Long-term fixed deals popular with borrowers RECENT research suggests that the number of 10-year fixed-rate mortgages available has more than doubled during the past month, as the prospect of rate rises in the future tempts borrowers to lock in their deals for the long term. Figures show there are currently 51 different deals on the market offering fixed interest rates for 10 years, up from just 22 in October and only 12 a year ago, according to Moneyfacts. As an added bonus, the cost of the deals has also fallen during the past month, dropping from an average of 4.98 per cent in October to 4.33 per cent. While there are no official figures showing how many borrowers are opting for 10-year mortgages, it suggests the loans are growing in popularity. Chris Knapman of The Mortgage Guy, said: “In last few months we’ve had a lot of people asking about five- or 10-year fixed-rate mortgages. “We’re here educate people to help them make an informed decision about the type of mortgage that suits them. “Pretty much everyone goes for fixed rates at the moment, as they are at an all-time low right now. “Long-term fixed mortgages are extremely popular, but we find that five-year deals are more popular than those that run for 10 years. “Obviously, a lot can change in 10 years regarding people’s personal situations. “We try and alleviate any concerns people may have by discussing it with them giving them the pros and cons of short-term fixed versus long-term fixed.” You need to think carefully about every aspect, from the rate you’ll pay to the terms and conditions of the mortgage. But if you’re seeking long-term security over your mortgage payments, then a five- or 10-year mortgage could be worth considering. Mr Knapman continued: “A year is a long time and a lot can happen. We also explain the downsides of taking out a five- or 10-year mortgage deal. “For instance, if you were to borrow £100,000 at three per cent, in two years’ time the top-up rate might be 4.99 per cent. The top-up rate is nearly always more expensive. “The top-up rate doesn’t always run in line with what you’ve got. “You may have three years left on the five-year deal and the top-up may be offered on two years only, so at some point one part of the mortgage will be on a variable rate waiting for the other part to catch up. It isn’t always in sync with the five-year deal. “At the end of the fixed-rate deal, people would automatically fall on to their variable rate. “However, we always call clients three months before to try and stop them going on to variable by offering them a new deal.”

Estate agents in Plymouth have praised the decision to change the stamp duty system. Andy Pyle finds out more... THE ANNOUNCEMENT about major stamp duty reforms must have come as music to the ears of Plymouth’s house-hunters. During his Autumn Statement, chancellor George Osborne revealed major changes to the system which will affect most of the country's property buyers. Under the old stamp duty system, there was a tax of one per cent on any homes worth between £125,000 and £250,000, and from three per cent upwards on properties costing between £250,001 and £500,000. The jump from one to three per cent on stamp duty had been criticised and in his statement, Mr Osborne described the system as “badly designed”. Speaking about last week’s announcement, Mr Osborne said: “The system I introduce today replaces a badly-designed system that has distorted our housing market for decades. “It reduces the stamp taxes for 98 per cent of people who pay them in this country. It increases the taxes on the most expensive two per cent of homes, but only asks people to pay that tax when they buy the house and they have the money.” Unlike Labour’s proposed ‘mansion tax’, people who already have expensive properties will not be forced to pay a new annual tax for the privilege of owning them. Julian Partridge, a partner at Julian Marks in Plymstock, explained: “The new stamp duty rates at different band levels will only apply to the part of the property price that falls within that band, so there will no longer be a huge jump in Stamp Duty. “For instance, on a property costing £500,001,
under the new rules, no tax will be paid on the first £125,000 of a property, followed by two per cent on the portion between £125,000 up to £250,000, and five per cent on the portion between £250,000 and £500,001. “The five per cent band covers the portion from 250,000 to 925,000, 10 per cent is charged on any amount over £925,000 up to £1.5 million, and 12 per cent on everything over that.” His partner at Julian Marks, Mark Flynn, added: “If anyone has any questions they can call Julian Marks Estate Agents (01752 401128) and they will be able to advise. “Plus, HM Revenue and Customs has set up a special online calculator (www.hmrc.gov.uk) which enables property buyers to work out the exact amount of stamp duty they will have to pay for residential and non-residential properties.” Under the old system, a property costing £275,000 would have attracted £8,250 tax. Under the new system, it would be just £3,750. Roger Punch, of Stags on North Hill, admitted it was welcome news for those looking to dabble in the property market and that it would provide a spark to the city’s economy. “I think this announcement is going to be massively beneficial,” he said. “It reduces the cost for nearly everybody. If you are buying a £140,000 house, which is the average amount for a first-time buyer in Plymouth, you were paying £1,400 [in stamp duty] but now you will be paying £300. “It is very welcome news and will certainly stimulate the market.”
Jason Hooper, manager of Luscombe Maye’s Yealmpton office, said: “The chancellor has certainly pulled a rabbit from the hat by changing the stamp duty system, which I am sure will be popular with the 98 per cent of potential home movers who could be better off as a result of the changes “Some observers comment that the system has become fairer, with vendors of property near to a million and above paying more. “Already we are being contacted by a number of potential clients now thinking of entering the market. “This has to be a good thing as it is important for the market to have a good level of stock which, in turn, will add more property to the market and add further choice to the consumer. “I consider this move will prove to be a popular decision by the Government and help our local market grow in a positive way.” Jeremy Blackburn, head of policy at the Royal Institution of Chartered Surveyors (RICS), added: “Finally we see long-overdue reform to the stamp duty tax system – described by the Chancellor as the most damaging tax of all. “Time and time again RICS has called for these changes to stamp duty structure, which now mean 98 per cent of house buyers will benefit. “These changes reduce distortion and ensure those at the top end of the market contribute fairly, while those at the bottom will be given a fairer chance to get on the ladder, cutting out ‘dead zones’ in the market.”
Warm up with a wood burner SNUGGLING up in front of a real fire is what winter is all about, but a wood-burning stove is often better than an open fire. Here are some tips to fitting and using your own burner. ■ As great as open fires are in many ways, they are not very energy efficient, at only around 20 per cent. Wood-burning stoves are much more efficient, at around 70-90 per cent, so you get all the benefits of a real fire without most of your money going up in smoke. ■ As well as the wood burner itself, remember to factor in the cost of installation, accessories and any necessary building work. However, your wood burner should start saving you money straightaway by
reducing the need to have the heating on. If your home has an openplan layout, or you keep the internal doors open so the stove does more than just heat the room it’s in, you should save more on heating costs. ■ The installation of a wood burner must comply with building regulations, and the easiest way to do this is to use a qualified fitter. HETAS-registered installers deal with wood, solid-fuel and biomass domestic heating appliances and can self-certify that their work complies with building regulations, so it’s safe and legal. ■ The chimney may need to be lined before the wood burner can be installed.
Homes dating from the mid1960s onwards should have had a concrete or clay chimney liner fitted when they were built, but get a qualified installer to check out the chimney, whatever the age of your home. There are lots of benefits to having a chimney lined, including better energy efficiency. ■ Wood (as long as it’s sustainably sourced) is a more environmentally friendly fuel than oil or gas. Freshly cut wood contains a lot of water, so you have to dry it out (season it) before you can burn it. This can take as long as three years. You can buy wood that’s already seasoned, or you can season it yourself, using a log store.

Dove House steeped in history DOVE House, a Grade II Listed Victorian House, on the outskirts of the hamlet of Membland, has an interesting history. Membland formed part of the original estate of the banker Edward Baring, later Lord Revelstoke.
