Autumn health check Thirty-somethings still dominate firsttime buyer market THE younger generation continues to be squeezed out of the housing market, according to the National Association of Estate Agents. It says the number of buyers aged 18 to 30 remains at an all-time low at just three per cent of recorded sales for August. The NAEA’s August Housing Market Report shows that the number of first-time buyers increased for the first time since April this year, from 20 per cent of sales in July to 28 per cent of sales in August. While the number of sales made to those aged 18 to 30 remained low, sales to those aged 31 to 40 were the highest recorded for the month, with 45 per cent of homes sold being bought by those in this age bracket. The figures suggest that the majority of first-time buyers fall into the 31-40 group, as high house prices price the younger generation out of the market. The report also found that 90 per cent of buyers bought as couples, with just seven per cent buying alone. Although the rise in this market is a positive, nearly 90 per cent of NAEA agents believe the anticipated rise in interest rates will affect the demand for property in some way, with another 39 per cent of members already claiming to see signs of demand dropping off. Managing Director Mark Hayward said: “Reports from our NAEA members suggest that the high house prices of the current housing market are still proving a barrier for the younger generation. “It is evident that first-time buyers are indeed getting older, with the majority of home buyers this month aged 31 to 40, suggesting some correlation between the increase in the first-time buyer market and this age group. “It is concerning at the number of young people unable to buy their first home before the age of 30, having to rent or stay at home for longer in order to save.” He added: “While the increase in first-time buyers is a positive, what could be a worry for home buyers is the prospective interest rate rise that’s on the horizon. “If interest rates do rise, the majority of NAEA members agree that this will affect the demand for property, as prospective buyers are discouraged by the cost of borrowing. “In addition, first-time buyers need to be careful they can afford their mortgage, as interest rates could significantly push-up repayments, putting pressure on household budgets.”

There are lots of of reasons for home buyers to be cheerful as we move into autumn, as Denise O’Leary discovers... SEPTEMBER is traditionally one of the busiest months of the year for estate agents as people return from their summer breaks filled with resolve to make a house move, if possible before Christmas. Plymouth agents report that this year has been no exception and in some cases there have been reports that business has remained brisk throughout the summer. Mark Flynn of Julian Marks at Plymstock said: “It was much as we expected in September. “It is usually a busy month and this year has been no exception. “It has been a very very good month both in terms of the amount of properties we have sold and the number of properties coming to the market and we have also had a very busy month in the rental market with lots of new instructions.” Ty Bolt of the Plympton office of Bradleys agreed, adding: “Actually we didn’t see a dip in the summer at all this year. “The last three or four months have been very very busy and even in August which is traditionally quite a quiet month we were rushed off our feet. “We still have the situation that we don’t have enough properties coming to the market and could do with more instructions right across the board ranging from the smaller one- and

two-bedroom properties right up to the bigger, executive-style homes.” In some sectors, however, there are reports that the market is cooling a little. Russell Brighton who manages the First Time Buyer Centre for Connells on Mutley Plain in Plymouth said: “I think if anything the market has toughened up a bit. “I think that earlier in the year we were seeing a pent-up demand as people were hearing that prices were going to rise and first-time buyers in particular were keen to get on the property ladder before properties became more expensive. “But there hasn’t been the huge rise in prices which some people were predicting and that, combined with the fact that the new, more stringent mortgage regulations have made it harder to get finance to purchase a home, has kept things more stable. “I would describe it as a very ‘normal’ market with a fairly even balance between supply and demand and that is keeping things healthy, certainly as far as our sector is concerned. “It was much busier at the beginning of the year.” His words are echoed by some national research which shows that even in the capital the market is starting to cool a little. Business Research the British housing market has reached a turning point. Following a sharp increase in some areas during the past year, it is expected that there will be a dropping off in values in 2015 with another recovery predicted for 2016. Several reports issued in recent weeks have indicated that the pace of price growth is starting to slow down after the increases reported earlier in the year. Even the London market, which has been the main scene of house price growth, has now begun a rapid cooling off of prices. The CEBR report uses data from the Office for National Statistics as its data base and says: “Affordability has become an issue in the more expensive regions of the UK and buyers are starting to balk at the higher prices.” There are also fears that the expected rise in the base rate of interest will make mortgages less affordable which is expected to lead to a further cooling of the market. One thing that all the experts agree on, however, is that the market in Plymouth is nothing like that which has been experienced in London, the South East and some of the bigger conurbations such as Bristol in recent months. “The only thing I would say is that some people are still being a bit over ambitious in the prices they hope to achieve when selling their property in this area,” said Mark Flynn. “They see the headlines about the property market recovering and that the average house price has increased but what they fail to take into consideration is that these figures are averages taken on what is happening across the country, including in London and the South East, where things are very different. “They see the TV programmes about people fighting over properties in London and paying really inflated prices but that is just not what is happening in this part of the world. “We can sit down with them and talk things through with them, show them the evidence and the figures and explain what prices they can expect to get here and give them the benefit of our advice and expertise but of course if they insist on putting their house on the market at a higher value there isn’t a lot we can do about it. “All we can do is wait for a period and if the house isn’t getting the viewings and interest it should we can explain why, but that is not going to get them the quick sale they might have hoped for. “At the moment there is a fairly good balance between the number of properties coming to the market and the demand for properties and that is leading to a fairly healthy but stable market. “I would say that prices in this region are pretty static at the moment and likely to remain that way for a while. “We can only urge people to listen to the experts who are dealing with buying and selling houses all the time and take their advice.”

And that may mean you have to have a residential qualification or prove you are essential to the local community to be able to buy one. Fortunately for Plymothians, Dartmoor National Park is right on their doorstep, so maybe the answer is to drive or cycle out to enjoy the delights of the moor, without the expense of actually living there?

Some home truths about the market’s mixed signals

THE housing market has been sending out some rather mixed messages lately. On the one hand, a string of headlines has brought the news that house prices have reached record highs. On the other, a wave of reports suggests demand in the market is calming down amid a growing mood of house hunter caution. Another aspect of the market which appears pretty contradictory is mortgage rates. In recent months, speculation has grown over the prospect of the Bank of England starting to increase from its historic 0.5 per cent low, which will eventually push up costs for borrowers. But as this debate has raged, a mortgage price war has broken out, with many lenders actually making their rates cheaper. All this can make for confusing reading for people trying to keep track of the housing market. So, to cut through any confusion, firstly let’s deal with the new mortgage price war. A string of lenders, including Halifax, Metro Bank, Barclays, Nationwide Building Society, HSBC, and Virgin Money have all sharpened up their prices recently. So what’s behind the fresh wave of mortgage rate cuts? Well, experts offer various possible clues. They suggest some lenders may be looking to meet particular end-of-year targets, so they’re ramping up their efforts to pull customers in by polishing up their mortgage deals. Secondly, swap rates, which lenders use to price their loans, have been declining, meaning that lenders’ own funding costs have reduced slightly. Thirdly, some analysts have suggested that some lenders may still be sitting on cash they received as part of a Government scheme called Funding for Lending. This scheme launched in 2012 and gave lenders access to cheap finance – on the condition they passed on the benefits of getting this money to borrowers. The initiative was re-focused in 2014 away from households and towards helping businesses. It’s also been suggested that the mortgage price war is a sign of lenders getting to grips with stricter mortgage lending rules. Launched in April, the new rules introduced under the Mortgage Market Review (MMR) force lenders to ■ STAMP duty takings from the sales of UK homes have surged by more than £1.5 billion year-on-year as the property market has moved into recovery, official figures show. The total Stamp Duty Land Tax (SDLT) yield from sales of residential properties in 2013/14 was £6.45 billion, marking a 31 per cent increase on a total of £4.90 billion in 2012/13, according to HM Revenue and Customs (HMRC) data. Of the total revenue for 2013/14, 95 per cent came from transactions taking

place in England, with Scotland accounting for 3.3 per cent, Wales 1.4 per cent and 0.3 per cent in Northern Ireland. ■ AN investigation into whether more people could be tempted into switching their current account if they were allowed to take their existing account number with them has been launched by the City regulator. The Financial Conduct Authority (FCA) is looking at how effective a new service, launched to take the fear

factor out of moving banks, has been and whether more can be done to encourage current account customers to break free from a provider they’re unhappy with. The new current account switching service was launched across the industry last September, and while its aim is to take much of the pain and nuisance out of switching providers, it does not go as far as allowing people to carry their existing account number over to their new provider.

This is so that the lender can make sure that the borrower can truly afford their home loan, both now and when interest rates rise. The market saw some disruption around the time the rules came into force. And now to tackle another seemingly contradictory message – why have some reports shown house prices hitting new records as others have pointed to the market cooling off? Well, this is not necessarily a case of who’s right and who’s wrong. Many house price reports have a time lag of a couple of months, while other property market surveys give a more up-to-date “snapshot” of current trends. This means that sometimes you need to piece various bits of information together like a jigsaw to get the full picture. So, for example, some figures released last week by the Land Registry showed London house prices have leapt by 21.6 per cent annually in the strongest annual growth seen in the capital for 14 years. As this news emerged, a separate report from property analyst Hometrack said that the London market is seeing a pronounced slowdown. But the Land Registry figures were for the month of August, whereas Hometrack’s were more recent, covering September. The Land Registry records the prices of houses which have actually sold. Hometrack asks estate agents and surveyors about achievable selling prices, making its survey more of a forward-looking indicator of what is likely to happen next. When taken together, the two reports point to the pace of house price growth cooling in the coming months in the wake of some previous strong gains. This chimes with a recent prediction from the Bank of England, which expects the pace of house price growth across the UK to halve by next spring. And this trend of a calmer housing market which has been seen in the more immediate “snapshot” surveys is also now starting to filter through into some house price studies, with Nationwide Building Society reporting this week that house prices edged down slightly in September from an all-time high seen in August.

In areas where parking is tricky, having offstreet parking makes life easier day-to-day and is a big asset when you sell. However, off-street parking is a better investment in some areas than others – if you live in an expensive urban area, it’s almost certainly money well spent. In most cases, you’ll also need to apply to the council to drop the kerb to access your offstreet parking easily. Dropping the kerb can be expensive, sometimes costing thousands of pounds because the pavement has to be altered too, so it’s not a cheap way to add value but can make a big difference both now and when you come to sell.

YOU, naturally, make improvements to your home to ensure it’s more suited to your lifestyle and taste, but unless it’s your forever house, you may also be interested in what would make it more valuable when you come to sell. Luckily, the home improvements that most appeal to buyers are the same ones that appeal to you – good news all round! If you’re still concerned about resale though, ask local estate agents whether the work you’re considering is advisable. They should know if you’d be spending more than the finished property would be worth and if you’d be spending your money on the right home improvements for the area and the type of people who will buy your home. For example, a lot of cottages and other small houses have a downstairs bathroom, usually off the kitchen, which isn’t to everyone’s taste. Sometimes moving the bathroom into one of the bedrooms will add value, but it does depend on the number of bedrooms and who you want to appeal to when you sell. Buyers might expect a downstairs bathroom in that area or type of property, so moving the bathroom upstairs could be a waste of time and money. If your house has two or three bedrooms and is likely to appeal to younger buyers who have a family or are planning one, they might want the bathroom downstairs – an upstairs bathroom isn’t much good if it means young children have to sleep downstairs. However, if you expect to sell to older, downsizing buyers whose kids have flown the nest, they mostly prefer an upstairs bathroom because it’s convenient.
