Editor’s Note LISA ROSS – Editor Welcome to the November/December edition of the Master Plumber Magazine Here we are, the last edition of the Master Plumber magazine for 2019, and I can’t believe how fast this year has gone and everything we have achieved! 2019 saw our largest attendance at the Plumbing & Gas Industry Awards as we celebrated its 20 th year, MPAQ launched its first consumer campaign video to promote the use of a licensed plumber, and our training team have been kept busy with some of the highest registration numbers we’ve seen for our statewide course schedule. The Master Plumber magazine has also seen some exciting changes this year with a fresh new look and a renewed focus on providing content that will help plumbing businesses grow and thrive. We have also worked hard to tell your stories, share your experiences, and celebrate your successes through interviews and profiles. I hope this has been something you have enjoyed reading! PERSPECTIVE I was very fortunate to attend and present at the 12th triennial World Plumbing Conference, which was held in Melbourne from 10 – 13 September this year. This event was presented by Caroma Smart Command, and it was hosted at the Melbourne Convention Centre. Over 500 Penny Cornah, Executive Director industry participants from 30 countries around the world attended this prestigious event. During a packed three days attendees explored the Four Pillars of Plumbing: Products, Participation, Protection and Practices, and spent time getting right into the detail during the breakout sessions on Legionella Management, Women in Plumbing, Backflow Prevention and Fire Protection. In my presentation for the Women in Plumbing session, I addressed the current state of women working in a traditionally male industry. You can read more about my session on page 25.

You Must Lodge your Financials to QBCC by 31 December 2019

I wanted to bring to you attention that Queensland has new laws designed to build a stronger, fairer construction industry. Annual financial reports have been introduced to check the financial strength of contractor grade licensees in Queensland. Annual reporting is mandatory and you may already have the information needed. All contractors must now lodge reports annually to the QBCC, by 31 December 2019. When you applied for your QBCC contractor-grade licence, you satisfied QBCC that you had the required working capital. The new laws mean you must now provide financial information each year. This is ‘annual reporting’. It is different to an ‘MFR report’ (given when you first apply or make financial changes to your licence). Annual reporting is easy to do online. If you are in the SC1 to 3 licensees categories, you will need to submit your financial information to the QBCC by 31 December 2019. If you don’t lodge you could be in breach and as a result have your QBCC licence suspended or cancelled. SC1 and SC2 licensees do not need to lodge any documents, you simply need to advise the QBCC of your key financial data by 31 December 2019 and outline the type of trading entity you are using to operate your business. Category 1 to Category 3 Licensees (turnover of $800K to $30M) need to lodge the following documents: • Profit & Loss Statement • Balance Sheet • Accounts Receivable and Accounts Payable listing QBCC is encouraging licensees to lodge electronically via their portal; however, they have acknowledged that you may also lodge by paper. Category 4 – 7 already lodged in April this year; however, they are also required to lodge financials by 31 December 2019. PRESIDENT’S MESSAGE Welcome to the final magazine for 2019, and what a year it has been. 2019 saw MPAQ heavily involved and representing our members in many different circles from World Plumbing Day, the World Plumbing Conference, the Plumbing and Gas Industry Awards, and too many industry committees to mention. Let me tell you, we are in good hands. As the President of MPAQ, I am privileged to see the inner workings of the Association and the Kent Vickers, President amazing staff that work tirelessly to ensure that all our members are represented at the highest level. This month, I would like to highlight the excellent work they do and the dedication they provide to our industry. MPAQ is broken into various departments and has a total of 16 full time employees. Each one of these individuals have a specific and important role to play in the success of the Association. Ernie Kretschmer is the manager of the Technical Services and Training departments at MPAQ. His team delivers over 30 professional training courses across the state each year and also provide unwavering support on legislative, regulations and general plumbing issues. Ernie has a wealth of knowledge on all things plumbing and has the respect of his industry peers. The Events, Communications and Membership teams are managed by Lisa Ross. The teams within these departments constantly amaze everyone with the outstanding level of the events run throughout the state, the professional management of the memberships, delivering valuable benefits and producing relevant communications for our industry. The team undertakes many projects and initiatives for the Association that improve our services to members. Lisa and her team continually search outside the circle for new ideas and better ways to engage with our members. Kym Campbell leads the Workplace Relations department and provides HR advice for all our members, no matter their size. Kym has an expansive knowledge of HR and advisory services from years of experience and is always available to provide guidance. As with any association there are internal roles that are never seen by the members but are vital to the overall running of the business. Megan and Cara oversee these staff and look after our financial accounts, and without them the organisation would not run so well. Every great team needs a captain to provide strong leadership and direction, and we certainly have that with our Executive Director, Penny Cornah. Anyone that is involved in the Queensland plumbing industry will know that Penny works tirelessly to represent, improve and protect our members and our industry. She spends countless hours on committees, boards, special Government taskforces and industry groups to make sure our members are represented and our voice is heard. On behalf of myself and the Council, I would like to sincerely thank all the staff and our Executive Director for their extraordinary efforts this year. As this is the last magazine for the year, I would also like to wish all our members a safe and prosperous Christmas and New Year. NEW REGULATOR APPOINTMENT VOWS TO PROTECT QUEENSLANDERS An award winning and prominent builder with a lifetime’s experience and expertise in building and construction has joined the Queensland Building and Construction Commission (QBCC) as the new Assistant Commissioner – Technical.

AUSTRALIA’S FIRST NATIONAL CAREERS AMBASSADOR ANNOUNCED Scott Cam will inspire the next generation of tradespeople in his new role as Australia’s first National Careers Ambassador. Mr Cam will highlight how practical and technical training can lead to high paying and fulfilling jobs, while also working with the National Careers Institute, alongside government, industry, education providers, career advisors, parents and employers to improve career options. “For many years going to university has been the default expectation imposed on our young Australians, but it’s not the only path to rewarding and successful employment. It’s time we broadened our view and recognised the many other successful avenues available to young Australians and talked about the opportunities in fast growing industries like health and construction through technical and skills education.” The Morrison Government is committed to creating more than 1.25 million jobs over the next five years, and alongside that goal they are rolling out a $100 billion infrastructure investment. SAFETY AUDITS OF PLUMBING BUSINESSES PERFORMING ELECTRICAL WORK Plumbers who perform electrical work under their QBCC trade contractor licence are deemed to hold an electrical contractor licence. The Electrical Safety Office (ESO) is auditing plumbers performing restricted electrical work as part of their business to ensure they are meeting their electrical safety duties. ESO audits all electrical contractors to ensure that electrical work is: • only performed by appropriately licensed workers; • performed safely; and • tested to ensure it is safe. The audits also cover requirements for energised electrical work, isolation and lock out procedures, and documentation and record keeping requirements. While compliance audits are a good opportunity to engage with an electrical safety inspector, they may also identify failures to meet some of your electrical safety duties. This will result in enforcement action, which could include statutory notices being issued. You will need to comply with these notices and inspectors will follow up to ensure you do. ESO shares audit findings with Master Plumbers’ Association of Queensland to provide feedback to the plumbing industry on emerging or common safety issues. Yvonne Pengilly has had an extensive career in the industry from subcontract brick and blockwork to a company director overseeing high end resort and Yvonne Pengilly, newly appointed multi-storey QBCC Assistant Commissioner apartment developments. Ms Pengilly has worked in all facets of the industry, including trade contracting, contract administration, project, design and development management, and she has held titles such as project superintendent, regional manager and company director. She is a licensed open builder and has held board positions with two state regulatory authorities and was an electoral committee member of Master Builders Queensland (MBQ). Ms Pengilly was awarded MBQ State Woman in Building 2013 and used this platform to establish Women in Construction FNQ, which successfully promotes the engagement of engineers, architects and builders in Far North Queensland through educational events. “I have seen the industry from all perspectives and have worked with people at all levels from across the State and further afield,” Ms Pengilly said. “My focus will be on continuing to deliver improvements in building performance and compliance as our construction methods and materials move into a future with new challenges, new technologies and new opportunities.” In her role at the QBCC, Ms Pengilly will be responsible for leading more than 200 staff, from across a range of teams that regulate building standards and quality. The role will also see her heading up the QBCC’s work to ward off serious building defects seen in southern states, such as with the Opal and Mascot towers. “QBCC inspectors are authorised to enter building sites, including high-rise construction sites, to conduct random inspections of building work. “Our inspectors can issue on-the-spot instructions to rectify well before a tenant sets foot inside in the building. “We will be using all the tools available to us, including the country’s toughest nonconforming building products laws, to reassure Queenslanders that our buildings meet standards and community expectations for safety.” If residents living in newly built high-rises, or other dwellings, have a complaint about defective work, they’re urged to contact the QBCC on 139 333. GUIDANCE ON THE USE OF APPROVED PLUMBING AND DRAINAGE FORMS The Plumbing and Drainage Act 2018 (the new Act), the Plumbing and Drainage Regulation 2019 (the new Regulation), along with a new Queensland Plumbing Wastewater Code began on 1 July 2019. New approved plumbing and drainage forms came into effect for the assessment and approval of plumbing applications made from 1 July 2019. What are Approved Forms?

An approved form is one that is prescribed or approved under an Act. Under section 152 of the new Act, the chief executive or commissioner may approve forms. Approved forms are commonly required for applications and other functions associated with the plumbing and drainage assessment, or approval process, to ensure compliance with plumbing laws. The use of approved forms assists local governments to administer the plumbing laws to ensure compliance with the relevant laws and codes, and promotes consistency for practitioners across local government areas.

Legislative Requirements

Under section 48A of the Act’s Interpretation Act 1954 (AIA), if a form is prescribed or approved under an Act, substantial compliance with the form, rather than strict compliance, is sufficient. What amounts to substantial compliance depends on the individual form and its requirements for the completion as set out in the relevant provisions of the legislation. As primary receivers of forms under the new Act, local government and the Queensland Building and Construction Commission (QBCC) are

responsible for determining whether a form is substantially compliant or not. Each decision will be made on a case-by-case basis. Anyone lodging a form on the basis that it is ‘substantially compliant’ should consider consulting with the recipient to ensure they will accept any change.

Which Approved Forms Should You Use?

The trigger for which approved forms to use and the assessment and inspection regime enforced by local government is determined by the date of the original permit application. If the application for the permit for plumbing and drainage work is lodged: • On or after 1 July 2019—use the approved forms for the new Act. The work will be assessed and inspected in accordance with the new Act. • Before 1 July 2019—use the approved forms for the repealed Act. The work will be assessed and inspected in accordance with the repealed Act.

Applicant’s Ability to Adapt Approved Forms

Local governments may accept an applicant’s version of an approved form (hardcopy or electronic) if they consider the form substantially complies with the requirements under the existing plumbing laws and conforms to their operating/technology requirements. LICENSING CHANGES FOR AIR-CONDITIONING AND REFRIGERATION New licensing requirements for mechanical services trades have been introduced to better protect the health and safety of Queenslanders. Improperly installed and maintained heating and cooling systems can lead to dangerous bacteria growing and spreading through systems in facilities such as aged care, hospitals and shopping centres, among others. For this reason, licensing for mechanical services trades has been changed to reflect the important and specialised skill involved in this work. Previously, this work could be performed up to the value of $3,300 without a specific mechanical services licence. After 1 January 2020 it will be illegal to carry out work of this kind, to any dollar value, without the correct refrigeration, air conditioning and mechanical services (limited or unlimited design) licence. A new medical gas licence will also be created. There are around 2,500 people currently licensed to carry out mechanical services work in Queensland, and there will be no impact for those people who will automatically transition to the new licence with no additional fee or paperwork required. Until 1 January 2022, employees will not need to be licensed if their employer holds the appropriate licence. Other licensees who complete incidental work under the $3,300 threshold, for example builders, plumbers or other trades, will need to hold the full licence to continue the work from 1 January 2022. LEAD IN PLUMBING PRODUCTS FORUM On 23 May, an Australian Building Codes Board (ABCB) Forum on the subject of lead in drinking water and plumbing products was held to facilitate discussion with representatives from various sectors of the plumbing industry. Representatives of manufacturers, suppliers, designers, installers, and health officials, and representatives from relevant Standards Australia technical committees, attended the forum to share their insights on topics including: • the allowable lead content in both drinking water and plumbing products in contact with drinking water; • potential options to further reduce lead levels in drinking water; and • the potential impacts of these options on industry.

Background of the Lead in Plumbing Products Forum

The ABCB has conducted work over the past 16 months to examine the possible contribution

GAS CERTIFICATES, PLATES AND NOTICES When carrying out gas work, you will need to use certain certificates, plates and notices. Gas System Compliance Certificates and Plates

When you complete an installation you must: • give the owner or operator of the system the original copy of the gas system compliance certificate. • attach a gas system compliance plate or update the existing plate with the work you carried out. The plate shows the history of gas installation and who undertook the work. • if the system is supplied with fuel gas by a distribution system or fuel gas network, give the operator of the system/network the second copy of the gas system compliance certificate (within five business days after completing the installation). • retain the third copy of the gas system compliance certificate for your records for at least three years.

Defect Notices

If you have any safety concerns about a gas system you are working on, you must give the owner or operator a defect notice. If you believe there is an imminent risk of material harm to persons or property, you must also: • take appropriate measures to avoid, eliminate or minimise the risk; and • immediately report the risk and measures taken by calling: • the operator of the distribution system or fuel gas network; and • the Petroleum and Gas Inspectorate. You do not need to give a defect notice if action is taken to immediately remedy the safety concern (e.g. you carry out gas work to immediately remedy the concern).

Gas Inspection Certificates

If you inspect, alter or install any part of a gas fuel system (in a vehicle, vessel or stationary engine), you must: • give the owner or operator the original copy of the gas system inspection certificate; • attach an identifying label for the gas fuel system; and • retain the copy of the gas system inspection certificate for your records for at least three years. of lead in drinking water from plumbing products. This is in response to reports of lead levels being detected in water at concentrations higher than those prescribed in the Australian Drinking Water Guidelines, which provides guidance to water regulators and suppliers on monitoring and managing drinking water quality. To investigate the issue further, the ABCB commissioned the Macquarie University to conduct a literature review to determine to what extent plumbing products and materials contribute to lead levels in drinking water. The review resulted in the Lead in Plumbing Products and Materials Report, which confirmed that components containing lead that are used in water supply and plumbing systems can leach lead into drinking water.

Where to From Here?

Information gained through industry consultation will assist the ABCB in the development of options for further consideration via a Regulatory Impact Statement (RIS) to determine the impacts, costs and benefits

of a reduction in the allowable level of lead in drinking water. Additionally, the ABCB is consulting with enHealth and other experts to establish the range of health benefits likely to arise from any change. QLD MEN’S HEALTH REPORT CARD 2019

Still Dying Younger

According to researchers at the University of Canberra, the majority of Australians support equality between men and women but are concerned that men and boys are increasingly excluded from measures to improve gender equality. The solution to this problem is not to stop working to improve the lives of women and girls, but to increase our efforts to tackle the issues facing men and boys. Research shows that our sons are less educated than our daughters. Our brothers die younger than our sisters. Our fathers are more likely to die at work than our mothers. Our male friends are more likely to die by suicide than our female friends. The 2019 Men’s Health Report Card for Queensland highlights 10 key areas where men and boys are not faring as well as women and girls. Australia is one of the world’s healthiest countries, yet men die six years younger than women on average, and men in Queensland are dying younger than men in Victoria, South Australia, New South Wales, the ACT, Tasmania and Western Australia. The good news is that the average age of death for men in QLD has risen by 1.1 years in the past decade, from 76.7 years in 2007 to 77.8 years in 2017 and looking to the future, the life expectancy of boys born in QLD in 20152017 is 80 years.

How Did QLD Rate?

When compared with other states and territories, the 2019 Men’s Health Report Card ranked QLD sixth out of eight. This rank takes into account the areas that men are faring worse than in other states like heart disease, cancer, suicide, workplace safety, fatherhood and education. By working together to improve the lives and health of men and boys, we can build on this position and help create a healthier future for everyone in Queensland. HEART DISEASE - AS TOLD BY BOB KIMLIN It all started with my father passing away in June 2017. Unfortunately, he was behind the wheel and suffered a heart attack, which inevitably resulted in cardiac arrest— basically immediate death. On a visit to our family doctor he suggested I have a CT coronary artery scan, which led me to attend the appointment in July. According to the medical fraternity, a score of 100 – 300 is Bob Kimlin accepting his MPAQ 20 a moderate calcification; however, year milestone certificate my results showed a score of over 4,308. The radiology department tried contacting the doctor straight away to pass on the results, and I was then referred to a cardiologist for further tests, an ECG and echocardiogram. I was booked in for surgery with a cardiothoracic surgeon within the week for a triple bypass. On the day my wife, Tina, signed me over to the hospital staff, but within 30 minutes they contacted Tina to advise that I now required a quadruple bypass and an aortic valve replacement. Andy, my doctor, was really clear in his advice and instructions to Tina; however, a

decision had to be made as to what type of valve was to be used, a bovine or mechanical. So Tina asked the doctor: ‘What would you do if it was your father?’ He said mechanical; however, consideration needs to be taken with it as the patient must be on Warfarin for the remainder of their life. So they went with a mechanical valve, which is like a butterfly valve, a 25mm one in fact. The surgery took approximately five hours with me being placed in intensive care for three days and spending a total of 10 days in hospital. Many friends and work mates called in for a visit to the hospital or rang for a chat when I was up to it, which definitely improves your mindset. My last visitor in hospital, Mark Franzman, from Franzman Plumbing, whom I have known since he was an apprentice, was right on time. We had a good chat, and he helped Tina get me and my belongings to the car – thanks Mark! Throughout the whole ordeal, I had concerns for my mother considering that she had just recently lost her husband of 67 years and was now watching her son go through heart problems and surgery. Tina was by my side, supporting me with communicating information and results, as well as bringing mum up to the hospital every day. My take away from this is to never assume that you will not be affected by heart disease. It is important for everyone to touch base with their doctor and inform them of your family history. Be aware of the symptoms of heart disease and remember that they can be different from male to female and it doesn’t discriminate on age.

A balanced diet is important because your organs and tissues need proper nutrition to work effectively. Without good nutrition, your body is more prone to disease, infection, fatigue, and poor performance. There’s no better time than the present. Making small changes gradually will help make the changes seem less intrusive and easier to manage. Dealing with one small thing at a time allows you to focus on each change individually, see the difference it has made, and let it become an ingrained habit.

PROSTATE CANCER - AS TOLD BY HARLE GALL Cancer, predominantly prostate cancer, runs in my family and is a heavily genetic disease that has unfortunately taken the lives of a number of my family members including my great grandfather and grandfather, with my father also recently being diagnosed himself. As I knew there was a very high chance that I was next, I started going to get regular check-ups from the age of 35. My Harle with his family GP was great, and noticed that my prostate specific antigen (PSA) test results were elevated more than they should be for a man of my age. As time went on, he became concerned with these results and referred me to a specialist. He too wasn’t comfortable with the PSA level and suggested I should go for an MRI and biopsy even though they both believed I was too young for it to be cancer. Unfortunately, it came back cancerous. From here it was a bit of a whirlwind, as it was only three months between the diagnoses and surgery,

which was a quick turnaround thanks to private health insurance. As the cancer is a lot more aggressive in younger men, and I was only 37 at the time, a radical prostatectomy was the best option. Luckily it was caught early, and I was able to receive the robotic surgery option. However, this delicate procedure isn’t available in all hospitals in Australia. It is also quite costly and is not covered by Medicare. There are some side effects that come from surgeries like this, but I was lucky enough to come out of it relatively unscathed—with the exception of not being able to attend Splendour that year! After a 12 month recovery and a fair few six monthly check-ups later, I have been clear for two years. I know a lot of young blokes think it’s this big ordeal with a finger up the bum, but it’s not. It’s mostly a blood test, which takes half an hour out of your day, once a year and it could save your life. Don’t think it’s only for old blokes, get checked and get checked early.

THE NINJA PLUMBER SETS SIGHTS ON

MT MIDORIYAMA How would you describe your experience on Ninja Warrior?

Ryan Solomon is the Director of Solomon Plumbing in Brisbane, but many people will know him as the Ninja Plumber who has battled some of the toughest obstacles on Channel Nine’s Australian Ninja Warrior. Ryan told us what it was like to compete on the show, his plans for Season 4, and how he battles to stay dry as both a ninja and a plumber.

Why did you choose plumbing as a career path?

I am proudly the fourth generation of Solomon family plumbers. I grew up working with Dad on school holidays, so that experience made it an easy choice after school, where I started my apprenticeship at the end of 2005.

What inspired you to start your own business?

In 2011 I decided to start out on my own. I liked the idea of the freedom and independence that came with working for yourself. The reward of completing a job well and getting paid, along with the recognition for your hard work by your clients, has been my driver ever since.

Do you enjoy working in the plumbing industry?

Yes, I enjoy all aspects of plumbing work. For me there is a great sense of pride in completing a job to the highest standard. I am very fortunate to work for some incredible builders and architects that produce some stunning high end and boutique builds; to be a part of that level of work is what I love most.

What value have you found in your membership?

I joined MPAQ prior to putting on my first year apprentice. Having never had an employee before, I wasn’t quite across what was involved. The MPAQ team were very helpful in helping me understand what was needed and helped me get on the right track. Access to the standards online and on the go has been great value for me also.

What inspired you to sign up for the first season of Australian Ninja Warrior? My mum actually sent me the link for the first season. She has always been a fan of the American series, and I hadn’t seen too much of it apart from a few YouTube videos. She really pushed me to apply; given the active lifestyle I was living, she knew I had what it would take. So I filled out the application and the rest is history.

What inspired you to return for the second and third seasons? After dragging my wife along to all my ninja training sessions for the first season she ended up joining in. I knew she would have what it took to make Season 2 so we both upped our training and managed to make it through to the course. Amie did so incredibly well, even making it further than some Season 1 finalists. I didn’t get as far in Season 2 as I had hoped, which only gave me more motivation to train hard and make it back for Season 3.

My Ninja Warrior experience has been amazing. Definitely the highlight was being able to compete alongside my wife and cheer her on from the sideline last year. I’ve had the chance to meet some great people and experience some great opportunities from the show, such as being a part of the Channel Nine Children’s Telethon, visiting the brave children who were unwell at the children’s hospital and being able to raise money for such a great cause.

What is your training regime like and how does it fit with running your business?

Training for Ninja is super intense. I always have to go into the competition knowing I gave 100% in the lead up. From about eight weeks out I train twice a day: early mornings at my functional training gym, FitStop, and again in the afternoon training at a ninja gym, running some obstacles or working on my ninja specific training like bouldering. Running my business is super tough through that training period with juggling getting my jobs done and the admin side of the business, which usually has me on the computer until late in the night.

Does your Ninja Warrior training benefit you on the job?

Physically for sure, as being a plumber has many physical aspects to the job. Mentally, in Ninja you learn to focus on the obstacle you are on and not rush ahead, so this helps in my business by focusing on the job I am on, and also hoping, like in Ninja, I make it through to the end without getting wet!

Having made it to the second stage of this year’s grand finale, do you think you’ll be back next year to try to take on Mt Midoriyama? My wife and I have just had our son River Rye Solomon, so next year I want my wife and River to watch me from the sidelines as I get up Mt Midoriyama and take home the title of Australian Ninja Warrior Season 4.

MPAQ has partnered with Austworld, Barber Bros & Co, and the Gold Coast SUNS to create the Plumbing Bros team, raising funds over the month of November for men’s health through the Movember Foundation. We put the call out to all members to consider joining team Plumbing Bros to help raise much needed funds for projects focused on prostate cancer, testicular cancer, mental health and suicide prevention.

The Plumbing Bros team is aiming to raise a combined total of at least $2,000, and there are prizes up for grabs for those competing, including the largest fundraiser, the most creative moustache, the most impressive moustache, and amateur growth. The prizes include an AFL jersey and ball signed by the Gold Coast SUNS. At the end of November, the Plumbing Bros Movember Challenge will be wrapped up at the Plumbing Bros Mo-ment Event. FROM OLYMPIC GOLD TO GOLD COAST PLUMBING We caught up with MPAQ members Tate Smith and Jacob Clear, Olympic Gold medallists in London 2012, to learn more about their achievements and why they chose a career in plumbing. Every four years, thousands of athletes from all over the world compete in the summer Olympics, the world’s foremost sports competition with more than 200 nations participating. Australia have a proud history in the Olympic Games and, alongside Greece, are one of only nations to have participated in every summer Olympic Games since they were first held in 1896. For the 2012 Olympic Games in London, Australia was represented by 410 athletes in 23 sports, leaving with a total of 35 medals, eight of which were gold. The world renowned Eton Dorney course yielded one of Australia’s few gold victories as kayakers Tate Smith, Jacob Clear, Murray Stewart, and David Smith powered to the top of the medal dais in the Kayaking men’s K4 1000m. Of the 410 Australian athletes competing in the

Games, two MPAQ members returned home with gold medals around their necks. Tate Smith, owner of Gold Plumbing, competed in two Olympic Games (Beijing 2008 and London 2012) and Jacob Clear, owner of All Clear Plumbing and Gas, competed in three Games (Beijing 2008, London 2012, and Rio 2016). They both now run plumbing businesses on the Gold Coast, and they told us what led them to starting their plumbing careers and how it impacted their gold medal success.

The Early Years Tate Smith I started plumbing when I was really young. I left school when I was 15 in year 10 and started a plumbing apprenticeship in Sydney. I was in the Surf Club back then and a lot of the clubbies had trades. I probably wanted to be a chippie or a carpenter actually, but we had a lot of plumbers in our club, so they said they would give me an apprenticeship. I got into kayaking after the Sydney Olympics in 2000 and then that first year I made the under

23 team, but I did Surf Life Saving all the way through and some coaching too. Balancing kayaking and plumbing was always hard, but I guess plumbing is a good trade to do that. It keeps you fit and active if you’re digging all day or doing something similar. You can finish by 3pm so you can do your training in the afternoon, so it’s a good balance. I’ve worked for some really good companies who were supportive of doing sport and working together. If I needed a day off to attend a camp, they were really good. Jacob Clear When I was young I first wanted to be a carpenter, but at the time there wasn’t much going in that area. There was a rule that if I wanted to leave school at the end of grade 10, I had to have a job. My dad was a plumber, and I used to work with him in the school holidays, so I finished school after grade 10 and started an apprenticeship with my dad in 2000. I was always racing competitively in the Surf Clubs, but I didn’t take up kayaking until the end of 2006 or early 2007. I started kayaking because

pretty quick. Straight out of the water you get taken to the medal presentation. I saw my family up in the stands, but I didn’t actually get to see them until after that.

Tate Smith Winning Gold in London was huge. Everything leads up to Olympic Games, so it’s a big moment because you only get one chance to execute your race once every four years if you’re lucky. It was just a perfect day in London. You know when your stars align and everything is going well; everyone is feeling good, and the sun is out, which is rare in London. We were confident going into it because we nearly won the Worlds the year before, and we nearly broke the Olympic record in the semi-final, so we knew we had a really good crew. But that was nerve-wracking too because you know it’s so close but there are factors that can go wrong. It was such a close race. I think there was about 0.7 seconds between first and third place. There’s not much in it over 1,000 metres. I probably realised we’d won when we’d crossed the line. Because I sat at the front, I could sense that the other boats were drifting behind. You can’t look at where everyone else is, but I knew that we were definitely going to be close. Jacob Clear I didn’t really see much of our win because I was in the back of the boat, so I was watching the guys in front and staying in time. If you look off to the side you can throw everyone in the water. You could kind of get a feeling that we were in front but out of your peripheral vision you can only see the crews in the lanes next to you, so you don’t know what’s going on across the course. Crossing the line, you felt relief more than anything. I didn’t think I was going to make the finish line because you put everything into it, but once we knew we’d won, it took the pain away

Tate Smith Because there were only eight gold medals won by Australia at the London Olympics, which was really low for Australia, the media was a bit of a whirlwind. We got one hour to spend with our family and friends, and then it was a full on media circus. We were getting phone calls from radio stations and television interviews. I think the race was at about 10am, and we didn’t finish with the media until about 3am. When we got back home, we probably continued to get invites to events for about six months after the Games, including the Melbourne Cup and AFL Grand Final. We got to do all the Olympic parades across the Country, so we got home and then literally went from state to state, which was great because you want to make the most of your experience, show your medal to the fans and kids, and promote the sport. It was hard when the post-Olympic buzz died down because you know that it will probably never happen again, but in our sport it isn’t hard to get back into the swing of things because we’ve come from a background of digging holes and working from such a young age, and we were in the limelight for a short time. I only started my business recently. After racing, I had opportunities to go to university and study construction management at Bond, and then I went into civil infrastructure and worked as a project engineer, but I wasn’t as hands on. I decided it was time to make a change and get back to plumbing. I’ve been sub-contracting while building up my own work. I love being back plumbing. It’s been one of the best decisions

it’s similar to ski paddling in the Surf Clubs, and originally I started it to get better at ski paddling as the nationals were going somewhere that was renowned for being flat with no surf. I started getting better results in kayaking and kept going with it. I was fully qualified in the trade before I took up kayaking, and I used to train six times a week paddling, plus three gym sessions as well. So it was pretty full on while working full time plumbing as well. I worked in my dad’s business all the way through, taking time off to go away and race, but when I was at home I was working with him full time. I was lucky to have a good boss, so I could work flexible hours to fit my training in.

After the Race

Tate Smith My first Olympics was in 2008, and it was a really big experience. We got to do the opening ceremony and being in Beijing, which is such a huge country, it was pretty full on. We were all pretty young, so we learned a lot from those Games—things not to do and things to do better. We finished in 10th place in that race but we weren’t too far off where we needed to be; however, if you’re one or two seconds off that, it can be the difference between getting a medal and coming last. Jacob Clear It was pretty cool. You don’t really think of it as such a big thing until you actually arrive there because you’re busy with training and everything else right up to that point. My first Olympics in Beijing, I was nervous, but then coming into

I’ve made, just being outside and being physical again. I didn’t really have the time to maintain an active lifestyle when I was in civil, and it wasn’t a great work-life balance for me. I haven’t really had the chance to paddle or train much in the last few years and that was probably one of the reasons I said I need to get back to what I love doing. Jacob Clear After the Olympics, I was pretty much straight off the plane and back to work the next day. I don’t really like sitting still too much. I like to keep busy, and it helps with jet lag and getting grounded again. I worked for my dad until about a year and a half ago, and when he retired I took the reins. I like the social aspect of plumbing, and I have a

lot of family members who are plumbers. I’m now in a place where my focus is on plumbing and not split between training and working, which means I have time to spend with my daughter.

A Career in Plumbing and Competitive Sports Tate Smith There are a lot of benefits in doing plumbing because you earn an income while you learn. A plumbing career gives you balance but also teaches you discipline and resilience, which is relevant to sport. Plumbing is a great option because you have the flexibility of being able to finish off a job, go overseas for a competition and then pick back up again when you return. If I’m ever in a position to take on an apprentice, I’ll be

straight down to the Surf Club and getting one of those guys because they’ve got a great balance: they’re fit and active kids, they train hard, and they’re resilient and disciplined. They’re the sort of people you can rely on and want in your team. Jacob Clear It really comes down to having an understanding boss that can have that little bit of flexibility. It’s also good from a physical perspective as the strength you build up in training is useful on the job. There are skills that someone who competes competitively can offer in a plumbing business. You have a competitiveness that means you’re always looking to better yourself and be more efficient, which is great in this industry.

TRAINING

BEENLEIGH TRAINING FACILITY IS NOW OPEN On 28 November 2016, The Plumbing Industry Climate Action Centre (PICAC) and key industry stakeholders acquired property in Beenleigh, Logan, on which it planned to site a new fit-for-purpose Industry Training Centre. Once completed, The Service Trades College Australia (STC), Fire Industry Training and CEPUTEC would relocate from Salisbury to the new training facility at Beenleigh. PICAC Beenleigh serves as an industry focal point and centre of excellence. It’s a definitive point of reference, a place where industry requirements and training delivery can be directly aligned and a real asset for Queensland vocational education and training. During 2018, building permit approval for the Beenleigh site was granted, and in early 2019, planning work on the technical aspects of the training centre’s design continued. Hutchinson Builders established an onsite presence in late February 2019, with demolition works making way for the enclosed sand pit, training tower and administration offices in March. 30 August 2019 was set as the ambitious target for handback of leased facilities at Construction Training Centre (CTC) Salisbury. Ensuring no disruption to employers or students occurred during the move was the main guiding principle in deciding how best to undertake relocation. Class schedules were critically reviewed and extensive consultation and communication undertaken to inform industry of the planned move period. On 29 July 2019, the College closed for training and over the next five weeks, relocated all tools and equipment to Beenleigh, made good and handed back the leased CTC area, and established administration and training capability at Beenleigh.

Stage 1 works were completed in late August, with Hutchinson Builders handing the site back to STC on 30 August 2019. Following a short two week unpack and reestablishment period (undertaken during the last two weeks of the construction build), Beenleigh successfully opened for training on 2 September 2019 with five apprentice classes commencing training at the new training centre. Four plumbing, seven fire protection and two poly welding courses have been conducted since the doors opened on 2 September. Despite many challenges, and with a tremendous amount of exceptional teamwork, all set targets were achieved safely and on time. The response from industry towards the new training centre was exceptional with donations and discounts towards materials and products for Beenleigh valued at over $170,000. Phase 1 works, which includes delivery of the current Salisbury facilities training offering plus some additional safety courses, was completed on 30 August 2019 at a cost of $6,000,000. Three registered training organisations (RTOs) operate out of PICAC Beenleigh: The Service Trades College Australia (TSTCA), which specialises in the delivery of sanitary and mechanical apprentice training and some post trade courses; Fire Industry Training (FiT), specialising in fire protection training; and CEPUTEC, specialising in high risk and safety training. AUSTRALIAN-FIRST PROGRAM TACKLES DEADLY LEGIONELLA IN BUILDINGS In August, Master Plumbers Australia and New Zealand announced Australia’s first Legionella awareness training course for plumbers and apprentices to tackle the risk of deadly Legionella in water systems within buildings. Master Plumbers Australia and New Zealand requested Kelvin Slade, a Churchill Fellow, legionella specialist and owner of Slade Bros. Plumbing in Brisbane, to develop and deliver a train-the-trainer model throughout Australia. The Legionella Awareness course has been designed for plumbers and apprentices to further their knowledge about legionella risk in water systems within buildings. It approaches the subject of water safety and hygiene with a holistic perspective incorporating microbial, physical and chemical risks and practices associated with water distribution within buildings. The aim of the course is to enable attendees to gain an understanding of the recommendations of the health guidelines for Legionella control and aged care facilities and what is considered to be an awareness in treating the Legionella bacteria in building water systems. This knowledge will provide further awareness and allow attendees to undertake their roles and duties in respect of water distribution systems with a greater emphasis on the safety of residents, patients and staff. PLUMBER WHO OFFERS FREE SERVICES TO ELDERLY AND DISABLED RECEIVES £80K IN DONATIONS

A UK based plumber who went viral for offering free services to elderly and disabled customers has received almost £80,000 in donations for his acts of kindness. James Anderson made headlines in September after giving a 91-year-old leukaemia sufferer, who is on end of life support, an invoice totalling £0 for the repair of her boiler. The caring plumber was hired by the elderly woman’s daughter, who explained her mother’s situation. Anderson then visited the house twice a day to depressurise the boiler and keep it working before fitting a new part. Though the work should have cost around £480, Anderson said he “didn’t want to put any more stress on the family’s situation”, so he decided not to charge the customer.

After news of the plumber’s generosity was shared online, people from across the world began sending donations to Anderson’s not-for-profit company, Depher. The organisation was set up in 2017 and carries out plumbing work free of charge for elderly and disabled customers. According to The Sun, Anderson, from Burnley, said he has received £79,767 from kind strangers. The donations can go towards helping the company pay off the debt accumulated for their not-for-profit work, as well as allowing Depher to increase the amount of help they offer, which extends from free to discounted service. While the news of Anderson’s kindness is allowing him to expand in his local area, the concept has also been picked up by companies across the world. “People are talking about doing it in America, France and Australia, and they’re all going to contact me to get advice and guidance as to how to do it in their countries,” says Anderson. The 91-year-old customer and her daughter are just one of over 2,000 families Anderson and the Depher team have assisted through their generous initiative, helping out with everything from gas leaks to possible gas explosions, carbon monoxide leaks to faulty boilers. Despite completing his work for the elderly woman, Anderson has said she is now part of the Depher family forever. TERMINATION OF EMPLOYMENT – DOWNTURN IN BUSINESS Over the past six months the MPAQ Workplace Relations team has experienced a high number of calls from MPAQ members requesting assistance with termination of employment due to the downturn in business in the plumbing industry. The Workplace Relations team are finding that members are actually waiting until they have no work for an employee before making Kym Campbell, Senior the decision to downsize. The team has listed Human Resources Advisor, MPAQ steps that your business would need to take when downsizing: • If the business is experiencing a downturn in work, ask employees if they are willing to take annual leave and/or RDOs. • Once a decision to downsize is made, look at what skills, knowledge, endorsements, etc. that the business needs moving forward. • When a position has been deemed an excess to the business’s operational needs, you will need to meet with the employee in that position and explain to them that due to operational needs of the business

‘TIS THE SEASON TO BE JOLLY… …But just how jolly is considered acceptable when it comes to office Christmas party conduct? Office Christmas parties are a great way for employers to reward and thank their employees for all of their hard work throughout the year. It is an opportunity for colleagues to relax and unwind, to get to know each other better and form stronger working relationships. However sometimes this is not the case. Research shows that nine out of 10 employers have experienced HR horrors following an office Christmas party, with unsavoury behaviour resulting in employees facing either a disciplinary action or even dismissal. Below are five tips to consider to ensure your office Christmas celebration is an evening to remember (for all the right reasons): 1. Remind your employees that they are representing your company at your Christmas party. Prior to the event remind employees of the company’s policies and procedures and that they will be representing the company at the function. 2. Don’t let anyone drink too much. Avoid providing unlimited drinks, ensure there is food provided and limit drinks provided. If alcohol is to be provided ensure that employees have a safe way of getting home from the event. 3. Ensure that employees are made aware of the standards of behaviour that are expected of them prior to the event. 4. Hold the event away from the work premises. People tend to be more relaxed when they are out of the work environment; however, research your venue options and look at any potential health and safety risks or hazards. 5. Have Fun! HIGH COURT DECLARES THAT MUTUAL RECOGNITION SCHEME MEANS WHAT IT SAYS Mr Andriotis’ Application for Registration in Victoria

Mr Andriotis was registered as a waterproofer in New South Wales. In his application to be registered in New South Wales, he had claimed to have certain work experience. Some of those claims were false. When Mr Andriotis applied to be registered in Victoria under the mutual recognition scheme, his application was refused. The relevant Victorian authority took the view that the provision of the untrue information to the New South Wales registering authority meant Mr Andriotis was not of good character, which he would have been required to demonstrate had he applied for registration under the Building Act 1993 (Vic). The Victorian Building Practitioners Board sought to suggest that the Board had a residuary discretion to refuse registration. This argument was accepted by the Administrative Appeals Tribunal but was rejected by the Full Federal Court.

The High Court Appeal In today’s economy and with an increasingly mobile workforce, the mutual recognition scheme is more important than ever. A recent High Court of Australia decision (Victorian Building Authority v Andriotis [2019] HCA 22) has shed light on the right of a person to be registered in a new State in relation to their chosen occupation. What is the Mutual Recognition Scheme? The mutual recognition scheme was created by the Mutual Recognition Act 1992 (Cth) (Act). The scheme provides that a person who has been licensed or registered in one state or territory can apply to be licensed or registered in another state or territory for an equivalent occupation.

The High Court dismissed the appeal. The Court stated that the basis of registration in the second State is, as is clearly articulated in section 20 of the Act, the registration in the first State and the giving of a relevant notice. In that regard, the Court accepted that the registering authority in the second State had no discretion to refuse registration.

Considerations

Whilst this case reinforces the idea that a person is entitled to registration in a second State, there is a significant sting in the tail because the High Court accepted that once a person is registered in a second State, then that second State can regulate the conduct of that person within their occupation. For example, the registering authority in the second State can take disciplinary action against the person if that were warranted. If a person gave false information to an authority in the form of a statutory declaration in their home State, the registering authority in the second State might take disciplinary action against that person. Put simply, they might have to register you, but they don’t have to let you do as you please. We observe that if disciplinary action were taken in the second State, then the consequences of that disciplinary action would flow back to the licence held in the first State. Consequently, New South Wales authorities could potentially use disciplinary action taken in Queensland as a basis for cancelling a New South Wales licence.

The Apprentice Tradestart Award, presented for the first time this year, was established to help an apprentice who would not receive the normal range of funding to achieve success. DRAINAGE SYSTEMS AND COMPLIANCE OF REGULATIONS Plumbing and drainage have a number of important regulations to adhere to, without which major problems can be caused for the projects they are integrated in. Minimum outlet size requirement is an important element of plumbing regulations as a drain with too small an outlet for wastewater will not be compliant. Load prescriptions are another vital aspect in construction standards related to drainage. For example, a drain with a pedestrian load classification could not be used for a project where the drain will be put under vehicle access – which varies from light to large vehicles. In such cases, even if the product itself is conforming, used in the wrong application, it will be deemed non-compliant and has the potential to jeopardise the entire project. Drainage systems should not only be able to withstand frequently occurring actions, but also “a number of extreme, but expected, events”. Access and mobility is also integral to the success of drainage systems. The Australian Standard Design for access and mobility provides building professionals with the minimum design requirements for new building work, to enable access for people with disabilities. In terms of drainage, this addresses a number of elements such as slip resistance. Systems can be designed to make areas completely accessible. STEP 2: We will jet the blockage, take photos of the blockage before and after clearing, provide a comprehensive report identifying the location and depth of the blockage on photos and finally sterilise the site.

THAT’S A WRAP FOR 2019! This year MPAQ held over 40 events and 38 training courses throughout Queensland, making sure we travelled far and wide to deliver to all of our members. We’ve had one of the best years and have celebrated some major milestones, including our 20 th year of the Plumbing and Gas Industry Awards, which involved nearly 600 attendees, 18 award categories, one mirror man and plenty of hand clappers. In 2019 we also introduced some regular webinars and workshops to cover a range of topical HR and technical issues. Another first was our Fraser Island 4WD Trip that we held in August, which saw families come together for the weekend to relax and enjoy the stunning beachline of Fraser Island. It’s been a very successful year for MPAQ and we are excited for 2020, so keep an eye out for the release of next year’s events! The training team has been just as busy with some of the highest registration numbers for the courses of Backflow, Backflow Revalidation, and Gas units. We also saw the creation of a training video, which features one of MPAQ’s trainers, Kelvin Slade, and Technical Services Manager, Ernie Kretschmer. They speak about the importance of completing these accredited and non-accredited courses and furthering the education of plumbers and gasfitters in the industry. The 2020 training calendar has now been released and includes the new Legionella Awareness course. WALKER FAMILY CELEBRATES MILESTONES MPAQ member, Roy Walker of Roy Walker Plumbing recently celebrated 52 years in business with business associates, friends and family at the Atherton International Club. Mr Walker started his plumbing business in 1967 at Dimbulah with business partner and plumber Leni Buljubasich, serving the local community and maintaining extensively the machinery requirements of the tobacco industry. In 1969, Roy moved to Atherton and started his present business, now in the second generation with son Trevor Walker. Mr Walker paid tribute to the efforts of employees, suppliers and business associates in the advancement of the company. The celebrations made mention of the humble beginnings with the one ton Datsun truck pulled behind the 13ft caravan and attached to the plumbing workshop in Dimbulah, with the plumbing business now situated at 45 Tolga Rd, Atherton. Mr Walker recalled many events over the 50 years in which he and his business partner and wife Phyllis endeavoured to achieve business excellence. Roy and Phyllis celebrated their golden wedding anniversary at the event with their bridal party in attendance. The Walkers have two daughters Laurelle and Alison, son Trevor, and 10 grandchildren. Mr Walker paid tribute to the large contribution the Tablelander and Radio 4AM had made to the success of their plumbing business. Participation in the Atherton Maize Festival procession over many years with Roy’s prize-wining floats provided many happy memories of this community event. Mr Walker achieved runner-up in the Industry Leadership Award at the Plumbing and Gas Industry Awards in 2017 and he was the Australia-wide Face of Caroma, the manufacturer of quality plumbing products. He has been committed to the training of skilled tradespeople and has trained more than 15 apprentices in the plumbing trade. He paid tribute to the continuing support of the local community and, in appreciation of its support, made a donation to the Atherton RSL sub-branch.

JACKRHON PLUMBING CELEBRATES 25 YEAR MILESTONE Toowoomba based MPAQ member Jackrhon Plumbing celebrated their 25 years of MPAQ membership this year. Jackrhon Plumbing was founded by Alan “Jacko” Miller and his wife Rhonda. While the main source of their work comes from new homes, they also do all forms of plumbing and gas fitting work, from new homes, renovations, and maintenance to small commercial jobs. Currently Jacko and Rhonda are the only ones working in the business, with Jacko on the tools and Rhonda looking after the administration side of the business; however, over the years the number of staff they have employed at a single time has increased and decreased depending on the situation of the industry at that time. “As a better time management strategy on job sites, we diversified into excavation, which has also filled in gaps when it has been slow,” Jacko said. Jackrhon Plumbing is particularly proud of the relationships they have built with their customers and the positive feedback those clients give them. Jacko said, “When clients take the time to send personal

letters or messages to say they are pleased with the result of all the aspects of their job, it reiterates why this company is still here.” Another proud moment in the company’s history was when their son Jarron, who was the last apprentice they trained, won the 2014 Apprentice of the Year at the Plumbing & Gas Industry Awards. Jacko also said that their MPAQ membership has been extremely helpful to the business. “MPAQ membership is great, especially when new regulations are being implemented, legalities of the trade that arise, advising fair work wages for our staff, and up to date advice on those grey area technicalities to ensure the company is always working within the plumbing industry guidelines.” What are Jackrhon Plumbing’s goals for the future? Well, Jacko will continue to provide a professional service to their clients and Rhonda is going to plan more plumbing related travel while waiting for Jacko to retire.
