2018 VIREB Commercial Building Awards On behalf of the Commercial Division of the Vancouver Island Real Estate Board (VIREB), welcome to the Eleventh Annual Commercial Building Awards, for projects completed in 2017. Congratulations to all finalists and all of those nominated. The Commercial Division of VIREB, now into its 13th year, is dedicated to the advancement of excellence in commercial development to encourage a better environment within our community. Following the great successes of our first 10 Commercial Building Awards, VIREB’s Commercial Division committed once again to continuing the gala celebration, which really is an excellent way to recognize and honour the best in commercial buildings north of the Malahat on Vancouver Island.

Once again, the interest in our Commercial Building Awards has been very strong. We received a record number of nominations from all VIREB zones, including the Cowichan Valley, Nanaimo, Parksville, Hornby Island, Coombs, Port Alberni, Tofino, Ucluelet, Port Hardy, Ladysmith, Qualicum Beach,the Comox Valley and Campbell River. This year, the number of finalists being judged was 54! To be eligible for nomination, an investment, commercial, multi-family or industrial building, development or renovation project had to have been completed between January 1, 2017 and December 31, 2017. The challenge of naming the award winners went to our team of independent judges, selected from the professional and development industries. They actually traveled to the various communities to see the projects first-hand. The criteria required a building or renovation project to complement the surrounding properties and area, be esthetically pleasing, include unique architectural features, and answer a specific development need within the community. The level of finish and choice in construction materials was also a determining factor, as was any environmentally friendly or green elements for possible consideration. We are very excited about the excellent quality of development underway all over Vancouver Island. Tonight, we are proud to showcase such excellence!

Garry is certified by the Building Designers Institute of BC and the Applied Science Technologists and Technicians of BC: he is qualified to prepare residential drawings for building permit applications that meet Municipal and Regional District standards for buildings not requiring an architect. As a Certified Residential Designer and retired REALTOR®, Garry has viewed over 50,000 single family & strata home and is well aware of how building design and space planning affects real estate value. He is also a member of the Parksville and District Chamber of Commerce, Oceanside Development & Construction Association and the Canadian Association of Farm Advisors.

Dave is the senior partner and president of Cunningham & Rivard Appraisals Ltd. Cunningham & Rivard is the largest real estate appraisal and valuation consulting firm on Vancouver Island with offices in Victoria, Nanaimo and Duncan. Dave has extensive knowledge and experience in the valuation of all forms of real estate assets and is a recognized expert in legal and arbitration matters involving real estate valuation. Dave has been involved in the real estate valuation industry since 1980 beginning his career in the Vancouver/Lower Mainland region before moving to Vancouver Island in 1990. Dave is an avid ‘old timer’ hockey player, downhill skier and water skier. Dave and his wife Patricia have four children and reside in Nanaimo.

Dale is a Registered Professional Planner from Nanaimo. Dale has a degree in Urban and Regional Planning from the University of Waterloo, and has 20 years of experience in local government. In 2013 Dale assumed the role as Director of Community Development for the City of Nanaimo, a role which is responsible for Planning and Design, Building Inspections, Subdivision, Real Estate, and Business Licensing. Dale enjoys the island lifestyle with his wife Setia and their three children.

Will Melville

Scott Mack is a Registered Professional Planner (RPP) and the Managing Partner for TownSIte Planning Inc., a multi-disciplinary landuse, community planning, and land development firm based out of his hometown of Nanaimo, BC. In addition to currently managing his own 14-lot residential subdivision in north Nanaimo, TownSite Planning Inc. also offers professional land-use and community planning services and land development project management expertise across Vancouver Island and beyond. Scott has nearly 20 years of experience in senior local government planning, subdivision, consulting and land development experience across BC and Alberta and holds a professional undergraduate degree in Environmental Planning and a post-professional Masters Degree in Architecture. When not working hard for clients or on his own projects, Scott and his wife Tanya are busy with their 4 young children.

Will Melville

Will is the principal and owner of Delinea Design Consultants Ltd., located in the rural community of Yellow Point B.C. Originally from the Comox Valley, his passion for architecture began at a very young age. Will’s career started as an architectural design student at the British Columbia Institute of Technology in Burnaby B.C. After working at various architectural firms in Nanaimo and Victoria, Will started Delinea Design in 1981. There is evidence of his work in many of Vancouver Islands commercial, industrial, multi-family and residential neighbourhoods as well as the Lower Mainland and Gulf Islands. He currently is a member at large on the City of Nanaimo Advisory Design Panel.

Dave is a Land Use Consultant and Project Manager. With over 25 years of experience in dealing with complex land development approvals with all levels of government, Dave has amassed a vast knowledge of the land development approval process. He has overseen the approval and construction of many subdivisions as well as overseeing construction of several commercial projects. Over the years he has sat on numerous local government committees, including participating in a number of Official Community Plan Reviews and the Regional Growth Strategy. Dave is currently a Director with the Oceanside Development and Construction Association.

Jeff is a journeyman carpenter who received his carpentry diploma from Red River Community College in Winnipeg ,Manitoba. Jeff spent many years working on residential and commercial building projects before opening 2 flooring centres that specialized in All floor coverings, blinds, and Benjamin Moore paints. After doing this for 20 years, he moved to Vancouver island with his family and began working for Valleyfloors Carpet One in Duncan specializing in sales and installations for the past 22 years. Jeff has spent several years working with the Ladysmith and Duncan Chamber of Commerce ,even serving as president back in Manitoba. Jeff presently works with many prominent builders and restoration companies providing their flooring needs and installations.

To do this, they kept the building low with a flat room. Their design used acute building angles to create a 12 foot ships prow overhang, turning a typically boring flat roof into the main building feature. The end result, was a building that grabs attention with the beautiful yellow cedar ships prow overhang but fits well by having a low profile on the steep uphill side of the entrance road into Tofino.

Zolena is located at The Old Country Market (Goats on the Roof), the Island’s second most visited tourist destination. The challenge at Zolena was to build something new to fit with the existing character buildings and to complement and improve on the unique site. Parking was reorganized to allow for a new terrace which is defined on three sides by a streetscape of what looks like three smaller buildings, each accommodating one of Zolena’s three product lines – clothing, home accessories, and garden accessories.

An existing car service facility was reused, upgraded, and added to to produce a state of the art car dealership conforming to stringent Audi design criterial. The building contains a service bay and a showroom that were retrofit into the existing service facility, saving a fairly large structure from being removed. A high tech aluminum panel system is used on the exterior, and even the precast panels that were removed from the existing building were recyled for reuse in a new industrial building.

The project transformed a 50 year old building that had three separate businesses to create offices, meeting rooms, and group rooms suitable for the community offices of the non-profit CWAV Society. While the building retains its structural three wings, it provides beautiful and functional space for all of the activities required by the agency. Substantial upgrading of offices, washrooms, the common areas, heating and air conditioning, windows and doors means the building will provide functional space for decades.

The project addressed envelope failure with water infiltration behind rainscreen, mold, termites, rotten walls and balconies. A full envelope restoration project was initiated and completed, without displacing a tenant. The landscape area was overgrown with some instances vegetation growing behind the siding. The general contractor and owner took efforts to minimize disruption. The site was regraded with retaining walls added and new landscaping provided throughout.
