Flatter picture expected in South West for festive period HOUSE prices continued to rise in the South West but at a slower pace, according to the latest Royal Institution of Chartered Surveyors (RICS) Residential Market Survey. In line with slowing momentum, surveyors are now anticipating a much flatter price outlook in the run-up to Christmas, but over the course of the next 12 months they remain quite positive. The level of sales activity was more or less unchanged on the previous month, but surveyors are still expecting transactions to hold up in the near term. As the market stabilises in the region 17 per cent more chartered surveyors saw a fall in new buyer enquiries during the last month. Nationally, new buyer demand slipped for the fourth consecutive month, with 18 per cent more chartered surveyors seeing a fall. In London the figure was higher, with 62 per cent more surveyors reporting a fall in new buyer demand. Meanwhile, stock coming onto the market in the region also dipped, with 22 per cent more chartered surveyors seeing a fall over the last month in the South West. Nationally, this figure remained virtually unchanged in October (a net balance of minus-two per cent) continuing the trend which has been in place for much of the past year. As a result, even with the dip in demand, much anecdotal evidence from surveyors points to an ongoing challenge in securing adequate new instructions nationally. At a national level, the slow-down in buyer activity in the sales market stands in marked contrast to the lettings market, where tenant demand continues to grow strongly. During the last quarter, this has particularly been the case in East Anglia, the north of England and Scotland, and rent expectation remain generally firm with respondents’ anticipating an increase of around two-and-a-half per cent over the next 12 months across the whole of the country. Simon Rubinsohn, RICS chief economist, said: “The flatter trend in the market is partly a reflection of potential buyers becoming a little more cautious about making a purchase, as more stringent lending criteria has made it harder to access mortgage finance. “An increasing awareness of the approaching general election also appears to be contributing to the softer market if the responses to the latest survey are anything to go by. “However, with new instructions still flat at a headline level, as has been the case for most of the last year, it seems implausible that the dip in demand will result in very much of a decline in house prices. “Meanwhile, demand to rent property is growing as the sales market slows and this, coupled with a drop in supply of new stock to let, is helping to underpin the rental outlook for landlords pretty much across the whole of the country.”

INTEREST rates have been at a record low level of 0.5 per cent since March 2009, and recent gloomy predictions about a slowingdown in the recovery of the British economy means they are unlikely to rise in the near future. This may be bad news for savers but it is good news for the property world as mortgages remain more affordable for house buyers and static interest rates result in a stable housing market. Experts have said the British economy is “not weak but weakening” and Prime Minister David Cameron has warned that “red lights are flashing on the dashboard of the global economy”, leading to predictions that it is unlikely that the Bank of England will introduce interest rate rises in the foreseeable future. The majority of economists feel that they will remain at this level well into 2015 and will certainly not increase before the next General Election in May. Paul Preen of Lang and Co at Plymstock said: “The Government will want to keep interest rates low until after the election and then it may well be a case that they will start to rise again, perhaps in line with the rest of Europe to two-and-a-half to three per cent at most. “I don’t think it will come all at once, it may

well creep up gradually over the course of an 18-month to three-year period. “If that happens, the effect on the housing market is rather like a see-saw; the lower the interest rates the higher the property prices go up, but when interest rates go up the prices come down because property becomes less affordable. “For anyone thinking of purchasing a property, now is a really good time to get a good mortgage deal at a rate fixed for five years. “Then you know you have peace of mind that this will be your rate for the time ahead at a rate you can afford and you can budget accordingly. “I would advise anyone to act now and secure a rate they can afford, otherwise six months will pass before you realise it and it could be a different story.” Roger Punch of Stags’ Plymouth office said he had mixed feelings about the effect of low interest rates on property prices “Different things affect different people in different parts of the market,” he said. “Certainly, people are going to be nervous, as they always are in the run-up to a general election, but I am also concerned about the effect that the changes in pension regulations is going to have.

“The reforms have enabled people to use their pension pots for any investments they choose and I can see that a lot of people will be buying property as an investment because it provides a better return. “This will continue to drive up prices in the lower section of the market where first-time buyers will struggle to cope with the increase. “While interest rates are low it makes property more affordable, but it also means that they get a poorer return on their investments elsewhere and this makes it harder for firsttimers to get into the property ladder. “This has a roll-on effect for properties higher up the market. “Changes in interest rates are unlikely to have a great deal of effect at the higher end of the market but there will always be a good demand for family houses in a good location in Plymouth and the surrounding area, and this won’t diminish. “Plymouth is a much better place to buy property than it used to be and there is a growing demand for homes both in the city and on the periphery. “We are experiencing a very busy end to the year in terms of sales being negotiated but, if anything, there is a shortage of quality, fresh instructions. “There are still lots of people making enquiries and I can’t see any huge changes to that for the immediate future.” Julian Partridge of Julian Marks warns that if interest rates to start to climb back up again it will affect the housing market, but says it is unlikely to happen for many months. He said: “If interest rates come back up, that will definitely have a negative impact on house prices because it makes people think twice about moving and whether they would be able to afford higher mortgage payments if they wanted to move up the ladder to a bigger house. “At the moment it’s quite a confident but stable market and I don’t think we are likely to see any massive changes over the next 12 months. “We aren’t likely to see any huge price increases but, similarly, I don’t anticipate the market will fall over the next year either. “I think it’s unlikely interest rates will change for a while and I think that will help to maintain the stability we are currently enjoying. “The market is good but price sensitive, so if you have had a property which has been on the market for a long time without finding a buyer, the chances are you are asking too much money for it. “Well-presented houses which are accurately priced are selling well and I think that is the way things are going to be for the year ahead and for some time to come.”

by ANDY PYLE THERE are often stereotypes associated with bungalows. In the eyes of some, they tend to be seen as nothing more than one-storey houses for people who cannot afford two storeys. However, survey after survey tells a very different story… Research by Alliance and Leicester has revealed that although just two per cent of homes in Britain are bungalows, an astonishing third of the population would like to live in one. Around 35 per cent of people who took part in the study described a bungalow as their dream house. In 2009, the latest year for which figures are available, only a risible 300 new bungalows were built. Conservative MP Brandon Lewis, the Minister of State for Housing and Planning, recently urged that developers needed to build more “quintessentially British” bungalows. He cited the case of his in-laws, who are now in their seventies and “pretty fit, mentally with-it, struggling to live in a normal house, but not yet ready to move into what they would regard as a retirement home”. The trouble was that there were no bungalows available in their area… just “tons and tons of apartments”. Sarah Carter-Shaw of Fulfords in Plymstock said: “Demand for bungalows in Plymstock is very high, especially close to the Broadway and at Wembury, which is very popular because it is close to the coast. “Probably about 30 per cent of people who come in to our office enquire about bungalows. “However, there is a shortage of bungalows in the area and the supply certainly outweighs the demand. “A lot of people are currently waiting for the right property to come along.” Sharon Pollard, manager of Bradleys’ Plympton branch, added: “There is a huge demand for bungalows. In fact, we have quite a few clients registered with

us who are looking exclusively for a bungalow. “The level-plot properties will go very quickly indeed, whether they are two- or three-bedroom, but a lot of them are on elevated sites or have tiered gardens. “It also doesn’t matter if the property needs updating, there is still a high demand.” Findings from the study by Alliance and Leicester also suggested that 47 per cent of 16to 19-year-olds would like to live in a bungalow, though in most cases people that young aren’t in a position to buy a property anyway. Sharon revealed: “Bungalows in certain areas of Plympton are a very popular choice with young families. “They appeal even more if there is the chance of extension, for instance up in to the roof or extending to the side or back of the property. “Initially you may find that other family members do the research, but a lot of clients want to physically look at the property. “They are generally keen to have a wander round and look at the space, especially if they are downsizing or moving for mobility reasons.” Sarah added: “Bungalows are definitely favoured by the older generation, while larger bungalows are very popular for those with disabilities. “Some people don’t want to wait too late to pick up their perfect property, perhaps through fear of getting too old to move house, so we see a lot of buyers in their fifties who are interested in bungalows.” “We also get people who are buying homes for relatives. Recently there have been a lot of potential buyers looking for bungalows because they want to move down and be closer to their families.” “However, that sometimes doesn’t work out due to the lack of bungalows on the market, and generally people are just waiting for them. “Developers just don’t seem to be building them, which contributes to the shortage and is another reason why some people are giving up trying to find one.”

If you aren’t, Vicky Shaw asks what is stopping you from switching... CURRENT accounts are a vital part of our everyday finances and there are plenty deals to choose from. Some will offer us money to switch our banking to them, cash back when we make payments, or attractive rates of interest on balances. Some providers also boast of a track record of great customer service. But despite this wide array of options, many of us stick to what we know, rather than switch providers. Which is all well and good if that means we’re generally happy with the deal we’re getting, but consumer groups have pointed out that rising numbers of consumer complaints about this sector would suggest otherwise, with dissatisfaction around current accounts actually on the increase. The Competition and Markets Authority (CMA) has said it is concerned about low levels of customers shopping around and switching. It has also said there’s been very little movement over time in the dominance that the biggest banks have over the market and has raised concerns about potential barriers to newer account providers managing to make inroads. In September last year, a new current

account switching service was introduced with the aim of making it easier for people to ditch their old provider and move to a new one. The service cut the length of time it takes to switch as well as automatically moving payments linked to the old account to the new one. A guarantee under the new switching scheme also promises that consumers will not be left out of pocket if something goes wrong. More than 1.2 million current account customers have swapped to a new provider in the first year of the scheme, marking a 22 per cent increase on the same period a year earlier. But campaigners say more could still be done to inject greater movement into the UK’s 65 million active personal current accounts. A reason more people aren’t switching is that they are struggling to differentiate one account from another. Several reasons have been suggested by consumer campaigners for why this could be the case. One is the notion of having current accounts which appear to be “free”. Many of us have accounts which do not charge us a monthly fee as long as we stay in credit. But in reality, this can mean that current account customers who are

overdrawn are cross-subsidising wealthier customers through the fees and charges they have to pay on their debt. When people do go overdrawn, the way overdraft charges are levied has also been blamed for adding to confusion, making it harder for customers to compare how better or worse off they’d be if they moved to another bank or building society. It has also been suggested that more could still be done to take the “hassle factor” out of switching. Another potential step which could make people more tempted to switch may be to offer them the chance to take their existing current account number with them when they move to a new provider. Bank account number portability is not currently available under the current account switching service. The Financial Conduct Authority (FCA) is looking into whether more people would switch if they could port their existing account number to their new provider, as well as the likely cost this would involve. The investigation launched by the CMA will take around a year and-ahalf to complete, so it’ll be a while before any possible shake-ups come about as a result.

House buyers ‘better off than renters in five years’ ■ BUYING a home typically becomes more costeffective than renting after five years, a property website estimates. Zoopla found that the cost of a repayment mortgage is around £316 a month more expensive for someone getting on the property ladder than renting an equivalent property. But while renters may pay less each month and potentially have more spare cash to put in savings, home owners become better off than renters within five years, Zoopla found. This is because the rising amount of equity in a buyer’s home as the mortgage is paid down and the property value increases starts to outweigh initial buying costs such as stamp duty and would also outstrip the interest earned if the deposit put down on a property had been left in a savings account instead. ■ NEARLY 1,000 people a week on average have

contacted Shelter during the last year over fears that they are about to be made homeless, the charity has reported. Between October 2013 and September 2014, 51,364 people on the brink of homelessness called the Shelter helpline, the charity said, marking a 28 per cent surge compared with the same period two years earlier. Overall, the number of calls to Shelter’s helpline, which is part-funded by Marks & Spencer, rose to a record high of more than 174,000 across the last year. ■ THE proportion of women who are saving adequately for their retirement has jumped to a three-year high, in signs of the success of the pensions revolution. Half of the UK female population is now estimated to be making sufficient preparations for old age, marking a significant rise from the 40 per

cent of women who were found to be putting enough money by a year ago, a new Scottish Widows annual Women and Retirement report found. It said the improving picture reflects the positive impact of the Government’s initiative to place people automatically into workplace pensions. Lynn Graves, a retirement expert at Scottish Widows, says: “Women have historically lagged behind men in retirement savings but the recent pensions changes are giving women new opportunities to build a more comfortable retirement.” ■ IF you’re looking to shun the cold weather, the Canary islands of Fuerteventura and Tenerife offer top value for a family break, according to new research for TripAdvisor. A week’s holiday for a family of four in Fuerteventura costs around £525, which is a

fraction of the price of the most expensive destination for a winter sun break in the study at £3,952 in Caribbean hotspot Turks and Caicos. The results were taken from TripAdvisor’s TripIndex Winter Sun 2014, an annual report that compares the cost of a holiday in 29 winter sun destinations around the world. The study considers the cost of a week’s stay in a two-bedroom holiday rental, one week’s car hire, basic self-catering groceries and dinner at a restaurant including drinks for a family of four this winter travel season, between December 15 and March 31. Other destinations which were found to offer particularly good value included Goa in India, Grenada in the Caribbean, Sharm el Sheikh in Egypt, Marrakesh in Morocco and Lanzarote in the Canaries.
