YOU may have thought that the letters MMR referred to a vaccination programme for infants but if you are hoping to obtain a mortgage in the near future they will take on a very different meaning for you. Under new guidelines introduced by the Financial Conduct Authority at the end of last month they stand for Mortgage Market Review and will involve a series of tougher questions for those seeking funding for home loans about their spending habits and lifestyle. It has been said that the new regulations have been designed to “hardwire common sense into the mortgage application process” but for some they have caused alarm and put them off even trying to obtain funding. Responsible lending seems to be the key phrase for the mortgage industry at the moment. Nobody wants to see a situation when cheap loans are so easy to come by that borrowers overstretch themselves and then lose their homes when interest rates increase or the cost of living overwhelms them. But at the same time the ability to get funding to purchase property is crucial if the housing market is to sustain its revival. While house prices may be booming in London and the South East the market in the Plymouth area is in a much more fragile state of recovery and any drastic cut back in mortgage provision could well herald another stagnant period from which the region is just beginning to emerge. It’s a difficult balancing act but one which most local experts feel can be achieved even though there are some alarmist headlines

warning that those seeking a mortgage will have to account for every penny of their spending from haircuts to gas bills under the new regulations. “There is more apprehension about the whole situation but a lot of that is down to the media attention and certain newspapers and news bulletins saying how hard it is going to be to get a mortgage under the new system,” said Chris Knapman of The Mortgage Guy. “Yes there are more questions that are having to be asked now and it is making people more aware of the situation and what the mortgage is going to cost them. “It means that it’s more important than ever to be dealing with a broker, an expert who knows and understands the system and we have been finding we are having a lot better results than people who are applying independently. “I heard of one couple who sat through a twoand-a-half hour interview with a provider who wanted to know every detail about their finances, right down to how much they spent on Christmas wrapping paper and gifts. And they were still refused the money. That was a complete waste of everyone’s time. “Talk to the experts who know and understand the system and can give you the right advice and you will find that it is not as daunting as it first appears. “Yes it is slowing things down a bit but in the end there is not a lot of change, just more questions to be answered, and if it makes people think twice before committing themselves to a mortgage they can’t afford that isn’t such a bad thing.”

Chris Pascoe, an independent financial advisor working with Bradleys agreed. “It is a fact that lenders are being more studious in terms of availability of money and making sure that their clients know that they will be able to afford to pay those monthly repayments on the mortgage,” he said. “That applies whether it is a 95 per cent mortgage or a 60 per cent mortgage. “They aren’t handing out money willy-nilly any more and that’s not such a bad thing. “Until everyone gets used to the new system it is going to make things take a bit longer and delays will happen but give it two or three months and everything will settle down again.” Julian Partridge of Julian Marks estate agents based at Plymstock was also of the opinion it was a positive move to make people more aware of their financial commitments and the affordability of their mortgage but was a little more anxious about the impact of the new regulations on the property market. “Ultimately it will stop people taking out mortgages that they can’t afford and that’s a good outcome,” he said. “Making sure that people are aware of what it is going to cost them now and if interest rates go up and being sure they can afford what they are committing themselves to is responsible. “People are having to factor in all their living expenses when they talk to the lenders now, and include everything from their Virgin Media packages and gym membership to what they pay out on their utility bills. “I don’t necessarily see it as a problem, it’s just a case of getting used to the new regime. “But of course we have to remember that we are not in London and the South East. “Our market has only just got back on track again and it is now a better and healthier market and we don’t want to do anything that will damage that.” Mr Knapman emphasised that 90 and 95 per cent mortgages are still very much available and at some excellent rates so it is still possible for first-time buyers or those wanting to move up the housing ladder to obtain the funding they require. Paul Broadhead who is head of the Building Societies Association mortgage policy said: “The process of getting a mortgage is changing but borrowers should not be put off by the new regime. “While this means that the mortgage application process will take longer than before consumers will benefit from the advice on what is probably the biggest purchase of their lives. “There is now a new requirement that a lender not only has to establish that a borrower can afford the loan at the current interest rate but also if the rate were to rise. “Overall while some people may not be able to borrow as much as they expect it does not mean that those on lower incomes or those with smaller deposits will be frozen out of the property market.”

The ease in pressure on disposable income and the positive economic outlook have contributed to this upward trend, according to the quarterly Lloyds Bank Savings Index. Appetite to save has steadily increased over the last 12 months. Those stating they save either regularly or whenever they could is up by 2 per cent to 67 per cent over the last year. People in the Greater London region are significantly more likely to have saved, with 75 per cent having saved something. Other regions in the UK are in-line with the average. Having access to savings is an important consideration for the majority of savers. Instant access savings accounts continue to be the most popular choice with over half of all respondents (52 per cent) opting for one of these accounts. This is closely followed by the use of cash ISAs at 51 per cent.

However, fewer of those who do dip into their savings are using it to pay down debt. Those accessing their savings to avoid going overdrawn has declined by 3 per cent from Q1 2013 to 17 per cent in Q1 2014. Those looking to pay for a holiday by dipping into their savings is on the increase at 31 per cent, while one-off unexpected outgoings have remained steady since last year at 29 per cent. People in the North West of the UK are the most likely to use their savings for a holiday (41 per cent). Those in the South West are the most likely to use their savings to pay off an overdraft (28 per cent), and those in Greater London are the most likely to use their savings to pay off debt (19 per cent). Nearly one in three (30 per cent) people say they are unable to save. One of the main reported barriers to no savings is due to lack of spare money, which is at a steady 40 per cent compared to 12 months ago.

However, attitudes to saving are increasingly positive as 85 per cent of people believe in the importance of saving regularly; with 37 per cent strongly agreeing, up by 8 per cent from last year. Over the coming 12 months, most respondents had a positive outlook with 65 per cent of people expecting to save the same or more, which goes up to 70 per cent in Greater London. However this drops to 60 per cent for those in the North East. Andy Bickers, savings director, Lloyds Bank comments: “It is encouraging to see a more positive outlook and shift towards savings in the last year, even if the trend is gradual in some areas. “However, with one in three saying that they’re still not saving anything, there is still some way to go. “Even if people just put away a small amount each month this can be increased as circumstances improve.�

As the housing market continues its recovery, the National Association of Estate Agents (NAEA) reveals the home extensions most likely to add value to a property ahead of sale. Research conducted as a part of NAEA’s latest monthly housing market report revealed that almost half (49 per cent) of estate agents say adding an extra bedroom – usually by converting loft space – is the best way of adding value to a property. While an additional bedroom fundamentally changes the description of a property, other less drastic changes can also have significant, positive effects on value, according to agents. Over a third (34 per cent) said that enlarging a kitchen was the best way to boost the price of a property. Beyond these two key changes, opinion was somewhat more divided across the country. Just 4 per cent said that adding a conservatory would add the most value, 3 per cent suggested adding a garage and a further 3 per cent recommended converting an existing garage into living space. Jan Hytch, president of the National Association of Estate Agents, said: “Extending a home often seems like the first and most obvious solution if there is room to do so – especially if it allows you to boast another bedroom or improve wow-factor against the competition. “Extensions have the dual benefit of increasing available space within a property, and crucially has the potential to significantly increase value when the time comes to sell. “Our research shows that bedrooms and kitchens are seen as the most sensible areas for expansion, and this certainly rings true when a property comes on to the market. “The number of bedrooms is usually the first criteria house hunters select, therefore if it’s possible to add an additional bedroom, there can be an immediate effect on price. “Remember that securing the necessary consents is an absolute must before any work starts, and any unapproved work can have a significant impact on resale value. “To get the best advice on selling any home, always seek the expert counsel of an NAEA member agent.�

New debate over what’s in store for the housing market

■ The rapid pace of growth in property values in some parts of the country has sparked fresh debate over where the housing market could be heading next

■ HOUSE buyers are apparently spending thousands of pounds on repairs after discovering unexpected problems such as damp and structural defects upon moving in, according to a study. A survey of more than 1,000 recent purchasers found that many had discovered damp had been painted over, and furniture or pictures had been moved to cover damage. Insurance firm LV= said half of those polled found problems which had not been mentioned by the previous owners, such as

blocked pipes, faulty electrics or damaged drains. The report said the problem had been made worse because buyers were under increasing pressure to make an offer without thoroughly checking a property as the housing market has become so buoyant. ■ MORE than one in four employees (28 per cent) with a workplace defined contribution pension scheme have “no idea” how much money is in their pension pot, according to research. An additional quarter (25 per

cent) could only make a rough guess. The research, by Capita Employee Benefits among 570 employees who were saving into a DC workplace pension, also found more than half (54 per cent) of people don’t know how much they should realistically be saving for retirement. Louise Harris, head of client communications for Capita Employee Benefits, says: “It’s not surprising that more than one in three people (38 per cent) saving into a DC pension are worried about retirement.”

THE rapid pace of growth in property values in some parts of the country has sparked fresh debate over where the housing market could be heading next. A slew of reports have pointed to particularly strong increases in property prices this year so far. Building society Nationwide recently reported that annual house price growth is back in double digits for the first time in four years, with a 10.9 per cent year-on-year hike taking average property prices to £183,577 on average. Meanwhile, property analyst Hometrack has said that home buyers are now paying nearly 97 per cent of the asking price of a property, marking the highest average percentage seen in nearly 12 years. The rapid growth in property prices has fuelled speculation that the Bank of England could take some steps to slow down the market a bit. The Bank’s deputy governor for financial stability, Sir Jon Cunliffe, recently warned that it would be “dangerous” to ignore housing market momentum. Respected international think tank the Organisation for Economic Co-operation and Development (OECD) has also just warned that action may be needed to cool the market. So why have prices been growing so strongly in some areas? Many experts have put the rapid increases down to a mismatch between the growth in the supply of potential buyers coming to the market and the growth in the number of homes for them to choose from. A lack of supply isn’t just being seen in London – a recent report from website Rightmove quoted one estate agent from Bristol who said strong competition for homes is prompting properties to be sold for 3 per cent above their asking price. Demand from would-be buyers is said to have been boosted by improving consumer confidence in the economy, mortgage rates which are still very cheap by historic standards and Government mortgage support schemes such as Help to Buy. Help to Buy, which offers first-time buyers and home movers a helping hand to buy a home with a 5 per cent deposit, is said to have helped to unleash some “pent-up” demand which has built up as people with smaller deposits found it tougher to get a mortgage deal following the economic downturn. Simon Rubinsohn, chief economist at the Royal Institution of Chartered Surveyors (Rics), says prices are likely to continue edging up in the coming months.

He says: “There is a fundamental problem in the market, which is there isn’t enough stock. “There are a lot of new-builds coming on the market, but it still doesn’t make up for the rise in pent-up demand. “It’s that imbalance that’s driving up prices.” Despite the rapid price increases being seen in some areas, there have also been some signs that the momentum in the property market might be starting to cool slightly, although whether this is temporary or the start of something more significant is unclear. New, toughened mortgage lending rules came into force recently under the Mortgage Market Review (MMR). They mean that mortgage applicants will be probed more thoroughly about their spending habits to make sure they can afford their repayments both now and when interest rates rise. Some mortgage rates have also recently edged up slightly for new borrowers. In another indication that the pace of the market recovery might be slowing, Bank of England figures recently showed that the number of mortgage approvals for house purchases has fallen slightly. Mr Rubinsohn also points out that there are still huge variations across the housing market, with some “hot areas” and others where “prices are only just beginning to pick up”. He expects prices to continue to grow “quite rapidly” for the next three to five months, before moderating in 2015 as levels of pent-up demand start to slow. Mr Rubinsohn says: “On the basis of feedback from our members, I think 2015 will see more modest price gains.” He also says it’s possible that the supply of properties for buyers to choose from could be increased by more landlords being encouraged by market activity to think that now is a good time to sell off some of their properties. This could also help the growth in property prices to ease. Mr Rubinsohn says: “Perhaps also there is going to be a bit more supply coming through. “One or two members are seeing some landlords who can see a strong market for selling. “It may be something that becomes more visible as the year wears on.”
