■ There are many reasons why brand new remains the preference for a large section of the house-buying public

Solid reasons behind the resurgence of new homes ONE of the main victims of the recession in the UK was the new homes market with developers battening down the hatches and cutting back on fresh projects. The result has been a dramatic fall in the number of new properties being built across the county and as the housing market recovered there has been a considerable shortfall between supply and demand. There will always be those who prefer to purchase an older property, opting for a building which they feel has more character or wanting a project to work on, but there will also be a sizeable market for newly constructed homes. Numerous new developments have continued in the Plymouth area, even during the lean years since the market crashed in 2007, but there has been a real resurgence over recent months with new developments such as those at Plymstock Quarry or the regeneration of Devonport and Millbay attracting plenty of interest. Most developers are reporting a booming market for new homes. For instance in April Persimmon reported that demand for their properties was 25 per cent up on the first quarter of last year and in June house builders Bovis said their sales were an impressive 54 per cent up on the first half of 2013. An easing of mortgage lending, an improved economy and Government initiatives such as the Help to Buy Scheme have all helped to fuel the recovery. But Stuart Millington, of Ivybridge estate agents Millington Tunnicliff, says that new building is still failing to keep pace with demand. “There is a shortage of property generally across the board,” he said. “But I think we are also seeing a

To begin with it removes the obstacle of a chain when you purchase – an extremely attractive proposition for anyone who has lost their dream home because someone in the chain above has had to withdraw for whatever reason. Others feel that modern homes are designed to meet modern lifestyles; most these days come with the preferred open-plan living, have extra bathrooms

and usually include integral appliances in contemporary kitchens. Energy saving features are also a major feature of new builds. Contemporary houses are built to comply with the very latest building regulations with high levels of insulation, double glazing and dual flush toilets installed as a matter of course making a modern house cheaper to run. As they also come with a ten-year NHBC warranty, they are also easier to maintain and should not require redecorating or refurbishing for some time. New advances in building techniques mean they often have more proficient ventilation systems which reduce allergy problems. Security is also usually more efficient with modern door and window locks which can reduce insurance premiums as well as giving peace of mind for the occupants. There is added safety in the form of fire resistant materials and smoke alarms and building regulations now require windows to be large enough to make it easier to escape in the case of fire. An attractive package, therefore, especially for those wanting to start out on the housing ladder and purchase their first home. But for those struggling to save for a deposit it can seem an elusive dream. That is where the Devon and Cornwall Housing Association can offer a lifeline. They are selling a variety of properties in Plymouth on a shared ownership basis making home ownership an attainable goal for people who thought they would never be able to get their foot on the property ladder. To qualify for the scheme, purchasers need to register their application, either on line at www.helptobuysw.org.uk or by ringing 0300 100

As well as helping these first-time buyers to become home owners the process also releases more affordable accommodation for others. It is possible to increase your share if your financial circumstances improve. Among the properties available are three-bedroom semi-detached houses which cost £210,000 – so purchasers would be paying £84,000 for a forty per cent share and there are also two-bedroom terraced homes at £170,000 making a forty per cent share £68,000. In the Evolve development in Devonport there are even cheaper options where a forty per cent share can be as little as £54,000. Pamela Austin Roberts, who is responsible for marketing and sales, said: “We work with a team of independent financial advisers who are familiar with the way the scheme works and we help people to make a detailed analysis of their finances so that they can plan ahead to make sure they are prepared for an increase in interest rates which we all know is going to happen soon. “Very often if people have been living with parents they need some guidance on the cost of utilities and other living expenses but these are schemes which put home ownership within their reach. There are some lovely family homes available in the Plymouth area.”

The 2012-13 English Housing Survey ‘Households Report’ has revealed that over 80 per cent of tenants are satisfied with the quality of their accommodation, a one per cent increase from the 2011-12 report. Graham Kinnear, managing director at Landlord Assist, says: “Landlords are an easy target in the media, with stories of rogue behaviour, revenge evictions and poor accommodation. “However, this survey shows that more landlords than ever before are providing good-quality accommodation for their tenants. “We had concerns that with a reduction in the amount of available rental stock in the marketplace that standards may have slipped in the industry, given the ease with which they can currently let. “Thankfully this appears not to be the case with increasing numbers of landlords pleasing their tenants.” Legislative changes may also have helped to increase tenant satisfaction in recent years. Stricter building regulations mean new or refurbished properties are better insulated, more economic to run and generally better than the property stock of 20 years ago. The survey also showed that in 2012-13 the four million households in England’s private rented sector paid an average of £163 a week for their homes, an increase of just £10 since 2008-9 and a fall in real terms, allowing for inflation.
