Investing in the future UK property market remains buoyant, says new report AVERAGE UK property price growth remains strong across the country, up 8.9 per cent annually to £206,578, according to the latest monthly index. House price growth in London continues to storm ahead, up 23.6 per cent on August 2013 and 2.4 per cent on last month, the data from estate agent Haart also shows. The number of new buyer registrations has fallen by 5.5 per cent annually across the UK but there are 9.5 buyers on average chasing every property. Overall the report says that the UK market remains buoyant with sales transactions also up 8.9 per cent on last year although in London the supply of homes is up by much more. Paul Smith, chief executive officer of Haart, which has a network of over 200 branches, said: “The property market is currently recalibrating. “Our data shows an easing of demand as new buyer registrations across the UK decrease 5.5 per cent annually, in contrast to the uplift in homeowners looking to sell which is up 4.1 per cent. “Despite this influx of stock, the market remains competitive with an average 9.5 buyers registering interest in every new home that comes to market, which is the driver behind property price growth. “This gradual return to normality should now dispel fears about property bubbles which we have always dismissed as hype.” Mr Smith added: “People now see the reality that interest rates will rise early next year but are keen to take advantage of current market conditions. “Our message to people thinking about selling is that autumn is crunch time.” Mr Smith cautioned that good mortgage deals were still plentiful but would not last forever. “Buyers do have increased choice right now, but the strong competition that remains in the market will ensure that those selling now have the best chance at the best price,” he added. The index also shows that the average first-time buyer property price dipped marginally by 1.1 per cent on the month to £153,967 but increased 6.7 per cent annually. First-time buyers now make up 45.9 per cent of all mortgages written, which is up from 42.2 per cent in August last year. The average mortgage extended to a first-time buyer is now £120,933, which represents an increase of 9.5 per cent on last year, and the average loan-to-value is now 80.2 per cent, which is up from 78.6 per cent last year.

Investors are realising property is a great way to get a good return on your money, as Denise O’Leary reports... IT’S the start of the next academic term for those in further education and as thousands of new students pour into Plymouth to embark on a new phase of their life others are moving out of halls into other rental accommodation as their studies move up a gear. The growth of university education in Plymouth has brought numerous changes to the city, not least to the property market as houses in the area dubbed the ‘golden square mile’ around the main university campus have been bought up and transformed into student lets. A plethora of other, purpose-built student accommodation has meant that competition for tenants and the standard of lodgings has also risen, causing some experts to fear that this area of the market has reached saturation point. “The market for properties for student lettings has died down a little bit now,” confirmed Rachael Cowan of Haart. “There are so many smart new purpose-built places for student accommodation that I think people feel they can’t compete and while there is still a demand and a market in this area it is not as busy as it was a few years ago.” Matthew Curtin of Fulfords agreed. “There is still a very high demand for student lets, although students these days have very specific demands which are being well met by some of the purpose-built accommodation,” he said. “There is some really top-grade stuff out there which makes it harder for the smaller, private landlord to compete. “However, you get back what you put in so for people willing to invest in a student property the returns can still be very good and not all students can afford to pay higher rents for

top-level facilities so there are still opportunities for everyone.” The good news for prospective property investors, however, is according to local agents the demand for rental properties remains extremely strong in every sector – from flats for young professionals, though family homes to bungalows for older people wanting to make the most of their retirement. “The demand is absolutely phenomenal,” says Paul Preen of the Plymstock office of Lang and Co. “There is a huge demand for investment properties and for properties to rent out. It’s a struggle to get enough properties to meet it. “In this particular area of PL9 we have so many excellent schools with really good reputations that it is extremely popular with young families and especially if someone grew up here and knows what a lovely area it is they want to stay in this neighbourhood and probably bring their children up here. “Many of them are unable to afford to buy so they are looking to rent. All size properties from two-bedroom flats to four-bedroom houses are in demand. “I have also seen a definite market in investors wanting to buy bungalows to rent out to older people and we have a high concentration of bungalows in this area. “Bungalows are not being built any more so once again it is a case of demand outstripping supply. “An increasing number of retired people have decided that they would like to sell up and release the equity in the family home so that they can enjoy life and are prepared to rent somewhere instead. “They feel there is no point in scrimping and saving to pay off a mortgage when they can travel and make the most of what is left of their life.”

The returns can be very good for those willing to invest in a student property

Rachael Cowan agrees the demand is coming from every sector of the property market. “There continues to be a massive demand for rental properties of every kind and that shows no signs of calming down at all,” she said. “Whether it is one-, two-, or three-bedroom properties there is a huge market and an increasing number of investors are realising it is a great way to get a good return on your money. “We have several clients who have a large portfolio of properties because they started out with a lump sum to invest, realised very quickly it wasn’t going to get them a very good return if it sat in a bank so have bought property which gives them an excellent yield and at the same time is an appreciating asset.” And the recent buy-to-let index released by agents Your Move and Reeds Rains confirms that returns on rental properties are continuing to grow. Across the country monthly rental returns have risen by an average of 2.4 per cent in the last year and have now reached an all time high with rents in the South West rising higher than any other region at 3.5 per cent. The average residential rent across England and Wales is now £761 a month, £3 higher than in October last year. Director David Newnes commented: “Autumn is when more people move to take up new opportunities, to build new careers and to start new chapters. “That is what the rental market is all about for many people by providing flexibility and it’s what it does well – at a cost which has risen in line with inflation for at least a half a decade.” For anyone thinking of investing in the burgeoning buy-to-let sector the advice is to do thorough research before parting with your cash. If you are thinking of investing in student accommodation then consult with the university to check on what the requirements will be and in other sectors be clear on the kind of tenant you are hoping to attract. “Work out what your market is going to be and find the appropriate area to purchase a property in to meet that demand,” says Rachael Cowan. “Obviously there is still a demand for good quality student property so if that is your choice you have to purchase in an area that is close the university and the known student areas. “But if your target is the family market that is precisely the sort of area you want to avoid and you want to be buying in areas where there are known to be good schools. “There is actually a shortage of family-sized homes available for renting so that is a good market to get into at the moment. “I don’t think there is any sector of the market where there is not a high demand for rentals and we know from our lettings department that almost as soon as a property becomes available there is a huge interest from prospective tenants.”

All but four of the 13 lots were sold either before, during or after the auction. In many instances sale figures were well above the guide prices: a small two-bedroomed property in Desborough Road in need of extensive renovation achieved £97,500 at a guide price of £75,000-£85,000 and a one-

bedroomed ground-floor flat in Holyrood Place, The Hoe sold at £86,500 at a guide price of £65,000-£75,000. A recent survey found nearly half of students embarking on their second, third and fourth year at university don’t think they’re managing their finances very well ■ NEARLY 3,500 cases of motorists lying on their applications for insurance, or deliberately leaving relevant information off, are being uncovered by insurers each week. According to data released by the Association of British Insurers (ABI), some 180,675 attempts to make fraudulent applications for motor insurance were detected last year, as people tried to get cheaper cover than they were entitled to. These claims were exposed as lies by the insurer either at the point when the person applied for a policy, or after they had obtained cover and had gone on to make a claim.

House sellers’ asking prices across England and Wales jumped by 0.9 per cent monthon-month in September to reach £264,875 on average across England and Wales, marking the first time since 2011 that prices have increased at this time of year. Asking prices have recorded a typical monthly fall of 0.5 per cent in September over the last 10 years, as the market usually takes a little time to gear up

again after the summer holidays. ■ PARENTS are siphoning money out of their own retirement nest eggs in order to help their children get on the property ladder, a charity has found. One fifth of parents who had helped their children onto the housing ladder used savings they had set aside for retirement or elderly care, according to a survey of more than 4,400 people from across the UK for Shelter. The average sum of money handed over by the “Bank of Mum and Dad” to help their first-time buyer children was £23,000.

AS THE autumn term gets underway and the latest crop of students settle into university life, many will be getting their first real taste of what’s great – and not so great – about living independently. While this dawn of a new era is crammed with excitement, it’s also a time when young people make money mistakes – some of which will have repercussions lingering way beyond their student years. One of the best – and least costly – ways to avoid a financial mistake yourself can be to learn from those who have already made one. A recent Gocompare.com Money survey talked to students who are now embarking on their second, third and fourth year at university, and found that nearly half don’t think they’re managing their finances well. Only 53 per cent of the 1,000 students surveyed were happy with the way they’re managing their money and nearly one in five (19 per cent) were “seriously worried” about the state of their finances. New research from the Money Advice Service (MAS) confirms how adulthood can be a particular flash point for people making serious financial blunders. The Service has just published a report detailing the “explosion” of choices people are faced with when they turn 18, suddenly finding offers of everything from new accounts to credit cards and payday loans dangled in front of them. The report lays bare the long-term consequences that a “spend today, worry tomorrow” attitude can bring. In one case, a young man named “Harry” (people’s real names were changed), told how he had bought a car to “impress the girls” using a student loan, but ended up gathering several thousands of pounds worth of debt after the car developed numerous problems. In the end, Harry’s financial difficulties led him to drop out of university, take on three jobs and move back in with his parents. This may sound like an extreme case, but financial mistakes in early adult life are very common. In the MAS survey, some 72 per cent of people in their 20s had made some sort of money mistake which they later came to regret – and 60 per cent of people in their late 20s said their biggest money mistake happened between the ages of 18 and 22. The age-old student tradition of spending too much money on a night out topped the list of financial blunders, closely followed by blowing the budget on take-aways and ready meals – so if you’ve got housemates, now might be a good time to draw up a cooking rota, as sharing meals should help keep to costs down. The research also found that one fifth (20 per cent) of students had let their new-found financial freedom go to their head by making too many

impulse purchases, so writing out a budget could also help. Picking the right student account for your needs can be key, too. One in seven (14 per cent) students surveyed said they’d gone with the wrong bank account. Focusing on how you use your account rather than any up-front perks can prove vital, with one in nine (11 per cent) students admitting they went for the best freebie rather than the best student account. Thinking about how you can keep down any borrowing costs to a minimum is also a must, with debt commonly cropping up on students’ lists of regrets. The Gocompare research also found that 8 per cent of students dipped into an unarranged overdraft, potentially leaving them open to punishing charges. Meanwhile, 10 per cent had over-spent on their credit cards, and a worrying 8 per cent ignored credit card payments which were due and incurred penalties as a result. This can leave blots on credit histories which students will still be affected by after they graduate. But not all students are the same, and some score much higher marks when it comes to managing their money. Unsurprisingly, maths, accountancy and finance undergraduates were found to be the most confident with their money skills, with 65 per cent believing they manage their finances well. Language students, including those studying English, were found to the least confident, with just 43 per cent seeing themselves as good with money. Be honest with your parents about your finances. 7. Don’t lend money to friends. 8. Get contents insurance for your possessions. 9. Take care choosing the right student bank account. 10. Talk to your bank or credit card provider as soon as you get into trouble.

Want to alter or extend your home? You’ll need permission – and watch out for poisonous neighbours and other potential pitfalls, says Julia Gray

IF YOU’RE buying a property you want to alter or extend and this is dependent on getting permission, you could be in for a nasty surprise. Last year, the Department for Communities and Local Government changed the law (for three years) to make it easier to build extensions. Permitted development rights (where planning permission isn’t required) for single-storey rear extensions have increased from 3m to 6m for attached houses and from 4m to 8m for detached ones (some houses are exempt). Sounds good? Well, yes and no. Because unlike normal permitted development, the neighbour on either side, and at the back, is given the chance to object. If they do, the local council will decide if work can go ahead, but, it seems, councils aren’t necessarily as keen on new extensions as the Government. We recently applied to do a 4.5m extension under these rules. A few weeks ago, our local authority wrote to confirm that no one had objected so we could proceed. But then the next week they decided that our adjoining neighbour had, in fact, objected and they were upholding his objection, so permission was suddenly refused. As our adjoining neighbour has a road on the other side of him, his unextended house can’t be trapped in a dark ‘tunnel’ between two extensions. And as our gardens are more than 20m long, a 4.5m extension wouldn’t affect much of his garden. However, the council says we can only extend by 3m because he doesn’t have an extension, with perhaps 4m on the other side, where that neighbour has extended by 4m. A decision like this can throw your plans into disarray and saddle you with a compromised layout. We bought this house after being forced out of our previous home, a flat, by neighbours from hell. One of the reasons we bought the flat was to convert the large cellar, as others in the street have done.

After we’d secured planning permission (second time around) and were several months into the project, the owners of the other flat in the building, Janice and Ken (not their real names), decided to stop us. Their party wall surveyor – who we had to pay for – claimed that Janice and Ken, who own the freehold to the house jointly with us, also own half the soil under it and wouldn’t allow us to dig down to increase the cellar’s height. Janice and Ken later told us that they wouldn’t accept any sum of money for their 30cm or so of soil – they only wanted to stop us adding value to our home in case we sold it. Not wanting a court battle, we abandoned the cellar conversion in favour of just rejigging the flat’s layout, but Janice and Ken have been fighting us over this for almost a year. Although the law is firmly on our side, these poisonous people and their slippery solicitor – who, again, we have to pay for – have got away with flouting it. Ownership of the soil under the house was a grey area, although it usually belongs to the freeholder/s. Often you can get space you don’t own valued by a surveyor and then pay the freeholder/s for it. This commonly happens with lofts – the owner of the (leasehold) top-floor flat may want to convert the loft but finds that it’s owned by the freeholder. Altering our flat’s layout is different, as we’re not increasing the size of it. Because our flat is leasehold, we need the permission of the freeholder – us, Janice and Ken – to alter it, because this is what the lease says. The lease also says, as most do, that permission can’t be unreasonably withheld. The issue of what’s reasonable is crucial. Normally, agreeing a licence to alter (a legal document granting permission) would take a month or two – the courts view more than about five months as unreasonable. However, Janice and Ken took months just to get a solicitor, who then played stalling games for them. I’ve heard of freeholders refusing leaseholders permission to make alterations, or asking money to grant permission, but not co-freeholders. I’ve also made offers on flats for sale on condition that the freeholder approves my planned alterations. When the freeholder proved difficult, I had to pull out. If you’re buying a leasehold property, you’re unlikely to come across people as unreasonable and spiteful as Janice and Ken, but if there are two flats in the building and the freehold is split jointly between them, I’d avoid it like the plague! Strong industry backing for new lettings code PEOPLE renting privately should be better protected in future, thanks to a new ‘best practice’ code launched by housing minister Brandon Lewis. The code, which has received strong industry support, is meant for agents, tenants and landlords and runs to 32 pages. The section specifically for agents says they must not engage in any unfair commercial practice by saying, doing or omitting to do anything to mislead the average consumer. Agents should make every reasonable effort to confirm a landlord’s identity before accepting instructions, and they must give landlords written confirmation of their instructions to manage a property on their behalf. This must include details of fees and expenses, business terms, the duration of their instructions and what happens about essential repairs and maintenance. Agents must give these details to the landlord before the landlord is committed or has any liability towards them, and the landlord should be given sufficient time to read and understand the agreement before signing. If a landlord signs a contract with the agent present at any location away from the agent’s premises, or by post or online, the landlord gets a 14-day cooling off period. Any changes to terms of engagement must be confirmed in writing and signed by both parties. Agents must provide clear details of their fees and expenses which may become payable. These should be published on their website and displayed prominently in all offices where customers enter. Agents should state all fees inclusive of tax, and the terms of engagement should set out which party retains any interest accruing from client money held. Agents must provide documentation including an Energy Performance Certificate (EPC) and, where gas is provided at the property, a current Gas Safety certificate. Property Ombudsman Christopher Hamer said the code was “a milestone for the industry as it provides a set of principles for every landlord and letting agent in the private rented sector to follow.”
