The family fun day included fun fair stalls, face painting and bouncy castle, while Redrow’s mascots Buster and Buddy also put in an appearance. Redrow also invited visitors to the event to take a look around the development’s two, three and fourbedroom properties, which were decked with bunting. Emma Solman, area sales manager for Redrow, said: “It’s really nice to be able to bring together the community in this way. Redevelopment opportunity

Luxury lodge developer Charteroak Estates has welcomed Sam Weller as its sales director. Sam was previously sales director for the Cornwall Hotel Spa and Estate and before that, sales director at The Beach, Carlyon Bay. In his new role, he will be responsible for overseeing the development of Charteroak’s portfolio of luxury lodge developments throughout Cornwall, Devon and Dorset. This includes the Stonerush Lakes resort near Fowey and the company’s newest development, Southern Halt, built on the former Dobwalls Adventure Park near Liskeard. Charteroak Estates managing director, Edward Rowlandson, said: “Sam has substantial experience in the holiday property industry across all avenues of sales, lettings and the second home market.”

A redevelopment site in Sidmouth is coming to the market as a result of East Devon District Council’s decision to relocate to new offices. The site, known as the Knowle, has been home to the council’s headquarters since the 1970s. The 4.76 acre site has a draft allocation for 50 homes in the emerging East Devon Local Plan and the council expects to have vacated the site by May, 2017. The council is also disposing of its nearby 1.3 acre Manstone Depot site, which comes with a draft allocation for 20 dwellings. It is expected to become vacant by the end of 2015. The sites are being offered for sale by informal tender and the deadline for submission of offers is October 22. All viewings are through sole selling agent, Savills. National housing charity, Chapter 1, is celebrating its first Devon property to be brought back into use, as part of its Empty Homes Programme. Dave Tranckle, above left, from Nevada Construction handed Chapter 1’s chief executive, Geoff Hawkins the keys to the former office building in Kingsteignton’s Newton Road, which had lain empty for a decade but has now been converted into four flats. The redevelopment scheme was undertaken in partnership with partnership with Teignbridge

District Council and the apartments will be will be let at affordable rents by Chapter 1 to local people who need a home. The Empty Homes project scheme is supported by funding from the Homes and Communities Agency, to bring thousands of properties across England back into use. Mr Hawkins, said: “Every home we make available, makes someone’s life better.” Teignbridge is now working on developing this scheme elsewhere in the district, while Chapter 1 will has committed to invest over £5 million

in empty homes schemes, the majority across the South West. It leases the property for a minimum five years from the owner, but retains the full rent until the total project costs are fully recovered. At the end of the lease period, the owner gets back a property which is in good order. Chapter 1 worked with a number of contractors to renovate 10 Newton Road including G2 Empty Homes (project management), quantity surveyor NP Williams, building contractor Nevada Construction and architect Paul Chapple.

Dartmoor home has plenty of potential It’s rare to find a property with so much potential, in such a desirable position. But Lower Sanduck really is a very special place indeed. Bulbs will brighten Experience spanning many years of growing has taught me the importance of planning ahead. As summer moves swiftly into the autumn season I am already thinking about how I expect my garden to look next spring. The garden centre shelves are currently well stocked with springflowering bulbs and tempting offers. Needless to say I have already made several purchases. For me, spring-flowering bulbs are as diverse as they are versatile. There are so many different species and cultivars of crocus, iris, tulips, narcissi and alliums (to name but a few) that are very easy and rewarding to grow. Bulbs can be planted in so many areas of the garden. They will brighten bare patches under deciduous trees and shrubs or look good planted in pots or hanging baskets with winter-flowering pansies and mini cyclamen. A few bulbs can be planted in the smallest space. They can be grouped with each other or combined with other plants such as evergreens or herbaceous perennials as part of a longer-term display; bulbs can be planted in neat arrangements or in naturalised looking drifts. Clumps can even be planted in the lawn, where they can be left to increase and naturalise. Most bulbs can be planted now, apart from tulips which should be planted in November. By planting a good selection of early, mid and late flowering bulbs I aim to have flowers from January through to June, weather permitting, of course. To give contrast in my garden, I love combining bulbs with other plants. Tulips are one of the easiest for this as they come in such a variety of colours, heights and flower forms. Early bedding displays can be created by planting a mass of tulips on their own but I plant them to grow through beds of wallflowers, polyanthus, forget-me-nots or pansies. Erysimum Bowles Mauve is a perennial wallflower that produces lilac mauve flowers for months. The double flowers of Tulip Angelique are soft

If there are any small gaps in my borders I will plant them with crocus They attract bees and give a lasting display. Unfortunately, their leaves begin to fade and look tatty prior to the flowers opening, which is why I will be planting mine underneath a group of Euphorbia robbiae. The sulphur green flowers of the Euphorbia are held over rich dark green foliage and make a good contrast with the purple alliums. Narcissus Tete-a-Tete is a dwarf variety and a great favourite of mine. I grow clumps of them all around my garden. They reliably flower early with often two or three long-lasting blooms on each stem. Their yellow colour is very intense and contrasts well with the almost electric blue

flowers of Pulmonaria Blue Ensign. Tete-a-Tete is suitable to grow in rockeries, too, and they look great in pots. Narcissus Jetfire is slightly taller with an orange centre and looks fabulous peeping through the dark purple winter foliage of dwarf Pittosporum Tom Thumb. Erythronium Pagoda is more familiarly known as dogstooth violet, a strange name but all becomes clear when you see the bulbs – they do indeed resemble canine teeth. Sulphur-yellow flowers are produced above clumps of bold fresh green leaves during mid to late spring. They are happy in shade and contrast well with low-growing ferns and hostas. You can buy combination packs containing two or more different types of bulbs that will take the guesswork out of planting. My favourites include Midnight Dream, a combination of the black tulip Queen of the Night and pink tulip Menton. Morning Sunrise contains red-centred narcissi Red Devon and orange tulip Orange Emperor. Over the Rainbow is stunning with yellow and red dwarf tulip Stressa and the purple crocus Record. I have a sizeable old clay pot which this year I will plant with tulip Sunlover. I first grew this cultivar two years ago and the flowers are huge. They are double and change colour from deep orange red, to orange and yellow. As I recall they are quite tall but hold their heads up well. They are fragrant so I shall place the pot just outside my patio doors. If there are any small gaps in my borders I will plant them with groups of crocus. Some of the specie types may have small flowers but they make up for it by flowering incredibly early. Just the thing to brighten a dreary winter’s day. I have also bought crocus Orange Monarch which claims to be the world’s only orange crocus. We shall see! Ground preparation is always important. Prior to planting bulbs I always dig the ground over and fork in bone meal to encourage root activity. The depth to which bulbs should be planted is important. As a guide, most bulbs should be planted two and half times the height of the bulb, there are of course exceptions Iris reticulata being one. Although these bulbs are quite small, they should be planted 10cm/4in deep. Let the planting begin! This is a busy market for farms and smallholdings. Demand is now outstripping supply in certain areas of the Westcountry, and we are seeing prices approach the £10,000 per acre mark. For people who have been waiting for the right time to sell, this could be the right price. There has been a lot of speculation that out-of-county buyers are keeping prices inflated. It is true that the Westcountry farms and smallholdings are attractive to “upcountry” buyers looking for a change in lifestyle. However, at Kivells, we are still seeing local farmers as both the principal vendors and purchasers. Kivells Launceston has recently been instructed to sell Greenacres Farm in Roche, a 26-acre farm with a three-bedroom bungalow in the convenient mid-Cornwall A30 corridor

area. Greenacres will be the star of a September 23 collective auction sale. It has a guide price of just £565,000, and there is plenty of scope to develop this versatile holding. With slightly more acreage on offer, Coombeshead at Lewannick has also recently launched with Kivells. Converting a barn? Success will depend on your local council New legislation is in force allowing people more scope to develop farm buildings into homes. But how is itbeing interpreted by the local authorities? A Westcountry expert finds out In April 2014, a new “permitted development” order came into force, allowing people to convert farm buildings to houses. Under the new legislation, up to three new dwellings can be made out of existing barns of up to 450 square metres, without the need for a full planning application. Martin Lee, head of Stags planning department, says: “We are now seeing a number of decisions from Local Planning Authorities, and they are hugely dependent on the interpreta-

tion of the local council. “With legislation so new there are few precedents against which applications can be judged. The South West authorities are taking different approaches, often justified by a lack of reasoned appeal decisions.” Here is some feedback from the different Stags districts: Mark Neason from the east of the region says: “Taunton Deane, East Devon and North Devon District Councils are refusing most requests for Prior Approval on the basis that they should not be permitting new dwellings in ‘unsustainable locations’ (i.e. not within or very close to established settlements). “Additionally, Taunton Deane are

not permitting the conversion of opensided/frame Dutch barn type structures, because they claim that the building works necessary to create a dwelling go beyond the definition of conversion.” In contrast, Martin Lee has obtained Prior Approval on behalf of a client for the conversion of a steel frame/clad Dutch barn in West Dorset (right) to provide a luxury four-bed home with integral garaging. However, Martin has received a refusal on ‘sustainability’ grounds for conversion of two traditional stone barns from North Devon. Jo Maynard of Stags Launceston Office says: “Cornwall Council appear to be responding to these sub-

missions by saying full planning permission is required on a variety of grounds, but sustainability seems to be common theme. “To date only one application has been approved across the county. Once some appeal cases are taken forward hopefully this stance will shift”. Nicola Palfrey of Stags Launceston Office reports: “West Devon and Torridge District Councils appear to be approving a few applications, with many of the refusals being merely due to the wrong interpretation of the Order”. Lydia Cox from Stags Exeter office says that Teignbridge have issued a number of approvals for a wide variety of building types and forms, whilst

Kevin Underwood from Webbers Fine & Country advises to use your head as well as your heart A new breed of first-time buyer is taking the Westcountry property market by storm: those investing in farms and smallholdings. If you too fancy hanging up the suit and getting back to your earthy roots, you must think carefully before you commit to this rewarding - but challenging - lifestyle. Here are a few points to consider: Can the farm accommodate your needs? First and foremost, ensure that the farm can fulfil your business requirements. Determine if the land is suitable for the animals you plan to keep. Is the soil and climate right for the crops you want to grow? Will you want to expand the outbuildings? If so, you need to enquire with the planning department to make sure your aims are achievable. Don’t assume anything with your first farm or smallholding. If in doubt, always seek professional advice. Consider your finances When you start up your new business venture, it is likely that your income may be lower than you expect, so budget accordingly. If you are looking at taking on animals, you need to consider vet bills and seek advice in advance so you can factor these outgoings into your budget. You may find you need a second income, so consider nearby jobs. You will need to research employment prospects in the area and enquire with companies to ensure the opportunities are there. Try before you buy Take the opportunity to visit a

working farm in your area to experience what life could be like and decide if this is the right move for you. The annual Open Farm Sunday in June provides a taster of your new venture at over 365 participating farms (visit www. farmsunday.org for more information). Remember the house! Throughout all of this, remember to not lose sight of where you will be living: the house. Make sure the property can fulfil all your needs, do not let the land overshadow this factor. Get to know the local area. Is it right for you? Are there good schools nearby? Does the local town offer the essentials for everyday life? A farmhouse is a rewarding investment of both time and money; you need to ensure the property can grow with your family. Don’t forget the practicalities Keep an eye out for anything that may cost you more money in the long run. Check the number of power sockets in each room, test the temperature of the taps and water pressure, confirm that the windows open and close easily and that the light switches work correctly. As well as this, check there are no plumbing or electrical issues. Often in rural areas, phone and internet signal can be poor due to the remote nature of properties. Make sure you check with your provider that both are available in the area before moving in. Finally, be realistic Farms can be hard work, however; if done correctly you could be living the Good Life in no time.

The secret of a succesful sale

George Alder from Stags examines why agricultural holdings are hot in 2014 – and how to sell them for top price and minimal fuss The market for commercial farms is resilient despite the recent reduction in commodity prices. Demand is particularly evident from farmers looking to expand, relocate or the ‘gentleman farmer’ looking for a country lifestyle and tax advantages. We have also seen resurgence in residential purchasers, seeking to live in country properties with a few acres of land. The market for farms is strong, but the key to a good sale is reaching the right people. Stags Farm Agency’s 2014 results indicate particular success where competition has been generated from a wide variety of buyers. Where circumstances permit, there have been opportunities to appeal to all these disparate audiences, creating healthy competition between the whole farm buyer, the residential purchaser and the agricultural buyer. No one relishes the idea of farms being split per se, and the division of farms, whether family owned or not,

is often contentious. But there are undoubtedly advantages other than the vendor achieving a higher sale price. Lotting widens the market audience, enabling land parcels to be acquired by neighbouring and local farmers who are seeking to expand. Not every farm is suitable for lotting, however, and there is still a premium for ringfenced farms offering privacy and protection. So far in 2014, Stags Farm Agency has used three main methods: private treaty, public auction and informal tender. Private treaty is the most flexible option, giving sellers control over the timeframe, price and the purchaser. The method is not without its drawbacks: any offer is subject to contract, meaning that either vendor or purchaser can withdraw without penalty. Most farms and land that come to market are sold by private treaty. In August the 75 acre Lower St Andrew’s Wood Farm in Dulford was sold in

By offering the farm in three lots, substantial interest was generated from whole farm buyers, smallholders and local farmers. The sale by private treaty gave the vendor flexibility in either selling as a whole, in three lots, or a combination of lots. Public auction sets out to conclude the sale within a fixed timescale. As the sale is legally binding, the vendor does not have to suffer a nail-biting period between offer and exchange. The vendor also has the security of a reserve price in case the bids don’t go high enough. One downside to auction is that it

limits buyers to those with cash in the bank, or those with pre-arranged finance. Moreover, there is no opportunity to vet your buyer: he who raises his hand last is the winner, whether the vendor likes him or not. On the flip side, some buyers actually prefer auction to other sale methods as it gives them a clarity not associated with the other options. Woodhay Farm, a 148 acre commercial farm on the edge of Exeter, was sold at auction by Stags at the end of June. The farm attracted strong interest from local farmers, as well investors from as far afield as the Netherlands. On auction day the eventual winner was an award-winning dairy

farming family, the gavel falling at £1.3 million off of a guide of £1 million. Late last month Stags also auctioned some 22 acres of arable and grassland at Clyst St Mary offered at a guide of £225,000, but which achieved £255,000 as the gavel fell. Informal tender is often recommended where strong interest is anticipated from neighbours or the wider market. It is designed to drum up the best offers within a fixed timeframe. This method of sale is in effect a ‘best bid’ system, and gives the vendor the ability to select the buyer. Like a public auction, informal tenders can put off some buyers, not least those who are nervous of overpaying for an asset. In May this year Stags advised one of our clients that informal tender would be the best option for 4.88 acres of land on the edge of the picturesque mid-Devon village of Shobrooke. Having been used as allotments for the village, a market garden and a pasture field, the four individual lots attracted a lot of interest and multiple bids were received at the closing date. The vendor, with Stags’ assistance, was able to assess the offers on their individual merits and as a result choose the successful bidders. Feedback from our customers has made it clear that all-inclusive prices are favoured and additional costs for heating/electricity are not popular. People are more ecoaware now, making it reasonable for you to request that lights etc are switched off when guests are out and that heating is turned down rather than windows opened. A polite, discreet, even humorous notice requesting that guests respect the environment is acceptable. You can control costs further by having thermostatically controlled heating which comes on at set times, energy-saving lightbulbs with dimmer switches on main lights, timers on light switches for halls and entrances

and sensors on outdoor lighting. Electrical appliances with a good energy rating will help. Any additional charges for utilities you decide to impose should be made clear from the offset as guests are aggrieved by hidden or unexpected costs.

Little things like this can spoil guests’ enjoyment of a property and result in you losing recommendations or repeat bookings. Assuming your earliest permitted arrival time for guests is 3pm, you need to assess why you’re having difficulty completing the changeover. If two of you are preparing a small property, five hours should be ample. If your property is large, you could need an extra pair of hands; if that’s impossible, it’s reasonable to impose a 4pm arrival time to gain yourselves an extra hour. There are ways of making changeovers less hectic: cookers can take time to clean, so line the grill with foil, put a drip tray in the bottom of the oven and invest in spare shelving so you can take dirty shelves away to clean, for instance. It may help to make a list of the tasks and work out the most efficient order in which do them to establish a polished routine which will work like clockwork to use the available time most effectively.
