Reform is cash boon for buyers Reforms to Stamp Duty will boost the property market in the South West at all levels, according to Richard Addington of Savills Exeter The substantial reform of stamp duty announced in this month’s autumn Statement will mean savings for around 99.5% home buyers across Devon and Cornwall according to research from Savills (source HM Land Registry) as all residential buyers up to £937,000 will benefit. All sales below £125,000 (approximately 14% of all transactions in 2014) will remain exempt from stamp duty. Only around 0.5% of transactions in the two counties above a value of £937,000 will bear an increased stamp duty tax burden, undermining the case for any further taxation of high value property such as a “mansion tax”. The average duty paid on the sale of a property worth between £125,001 and £250,000 will fall by £650. For a property between £250,001 and £500,000 the average duty will fall by around £3,100. Most in Devon and Cornwall will benefit from the changes, whilst the increased charge at the top end of the market means London and the South East will bear an increased proportion of the tax.
Savills estimates that London and the South East will now contribute around 75% of all stamp duty receipts from England and Wales, with property worth over £1m in London alone contributing 38% of all projected receipts. While it is too early to report much direct market evidence of the effects that these changes have made to the market in the Westcountry, there is plenty on anecdotal evidence that buyer confidence has been boosted by the significant savings that will be made on typically priced property in the two counties. It also means that the significance of the cliff edge figures of £250,000 and £500,000 will be removed thus making it possible for sellers of properties worth which are £250,000 “and a bit” and £500,000 “and a bit” to actually achieve that bit extra. Above the £937,000 threshold, where the new rates throw up higher rates of duty we saw frantic activity in the period immediately following the Chancellor’s announcement. Savills alone saw 100 properties nationally exchange contracts (predominantly in London and the Home
Counties areas) before the midnight deadline. Going forward, we anticipate that there will be an initial lull in both activity and confidence as the higher rates are digested by potential buyers. But looking forward it will prove a positive influence on the market as it removes the very significant cliff edges that were barriers to prices at the £1,000,000 (rate used to increase from 4% to 5%) and particularly £2,000,000 thresholds (rate used to increase from 5% to 7%). What will also be brought into very sharp focus will be which properties are purely residential and subject to the new higher rates and which properties are “mixed use” and remain subject to a top rate of 4% above £1,000,000. It is incumbent on buyers to take the best possible advice on what their
tax liability might be; the purchase of a Westcountry farmhouse and 25 acres for £1.25m would be liable for £18,750 additional tax if assessed as residential compared with “mixed
use.” The difference for a manor house and 50 acres at £2,500,000 is even more striking at £113,750!
Major new property website all set to help buyers and sellers

A major new property website called OnTheMarket.com, which will compete head-on with Rightmove and Zoopla, will go live on Monday. The website is a mutual organisation focussed purely on providing an outstanding service for estate and letting agents, vendors, landlords and property seekers alike. The property search on OnTheMarket.com will be slick, simple, fast and state-of-the-art, compatible with the latest technologies. The website will adapt to fit the screen of any device being used to view it. There will be no distracting third party adverts, nor any spam email. Developers promise there will be no “misleading valuations based purely on historical statistics as, when it comes to accurate valuations,
there is no substitute for an estate or letting agent’s detailed knowledge of a property, the local area, the current market conditions and the vendor’s or landlord’s circumstances”. The website will feature hundreds of thousands of properties to buy or rent at all price points, right across the UK. OnTheMarket.com has the support of more than 4,000 offices comprised of large, medium and small sized firms. Of the members, 80% have three or fewer offices. It is expected many more agents will join. Every property available at OnTheMarket.com will be handled by locally visible, office-based estate and letting agents with expertise on the ground. Ian Springett, chief executive of OnTheMarket.com, said: “We and
our members are delighted that OnTheMarket.com will go live on schedule in January. It will add muchneeded competition in a market which has been dominated for too long by two large groups. “OnTheMarket.com will become a ‘must view’ website where propertyseekers can easily find the right properties and be connected directly to the agents marketing them. “We will have a unique inventory of properties, many of which will have been effectively removed from the current large property sites.” The initial six members of OnTheMarket.com, owned by Agents’ Mutual, were Savills, Knight Frank, Strutt & Parker, Chestertons, Douglas & Gordon and Glentree Estates. They have been joined by many large, medium and small firms.

Hot property in West capital city Demand remains strong in central Cornwall. The area between Truro and Falmouth remains the most popular stretch where people want to search for a home. From September 2013, we have seen a huge increase in the housing market activity in our office. This increase followed about six months after the London market picked up
and we were kept busy even through the festive period and this continued without a break into the new year right through to the summer of this year. We noticed that activity fell during the summer holidays, but this is most likely to do with the schools’ holiday policy, which meant that families didn't wish to compromise the time valuable time they had to spend with their children. Once the holidays were over, the weather continued to be splendid, and this encouraged more serious buyers to property hunt and once again we were busy and continue to be so. We have roughly done the same amount of sales in 2014 as we did in 2013. That said, the 2014 the buyer was more concentrated on the purchase, whereas the 2013 buyer was very unsteady, resulting in a lot more collapsed sales. We are going into 2015 with a strong pipeline, which we hope is a sign of good things to come. With the elections in 2015 we are strongly advising those interested sellers to put their houses on the market prior to May in order to achieve the best possible price. Promising year ahead for Plymouth In adopting the title “Britain’s Ocean City”, Plymouth has created an image that should drive those planning to move to the Westcountry to focus their attention here. This image is well deserved, and the city is shaking off its somewhat grey industrial past which revolved around its dockyard. An aerial view of Plymouth is captivating. It is not just its extraordinary geography and topography that makes the city so special. Its history is absorbing, largely due to its geographical location. The heart is certainly the waterfront, with the historic Hoe and Elizabethan Barbican, but it is by no means stuck in the past. The largest city west of Bristol, Plymouth is also the largest operational naval base in Western Europe. It includes the UK’s 9th largest university, and it hosts major international yachting events, including the 2011 America’s Cup round. Recently, events such as the British Fireworks Championships, the Barbican International Jazz and Blues Festival, the Seafood and Flavour Fest have drawn visitors from all over the UK. and outside offers far more variety than some expect. It has never been a particularly wealthy city and there is, therefore, a shortage of classic country properties within its commuting radius. Going west, Plymouth is effectively a gateway to Cornwall. The coastline continues to draw buyers. Once introduced to the area its accessibility, remarkably unspoilt scenery, relative lack of tourist congestion and modest property values more and more purchasers are hooked. With confidence rising and the city thriving, 2015 is sure to be an even better year to sell in Plymouth and its commuting area – from all that I am currently experiencing I would describe the forthcoming year as “promising”.

How things can change in such a relatively short space of time. Again, a degree of caution is required, as even if the interest is secured on the property, the mortgage company will insist that their loan will take priority. So, if the owner defaults on their mortgage, the mortgage company will recover their loan and costs before any private lender. Conversion of the loan to a gift has to be done by deed in order for the clock to start counting for inheritance tax purposes. It is worth thinking about how the loan is reflected: is it expressed as a fixed sum? Is interest to be charged? Is it to be a percentage of the property? The nature of how property is held will have an impact on taxes such as capital gains tax. It is essential that any agreement is accurately recorded in a declaration of trust to avoid any future misunderstandings. Joint mortgage or guarantor An option if funds for a deposit are not available, is for a family member to be party to a loan to guarantee that the mortgage is paid. Alternatively, one may agree to be listed as a co-owner and also be on the mortgage too.
Some lenders are increasingly offering specialist mortgages which allow a parent to have their name removed after a fixed period. As ever, each party to such a transaction should obtain their own independent legal and financial advice to ensure they are entering into any agreement with their eyes wide open. Such agreements are not to be taken lightly. If the child or grandchild divorces or runs into financial difficulty and cannot pay the mortgage the mortgage company can turn to the guarantor or co-mortgagee for the outstanding payments and in the worst case, the entire outstanding balance. In turn, the financial security and credit rating of the lender could be adversely affected. In a recent report by the Halifax, 30% of parents were concerned that the support they had provided may affect their own financial future. It is only natural that parents and other family members should want to help the younger generation as much as they can, including getting them on the property ladder. The key is to find the method that suits you all best, and to employ the best professional advice you can to ensure you do not fall into any hidden traps.

Much moor fun in Chagford It is at this time of the year estate agents look forward to the springtime and formulate their predictions about how the market in their particular location will perform in the months ahead. The North Dartmoor market last year started bright and full of promise with a buzz around the London and south-east market, a mini bubble that would send ripples out to the regions. Experts predicted that cash-rich London buyers would improve the values of everyone’s homes. The reality was the ripple was more of a raspberry, and the underlying value of homes in the South West stayed pretty much stable throughout 2014. Certainly, asking prices have gone up, but this often is out of optimism rather than an indication of true market value. Towards the end of the year any sellers or agents who did not recognise the need to be in line with market conditions are still offering their homes for sale now. Chagford has traditionally been a premium location sought after for the self-contained nature of the town, with a range of amenities for day to day living which means, if you don’t want to, there is no need to jump in the car and travel. Properties within walking distance of the town square are the most requested. Buyers of such homes are more often downsizers seeking ease of living and convenience, coupled with a picturesque town location and beautiful moorland surroundings. Prices within the town are above average. However, when selling it is vital not to overstate the premium as overvalued homes will sit on the market, which ultimately is detrimental to the eventual sale price. Outside of the town in the beautiful Dartmoor surroundings, the buyers are seeking privacy, some land or a large garden for amenity and perhaps keeping horses or livestock. There is often a good choice of style of home either in one of the pretty villages or in a more rural location. A good example of a traditional

Thriving after the roller-coaster ride Although the year began badly for Somerset, with dips in January and April, its fortunes have now improved and property in all price ranges is in demand. The gloom of early January, with dramatic photographs and reporting of the extensive flooding on the Somerset levels and the storm-battered coastline, has vanished from the horizon. And for some time images and the public’s perception that all of Somerset must be under water, blighted many people’s aspirations of buying property anywhere in the county, if not the whole of the South West. By March this was generally forgotten, although there was some concern in the east of the county, and optimism was restored fuelled by the massive surge in property sales in London and the Home Counties. The knock-on effect for Somerset was an influx of eager buyers in proceedable positions and with money to spend. Demand for property across all price brackets was high and competition lead to strong sale prices being achieved. The introduction by the banks and the building societies of tighter lending criteria at the end of April meant that funding for house purchases became harder to obtain. The South East market faltered and transactions fell apart, which by June had stifled much of the interest in the local Somerset area. Sales returned to the pre-boom level for the summer, then experienced another seasonal rise in the autumn months. Stags Dulverton and Taunton offices, which cover Exmoor, the North Somerset coastline and the central bulk of Somerset, have had a very successful year despite the peaks and troughs, with sales up 30% on 2013. from the town and village houses ranging in value from £250,000 up to £500,000, with further successes throughout the year in the £650,000 bracket. However, the market for the high value properties, up to £1 million, and above has remained slight with fewer enquiries. An interesting trend has seen enquiries from affluent areas, such as Oxfordshire and Gloucestershire, looking for properties in the Exmoor area of Somerset that has tighter planning and development controls. The current pressure on councils to provide an increased supply of housing, both open market and social schemes, has seen vast swathes of farmland sucked into development, even in the wealthier counties. Owners who once lived with coun-
tryside surroundings become enveloped by housing, giving rise to demand in Somerset, in particular Exmoor, where future chance of change is both restricted and protected. Stags are members of Business Exmoor which is a new organisation that has been established to promote and support entrepreneurial young businesses wishing to develop within the Exmoor National Park. The aim is to assist in the provision of a suitable environment in which a modern business can thrive in this remote part of Somerset. For instance, working from home can only exist if internet speeds are good and mobile communications exist. Business Exmoor creates a combined voice with which to lobby the providers. Stags have sold several properties this year to couples relocating to Somerset and wishing to run their businesses from home. This is bound to be a growth market for the future. Despite the uncertainties of a looming General Election, Stags are looking forward to a busy spring. second home buyers registering in January (over 200 in 2013), and we know we will have a really solid database of buyers going into the new year. Prices With the uncertainty of the general economy and the slowing of the London market, we feel that the flight to bricks and mortar for long term investment will continue in 2015. There is an array of predictions about the general market for next year from all the usual suspects, which makes confusing reading. These range from a falling market to an increase of 6%. In the holiday home sector in the South West we predict that prices will see a small increase of about 2.5% next year across the whole of the region, with the more popular addresses like Rock, Padstow, and Salcombe seeing stronger growth of about 5%. Other areas to watch out for are Newquay and the south coast of Cornwall. Even though all the agents we talked to thought that a lot of Londoners would ‘cash in’ in 2014 and start buying second homes in the South West, we found that there was no significant rise in sales from this sector. We suspect that the London homeowners felt they were making too much money on paper to release funds to purchase another property. As the London market is slowing, many more lifestyle buyers from London and the South East will appear in 2015. Holiday lettings With the vast majority of holiday home buyers wanting their second home to earn an income to offset running costs, the success of the holiday letting market is very important. From talking to a number of holiday letting agents in the South West, we have deduced that demand has been in rude health in 2014 and forward bookings for 2015 are up
20% compared to December 2013. This means holiday home owners can be assured of a good rental income for next season. The agencies that are dealing with quality 4* and 5 * properties, like Helpful Holidays and Beach Retreats, are seeing the best demand.One of our buyers who was asked what he was looking for said: “A holiday home for ourselves and an investment for our children”. The benefits of second homes Surprise, surprise: second homes in the Westcountry have had adverse press recently, with many local politicians jumping on the bandwagon. There is talk of banning second home buyers from purchasing new homes in certain areas such as St Ives, and increasing Council Tax payments for second home owners. By contrast, Una St Ives, a luxury ‘holiday home only’ resort at Carbis Bay, has a planning restriction enforced by the local Cornwall Council which allows second home owners to buy properties without affecting the local property supply. Hardly any of the articles mentioned how much money selfcatering holiday lets (i.e. second homes) bring into the local economy. A report published last month by the London School of Economics, which has not been much quoted in the national press, has put the annual value of the UK’s holiday rental industry at £4.35bn a year, creating more than 95,000 jobs nationwide. The report, which was produced in conjunction with a company called HomeAway.Inc, says that the self-catering holiday rental industry contributes some £100m in tax and

New trends We have noticed a trend for potential buyers looking for a second home which they will eventually retire to. This is a real case of forward planning by these buyers. They release the money from their own homes for the purchase, intending to pay this off with holiday let income by the time they retire. They are therefore utilising their main home sale to fund their retirement which becomes very tax effective both for themselves and eventually their children.
However, we at Chartsedge do agree that a holiday home owner that does not â&#x20AC;&#x2DC;holiday letâ&#x20AC;&#x2122; their property and only uses it a few weeks a year is not contributing as much to the local economy, and should therefore help by paying an increased Council Tax. Letâ&#x20AC;&#x2122;s face it: the people who can afford to have a second home, and do not need to let it out, can afford the extra cost.

After a busy season and winter weather this is the perfect time to thoroughly clean your holiday home, which will ensure the safety of your guests and allow you to tackle any outstanding problems. Climbing Kilimanjaro for charity Jackâ&#x20AC;&#x2122;s trek will cover lots of different terrain: the mountain is surrounded by dry savannah, yet the lower slopes are covered with lush forest. The peak is covered in snow and ice. The ten-day trek will be a gruelling experience. The expedition is completely self-funded, so that every penny Jack manages to raise will go directly to the charity.
