HEADLINES proclaiming a consistent rise in house prices over the last 12 months have sparked fears that Britain is in danger of entering another house-price bubble. Coupled with initiatives like the Government’s Help to Buy scheme to help more people enter the housing market, a general shortage of housing stock available for sale has helped to push prices to their highest level for some time. The Royal Institution of Chartered Surveyors has urged the Government to take action to solve the problem of demand outstripping supply following reports that 57 per cent of their members reported price rises during October – the highest level since June 2002. Two months ago the RICS asked for a five per cent cap on price inflation because they feared the market would overheat when the Help to Buy scheme began to take effect and business secretary Vince Cable has also expressed fears that the initiative could stoke up demand in an already overheating market. At the end of last month the Nationwide reported that prices were rising at their fastest rate since 2010, stating that average values have now risen every month for the last year. But in the Plymouth area local agents are doubtful that we are in for a dramatic rise in prices, anticipating instead a healthier and more stable market than we have seen for some time. Steve Moir of Hennings Moir based in Saltash said: “I have just come back from London and up there it is a different story. “It’s as if there are two completely different markets. “In London and along the M25 corridor and even as you start to creep back down to the

large towns and cities along the M4 it is a very different picture with a huge demand for property and property selling quickly. “It is not quite like that in this part of the world. Yes, there is a strong demand and an improvement in the market but I don’t think we will reach the levels of London and the south east because it is all about affordability and until the employment situation changes and wages improve I can’t see that transferring down here.” Roger Punch of the Plymouth office of Stags agreed. “It is important to point out the differences between what is happening here and what is happening in London and the Home Counties,” he emphasised. “In this area over recent years the market has declined and it will take longer to recover but there are definitely signs of improvement in recent months. “Whether that continues depends on whether we get a reasonable level of confidence back into the market. “Demand for property is definitely rising and what we need is a good supply of properties to meet that demand. “If we don’t get that then of course it could mean that prices will start to rise. “It is obvious that enough new homes can’t be built quickly enough to meet the demand but I

really wouldn’t expect to see a house-price bubble. “It is very very difficult to make any predictions about how next year’s market is going to go at this point in time. “It is impossible to be absolutely certain but what we can do is report on the definite improvement in the market and market conditions. “What actually happens depend on a very volatile situation so if you are asking for a prediction then I would say that it is impossible to make one for a long way ahead because there are so many factors that could affect things. “It has been a difficult market and we do seem to be coming out of that into a more stable market and I think that is what we will see for the foreseeable future but a lot of that depends on the volume of properties coming available for sale. “I think a lot of people have held back from putting their property on the market because of the adverse economic conditions and as things have started to improve we will be welcoming them back and expecting things will return to a degree of normality.” Mr Moir is positive about the state of the housing market in the Plymouth area in the coming year. “It’s a funny time of year when traditionally people hold back from putting their house on the market anyway,” he said. “I think that we will see quite an upturn in the New Year with a lot of people who have wanted to move but who were waiting to see how things went with the market and the economy feeling more confident and putting their house up for sale. “A lot of people were holding back, waiting to see what was gong to happen with prices. “I think that as they realise it is a more stable market and prices are not going to go really high down here more people will feel happy about putting their house up for sale.” Andrew Hampton of the Plympton office of Fox and Sons says there is a definite shortage of property on the market and says that more people are offering closer to the asking price to secure the house of their dreams but doesn’t anticipate a steep rise in house prices. He and Mr Moir say that the stringent criteria being applied to those wanting to get a mortgage under the new Help to Buy Scheme is preventing a surge in demand. Overall the local mood seems to be one of cautious optimism for 2014.

The hospices are available to families with children with life-limiting or lifethreatening conditions and help to build precious memories and offer much-needed support. Online agents NAEA have expressed concern over the decision by the Department of Business Innovation and Skills to exempt passive online agents from the Estate Agents Act (1979) and that we are already seeing the implications in cases such as the recent Express Estate Agency findings. The exemption was passed by Parliament despite NAEA warnings. The NAEA tried to discourage the creation of a two-tiered approach to consumer protection, particularly as there is a widespread perception among the public that all agents are already subject to some form of governmental licensing. The managing director of the NAEA, Mark Hayward, said: “NAEA recognises that new business models are inevitable, but they must be accompanied by appropriate consumer protection measures, and mechanisms to prevent exploitation by criminals.”

■The Government’s drive to help buyers with smaller deposits on to the housing market has been hailed as a success. Vicky Shaw looks at the impact of the Help to Buy mortgage guarantee scheme since its launch in October...

Home buyers may want to wait and see AFTER the blaze of initial publicity, we are now seeing the first real glimpses of how the UK-wide Help to Buy scheme is bedding in. The scheme allows credit-worthy borrowers to buy a new-build or an older home with a 5 per cent deposit and a state-backed mortgage which removes some of the risk for the lender if the borrower defaults. The Government has just announced that this incentive encouraged more than 2,000 people to put in offers on homes in the first month of the initiative’s launch, totalling £365 million of new mortgage lending. The reason for the scheme is mainly that deposit mortgages have been harder to come by since the financial downturn, but the new figures show around 75 families a day are taking up the scheme. State-backed lenders Royal Bank of Scotland (RBS), NatWest, Halifax and Bank of Scotland started offering products under the new phase of Help to Buy in October and HSBC has also just unveiled two new deals it plans to offer under the scheme. HSBC will offer borrowers with a 5 per cent deposit a two-year fixed-rate deal with a rate of 4.79 per cent and a five-year fixed-rate at 4.99 per cent. Both of the products have a £99 booking fee. Aspiring home buyers may want to wait and see what else is in the pipeline though, as lenders representing around two-thirds of the mortgage market have committed to eventually come on board the scheme. Competition is also really hotting up among mortgage lenders outside the Help to Buy scheme, as they realise they need to up their game to attract new business. If you are looking for a 5 per cent deal, it’s worth considering all your options as there are signs that Help to Buy is creating a knock-on effect by encouraging lenders which are not part of the initiative to bring out new deals. According to financial information website Moneyfacts, the choice of low deposit mortgages is picking up and there were 81 more deals on the market for people with deposits of 5 per cent or 10 per cent at the start of November than a month earlier. One major development has been that Yorkshire Building Society has just unleashed a wave of new 5 per cent deals onto the market which are not part of Help to Buy.

Here is what consumer campaigners and housing market experts have to say about the Help to Buy mortgage guarantee scheme: Martin Lewis, founder of MoneySavingExpert.com Lewis says people must consider whether they can genuinely afford the repayments – and if this will still be the case when interest rates go back up. Lewis points out that the Government guarantee under the scheme is there to protect the lender, not the borrower. Under the scheme, while the borrower puts up 5 per cent of the value of the home, the Government covers the lender for a further 15 per cent, so the lender is effectively only taking on a risk as if the borrower had a 20 per cent deposit. He says: “If you’ve only got a 5 per cent deposit and have worked out getting a mortgage is right for you, you just need to look for a 95 per cent loan-to-value (LTV) mortgage in the same way you always would. “Some will be funded through Help to Buy, others won’t – but that’s irrelevant for your decision. “What counts are the fees, rate and terms. So if the best 5 per cent deposit mortgage is Help to Buy, and it’s right for you – great, go for it. “If not, go for the other. The fact it’s Help to Buy gives you no greater or lesser comfort.� Charlotte Nelson, spokeswoman for financial information website Moneyfacts Nelson believes some aspiring buyers may end up disappointed as they have to pass strict criteria. She says: “Despite the increased choice to borrowers, strict credit criteria is still entrenched in banks’ policy and this can cause difficulty for many.� She says that signs that mortgage lenders outside the Help to Buy scheme are also re-vamping their 5 per cent deposit deals “really lays down the gauntlet to the entire mortgage market�. David Hollingworth, associate director, communications, London and Country Mortgages Hollingworth believes the return of big lenders to the 5 per cent deposit market is “in itself a big thing�. But with house prices rising strongly in some areas, some would-be buyers face a “dilemma� whether to put a 5 per cent deposit down now to beat any future increases or to hold on and try and save for a 10 per cent deposit, which would give them access to lower mortgage rates.

THOUGH wintry temperatures are set to hit the UK later this week, there may be a chill in the air that’s not caused by the weather. Research by AA Home Membership shows that one in six householders have a run-in with a housemate over the heating each week. And tempers could heat up as temperatures drop. The heating spat hotspot is Northern Ireland, where almost a quarter (23 per cent) says they argue over the heating. Scotland comes second (18 per cent) while the South West is the most ‘chilled-out’ region, where just one in ten (10 per cent) have heating-related disagreements. Their most common squabbles are over what temperature the heating should be, with 60 per cent of those who’ve had a fall-out citing this as the cause. Another 42 per cent have fallen out over the length of time the heating is on and 27 per cent butt heads over the price of the energy bills. Helen Brooker, Head of AA Home Membership, said: “Many people know what temperature they feel comfortable with and when they want it on. “People can be quite set in their ways about this sort of thing but if family members have different views it can lead to tension and even arguments. “With energy costs rising, heating a home isn’t cheap.

“Where some people will value warmth and comfort, others think the expense is more important. “But if the heating fails no-one benefits and with the weather forecast to be getting colder, now is a good time to give your central heating the onceover to check it’s working properly and look into repairing any faults it might have. “A breakdown at this time of year really will lead to frayed tempers between families who already fall out over the heating, never mind being extremely inconvenient.â€? The research also reveals that the nation’s ‘favourite’ temperature is 20°C, though six per cent of those from both Northern Ireland and the North West like their home to be a toasty 25C or warmer. SAVING MONEY ON ENERGY BILLS Most people seem to make some sort of compromise in order to save money on their energy bills. A hardy seven out of ten will put on warmer clothing rather than the heating while four out of ten keep their heating on a lower temperature than they’d like. Almost half say they only heat specific rooms to save money.
