How to buy a new-build house or flat

BUYING a new-build property can be a smart way of creating a ready-made home. They can offer many advantages over their older counterparts, such as being more energy efficient and including the latest fixtures and fittings. And the purchase of the property may also include financial incentives from the developer. But there are other things to consider as well to ensure your purchase goes smoothly. These include choosing a property developer that meets your requirements and conducting sufficient inspections. Here are some of the most important points to remember when buying a new build: ■ NHBC membership: When looking for a new-build house, check that any builders you come across are members of the National House-Building Council (NHBC) to ensure the property is built to a high quality. The NHBC will inspect the property to check that standards are being maintained during construction. ■ Negotiate with the house builder or agent handling the sale: You may be able to negotiate the price of the property if there are homes that have remained unsold for longer than expected on the developer’s site. If the builder has targets to achieve and the properties need to be sold sooner rather than later, you may be able to negotiate a better price. In addition, see if you can negotiate extras, such as flooring, having the garden and curtains. ■ Choose a solicitor that has experience of new-build homes: They will have the experience to negotiate with builders for retentions and they can advise you about delaying completion until problems or snags are sorted out by the builder. If possible, try to use an independently selected solicitor or perhaps one that family or friends have used. ■ Snagging: The term ‘snagging’ is used to describe minor errors or defects in the property that will need to be corrected by the builder. Before the legal completion date, make sure you – or a professional snagging company – conduct a thorough snag inspection of the property to identify any problems that need addressing. These might include doors not opening and closing properly, fixtures not being installed correctly, or faulty water pressure. ■ Re-inspect your property: After the first six months of living in your property, conduct another inspection, or note down any problems with the property since you’ve been living there and notify the developer in writing. Your builders are obliged to fix problems identified within the first two years of completion, otherwise the NHBC will. Normal issues, such as shrinkage and drying out, are not covered by the warranty.

Aside from location, what are the most requested features by house hunters? Denise O’Leary finds out...

WE all know that the most important factor when purchasing a property is its location but what about those extra features? What are the items that are most likely to tip the balance for a sale in the Plymouth area? Location still plays a major role in the answer to that question because those looking for a home beside the waterways and beaches of the South Hams are more likely to request some moorings for their boat whereas those who prefer living inland will probably want some extra acres to give them privacy and perhaps even keep a bit of livestock. In the family orientated areas of the city the key factor seems to be room to develop and create extra bedrooms. A conservatory is always a popular addition to a property because it provides another reception room and makes a house more versatile. But one common denominator for every area seems to be space. “Overall I would say space is always a priority,” said Joanna Brooks of Luscombe Maye’s Newton Ferrers office. “People always want the maximum they can get for their money. “Also at the top of everyone’s wish list is a large kitchen. People are obsessed with the size of the kitchen these days. “They want large open-plan spaces they can live and eat in as well as cook in and if a house hasn’t got that already they go around tapping the walls to see if they can knock them down to create one. “They want the room to upgrade to a large open-plan kitchen. “People also love gadgets. Today’s fitted kitchens have so many gadgets and gizmos and people love to have all those already installed.” It is rare in any area to find someone who asks for a house with a swimming pool. All of the agents we spoke to say that few buyers request them and in many cases they can even make a property more difficult to sell

as they are seen as expensive white elephants. Sarah Carter-Shaw of Fulfords Plymstock office says that hot tubs, however, are a different matter. “At the luxury end of the scale hot tubs seem to be the ‘must have’ item of the moment,” she said. “We are selling a lot more properties where they are a fixture and it is definitely a popular item to have because unlike a swimming pool it is relatively easy and cheap to maintain and you can use it all year round whatever the weather. “We recently sold a property with one which was on a decked area outside under a pergola and the family that bought it are delighted because even through the recent cold snap they were all able to sit outside and enjoy it. “They are not that expensive but they add a real touch of luxury to any size home and are very popular. “Swimming pools not so much, because they are perceived as comparatively expensive to run and maintain and people don’t feel they will use them enough to justify the cost.” Over in Plympton Suzanne Roberts of Connells agrees: “We don’t have a lot of call for swimming pools. “People are not so keen on them because they feel they won’t be able to get much use out of them in our climate. “Conservatories are always good if they add more living space but again they aren’t at the top of everyone’s wish list. “Some people do like to have a bit of land with

the property, especially if it adds privacy and gives them a large garden where they can grow their own produce.” She says that a popular request from a lot of her clients at the moment is a granny annexe – or at least the space to create one. “It’s our most asked for feature,” she said. “In this area we wouldn’t be asked for things like moorings although some people do seem to want land. “Obviously at our Plymstock office it would be a different story because, covering places like Wembury and other areas of the South Hams, people are looking for houses near a beach or water but in Plympton it is mostly family property. “One of the things a lot of people seem to be looking for is a home that already has an established granny annexe or a house which has the potential to create one because they want one or both parents, mostly mum or mum-in-law, to come and live with them but at the same time maintain their independence. “Houses like that are not that easy to find. We recently sold one that had a ready-made granny annexe and there was a lot of interest in it as it was at a very affordable £180,000. “Usually those sorts of properties are in the £500,000 price bracket and not everyone can afford it. “We are finding that there are a lot of first-time buyers back in the market now thanks to the Government’s new five per cent deposit scheme and they are competing with cash buyers who are still buying property as an investment. “Most of them prefer houses to flats and they are particularly keen on properties which they can do up and add value to.” And Ms Carter-Shaw said it was a similar story in Plymstock: “It depends on the size of the property but we find a lot of people are asking for a loft that they can convert so they can add an extra bedroom.” In the South Hams, particularly around Newton Ferrers and Noss Mayo, it will always be a wonderful outlook that is the most in-demand feature. “In our neck of the woods everyone wants a view,” said Joanna Brooks. “They like to be able to see the water – they don’t want to be looking at a brick wall. “Immediacy to water is a priority for a lot of people out here. “Everyone wants to be able to stick their toe in the water and if they can have the view and moorings that makes a property very desirable indeed.”

YOU’VE probably seen them in magazines, on products in the supermarket, on signs, at bus stops even posters and business cards. QR codes are the simple and fast way to get the information you need on the products around you. QR code is an abbreviation for Quick Response Code. The black and white dots are a matrix barcode or two-dimensional barcode first designed for the car industry in Japan. It offers fast readability and greater storage capacity than standard barcodes and can be used to track products, identify items, read documents and in general marketing like price checking and website URLs (so you don’t need to type in a full web address). It is quick and effortless and takes you to the information you need much faster. The Herald began using QR codes in HomeSeeker two months ago as a way for readers to go directly online to the houses they are interested in.

HomeSeeker editor, Gillian Adams, said: “We’re delighted to offer this new feature within our weekly property supplement. “Linking print and online makes it easier for house hunters to connect with potential homes and estate or lettings agents.” They are already a hit, with the new technology seeing a good response for agents and are great news for home seekers on the go. The squares and dots you see on a QR code are read using free apps that can be downloaded to your smart phone. The data is extracted from the app and interpreted by the app which then links you to the information you have ‘clicked’ on. This is generally a one-click jump to the home you are interested in and it cuts down on your research time, giving you the opportunity to get there fast when you see a property you are interested in. Roger Punch of Stags said: “While QR codes are not widely used at the moment, they are something that will inevitably develop. “We want to embrace all modern means of communication to maximise the marketing of

We’re excited about our new website – it’s more interactive, we’ve virtually doubled traffic going to it and people are spending more time on the site than they used to.” Steve Moir of Hennings Moir in Saltash is also keen to push forward with new technology which helps clients find the right property for them. Steve said: “We use QR codes on property details, window cards and for sales boards – people frequently use smart phones to search for property using QR codes and they really like the ease of access to our property details. QR codes are definitely the way forward.”

■ AROUND one in 11 (9 per cent) UK home owners has a lodger in their home as the financial squeeze continues. The ‘rent a room’ trend provides UK homeowners with over £3.3 billion per year in rental payments – an average of £164 per month for each recipient, Santander Mortgages found. The research suggested there is a potential £38.9 billion of rental income to be made in the UK from renting out spare rooms, but nearly nine out of 10 UK homeowners (87 per cent) with a spare room choose not to rent it out. Phil Cliff, director of Santander Mortgages, said: “The ‘rent a room’ trend is clearly on the rise as the squeeze on the cost of living drives homeowners to look for ways to supplement their disposable income.”

RECENT weeks have thrown up a series of stark reminders that we cannot be complacent about having enough money in our later years. Firstly, the Government has unveiled proposals to clamp down on charges for managing people’s retirement savings pots. Variations in these charges may look small, but they can eat up huge sums from the amount you eventually have when you come to retire. A consultation paper proposes to limit the charges that providers can levy for managing a pension pot to a maximum of 0.75 per cent a year. Other options being considered include a higher cap at 1 per cent, or a ‘two-tier’ cap where most funds are limited to 0.75 per cent but can go up to 1 per cent if they can justify to the Pensions Regulator why they should be allowed to charge more. Any final cap might lie somewhere between the two levels suggested. These percentages may look pretty insignificant, but even adding a fraction of 1 per cent to an annual charge can wipe tens of thousands of pounds off your eventual retirement fund. The Government has said that someone who saves £100 a month over a typical working lifetime of 46 years could lose almost £170,000 from their pension pot with a 1 per cent charge, and over £230,000 with a 1.5 per cent charge. A pension saver with a 0.75 per cent annual charge on their pension pot could eventually end up £100,000 better off than if they had been charged a rate of 1.5 per cent. Once the new rules are finalised, they will be introduced next year, as landmark reforms automatically placing people into pension schemes continue to be rolled out. Automatic enrolment will eventually see up to nine million people either saving into a pension for the first time or putting more aside as companies are phased into the initiative over the next five years. The programme was launched last autumn with larger firms, which tend to have more experience of pensions and also have the clout to negotiate good deals for their workers. Pensions Minister Steve Webb has raised concerns that smaller employers could struggle to negotiate the same low charges from pension providers that larger companies have been able to, or that they may use high-charging older pension schemes. These moves have come amid warnings from financial experts that people who are pinning their hopes on an inheritance windfall to fund their old age could be relying on a risky strategy.

Recent Office for National Statistics (ONS) research has shown that an estimated £75 billion worth of assets, including cash, property and jewellery, was handed down in wills in Britain between 2008 and 2010. But three-quarters of these assets went to just onefifth of those who received an inheritance over this period. The ONS found that you are more likely to come into a bequest if you live in a wealthier household, have a management job, a university-educated father and – as women tend to live longer than men – are female. Looking at what’s in store in the coming years, the research said that a peak of seven in 10 (69 per cent) people owning their own homes in 2001 could leave more people with assets to pass on to their children. But it also warned that future generations expecting a windfall are likely to see their inheritance pots evaporate due to the costs of caring for an ageing population. The report said that such expenses “are likely to diminish, if not exhaust, assets which might traditionally have been passed on to others”. Another piece of research also raises new concerns about our retirement saving habits. A report from Scottish Widows has found that more than a third (37 per cent) of women have no private pension, while for men this figure is just over a quarter (27 per cent). Just two-fifths (40 per cent) of women were found to be saving adequately for their retirement, marking a new low for the report, which has been running since 2006. The report has urged politicians and the industry to “work harder” to understand the obstacles faced by women trying to build a retirement pot faced by women – they are often forced to prioritise more immediate family needs over long-term saving. It also uncovered a “black hole” where around a fifth of women were relying on their partner’s pension to support them in later life, but they were often unclear how their partner’s savings and their own would be divided if their relationship broke down. What seems very clear from all these different pieces of information is that talking about finances now could help us become better-prepared for our later years.

Bank of mum and dad under strain BRITAIN’S housing crisis is putting parents under more financial strain than ever in the South West. Against a background of soaring housing costs, parents are forking out just so their struggling adult children can rent a home, a new survey reveals. A ComRes poll of parents for the National Housing Federation shows that in the South West there are more parents paying some of their adult children’s rent than there are helping them buy a home. Adult children are now also asking parents for money towards rental deposits as the severe shortage of housing pushes rents up. Private rents in the South West are now an average of ÂŁ610 a month and are predicted to rocket 49 per cent by 2020 to ÂŁ906 a month. This raises the prospect of parents having to dip into their savings and delay their retirement plans just so their children can live independently. The survey found that, of parents who provide some form of financial help to their adult children living away from home, more than one in ten help with money towards rent or towards a deposit to buy a property, while smaller proportions help with money towards a deposit to rent a property or mortgage repayments. With thousands locked out of home ownership and struggling with rents, the Yes to Homes campaign is asking people and families to speak up and say they want more homes they can afford. If the projected regional increase occurs equally across all areas, Bath and North East Somerset UA would see the steepest increase in rental prices in the South West by 2020. National Housing Federation External Affairs Manager for the South West, Catherine Brabner, said: “The housing crisis in the South West is having a

domino effect through family generations because young people in decent jobs are relying on their parents just to rent a home – never mind save for a mortgage deposit. “This is putting pressure on parents who are picking up the tab because for decades we haven’t built enough homes. “We need to start building quality homes for the right prices in the right places – otherwise rents will continue rising, young people will continue struggling and the ‘bank of mum and dad’ will eventually go bust. “But families in the South West don’t have to wait for the Government to make this change. “If people reach out to their councillors and tell them about their housing concerns, communities can get the homes they desperately need.�
