1 WHO WE ARE Established on January 17th, 1994—the day of the Northridge Earthquake—Taylor & Syfan Consulting Engineers has been working ever since to protect its clients from the next major seismic event.

After leaving prominent positions at a Santa Monica firm, Steve Taylor and Rye Syfan joined together to establish a structural engineering design rm of their own. With two offices, one in San Luis Obispo County and the other in the City of Santa Monica, they were able to continue working with Southern California architects while developing new relationships with clients throughout the Central Coast.

Taylor & Syfan Consulting Engineers quickly came to be appreciated for smart, innovative, and efficient structural design solutions. Its standing within the industry continues to be strong. Its team of engineers provides expertise in a broad range of project types including residential, multifamily, commercial, religious, industrial, educational, civic, military, health care, and sustainable design. It is also a firm dedicated to providing design alternatives to reduce environmental impact, and is proud to be a member of the U.S. Green Building Council.

Additionally, the Taylor & Syfan team is skilled in specialty structural engineering services such as rehabilitation of historic structures, forensic analysis, expert witness to the legal profession, photovoltaic panel support systems, and R&D of alternative structural systems, and materials.

With more than 17 years experience, Taylor & Syfan has the knowledge and ability to provide its clients with high quality, efficient structural designs. Continually educating staff on the latest technologies and code requirements keeps Taylor & Syfan ahead of competing firms and promotes an expedient plan check process. Today, Taylor & Syfan has grown to more than twenty team members and serves Northern, Central and Southern California with offices in San Luis Obispo and Pasadena.

Garrett Mills was educated at Cal Poly, San Luis Obispo, graduating with a B.S. degree in Architectural Engineering with minors in Spanish and Ethnic Studies. He gained valuable experience while in college, working summers and holiday breaks for a structural engineering firm in San Jose, CA where he performed drafting and engineering tasks for tract residential and swimming pool projects. Just prior to graduating in 2002, Garrett started his ascent through the ranks at Taylor & Syfan, starting out as a project engineer in the Central Coast office. Garrett moved to Southern California in 2005 to strengthen the Pasadena office team. The partners were so impressed with his engineering and management abilities that he was asked to become the Chief Engineer of Greater Los Angeles operations and a principal in the firm. Today Garrett is an acting Chief Operations Officer, overseeing the majority of the firm’s work in Southern California.

Service: In 2010, Garrett traveled to Bon Repos, Haiti (16 kn NE of Port au Prince) with eMi (Engineering Ministries International) to begin structural design for a church-owned medical and school campus and assess the damage caused to several structures by the 2010 earthquake.

In 2011, he returned to Haiti with eMi to observe construction of the Bon Repos buildings, then traveled to Grand Goave, to participate in the design of a children’s village, school, and church campus. Learning appropriate construction technologies for locally sourced materials and self-contained infrastructure was a major emphasis for both trips.

This project consisted of a steel post and frame trellised pedestrian arcade, marquee tower and auxiliary architectural elements to revitalize the historic El Centro business district. This civic project was governed by seismic design criteria due to its proximity to both the seismically active Imperial Valley and San Jacinto Fault Systems.
