Where was the much-needed investment for our great city? Marc Rees of Lang and Co takes a look at the 2014 Budget and considers how it may affect the property market. Blame or applaud whomever you like for the surge in the property market across most of the UK – but a surge is what we have. Whether it is foreign investors in London, the Government’s Help to Buy scheme or greater confidence following month after month of lower unemployment and higher growth, the property market is following its familiar path of post-bust recovery with the ripples radiating from London. Of course there are those who still manage to blame estate agents for rising prices – but even these people must concede by now that greater forces are at work than just the aim of estate agents to get the best for their clients. The 2014 Budget did nothing to derail this recovery but did little to accelerate it either. The new homes sector will receive support for building more than 200,000 homes. The Help to Buy scheme extended now to 2020 indicates that both Treasury and the Bank of England have little fear of this measure helping to cause a housing bubble. Nor will a new 15,000 home garden city at Ebbsfleet do much to alter the housing picture overall – however exciting the first of these cities in 100 years may be. Some people may rue the closing of the loophole that made it advantageous to buy property over £500,000 through a company. These properties will now be liable for 15 per cent stamp duty. Finally, those that face the uncertainty of flooding may take a little consolation from the extra £140m for flood defence repairs made in this Budget – although that figure might not seem very much when weighed against such an intractable foe. So the Budget will be pored over by many more than just those in the property industry this time round. Property has been left to find its own way and, by-and-large, that is how it usually is. Many vendors, buyers and indeed estate agents had high expectations the Chancellor would actually change and raise the stamp duty thresholds to move with the 21st century but sadly not. We live in hope that next year, maybe just maybe, this will change? I had also hoped for additional investment for housing and much-needed investment for our great location. It seems like the Sherford development plans were shared years ago! There does not seem to be the desire or money to build such an exciting venture – or is it because everything centres around the vibrancy of London, the Home Counties or indeed the South East... Just a thought!

With the 2014 Budget announced last week Denise O’Leary gets reaction from local estate agents... ON the face of it last week’s budget contained few measures to have a great deal of effect on the housing market in the Plymouth area – confirmation of a new garden city in Kent and the promise that the Help to Buy Scheme will be extended to 2020 seem unlikely to have a huge impact in the city. But according to local pundits, the Chancellor’s measures are likely to have repercussions for all sectors of the market – not least in the ever growing buy-to-let sector as pensioners are freed up to invest their money in bricks and mortar. Overall the Budget was welcomed as a positive package, likely to instil confidence in the economy and therefore the housing market as a whole. “I think that it is a very upbeat Budget which can only help people to be confident about both selling and buying houses,” said Roger Punch of the Plymouth office of Stags. “It is quite welcome because this year has started relatively slowly. People seem to be waiting to put their property on the market and that combined with the dreadful weather has meant a very slow start to the year so far. It is quite normal for there to be something of a lull pre-Budget as people wait to find out about any changes that may be proposed. “Generally it was an upbeat Budget which we welcome because anything that instils confidence is good for the housing market.” Mark Slade of Maitlands, who is the current chairman of PAPPA (the Plymouth Area Property Professionals Association), agreed. “I think it is a very positive Budget and will particularly encourage anyone who is thinking of investing in property,” he said. He welcomed the stability provided by the announcement that the Government Help to Buy scheme will remain in place until 2020 and his sentiments were echoed by Russell Brighton, branch partner of Connells who said: “Help to Buy has been very popular with purchasers since it was launched last April so the decision to extend the scheme is positive news for the housing market.
“As well as helping first-time buyers, the scheme was instrumental for home movers, many of whom used it to move to a larger home which would fulfil their needs for a longer period rather than having to upsize again a few years down the line.” The Help to Buy scheme, which enables buyers to purchase a home with a 5 per cent deposit, has already helped many would-be buyers to move home or get on the property ladder for the first time, some of whom would not have been able to do so without it, said Mr Brighton, who felt it had been fundamental in boosting house-building activity. But there was also disappointment for what the Budget did not contain. Mr Punch said the Chancellor had missed out on an opportunity to reform the Stamp Duty system. “I think we were hoping for an adjustment to Stamp Duty which sadly didn’t come,” he said. “It is such a big step up to the £250,000 level that it creates an artificial hike in the market and it would be much better if there was a more gradual progression.” Simon Rubinsohn, chief economist with the Royal Institution of Chartered Surveyors, also expressed disappointment that there were no Stamp Duty reforms. “This was a tight budget with little room for manoeuvre,” he said. “Yet again, the Chancellor has failed to overhaul the Stamp Duty system, with wages well below inflation and rents rising rapidly for years, many have been struggling to save for a deposit, let alone meet a huge tax bill. Helping more buyers to enter at the lower end of the market would have resulted in more movement and transactions, freeing up stagnant property chains and bringing badly-needed housing onto the market.” Most experts agree that it was a Budget aimed mostly at wooing the floating voters of middle England, particularly those who have either retired or are approaching pensionable age with reforms aimed at freeing up their pension pots. This has prompted some pundits to predict

house price rises of as much as 30 per cent as a growing number of savers choose to invest their money in property rather than poorly performing annuities. Mr Slade confirmed that he had already had a call from a client who has retired abroad saying that he will now be investing his money in property in the Plymouth area and others are sure to follow suit as rents remain high and provide a much higher yield than can be found in financial institutions. There are concerns that this will put a further squeeze on those wanting to start out on the property ladder who are already competing with buy-to-let investors at the bottom end of the market. “The big changes in the Budget are to pensions and retirement funding and that will also have an effect on the property market in this area as many people are still living in the family house and will now be reassessing plans to move or to downsize and release the capital in their property,” said Mr Punch. “Some have been waiting for prices to go up but that is a dangerous game because the bottom end of the market is recovering faster than at the top end.” “This was a budget very much aimed at regaining the blue vote and I don’t think that Stamp Duty reform was very much on the Chancellor’s agenda for doing that,” said Mr Slade. “Things may change in a year’s time. It is definitely an area which is ready for reform. “The extension of the Help to Buy scheme to 2020 is also a positive step which gives people a definite date so they know exactly where they stand.” Overall, however, Mr Rubinsohn of the RICS feels that more sweeping changes are needed to really help the housing market. “Plans for regeneration and new homes in Barking, Brent Cross and the new garden ‘city’ at Ebbsfleet – which is really just a garden village – will contribute a little housing in the South East,” he said. “These numbers are a drop in the ocean and do nothing to help others in the UK. More importantly, they don’t deliver the mix of homes we need across society, from the private rented sector to affordable and social housing. “RICS has long called for an investors’ prospectus for garden cities, which we welcome today. But we need a more ambitious approach than 15,000 homes at a time. To provide investors communities and developers with greater confidence, what we need is a proper political vision for garden cities and the wider economy. “Meanwhile, the much trailed extension of Help to Buy to 2020 is not a game changer. While it provides certainty and clarity to the market, creating another 120,000 new-build properties is still a modest target. We need over 230,000 just to meet current demand. Much more needs to be done.”

Five reasons why Help to Buy 1 is better than Help to Buy 2 LAST year saw the Government introduce two mortgage guarantee schemes to support people who aspire to become homeowners. The perception of many people is there isn’t much of a difference between Help to Buy 1 and Help to Buy 2. To clarify, Andrew Addison, sales director for award-winning homebuilder Redrow (South West), outlines five facts on why he feels Help to Buy 1 is better than Help to Buy 2. Cheaper mortgage: A typical £250,000 newbuild property on Help to Buy 1 (HTB1) is £523 cheaper per month than on Help to Buy 2 (HTB2). Therefore, in essence, you get more ‘house’ for your money with HTB1. Not just for first-time buyers: HTB1 is an evolution of an existing scheme called FirstBuy, which went live in 2011, but unlike FirstBuy, HTB1 is relevant to a wider range of the population and can benefit those looking to move up the housing ladder, as well as
first-time buyers. However HTB1 is only available on new-build properties. Deposit and equity loan: HTB1 is more affordable in terms of the mortgage because, providing the housebuyer can supply a 5 per cent deposit, they are now able to take out a mortgage for just 75 per cent of the cost of the property. Therefore, they are able to enjoy lower monthly mortgage repayments, thanks to investment from government loans. The final 20 per cent of the value of the property is supported by an equity loan, which is interestfree for the first five years and can be paid back over a span of 25 years. Better interest rates: With HTB1, homebuyers are able to access competitive interest rates (from a range of banks and building societies), making their mortgage repayments more affordable. This means that househunters can buy a larger property or live in a more expensive area with this first scheme and not have the hassle of moving again in the near future. Not only are properties more affordable with this first scheme, the investment is also more secure for the purchaser. Due to the 20 per cent equity share in HTB1, if house prices fall the Government share the loss, whereas with HTB2, which is a straight 95 per cent lend, if prices drop the homebuyer could end up in negative equity.

Energy efficiency of new homes: Energy costs have been constantly on the news agenda recently and everyone is concerned about the ever increasing cost of fuel. Buyers can feel safe in the knowledge that Redrow homes are on average 40 per cent more energy efficient than homes built prior pre2002, and 70 per cent more energy efficient than homes built prior to 1990. This is not only good news for the environment, but also gives homeowners the capacity to make savings of up to £556 a year on household bills in comparison to living in an older property. The South West region tops the table among the Redrow group, with the highest take-up from the whole of the UK. But because this percentage is based on the value of your share rather than the value of the whole property, it will be less than if you were buying the home outright. Gwenda Beckley from Westward Housing said: “There are several myths surrounding Shared Ownership. “Some people think it means you have to share the property with someone else. “Some don’t realise that the combined cost of the mortgage payments and the rent can be less than renting privately. “Shared Ownership is a way of getting a foot on the housing ladder.â€? ■ Wet underfloor heating systems produce an even, consistent room temperature, as well as a toasty floor, so could they be for you? Julia Gray reports on a hot trend... THE last thing you want to do on a cold morning is get out of bed. But imagine if you could step out on to a warm carpet... Sounds blissful, doesn’t it? Well, many people dream of having underfloor heating, according to a new campaign, Ask for Underfloor (www.askforunderfloor.org.uk). In a survey, a third of people said they’d like underfloor heating in their new home when they next move. Desirable as it may be, underfloor heating can seem like an expensive and disruptive home improvement, but it’s often more affordable and easier to fit than you might think. There are two types of underfloor heating, electric, and wet, or hydronic, which circulate warm water between pipes under the floor and the boiler. If, like me, you thought the pipes have to be laid in a new concrete floor, you’d be wrong. With some wet underfloor heating systems, the plumber can lift up the existing floorcovering, fit the heating panels, lay plywood on top and then replace the floorcovering (assuming it’s not damaged). Most types of floorcovering are suitable for underfloor heating, including carpet, tiles, vinyl, laminate and wood, although it should be insulated underneath to prevent excessive heat loss. While it’s perfectly possible to have underfloor heating in some rooms and radiators in others, the former is more energy efficient. It works at a lower temperature than radiators and yet delivers the same level of comfort, saving you money because the boiler or other heat source doesn’t have to work as hard and so uses less energy. A radiator heats the air immediately above it, with the heat rising to the ceiling and then falling in a circular motion as it cools, whereas an underfloor system heats the entire floor from the floor up, providing a more even heat throughout the room. This reduces the constant air circulation caused
by radiators, which creates draughts and distributes dust. If your home has a ground, air or water source heat pump, or you’re considering installing one, this is the perfect partner for underfloor heating. Heat pumps work at their most efficient at low-water-output temperatures and so having a lowtemperature heat emitter, such as underfloor heating, is ideal. Both heat pumps and boilers can heat water to the lower temperature required for underfloor heating, but heat pumps do it more efficiently than boilers. As wet underfloor heating systems are connected to your home’s boiler or heat pump, they can be cheaper to run than electric versions. They also come with room (or zone) controls, so you can have some rooms (or zones, such as the ground floor) hotter than others, again potentially saving you money. ■ Doing the groundwork, below Another advantage of underfloor heating is that it’s space saving – some rooms, especially in small homes, are short of wall space for radiators, but this clearly isn’t a problem if the heating’s under the floor. What’s more, underfloor heating is increasingly popular in children’s bedrooms, as a safer alternative to radiators. It is, of course, important to get your underfloor heating from a reputable manufacturer that offers a guarantee – some manufacturers guarantee their heating pipes for up to 50 years – and to use a plumber or heating engineer with experience of fitting systems like yours. ASSOCIATION of Residential Letting Agents (ARLA) research reveals that the number of people letting out properties because they have been unable to sell has dropped to a record low. According to ARLAâ&#x20AC;&#x2122;s latest quarterly report, the percentage of letting agents seeing an increase in rental property entering the market because it cannot be sold has fallen to just 13 per cent. This figure represents the fourth consecutive fall, and is far below the 94 per cent high recorded when the question was first asked at the start of 2009, during the post credit crunch property crisis. The renewed ability to sell property is having a significant effect on the overall shape of the residential investment market. The proportion of ARLA members who think landlords are currently decreasing their net investment by selling properties is up sharply, from 15 per cent to 20 per cent. This is while the proportion of respondents who think landlords are increasing their net investment by buying properties declined from 43 per cent to 42 per cent. Of the landlords who are retaining their property interests, the vast majority now appear to be investing for the long term, with the average time between purchase and sale now standing at 19.8 years.
