Escape to the country One in two Brits against a major house-building programme WITH general agreement that a major uplift in new home building is crucial to resolution of the UK’s housing crisis, half of the population would oppose a major housebuilding programme if it was in their immediate neighbourhood, a Building Societies Association Property Tracker survey reveals. Some 49 per cent of Britons would be opposed to building more than 300 properties in their neighbourhood and 53 per cent are anti-developments of 100 and 299 properties. But when asked how much of the UK they believe should be ‘urban’, which is defined as housing, gardens, train lines and parks, nine out of 10 said more than 10 per cent of the country should be developed when currently just 7 per cent of the country is. The majority of Britons are only willing to support developments of one to 10 properties being built in their local area. Against that, the research also shows that Britons are increasingly open to the types of properties they want to live in and want greater diversity in the types of properties and tenures available to them. One in five people say they would be open to buying a shared-ownership property, living in an off-the-shelf kit home, living in a converted retail or office space and even renting long term. And despite the fact that less than 10 per cent of properties built in the UK are custom build, more than a third of Britons are open to building their own home. Paul Broadhead, Head of Mortgage Policy at the Building Societies Association, said: “These consumer views results illustrate the major barrier that Government has to overcome when it comes to boosting housing supply in the UK. “People are open to new developments and even different types of housing and tenure, but the message is clear: ‘not in my backyard’. “Local opposition is a major barrier to any Government building its way out of the current housing crisis and is why we need the position of Housing Minister to be a full Cabinet position and not just a Minister of State role. “We also need strong leadership to ensure that we have more of the types of properties that a growing portion of the country is crying out for like custom build, kit houses and shared ownership. “A bigger and more diverse property market that provides a range of housing options for the UK’s 64 million inhabitants is the shortest route to remedying our current housing crisis.”

There’s still a huge demand for homes in rural West Country locations. Denise O’Leary finds out why... JUST as you tend to get two camps of purchasers who prefer either new properties or old ones there is also a divide between those seeking an urban lifestyle and those who crave country living. But when it comes to the latter there appears to be a growing trend to seek out a rural home, preferably one with some land and in a picturesque setting. This type of property does not come cheap, however, and there is tendency to find that such homes are being snaffled up by those fortunate enough to be selling a house in London or the Home Counties where values have rocketed in recent years. “As prices soar to really high levels in London and the surrounding areas people are realising that they can afford to get a lot for their money in this part of the world and it is attracting a lot of buyers,” said Stuart Millington of Millington Tunnicliff in Ivybridge. “A studio flat can fetch £500,000 in central London and for that they can buy a really attractive country house with land. “No wonder it has become an attractive proposition. “With the advent of the internet people can look on websites from anywhere in the world and see the delights of living in this region with

its lovely countryside, beaches and moorland.” The advent of the internet has also meant that some people can work from home for at least part of the week and it has become financially viable to have a base in the South West as well as a pied a terre in London. Others choose to purchase a second home in Devon or Cornwall which they can use for holidays or rent out and maybe make it into their permanent base when they retire. It means that local people are often competing with out of area buyers for rural property and that combined with the fact that there is less available has kept prices higher than in the urban conurbations. “There is always a huge demand for homes in rural locations on the fringes of Plymouth, places like Wembury, Heybrook Bay and Down Thomas are extremely popular but because the majority of properties in these sorts of locations tend to be in the higher price bracket not everyone can afford to live there,” said Matthew Minnett of Connells. “People like the idea of having a little bit more land around and maybe some outbuildings and if it is in a pretty village with a strong community feel; a church, a shop, a pub or in

It’s all about a lifestyle. “There are villages like Newton Ferrers, Noss Mayo and Holbeton where you can feel as if you are living in a picture postcard setting yet you can be in the heart of the city in a very short time so they offer the best of both worlds. “Unfortunately for the majority of younger families it’s a lifestyle that is probably out of their reach financially.” As Mark Twain once famously said: “Buy land, they aren’t making it any more”. Properties which come with acreage, particularly something that is ideal for equestrian facilities, with level, well-drained paddocks, continue to be in high demand and hold their value because of their rarity. “There is still a very very strong demand for properties in rural locations, particularly if they come with land which is suitable for keeping horses,” said Mr Millington. “Because there is a lack of supply and properties like this come to the market less often the demand when they do is high. “A growing number of people crave the lifestyle which country living offers and want to live in smaller communities surrounded by countryside or close to the coast. “Villages like Newton Ferrers and Noss Mayo attract a lot of buyers from outside of the region and often properties here are sold as holiday homes which in some instances become a permanent base when the buyer retires.” Iain Christie of Bradleys also said there was a strong demand from outside of the region. “I think the popularity of houses in the villages and communities on the periphery of Plymouth is growing and will continue to do so,” he said. “Places like Tavistock, Yelverton or the villages of South East Cornwall are all extremely popular and the demand comes both from people already living here who want to move out to the countryside or those coming into the region who want to live in a beautiful part of the world and raise their children here. “A lot of people want to bring their family up in a rural setting away from the pressures of city life. “It’s about a lifestyle as much as a property and they want to be party of a small community with lots of open space around them, close to nature. “A lot of these properties tend to be at the top end of the market and we have sold some really luxurious and beautiful homes in recent months to people both from inside and outside the region. “Our offices cover the whole of Devon and Cornwall and we have some wonderful properties for sale including some with land and paddocks which are particularly appealing to people from the London area who want a different way of life.”

SSherford herford w ork work ffinally inally sstarts tarts by SARAH WADDINGTON WORK has finally begun on the long-awaited Sherford Development, but one Plymouth councillor says nearby residents will “believe it when they see it”. Sherford will occupy about 1200 acres of farmland between the A38 and A379, 7km east of Plymouth city centre, and has been talked about for over 15 years. About 38 hectares of the 490-hectare site is inside the Plymouth boundary. At a ‘have your say’ meeting in Elburton last Thursday night, residents and councillors were told by Plymouth City Council’s neighbourhood liaison officer, Nick McMahon, that the first 700 homes are planned to be completely finished by September 2016, along with the new primary school and swimming pool. Cllr Vivien Pengelly said: “We’ve heard quite a bit of different information, but I am really pleased that the swimming pool will be part of this, which the whole of Plymstock are dying to have. “The infrastructure for the sewage is going in

at the moment, and the road infrastructure should be going in at the same time.” Alan Hartridge, planning case officer for Plymouth City Council, said in July that work was rumoured to start this month. Sherford will be constructed by Red Tree, the project founder, and a consortium of developers including Taylor Wimpey, Linden Homes and Bovis Homes. Under Section 106 agreements (private agreements negotiated alongside planning applications) the Sherford development has to contribute to the local community in some way. The Plymstock and District Public Swimming Pool Association proposed that a pool would be this valuable community asset. Brian Steel, chairman of the group, said: “The developers have been awarded £30million from the government to kick start the project.” However, this money reportedly has to be spent by December 2014 to be valid. Cllr Pengelly said: “Because the whole Sherford idea has been going on for many

years, I think residents will believe it when they see it. “What I do think we should all remember, especially planning officers saying there’s a need for new homes in Plymstock, is that we’re going to have all of these new houses in Sherford, with a high quality bus service running regularly into Plymouth.” Mr Steel said: “I’m hoping that they will get the development moving soon. As far as we’re concerned we’re delighted; the quicker the better.” In a joint statement from Plymouth City Council, South Hams District Council and Devon County Council, a spokesman confirmed: “Work is underway on installing a foul drainage pipeline from Sherford South to Marsh Mills in Plymouth. “It is anticipated that construction work at Sherford will start in the last quarter of this year, and it is expected that the first homes will be completed by the middle of 2015. “We have been working with the developer’s team to ensure they have the best advice to help bring forward the building of new homes as early as possible.”

Financial education has been included in England’s national curriculum for the first time, bringing it into line with the rest of the UK

■ FOR those lucky enough to receive an unexpected pot of cash, £648 is the tipping point at which people would save the money rather than spend it, research suggests. People were more likely to use small windfalls of cash to treat themselves, but the tipping point came at £648, when most (51 per cent) people said they would rather save compared with 49 per cent who said they would spend, according to online savings bank GE Capital Direct. Three-quarters (75 per cent) of more than 2,000 people surveyed said they would save

rather than spend if they received £5,000 unexpectedly. ■ ALMOST one third (31 per cent) of adults believe they would be at least a little better off if interest rates were to rise one percentage point or more in the next 18 months, according to research. A further 34 per cent thought their personal finances would be unchanged, while 25 per cent predicted that their personal finances would be negatively affected, insolvency trade body R3 found. Giles Frampton, president of R3, says: “It is encouraging that an interest rate rise is not

actually perceived as the bogeyman that would damage our personal finances.” ■ TRAVELLERS are typically spending £3,683 on their gap year and a further £2,500 on kit, a study has found. But the research from Post Office Travel Insurance also reveals that one in six (17 per cent) gap year travellers is not taking out insurance. One fifth (20 per cent) of gap year travellers said they fell ill on their trip and further 9 per cent were injured. More than 1,000 18 to 30-yearolds who had been on a gap year took part in the research.

MILLIONS of children will find themselves gaining a better insight into money matters as the new school term gets under way. Financial education has been included in England’s national curriculum for the first time, bringing it into line with the rest of the UK. The move means that personal finance will now be taught in secondary school citizenship education lessons, helping the next generation to understand how money is used and the importance of setting and managing a budget. Teenagers will learn about credit, debt, insurance, savings and pensions, along with other financial products. The financial education elements of secondary school maths are also being strengthened, with the new curriculum putting an explicit statutory emphasis on “financial mathematics”. Many of those sitting in these classes will be on the brink of getting their first real taste of financial independence. This could mean anything from working out how to live on a tight budget as a student to getting a first job and calculating whether or not you can afford to fly the nest and juggle your rent and utility bills on a starter salary. Being armed with their new-found financial knowhow should put young people in a better position to do this. And as they travel through life, having some basic building blocks of financial knowledge will help the next generation to work out the cheapest way to borrow money, pick the best savings products for their needs, or argue their case when it comes to complaining about a financial product they’re not happy with. At present, the Government-backed Money Advice Service (MAS) estimates that consumers lose £428 a year by misunderstanding financial terms and conditions or simply not reading them at all. Hopes are also high that better financial knowledge generally will help to nip the possibility of future mis-selling scandals in the bud. For example, some £16billion has been paid back to consumers as a result of the payment protection insurance (PPI) mis-selling scandal, which continues to rage on. The financial ombudsman says that seven out of 10 cases it sees are still about PPI. Campaigners have welcomed the new emphasis on financial education, but they also say this should be seen as just the start. A survey of teachers recently carried out by charity pfeg (Personal Finance Education Group) found 83 per cent said money skills should be taught at primary school level to be most effective, and 70 per cent are seeing evidence that children are encountering financial decisions earlier in life than they used to. Pfeg’s director of education Steve Stillwell says:

“Financial education’s new place in the national curriculum is an important leap forward for our cause, but there is much more to do. “We know the earlier financial education begins, the more effective it is in giving young people the money management skills they need. “We need to see this taught from a much earlier age, in all primary schools, as well as in the growing number of academies and free schools not bound to follow the national curriculum.” As with many aspects of life, children will often copy their parents’ habits when it comes to money. Mums and dads can do their bit to help children understand money by kicking off light conversations around the subject from an early age, whether it’s chatting to them about prices as they’re being taken around the supermarket, or simply letting them handle coins and notes. ‘Ghost tenants’ could be putting landlords at risk BUY-TO-LET landlords in the UK could have millions of ‘ghost tenants’ secretly living in their rented properties, putting them and lettings agents at risk, it is claimed. Online Letting Agents is urging landlords and agents to check their properties to avoid the possibility of hefty fines resulting from new immigration legislation. According to recent research, at least three million ‘ghost tenants’ live in the UK’s 4.5 million buy-to-lets and shared houses in multiple occupation – HMOs. Often tenants do not realise that other adults living in the home who are not listed on the tenancy agreement can cause legal problems. More than half of letting agents have found ‘ghost tenants’ living in rented homes when they have visited for inspections. They are not listed on tenancy agreements and move in without the landlord’s knowledge or consent. Eleanor Carroll, director of The Online Letting Agents, said: “We know from our recent studies that most landlords are not confident about making the immigration checks that will be required by the new legislation. “Despite reassurances that landlords will not be responsible for illegal ghost tenants that are living in their property, one in 10 landlords is still worried that they will be responsible for any tenants subletting to illegal tenants.” She added: “It is thought that up to 85 per cent of illegal immigrants end up living in privately-rented accommodation. “Landlords who do not use a letting agent to let their properties need to be aware that they may be targeted by individuals who do not have the required documentation.” Ms Carroll said it was important that landlords and agents checked properties for ‘ghost tenants’. She added: “We advise looking out for signs such as more rubbish than expected for the number of tenants, excessive wear and tear to the property and evidence of additional sleeping arrangements, clothing and shoes in the property.”
