Home owners expect prices to rise in next six months PROPERTY prices will rise 7.2 per cent in the first half of this year, house owners predict. It is more than double the 3.2 per cent forecast a year earlier, and the most upbeat prediction in four years, according to the latest Zoopla Housing Market Sentiment Survey. The study of 7,796 UK home owners suggested 92 per cent of home owners expect house prices in their area to rise in the next six months, up from 65 per cent last year and the highest proportion on record. Across the country, home owners are starting the New Year far more positive about the health of the property market. Early indicators suggest that we can look forward to a busy first few months to 2014, as current levels of confidence are likely to fuel more transactions. With 2013 characterised by the wave of government initiatives to lure first-time buyers onto the property ladder, 2014 could well be the year we see activity levels increase significantly. The survey found only 3 per cent of home owners predict house prices will fall in the first half of this year, down from 19 per cent at this time a year ago. It also revealed an increase in those looking to buy a property in the next six months in the first half of 2014, up to 22 per cent from 19 per cent in September. Londoners remain the most optimistic about the state of the property market, with 98 per cent expecting a further rise in property values in the capital during the first half of the year and predicting average price growth of 9.6 per cent during this period, above the national average of 7.2 per cent. The most significant jump in confidence can be found in the North with Yorkshire and The Humber and the North West, where the proportion of owners who believe property prices will increase in the next six months rising from 84 per cent to 88 per cent in just three months. At the other end of the spectrum, home owners in Wales are the least bullish on house prices currently, with only 85 per cent of home owners predicting a rise in property prices by June.

More and more people are turning to bricks and mortar as a safer haven for their finances. But is property still a good investment? Denise O’Leary reports... WHILE the rest of the property world has been experiencing difficulties since the financial crisis of 2007, one sector has managed to continue to attract considerable interest and that is the investment market. Low interest rates and an unpredictable stock market coupled with a rising demand for rental properties which has produced incomes has prompted people to consider bricks and mortar as a safer and more productive haven for their finances. Purchasing homes in need of renovation to resell at a profit has proved less lucrative; although it can still be a viable venture providing investors do their research thoroughly and stick to tight budgets. Again many are choosing to rent out refurbishment projects rather than sell because this offers a better yield. Popular television programmes such as Homes Under The Hammer have flagged up the potential of such investments and purchasing at auction is often one of the best ways to find the ideal project. Gone are the days when it was only builders and trades people ready to put in a bid – nowadays everyone seems to fancy themselves as a property developer. Tim Shobrook of Shobrook and Company Ltd in Plymouth, an independent agency which conducts regular auctions in the city, says business continues to be brisk. “There is still a very strong investment market in this area,” he said. “If we get them we sell them – the problem is still getting hold of the properties to keep pace with demand, particularly properties which require renovation.” The firm’s next auction is scheduled for April 10 and while it is too early to say what will be offered for sale he expects the usual mixture of investment properties and refurbishment projects and a wide spectrum of buyers.

“A lot of people purchase their investment properties in the auction room,” said Mr Shobrook. “The advantage of that is that it will all be finalised on the day. “If you purchase a property by private treaty it can take four to six weeks or more to finalise matters and the vendor can still change their mind right up to the last moment or you can be gazumped by someone who comes along with a better offer. “That can’t happen to you when you purchase a property at auction. “But as with purchasing any property it is important that you do your homework, especially if it is your first experience of buying at auction. “Read the sales pack thoroughly, get surveys and estimates from trades people on what it is going to cost you so that you know exactly what you are buying and what money you will need to find. Get your mortgage or loan in place. Do your sums and work out exactly what you can afford and what the returns are likely to be.” Chris Knapman of The Mortgage Guy at Plympton says about a third of their business comes from buy-to-let mortgages. “This is a market that has remained fairly stable but one of the main changes is that lenders now require proof of a minimum income,” he said. “A few years ago lenders were prepared to offer buy-to-let mortgages to people who were self employed and earning only £5,000 a year based on the projected rental income but that has changed now and the benchmark is that in addition to the rental income you need to have a guaranteed income of around £2025,000 a year. “They are safeguarding themselves to make sure that if the property falls vacant you can still afford to make the mortgage repayments.

“We are seeing a lot of new investors. Interest rates have been low and people have been able to pay off a larger amount of their mortgage than they had anticipated so they have been releasing some of the equity in their current property to get a buy-to-let investment. “Optimum deals are 75 per cent mortgages, so you need a 25 per cent deposit. “There are some deals available with a 15 per cent deposit but the interest rates and fees get higher.” In recent years there has been a particular boom in properties for student accommodation but Mr Shobrook that this is now reaching saturation point. “The student market is slightly more difficult these days and Plymouth City Council have changed their policy and are not granting planning consent so readily for properties to be converted into student accommodation,” he warned. “Having said that, if a property has existing planning permission for a student let in the area known as the golden triangle around the university campus – Mutley, North Hill and so on – it is still very saleable because people know that they are going to get a good return on their investment. “There has been a significant rise in rents for student accommodation. “But remember the bar has also been raised for the quality of accommodation students expect. “Ten years ago it was different – students would accept more or less anything, but these days they can choose from a wide selection including purpose-built modern accommodation which is well equipped and furnished and has the Wifi and broadband they require.” The golden rules for purchasing investment properties are not much different from buying any house or flat. Thorough research on choosing the right property in the best location, getting finances securely in place and budgeting carefully to ensure you can afford any rise in interest rates are all crucial with the added caveat that you should be able to cover any shortfall if the property should fall vacant for any period. Some experts advise budgeting for a property to be vacant for at least two months a year to make sure you can afford it. Mr Knapman says they would advise purchasers to opt for a freehold rather than leasehold property and one of traditional construction to make it easier to re-sell, although he adds: “Ultimately we can only offer advice. People will purchase the property they want.” There are lots of positive aspects to putting your money in bricks and mortar but, as with any major decision, it is also important to consider the negatives. Also think ahead – are you intending to manage the property yourself or ask an agent to handle this for you? If it is the latter you will also need to factor in their costs.

G rowing iinn Growing cconfidence onfidence INCREASED activity in the local housing market assisted by the Government-backed Help to Buy scheme and a greater availability of higher loan-to-value mortgages has led to a growth in consumer confidence, according to local estate and lettings agency Fulfords in Devon. These findings are confirmed in the results of the third exclusive survey Countrywide plc, the UK’s largest property services group, conducted with YouGov. Fulfords is part of Countrywide plc, who conducted the study to investigate important factors affecting the current housing market in Great Britain. The YouGov research surveyed over 2,000 Great British adults and its findings identified improved consumer confidence in the housing market when compared to the results of Countrywide plc’s last survey in November 2012. The research showed that 51 per cent of homeowners in Great Britain think the value of their current home will increase in 12

months’ time, an increase of 17 per cent compared to the November 2012 survey results. Some 83 per cent of respondents in the South West of England expect the value of their home will increase or stay the same in 12 months’ time. In the South West of England, 67 per cent of people also stated that being happy with where they are living is preventing them from buying at this time. The results also revealed that in Great Britain over half (56 per cent) of 18-24 year olds believe they are likely to use the Help to Buy scheme compared to around a quarter of those aged between 25-54 years. Location is the most important factor when buying a property. Some 36 per cent of people who stated they plan to buy a property within the next three years would be least likely to compromise on location. This rises to 47 per cent among 35-44 year olds compared with 26 per cent of 18-24 year olds.

Around a third of private renters think they are likely to use the Help to Buy scheme to purchase a property in the next three years, around double the 16 per cent of owners who are considering it.

Jason Hooper, regional director of Fulfords and Countrywide South West, said: “The results of the YouGov survey confirm what we see on a daily basis. “The housing market is moving forward at a steady pace and consumers are more enthused with the current housing market conditions. “The local housing market in Devon is buoyant and properties that are well presented and correctly priced are selling well. “However, demand from buyers for property in the local area is outstripping the supply of property coming on the market and due to this we now need more properties to sell. “We expect to see more first-time buyers and homeowners enter the housing market this year, as the property market and wider economic conditions show further signs of improvement and these results would back up that view.” For further information about the local housing market and the YouGov results, contact Fulfords.

Don’t be retiring when choosing the best annuity provider for you

■THE average cost of raising a child from birth to 21 years old has reached £227,266, according to a report. Parents on average are now estimated to be spending more than a quarter (28 per cent) of their annual income on bringing up their child – up from 23 per cent in 2004, according to the Cost Of A Child report from protection specialist LV=. Education and childcare are the biggest costs and more than two-thirds (71 per cent) of parents report that they have been forced to make cuts to meet the financial demands of raising their family.

â– FINANCIAL DICTIONARY: INTEREST-ONLY MORTGAGE Interest-only mortgages give borrowers a way of maximising their initial borrowing, because they are only paying the interest and not the capital. However, fears have been raised that up to 1.3 million people who took out such loans do not have enough cash in place to pay them back fully when the mortgage deal comes to an end. Some borrowers could end up having to sell their home to pay the loan back if they do not take stronger control of their repayment planning and lenders have agreed to alert their most at-risk customers.

Interest-only mortgages have generally become more thin on the ground since the boom years, although they are still popular with buy-to-let investors. ■FINANCIAL DICTIONARY: ISA SEASON This term describes the savings market traditionally livening up around this time of year, when competition hots up between banks and building societies to reel in the rush of savers who have not yet used this year’s taxfree Isa allowance or attract those who are looking for somewhere to put their money when the next financial year starts.

TALES of disappointing retirement incomes have become depressingly familiar in recent years, but experts say the situation could finally be looking up. Financial information website Moneyfacts has found that annuity rates, which set the size of your income for the rest of your life after you finish working, saw a record year of growth in 2013. When people retire, they use the money they have accumulated in their pension pot to buy an annuity. Annuity rates are set by insurance companies, and buying one is a long-term investment decision. There are several different types of annuity – some will also provide an income for loved ones after your death and others take ill-health into account. Whichever one you choose though, the rate you end up with will decide how much money you have for the rest of your life, so it’s essential to pick carefully. Moneyfacts said that after falling to a new low in March 2013, annuity rates then rallied strongly for the remainder of the year. Significantly, 2013 marks the first calendar year since 2007 in which annuity income has increased, putting an end to five years of falling rates. Until last year annuity rates had been in general decline for some time, in part because people are living longer. Pensions experts also blame the fall as a side-effect of the Bank of England’s efforts to kick-start the economy in the form of quantitative easing (QE). Moneyfacts, though, says the absence of any recent rounds of QE, plus signs that annuity providers are becoming more competitive, are having a positive impact on the rates on offer for new retirees. Another factor which has affected annuity pricing is new European ‘gender neutral’ rules which came into place in December 2012. They mean that insurers are no longer allowed to take someone’s sex into account when deciding what annuity rate they should get. Before this time, men tended to be offered better rates on the basis that they often have a shorter lifespan than women. Moneyfacts says that in the first few months after the change, insurers became more conservative about their pricing of annuities due to uncertainty over the exact impact the new rules would have.

But now providers have had time to get used to these changes, they have been busy increasing their rates. Signs of increasing optimism are already filtering through to people retiring this year. More research – from insurer Prudential’s annual study, which tracks retirees’ aspirations across the UK – found people retiring in 2014 expect an average income of ÂŁ15,800 a year, which is ÂŁ500 more than those retiring in 2013, and ÂŁ300 more than those who did so in 2012. But before we all get too carried away, the Prudential research warns expected retirement incomes are still much lower than they were for people ending their working life in 2008, when the typical sum expected was ÂŁ18,700 – and this is before the eroding impact inflation has on incomes is also taken into account. The Moneyfacts research also says that despite the recent increase, annuity rates are still “subduedâ€? on a historic basis. Meanwhile, there’s been additional controversy about the way we buy annuities. Pensions Minister Steve Webb outlined plans which would enable retired workers to shop around for new pension schemes, in the same way they can change their mortgage under new plans to tackle “murkyâ€? practices. So one thing is for sure: if you’re approaching retirement, it’s absolutely vital to shop around before you buy an annuity and get the best deal for your circumstances. Richard Eagling, head of pensions at Moneyfacts, says: “Despite the good news that annuity rates increased across the board in 2013, it is important that this does not lull retirees into a false sense of security when it comes to choosing their annuity provider. “Wide variations in pricing still remain, making it essential that individuals shop around for the best deal and flag up any health problems or lifestyle considerations that could boost their retirement income further.â€? The Association of British Insurers (ABI) gives examples of the pension income people could expect to receive under different scenarios on its website at www.abi.org.uk/annuities.
