TDA wins prestigious award for ‘Heritage Project of the Year’

THE Phase 2 Restoration of Torre Abbey, delivered by the TDA, won the Heritage Project of the Year in the Michelmores Property Awards. The £5m Heritage Lottery/ Torbay Council Funded scheme was completed within the agreed budget and ahead of schedule, which started on site in January 2012 and opened to the public in July 2013. Built in 1196, Torre Abbey is Torquay’s most important building and is the best surviving medieval monastery in Devon and Cornwall. It has been carefully restored to showcase key periods of its 800 year history and provide an enriching visitor experience with state-of-the-art interpretation tools. Phase 1 of the work at Torre Abbey, also project managed by the TDA and completed in 2008, focussed on solving complex structural problems as well as improving visitor access. The second phase continued the essential fabric repairs but primarily focused upon the interpretation side of the Abbey, incorporating many new features and interactive displays. The Phase 2 project has enabled some previously hidden sections of the original archaeological features to be revealed, with some areas restored to their original condition whilst other sections are preserved as ruins. The restoration scheme and creative interpretation methods explain the significance of Torre Abbey and its collections in an innovative way that appeals to different audiences, which was part of the scheme’s aim to contribute to lifelong learning and widen the participation of local people to connect with the abbey. Another key part of the restoration project was to enable physical access to all parts of the abbey for people of all abilities, and enhance and preserve the two Grade I and four Grade II nationally important listed buildings. The Torre Abbey site comprises structures dating from various periods from throughout the centuries, including the ruined remains of a medieval abbey; buried remains and landscape features including a scheduled ancient monument; Tudor and Regency residential areas, a chapel, a monastic undercroft, ornamental gardens and palm house and a medieval tithe barn called The Spanish Barn for its role in housing 397 prisoners from the Spanish Armada. As well as the architectural features, Torre Abbey houses a museum collection with archaeological and memorabilia finds from the medieval abbey and a fine art collection of regional and local importance, including some nationally important works, donated mainly from Torbay residents. Kier Construction, who won the Considerate Constructor silver award for their work on the abbey, employed local suppliers and operatives wherever possible, including one labourer who worked on the abbey as part of a work experience scheme for homeless people. He has now been taken on as a full time employee. Torre Abbey now contributes fully to the local economy through tourism and employment. As well as delivering a high quality heritage regeneration scheme, the Torre Abbey project has delivered employment and training opportunities for 12 young people trained in building skills; twelve conservation students; three museum studies students; 15 museum staff and 15 people with cognitive learning

It is held on Jubilee Meadows and has a big community involvement. The money raised from this event goes towards the upkeep of the village hall.” Marldon Village has in the past been entered in the “Best Kept Village in the South Hams” and has been runner up on two occasions. The Marldon community will continue to strive for the title of Best Kept Village in the South Hams. This year they are taking on a new lengthsman who will look after the roads and hedgerows”.

THE price of property coming to market this month is up by a national average of nearly £10,000 (+£9,409). This 3.6 per cent rise is the largest ever measured at this time of year and has not been exceeded since April 2002. This pushes the national average to £272,003, a new record high. The market momentum and upwards price pressure continue, and this month have been accelerated by the late Easter condensing the spring home-moving season into the reduced timespan between Easter and the summer holidays. It has been further invigorated by the combination of the Easter and May bank holidays causing a lull in the number of properties coming to market at a time of high demand. Miles Shipside, Rightmove director and housing market analyst comments: “May is a traditionally bullish price rise month, though this year’s 3.6 per cent jump beats the previous May high of 3.2 per cent set in 2002. A late Easter in the heart of the house-hunting season has not only concertinaed the traditional hottest homemoving period by several weeks, but also stagnated seller numbers, further stirring up prices in areas of buoyant demand.” Demand for housing remains strong with email enquiries to agents on Rightmove up by nearly 20 per cent so far in 2014 compared to the same period last year. However, the supply of new properties to market is still unable to keep pace with demand, and whilst earlier months this year saw an encouraging increase in the number of new sellers, this month has seen the number of properties coming to market fall by one per cent compared to April, as the bank holidays affect seller activity. Shipside adds: “In spite of every region having average new seller asking prices higher than a year ago and it being the peak time of year to attract buyers, the lure of bank holiday breaks meant that fewer sellers marketed their properties this month compared to last. The lack of fresh choice will frustrate buyers and lessen their negotiating power in popular locations as pent-up demand continues to be released and more buyers have the confidence and ability to act after years of inactivity.” The annual rate of increase is now 8.9 per cent. This is the highest year-on-year rise since October 2007 when it was 10.4 per cent. While housing market momentum is recovering in all regions, it is London that distorts the national picture and erroneously drives the ‘national house price bubble’ headlines. The new seller average asking price of a property in the capital is up by 16.3 per cent (+£82,893) year-on-year compared to an average 4.9% (+£11,028) in the rest of England and Wales. Shipside observes: “For a bubble to burst you need a sustained drop in demand, yet agents in the capital report a

Gardening Students exhibit at Chelsea Flower Show MEMBERS of the Centre for Appropriate Learning (CAL) Gardening Club have been taking part in a competition to provide plants for a stand at the RHS Chelsea Flower Show – the world’s most prestigious horticultural event. The competition, organised by Miracle-Gro, tasked the pupils with growing a range of plants such as penstemon, antirrhinum, geranium and aster. Although some of the plants failed to achieve the required standard, two

window-box flower displays and some of the antirrhinums have been selected and will be on display to the general public as part of the Miracle-Gro stand at the show. Michelle Milton, Special Educational Needs Co-ordinator and co-organiser of the CAL Gardening Club, is extremely enthused: “We are so very proud of the efforts that the pupils have put into this competition and it is fantastic that their endeavours are being rewarded in the best possible fashion.

This competition is contested by hundreds of schools nationwide so it is a wonderful achievement to be selected. Flower show theme For the first time, a key theme of RHS Chelsea Flower Show 2014, sponsored by M&G Investments, is championing the power of community gardening. Research shows it creates stronger, safer communities; greener, more beautiful neighbourhoods; and regenerates wasteland across Britain. This year is the 50th anniversary of Britain in Bloom – Europe’s biggest community gardening campaign, run by the Royal Horticultural Society (RHS) since 2002 – and in April many of of the 300,000 Bloom volunteers sowed half a million golden, pollinatorfriendly sunflowers to celebrate. ‘Fifty Golden Years of Bloom in the South West’ is a floral spectacle in the Great Pavilion designed by Bloom judge Jon Wheatley. Many of the 600 Bloom groups in the South West contributed ideas to create a true reflection of Bloom’s story. After the show the display will be taken to communities in Scotland in-

For the first time in 30 years, Alan Titchmarsh is designing a show feature, ‘From the Moors to the Sea – a celebration of RHS Britain in Bloom’. Alan has designed the feature with leading garden designer Kate Gould and it will depict the Yorkshire Dales and an Isle of Wight seaside scene. Bloom volunteers will be helping to build the garden. News & Advice MP urges more families First time buyers to take advantage of could make first ‘Help to Buy’ scheme move faster with Help to Buy A DEVON MP has urged more families to take advantage of the Government’s Help to Buy scheme after new statistics released this week show that more than 25,000 families have benefited from the scheme in its first year. The initiative, launched in April 2013, provides an equity loan of up to 20 per cent so only a five per cent deposit is required to secure a 75 per cent mortgage. Although originally only applying to newly-built homes, older homes are now also included through a mortgage guarantee. Central Devon MP Mel Stride said: “Banks and building societies were criticised for their role in the recession by offering mortgages with low or no deposits which left home owners in negative equity when house prices dropped. “As a result, most lenders now want at least a 25 per cent deposit, which means young people are now needing to save ÂŁ30,000 or more for their first home. “I applaud the Government’s commitment to helping young people to get on the housing ladder and urge anyone who can afford monthly mortgage repayments but

FIRST-TIME house buyers in Dawlish are missing out on buying their dream homes as they continue to save large mortgage deposits. A survey, by One Poll, has revealed that more than 60 per cent of first time buyers believe they need to save more than a 20 per cent deposit when in reality they need just five per cent with Help to Buy. Commissioned by housebuilder Barratt Homes, the report highlights that buyers continue to be misguided and believe that substantial deposits are needed when buying a property. Barratt sales director Lee Monk said. “The government’s Help to Buy scheme has been in place for a year and while it has been hugely popular our findings show that many potential homebuyers are still missing out on the opportunity to buy their dream home.� In addition to this, the survey also highlighted that almost half of first time buyers were still under the impression
