Is a stamp duty ‘crunch’ on the way? by GRAHAM BROACH RISING property prices mean a stamp duty ‘crunch’ is on the way for unsuspecting home-buyers, a Plymouth estate agent has warned. City agency Haart says this could cost the buyer of a typical home at least £5,000 extra on top of all the other costs of moving. At the current rate of house price growth – around 10 per cent a year nationally – the buyer of an average home costing £204,429 today will be subject to a three per cent stamp duty tax rate within just 30 months, or before the end of 2016. This amounts to £7,500 in duty – an additional £5,000 when compared to the one per cent band – on a home costing £250,001. Branch manager Sean Harris said: “Stamp duty is already a punishing tax on buyers – not least because bands have not moved upwards in line with house price inflation. “I see a crunch coming and it will unjustly tax people out of moving or owning their own home in the first place. “The Government received £4.7 billion in stamp duty in 2012/2013. “We believe ministers should prepare to act to help hardpressed buyers by lifting the tax thresholds or reforming in other ways.” ■ There is currently no stamp duty on properties bought for up to £125,000. The rate is one per cent on properties costing £125,001 to £250,000, three per cent one ones priced between £250,001 and £500,000), four per cent from £500,001 to £1 million, five per cent fro properties over £1 million and seven per cent for purchase prices over £2 million.

Agents are reporting a steady improvement in the market for prestige homes. Denise O’Leary finds out why AS THE housing market has been steadily improving after values nose-dived in 2008 it has been properties at the lower end of the price spectrum which have been selling the best. It is only to be expected that the market will recover from the bottom up and it is the so-called ‘first-time buyers’ properties which have been thriving, helped by a combination of Government incentives such as the Help to Buy scheme and a flourishing Buy to Let culture. Now local agents are also reporting a steady improvement in the market for homes at the other end of the spectrum with a good level of activity in the buying and selling of prestige homes costing £300,000 and above. “Things are very good at the moment,” said Julian Partridge of Julian Marks estate agents. “This is a sector that we specialise in and we are very busy. “We are finding demand is coming from a mixture of local buyers and those coming from out of the region. “Buyers are out there and a well presented house at the right price in a good location will sell well. “We have sold two this week for offers in excess of £500,000 – one in Elburton and the other in Yealmpton. “We have got other properties in Wembury in the £400,000 price ranges which are attracting a lot of interest and we have every expectation that this kind of market is going to continue.”

Roger Punch of Stags, local spokesman for the RICS (Royal Institution of Chartered Surveyors) also specialises in selling prestige homes and reports that there has been an improvement in the market this year. “It is usual for activity levels to be lower in the summer months but overall levels are higher than they were this time last year,” he said. “Overall we are finding instruction and sales levels are well up through all the price ranges and it is a very healthy market at the moment. “So far we have had a very good start to the year and we have every confidence that the second half of the year is going to be even better. “We could still do with more instructions and we are hoping that more properties will come to the market for the autumn as October tends to be one of the busiest months of the year.” Martyn West of Moving On Estate Agents is telling a similar story. “The lower end of the market continues to be very busy but we are also selling quite a few properties in the higher price bracket – we have numerous houses which have gone under offer in recent weeks at the higher levels. It is a very healthy and balanced market.” What is clear, however, is buyers at the more expensive end of the market demand a higher level of presentation and finish. As Mr Partridge said: “If you are

pepared to pay top dollar for a house you expect it to be in top condition. “You won’t be wanting a cheap kitchen or sloppy maintenance.” Mr Punch agreed, adding: “I think people in this price bracket do tend to be more selective and require higher standards across the board.” Occasionally a property will come to the market in the higher price bracket which requires refurbishment and there will always be a select few keen to get their hands on such a property, but such purchases and purchasers are few and far between. Mostly properties being sold in the prestige market offer quality and are being sought by buyers who are in a position to pay for it. “Buyers in this price range have high standards,” said Mr Partridge. “They want top-of-the-range kitchens and bathrooms with quality fittings and high standards of presentation and maintenance but as long as they consider it is good value for money they are happy to buy. “The supply and demand situation is balancing out now. There is a steady stream of properties coming to the market and they are finding buyers.” Mr Punch says that there is one major factor which buyers will be looking for at this level of the market. “Location is still the key and properties in the better quality areas are selling well. “Derriford, Mannamead and Hartley continue to be in high demand but there is also a good demand for quality property in the villages surrounding Plymouth as long as they are in a good position. “We have recently agreed a sale on a property in St Germans which illustrates the point pefectly. “It is a classic of the kind of property I am talking about – a quality cottage, beautifully presented situated well in this popular village community, very photogenic and attractive.” The historic cottage, immaculately presented, is at the heart of the community and has three bedrooms, one en suite, and sold off a guide of just under £350,000. Some systems can also be linked up to a mobile phone number, letting the owner know the alarm has been triggered. Mark Jones, NHBC’s Group Head of House Building Standards, said: “Spending money on security measures is a good investment. “It will last a long time, can add value to your property and offers peace of mind that your home and belongings are well protected. “If you live in a newer property, you may already have security locks, burglar alarms and security lighting included as part of the standard specification. “But there are also a number of simple measures people can take to keep their homes and property safe from burglars over the summer holiday months.”

Counting the cost of an active social life

WE ALL love letting off steam from time to time, but new research suggests this fun may be leaving many of us with a heavy and lingering financial hangover. Nearly half (48 per cent) of adults across the UK, according to a Government-backed Money Advice Service (MAS), admit to falling into debt as a direct result of their social lives, with the average amount being £1,260 – a sum that’s going to need more than just a glass of water and a couple of painkillers to wash away. One of the main reasons for this huge spending on socialising is that people worry about feeling “tight” or “stingy” in front of others, while a simple lack of self control is another key reason for social debt, with 36 per cent of those polled saying alcohol and general merriment had an impact on their better spending judgement. Going out in big groups can also lead to awkwardness when it comes to splitting the bill, and three in 10 adults feel they lose out by paying for more than they have eaten. One quarter (26 per cent) of those surveyed said they’ll be meticulous and divide the bill based on what everyone has eaten, but the vast majority, 59 per cent, say they’d feel “uncomfortable” suggesting this. Such politeness can cause huge financial headaches though, and one in five (20 per cent) people said they’ve been forced to cut back on daily food due to their social spending, while nearly one in 10 (9 per ) say the debts run up through socialising have left them unable to pay utility bills. Thankfully, there are ways you can cut back

on your social spending – without losing your friends in the process. Jenni Trent Hughes, a social psychology expert, says: “It’s really easy to be swayed by peer pressure, become carried away in the moment and spend money that the next day you wish you still had in your bank account. “If you’re honest and clear with a friend about why you can’t afford to spend money on something and you still feel under pressure to over-spend, it’s perhaps time to have a quiet word with them or even rethink the friendship – real friends wouldn’t pressure you into doing something you really can’t afford.” Here are some other tips to avoid spending more than planned: ● Be up-front and honest. If you can’t afford a night out or a holiday, make a firm decision and be confident about it. If you’re open and honest about your reasons, no one should think any the less of you. ● Set your budget while you’re still at home, before you set out for the night. Perhaps think about taking just cash out with you. People sometimes find they spend less when they’re handing over “real money” instead of waving their plastic. ● Finally, try not to overspend because you’ve got caught up in the moment. You could try drinking less alcohol during the evening so you don’t get too carried away – which your body may thank you for in the morning as well as your wallet.

THE latest Lloyds Bank research shows 10 per cent of homeowners have had a DIY or large scale home improvement project go wrong, with an average repair cost of £3,200. Over half (54 per cent) of people believe the cause of the issues was down to shoddy workmanship. As the housing market springs back to life, 33 per cent of us are choosing to add value to our homes with home improvement projects, with the average cost of these improvements at £4,000. However, 10 per cent of people are finding they are the victim, self inflicted or not, of DIY botch jobs costing in some cases double the original amount. DIY costs for some homeowners can run well into the thousands of pounds, meaning botch jobs can be all the more costly:

● 12 per cent spent £2,001£5,000 (average spend £3,501) on their most recent project ● 12 per cent spent 5,001£10,000 (average spend £7,501) on their most recent project ● 6 per cent spent £10,000£25,000 (average spend £17,501) on their most recent project ● 2 per cent spent £25,000 (average spend £27,501) on their most recent project If the average cost at each level is compared to the average repair cost of £3,200, botch jobs at any level can add an additional 12 per cent to 91 per cent on top of homeowner’s initial outlay. Adding value to property is key for home improvement projects. When the job is done correctly, the perceived value of some home improvements mirrors how much people spent on projects.

For example, nearly three in 10 (29 per cent) of the total number of homeowners who carried out work believed they had added £10,001 to £25,000 to the value of their home. This is compared to 31 per cent of the total number of homeowners who said it had cost them the same amount to complete the project. Still, a high number of people buy properties cheaper with the view to renovate to add value. Six million of us buy under budget, with a quarter (25 per cent) of those intending to extend or convert their property to add value in the future. In the current market, nearly half (44 per cent) buy properties with the view of moving when they can afford something better. The improvements made to homes often involve changing the

purpose of one room within a property. A third (32 per cent) of respondents said they had changed the purpose of a room, with the spare bedroom being the most popular choice (16 per cent). Of this 16 per cent, over half (54 per cent) had changed this room into an office, and 7 per cent had used the space as an entertainment room. Although alterations made to purposes of rooms are generally not made to increase the value of the home, and indeed, 40 per cent of respondents believed this to be the case, some changes do add perceived value. Some 17 per cent believed that the changes made had added £10,001 to £25,000 and 10 per cent thought changes had added £25,001 to £50,000.

WHEN renovating a property, it’s tempting to rip everything out and start from scratch – but it’s a temptation you should resist, not just for your wallet, but for the environment too. Because new isn’t always best, especially in period properties, and with a bit of thought, there will always be things you could keep, restore and upcycle, and remember that original features, even if they’re not in mint condition, will instantly add value and character. Filler, sandpaper and paint can transform all sorts of things that seem beyond repair. If you do have to throw out things, be sure to recycle what you can (but don’t expect tradespeople to – on countless occasions, I’ve rescued recycling that tradesmen have binned in skips). Local authority tips (and doorstep collections) take all sorts of things these days – some even accept paint, which should never be poured down the plughole. Another option is Community RePaint, a Dulux-sponsored scheme that collects leftover paint for charities and voluntary and community groups to use – visit communityrepaint.org.uk to find out more. It does, of course, help to buy DIY tools and materials that aren’t over-packaged. Look for packaging that’s easily recyclable, such as cardboard and metal, rather than plastic, and for packaging that contains recycled content. Did you know, for example, that there’s an alternative to plastic paint trays? Website eshop.ecoezeeshop.com sells trays (£1.50 each) made from recycled waste material, which can be reused without being washed out. If you’re looking for environmentally friendly paints, there are plenty of specialist brands on the market, as well as mainstream options – try Crown Earth Balance Emulsion (£16 for 2.5ltr, B&Q, or

three 2.5ltr tins for £30 on all Crown 2.5ltr emulsions). B&Q also sells NaturePaint (£19.98 for 1kg of powder, which makes 2.5ltr of emulsion), which is made in Cornwall using locally-sourced ingredients. For wood, metal and priming or undercoating, water-based paints contain fewer harmful VOCs (volatile organic compounds) than solvent-based ones and are nicer to use, too. As well as drying much quicker than solvent-based paints, enabling you to do several coats in a day, water-based paints give off fewer fumes and are easier to get off your skin, clothes and anything else you drop them on. Another big advantage of white waterbased wood and metal paints is that they won’t yellow, but solvent-based ones will, sometimes in no time at all. Just as you should consider food miles when doing your weekly shop, you should also consider where your DIY products come from. This obviously depends on your budget, as sourcing locally can be more expensive, but, for example, buying wooden worktops and flooring sourced from Britain is better for the planet than buying them from abroad, as long as the wood was responsibly grown. To ensure wood is sustainable, look for the FSC (Forest Stewardship Council) logo. All B&Q’s wood and paper products are traceable back to sources independently verified as well-managed and meeting legal, social and environmental standards – a fantastic achievement. Never forget to use websites like eBay and Freecycle too, both full of pre-owned items with lots of life left in them, whether it’s radiators, fireplaces, floorboards, furniture or kitchen units and appliances. Buy and sell (or just give away for free) to your heart’s content.
