Crowning a great year for home buyers

The royal visit to Australia by the Duke and Duchess of Cambridge and young Prince George reminds us of another royal visit made by Prince William in 1983 when he was eight months old. On that occasion his parents, the Prince and Princess of Wales, accompanied him. Back then the UK property market was in much the same state as it is now – climbing out of a recession. The boom years of the late 1980s and the full significance of Mrs Thatcher’s Right to Buy policy were yet to come. A great deal has happened in the property market over the past 30 years. Quite apart from two recessions – including the banking crisis of 2007 and its aftermath – the picture has changed dramatically. Back then, the average price for a home was just under £50,000. Today, Land Registry figures show that the average price in the UK is £168,356 – up by 4.2 per cent in a year. Figures just released also show that last month alone house prices saw their biggest monthly rise for more than four years. According to the Nationwide Building Society, average prices increased by 8.4 per cent last year and some forecasters expect an increase of eight per cent in 2014. Halifax has the longest-running survey, going back more than 30 years. The bank estimates that over that period the increase in prices means that homeowners have been making the equivalent of 5.84 per cent a year – tax free. If ever there was good news for buyers it was the Bank of England governor Mark Carney signalling recently that interest rates won’t rise for a year and even after that they will rise only slowly. It is difficult to think of another occasion when home-buyers had such advance warning that the mortgage rate won’t increase substantially for several years to come. But another reason to think seriously about buying now is this – should Prince George and his young family visit Australia in 2044, the average price of a UK home – if house price inflation remains the same – could be over £950,000. The first quarter of 2014 has seen brisk business and prices creeping upwards, as Denise O’Leary discovers... AFTER a slump in the market which has lasted longer than any other, property prices are finally starting to recover and return to the levels experienced prior to the crash in the autumn of 2007. Each quarter for the past couple of years, professionals through the Plymouth area have been reporting steady increases and growth but this quarter they are sounding more optimistic than ever before. Recent national surveys have confirmed the rise in market values and while local experts question whether price rises are as high as the eight per cent quoted in some areas, they all agree that business is brisk and prices are creeping upwards. According to the Nationwide the average price of a property in Plymouth is now £177.198, the national average is £178.124 but bear in mind the latter figure encompasses London and the South East where prices are soaring. “In Plymouth some of the more popular areas and sectors prices are returning to the 2007 levels prior to the property crash,” said James Clarke of Lang and Co. “Peverell Park Road houses are always a good barometer of the market in the city and they are definitely back to pre-slump levels. “Generally there are not enough properties coming to the market and we need more instructions in order to return to a steady

healthy market because we don’t want to see a return to boom and bust levels.” Roger Punch from Stags estate agents and the South West spokesman for the RICS says that although the recovery has been lagging behind in the Plymouth area it is starting to catch up. He explained: “The trend is positive. As far as Plymouth is concerned, it’s at the bottom end of the market that we’re seeing these big increases and generally, there is a lack of fresh supply coming on to the market. “Some sellers think they’ll gain more if they wait, but sellers are often buyers – more now than I can remember people are downsizing and in that case, delaying is not particularly wise.” And he predicts the boom will continue as the year goes on: “The bottom line to all of this is that there is definitely renewed confidence in the market. “As spring unfolds and the better weather comes in, we’ll see an even more vibrant market.” Matthew Curtin of Fulfords says that figures for the first quarter across his group have been extremely encouraging. “It has been an absolutely excellent first quarter right across the South West,” he said. “Our whole group has experienced a rise in sales and we are having a much faster turnover of properties. ■ Peverell Park Road houses are always a good barometer of the market in the city

“Across the group statistics show that we have been achieving an average of 98 per cent of the asking price and that reflects the fact that there is a shortage of supply to meet the demand. “It has been a long time coming and we have had a very difficult market for a long time but there are definite encouraging signs of growth now and things appeared to have turned a corner. “Banks and other institutions are lending money again and it is once again possible to get a 95 per cent mortgage. “The Help to Buy scheme has given the market a much needed boost and I think that has been a psychological boost as much as anything. “People are starting to think that they can become home owners again. It is within their reach once more. “What we really need now is to get more people putting their house on the market and getting the supply of properties up to meet the demand.” Mr Punch agreed. “Properties which are well presented and correctly priced will sell quickly,” he said. “Many of the properties we have taken on are selling quickly and there is generally more confidence in the market. “It has been a long time coming, at least five years since September of 2007 when the market started to fall and it has been a much slower recovery than any of the slumps I have experienced before. “It is the time of year when people start to think about moving and properties tend to look at their best. “We have a terrific area here and we are confident that we will have a good year both with people moving within the area and others moving into the area from outside, sometimes they are people returning to the area where they grew up and have roots. “I am very optimistic about the market over the coming year.” Everyone agrees that the Government’s Help to Buy scheme has given the market a much needed injection of fresh purchasers and say that figures for the first quarter of the year show a marked improvement on the same period last year. Mr Clarke said: “We have had a really good first quarter, definitely up on last year both in terms of the number of transactions and the sales prices achieved but we still need more properties to sell. “Instructions are still a little bit slow coming in. “We are seeing more first-time buyers coming back into the market and there are also family movers, those wanting to move up the ladder for more space. “There are also buy-to-let investors. In fact there is a good mix across all price ranges.”

■ The Government’s new drive to stamp out poor-value pension products is designed to give people more flexibility over the way they take their pension savings, and it’s also more likely to mean fewer people will use their pension pot to buy an annuity when they retire

■ BORROWERS searching for a fixed-rate mortgage deal will find that some lenders’ rates have started to edge up, experts have warned. They suggest that the withdrawal of the Government’s Funding for Lending scheme for households as well as recent rises in swap rates, which lenders use to price their fixed-rate mortgages, are likely to have put some upward pressure on mortgage rates. Rachel Springall, a spokeswoman for Moneyfacts, suggested that both swap rates and the withdrawal of Funding for Lending for households are having an influence on the market. She added that people looking for a

“BOMBSHELL”, “full frontal assault”, “revolution”: they may sound like phrases from an action movie, but they are, in fact, phrases recently used to describe the Government’s new drive to stamp out poor-value pension products. First, there were the revelations in George Osborne’s Budget, with plans to make it easier for people to cash in their pension pots. Some of these changes have already been introduced, including how the size of overall pension savings that someone can take as a lump sum has nearly doubled, from £18,000 to £30,000. The size of a small pension pot someone owns, perhaps because they only worked in a particular job for a few years, has increased five-fold, from £2,000 to £10,000. Another big pensions shake-up from the Budget is also on the horizon from April next year, when people aged over 55 will be able to take their pension pot how they want, subject to their marginal rate of income tax, which for most people will be 20 per cent – under the current rules, someone would be charged 55 per cent tax if they wanted to take their whole pension pot. All these measures are designed to give people more flexibility over the way they take their pension savings, and it’s also more likely to mean fewer people will use their pension pot to buy an annuity when they retire. Annuities pay a guaranteed yearly income, usually for the rest of your life, but they have been the subject of mounting controversy as rates plunged in recent years. There have also been concerns that rather than shopping around to get the best deal when they buy an annuity, people are just sticking with their pension provider. According to one recent prediction, the size of the annuities market is set to shrink to around

The cap will be set at 0.75 per cent and it will also be imposed from next April. A few percentage points difference in a pension charges may seem small, but over the years this apparently tiny gap can add up to thousands of pounds for a pension saver. Millions of people are being placed in workplace pensions, too, amid fears that we’re all living for longer but have been failing to save enough for a comfortable old age. Hopefully, all these pensions ‘revolutions’ will mean people have more faith in saving, both at the stage when they are putting money in and later in life when they’re taking it out.

To instantly update a room with pretty period features, you can’t go wrong with coving, says Julia Gray

G ive tthe he Give rroom oom a ddecorative ecorative eedge dge SOMETIMES, it’s the small things that matter, and never is that more true, in a home, than with coving. Period properties, particularly ones built in the 19th and early 20th century, originally had coving – ornate skirting boards around the ceilings – in most of their rooms, and a room without it can look rather bare. As well as being decorative, coving also has its practical functions – it is a good way to hide hairline cracks and other imperfections, and it makes it easier to get a neat line between a different wall and ceiling colour when you’re painting. Styles of coving have changed over the years, just as general styles of architecture changed, so make sure any coving you buy matches the correct period of your home. If you have coving in some rooms and not others, this is the best indication of the style you need – or perhaps your neighbours’ homes have original coving you can copy? Specialist coving companies sell popular periodstyle designs and some can even match your home’s existing coving (as well as repair and restore it). The modern trend of knocking two rooms into one can result in there being coving in one half of the new room and not the other, which is where matching an original design in this way becomes invaluable. Period coving is made of plaster and many companies produce and fit this – it’s very heavy though, so be wary of trying to put it up yourself. DIYers should play safe and stick to lighter coving materials, which are easier to work with and

won’t knock you out if they accidentally fall down. The lightest and easiest coving to use is expanded polystyrene, but there are a few other DIY-friendly types, including polyurethane and duropolymer. If you do take on a coving project yourself, also make sure you always use the adhesive recommended for the coving you’ve chosen and have some panel pins to hand – you’ll probably need them to keep the coving up while the adhesive dries. A lot of flexible filler is needed to make lightweight coving look good, which can be a time-consuming task but is worth it to get a seamless finish. Another tip for DIYers is to buy coving with precut corners, as cutting the corners yourself can be a nightmare. Even pre-cut corners don’t necessarily fit perfectly though, because rooms in old houses often aren’t perfectly square, so you may still need to do some clever filling. Lastly, in addition to getting coving that’s the right period for your rooms, remember to get the right size. Large rooms with high ceilings can take wider, more elaborate designs, while smaller rooms with lower ceilings are better suited to narrower, plainer coving. The more modern the property, the plainer the coving should be – in new-built homes, it tends to be a plain, concave design.
