Leading in times of crisis In this extraordinary year Master Builders Australia, together with Master Builders Associations in each State and Territory, were there when Master Builders members needed us most. In doing so, we passed the ultimate test. Our advocacy was relentless to ensure the viability of Master Builders members and the jobs of the people they employ in the face of the most severe health and economic crisis in decades. We responded with financial, practical and emotional support for the men and women who fought the bushfires which afflicted southern and eastern Australia and the communities left devastated in their wake. We never backed away from a fight when the interests of Master Builders members were on the line. From financial stimulus and policy measures to industrial relations, skills and training, and building regulation, Master Builders advocacy delivered.

Big efforts bring big wins The battle to stay open As governments moved to suppress the spread of the virus by shutting down community activity and the economy, Master Builders Australia, Master Builders Associations, and members around the country rallied together to ensure that our industry could stay open and operating even through the most severe phase of the lockdown. We supported Master Builders members as they successfully harnessed and adapted existing safety systems to achieve high levels of compliance with hygiene and safety rules, and launched a national advertising campaign to promote COVID-safe practices to building and construction workers.

Principle & pragmatism Prior to the onset of the COVID-19 crisis (Covid crisis) we launched a campaign calling on the Parliament to pass the Ensuring Integrity Bill. When it hit, we backed the Federal Government’s policy pivot to bring industry and unions together in Industrial Relations (IR) policy working groups in a bid to find consensus on practicable reforms to support economic recovery. We also continued to hold the Government to its promise not to tolerate bullying and contempt for the law by construction unions. Compliance with the rule of law on building sites protects workers, construction contractors and subcontractors from union bullying and means the community does not pay more than it should for schools, hospitals transport and social infrastructure. This is particularly important as the country builds to economic recovery.

We recognised early that the necessary public health response to the pandemic would result in an economic crisis that would require an equally comprehensive plan of action. From the onset the of Covid crisis, we communicated how destructive it would be for Master Builders member businesses, the welfare of the people they employ, the jobs they provide and the wider economy, and we lobbied for stimulus and policy measures accordingly. We were one of the first and one of the best prepared to do so. We continuously updated our economic forecasts, surveyed Master Builders members and commissioned independent economic modelling to enhance the credibility of our advocacy and ensure that the evidence which backed our advocacy was current.

HomeBuilder Building and construction is the major sector of the economy with the largest economic multiplier effect but has proven in earlier economic crises to be one of the slowest industries to recover in terms of activity and jobs when its forward pipeline of work is eroded. With forward work in the residential sector about to fall off a cliff, we launched a campaign calling for targeted stimulus measures that included commissioned economic modelling from Ernst & Young (EY) and in-house forecasts showing the devasting fall in home building activity, the jobs that would be lost and resulting damage to the wider economy if the Government did not act.

The modelling included a range of stimulus scenarios and showed how they protect the small builder, and tradie businesses and jobs in the housing industry, including the provision of substantial means-tested cash grants for new home building activity. Soon after, Master Builders was involved in the launch of HomeBuilder with the Prime Minister, Treasurer and Minister for Housing. It has proved to be one of the most effective government interventions in decades.

Strengthening the industry and our community Responding to the bushfires and natural disasters Our strong community values were reflected when we were able to quickly harness financial support from Master Builders Associations to donate $150,000 to support our volunteer firefighters and bushfire victims in communities devastated by the fires. Master Builders then joined the effort to rebuild in the wake of the fires. We participated in government coordinated taskforces and provided policy advice on building regulations to make buildings more resilient to natural disasters. We joined with the Insurance Council of Australia to stage an industry expert roundtable to focus on building quality and regulatory issues that emerged from the Royal Commission into Natural Disaster Arrangements.

2020 has brought with it bushfires, COVID-19 and continuing health and economic shocks. They are still causing stress and anxiety for so many, not only in the Master Builders membership but the industry, supply chain and of course the community. Despite the crisis, the Awards went on! This year’s finalists and winners have overcome substantial challenges to deliver outstanding projects for their clients, underlining in the process the high standards of professionalism that are such a feature of Master Builders membership. We know how hard it is going to be for the industry, and the country at large, to get through the health crisis and the accompanying recession but we also know that the building and construction industry is resilient and can play a pivotal role in rebuilding the economy. That is why the strength of our federated organisation is so critical at times like these, where we advocate on behalf of the industry and support one another. Well done to our Member Associations who, with the exception of Victoria due to COVID-19 restrictions, were able to proceed with their own awards and therefore to enable to national awards to go ahead. Builders BBQ Building relationships with Members of Parliament, MPs and Senators, their staff and members of the Parliamentary Press Gallery is an important feature of our advocacy. The Builders BBQ is now recognised as the informal commencement of the Parliamentary year and connects Ministers, Shadow Ministers, political staffers and members of the media with the leaders of the Master Builders federation.

Women Building Australia Master Builders Women Building Australia (WBA) program continues to successfully support the attraction and retention of women in the building and construction industry through mentoring to women starting their careers in the industry and promotion of building industry careers to school aged and young women, parents and careers advisors. Governments have placed building and construction at the centre of their economic recovery plans and there is no doubt that our industry is an accelerator of economic growth and job creation. The Federal Government has provided funding for Master Builders to expand its mentoring and careers information services and to also provide business mentoring for businesswomen in our industry and support for those who may be experiencing harassment.

130 years of Master Builders Australia Master Builders has a proud legacy as Australia’s oldest industry association. Founded to stand up for the rights of builders, Australia’s first Master Builders Association was established in Sydney in 1873. Over the last 130 years, the Associations have grown to cover 32,000 businesses nationwide, including Australia’s top 100 construction companies.

Timeline The movement quickly grew with Master Builders Associations being established in Newcastle (1874), Victoria (1875), Queensland (1882) and South Australia (1884). Eleven years before Australia became a nation with the federation of the states, these four Associations met as a federation to establish Master Builders Australia as the national voice of their members and the building and construction industry. They were joined a year later by Master Builders Tasmania (1891) and subsequently by Master Builders Western Australia (1898), Master Builders ACT (1925) and Master Builders NT (1939).

COVID-19 Daily Update The decision made by the National Cabinet in March to close down areas of social gathering sent shock-waves through Australian businesses and raised concerns about which industry would be next. Master Builders identified critical activities for the building and construction industry to stay open and be recognised as an essential service. The COVID-19 Daily Update was born and is distributed widely. It provides information on government business support packages and stimulus, economic issues, national and jurisdictional issues, supply issues, border closures, jobs and wages, and more.
