Whinfield boasts wonderful views and a wealth of period features
Gillian Molesworth discovers a Victorian villa on the edge of Dartmoor that’s been in the same family for three generations Today is the first day that Whinfield in South Brent has been on the market in 116 years. Since 1898, the Victorian villa has been the cherished home of the Collier family, who once owned Collier and Co Wine and Spirits Merchants on Plymouth’s Barbican. It is easy to see why the Victorian Colliers chose Whitfield, a genteel residence with panoramic views over Dartmoor: it is the perfect blend of country living and well-connected convenience. “It is a really good family house,” said John Collier, a retired naval officer who has lived in the house with his wife Anne for 30 years. “My grandparents lived here until the 1950s, and my father took it over in 1954 when I was 13 or 14. My sister
was married here, and so, more recently, was my daughter. This house has seen many family milestones. “It was built on the site of an older smallholding in the 1850s. We think it was originally used as a hunting lodge by the Carews, who were an important local family. The Carews were my grandmother’s first cousins and my grandparents bought the house from them.” With a package of seven acres including two paddocks, stables and outbuildings, a former tennis court with studio, and a detached cottage, Whinfield is ready to attract new owners to this much sought-after part of the South Hams. It is within Dartmoor National Park, half a mile from the village of South Brent, and 15 miles from the centre of Plymouth.
About the area Accessibility: Excellent. Whinfield is a mile from the A38 trunk road and 15 miles from Plymouth, according to the current owner it is “18 minutes to the Marsh Mills Roundabout and 35 minutes to Exeter”. Train lines accessible from Totnes (six miles) or Ivybridge (four miles). Regular bus service. Village Life: Top notch. Eat out: There is a good range right on the doorstep in South Brent, from the popular Crumbs and Cuppa café to the Royal Oak or Packhorse Inn pubs. For a special night out, the Glazebrook House Hotel is nearby Leisure: Wrangaton golf course is a short drive away but the real boon of this property is Dartmoor National Park right on the doorstep, with its many gorgeous walks and rides. The South Coast beaches are a 15minute drive, and also close by is the Dart river and Torbay, with its range of attractions Shopping: There are antiques and local arts and crafts to be found in South Brent or try nearby Totnes for a range of artisan goods. Plymouth and Exeter are both great places to hit the High Street. For day-to-day goods, the area has a good range of independent food suppliers as well as supermarkets

The Colliers have substantial families: two generations had four children, the latest, three. When John and Anne first moved to Whinfield, they lived across the stable yard in the cottage. After they moved to the big house in the 1980s, they converted the cottage to a holiday let which has been providing income ever since. “Everyone always says Whinfield has a lovely feel,” said Anne, a keen gardener who has lovingly kept up the property’s historic gardens and added to them. “It’s large enough to be comfortable, but it’s not intimidating.” The house boasts many handsome period features, from cornice ceilings to ornamental fireplaces and surrounds. The dining room has doubleglazed French doors to the garden, with glorious views. The light and airy playroom has windows to both the front and side. Practical features include a utility room, cloakroom, and rear hall with built-in cupboards. The kitchen has a range of custom built wooden cupboard units under a polished granite work surface, a tiled floor and wall-mounted plate rack. Families can enjoy cosy meals in the pretty breakfast room, keeping warm by the solid fuel Aga. Anne said: “I love the views in the house – it is in a beautiful situation,

We haven’t knocked it about too much – we have respected the history of the house and kept it in good condition. “It’s a blank canvas for someone who wanted to come in and put their touch on it. We have hellebores, and climbing roses – there’s always something to see, all year around.” Horse owners will love the Victorian features of the stables, with iron railings and an adjacent coach house, now a garage. There are three loose boxes and two paddocks with a history of keeping horses happy: family lore has it that the Collier and Co cart horses used to take a vacation here every summer. John and Anne love South Brent and are downsizing to a smaller property in the area. None of their three children is in a position to take it on – so Whinfield is ready to begin a new dynasty with new owners.

What next for the Ben Stephens of Stags, Truro, on the Cornish property market in 2014 It may be starting to fade from memory but only 12 short months ago the mood in the UK housing market was not a particularly positive one. However, as we enter the summer of 2014, the reports from our 19 Westcountry offices paint a very different picture – one that is dominated by consumer confidence. The early months of this year were undoubtedly affected by the atrocious weather and ensuing media coverage that portrayed the South West – and particularly Cornwall – as an area of the country that is cut-off and isolated. This inevitably impacted on the supply of property arriving on the market and, to some extent, demand from purchasers. But the advent of spring has seen resurgence in demand, though, with viewings quickly rising to levels in excess of the same time in 2013. Supply of houses for sale did not react quite as swiftly, resulting in pent-up demand and a flurry of agreed sales. The milder months have focused the minds of homeowners onto their plans to move and we are now experiencing a rapid increase in new instructions. A word of caution however – accurate pricing is still essential to attract quality buyers. Land Registry statistics for the year ending January 2014 show that average house prices in England and Wales rose by 4.2%. Within that overall trend, London prices rose 10.9% and the South West fell somewhat short of this at 2.6%. So we need a dose of reality before we announce a housing bubble here in the region. But nonetheless, the Nationwide House price Index indicates that the South West’s average house price is now just below its peak of 2007, further evidence of an increasingly confident market. With our three offices in Launceston, Truro and Plymouth, here at Stags we have spotted several trends in buyer behaviour in Cornwall. One such notable change has been the increase in demand for holiday cottage complexes with several finding buyers in the spring months, including one called Badgers Sett near Golitha Falls, recently sold by Stags off a guide price of £795,000. Lifestyle businesses have long proved attractive to buyers in Cornwall, with the recent economic downturn causing somewhat of a hiatus in this traditionally strong market sector. Waterside and coastal property is another sector where significant changes have been evident. Stags Waterside Department saw a 75% increase in the number of waterside properties sold between 2012 and 2013, with around 70% of all property launched actually finding a buyer. While the usual suspects of Fowey, Padstow, St Ives and Rock remain sought-after, the less well-known sections of Cornish coastline, including South East Cornwall and the captivating Lizard Peninsula, are start-

So who is moving West this year? By James Baker of Strutt & Parker, Exeter Here at Strutt & Parker we have seen a significant reduction in the number of home buyers selling up in London to move to the country. In the first quarter of 2013, 9% of sellers planned to move from the capital to the countryside, but by the third quarter this figure had dropped to 5% and by the end of the year just 2% of sellers planned to leave London. The ever-widening price gap between properties in London and those outside could go some way to explain this slowdown. However, as country house prices are now starting to recover, a sea change could be imminent, and Strutt & Parker expects to see a boost in the number of prospective home buyers leaving London in the coming months. The huge price differential between London and the country has been at the front of everyone’s minds for some time. Now is a great time to take advantage of the value gap and move
to a home with more space and a bigger garden – or release some equity if required. While many prospective home movers may have decided to stay put over the past year to take advantage of surging house prices in London, we expect to see a shift throughout this spring and summer. Another trend Strutt & Parker has seen is up-sizing: young couples in their thirties are moving out from flats in London and buying their first large family home, but still retaining their property in the capital. Will the market bloom in 2014? To compare the first quarter of 2013 with the same period in 2014 shows what a massive improvement there has been in the market in general over the past 12 months. Here at Bradleys we have 33 offices covering the whole of the Westcountry, from Taunton to Penzance, and operate in all sectors of the market place. So we are well placed to spot what is really happening in the South West property market. First up, the statistics. Our new instructions coming on to the market are up by 8%. The sales agreed are up by 30% and the average price of a property being sale agreed in quarter one of 2014 is £202,000, which is an increase of 4.7% over the same period last year. These few simple facts say so much about the current market. Yes, the instructions coming to the market are increasing but are not coming fast enough. Sales are increasing at a much faster rate. The average price of property being sold is increasing at an acceptable rate but this could escalate if sales continue to increase faster than new properties come onto the market. This is the very simple rule of supply and demand and is precisely the reason why a shortage of new homes being built in the South West is contributing to rising house prices. Another cause of the shortage is the amount of property used for second homes and commercial letting. Wealthy out-of-area buyers are taken by the favourable climate and scenery here and, again, contribute to the supply and demand equation. There is only one solution and that is to build a lot more homes and make them suitable for permanent residences. At the same time, building property suited to holiday use and second homes will supply that sector of the market. That is the basics but there are other factors affecting the Westcountry market, too. Our economy is improving and confidence has returned
Francis Marshall of Bradleys crunches some numbers but the property market has been given a huge boost in the form of the Government’s Help to Buy Scheme enabling most buyers to get on the ladder with just a 5% deposit. The Chancellor’s most recent budget also provided more good news for property by changing the pension rules. Retirees can now use their pension pot for whatever they want instead of being forced to buy an annuity. A good percentage of them will now invest their pension nest egg in rental property to provide a better rate of return. This will again bring more buyers to the market and further drive demand. While everything sounds great and full steam ahead for the property market in the South West, I know of a couple of pitfalls in store. The Law Society had advised its members that the increase in property transactions is a “blip”. Well, all I can say is, before you decide which lawyer to use make sure you pin them down on the time they will take to get your transaction through. Our experience at Bradleys is many lawyers are snowed under and a job that really should not take any longer than six-eight weeks is taking about twice as long, due to lawyers being over-committed. The downside of this problem is that frustrations can run high when things take too long. Sales are going wrong when they really should not, purely down to frustration over time scales. Until now mortgages have been
reasonably freely available and rates are at rock bottom so again this is another positive part of the jigsaw in the recovering market place. The Governor of the Bank of England, Mark Carney, has stated that any increase in mortgage rates will be both slow and small, so there is no danger of killing off the recovery and buyers can proceed in confidence. There is one big change about to come into effect, however. The Mortgage Market Review is going to change the way lenders consider an applicant for a mortgage. They are going to ask a lot more questions and look a lot more at lifestyle and actual affordability in line with spending/ saving habits. My early thoughts are that, while this is a good thing for the long-term future of the market and consumers, it will undoubtedly put another brake on the transaction period. If lenders want to ask more and have proof of more expenditure, then the process will certainly take longer. Overall, my advice to buyers is that the market will never be this good again. If you are thinking of buying your first home, up-sizing or buying an investment property then now is the time. House hunters heading north I have just opened a new office in north Devon for the national estate agency firm, Jackson-Stops & Staff. I have been extremely pleased and encouraged by the amount of inquiries we have received since first opening for business in Barnstaple on April 7 this year. This all augurs well for the property market in this area. Despite the floods that affected much of the Westcountry earlier this year, demand for farmland across Devon and Cornwall remains as strong as ever. Here at Savills, this April we carried out a farmland value survey. Our figures suggest that, nationally, farmland values continue to increase as supply remains limited and demand continues. Average prime arable farmland values are estimated to have increased by 1.5% over the first quarter of this year. According to the same report, national supply remains an issue. However, there are always regional variations. In quarter one of 2014, 2,504 acres of land from nine farms were advertised in the South West, representing an increase of supply of 4% compared to the same period of last year. While demand may not have been dampened by the floods, they have certainly had a profound impact on farmers’ bottom lines. Only time will tell if increased pressures on farm incomes and cash flows, particularly in the livestock sector, will lead to an increase in distress sales. Certainly, interest and viewings have been high across Westcountry farmland in the first quarter of this year. This has particularly been the case at Penhallow Farm in Cornwall (see panel on right) an extensive and productive commercial and residential farm of about 570 acres on the beautiful Roseland Peninsula. The Cornish land market continues to move at pace and we have recently achieved good sales on two blocks in the county. The first of these was 56.77 acres of arable and pasture land at Trethill, Torpoint. Divided into four good-sized enclosures, this is a productive block of gently sloping fertile land capable of supporting a wide range of cropping. The second piece was at Chapel Amble, comprising a productive block of arable land extending to 49.39 acres. Moving further east, we have recently marketed just over 400 acres of grade one and two arable land at

As an investment, land values have increased by more than 200% in the past decade and as an investment land has, on occasion, outperformed gold. Last year we at Greenslade Taylor
Hunt sold nearly 4,000 acres of farms, smallholdings and land by auction, private treaty and tender. The variations in values across the region are enormous, depending primarily on quality, location and accessibility. Strong local and neighbouring competition inevitably plays its part and will, more often than not, override all other factors. So what are the prospects for this year? As spring beckons, and we enter the traditional season for the sale of farms and land, it is clear from the increasing number of daily inquiries that buyer confidence remains high. Low interest rates play their part but an improving residential market is a significant factor as is the desire of existing farmers to expand.
Go back 30 years and most stock and dairy farmers were content with a holding of 150 acres. Now, those same farmers aspire to at least 250-300 acres or more. For the smaller holding, the residential accommodation plays a significant part in determining value and lotting of surplus land can often satisfy local demand. While our list of would-be buyers grows by the day, I am pleased to say that we do have several new farms and blocks of land to put to the market shortly. Will it be prime time in 2014?
When we look back at the property market for the first six months of 2014 we will, I am convinced, view it as the beginning of year the market changed for the better. Certainly every indication as of now here at Knight Frank is that we have seen significant increases in activity across the board, from applicants registering and viewing through to an increase in the number of sales. Indeed, Knight Frank has just had a record-breaking year – our best year since the last peak of the market in 2007. The reason for this improved market? A number of factors have all come together over the past six to nine months. We all recall the long, cold winter of 2013. This had the positive effect of delaying the launch of property to the market and so saw increased stock coming to the market in a more consolidated period towards the middle and end of 2013. This gave buyers more property to look at, coupled with the fact that house hunters were more positive thanks to improved economic news and a positive press, The result was an increase in sales and activity. So what are my predictions for the prime property market in 2014? Certainly I think it is a year for both buyers and sellers to get on with things and definitely a year to sell. Without wishing the year away, 2015 will be a General Election year and the market notoriously goes quiet before that event. So my best advice is to take full advantage of the better market that 2014 looks set to be. There is still ongoing discussion among the main political parties regarding a possible “mansion tax” on properties over £2 million. As we move closer to the General Election, this could impact on the prime market if it becomes actual manifesto pledges.

This will result in an increase in homes for sale and could have a downward effect on prices as more property becomes available, although an increase in buyer demand should balance things out. We are all hearing lots of reports about house price increases across the country. But it is essential that
London and the South East are removed from these figures to get a much clearer vision of where the market is here in the South West. I think Westcountry house prices will continue to rise at similar levels to inflation, so it would be wrong to say we are definitely going to see a dramatic property boom here. What the market has lacked in the past few years is transaction numbers of actual house sales. But as we appear to be moving into a more fluid market, increased choice for buyers and sellers alike will ensure that the market reaches an even keel. The very best Westcountry properties will always attract significant interest on a national and international basis. Those properties in the prime market north of £1 million are no exception and we have some lovely houses coming to the market. It is always our advice to plan well in advance for any sale and get photographs taken as soon as possible, so you can be on the market before the late spring and summer rush. Charming corner of South Devon House hunters moving down to Devon tend to home in on highprofile areas such as the South Hams, Dartmoor or the rugged North Devon coast. Ask them what they think of Teignbridge and the answer is often: “Where’s that?” Buyers from the South East or The Midlands often have a tunnel vision of what our beautiful county has to offer. I once went to a dinner party in Islington, North London, and the guests were waxing lyrical about the South Hams: “the place to buy your second home”. The beautiful South Hams is certainly very well-known nationally. But Teignbridge’s lower profile just makes it that little bit more desirable, in my opinion. The capital of Teignbridge is the market town of Newton Abbot. While not as pretty as, say, Totnes or Ashburton, Newton Abbot has a thriving commercial centre and is very well connected. It is at the end of a dual carriageway which is, effectively, an extension of the M5. Its station, too, is the busiest railway hub in Devon. Newton Abbot has a range of shops and facilities and there is no shortage of things to do. It also has some pleasant residential areas including Wolborough Hill, with its Victorian villas, and Highweek, which I think of as “the Highgate Village of Newton”. With a population of around 30,000, it still retains its country town atmosphere. Surrounding Newton Abbot are some beautiful villages and hamlets with lovely period properties and barn conversions, as well as some attractive newer builds. The great thing about all of them is that they are all just 25 minutes from the city of Exeter, the wonderful beaches of the South Devon coast and Newton Abbot itself. Take Ideford, for example. It is about three miles from Newton Abbot, only four miles from the sea and ten miles from Exeter. A typical

St Ives, Padstow, Fowey, Porthleven and Falmouth are areas that are all showing a real and significant increase in activity and inquiries. Where are the buyers coming from? When it comes to Falmouth, the answer is everywhere – including nationally and internationally. As a popular holiday resort, its attractions are many and varied. The growth in size and reputation of Falmouth University is also drawing a vibrant student population. The fact the town has also just been voted fourth best place to live in Britain by the Sunday Times is certainly doing a lot to add to its appeal, too. Described by the newspaper as “a cultural hub tucked away in a corner of Cornwall” which has metamorphosed into “a lively place full of young creatives, small businesses, bookshops, cinemas and galleries with world-class yachts in the harbour”, Falmouth has managed to retain the magic of its quirky, fishing town feel. This is reflected in the number of people who want to live there. For the smaller coastal hotspot towns, interest is predominantly strongest from out-of-county buyers. Already, large commercial companies are considering bigger shops in the town and that is creating new jobs – an indication of growth in all areas. What else should we be looking out for? In my experience land is proving to be a great investment, with increasing demand from horse owners, hobby farmers and buyers keen to grow their own fruit and vegetables or harvest wood. Small parcels of land, between one and ten acres, are selling particularly well, with prices for agricultural land consistently achieving between £10,000 and £20,000 an acre. Why Kingsbridge wears the crown Kingsbridge is a bustling former market town at the head of the Salcombe estuary. It lies in the very heart of the desirable South Hams area of South Devon. The town has an excellent range of shopping, recreational and schooling facilities serving the resident population which is boosted significantly during the summer months by the influx of visitors to the area. I have been based at the Kingsbridge office of Luscombe Maye for more than 20 years. Our buyers here are both local and from out of the county. Sailing and boating on the Salcombe Estuary, Avon Estuary and surrounding coastline and sea is all superb. The joy of life in South Devon
The financial dark clouds are lifting. Can we recall a time when inflation was so low, levels of employment high and levels of unemployment falling? And yet the current extraordinarily low interest rate is still in place. After years of modest performance since 2008, 2013 saw the British property market roar back to life. The Halifax reports price rises across the country of 7.7% with greater London exceeding 10%. So what does 2014 have in store for the Westcountry property market? Our economics lessons tell us that with a limited supply of stock in a market and strengthening demand, prices should push up. Here at Stags we saw a 15% growth in the number of transactions last year and we are already looking at further growth in 2014, with a 10% rise in the number of sales. Our 19 offices across the region sell one in seven of all homes over £300,000 so this is a statistically strong sample. We have also seen a significant increase in website activity, which is up more than 50% on last year. What will this mean for South Devon? With mortgages historically cheap and interest rates set to remain stable, if you have been putting off upping sticks, it could be wise to make 2014 the year to move. With more competition for property, we are starting to see a swing

Now that the days are growing longer, temperatures are warmer and the Westcountry landscape is greening, I have seen an increased number of buyers looking for a second home or holiday home here in the region. But I don’t think the weather alone is the reason for such a marked increase in enquiries that we have seen in our 33 Bradleys offices here in the South West. There are a number of key factors that may set 2014 apart from the last ten years, heralding the return in larger numbers of holiday home buyers. The property market is on the move, with transaction volumes returning to those of a more normal market place. We cannot deny the two-speed economy in the UK, with London and the South East operating within a heightened economic bubble. There are many buyers with spare cash to spend on an investment or for a bolt hole in their busy working lives. What is more, the recent Budget changes to pension rules mean that many who have a pension pot are no longer shackled by having to invest in an annuity. For many, a holiday home is a better investment. There has also been a build-up of demand from people who, for the first time, feel ready to buy a holiday home – something they

One example of a development that will cater for those seeking an investment, for retirement or as a holiday home, can be seen at The Cove at Fishcombe Brixham in South Devon. Here, 34 two-bedroom properties are being redeveloped with two and a half acres of secure gardens opening to the cliff top. Most will enjoy views across the bay, down to Fishcombe Cove and over the surrounding National Trust land. With potential 10% or more yields, early indications from interest in this development are good with forward reservations ahead of the launch later this month. Twenty years ago our advice to holiday home owners was to allow smoking in their properties, particularly those accommodating large numbers. Back then, potential holidaymakers would assume that a non-smoking restriction implied a plethora of other irritating rules and bans. However, the attitude to smoking has clearly changed. Although the Governmentâ&#x20AC;&#x2122;s 2007 national smoking ban does not require self-catering accommodation to be smoke-free, the majority of holiday home owners understandably choose not to permit smoking indoors. Here at Helpful Holidays we market more than 600 properties and just under 10% of these currently allow smoking. However, only two specify no smoking within the grounds as well as the house. I have had a look at the statistics and, over the past three years, the properties we represent which allow smoking have received 9% more bookings than those which do not. On the other hand, the non-smoking properties have enjoyed an average income 6% higher per booking over the same period. However, it would be wrong to assume these figures are simply due to the appeal of the smoking or non-smoking feature to potential customers. For example, owners of properties permitting smoking are also likely to be relaxed about allowing several dogs or hen or stag parties, meaning their property generates more bookings by appealing to a
wider range of customers. Owners of top-quality properties, which demand the highest prices, are the least likely to permit smoking, hence their higher income. If you do decide to allow smoking in your holiday home, it is sensible to impose a few reasonable house rules, such as asking your guests not to smoke in bedrooms and to dispose of cigarette ends responsibly. As always, rigorously maintain smoke alarms to minimise any fire risk, and allow plenty of time on changeover days to eliminate stale smells.
Q. The radiators and hot water in our rural cottage are heated by a back boiler on the woodburner, and it also has an immersion tank. Is this suitable for rental purposes? â&#x20AC;&#x201C; JP, Exmouth A. Gaby Wakley, property manager for Helpful Holidays, says: A woodburner is a useful feature in a holiday cottage in the winter when the weather takes a turn for the worse. Guests love the romance of a real fire, so it will help extend your booking season. Also, a log burning stove is an environmentally-friendly method of heating a property, particularly if you provide local, sustainably grown firewood. So your visitors can be reassured they are helping to maintain the beauty of the local environment. There are a few things to check, however. Make sure the back boiler has been correctly installed to avoid overheating and you need to be certain that the immersion reliably provides sufficient hot water for a couple of baths or showers for each day. You also need an additional form of heating as well as the woodburner. Get these right and it should be fine to let your cottage with this system.
