Exactly a decade on from the Barker Review of Housing Supply that warned that at least 210,000 private homes a year were needed in England to avert a housing crisis, the scale of the housing shortage has become apparent. Based on Kate Barker’s original estimates and population changes since then, a new report from the Home Builders Federation now estimates that: ● Achieving Barker’s objective of ‘Reducing the long-term trend’ and gradually pricing households back into the market will now require 260,000 private housing starts ● Achieving Barker’s most ambitious objective of ‘Improving the housing market’ will require 320,000 private sector starts per year – three times the number completed last year and a figure achieved in only four years since World War II ● Even achieving the least ambitious of Barker’s three objectives, to slow down the rate at which households are priced out of the market, would require more than 200,000 private starts per year – a figure last achieved in 1973

Denise O’Leary finds out how the extension of the second phase of the Help to Buy scheme will help Plymouth movers... THERE are differing political opinions on the wisdom of the Government’s Help to Buy Scheme which was extended in the April budget to run until 2020 but what cannot be denied is that it has enabled several thousand people to either get a first step onto the housing ladder or move up to the next level. Experts seem divided. Some analysts have criticised the initiative, blaming it for an artificial inflation in house prices and fearing it will create a housing bubble. But others feel it has given the market and house buyers some much needed help and also boosted a flagging construction industry. The first phase of the scheme is aimed entirely at first-time buyers purchasing new properties enabling them to buy a home with a five per deposit, obtaining a further 20 per cent loan from the Government which is initially interest free. After five years the balance of the loan is charged at 1.75 per cent interest, with that level gradually increasing. So far it is estimated that the £3.5 billion scheme has enabled around 7,000 people across the country to purchase their first home. The introduction of the second phase of Help to Buy caught the industry unawares when Prime Minister David Cameron unexpectedly brought it forward last autumn to coincide with party conference season. At first it was slow to catch on, not least because even those approved for one of the mortgages on offer were not able to obtain the funds until January. This scheme is available to those wanting to purchase older properties, and is available for those wanting to move up the housing ladder as well as for first-time buyers. The Government doesn’t lend them any

money but provides a guarantee to mortgage providers for up to 15 per cent of the loan and again borrowers only need a five per cent deposit. As a growing list of lenders joined in the initiative it seems to have gained in popularity and more deals are being done – although in the Plymouth area local pundits are still saying that one of the biggest obstacles to people taking it up appears to be that not enough people understand that it is available to them. Another difficulty is a lack of supply of houses for sale with people still reluctant to put their property on the market. Either way, George Osborne’s announcement that the Help to Buy Scheme is being extended to 2020 is being welcomed because it offers a degree of stability. “It means that people can have a goal in sight,” said Chris Knapman of The Mortgage Guy at Plympton. “It gives them an attainable target, something that they can realistically aim for. “Previously it seemed impossible to try and save £20,000 or more for a deposit so they had no incentive to start trying, now they are thinking that they actually can manage to save enough for a deposit so they are giving it a go. “There is a definite momentum for the scheme building now. We are doing more and more deals each month although that is predominately for first-time buyers and I think the main reason for that is that people don’t know enough about way the Help to Buy scheme works and that it is open to people moving up the property ladder. “They need to come and speak to the experts and find out what opportunities there are and what is on offer to them. “A lot of people lost equity in their last property when prices fell and even though the

values are now creeping back up again they also have to factor in the cost of moving which can be £6-8,000 with things like fees, removal costs and Stamp Duty. The Help to Buy scheme could make it possible to purchase that larger house they want for their growing family.” Russell Brighton of Connells First Time Buyers Centre agrees that there is not enough understanding about the way the Help to Buy scheme operates and the fact that it is available to those purchasing their second or even third property. “People who bought at the peak of the market found themselves in negative equity but are now finding that the value of their property is restored and are now in a position to move up the ladder and get the bigger home that they require,” he said. “But they have to take into consideration the cost of moving and it is putting them off. Not enough people are aware of the Help to Buy scheme but that is improving. “I have been in this business 20 years and what we want to see is a return to the normal steady, stable market with gradual increases in prices of two to three per cent. “One of the biggest problems we have at the moment is a lack of supply because people are holding back from moving. “The main reasons for people putting their houses on the market are still death, divorce and debt and we need to see a return to the way things used to be when people moved up the ladder as their circumstances changed or improved but things are getting better. “The market has improved for three main reasons. There is a general confidence returning to the economy and this is starting to encourage people to either buy or move. “There is also a pent-up demand from people who were waiting for the economy to improve and to feel secure in their employment and the third reason is the Help to Buy scheme. “Towards the end of last year we saw a definite improvement in the market at a time of year, between October and December, which is traditionally much quieter and I think that this will continue.” Paul Preen of Lang and Co in Plymstock agreed that the biggest obstacle to a return to a stable market at the moment is a lack of supply. “There is no question that we have definitely seen an upturn in sales and the Help to Buy scheme is part of that but our biggest problem is that we don’t have enough properties to meet the demand,” he said. “We are particularly short of properties for first-time buyers. “It is becoming easier to get a mortgage now and with the Help to Buy scheme more people are saving enough for a deposit but they are finding it hard to find what they want. “We don’t have so many properties for firsttime buyers in the PL9 postcode where our office is based but we are also lacking a good supply of properties for those making their second or third move.”

Moving On Sales and Lettings was founded in 2004 by Martyn West and Paul Curtis. As experienced estate agents, with more than 30 years in the industry between them, they decided to strike out on their own after they became disillusioned with corporate agencies. Paul Curtis said: “After both working for large agencies for more 10 years we felt that the personal service had been lost within the industry. “Clients were becoming numbers and after-sales service was becoming almost non existent. “The roles had changed – we were being paid for just booking viewings (which still goes on and wastes owners’ precious time), taking properties on to the market and

recommending conveyancing companies that we had no faith in.� Martyn and Paul realised there was a gap in the market for a more personal, independent estate agency. Martyn said: “When the opportunity arose we jumped at the chance to make a fresh start offering a more personal, friendly, professional and honest service in Plympton and the surrounding areas. �We are now able to focus our attentions on giving local people a service they’re looking for and continue to grow our business. “In 2007 a new venture within the business, Moving On Lettings, was started by Kate Schuttkacker and Miacalla Deller and to this day we still work very closely, offering tenant find and full management service to the Plympton and surrounding areas.� Martyn said the Plymouth property

market was showing positive signs of recovery. “Since the turn of the year we have seen a definite upturn in the market with some increases in prices, especially those properties that are presented to a high standard. The property market still has a positive look to it, however, things may change should interest rates rise as the Bank of England expects them to. “It still appears, however, to be a great time to buy – everyone knows that whatever happens in the short-term, the likelihood is that to invest in bricks and mortar is always going to be positive in the long run.� After 10 years in the business, Martyn and Paul haven't lost any of their enthusiasm for the job: “We both have growing families in the Plympton area. “When you live in the area that you work it must be for a reason. “Even now, 10 years on, every day still

brings new challenges and new people. “You must either enjoy it or be mad – and I don't think either of us are mad!� Moving On Sales and Lettings has seen many changes in the property market since its establishment a decade ago. TTrading rading oonn ttheir heir rreputations eputations THERE can’t be many who haven’t had a bad experience with tradesmen – and, yes, let’s face it, it’s usually men because tradeswomen are pretty thin on the ground. Problems can range from the relatively minor but extremely annoying, such as not turning up and not telling you they’re not turning up, to the much more serious, such as abandoning the job halfway through, leaving you thousands of pounds out of pocket and with a home that may not even be habitable. Yes, it is definitely hard to find a good tradesperson – even the ones who are good at their jobs can often be unreliable or unwilling to answer their phone when you need them. Thankfully though, there are ways to find better ones. It’s no secret that the best way to find someone who’ll do a good job is to get a recommendation – however, this doesn’t necessarily follow when it’s a recommendation from another tradesperson. While your plumber may know a good electrician they’ve worked with before, for example, be wary – it might just be a case of them trying to get a mate some work. I’ve had some bad experiences of this lately, resulting in me employing unreliable, incompetent and work-shy tradesmen (and even one who had serious psychological flaws and wasn’t afraid to show them!). Recommendations from a former customer, or from your own friends, colleagues and neighbours, are more reliable, but if no one you know can suggest the person you need, where can you turn? An architect, if you’re using one, should have contractors they use regularly and will be happy to get quotations from. Depending on how much you want the architect to do (and how much you want to pay them), they will often be able to manage the project and the contractors for you.

A trade body, such as the Federation of Master Builders (www.fmb.org.uk) or the Federation of Roofing Contractors (www.corc.co.uk), can also be a good place to start. Many trade bodies have a section on their website where you can search for members. There should also be an explanation of what qualifications members have, the code of practice they’ve signed up to or the undertakings they make, etc, so you know what to expect. For some jobs, it’s essential to check the tradesperson belongs to the professional body they claim to. For example, if you need someone to work on a gas appliance, by law they have to be a member of Gas Safe Register. You can check someone’s credentials at www.gassaferegister.co.uk and also search for members near you. Gas Safe Register members can self-certify their work complies with building regulations, and this is useful with other trades, too. It means you don’t have to employ a building control or approved inspector (unless it’s a job only they can sign off) to confirm that the contractor’s work complies with building regs, as the contractor can do it themselves and, crucially, can issue a certificate to confirm this (which you’ll need when you sell your home). While this isn’t necessary for all jobs, it is for some, including a lot of electrical work. Many electricians who can self-certify their work belong to NICEIC, and their website – www.niceic.com – is particularly useful because it has a ‘Householder Wall of Shame’ page, which lists companies trying to pass themselves off as NICEIC members when they’re not. Always check!
