Ocean Crescent appoints a fulltime concierge OCEAN Crescent, a landmark 122-apartment building currently undergoing a £1million refurbishment, has appointed Heather Branson, pictured, as its full-time concierge to ensure the smooth running of the building. Heather, who also lives at Ocean Crescent, will manage the day-to-day running of the building, while also acting as a first point of contact for residents. Heather said: “It has been great to see the reaction of existing residents to the extensive improvements made by the developer, Burrington Estates. “As well as transforming and modernising the communal areas, the developers have also created three stunning show apartments which have created quite a buzz – both with people living here and prospective purchasers.” Just days after Ocean Crescent launching, the developers reported an overwhelming response to the show apartments, with a number reserved on the night. Heather will also be assisting with escorting prospective buyers around the recently-renovated show apartments. ■ NEW home registration statistics for the UK, released by NHBC, show the number of new homes being registered continues to improve on last year’s figures. In total 34,239 houses were registered for the rolling quarter February to April, just over a 3 per cent increase on the same three month period last year (33,111). The month of April saw a 4 per cent increase compared to last April’s totals (11,912 in 2014; 11,484 in 2013), with it being the highest April total since 2007. As the leading warranty and insurance provider for new homes in the UK, NHBC’s registration statistics are a leading indicator of how the country’s new homes market is performing. Commenting on the latest statistics, NHBC’s Commercial Director Richard Tamayo said: “Having seen very strong growth in 2013, it is comforting to see 2014 consolidate and even improve on last year’s high volumes. “As production ramps up across the country it is vital that we are able to provide the support and guidance to the industry that is needed at this time as builders strive to meet the growing demand for more new homes that the UK clearly needs.”

Denise O’Leary asks estate agents how beneficial the new Green Deal could be for home owners... THE energy efficiency of our homes has a crucial impact on the environment, not to mention our bank balances, and it is in everyone’s interest to make sure that we are not wasting precious and expensive resources keeping ourselves warm. Under a new Government scheme administered by the Department of Energy and Climate Change it is now possible to offset the cost of improvements on your property and get up to £7,600 back through the Green Deal Home Improvement Fund. The aim is to help people finance the installation of energy efficiency measures such as solid wall insulation or new more proficient heating systems and so on in a package worth £540 million over the next three years. Energy and Climate Change Secretary Ed Davey has said: “The best way for households to take control of their energy bills is to use less energy. “Faulty boilers, draughty windows and insufficient insulation all cause properties to leak hundreds of pounds every year. “Advice and support though the Green Deal can help to put a stop to this. “By installing energy-saving improvements, families across the country can enjoy the benefits of warmer, more energy-efficient homes and lower bills.” The average saving from installing solid wall insulation in a three-bedroom semi-detached house is said to be £270 per annum and other improvements such as upgrading a boiler can save a further £100. The new scheme, launched this month, offers up to £1,000 for installing two measures from an approved list, up to £6,000 for installing solid wall insulation and up to £100 refunded for a Green Deal Assessment. Anyone who has bought a property in the last year can qualify for an extra £500 if they carry

out energy efficiency improvements and Mr Davey added: “I want households across the country to benefit from more energy-efficient homes and reduced bills through the Green Deal and that is what the new home incentive fund will do.” The fund is also available to private or social landlords who are undertaking improvements and paying the cost themselves. However Nigel Tunnicliff of Millington Tunnicliff estate agents based at Ivybridge sounds a note of caution on the Green Deal and urges people to take expert advice before committing themselves to something which could cause complications when they want to sell their property. Both he and his partner Stuart Millington, are qualified Domestic Energy Assessors and he explains: “People should be aware that although you can claim this money to offset the cost of having work done to make your home energy efficient you will eventually be paying it back via increased tariffs. “This will be a charge against the property not the person so it does have implications for the future sale of the property. “It is too early for us to have had any test cases yet but it is something to be aware of, much in the way we had issues with people who have had solar panels on their roof where they were, in effect, renting the roof out to the company. “So before taking out the Green Deal look into it thoroughly and make sure you know exactly what you are committing yourself to.” He and the other agents we spoke to feel that it will not be long before the energy efficiency of our home will be reflected in how much council tax we pay. Much in the way cars which use more fuel pay a higher annual levy to the Government, the homes with the highest energy efficiency

scores will be rewarded by lower bandings when it comes to paying their council tax. “I am convinced it is only a matter of time before this happens so people will have extra cause to make their house more energy efficient because it won’t just mean cheaper energy bills, it will mean cheaper council tax as well,” said Mr Tunnicliff. Iain Christie of Bradleys agreed. “I think the time is coming when the energy efficiency of a property will be reflected in the amount of council tax you have to pay, much in the same way car tax bills are calculated according to fuel consumption so it is something that we will all be becoming more aware of,” he said. “It will become increasingly important to improve the energy efficiency of your home. “The EPC (Energy Performance Certificate) is the only thing that survived the HIP (Home Information Pack) reforms and I think it is a good thing that people are more aware of the energy efficiency of their home and what they can do to waste less energy but lenders may be wary of the Green Deal in the same way as they are of solar panels because the charge is on the property, not on the person. “At the moment I still think people buy property with their emotions. “If they fall in love with a house they aren’t too worried about how energy efficient it is because that is something they can deal with later but obviously if there are two similar homes and one has a much better EPC rating than the other it is going to become a factor because it isn’t an expense the purchaser is going to have to face when they move in. “At the moment I don’t think people are paying a lot of attention to EPCs but I think that as they become more aware that will change.” Jonathan Turfrey of Fulfords had similar views. “People are becoming much more aware of the costs involved in running a home although I think is probably more to do with the cost of living than the desire to be greener,” he said. “That said I think a growing body of people are becoming more conscious of the need to be energy efficient for environmental reasons as well and a lot of them are trying to do their bit by recycling more and wasting less. “Gradually more and more people are paying more attention to the EPC, although I don’t think there is a great understanding of what they represent. “You can, for instance, have an old cottage which is properly insulated and it can have a better rating than a property which is more modern but which has lots of draughts. “People are looking at what they can do to make their homes more energy efficient – things such as loft insulation, improving the double glazing and so on and of course when they come to purchase a property if it already has all these measures in place it is going to make it a more attractive buy because it is an expense they won’t have to incur and the house will be much cheaper to run.”

This year’s Property Sharing Experts AGM at St Mellion International Resort was a huge success...

‘Conference was really fantastic!’ THE annual AGM and conference of the Property Sharing Experts network was recently held at St Mellion International Resort. Independent estate agents from all over the South West packed the St Mellion suite at the world-famous golf and leisure retreat for the event, which provided an afternoon of education, enlightenment and entertainment. Sponsored by dcmedia, publishers of the Western Morning News and regional newspapers throughout Devon and Cornwall, alongside specialist estate agency software house, Expert Agent, the day started with the AGM, which concluded at midday, then the delegates enjoyed a buffet lunch while sharing ideas and experiences as well as perusing the trade stands of local suppliers to the industry. The conference began with a warm welcome from Steve Moir, chairman of the Property Sharing Experts network, which now boasts a membership of almost 80 independent estate agency offices spanning the whole of the region, from St Ives to Portland and Bristol. The first speaker to take the podium was Ian Springett, CEO of Agents Mutual, the new agent-owned residential property portal set to compete with giants Rightmove and Zoopla on its launch in January 2015. Founded by some of the leading estate and letting agents in the UK including Savills, Knight Frank and Strutt & Parker in response to the steep and ever-increasing monthly subscription fees for listing properties on the two existing portals, Agents’ Mutual will create a new property portal website, which will challenge Rightmove and Zoopla for the top spot while offering estate agents the opportunity to regain control of their online advertising costs. Next up was Nina Carroll of eNCy Training, who outlined some of the courses offered to the agents as part of the comprehensive Property Sharing Experts training programme, designed for both newcomers to the industry and principals, to keep them up to date with legislation and best practices while improving and developing their skills and enhancing the services they offer to clients.

Courses by eNCy Training include an A-Z of Estate Agency, Market Appraisals, Sales Progression, Legislation including the new Consumer Protection Regulations, Telephone Skills and Understanding the Conveyancing Process. Tom Levitt from Expert Agent introduced some exciting new and upcoming features of its specialist award-winning software, used by all the agents, and Christopher Watkin, contributor to the lettings industry’s digital trade magazine, Letting Agent Today and self-proclaimed ‘No.2 Biz-Gen Guru for Letting Agents’, gave a compelling presentation on his concept for developing property management business. Next to step onto the rostrum was John Bonney, internet marketing specialist who has teamed up with regional newspapers in the dcmedia group including the Express & Echo, Herald Express, Plymouth Herald, Mid Devon Gazette series and the North Devon Journal, to deliver a series of seminars across the region on the broad and increasingly important topic of online marketing. John, who has 15 years’ experience in the field, gave the agents an insight into utilising platforms such as Google+ and Pinterest for business and integrating social media into their marketing strategies. The conference concluded with a hilarious and thought provoking appearance by one of the UK’s leading corporate performance and motivational speakers, Pete Cohen. One of television’s most motivational personalities, Pete has inspired audiences on ITV’s Fat Chance, BBC2’s Confidence Lab, BBC3’s Fantasy Retirement, and Channel4’s Going For The Burn alongside many others. Pete also enjoyed a highly successful run as GMTV’s resident life coach and taking part in the hugely popular Inchloss Island feature, and has worked with sporting heroes including Sally Gunnell, Ronnie O’Sullivan, Greg Rusedski, Steve Backley and the Arsenal football team. Steve Moir concluded “This year’s conference was really fantastic. “It was well attended, entertaining and highly informative. Brilliant!�

Are you in debt denial over your mortgage payments? Vicky Shaw reports on why it’s better to speak out early if you’re having problems...

Increase in debt denial is a worry for lenders DO YOU shove letters from your mortgage lender to one side to ‘open later’? Or ‘file’ them in the bin? Or flick to another TV channel when news presenters start discussing the possibility of interest rates and costs for borrowers rising? If your answers are yes, you are far from being alone. The financial ombudsman, which resolves disputes between consumers and financial firms, has raised concerns about the level of mortgage borrowers in “debt denial”, borrowers who bury their heads in the sand, leave it too late to get help or support from their lenders, then turn to the ombudsman as a last resort. In fact, last year, 13,659 people, the highest number ever recorded by the Financial Ombudsman Service (FOS), contacted it for help with a mortgage problem. And though around one third of mortgage complaints are upheld in consumers’ favour, the ombudsman service is concerned about the increasing numbers of people letting the situation get out of hand before they seek help. They also expect “unrealistic” solutions – for example, asking for payments or interest to be suspended indefinitely, or for debt to simply be written off. The FOS accepts that, for many, admitting they are facing significant financial problems is hard, or they may be worried about the impact of telling their lender about their situation. But it insists it is always best to speak out before you miss a mortgage payment, rather than waiting for the situation to go wrong. Andrew Montlake, director of broker Coreco,

says: “There is no embarrassment in asking for help and talking through options with your broker and/or lender before it is too late. “Lenders do have a duty of care to deal with issues sensitively and there are a few tools that lenders can use to help head off a damaging situation.” It’s important to see your mortgage payments as a priority. “While credit cards may come with a higher rate of interest than your mortgage, if you don’t pay your mortgage debt you could face losing your home. If you can’t meet your full mortgage repayments, at least paying whatever you can afford will show you’re actively trying to do something rather than just attempting to brush the whole situation under the carpet. Try to maintain a good relationship with your lender, but if you do decide to make a formal complaint about them, don’t stop making your mortgage payments just because you’re in dispute as this can make a bad situation worse. If you can’t realistically afford your monthly payments, it may be worth considering downsizing. “This won’t be an easy decision, but finding a home you can afford is better than losing one completely because you can’t keep up your payments. The ombudsman also says people should bear in mind that from a lender’s perspective, repossessing someone’s home is a “last resort” and the process is a costly one for those involved. It expects lenders to play their part and come up with creative solutions to help people to stay in their homes.

■ SHOPPERS are typically sitting on £28.60 in unclaimed loyalty card savings, according to new research. Men are more likely to carry higher rewards balances than women, with £35.90 stashed away on average, compared with a typical balance of £22.60 for female shoppers, the survey of 2,000 people for Gocompare.com found. The comparison website said that around 95 per cent of UK shoppers belong to at least one loyalty scheme and they collectively hold an estimated £1.3 billion worth of rewards savings.

The figures equate to around 270 families being helped every day to cope with the financial difficulties arising from a death, serious illness or an injury. The findings were released by the Association of British Insurers (ABI). The typical claim paid in 2013 for individual income protection policies was £11,500 paying out on average for more than four years to help those unable to work. Critical illness (CI) insurance policy payouts came to £60,400 typically and the average payout on a term life insurance policy was £51,500.

More than £8 billion has been secured from large business, more than £1 billion from criminals and £2.7 billion from tackling avoidance schemes in the courts, HMRC said. Exchequer Secretary to the Treasury David Gauke says: “The Government supports the hardworking, honest majority of taxpayers who play by the rules, and is determined to tackle the minority who seek to avoid paying the taxes they owe.”

by Julia Gray OPEN-PLAN living is all the rage, and it’s easy to see why – sociable, light, and an instant space where all the family can be together (even if they’re all busy doing different things). So if you currently have adjacent but separate kitchen and dining rooms (or another room that could be put to better use, perhaps a small study or utility room), then creating one big kitchen-diner/family room will seem like a great way to enhance your home. But be warned, it’s not simply a case of getting out your sledgehammer and letting the wall have it... The first thing to establish is what sort of wall it is. Both stud-partition walls (plasterboard over a wooden frame, or lath and plaster) and partition walls (bricks or blocks) are often straightforward to remove, while main supporting walls, which are made of bricks, blocks or stone, aren’t. Stud-partition walls are very rarely load-bearing, although they can occasionally become so over time, while partition walls may or may not be load-bearing, but main supporting

walls are, as they hold up the roof and rest of the house. Load-bearing walls should never be taken down without using supports and inserting a steel beam to take the weight the wall was supporting. This type of work must be checked and signed off by a building control officer from your local council, or an approved inspector from a private company, to ensure that it complies with building regulations. Even removing non-load-bearing walls can be of concern to building control, if, for example, it would create a layout that breaks fire regulations. To determine if a wall is holding something up, there are various things you can look at, including the floor and ceiling joists and if there’s anything above – go to www.wikihow.com/Tell-if-a-Wall-isLoad-Bearing for more information. If you’re still not sure which sort of wall it is, always consult a structural engineer – it’s not worth taking a risk and guessing because removing a load-bearing wall without supporting it properly could make your home liable to collapse. A structural engineer will also be able

to calculate what type of beam is needed to replace the wall. You shouldn’t require planning permission to remove an internal wall, although if your home’s listed, you will probably need listed building consent from the local council. With leasehold properties, you usually need the permission of the freeholder, because knocking down a wall could potentially affect the whole building. You may also need to consult adjoining neighbours if the work affects a shared (party) wall or other shared structure – see www.gov.uk/ party-wall-etc-act-1996-guidance. As well as taking down the wall, there is other work involved in going openplan which can be easy to overlook. You may have to replace or repair the flooring in between the two rooms, and perhaps move radiators, pipework, sockets and switches to complement the new room lay-out. In some cases, you may even need to replaster and repaint. All this can be a lot of work and expense, but if open-plan is your dream, then there’s no reason you can’t make it come true.
