Beware ‘stealth tax’

TV’s Downton Abbey voted as ‘the ideal place to live’ WITH Downton Abbey back on our TV screens, it seems that people in Plymouth not only love the period drama – but would also love to live in the stately home where the series is set. Research from Barratt Homes reveals that almost a fifth of people would choose Downton Abbey as the ideal place to live – way ahead of the prospect of living in streets made famous by Emmerdale, EastEnders or Coronation Street. In fact, the One Poll study shows that more people would like to live in the jungle than in Albert Square. Lee Monk of Barratt said: “People are discerning when it comes to choosing where to live, and it’s no surprise that the glamour of a castle or the beauty of a rural location came out as the most popular.” However, Lee says what while Downton Abbey may sound ideal, it doesn’t fulfil all priorities for those really looking for a new home. What chance is there of the Government reforming the Stamp Duty system? Denise O’Leary finds out more... YOU’VE done all your sums, got your mortgage in place, scrimped and saved to get the biggest deposit you can muster and found the house of your dreams which appears to be within budget. But have you factored the dreaded Stamp Duty into the equation? Because if the property in question costs £250,000 or more you will find yourself landed with an additional bill for upwards of £7,500 and for many wishing to climb the property ladder, that can be a deal-breaker. Stamp Duty has been called a ‘stealth tax’ and an ‘unfair penalty on mobility’ because just at the time when you need cash the most, along comes HMRC to divest you of a sizeable lump of money. Under the current system, properties beneath £125,000 are exempt from Stamp Duty (although rising prices mean that only a handful of homes will fall into that category). Between £125,000 and £250,000 the levy is one per cent, but the moment you pay a penny more than that figure, Stamp Duty leaps to three per cent. At £500,000 it increases to four per cent, more than £1-million it rises to five per cent and anything in excess of £2-million will incur duty of seven per cent. Many argue that if you can afford to pay the top prices you will barely notice the tax, and there has even been talk of a mansion tax on properties valued at more than £1-million. But for the majority of buyers whose dream home sits at the lower end of the scale it can mean the difference between being able to afford to purchase a larger home for their family, or not. And the escalating cost of property now puts a EXTRA CHARGE: When saving to buy a house, make sure you have factored Stamp Duty into the equation

A variety of campaigns have been mounted to urge the Government to reform the system, but the majority of agents in the Plymouth area remain doubtful that there will be any changes for the foreseeable future, especially while Stamp Duty remains such a lucrative revenue earner. “It just isn’t going to happen,” said Mark Flynn of Julian Marks. “We have talked about it for years and years and absolutely nothing happens. “Obviously, it would be something that would really make a difference and really help a lot of people and help the housing market in general, but it’s not on the agenda for the current Government and nobody has suggested introducing it in the future, so I have absolutely no expectations that it is going to happen and, if anything, I am tired of people suggesting it will. “There isn’t even a glimmer of light on the horizon so we just have to carry on the way that we are. “I should imagine with the average house prices in London being what they are, everybody is paying at least the three per cent duty and the Government is raking in the proceeds so I can’t see it making any changes any time soon.” Campaign group Stamp Duty Reform UK argues that the way the tax is structured it is a barrier to a full recovery of the UK Housing Market. “It pushes the cost of moving to a level most people just can’t afford,” they say. “It’s the number of sales that indicate a healthy market, not dramatically rising prices.” They say that the artificially high prices in the

London area – boosted by large numbers of foreign buyers – are masking the fact that the housing market in the rest of the regions is still fragile. The Council of Mortgage Lenders has also argued for reform of Stamp Duty, or Stamp Duty Land Tax to give its correct title. They say that it is anticipated the tax will bring the Government around £5.9-billion this year and quote the Mirrilees review published in 2010, which describes it as “highly inefficient and discouraging mobility”. “We have long advocated fundamental reform of residential Stamp Duty and in particular the removal of the slab structure,” they say. “This creates distortions in house prices at the points at which higher rates of duty come into effect.” James Clarke of Lang and Co in Plymouth confirmed that this is often the case. “It causes real problems because often a house which is worth £265,000 will be put on the market at just under the £250,000 threshold in order to avoid the extra Stamp Duty which puts people off,” he said. “In the past people tried to find loopholes or ways around paying, such as including fixtures and fittings at around £10,000, but HMRC has really cracked down on that now and solicitors are understandably very reluctant to get bogged down in all the paperwork involved as you now have to itemise everything that comes with a sale. “There was a time that £250,000 was a very expensive home, but it is now the price you will pay for an average family house. “The trouble is that once you move up to that level you find yourself having to pay an extra two per cent in Stamp Duty which can be crippling. “The whole system needs reviewing to make it fairer and more reasonable for the ordinary house buyer.” Stuart Millington of Millington Tunnicliff agreed. saying: “I think it would be a fantastic idea to reform the Stamp Duty system and it is something I have been advocating for ages. “There is no doubt that it would be much fairer if they phased payments more gradually, creeping upwards from one to one-and-a-half per cent, then two and two-and-a-half per cent and so on, rather than this huge leap from one per cent to three per cent as we have now. “It makes it very difficult because properties which fall into that price bracket cannot be properly valued. Houses worth £260,000 to £270,000 are put on the market at £250 000 to avoid the huge leap in duty. “I would really relish a change to the system which would be fairer and which would give a much more balanced market. “The current pricing structure makes people think twice about moving up the housing ladder. But I just can’t see reform happening.”

If radiators have cold spots, this could be evidence of air in the system. Bleeding them will help them to work more efficiently; this can be done by turning the system off and then turning the radiator key until the air stops and water runs

consistently. Bleeding the radiator may result in pressure dropping. If you have a pressure gauge, make sure the boiler is at the right pressure and top up as necessary. ■ Block out the breeze. Make sure all of your windows and doors are sealed properly to prevent any warm air from escaping. ■ Look after your boiler. Make sure it is in full working order before the winter freeze sets in. ■ Protect your hot water supply. Wrap up your water tank and insulate pipes to conserve heat and save money. ■ Unblock your gutters. Any build-up of leaves, litter or dirt could lead to water damage. DEMAND in the south of England’s industrial property sector is driving construction growth, according to the latest UK Royal Institution of Chartered Surveyors (RICS) Commercial Market Survey, with 51 per cent more respondents reporting a rise in demand. In the latest survey, 39 per cent more surveyors reported a rise in demand across all office, retail and industrial properties in the south of England, with industrial and office properties in particular demand. In line with this, office rental expectations during the next three months showed a particular increase, with 44 per cent of respondents now expecting office rents to rise over the next three months, although it was in the industrial sector where there was the highest proportion of investment enquiries, with 42 per cent of respondents reporting a rise. The picture across the UK appears increasingly upbeat, with the firmer tone spreading beyond the capital as the economic expansion gains greater traction. This is being reflected in rental expectations, which are now in positive territory in all parts of the country in the office and industrial sectors. Retail remains something of a laggard with a flatter rental trend away from the more dynamic parts of the market. For the next 12 months a net balance of 71 per cent surveyors are forecasting an increase in all commercial market rent levels in London across all segments of the market, compared to 36 per cent in the north of England. Alan Treloar, head of commercial agency at Vickery Holman Ltd in Truro, said: “The limited supply of new instructions coming on to the market across all sectors means increasing confidence cannot be fully converted into more deals. “This may have a modest positive impact on prices and rents being achieved, but the recovery in the far South West is still far from complete.” RICS chief economist Simon Rubinsohn added: “The results provide further evidence that the economic expansion is becoming more broadly based, with tenant demand for space picking up in all parts of the country and the need for landlords to provide inducements diminishing. “There are also now clear signs that investors are casting their nets wider in a bid to find better value in the market following the steep drop in yields on prime property in the capital.”
