The finalists and winners shown inside have been deservedly recognized for innovation, environmental consideration, commitment and professional and technical skill possessed to deliver on complex projects as judged for the 2013 Master Builders and Cbus Excellence in Building Awards. Expert judges follow a stringent set of guidelines in assessing the awards including quality of workmanship, innovation, technical difficulty, safety, amenity, environmental factors and aesthetics. Award finalists in environmental award categories are subject to additional criteria which acknowledge an industry going beyond minimum standards to set new benchmarks. The Awards are prestigious, the demands of the judges are accordingly high, and the competency and ability of finalists is compatible as demonstrated throughout this

publication. More often than not, it is the industry itself setting the highest of standards to follow. Project finalists and winners constantly seek to innovate in delivering the fundamentals of quality, reliability and durability for their clients. In an age where there is so much focus on the nation’s critical infrastructure, the projects depicted here confirm the commitment and dedication of Master Builders’ members in meeting the building and construction needs of the community for a range of clients. Building and construction is a very public and visual activity. The gaze of many is constantly on the industry and the demands are exceptionally high. Industry practitioners - professional, well trained and educated and knowledgeable observers understand and appreciate the exceptionally high standards and how those standards continue to rise. PROJECT OF THE YEAR & COMMERCIAL BUILDING MORE THAN $80 MILLION CONSTRUCTION CONTROL CANBERRA AIRPORT MULTI USER TERMINAL DEVELOPMENT Four projects were considered for this award: The National Arboretum, The John Curtin School of Medical Research, the Franklin Early Childhood School and the Canberra Airport Multi User Terminal Development. All were worthy winners in their categories. However, the complexity of

the client’s requirements and the demands of working within a full scale operating public facility resulted in the judges awarding the Commercial Project of the Year to Construction Control for the Canberra Airport Multi User Terminal De velopment.


The redevelopment of the Multi-user Terminal at Canberra Airport is the largest privately funded piece of public infrastructure ever built in Canberra. Construction Control has successfully and proudly delivered for the Capital Airport Group, a facility that is a statement about Canberra for all visitors. The Capital Airport Group had a vision to create the best small airport in the world. What has been delivered is an innovative, visionary and iconic gateway to the Nation’s Capital. The engineering that powers the building is state of the art. In addition to being connected to the main power grid of Canberra provided by ActewAGL two plant rooms run primarily off tri-generation gas fired systems. This innovative system provides both heating and cooling processes for the terminal pick up zone, and rainwater collection and storage, primarily used for toilet flushing. In addition the building has diesel powered backup generators as a first point of call in the event that no gas or ‘mains’ electricity is available. The terminal can also run essential services from a back up battery room. In short there is no possibility of a complete loss of power in the building, so necessary to the smooth operation of aviation activity. This significant development was delivered within an extremely tight time frame with minimal impact on the workings of the existing airport. The electrical and mechanical services are highly complex and professionally executed. All aspects of the building project demonstrate the time and effort that was so obviously spent meeting the client’s extremely high demands in terms of programme and quality.

With an investment of $420m the all new Canberra Airport, befitting the Nation’s Capital, opened on 13 March 2013 the new terminal covers over 55,000m2 and includes: • • • • • •

3300 car parking spaces 10 passenger aerobridges 34 check-in counters 6 baggage carousels A taxi rank with indoor passenger waiting area, and Unparalleled environmental initiatives, striving to be the greenest airport in the country.

By far the largest challenge for delivering this project, whilst not a construction feature, was that of the maintenance of facilities for the flying public and the operation of airline businesses with a focus consideration needing to be given to operator processes, Authority needs, security requirements and the staging needs of all the construction phases. The old terminal was required to remain operational throughout the complete build process. The construction consists of a concrete and structural steel sub frame skeleton with floors being post tensioned concrete. The atrium area houses some of the largest steel beams used in construction in Canberra. The building envelope is predominately glass and either composite aluminium panelling or colour bond metal sheeting. Roofing is colour bond sheet in continuous lengths to minimise joins and potential leak zones.

Internally the finishes include metal pan ceiling panels manufactured in Germany to suit the curved ceiling in departure and arrival areas with an extensive use of terrazzo for floor coverings to all public areas. The logistics of constructing this facility within an existing fully operational commercial airport gives an appreciation of the effort that went into building this project. The extent of the services installed is substantial requiring extremely close coordination with the finishing trades. They provide for substantial redundancy and alternative energy sources to ensure that the airport can continue

to operate under any eventuality. The quality of the mechanical and electrical services was a credit to the services contractors and Construction Control’s mechanical supervisor, with plant rooms that would do justice to a hospital environment. The internal finishes were of no lesser quality with careful consideration given to the choice of materials and their detailing to ensure minimal deterioration over time despite heavy use by the general public. This wonderful facility provides an introduction to Canberra visitors befitting a National Capital.

SUBCONTRACTOR OF THE YEAR ERINCOLE BUILDING SERVICES

The judges inspected a number of outstanding projects including the roofing at the National Arboretum, the stonework at the National Arboretum, and the façade at the Women’s and Children’s facility at the Canberra Hospital. They unanimously agreed that the Subcontractor of the Year award should be awarded to Erincole Building Services for their innovation, detailed design and high quality installation of the external wall cladding at the Women’s and Children’s Hospital at Woden.

Glen and Ross have devoted an enormous amount of their time in a totally unselfish manner in providing input and support to the Master Builders Association on the numerous submissions that we make to government on improvements to the planning system. Their passionate contribution and respect within the Government agencies certainly adds credibility to Master Builders Association submissions. This is a truly well deserved award in acknowledging Glen and Ross’s professionalism as the Master Builders Association of the ACT Professional of the Year.

PROJECT MANAGER OF THE YEAR DAVID CARR - PROJECT COORDINATION

The judges short listed four Project Managers for this award. David Carr of Project Coordination for the National Arboretum, Ron Jedrzejek of G E Shaw and Associates for the ANU - High Performance Computing Facility, Dave Hodgson of Hindmarsh Construction for the John Curtin School of Medical Research and Troy Magyar Total Project Construction for the Francis Xavier student hub. All demonstrated exceptional dedication, capability and experience but the judges felt that the stand out was David Carr of Project Coordination for the National Arboretum Visitors Centre. This project would have tested the best of Project Managers with its unique components, complex design detailing and high public profile. David Carr delivered in spades.

COMMERCIAL BUILDING $20M TO $80M HINDMARSH AUSTRALIA JOHN CURTIN SCHOOL OF MEDICAL RESEARCH STAGE 3 Once again this complex facility, built to house the Neuroscience division of the John Curtin School of Medical Research, impressed the judges with the extent of services that are contained, the quality of the finishes and the care taken in meeting the client’s needs for high levels of biological and acoustic separation. It was clear during the judging inspection that Hindmarsh Construction Australia have not lost their enthusiasm to deliver the highest quality of design and workmanship throughout all stages of this mammoth project. Their Project Team are to be congratulated for their professionalism.

COMMERCIAL BUILDING $10M TO $20M JOSS CONSTRUCTION FRANKLIN EARLY CHILDHOOD SCHOOL This project was the first of two projects required to be delivered to the ACT Government using the GC21 contract. This format tenders the project on a set of basic sketch plans requiring the builder to work in very close cooperation with the client’s design team to produce an end result that addresses the client’s brief at a fixed end cost. The works were extensive and the construction period was very limited given the amount of design work required to be completed by the builder’s team. To achieve the client’s ends Joss Construction placed great emphasis on team work and communication with the design consultants, and the client and their users, offering many alternatives to reduce costs and speed construction without compromising the finished product. The end result includes colourful and vibrant work spaces for children and staff, plus very extensive and detailed landscaping, the quality of which is a credit to all involved.

COMMERCIAL BUILDING $5M TO $10M MANTEENA ALL SAINTS CATHOLIC CHURCH The work involved the construction of a new church on a greenfields site using fairly conventional construction techniques of steel frame, brickwork walls, sloping concrete floors, high quality precast concrete panels and high quality timber panelling. With the work progressing well and second fixing and fit out works on programme, vandals broke into the site one weekend and set a fire inside the building causing significant smoke damage and some structural damage. With the project in disarray Manteena seized the initiative to manage the impact of the fire and set about to ensure that none of the existing work was compromised, and where it was, to have it removed and replaced at no additional cost to the client. This involved extensive investigation of the damage and some fairly intense negotiation with the insurers, all of which took their toll on the programme. This wasn’t helped when a second bout of vandalism, also involving fire, but on a lesser scale, again disrupted the works. Despite all this the client has received a high quality building, and one where the warranties on all of the component parts have not been compromised by the fires.

COMMERCIAL BUILDING LESS THAN $5M TOTAL PROJECT CONSTRUCTIONS & MUNNS SLY MOORE ST FRANCIS XAVIER COLLEGE STUDENT SERVICES HUB The project involved building a new student hub and associated staff rooms on a single level, adjacent to an existing part of the school housing the main library, whilst ensuring that the existing school was able to operate normally during the construction period. The project was stage 1 of an eventual two part design for a fully integrated student hub. Work commenced in earnest on what was a very tight programme. However, a previously undocumented major storm water main was discovered during early excavations requiring a major deviation of the storm water main before the new works could progress, putting substantial pressure on the programme. To complicate matters further, the client requested that Stage 2 of the works be integrated with the stage 1 works, despite the fact that detailed designs had not been prepared for the two storey addition. Working in close cooperation with the client and the design team, Total Project Construction was able to seamlessly accommodate the additional stage 2 works providing a significant saving on the budget and minimal over run on the programme. The resultant quality is very high, particularly given the very limited design period available to the stage 2 works.

COMMERCIAL & RETAIL FITOUT, REFURBISHMENT OR ALTERATION MORE THAN $5MILLION MANTEENA /AMC DESIGN + MANAGEMENT COMCARE TENANCY FITOUT This high quality fit out of nearly 9,000m2 was completed in 20 weeks, with the only access to the three floors being redeveloped being via a goods lift which was also shared with the existing tenants. The goods lift was restrictive in both size and weight requiring new steel work for the works to be cut to fit into the lift and re-welded once delivered onto the correct floor. A large section of the post tensioned slab was removed on two of the floors to permit the installation of a new staircase to connect the clients three levels of office space. All of the resultant waste material had to be removed via the existing goods lift requiring much coordination with the building owner to avoid both lift damage and the inconvenience of the existing tenants. It was obvious that the success of the project was due in part to the very close cooperation between the client, the designers and the builder and this was clearly demonstrated by the extremely high quality that was achieved.

COMMERCIAL & RETAIL FITOUT, REFURBISHMENT OR ALTERATION $1MILLION - $5MILLION MONARCH BUILDING SOLUTIONS ME AND MRS JONES The client’s brief was to recreate the character of the original 1960’s building using as much of the original fabric and salvaged materials as possible, together with original heritage style fittings where available, the old Bakelite power outlets being a case in point. Works included the removal of all floors, structural walls, ceilings, drainage, wall surfaces and external windows. Working in close liaison with the client and allowing the design to develop as the construction progressed the project was completed within six months. COMMERCIAL & RETAIL FITOUT, REFURBISHMENT OR ALTERATION LESS THAN $500,000 MONARCH BUILDING SOLUTIONS HOTEL REALM LEVEL 1 REFURBISHMENT The client required a major refurbishment of the Level 1 foyer areas to improve the acoustic performance of the area. The work also needed to provide richer quality to the finishes for greater longevity of the exposed fabric without disrupting the workings of the hotel, and all within a one month construction period. Despite the fact that many of the architect’s design finishes were unique, Monarch chose to manufacture many of the prefabricated components themselves to protect the extremely tight programme demonstrating their innovative approach to their work and their commitment to quality.

PROJECT EXHIBITING TECHNICAL DIFFICULTY AND INNOVATION PROJECT COORDINATION NATIONAL ARBORETUM VISITORS CENTRE It is clear when entering the Visitors Centre that this is no ordinary building, with its soaring roofline, complex curved roof structure, faceted wall lines and the shear volume of the space, all of which express the effort that must have gone into the construction to achieve the architect’s dream. Individually designed roof beams from Tasmania, zinc roofing from Europe and many other unique component parts all needed to be carefully reviewed, detailed prototypes produced and erection procedures carefully considered before committing to final design and construction. The job was further complicated because of the lack of roof space provided in the design requiring very careful coordination of the services into the structural components to avoid unsightly wiring being exposed to public view. The end result is a credit to all of those involved in the project, particularly Project Construction’s dedicated site team.

SUBCONTRACTOR TECHNICAL DIFFICULTY DELNAS ROOFING NATIONAL ARBORETUM VISITORS CENTRE

The main roof areas of the centre were designed to be covered in sheet zinc, a material imported from overseas and one rarely used in Australia. As a consequence there was a limited skill base available to install the material, which was very relevant given the complex two way curved roof structure requiring each roofing panel to be individually fabricated around large areas of glazed roof lights. Appreciating the limited knowledge available to install such a roof Delnas organised for specialist overseas contractors to travel to Australia to advise the Delnas workforce on the correct procedures necessary to achieve a water tight roof, one that would last for many many years. In addition Delnas had specialist roll forming and seaming machines imported from Germany to assist their workforce in providing a quality project. They also designed and fabricated specialised materials handling equipment to enable large areas of this very soft zinc sheeting to be transported to the site and craned into position. Finally, to ensure that the “sandwiched� zinc coated roof construction would meet the approval of the Design Consultants and Project Manager Delnas constructed a full scale prototype for critique prior to any works proceeding on site. Their skill and ability to think outside the square has resulted in a unique high quality roof covering befitting this important building.

This award goes to the contractor responsible for the substantial stone walls forming both external and internal walls to the National Arboretum Visitors Centre. The stone itself was locally provided and was dressed on site by the stone masons, as required. The line of the stones, the consistency of the joints and the cleanliness of the faces demonstrate Stonemad Stonemason’s love of working with natural stone to provide such a high quality finish. CIVIL ROADWORKS CORD CIVIL BELCONNEN TO CIVIC TRANSIT WAY - STAGE 1

This project was the first stage of the ACT Government program to provide priority access for public transport between Belconnen Town Centre and Civic. It was a complex multi-faceted road infrastructure upgrade carried out under traffic and on one of Canberra’s busiest arterials. The contract had eight separate portions and took 59 weeks to complete. There were many significant features and a multitude of issues to be resolved during construction. Some of the more significant of these were the reduction of underground assets; removal of old asbestos & pipe work; construction of multiple types of pavements to match existing work as closely as possible and the installation and alteration of traffic signals. Significant coordination with surrounding construction work was required along with extensive stakeholder consultation. The contractor used an intensive project management approach to ensure the works were successfully completed and succeeded in producing a high quality project under difficult circumstances.

CIVIL BRIDGEWORKS WODEN CONTRACTORS PEDESTRIAN/CYCLEWAY BRIDGE OVER DRAKEFORD DRIVE

This project was for the construction of a cable staged pedestrian bridge over Drakeford Drive at Kambah which improves safety and access for pedestrians, cyclists & motorists in the area. The bridge has a main span of 90m, a centered tower 26m high and 12 cables supporting a steel and concrete deck. Significant pre-fabrication of components was undertaken off-site based on detailed measurements of the cast in situ leading to the installation by a large crane. The project team overcame a series of contractual, financial & technical issues to eventually produce a high quality result of striking appearance and excellent function.

CIVIL HYDRAULIC GUIDELINE ACT FYSHWICK STORMWATER AUGMENTATION (STAGE 2)

This project was the second stage in a program to ensure adequate storm water provision for the Lithgow and Wiluna Street areas of Fyshwick. The project consisted of installing reinforced concrete box culverts over an 800m length to tight line and level tolerances and constructing special concrete transition structures in the carriageway of Lithgow Street. The work was carried out to a tight timetable with significant traffic management aimed at minimizing disruption to through traffic and managing property access. The drainage work and the reinstatement of road pavements were all completed to a high quality and to the satisfaction of the client.

CIVIL SUBDIVISION BMD CONSTRUCTIONS THE CRIP, STAGE 3, CRACE

Crace estate is a master planned, Government accredited estate located 3.5 km from the Gungahlin Town Centre. The CRIP (Community Recreation Irrigated Park) is located at the main entrance to the estate and is a first for Canberra. It combines structured play and recreation through courts, playgrounds, BBQ and picnic facilities with unstructured recreation with a kick-about place, lawns, gardens, native woodland, ponds and wetlands. The works by BMD covered a full range of civil construction activities including earthworks, underground services, road pavements, concrete structures (fun boxes for skateboarding), irrigation, ponds, and landscaping. Also included were amenities blocks, skating equipment, shade structures and landscaping. The project team was able to manage costs which retained significant savings and time by absorbing the impacts of lost time due to wet weather, safety by achieving zero LTIs. They also achieved high quality outcomes and a unique product that all the stakeholders can be proud of.

CIVIL OTHER WARD CIVIL & ENVIRONMENTAL ENGINEERING EASTERN VALLEY WAY INLET STAGE 2 DEVELOPMENT The aim of this project was to improve the environmental quality of water in Lake Ginninderra & provide better recreational access & amenities on the foreshore at Eastern Valley Way Inlet. The works carried by Ward Civil & Environmental Engineering included the construction of the inlet into a wetlands system, the replacement of an existing pedestrian bridge and the provision of extensive landscaping and paving. The project faced many challenges including water management, sheet pile draining, treatment and disposal of silt, as well as intensive pedestrian activity and staging requirements. The project is significant for the solution adopted after investigation by the contractor to deal with extensive unsuitable silt material. This involved mass stabilization using a competitor’s builder; a solution which ultimately exposed the viability of this project. The construction of the hydraulics works within tight tolerances to ensure the successful functioning of the wetlands and ponding system is also an excellent achievement. The innovative approach to the excellence of the work and the quality of the outcome is to be commended.

CIVIL SUBCONTRACTOR HEWATT PRINCES HIGHWAY VICTORIA CREEK This project was for the earthworks and pavement construction as part of realignment of 3.5km of the Princes Highway at Central Tilba, 13 Km south of Narooma. The existing stretch of winding road had been the site of a number of fatal accidents. The project included straightening the alignment and adding an overtaking lane, making it a much safer road for motorists. The project was built in accordance with the standard RMS (Road & Marine Services) rectifications and requirements. The project involved 140,000 m3 of cut to fill across several steep gullies and an existing creek and included five separate tie-in locations. The Hewatt team produced a quality result on a relatively difficult and complex project working with many site, time and budget constraints.

COMMERCIAL - WORK HEALTH & SAFETY CONSTRUCTION CONTROL CANBERRA AIRPORT, MULTI-USER TERMINAL REDEVELOPMENT Construction Control have developed and delivered on a first class workplace health and safety system with outstanding consistent results over a four year period whilst working in the centre of an operating airport. Construction Control have an integrated system that covers safety in design, management of high risks activities, review of construction as it happens, quality safety documentation that is practical and readily understood, highly efficient communication systems, engagement of all parties in the safety endeavour and consultation with the team, regulators, airport operational staff and the broad community. It has a weekly review of work methods based on precise work activity observation strategies which aims to improve safety efforts not punitively driven measures of enforcement. Training is the constant theme of improvement and peer support and helping your mate. A project delivery over such a long time can suffer from safety fatigue syndrome yet not in the case of the Canberra Airport where constant renewal of effort was the hallmark of success.

CIVIL - WORK HEALTH & SAFETY CORD CIVIL SINGLE LEAP 2 ADFA IEW CIVIL WORKS Cord Civil has an absolute commitment to implementing and achieving the highest of occupational health and safety on all its sites through its devotion to creating a culture of safety first. The construction of the carpark for this project was undertaken across a steep escarpment, under low and high voltage power lines and adjacent to other concurrent works for the housing units. A laser system was used to guide the operation of the plant operating under the low power lines. All staff were inducted on a daily basis on not only the risks associated with this work but the affects of weather on the power lines. Cord Civil used a daily team, visitor, or contractor entry system which ensured all understood the works for the day and the exact risks associated with their work. No person entered the site until this induction was undertaken and tested by Cord Civil WHS team leaders.

SUBCONTRACTOR - WORK HEALTH & SAFETY A PLUS PLUMBING & BUILDING SERVICES ADFA REDEVELOPMENT

A Plus Plumbing & Building Services is working with the principal contractor Richard Crookes on a raft of redevelopment projects at the Australian Defence Force Academy including a new assembly hall, indoor sports centre, mess hall, living quarters and other hydraulic and mechanical improvements. A Plus has developed on its own accord a first class safety management system which is considered to be a leading model for sub contractors to lead rather than follow. The A Plus team used a high level of consultation and involvement with all other stakeholders to ensure their work not only is safe for them but also for the defence personnel that live and work in close proximity to the works. Unless managed properly risks from gas exposure, excavations, openings and plant operation can cause injury or worse. The team has extensive risk assessment strategies in place which are constantly monitored by supervisors and safety officers. Overall this complex set of works has been without major incident yet the team is on constant watch for safety improvements.

CONSERVATION AND HERITAGE RORK PROJECTS YISROEL CHILD CARE AND COMMUNITY CENTRE The project required the adaptive re-use of the former heritage listed Giralang Pre-School which had been defunct for many years. The project required complete demolition of the internal walls and ceiling, with the exception of the substantial roof lights which reflected one of the original architectural features. The building was then extended and, together with new partition layouts, was rebuilt to reflect the original design intent including the original colour scheme. The Rork team worked in close cooperation with the client to minimise any cost over runs due to latent problems, as they were uncovered, resulting in the programme and the budget being maintained. The finished result is of a high standard clearly demonstrating that there is an economical alternative to destroying older building stock.

SUSTAINABLE CONSTRUCTION GEOCON ABODE WODEN

Geocon Constructions is ready to release Australia’s first Green Star rated hotel in a revitalised Juliana House in Woden. The hotel not only achieves the Green Star rating but is a 4.5 NABERS rated property. Geocon have recycled all demolition materials, reused components of the old building, installed highly efficient energy systems, a centralised gas powered hot water boiling system, harvested rainwater for use in toilets, irrigation and laundries. Each room has a shutdown system to save electricity and reduce operational costs. Unoccupied floors will save energy as each floor is independently operated, and heating and cooling can be deployed as occupancy levels dictate. All paints, sealants, flooring, wall covers are low volatile organic compounds that add to the health benefits for occupants. All PVC items used will meet Best Practice Guidelines for PVC use in the built environment and all HVAC refrigerants have an ozone depleting potential of zero. Geocon aim to deploy these same technologies in future projects.

INTERIOR FINISH MONARCH INTERIORS ME AND MRS JONES

The client was keen to project a 1960’s image for the redevelopment of this restaurant, through the reuse of demolished material, the purchase of additional heritage fittings and using the experience of Monarch Interiors to provide a high quality finish that met their needs. Where time constraints precluded premade fittings and fixtures from being purchased Monarch Interiors rose to the occasion and fabricated them from the client’s sketch plans without compromising quality and in many cases improving on the client’s expectations. The whole project is a credit to Monarch Interiors ability in terms of both design input and physical construction.

BUILDING FAÇADE ERINCOLE BUILDING SERVICES CANBERRA WOMEN’S AND CHILDREN’S HOSPITAL When Erincole Building Services submitted their original tender for the façade treatment to the new Women’s and Children’s Hospital at Woden, they also submitted an alternative solution for consideration. This solution would not compromise the design and would save several hundreds of thousands of dollars for the project. The alternative submitted was to use the Kingspan Benchmark Evolution panel, a fully insulated prefinished metal panel. The acceptance of the alternative was the result of significant design input by Erincole Building Services in meeting the architect’s specific requirements for joint treatments and the careful detailing of the many varied reveal angles. The finished product demonstrates the dedication of the Erincole Team to quality and their ability to resolve complex design problems working in a cooperative arrangement with the design architects.

PUBLIC DOMAIN LANDSCAPING DZ DESIGNS LANDSCAPE & CONSTRUCTION CANBERRA INTERNATIONAL AIRPORT TERMINAL UPGRADE The expansion of Canberra International Airport significantly symbolises the nation’s capital in its role as a key gateway to the city. Attention to detail design and landscape construction is foremost in the role of this site as the immediate exit point from the airport terminal and entry into Canberra. DZ Designs Landscape & Construction realised this symbolic entry point to the nation’s capital by successfully executing a high quality formal landscape that incorporates strong axial elements along the main concourse. Attention to detail is realised in the construction of a substantial linear swale flanked by a series of blade walls that regularly punctuate this symmetrical landscape. The judges were particularly impressed by the alignment of every blade wall and the obvious appreciation of the contractors to the importance of alignment and spacing of all landscape elements. The pavement finish was outstanding, as was the quality of street furniture installation. Overall, a showpiece construction project for the enjoyment of travellers leaving and entering Canberra and of which DZ Designs Landscape & Construction should certainly to be proud. Well done.
