A negative experience can turn an apprentice off pursuing plumbing as a career and hopefully we can encourage them to stay in this diverse industry and explore the opportunities available to them down the track,” he says. As announced by the Victorian Government, the $33 million Big Build Apprenticeships scheme will provide 1,500 opportunities each year for four years to Victorian apprentices and trainees. Some of the State’s largest infrastructure projects – including the construction of a new Footscray Hospital which will enable around 20,000 additional people to be seen
by the emergency department each year once opened in 2025, the North East Link that will connect the Eastern Freeway with the Metropolitan Ring Road and the $20 million Learning and Library Hub at South West TAFE’s Warrnambool campus – will benefit from the newly created opportunities. A minimum of 10 per cent of construction hours on these major projects will be completed by apprentices and trainees. “Our job will be to work with major contractors, who in most cases we have existing relationships with, on those jobs. We will supply the apprentice labour and give apprentices the opportunity to work on large scale projects, and gain diverse experience and skills,” says Dale Scott.
“In terms of the money being invested, we haven’t seen anything like this. Opportunities like this don’t always come around, and this is an excellent opportunity for apprentices to get a foothold into this type of work.” Apprenticeships Victoria is particularly encouraging school leavers and young people to consider a career in the construction industry, and is providing additional support to encourage people who have been hardest hit by COVID-19 and to women, Aboriginal and Torres Strait Islander people and people from multicultural communities. says that the support of his host employer has given him the confidence to view plumbing as a long-term career option. “They have been very helpful – anytime I have a question or I need anything, I just ask and they help me out,” he says. “I have had experience on domestic and commercial jobs and been able to learn so many different things. The reform of the Victorian Residential Tenancies Act has impacts for gasfitting, which highlights the need for a far better compliance regime. Master Plumbers’ Chief Technical Advisor, Gary Bath explains. The Victorian Government’s update of the Victorian Residential Tenancies Act this year has 130 reforms to be implemented with a view to making renting safer and fairer. Of interest to our industry’s gasfitting sector is the mandated requirement to undertake a Gas Safety Check (GSC) every two years. The Gas Safety Check defined in the Act has a mix of: • Compliance audit items on the existing gas installation; • Checking correct installation of isolating valves where required;

• Whether the gas cooker is secured; • Clearance from combustible surfaces; • Checking on the condition of gas appliance flue systems including chimneys; • A requirement to test the existing gasfitting line for leakage; and • A set of steps defining the servicing of each gas appliance. The release of the new prescriptive guidelines again show the failure of adequate regulation for the gas industry. Once again, the government is putting this responsibility in the hands of the attending gas service person.
The history
Why we need change
Victoria has a long and celebrated gas industry that expanded with the natural gas reticulation in the 70’s and generated a strong appliance manufacturing, gas supply, gasfitting and servicing sector overseen by the then Gas & Fuel Corporation. The privatisation of the Gas & Fuel Corporation meant that there was a lack of training – specifically for gas service persons – for a number of years, the industry relying instead on ex-Gas & Fuel trained employees to carry out this work.
When we look at what makes up the Gas Safety Check, we might well ask why there are so many installation compliance checks contained in the requirements. Gas appliances deteriorate through use. Hot combustion gases mixed with condensation, dirt and dust that is drawn into the appliance mean that regular servicing is required to check the operation of the safety devices, condition of the burner assemblies, and condition of the heat exchanger, flueways, etc. Once serviced, the appliance can continue to operate safely and won’t need costly replacement, similar to a motor vehicle where routine maintenance over time can prevent a far more expensive investment. This mandated two-year audit isn’t necessary for the gasfitting line and its components. In most cases they are either compliantly installed or not.
Servicing of gas appliances has long been recognised as a skill set that requires experience and knowledge above that of a general gasfitter. This is reflected in our current licence regime where individuals who carry out this work must hold a specialised class of gasfitting, namely Type A Appliance servicing. Sadly, the lack of any compliance regime, i.e. oversight of who is carrying out the work, means that many who currently operate in this area are doing so illegally or don’t have the necessary skills and experience to do so.
Learning from the coroner’s report The Coroner’s findings in the Sofianopoulos case1 highlighted the need to not only mandate gas appliance servicing at a minimum of every two years for public housing, but to underline the importance of having a set of clear guidelines. These guidelines must define the minimum requirements for maintenance and servicing of a gas appliance to ensure its continued safe and efficient operation. AS4575 Gas Appliance – Quality of servicing is an Australian Standard reviewed and republished in 2018, it has yet to be called up by the regulators in Victoria – ESV as the technical regulator for gas and VBA as the compliance regulator for Type A Gas. Master Plumbers has advocated for this to happen as a platform for further developing what is currently a non-existent compliance/auditing regime for this specialised class of work. 1
Our self-certification regime in Victoria means that the individual plumber/gasfitter certifies their work as compliant by lodging a Certificate of Compliance with the VBA. As a means of monitoring this compliance, the VBA conduct audits of each plumber/gasfitter’s completed work. With more than 420,000 plumbing compliance certificates lodged for the fiscal year 2019-20, the audit rate conducted by the VBA was 2.2% of all plumbing work. There is little doubt that there is a high non-compliance outcome for gasfitting installations currently. The more important question is: How we are adequately addressing it? Surely the answer isn’t to have gasfitters conduct inspection audits on previously certified installation work? The outcomes from the Residential Tenancies Act in regards to mandating and defining a Gas Safety Check is seen by many in our industry as excessive and ultimately costly for the landlords where mandating servicing of each gas appliance would have the same outcome for less cost. The fact is that this will do little to achieve any greater oversight by our regulator for these works as the records will

reside in the filing cabinets of property managers and are not required to be recorded in any way by an independent body. The skills and experience required to service and maintain a gas appliance far exceed waving a gas tester in front of the appliance and deeming it safe. We have a skilled workforce in Victoria that is able to deliver safe, cost-effective servicing outcomes, but we need increased regulator compliance outcomes for this work so that individuals without the required licence and skills don’t further undermine the industry in Victoria.

Are you falling for this trap? Master Plumbers’ technical expert Aaron Bridger warns installing plumbers to check Watermark certification, as recent changes could leave them exposed. An enduring issue faced by many plumbers is the final connection of the bath waste to the drain. With often limited space and needing to incorporate an overflow from the bath, there are a number of so-called solutions on the market. The Plumbing Code of Australia (NCC Volume 3) requires that all fitting and fixtures used must have a Watermark certification, additionally they must comply with AS/NZS3500.2 installation standards. Many of these ‘flexible connections’ were at one stage ‘certified’ under Watermark but now no longer meet the new specifications so it’s imperative that installing plumbers understand the importance of 14 | Australian Plumbing Industry Magazine | Winter 2021
ensuring that any watermark certification is current. Many that are on the market have been unable to meet these new specifications and due to there not being a ‘point of sale’ requirement on the retailers (it is not illegal to sell these items), the responsibility rests with the installing plumber. This situation can leave the plumber high and dry if there are issues with the wastes down the track. There could even be situations where you will not have access to insurance cover. Another issue that arises, particularly with bath wastes, is ensuring that the waste outlet has a removable grate for maintenance purposes.

What to do? • Be involved early in the construction process to ensure that you have space and time to connect the fixture up along more traditional lines (i.e. fixture trap and waste). • If using a flexible connector ensure that it has the appropriate Watermark approval. • Make sure any bath fixture outlet has a removable grate in situations where the trap is not accessible.

Signs of strong investment will help secure our industry Master Plumbers has welcomed the Federal Government’s commitment to rebuilding the nation with last month’s budget. The plumbing industry association has been at the forefront of calls to invest in key infrastructure projects and future-focussed jobs and training to turn around the hardship faced as a result of the COVID-19 Pandemic. Master Plumbers CEO Peter Daly said the association strongly supported the commitment to a 10-year, $110 billion infrastructure investment pipeline. “The budget acknowledges just how vital a thriving construction industry is to rebuilding our economy and the strength of our communities,” Mr Daly said. “We know how important job security and future-focussed initiatives are to each individual in our industry and we think this budget paints a picture of a strong plumbing industry for decades to come.” 16 | Australian Plumbing Industry Magazine | Winter 2021

On top of that the Government is doubling its commitment to the JobTrainer Fund – supporting more than 450,000 new training places. Through 50% wage subsidies, more than 170,000 new apprenticeships and traineeships will be created.

Support for home ownership “In the domestic sector, we are pleased to see further government initiatives,” Mr Daly said. “Investment at both state and federal level is important in driving construction, and to date we are seeing new house builds at the highest rate in 20 years. HomeBuilder and the Government’s $2 billion investment in affordable housing is assisting with this supply. Jobs and tax relief Master Plumbers has also welcomed the instant asset write off scheme for small and medium businesses. “These schemes help rebuild sustainable businesses, which are the backbone of our country.” The Government is extending the expanded instant asset write off, for businesses with a turnover up to $5 billion until 30 June 2023. This means a tradie can buy a new ute and some tools and small businesses will also have opportunities to buy, sell, deliver and install these assets. Mental health investment At Master Plumbers we put the health of our members as our number one priority. We know that suicide is the leading cause of death in those aged 18 to 44. “I welcome the $2.3 billion commitment to mental health care and suicide prevention and
incentives like the small business loan scheme, which has already helped more than 45,000 businesses access low-cost finance. Financial pressure, job security and a positive picture of our future all help in removing some of the stresses from those in our industry.” Retirement news In this budget the Government has removed the $450 per month minimum income threshold for the superannuation guarantee. To improve flexibility in retirement older Australians will no longer be required to meet a work test before they can make voluntary contributions to superannuation. Those aged over 60 will be allowed to contribute up to $300,000 into their superannuation if they downsize their home. This will also free up more housing stock for younger families. Turn to teaching Kate Jones discovers the passion and the professionalism that entices plumbers away from the tools and into the classroom. It’s often their own experiences as apprentices – good and bad – that motivates plumbing trainers to walk away from the work site and into the training room. For Darius Schoorl, a Master Plumbers trainer at the new Plumbing Industry Climate Action Centre (PICAC) training facility at Narre Warren, it was a desire to teach others as well as he was taught. “I did my apprenticeship with Master Plumbers in 1998 and I developed authentic relationships with the trainers there,” Darius said. Master Plumbers is now searching for more trainers like Darius who can facilitate its programs at PICAC in Narre Warren. Master Plumbers have been delivering training at the state-ofthe-art facility for a year, but COVID restrictions interrupted training for Master Plumbers apprentices until earlier this year. The training centre has a 100-seat auditorium, 12 22 | Australian Plumbing Industry Magazine | Winter 2021
training rooms, facilities for welding and gasfitting, plus confined-spaces and roof-access training areas. It also has impressive sustainability features including geothermal heating and cooling, and 770 solar PV panels. Darius, who has been training plumbing apprentices for more than five years, took his first class at the centre in March. “Even though I’ve been a trainer for years, I’m being given real assistance. When I had my first training session with apprentices at Narre Warren, my manager came and sat by my side to make sure it all went smoothly. “There’s real support, which is not as common in my experience at TAFE.” Darius’s interest in becoming a trainer was rekindled after showing his apprentices the ropes when he was running his own business. “It was having apprentices that were good and also had a passion for the industry, and seeing them excel as I taught them that reignited this desire to get into training.”
Fellow trainer Richard Hutchinson began taking sessional classes while running his own business. He then switched to full-time after having children. “When I had children something just clicked. With young kids, it (teaching) is much better. Hutchinson was also drawn to teaching to minimise the physical impact of plumbing work. “When I was in my 20s, I loved the physicality of plumbing,” he explained. “It was great because the body was stronger and you recovered quicker but after 40 you start to feel it everywhere.” Perhaps the greatest drawcard for trainers like Richard and Darius it is the reward for effort. Both said they enjoy sharing their passion for the trade and helping apprentices develop skills they will call on for years to come. “We’ve got some apprentices who are pretty disengaged learners a lot of the time, but who actually switch on when they’re motivated and start to think,” Richard said. The shortage of plumbers across Australia, particularly in rural areas, means there is a high demand for teachers and trainers in the sector.
“As a trainer, you’re passing on information. You’re trying to get the apprentices in the right frame of mind, trying to pass on the right skills and techniques and processes,” he said. “Showing them how to find information if they’re working for themselves, which standards to refer to, how to problem solve.
The importance of having quality trainers to shape the next generation of plumbing industry experts can’t be underestimated, said Wayne Diffey, a trainer based at Master Plumbers’ Brunswick office.
“It’s not only about being on the tools, it can also lead to them being a trainer, a manager, a plumbing arbitrator, an inspector or supervisor. There are lots of avenues for plumbers to take.”

Nathan Jarvis wants to ensure the next generation of plumbers have what it take to move the industry forward, writes Kathryn Kernohan. Nathan Jarvis has always been passionate about the importance of quality apprenticeships to give young plumbers the best possible start in the industry – and he can pinpoint exactly where his interest came from. “When I was younger, I was lucky to have two bosses who were all about teaching the right way. They were about providing quality work and taking no shortcuts and keeping the customer happy. They had a big impact on me and I try to teach the same things to my apprentices.” Last year, Nathan joined Master Plumbers’ Plumbing Apprenticeships Victoria (PAV) consultative 28 | Australian Plumbing Industry Magazine | Winter 2021
committee, to take even more of a leadership role in supporting the next generation of plumbers. “Throughout my time I’ve seen plenty of apprentices get involved in the industry, then run off and do something else, but not really learn the importance of quality plumbing. I’m really happy that I can hopefully make a difference and improve things for everyone involved in the industry.” Despite the significant impact of COVID-19 throughout 2020, Nathan continued to employ more than a dozen apprentices to support what ended up being increased demand on his business Park Lane Plumbing Services across some areas of work.
“COVID allowed us to have flexibility with our apprentices, it meant we could keep them on for three days and then have four days off. It was important to us to be giving those opportunities during such a difficult time. “When the first lockdown in Melbourne happened, work dropped off overnight for about a week. But then, with so many people working at home and commercial spaces empty, a lot of clients began to bring planned work forward. We did a lot of work with office spaces, for example, during the months when they were closed down.” Nathan got his start in plumbing the same way so many others did – through the influence of his father. “I’m from an era of going to work with dad during the school holidays,” he laughs. “From when I was young, I always knew I was going to follow in dad’s
footsteps and become a plumber. I ended up getting an apprenticeship at the company he worked for at the time. “He was a mentor to me which was good in some ways and bad in some ways! I definitely wasn’t favoured and I learned to work hard.” In 2003 Nathan founded Jarvis Plumbing. His business predominately worked with residential clients, including a number of unit development sites. Eight years later, Nathan became an agent for Rinnai, one of the world leading manufacturers of hot water, heating and cooling solutions. At the same time, he rebranded his business to Park Lane Plumbing Services. “I got into specialising in Rinnai products and I still have that relationship with them today. It’s been a great relationship and I’ve been very fortunate to have it.”
Park Lane Plumbing Services now provides “roughly a 50-50 split” between residential and commercial jobs including bathroom plumbing, roof repairs and plumbing property maintenance in addition to general and domestic plumbing services. As Director of his business, Nathan has seen his role evolve from being full-time on the tools to a hybrid role with all that running a business entails. “It was a big challenge at first, because you grow up on the tools and then you have to put your business hat on and learn about new things. I still try to spend half my time on the tools and the other half dealing with everything else. “I’m lucky to have some great office staff to help out and make sure things always run smoothly.” Park Lane Plumbing Services is based
in the northern Melbourne suburb of Thomastown, but services all suburbs across metropolitan Melbourne. Nathan’s team currently consists of five plumbers – the longest-serving of which has been with him for 15 years – as well as three apprentices and three office staff members. Celebrating 130 years What has grown to become Australia’s largest plumbing industry association – and a trusted source of information, advice and expertise – started from humble beginnings. Kathryn Kernohan reports.

In 1891, the Associated Master Plumbers of Victoria, now known as the Master Plumbers and Mechanical Services Association of Australia, was established when 57 plumbing contractors paid a £5 entrance fee and £1 subscription to create the new entity. One of the contractors was Melbourne-based family business Atherton. As Master Plumbers celebrates its 130th anniversary this year, Atherton is still going strong. Initially established as a plumbing firm, Atherton is now a world leader in sterilization equipment and infection control products for the hospital, medical and scientific industries.

Fourth-generation business owner Stephen Atherton, a life member of Master Plumbers, says the business was founded by Fred Atherton in 1889. More than 130 years later, Stephen is semi-retired after a long career with the business but the Atherton name has continued into a fifth generation with Stephen’s children Tom and Hacia serving as CEO and Chief Operating Officer, respectively. “Fred was a plumber from Liverpool and he came to Australia during the gold rush,” Stephen says. “He soon realised he wasn’t going to make his fortune in gold … instead he worked as a plumber for many, many years. “He started his own plumbing business and at the time when Master Plumbers was founded, sewerage was the new big thing. Melbourne was called ‘Smellbourne’ by many people and with concerns about diseases there was a pressing need for sewerage.” At the time, Melbourne was still reliant on an outdated and increasingly dangerous sanitary system despite the city’s population and development growth.
Cesspits and pails were used to deal with solid excremental waste, and household and manufacturing liquid waste found its way into open street channels leading to the Yarra River or Hobsons Bay. The newly-formed Association viewed this as an opportunity for education, and began holding lectures on sanitary matters to plumbers at Melbourne’s Working Men’s College. This would be the start of a centurylong tradition of education for Master Plumbers, culminating in the Association becoming a Registered Training Organisation (RTO) in 1992 and, together with the Plumbing and Pipe Trades Employees Union (PPTEU), National Fire Industry Association of Australia (NFIA) and the Air Conditioning and Mechanical Contractors Association (AMCA) opening the state-of-the-art Plumbing Industry Climate Action Centre (PICAC) in Brunswick in 2009. Since then, additional PICAC campuses have opened in Geelong, Narre Warren, Beenleigh (Queensland) and in New South Wales. The Narre Warren campus, opened in 2019, is a $30m stateof-the-art building and the first Net Zero Energy education and research facility in Victoria which generates all the energy it requires through renewable energy technology. Over the last financial year, Master Plumbers delivered more than 100,000 hours of training to over 1,000 students. Education has been a crucial part of the relationship between Master Plumbers and Bill Durham, who served as President of the Association between 1994 and 2010. “My story goes back to 1952 when I was 21 years old and working around the clock as a plumber but I was www.plumber.com.au | 33
disappointed in the results of my hard work,” he says. “Someone told me to call the Association for some advice and I ended up having a long chat. I was asked what my qualifications were and I said, I’m a qualified plumber. The response was ‘that’s not good enough.’ “I was encouraged to enrol in RMIT and do a business course. It changed everything for me. After that the clients and I were on a level basis. It made me realise that knowledge is so important – you’d expect a plumber to know about plumbing but not about business.” These days, technology and the internet go hand-in-hand with the plumbing industry, as advances over the last few decades have streamlined the way business can be done. Bill was at the forefront of these changes as President at the time. “The computerisation of the industry changed everything, made things easier and opened up new opportunities. I remember my first computer and my assistant trying to learn how to use it when it was first installed. I said ‘don’t worry, just throw it out’ but I am glad we persisted with it,” he says with a laugh. 34 | Australian Plumbing Industry Magazine | Winter 2021

and represents the voices and interests of its members. The Board also helped the industry navigate the COVID-19 crisis of the past year, including collaborating with Government and industry stakeholders to ensure that vital industries kept operating in a COVID-safe way.
“For example, when the Federal Government was proposing to introduce the GST, they came to see us and enlisted our help to understand the impact it would have on the plumbing industry. That was very rewarding,” he says.
Kevin, who is also a Director at Shinners Plumbing, the business his father established in the 1950s, says that despite the challenges of the past 12 months there is reason for great optimism about the future of the plumbing industry.
The ongoing advocacy that Master Plumbers engages in – as the industry’s representative and voice on safety, standards and training – is something held in high regard by Kevin Shinners, current VicePresident of Master Plumbers’ Board and Life Member of the Association.
“Our industry really didn’t miss a beat during COVID. We had to develop protocols and different ways of working, of course, but plumbing is an essential trade and it was recognised as such during our periods of lockdown.
“I don’t believe the general industry has a strong understanding of the work Master Plumbers does behind doors in terms of advocacy and influencing policy changes. We work very hard to make a difference and ensure the best opportunities for the industry as a whole,” he says. Master Plumbers’ Board sets the strategic direction of the Association
“Industry statistics have showed that the building industry, including the plumbing industry, handled it all very well. One thing I have noticed is that it has taught the industry to be self-reliant. With Master Plumbers, we have proven that data collection and oversight is very important and we are able to lead the way in that area instead of relying on Government.”

In the short to medium-term, the Board is focused on succession planning and encouraging a younger generation of members to work towards leadership roles. “The current Board will not be around forever and we want people to know that a big focus of ours will be on fostering succession. We want younger people to get involved, perhaps by starting in smaller groups like the Plumbing and Gasfitting Division, and potentially working their way from there,” he says. Master Plumbers’ membership has grown over the years to over 975 plumbing businesses, which employ more than 5,000 plumbing professionals. During COVID,
members were able to engage with the Association in different ways such as webinars and virtual meetings. CEO Peter Daly says that the Association will continue to play the vital role of conduit between members, the broader plumbing industry and governments.
“The 130th anniversary of Master Plumbers is a great opportunity to reflect on all of the Association’s successes and achievements along the journey – but we do so with one eye focused on the future and how we can continue to evolve our work to best serve our members and industry.”

Member news Vale Barry Cooper The Master Plumbers and Mechanical Services Association of Australia is saddened by the loss of Life Member and industry stalwart Barry Cooper. Barry was renowned as a significant contributor to the plumbing industry by all who knew him during a career that spanned seven decades. In addition to his wealth of knowledge specific to plumbing, Barry was also known for his business intelligence and was a respected adviser to many who sought his counsel, recalls good friend and fellow Life Member, Bill Durham. “Barry was a very knowledgeable man across many areas of plumbing and business and someone whom I respected a lot,” Bill told Master Plumbers. “He was also a very reliable confidant. “We shared a passion for plumbing and the need to provide quality training programs for the next generations of plumbers.”
Bill said Barry was keen to help others “take our learnings, like we did the plumbers before us, and build on them to propel our industry into the future. “During my time as President of Master Plumbers I was very keen to get Barry involved with the Association at Board level,” Bill continued. “It is the people of Barry’s calibre, with a passion for the industry and its development that enable our industry to grow the way we need it to.” From humble beginnings as a first-generation plumber, Barry grew his business Coopers Plumbing, to employ a team of almost 50 people. In the later years of business, Barry led his then family-run business into property development where they were able to sustain a very
