, with lack of property choice having helped fuel this year’s upwards price pressure. The volume of property coming to market is also slowing down, further limiting supply, and this month sees new listings
down 1 per cent on the same period last year and 15 per cent on last month. While prices are falling in the run-up to Christmas, there are still signs of supply shortages in some parts of the country compared to buyer demand which could push prices up again in 2015. Miles Shipside, Rightmove director and housing market analyst comments: “Selling is more difficult than it was earlier in the year, though the mini-boom experienced by much of the country has hit the pause rather than the stop button. “ Underlying demand remains strong but has been muted by higher prices stretching affordability at the same time as the ability to borrow more to fund those higher prices has been curtailed by tighter mortgage lending criteria. “After an active year it’s a sensible pause and, with the winter months approaching, sellers are hoping a cheaper asking price may spur those scarcer buyers into action. “Given the lowest ever level of property for sale at this time of year and the prospect of higher prices in popular locations in 2015, some buy-
ers may look to start their New Year property search as early as Christmas Day itself.” Those looking to sell in the New Year should take note of activity patterns on Rightmove over last year’s festive period. The data shows a surge in visits to Rightmove starting on Boxing Day and continuing an upward trend during the nine-day holiday period. Boxing Day saw more than 1.3 million visits, a near three-fold increase on Christmas Day, and this rose to more than 2.2 million by the first working day of the year. Sellers who delay marketing until January will miss or delay exposure to this audience of potential buyers. With the distraction of the General Election in May, the spring moving season may be shorter than usual so starting earlier makes absolute sense. Shipside gives the following advice to those sellers planning to come to market in the New Year: “Sellers who wait until after the Christmas break to get on the market will miss the wave of activity from festive browsers who start their search even before the turkey

AN ARCHITECTURAL “GEM”

A
complete crescent - comprising a terrace of four houses dating from c.1840’s has come on to the market for the first time in 50 years. Known originally as numbers 1-4 “Park Crescent”, now re-numbered 2,4, 6 and 8 Cambridge Road, St Marychurch. Until recently, the properties have been hidden behind shrubs in over-grown gardens and flanked by a high wall on their western boundary with Park Road: a hidden corner of Torquay. According to the original deeds, the properties were jointly owned by Sir Thomas George Fermor Hesketh (Baronet), and The Rt Hon William Henry Poulett and The Rt Hon Lawrence Hesketh Baron Haldon and Giles Andrew Daubeny until 1887. However, browsing through Torquay Library’s Local History reference section, a book entitled “An Historical Survey of Torquay” has an interesting entry after a reference to Torwood Manor House. “The Manor House was pulled down in 1843 by Messrs John Tapley Harvey and William Harvey, the sons of Jacob Harvey who had come to Torquay very poor, but who became very successful in building operations and one the first whose enterprise developed Torquay, building Higher Terrace (1811), Park Place, Park Crescent, Vaughan Parade, Beacon Terrace etc. He lived at 5 Park Place, although a large proprietor, and died on January 15th, 1867 aged 84. His sons established here a yard, where their speciality was marble mantelpieces …” (p.226) The entry in “Listed Buildings – Torquay” 23/04/1974 (Grid Ref. SX9166) describes them as: Terrace of 4 houses c.1840’s. Plastered; slate roofs; stacks with grouped, diagonally-set shafts with chamfered cornices. Picturesque Tudor style. Plan: Concave crescent with gardens in front. Exterior: 2 storeys. Symmetrical 13-window front with deep eaves with cusped bargeboards and 9 gables to the front. Chamfered window frames. Central Tudor-arched doorway with moulded spandrels and hoodmould, blocked and converted to window. Flanking windows and 3 first-floor windows in (the) centre have hoodmoulds. Canted ground-floor porches in bays 4 and 8 with Tudor-arched lights and hipped roofs. Windows have tall iron casements, some with lozenge panes, some replaced. Left return has a central gable and is 3-storeys, in a similar style but glazed with 12- and 16- pane sashes. Interior: Not inspected, but may contain features of interest”. Well, the interiors do have some interesting features. First of all there are some magnificent, original marble fireplaces varying from pink, grey mottled and black with white irregular
striations ingrained in the marble. It is likely that the marble came from the local Petitor quarry and, given the connection with Jacob Harvey (mentioned above), were probably fitted by his sons, John Tapley Harvey and William Harvey. All the reception rooms are spacious and elegant, with recesses and beautiful concave covings. All but one of the front, south-facing rooms have their original full-sized, internal wooden shutters, in slim panels, with hinges, which allow them to be folded neatly to the chamfered walls. No. 4 Park Crescent (originally referred to as “Pertabger” in the deeds and subsequently re-named “Fielder House” – which is still on the wrought-iron entrance gates), has a number of intriguing stained-glass windows and a large port-hole shaped window in the rear scullery area, now coverted to a bathroom. The entrance hall and landing have extensive wood panels and at the rear of the property there is an old coach house and stables leading out onto a large orchard. Indeed, one of the Covenants listed when the property was rented to Mr Terence Wightman, the headmaster of St Marychurch C of E Primary School for an annual rent of £104 states: Covenant No. 7 ...“To keep the carriage drive and paths on the said premises, free from weeds and properly gravelled and rolled and the hedges and lawn properly trimmed”. The original name “Park Crescent” is still partly visible – engraved on a stone and mounted in a wall at the entrance drive to numbers 2 and 3, just to the left of a magnificent tree. According to the deeds, the land on which the Crescent was built was on a … “parcel of land formerly part of a field called “Higher Park” situate in the Parish of St. Marychurch and in the Manor of Coombe Pafford in the County of Devon”. There is also an interesting reference to a turnpike road in St Marychurch’s former past (originally called Sancte Marie Cerce). “All that piece of land, part of a garden lately held by Mary Widger, parcel of the Manor of Coombe Pafford, situate in the Parish of St. Marychurch in the County of Devon, bounded by a turnpike road leading from St Marychurch aforesaid towards Shaldon on the West by a passage at the East end of the cottage or dwellinghouse, occupied by the said Mary Widger, on the North by a field occupied by Daniel Woodley, and on the East and by other part of the said garden at the South or Upper, and together with the hedge between the said plot of ground and the said Daniel Woodley’s field, together with the three messuages erected and standing thereon, with the gardens and outhouses and appurtenances thereto belonging situate at the back of the hereditaments next secondly described, and then on late in the occupation of Samuel Robert Frederick
and Mary Kelly as tenants thereof ” … According to the present owner of the Crescent, the site was originally part of an extensive monastery garden, which extended from Park Road to beyond Compton Place – the latter of which, still has a high wall from this period running through the middle of it. Further research of ecclesiastical records could yield more information about this. In addition, according to the present owner - the Mail Coach from London used to come up over Milber from Newton Abbot and tie up the horses in a metal ring, set in the high stone wall near the Park Road entrance to No. 1 Park Crescent, and that the mail for the district was handed in through a window of the property. The metal ring is still mounted in the wall, although very rusty now. There is also an interesting link with Isambard Kingdom Brunel. According to the “Pictorial and Historical Survey of Babbacombe & St. Marychurch Vol. II” p.123 Section 5) Park Crescent, St Marychurch. “This attractive crescent of cottages provided a temporary home for Brunel’s talented, but eccentric gardener, Alexander Forsyth. On Christmas Eve, 1847, Brunel wrote off to find a good “tree man” and in February the following year, Forsyth arrived in Devon with his wife and young family. As yet, there were no buildings on the Watcombe Estate, so it was at No. 3 Park crescent that the Forsyths took up temporary residence. There are some interesting and unusual trees in the grounds, and it seems likely that these were planted by Forsyth while Brunel completed the purchase of his land and negotiated with St Marychurch Vestry, for the closure of two old parish roads running across his estate. However, Park Crescent was no more than a temporary home for the Forsyths. By the end of 1848 the family

no longer appeared in the weekly list published by the “Torquay Directory”. By the time of the 1851 Census, the Forsyths were living in one of the pairs of cottages that now form part of the rear portion of Brunel Lodge at the top of Maidencombe Hill. There Alexander Forsyth was well-placed to supervise his Team, as they progressed with the planting of Brunel’s woodlands along the hillsides. There he drank his favourite beverage of holly-leaf tea and composed occasional quirky letters to the local press and professional journals. Later he moved away to his native North Country to manage a corn-mill, dying in Salford in 1885...
Though suffering now from some over-crowding and neglect, those trees planted by Alexander Forsyth still make a notable contribution to the Devon landscape”. (p.123 in source mentioned above). So, in conclusion, the magnificent terrace of 1-4 Park Crescent have a fascinating historical past and the buildings (Grade II Listed) still contain some great architectural features in a forgotten time-warp of the ancient Parish of Sancte Marie Cerce. leven new homes for affordable rent are taking shape at the former Bradley Mill site in Newton Abbot. Teign Housing and contractor, Galliford Try, demolished the old building that had been unused for several years and fallen into dis-repair. The new block of flats are being built in its place and have been designed to fit in with its surroundings.

Hard-up South West Westward helping residents forced to ration customers keep warm heating this winter W
A
s the cold snap hits, a huge 81 per cent of South West residents admit they’re going to brave plummeting temperatures and ration their heating at home – all in a bid to keep costs down this winter. A UK-wide study commissioned by Radflek (www.radflek.com), revealed that South West households are so fearful of soaring energy costs that 69 per cent will hold out as long as physically possible before switching on the heat. A worrying 38 per cent will wait until ‘bitter’ and literally ‘freezing’ temperatures hit and when they do eventually switch on, half will do so for fewer hours and at lower temperatures, whilst 40 per cent will only heat the rooms they use the most. 62 per cent are also getting ready to make huge sacrifices to save pennies and stay warm this winter. Of these, 15 per cent will cut back on food, whilst others will forego personal luxuries – with 39 per cent scaling back on social lives, 25 per cent reining in holidays and 21 per cent spending less on Christmas presents. Some surveyed even admitted they will cut back on everything, stating: “there’s not much left to cut back on.” Tensions will also mount across the South West as the winter months unfold, with a third having regular arguments over the heating. Whilst a massive 80 per cent think they will be wrapping up in winter woollies at home to take the edge off
nippy rooms, a third admitted to sneaking the heating on without their partners’ and/or housemates’ permission. “This study shows the lengths squeezed households will go to, to keep warm for less – from rationing food to braving unbearably cold temperatures before turning the heating on,” says Radflek’s Managing Director Georgie Croft. “Some even admitted to working in public buildings to avoid footing mounting heating bills. “Whilst people are clearly prepared to go to the extreme to cut back and save this winter, many are still overlooking the small low-cost things around the home that can make a big difference. For example, just by draught-proofing windows and flooring, lining curtains, blocking unused chimneys or fitting Radflek reflectors behind radiators (so heat isn’t lost through the walls) – they could be staying snug for less. “Surprisingly, just over half of those surveyed believe their homes are efficient, which means we’re wasting valuable energy and effectively burning money unnecessarily. It pays to be prepared. This is why we’ve launched the #WinterWarmUp – a campaign to encourage people to prep their homes now for the colder months. Instead of switching off and suffering, we’re urging people to make small but effective changes in the home – so they can save money, cut energy use and importantly keep warm at home this winter.”
