What future for property in 2014? Francis Marshall of Bradleys considers what lies ahead for the region’s property market There has been much hype of late about a looming property price bubble. So, as managing director of Bradleys, the largest independent estate agency in the South West, let me share the facts with you so everyone can see we are not on the way to boom and bust. Last year was a good one for Bradleys. We were awarded the title of the Best Sales Agent in the country for customer service by the independent estate agents review site allAgents.co.uk. Last year also saw us increase sales by 25% over 2012, which indicates that confidence has returned to the market. House prices rose 3.5% over the region and in my experience that was consistent in both asking prices and actual sales. That rise took the average price of a property in the South West just over the £200,000 mark to £202,500, an increase of £7,500 from the average of £195,000 in 2012. These modest increases are a very clear indicator that the market is not about to go into overdrive. There is increased interest from buyers and there are more genuine buyers about, due to the government’s Help to Buy scheme. Buyers are very savvy and
spend their time on the internet establishing what is a good deal. So by the time they make contact with us they have a firm idea about how much they are prepared to pay and what they expect for their money. Sellers have to compete for the buyer’s attention. It is important to have the best presentation of your property that money can buy and get your asking price right. So is now a good time to buy or a good time to move? The answer is a resounding yes. Help to Buy has made 95% mortgages available and so the first-time buyer has returned to the market place. Confidence is up in general for property and prices are going up, but in a controlled manner. We are all looking towards the next election in 2015 and elections usually spell success for the property market with the government trying to create a feel-good factor during the lead in. If you are contemplating buying or moving then do it sooner rather than later as low-mortgage rates won’t last for ever and the prices are starting to move. If it is a sellers’ market, buyers It looks as if 2014 might be a year for the seller. In many parts of the country property stocks are already dwindling and there are pockets with practically nothing available at all. Demand has outstripped supply to such a marked degree that prices are rising. Estate agents often get the blame for pushing up prices. But it is buyers who set the pace. Whichever way you cut it, a property is still only worth what someone is prepared to pay for it. So here are just a few things to take into account if you are keen to move home this year. By all means keep your eye on the big property portals. But by the time a new property hits those sites it could well be too late – there may be several people ahead of you in the queue. That is because they know what is coming on to the market before it actually does. So it is essential for you to get to know the estate agents in the area and ensure that you stay in regular contact with them. In this market it will be the squeaky wheel that gets oiled.

Make your estate agent your friend not your foe. Within reason, in a rising market, dare to buy at a future value rather than the present one. Offer what you think the property will be worth by the time you complete several months down the line. By the time you do move, the value of the house may have risen by about 1%. This means you can sometimes afford to outbid more timid buyers. So don’t be mean with your offer – you could lose a really good property.
Make sure you are in a good position to buy. If you have a property to sell, then sell it. At least have it under offer. If you were deciding between one buyer with a house to sell or another who had already sold – which would you choose? Be very careful of gazumping. Outbidding on a property where a deal has already been agreed may seem clever. But it very often leads to misery. First, the original buyer may top your offer. Secondly, if the owner is prepared to go back on the original deal to take a better offer he or she could well do the same again with
you. Gazumping is not illegal but many would agree it is far from moral. Take it from someone who knows – avoid gazumping like the plague. Don’t be too gleeful at the amount you get for your property. The price you pay for the next one you buy could wipe the smile off your face! In other words what you win on the swings you lose on the roundabouts. This year we will see many more initial asking price offers. Yet some buyers, still believing that they can wait or make silly low offers, will be left behind. So the best thing that you can do is to enlist the help of an estate agent who experienced the market the last time this happened – and preferably the time before that. But all this still doesn’t mean that sellers can slap on any old price for their properties and expect a stampede. Buyers may be keen but they are certainly not desperate and definitely not stupid. The finest homes in the Westcountry Throughout 2013 Devon and Cornwall’s premium residential market faced its share of ups and downs. The seasonality we have come to expect was affected by a long cool spring and later warm summer. Yet despite this, over the year as a whole, we saw some very positive signs which I believe paint an encouraging picture for the year ahead. In particular, we have experienced strong interest and sales for “best in class” and coastal properties. Historically, London and South East buyers have driven the majority of the £1 million and above property purchases in Devon and Cornwall. This trend has been exacerbated due to the cliff-edge increases in the rate of Stamp Duty Land Tax at £500,000, £1 million and £2 million respectively, which have created artificial breaks in the market. Though London and South East buyers have been conspicuous by their absence over the last four to five years they are now beginning to reemerge. This is, in part, due to the strength of the London market. The gap between the capital’s house prices and those in the Westcountry is now at an all time high. Furthermore, with global stock markets reaching new highs, confidence has been buoyed for those working in the City of London. We are not seeing the huge bonuses of old but there are discerning (and choosy) buyers with money to spend. The prime coastal areas of the Westcountry have always been a popular stamping ground for this profile of buyer. Though their presence is being felt initially in the more familiar hotspots such as the seaside resorts of St Mawes, Rock, Fowey, Salcombe, Croyde and Kingswear, interest is now beginning to extend to sought-after inland areas. These include the rural parts of the South Hams, the eastern edge of Dartmoor and areas along the M5 corridor that provide easy access to good schools. A prime example of this kind of residence is Porteath Barn in St.
Richard Addington of Savills Exeter assesses the demand for top-notch homes Minver, North Cornwall. This property was converted in 1995 from two stone barns which dated back to 1851. In order to maximise the views, Porteath Barn has a reverse level layout with all five bedrooms downstairs. Offering rare coastal privacy, the residence has extensive landscaped gardens within about five acres of land and we are selling it with a guide price of £1.5 million. As well as demand for coastal properties, I have observed a trend of purchasers who prefer more economical-to-own town houses, as opposed to maintenance-intensive country houses. This trend has been witnessed all over the South of England with activity and prices in such centres as Oxford, Winchester, Bath and Cheltenham leading the way over ones in their surrounding villages. This trend has been evident, albeit less pronounced, in Exeter, Truro and Falmouth over the past two years. One recent example is Number 5, Colleton Crescent. Situated in the centre of Exeter, this property is a five-storey, Grade II listed townhouse with more than 5,700 sq ft of space that has been sympathetically restored. This townhouse offered both modern convenience and the elegance and grandeur of a stately home and was sold in 2013 by Savills off a guide price of £1.95 million. Demand for “best in class” and coastal properties has not only been driven domestically. Overseas buyers of Westcountry property have not historically represented a major source of demand, but their numbers have
remained constant during the past four or five years. As such their importance has increased and they will remain a significant force , especially for the best houses. Over the next 12 months, my expectation is that we will see a significant return of buyers from the South East in 2014 as the London market flattens out, just as we did in the early 2000s when London was expensive when with Devon and Cornwall. Looking further ahead, Savills’ own research estimates that the South West mainstream market will see an average price growth of 29.4% over the next five years. There will no doubt be pockets of the region which outperform others and we estimate the growth being led by the upper mainstream properties. The extent to which buyers (and sellers) rush to ride the growing wave of positive sentiment depends very much on whether the market acts rationally. The Bank of England and the Government are very much alive to the perils of an overheated market and will no doubt take steps to curtail it if it ismoving too fast. With strong interest and sales in coastal and premium properties driven by an uplift in City and South East buyers and steady demand from overseas buyers, the outlook for 2014 is positive. Perfect property for all the family For many families, the idea of a property where several generations can live side by side has a very special appeal. Grandparents Ronald and Margaret Johns moved home to Cornwall from West Sussex, to be nearer to their many relatives still living in the county. Along with them came their daughter Susan and her husband, plus their new daughter Georgia, who was only 18 months old, and son Dominic, then only six months old. The overarching comments for this niche and relatively exclusive market are upbeat, positive and exciting. Looking back over 2013 the waterside property market in the region saw a steady and sustained improvement that continued throughout the recent Christmas and New Year period. Year-on-year we are up about 25% on viewings and last month we had 40% more new buyers compared to December 2012. Overall last year, we received 40% more offers on waterfront properties and a 24% increase on offers accepted compared with the whole of 2012. Interestingly, the waterfront market saw a fourfold increase in acceptable offers during the month of December 2013 compared with December 2012. In fact, the only area where we have experienced a decrease is in stock levels. We are down about 10% in the number of waterside properties for sale on our books compared with same annual period the year before. This is probably due to the fact that we have sold 20% more properties in 2013 compared with 2012. We currently have five times more waterfront property under offer than 12 months ago. One of the most prominent waterside property trends is that buyers, solicitors and lenders are still taking a very cautious approach. Buyers are still relatively risk adverse and generally do not want to do too much work to properties that they may be buying. The most popular waterfront properties are the new builds that have made impressive use of modern technology and materials and now command premium prices. We assess that the average premium uplift for waterside properties, whether coastal or estuary, compared with their inland equivalents (by only about one mile) is an average of 49%. We are still seeing some waterfront properties sell for a premium of up to 300% (compared with the same property about a mile inland) if they occupy the very best waterside location. Accurate and realistic pricing is still key to any marketing strategy. This is as pertinent to the waterside market as it is to the inland equivalent. Buyers continue to be very well informed on the sale history of properties, using the internet to ascertain the previous purchase price and also the purchase prices for comparable properties close by. The well informed buyer will expect properties to be have realistic guide prices. Right now, the waterside property market in the Westcountry below the £1 million threshold has been steadily improving over the past 18 months. The positive influences of the government-led incentives for first-time buyers appear to be having an effect, as the market below £500,000 is proving to be the strongest and busiest of all.

The waterfront market between £1 million and £2 million remains the most difficult but there are now signs of improvement here too, at long last. Above £2 million, at the top end of the waterside market, things are more positive and this price bracket has also improved markedly over the past 12 months. In general, our active buyers are very focused and there appears to be far fewer “time wasters” in the current market place. Moreover, we have just experienced a relatively busy Christmas and New Year period with

Buyers are much more motivated than they were last year but they do like to see properties being marketed on the open market. When new waterfront properties come up and benefit from a full marketing campaign we are consistently approached by new buyers who
have not previously registered with Knight Frank. They have been waiting for the right waterfront property. With slightly fewer trophy waterfront properties available, as long as houses are correctly priced, we are seeing more positive and greater levels of activity across the whole waterfront market. The national media would suggest otherwise but the whole waterfront property market in the Westcountry is not experiencing any significant increases in sale prices. Indeed, there is little evidence to suggest that prices have increased at all at any level of the waterfront property market over the last 12 months. However, we are experiencing a greater turnover of property sales. This should be seen as a positive and hopefully in time will lead to a gradual increase in sale prices. Looking over the next 12 months I envisage property price growth below 5% for waterfront properties in the region. The two most popular areas of the waterfront market continue to be those with direct water access. The possession of slipways, a jetty or moorings is key to a true waterfront lifestyle and very sought-after. The other sector that is performing well is when a site is transformed into a newbuild property on the water. I am anticipating an exciting and busy 2014, building on all the positives of the past 12-18 months. Local market is improving gently There can be no doubt that 2013 was a busy year for the Exeter property market, with houses selling well when marketed at a sensible guide price. Pricing strategy has again been the key factor over the past 12 months and sales remained consistent throughout the year, including throughout the summer and winter holidays, which is unusual. There has, however, been a tendency towards overpricing, spurred on by the national media reporting massive price hikes “across the UK” during the second half of last year. Exeter has a healthy market but prices have not been marching forward in the manner some commentators would have one believe. The misleading coverage has been quite a hindrance. Yes, the local market is improving gently but we are nowhere near the figures reported by the nationals. These percentages are completely skewed by London statistics. Locally, this has encouraged those wanting to come on to the market at too high a price and they have subsequently suffered with having to make price reductions as their properties have had few or no viewings. The news created a shortage of stock as many potential vendors held back to see if the market was going to improve further. Mortgage lending is up and last month a record number of mortgages were agreed. Lending rates are the lowest they have been for three years and this has increased market activity. The Help To Buy scheme has also kick-started borrowing for first time buyers, meaning that home owning is again within reach for some younger buyers. First-time buyers were up nationally by 28% year on year in November 2013 although the average age of a first time buyer is about 35. The biggest stumbling block for tenants unable to become first-time buyers is the ability to save for a deposit, although with mortgage deals now offering lower deposits this

As a consequence there has been high activity in this area. This is creating a deluge of rental property, giving those needing to rent more choice. Well-presented houses are letting successfully and commanding higher rents but landlords

Improved borrowing rates have also stimulated purchases at the £400,000-£800,000 level but property hovering just above the £1 million mark has been moving at a slightly slower pace. The effect of the 5% stamp duty payable on property at the £1 million threshold was clearly apparent during 2013. Purchasers of houses worth more than £1 million are tending to come from elsewhere in the UK, usually the South East. The year ahead is already looking positive, with successful sales anticipated again where properties are priced sensibly although there is certainly an overall shortage of property on the market at present. Serious buyers are out all year round and this has been evident during the first weeks of January with applicants already busy booking viewings and making offers. This high demand, coupled with the shortage of stock, means that now is the ideal time for potential vendors to get ahead and on to the open market before the spring. Exeter is continuing to expand economically. John Lewis has been here for more than a year now, and other investors are following suit. The rumoured new Ikea store and Morrison’s distribution warehouse can only mean further growth. Indeed, the choice of retailers, lifestyle and good schools, along with its cosmopolitan vibe, mean that Exeter remains one of the UK’s most desirable locations. Comments such as “those homes sold quickly” or “they’re selling them as fast as they can build them” have started to creep back into everyday conversation in the Westcountry. Demand for new homes throughout the South West appears to be at fever pitch when compared with the housing market for the past seven years. In isolation, the supply and demand imbalance that I am seeing going into 2014 looks similar to the boom conditions of pre-2007, but with one exception. During the 2007 boom, buyer demand not only outstripped the supply of new homes but prices increased on a weekly basis. This time round, while demand is good, with most new homes sites reporting the majority of homes selling from plan stage, prices have shown only modest growth over the past year. So my expectation is that in 2014 the demand for new homes will strengthen, but prices will stay in check. The levers behind increased demand include the introduction of the Government’s Help to Buy scheme in the second quarter of last
year, which allows buyers with just a 5% deposit to get a mortgage. Relatively stable interest rates on mortgages have had an effect too. And, because new homes developers have to sell their products to tight deadlines, new homes have been reasonably priced. These factors are all likely to continue into 2014. Another contrast to the boom of pre 2007 is that this time around, if the house does not fit the demand in a specific location or is priced too high, it will not sell. In the property boom leading up to 2007, pretty much anything was selling, at any price. This is a factor of the market that we here at Bradleys can help developers with at the planning stage, given our market intelligence on buyer trends across our 33 Westcountry offices. Anecdotal evidence at branch and site level also suggests that many buyers in the market place are showing a preference for a new home purchase over the second-hand market. A new home offers lower-running and maintenance costs, a ten-year NHBC warranty and the reassurance

Before everybody thinks I have lost my mind, I should say that I am not claiming that the new homes property market has returned to 2007 levels. Nor do I think it will do so just yet. However, there are some interesting traits which have re-appeared and which I have not seen for several years now. These show signs of much greater confidence and a return to a more normal marketplace for new homes in the South West. Firstly, I have seen the return of offplan purchases. This is surely a sign of optimism and perhaps indicates that buyers are gambling on new home prices increasing between exchanging contracts off-plan at a fixed price and the time the homes are completed. At the Heritage Homes scheme called Holland Park in Old Rydon Lane Exeter, we have seen more than 60% of the site sold before the first brick was laid. Having such early commitments enables developers to be more confident about buying further land, enabling the economy to move forward. Secondly, we are seeing the return of buyers for premium waterside apartments, which are seen as a “luxury” buy. Coastal locations have seen a surge of activity during the last few months of 2013 and going into 2014. Spinnakers is a development of contemporary apartments fronting the Exe Estuary in Exmouth. Likewise, Rocket, a scheme of eight luxury apartments in Newquay, which Jackson-Stops and Staff dealt with on behalf of administrators, has now sold out. With readjusted pricing and consumer confidence on the up, even the once-troubled new homes market in Newquay, where there had been a massive over-supply, is making swift leaps down the road to recovery. I am confident that in 2014 coastal locations will remain popular with out-of-area buyers as second homes and people keen to relocate within the region. We have two waterside developments set to launch early this year. One is Fistral Blue on Headland Road, Newquay, adjacent to the Headland Hotel. This is a landmark development. The scheme comprises 18
apartments, all with stunning views over Fistral Beach. The building has been cleverly designed to allow every apartment to enjoy these vistas. Prices will start from £350,000 and the scheme will launch around March 2014. Moving along the coast to Devon, we will also see the launch of a select scheme of uber-contemporary apartments on the river-front in Dartmouth. What we are lacking compared with 2007 is a number of strong regional house-builders. I mean no offence to the large national housebuilders but in order to provide choice and more individual new housing developments, we need the originality and creativity of the smaller house-builder, dedicated to building a quality product. I very much hope we will see new developers entering the market-place in 2014 and filling a much needed sector. In terms of new-build hot spots, I
feel Truro has been an under-developed area, with a number of exciting developments planned. Newton Abbot is seeing strong developer activity with rising values and almost every national housebuilder now represented here. There are some exciting developments coming up around Seaton and Lyme Regis. I believe there is likely to be a returning strength to the North Devon new homes market around Bideford and Barnstaple. The Government initiative Help To Buy has had a positive impact on getting the market moving. However, this will not last forever and while the cynical may suggest it will last at least until a prospective General Election in May 2015 for political reasons, it is not likely to continue to be available much beyond 2015. In the meantime, Help to Buy will be assisting many sales for developers in 2014 but ultimately this artificial assistance will need to be replaced. The market will then either require another Government initiative or, more positively, we may by then be seeing a naturally strong property market which will be of great benefit to the wider economy. Potential to be a bumper year The autumn of 2013 was a turning point for the market on Exmoor. The area to the west and south west of Exeter has always remained popular with buyers and this was certainly the case in 2013. I put this down to the three Cs: Countryside, Communication and Communities. The countryside in this area is particularly unspoilt and has stunning scenery. Within a mile or two of getting out of the Exeter city boundary to the west, one is in wonderful rolling Devon countryside, primarily farmland interspersed with woodland and attractive valleys. As you head out further to the south west, you come to the Dartmoor National Park. The National Park is appropriately protected but much of the other land here which is not in the National Park is also of high scenic and amenity appeal, in particularly the Teign Valley and nearby Haldon Hills with their steeply-wooded slopes. This area is well served by major arterial routes, such as the A30 trunk road heading west as well as the A38 going south west. Both provide excellent dual carriageway access to Exeter or, in the opposite direction, to Plymouth and Cornwall. The third C is community, which again is often a major factor in buyers’ decisions to move to a particular location. Here you will find good-sized vil-

Geography lesson can save you £s As an estate agent, one of the most pleasurable parts of the job is when a purchaser new to an area seeks advice on the geography of an area, its facilities and attractions, and what they can buy for their money. Nothing should be taken for granted, as people come with all manner of likes and dislikes, needs and preferences. Ask anyone and they will impose their opinions and “advice” but this will often be based on limited personal experience and knowledge. But it is well worth looking beyond this, and can certainly save you money. Take a geographical area such as a typical commuting 15-mile radius of Plymouth, and consider for a moment (and ideally look at a map), the complexity of this area. To start with, the centre of the city is on its southern periphery which is six miles from its northern border. This journey across Plymouth can take a good half an hour by road on a bad day. Beyond the northern border is the wonderful fringe of the Dartmoor National Park. To the east, the A38 and the A379 give access to the beautiful and expensive South Hams. These are the quickest routes to the centre of the city, and are the “right” side of the city for many, partly explaining the high demand for all types of property in this area. But to the west of Plymouth lies the River Tamar, forming the border with Cornwall, with crossing points at the Tamar bridges, the Torpoint vehicle ferry, and the Cremyl passenger ferry. Prices in this area of Cornwall are considerably lower than in the South Hams, although the quality of the property stock is similar. So, taking a focus on South East Cornwall is worthwhile for those looking generally at this area. Is it too remote? The fact is that, for the time it takes to reach, say, Salcombe in South Devon from Exeter by road, one can be deep into South East Cornwall, where property values are much, much lower. South East Cornwall may not suit
Roger Punch of Stags guides you around South East Cornwall everyone, but people travel from the South Hams to the Waitrose store at Saltash and the St Mellion Golf resort with its two 18-hole courses, one designed by Jack Nicklaus, and its country club facilities. Again, personal requirements vary but, in this part of the world, sailing facilities often feature high on the wish list. Plymouth is impressive in its amenities for yachtsmen. Princess Yachts is based here and daily trial its prestigious craft in the waters of Plymouth Sound. Little is made, though, of the deep waters of the Tamar, tidal up to 15 miles inland. Here, Cargreen is a gem of a village, with its own yacht club and affordable deep water moorings. Saltash has a thriving sailing scene, and there are facilities along the estuary at Antony Passage, St Germans, and Millbrook. Life in places like Looe and Polperro revolves around their busy harbours. Further west, Polruan and Fowey are renowned boating destinations. Sailing may not be your scene but equestrian pursuits could well be. Dartmoor is great for riding but so is Bodmin Moor, pictured above. As far as communications go, you should take into account the mainline railway station at Liskeard, and accessibility to Exeter and the M5 via the A30. You won’t find lots of picture-book villages in South East Cornwall but there are some truly special ones. Take St Germans just as an example. Set at the head of a tidal estuary, and originally a busy fishing village, it is
dominated by the picturesque buildings of the grand Port Eliot estate. At one time, this village could have become the county town, as it was originally the seat of the Bishop of Cornwall. Today the Bishop of Truro’s assistant (suffragan) bishop is still known as the Bishop of St Germans in acknowledgement of this. Apart from easy access to the A38, St Germans has a railway station on the Penzance to Paddington line, with a commuter service to Plymouth. The variety of properties available in this area is truly varied. Oaklands at Herodsfoot, for sale at £440,000, is a quintessential Cornish farmhouse. It includes such luxuries as a Smallbone kitchen, and stands in about three quarters of an acre. Brooklands at Polbathic, £495,000, just outside St Germans, stands in about 4.5 acres and may appeal to those with equestrian or smallholding interests. Both properties are for sale through Stags Plymouth office (01752 223933). Overlooking the Tamar, at Cargreen, Roseland is a family house on the market for the first time in many years. It is on the market at £319,950, again though Stags Plymouth office. So if you are looking for a property vaguely in the Plymouth area, just take time to study all the options. Rising prices will draw more sellers The East Devon property market may not return to its pre-recession heights of activity over the course of 2014. But if the first few weeks of the year are anything to go by, we can certainly expect both an increase in house prices across the area and (partly as a result of this) a lot more sellers to enter the market as the year progresses. A feature of the market over recent years has been the absence of “discretionary sellers” – sellers who are selling because they want to, as opposed to those that have to do so. Since the recession bit, the East Devon market has been driven by highly-motivated “compulsory” sellers. These include growing families in houses that are simply too small or people living in a large house that they cannot afford to keep. Relationship breakdowns, job moves or sales after someone has passed away: these are the times when the vendor pretty much has to sell and cope with whatever the market conditions are at the time. Last year – particularly the last few months – showed a marked upturn in activity in the East Devon area. The resulting flurry of sales (at increasingly higher prices) resulted in a chronic shortage of properties – particularly in the favoured East Devon hot spots. The market across the UK is recovering – at a pace, in some areas across the South of England in particular. As many more businesses, individuals and families look to relocate to Exeter and the surrounding east side of the city, demand from outof-area buyers is on the increase at a time when available property for sale is low.
Roger Wilkinson of Wilkinson Grant is confident about East Devon’s prospects As a result, we have seen some properties that have been on the market for some time going under offer and many of the properties fresh to the market attracting a great deal of interest in these early weeks of the New Year. Several of the properties we have for sale were snapped up following busy Open House events, which I really recommend, and several others attracted multiple bids within the first few weeks of marketing. While there has certainly been growing confidence in East Devon property over the past year or so, we have not experienced such a strong first few weeks of January for a long time – which is even more surprising given what has, after all, been a pretty cold, wet and windy start to this year. It is in these “seller’s market” conditions that we would expect to see an increase in discretionary sellers. They will not be seeking to cash in on higher prices, although many will certainly benefit from the market rises. It is more the case that healthy sales activity will give sellers the confidence to put their property on the market. I’m expecting to see many come forward who were previously
worried about seeing their hopes of selling dashed and feared their property would sit on the market with little or no interest. For some, it may feel a little early – especially with the spring ahead, when gardens begin to bloom and spirits blossom. But the shortage of stock will bring many buyers’ plans forward as they seek out the best houses in their preferred locations for school and work. Clearly, the best time to bring a property to market is when it looks its best. But if ever the expression “the early bird catches the worm” was most applicable to the house market, it is when demand is high and supply is short. For many would-be sellers it may well be best to wait for full marketing until you can get photos that will do your property justice. But I would, nonetheless, encourage anyone who is thinking of selling this year to consider offering their property quietly for sale now “off-market”. The harbour town of Falmouth has been one of the strongest property markets in the entire Westcountry, due largely to its fairly recent status as a new university town. Falmouth has more than one string to its bow, however, as it is home to the third largest natural harbour in the world. Here you will find Pendennis Shipyard, which has grown into one of the world’s most successful superyacht yards, employing some 400 staff. It is also a charming tourist destination, with wonderful beaches. It is perhaps this diversity that is the key to Falmouth’s strong property market and the fact that sale prices here didn’t dip below their 2007 peaks for long. It is much more than a university town, yet also much more than a tourist destination. At the head of the Fal River Estuary itself, the small but pretty city of Truro with its magnificent cathedral is perhaps second only in Cornwall to Falmouth in terms of the performance of its property market of late. Buyers appear to have been drawn to living closer to their jobs and schooling. This echoes the national picture where London has outperformed the rest of the UK. Commuting is out of fashion and, since 2010, buyers have shown a real desire to live where they work and where their children go to school. Back in the last decade, the situation was very different as buyers fought for the best country or coastal properties. Perhaps fuel prices have made people rethink their commuting habits? History shows these customers always really want a house on or very close to the water. And of course some of these properties are looking very good value when compared with five years ago, and even more so when compared with London. The recent spate of wet weather has really focussed horse owners on the convenience of all-weather facilities for keeping themselves and their charges in good condition to enjoy their leisure activities together. If you’ve had just a stable and a paddock to turn out in over the past few weeks, then you’ll know the result is lots of wet rugs, poached ground, miserable conditions for mucking out and an increased risk of mud fever. Exercising in the teeth of the gales on slippery wet roads in murky conditions without high visibility rugs and coats is a huge risk, with danger not only for the combination but other road users too. I am often asked if it is worthwhile upgrading equestrian facilities and

This can be a difficult position for an agent to advise on, because there are so many factors to take into account. I usually ask how long the owner might intend to stay at the property. If the extra facilities are going to benefit the owner’s equestrian lifestyle for a number of years then, within reason, most expenditure is going to be worthwhile. The enjoyment and added convenience comes first and these sorts of investment are more than just a financial calculation. However, it is seldom advisable to spend money on specialist facilities if the plan is to sell the property in the short term. The added value to the property’s selling price may be less than the cost incurred to createthe new facilities. If your property is going to be sold as an equestrian property then you need to consider the market place and the type of buyer it will attract. This will show which investment is a priority and which might be a luxury too far. A remote property down narrow lanes will not appeal to those dependent on large horse boxes, putting off competitors who travel far and often. So stables, paddocks and an arena/turnout area are sufficient facilities and anything more may not add value. For those properties located in
more strategic places with good connections to the main Westcountry roads, then arenas will add value, provided they are properly drained, even if only intended for family use. However, American barns and horse walkers are another level up again. To justify the expense there needs to be a good number of horses on site. This implies use of the property as a stud, livery or for serious competitors in any discipline. Also, the house and acreage need to be sufficient to maintain a balance of assets, to appeal to the market place when eventually offered for sale. One thing is for sure – the Westcountry equestrian scene is thriving. Right now hunting is in full swing, point-to-pointing has started with meetings held every week for the next six months, always a good social gathering. Young National Hunt trainers like Harry Fry and Anthony Honeyball are delivering the goods against the top stables and Emily King is following in her Olympian mother Mary’s footsteps in the eventing world. The future is bright for us and opportunities abound in all disciplines for all ages and levels of ability in an activity that generates exercise in the healthy outdoors. The New Year brings with it fresh optimism for the property market in North Cornwall. The public’s strengthening faith across the wider market was apparent throughout the final quarter of 2013 with transactional levels of properties over £500,000 in October, November and December showing considerable signs of improvement. This further reinforced the momentum that carried us through the Christmas and New Year into early January and looks set to drive the next phase of housing market recovery and possible price growth. Across North Cornwall the level of new applicants registering their property requirements continues to increase, with demand for property in both coastal and rural locations being equally high. The severe weather conditions throughout December and early January have not deterred buyers from seeking waterfront properties. Desire for homes in the traditionally popular areas of Newquay, Padstow, Rock and Port Isaac remains strong. Buyers willing to consider heading slightly north along the rugged Cornish coastline have found that, in addition to having more reasonably priced homes, areas such as Boscastle, Tintagel, Crackington Haven and Widemouth Bay have plenty for anyone seeking locations with a strong community feel. The Delabole slate quarry in North Cornwall has been in operation for around 1,000 years and was first recorded in the Domesday book of 1086. The landscape around Delabole is both spectacular and sparingly populated, with hidden gems attracting interest from buyers looking for homes with no near neighbours. With as many as 60% of buyers moving into the region from further afield, the lifestyle factor continues to be the driving force for many house hunters. Many of those newly moving to the North Cornwall area are planning to capitalise on the rising prices of their properties in areas such as London and the Home Counties. They have still one eye on the coffers and want to shore up the financial risk of quitting the fast lane by buying an income-generating lifestyle home in which to bring up their family. Elsewhere in North Cornwall, the chink of glasses of those making life
changing decisions about moving across the country to Cornwall fades. In the local towns, such as Bude, Camelford, Bodmin, Launceston and Wadebridge, you will find a more mainstream local market, focussing on property priced up to the £250,000 stamp duty threshold. This lower-priced sector has remained the most active market across the area. The prospect of the Bank of England continuing to keep rates of interest at all time low levels for some time to come will no doubt result in this market continuing to enjoy healthy activity. This is further fuelled by buy-to-let investors, who are still looking favourably towards bricks and mortar investments. First and second-time buyers are making the most of more favourable mortgage products, including the government-backed Help to Buy scheme. So, in general terms, it is immensely refreshing to see the positive activity throughout North Cornwall’s property market. 2014 is set to be a good year, with new support schemes, low-interest rates and decisions about planning combining to present more opportunities than in recent years. North Cornwall has the timeless appeal of lifestyle opportunities, lowcrime figures and spectacular natural beauty. Sir Arthur Conan Doyle once described Dartmoor with the words: “the wild and empty moor”. But there is so much more to life up here than the craggy landscape of The Hound of the Baskervilles. Yes, the moor is high, at most 2,000 feet above sea level, yet there are many sheltered spots in which to live. Generally, Dartmoor has done very well at shrugging off the bad weather of the past few weeks. There has been little experience of flooding, unlike some of the more low-lying parts of the Westcountry. The Dartmoor property market, too, has shown signs of strength. Three years ago there was little sign of activity here for houses offered at £1 million or more. Here at Jackson-Stops and Staff ’s Exeter office I have certainly seen

The planners have been as resilient as the granite outcrops, allowing little development and no wind farms that I am aware of. The development of renewable energy has so far been restricted to ground sourced heating and hydro schemes. As an agent specialising in Dartmoor properties, it is great to see buyers from outside of the area returning into the market place. London home owners have been wary about selling their city properties for the past few years due to the dramatic price increases they have seen, making them unwilling to cash in too soon. But I think many London residents now feel that the capital may have reached the summit of such dramatic growth. It is time to get out and look for quality of life. Certainly, the difference in value between London and areas such as Dartmoor has never been greater since the 1980s. I foresee a considerable upturn in activity during the course of 2014 as long as guide prices remain in tune
with the market. Sales could be especially swift around hot spots, such as Chagford and Lustleigh. There are wonderful market towns in and around the moor, such as Ashburton, Chagford, Moretonhampstead and Tavistock. These are beginning to see premium prices being achieved again. Walking through the high street of Tavistock the other evening, I noticed that hardly a light was on in the accommodation on the second and third floors above ground floor shops. Optimism tinged with true realism For South Devon’s property market, 2013 was an inspirational and uplifting year. We saw consistent confidence returning to the local marketplace after a difficult few years. However, other than in the case of a few very unique homes, I cannot yet say that prices are rising in South Devon. All the hype of national averages increasing is tilted in the favour of an almost runaway housing market in London and its immediate commuter belt. But the stability of the current market situation here in the South West should, in time, reward local homeowners too with capital value growth. In the past few weeks I have started to witness vendors talking of increasing their asking price as they have heard house prices are rising. This is, however, most definitely not the time to leap ahead of the market with overambitious pricing – no buyer is going to pay tomorrow’s prices today! An over-optimistic price tarnishes the property and bruises its appeal to the public over the coming months. It is also very possible that a stale property will then eventually sell for less than its true value due to an incorrect starting price. For now, my advice to property owners is that you must still be realistic – buyers will remain cautious with their spending. There is still uncertainty about the way interest rates are heading and possible rises in the cost of living are affecting lifestyle choices. But as we now hit the ground running in 2014, it is interesting to see what is motivating property owners to sell and what sort of people are actually buying right now.
