How have the first six months of 2014 been for agents and the local market? Denise O’Leary finds out MEASURES announced by the Governor of the Bank of England, Mark Carney, to restrict mortgage lending and diffuse a booming house market have captured the headlines in recent weeks. But talk of ‘house-price bubbles’ and a steady stream of statistics revealing increases in property values present a rather distorted picture of what is happening in the local market. While there has undoubted been a recovery in house prices with values starting to climb steadily upwards again things in Plymouth are very different to what is happening in London and the Home Counties. “These are two totally different markets,” points out Roger Punch of the local office of Stags who is also the local spokesman for the RICS (Royal Institution of Chartered Surveyors). “I was in London recently and the market here is nothing like it is there. “It is not just a case of foreign buyers coming in and stoking up the market – ordinary properties being bought by ordinary people are escalating in price at an alarming rate. “The only relevance that has to our local market is there are some people who are using the increased equity in their property in London to buy second and holiday homes down here. “But what is certain is that confidence has returned to the market here as Plymouth is Good family homes in St Judes, Peverell, Beacon Park, Hartley and Mannamead, pictured, are very much in demand and will sell
increasingly being seen as a good place to live and eventually there will be a migration here which will push prices up still further.” He says that one of the main issues that has led to an increase in prices is the lack of new housing stock, particularly a lack of new building, which has led to a shortage of supply. “It is overall a much better market although our single biggest problem is still the lack of new instructions coming to the market and that is creating a supply and demand problem,” he said. “People are still being very cautious and we definitely need more properties to meet the demand. “People are waiting until they find something to buy before they put their house on the market and that becomes a self defeating scenario because very often the property they want to purchase has sold before they have been able to find a buyer for their own. “You build a wall from the bottom up and it is much better to get your house sold before you start looking for your next property.” A shortfall in supply was also highlighted by James Clarke, managing director of Lang and Co in Plymouth. “The first six months of the year have seen a steady improvement in the market but our biggest issue is still a lack of supply – particularly in the £150-250,000 price bracket,” he said.
“Good family homes in St Judes, Peverell, Beacon Park, Mannamead and Hartley are very much in demand and will sell and sell well. “We are also noticing that properties in the £450,000-plus price bracket are also starting to sell more quickly. “Demand is continuing to rise and as a result prices are also starting to creep up because we are not getting enough instructions to meet it. “It is more difficult for first-time buyers because of the new mortgage restrictions but it is still a very healthy market. “We don’t anticipate a huge change when interest rates go up as it will only be a small amount and won’t make a great deal of difference.” Mr Punch says that new mortgage restrictions are also having a knock-on effect in making it longer for transactions to be completed as there is a delay in finance coming through and as the market has recovered and their workload has increased the legal profession are also taking longer to process transactions which is adding to the problem. Paul Curtis of Moving On says he remains very positive and upbeat about the future. “We are very different from the London market but it has been a good half a year and the market continues to see steady growth,” he said. “It has been a good gradual, steady market for the first half of the year and we can only see that continuing. “People realise that the interest rates are going to go up sooner or later and because of that they are being more cautious which is not a bad thing. “The new mortgage regulations have also made it more difficult for first-time buyers but overall it is quite a healthy market and we have no reason to anticipate anything different as the year progresses. “We aren’t going to get too excited, and we remain realistic but overall I think we are optimistic about the property market and the way things are going.” As we reported last week properties in Plymouth remain excellent value for money with values slightly below the national average but they are now back to pre-recession levels and as the market and economy continue to recover experts have no reason to doubt that they will continue to climb. Initiatives such as the Government Help to Buy scheme have helped to generate more sales but until construction levels increase to keep pace with the growing demand and the number of properties being put up for sale stays low there will continue to be a supply problem. “Our housing market has long been weakened by a lack of new houses being built and that will force up house prices,” says Ruth Davison, director of policy and external affairs at the National Housing Federation. “This will leave many people struggling to get on the housing ladder.”

The average worker will need a 150 per cent pay rise if he or she is not to be ‘Priced Out of Rural England’, says the National Housing Federation. It claims people living and working in the countryside are being pushed out as house prices in rural areas soar, second homes lie empty and populations become older and more vulnerable. Figures released by the Federation to mark Rural Housing Week show that on average, house prices in rural areas are 11 times the average salary, meaning potential home-buyers working in these areas would need to see wages rise by a staggering 150 per cent to afford a home. Almost half of the 50 most unaffordable
places to live in England outside of London are in rural areas. House prices in these areas are between 13 and 20 times the average salary. PORE workers in rural areas have actually seen wages rise at a slower rate than the rest of England in the last decade, by 21 per cent compared to 24 per cent in the rest of the country. Adding to housing woes in rural locations, a shortage of the right kind of properties is pushing up prices, says the Federation. Increasingly, families are feeling forced out of their local areas as more buyers seek second homes in desirable countryside areas which are often left empty outside the tourist season, putting pressure on local economies. In some areas like the South Hams, as many as one in 10 properties is a second home. At the same time, the number of over-65s

Huge demand for properties by the water WATER appears to have a magnetic appeal for property owners, with homes beside the many rivers, estuaries and varied coastline of the South West peninsula often commanding a high premium. For some it is enough simply to have a fascinating view, but for many the ultimate goal is to be able to both look at and enjoy the rich variety of leisure pursuits which waterways provide. Top of the list has got to be messing about in boats, particularly those of the sailing variety, but surfing is also an extremely popular pastime and there are a host of other waterrelated activities including windsurfing, jetskis, wakeboarding, kayaking, canoeing, fishing and of course plain old-fashioned swimming. Some of the biggest demand for waterside properties appears to come from incomers who are moving into the area simply because of the many opportunities and amenities for water sports they know they will find here. Those of us fortunate enough to live in and around the city of Plymouth are never more than a few minutes away from the sea or a river but many fear that actually living at the water’s edge will be prohibitively expensive.

Mountbatten also has a great sailing club. And then there are little-known places such as Manorbourne and Andern near Down Thomas and Wembury, hidden gems around Plymouth which offer a wonderful quality of life. In a maritime city like Plymouth the opportunities for water sports are many and varied and getting close to the water’s edge need not always be as expensive as you fear.

Payday loan borrowers are finally paying the price for a lack of competition in the market, according to a watchdog. Vicky Shaw reports...
CMA proposes a comparison website for the payday lenders
For consumers to have real choice in the payday loans market, they need more responsible short-term credit options, not just the ability to choose between existing providers
■ ACCORDING to new figures from the Council of Mortgage Lenders (CML), the typical home loan taken out by a first-time buyer reached a record high of £121,500 in April. The affordability of a loan by people taking their first step on the property ladder also “worsened fractionally”, with this sector typically borrowing 3.42 times their gross income compared with a multiple of 3.41 in March. The data could add to concerns that some people are stretching their borrowing for fear of missing out on their chance to get on the property ladder as house prices continue to pick up. New figures from the Office for
National Statistics (ONS) also show that first-time buyers face having to pay 10.7 per cent more to get on the property ladder than they did a year ago, with the typical starter home now costing £199,000. However, the CML has said that current low interest rates mean that first-time buyers’ payment burdens remain relatively low for now, with their mortgage repayments, including capital and interest, typically representing around 19.4 per cent of their gross income. In parallel with the typical first-time buyer loan reaching a new peak, the average income of a first-time buyer household has also jumped to the highest levels ever recorded by the CML, with the new figure standing at £37,000.
THE £2.8billion payday loans industry is undergoing an investigation to discover what potential benefits consumers could gain if certain steps were taken to inject more competition into the market. While the full report won’t be out until later this year, the Competition and Markets Authority (CMA), which is carrying out the probe, has just released a snapshot of the problems it’s uncovered so far – and what it proposes to do about them. The watchdog estimates that the typical payday loan customer pays up to £60 a year over the odds because of a lack of price competition in the industry. Part of the problem is that borrowers often focus on how quickly they can get the cash rather than the overall cost. To make it easier for people to shop around to get the best deal, the watchdog is proposing that an independent price comparison website should be set up. This would present someone looking for a short-term loan with a table of possible lenders and the overall costs involved, specifically tailored to their needs. The CMA also suggests lenders should be forced to clearly tell a customer up front what the total cost will be if they fail to pay back their loan on time and give out periodic statements showing the long-term cost of their debt. Other possible measures include clamping down on lead generators, and these are “middlemen”, who sell customer applications to the highest bidder. Some customers mistakenly believe they are actually the loan provider. The CMA is therefore proposing that lead generators should explicitly spell out their commercial relationship with lenders. The size of the payday loan sector has grown so rapidly in recent years that the total savings from implementing these changes could collectively save consumers more than £45 million a year. Whatever is decided in the final report, the one thing that seems clear is that consumers’ need for shortterm loans isn’t going to die down any time soon. Simon Polito, chairman of the payday lending investigation group and CMA deputy panel chairman,

As the Consumer Prices Index (CPI) measure of inflation fell to 1.5 per cent this week, Moneyfacts said the situation marks an improvement compared with this time a year ago, when there were no savings accounts at all on the market, including Isas, with rates which could offset the eroding impact of inflation. ■ ALMOST half (47 per cent) of Britons admit to having “yo-yo”
habits when it comes to money, by splurging one minute and saving the next. The research among more than 2,300 people by investment specialist Standard Life found that people living in Wales were the most likely to indulge in such practices, while those living in the North East were the least likely. Julie Hutchison, personal finance expert at Standard Life, says: “Knowing that so many Brits yo-yo when it comes to money is slightly worrying. “But it’s also encouraging to know that these same people can be savvy cost cutters when they want to be.”

For example, Gillian Guy, chief executive for Citizens Advice, suggests it’s time for banks to start offering “responsible micro loans”. “For consumers to have real choice in the payday loans market, they need more responsible short-term credit options, not just the ability to choose between existing providers.” However, in its provisional findings, the CMA suggested the generally negative reputation of the payday loans sector puts some financial firms off entering that market. Further clampdowns on the sector will keep coming though. The Financial Conduct Authority (FCA), which has a remit to put consumers’ interests at the heart of what it does, will launch a consultation this summer to look at what level the overall cost of a payday loan should be capped at. And from this month, payday lenders will have to include risk warnings on print and television advertising. Payday firms will also be banned from rolling over a loan more than twice and they will only be able to make two unsuccessful attempts to claw money back out of a borrower’s account by using a recurring payment. The FCA took over regulation of the sector in April and it has previously said it expects around one quarter of payday firms will find its higher consumer protection standards too tough to meet, forcing them to quit. Certainly, this “hands on” approach by the regulators already seems to be having a strong impact. According to analysis by the Financial Times, at least one third of the UK’s 210 payday lenders had failed to apply for permission to operate under the new regulatory regime.
