Editor’s Note Emma Clarke Editor How many sleeps until Christmas? Does anyone else shudder at the mention of that sentence?
Foyer Printing P: 07 5598 1005 E: info@foyerprinting.com.au
It feels like it was only just July and now we are in November, reflecting on the year’s achievements and planning for a bigger and better 2016. Speaking about 2016, I am moving on from the Master Plumbers’ Association of Qld and as such this will be my last issue as Editor with you all. It has been an absolute pleasure to bring you the Master Plumber Magazine each bi-month, this is a fantastic industry and Association to be a part of and as such I am sad to say goodbye. It has officially been an entire year that I have had the pleasure of putting this publication together. I hope you have enjoyed the small changes we have introduced along the way.

Perspective Penny Cornah Executive Director
Can you believe Christmas is almost upon us? This year has flown by very quickly. 2015 has been a huge year for MPAQ and I would like to just reflect on the year.
MPAQ has been working with the Palaszczuk government, in particular with the Minister for Housing and Public Works, the Hon Leeanne Enoch MP. This is in regards to their 100 day election commitment to rectify an oversight by the previous government by re-establishing the requirement for plumbers to perform the installation of water meters.
The Queensland Government also announced that they will re-establish a dedicated plumbing industry regulatory body to take over the plumbing and drainage responsibilities within the QBCC called the Service Trades Council (STC). The STC will provide a voice for the plumbing and drainage industry, contribute to national policy development and promote high levels of professional competence for plumbers and drainers. MPAQ has been given the opportunity to hold a position on this Council and we look forward to being apart of this. Apart from lobbying and representation our Association has been active in a number of other areas.
We saw an increase in the number of events and activities this year. We hosted a breakfast panel on 11 March to celebrate World Plumbing Day at Victoria Park Golf Club. This sell out event of over 350 people included the Premier along with the Treasurer and two Ministers.
MPAQ has also held a number of golf days including Brisbane, Toowoomba, Rockhampton and Gold Coast. We have also hosted ten Plumbing Industry Panel & Expo (PIPE) events throughout Queensland. The Annual Plumbing and Gas Industry Awards night headed to Brisbane’s Hilton Hotel to celebrate its 16th year on Friday 24 July. Hosted by the Association the night highlighted the elite within the industry focusing on high quality work, knowledge service and contributions by individuals, apprentices, plumbers, gasfitters and hydraulic consultants with a total of 17 awards being presented on the night. We sent out a survey earlier this year to find out the biggest challenges that you face within your business, to see the results visit page 35. These results prompted us to trial three business sessions in Brisbane, Gold Coast and Sunshine Coast, to help support the partners working in the business. Following these seminars we hosted two events for partners working in the business to celebrate Melbourne Cup day.
We know partners are the life-blood of the business, so it’s important that those running the business have the opportunity to meet on a social level with other like-minded people, to be able to collaborate and learn from each other on how to develop the business.
We understand that most of the time the business partner/ wife

/ admin person is working solo in the company and is keen to get to know others. These events will give women and partners in the business a chance to exchange ideas, find out how other companies manage their workloads and keep up with the demands of running a business itself. The calendar of events and activities for 2016 is currently being finalised and will be released soon. Apart from events and activities, MPAQ also embarked on an exciting consumer campaign.
“Is Your Plumber a Master Plumber?” These are the very words that people have seen and heard throughout Queensland. A new website called findmymasterplumber was created. This site is a directory service for the general public to find and engage a Master Plumber in their local area. Billboard advertising has been up in Brisbane, Gold Coast, Rockhampton and Maryborough
As well as creating consumer awareness, we have also been committed to collaborating with our members throughout Queensland. The MPAQ Council made a commitment to get out on the road more so I have been fortunate enough to travel and meet members in regional Queensland. Meeting members in the regions has helped us understand key issues that impact their business. Apart from all regional centres we have travelled to Roma, Dalby, Chinchilla, Murgon, Emerald, Moranbah, Childers, Murgon, Kingaroy, and Nanango just to name a few. These regional trips as well as many other activities require our dedicated Board members, to give up their time to actively engage with MPAQ and the industry. I would like to thank all of them for their dedication and support.
A special mention goes to our President, Kelvin Slade who frequently sacrifices his time to contribute to MPAQ and our industry through events, meetings and representation. Thank you Kelvin we really value your input and passion. MPAQ undertook its annual strategic planning day and I look forward to advising members of our focus for 2016 in the January / February issue. I hope you will have the opportunity to take a break over the festive season so you can recharge your batteries ready an exciting year in 2016.
If you would like to discuss anything please contact me on 07 3273 0800 or via email at penny.cornah@mpaq.com.au. I wish you and your family a very Merry Christmas and a safe and prosperous new year.

President’s Message Kelvin Slade President
Well here we are nearing the pointy end of the year. I seem to be asking myself more frequently where did the year go? Or is that a sign that I am maturing in years? One thing is certain though, the busier you are in life, time passes just as rapidly. Being busy is, and can be, a healthy thing. It tends to help divert our attention away from ourselves and to focus on matters elsewhere, whether that is your family, your business, your community group or organisation, your chosen sport or hobby or personal interest. My experience with the many people I have met is that busy people are generally happy people, idle sedentary people are not. I see proof of this nearly everywhere I go, especially at MPAQ. When I walk through the doors at Plumbing Industry House I see happy, busy, contented people. The office has a very pleasant buzz, there is frequent, jovial banter and everyone gets on with the job at hand. When I sit at the board table with fellow Councillors there is always that same jovial banter before we get into the business of the day. I can assure you every one of your Councillors is a busy person. Having said that, you have to take the time to smell the roses or in my case a good barista prepared coffee at my favourite espresso bar. You need to balance things out. Some of you may well be asking “what has any of this has got to do with running or managing my plumbing business?” The answer is, “everything”.
While I have been talking about being busy, you may have noticed that I have only mentioned business once. This is because one thing I notice is that a great number of senior managers and business owners at this time of the year are beginning to feel the weight of their responsibilities and are very much looking forward to the Christmas break. Happy and contented busy people generally have a well-balanced life style. They devote an appropriate amount of time to get the job done, they devote an appropriate amount of time to family life and they also have some sort of external interest. I liken it to a three legged stool, cut one of the legs out from under the stool, and you’ll end up in a heap on the floor. So where am I going with all this?
I can tell you from personal experiences (learnt the hard way) that to put some longevity into your business life, while maintaining a healthy, happy personal life you have to add some balance between the two and take time to smell the roses, or the coffee. Your business will prosper and so will you.
What has happened this year- it has been an energised year to say the least. In the previous copy of the Master Plumber you will have seen how hard the staff and the Councillors have been working, we have been out and about in the regions, working hard at industry and government consultation. We continue to engage with Building Codes Queensland to discuss and debate government policy in our industry. We are very encouraged to have begun regular meetings with the Gas Inspectorate, this is acknowledgement that the bulk of Type A gasfitting is undertaken by the plumbing industry.
This year was also the biggest and most successful Plumbing & Gas Industry Awards night. We had 530 attendees with 17 award categories and 2 membership milestone certificates awarded, one for 70 years the other for 50 years. It was a fantastic night for our industry to show case itself. The MPAQ Majors Group has also had a great year, they have come together as a cohesive group to discuss and influence pertinent matters in that sector of the industry. We continue to meet at a national level with Master Plumbers from other states as a national body. There have been two notable meetings this year with Federal Government Ministers. This is all with the aim of having a voice with appropriate input and lifting the profile of the plumbing industry at every level. Unfortunately we also saw the resignation of the QBCC Commissioner Steve Griffin. Steve was excellent at his job and sought unprecedented levels of consultation with MPAQ, he will be sorely missed. By the time you read this the Service Trades Council may have had their first meeting within the QBCC. MPAQ will have representation on the Council and this will be announced when the Minister formalises industry representation on the council.
2015 has been a challenging yet successful year for MPAQ. I cannot thank the staff enough for their dedication and efforts. Our Executive Director Penny Cornah continues to do an amazing job. Finally I wish to thank the members of the MPAQ Council for their dedication to the association and the plumbing industry over the past year. John Salmon, Kent Vickers, Don Nunn, Bob Kimlin, Bill Watson, Pat Robertson, Denis Yarrow, Rob Brouwers, Michael Ryan and Sam Hannant. Gentlemen thank you very much. To those of you who continue to support MPAQ and the plumbing industry with your membership, thank you. I hope you finish the year well.
Happy Plumbing

Calling in the Experts
Bill Watson with EJ On a recent project at The Samantha Riley Swim School at Forest Lake (a south western suburb of Brisbane), I encountered an unusual set of problems with some very stubborn access covers. The indoor pool at this facility features a wet-edge of plastic grating to allow the water to be level with the surrounding coping. It’s a pool system that requires the use of balance tanks, which are used to store the displaced water as more swimmers enter the pool.
Balance tanks are often positioned underneath the surrounding pool area and require periodic inspections. To access the tanks, two large 900mm x 600mm clear opening brass edged covers are in place. But because of corrosion, they were virtually permanently sealed.
PIPE FREEZING since 1984
I could not handle this on my own, so I called on the team from EJ to come out and check out the covers with me. Even though they were not their covers, they still came out to help, armed with a range of many different lifting keys. Here’s what confronted us. Firstly, the covers and frames were installed facing the wrong direction; they had not been greased at the last opening; keyhole caps had not been replaced and this allowed water to sit in the keyholes. And finally, when opened over the years, previous maintenance teams had gouged out the iron in the keyholes making it difficult to get a new key to grip.
The EJ crew and I took to the sledge-hammers and after 30 minutes, we beat the covers into submission, then, with three of us swinging on a long lifting key were finally able to separate the cover from the frame.
Where to from here? EJ had a replacement solution, a new composite manhole cover complete with a matching composite frame. I will now be able to tailor the concrete to suit the set up of this new composite frame. The pool experts can now easily access their balance tanks for regular inspections and the covers will never corrode and become inaccessible again. This is a job I’m happy to put my name to. Thank you EJ. Bill Watson Registered Plumber, MPAQ Councillor Trustee As featured in the EJ Update

Industry News Plumbing Code Development Research
New Amendments to the Building Code
The Australian Building Codes Board (ABCB) is currently undertaking preliminary research in a number of plumbing areas:
From 16 October 2015 new amendments to the Building Code 2013 came into effect which requires all contractors on Commonwealth Government building projects have a mandatory fitness for work (drug and alcohol screening) policy, with certain mandatory content.
•
• • •
Backflow prevention: a review of the current Plumbing Code of Australia (PCA) Deemed-toSatisfy and other requirements for backflow prevention;
The requirement will apply to projects on which:
Rainwater harvesting and re-use: a survey of existing literature and current practices to assess potential for a national approach;
1. the Commonwealth’s contribution to the project is at least $5M and at least 50% of the total project value; or
Fixture unit ratings review: a review of fixture unit ratings for the purposes of system design; and
2. the Commonwealth’s contribution is at least $10M (irrespective of the proportion of the total project value).
Warm water systems: a review of draft material for the design, installation and maintenance of warm water systems.
Fair Work Building and Construction will be responsible for auditing building contractors to ensure those subject to the Building Code have in place a compliant fitness for work policy.
Interested parties are invited to send their comments by the due dates identified below via email to: ncc@abcb.gov.au (include ‘Warm Water’ or ‘Fixture Units’ in the subject line).
Under the Building Code, Inspectors may generally exercise any of their compliance powers under the Fair Work Act to ensure compliance with the Building Code such as commencing litigation or imposing sanctions.
Comments for the Fixture Unit Ratings Discussion paper close 27 November 2015.
For more information or to get a copy of the amendments, contact the MPAQ Workplace Relations Team on 07 3273 0800.
Comments for the Warm Water Systems Report close 11 December 2015.

CSQ Funding Changes CSQ have recently announced changes to the CSQ Student Contribution Fee Program.
This program has provided funding for high priority construction apprentice training fees since October 2012. This funding was reduced to 50% only for training delivered on or after 1 October 2014. The details behind this change include: •
•
10
The Student Contribution Fee incentive was introduced to support apprentices who on an ‘apprentice wage’ were in some cases struggling to meet the costs of their apprenticeship off the job training. In 2010 with the introduction of Modern Awards this obligation was transferred to the employer. In the case of MA000036: Plumbing and Fire Sprinklers 2010 this can be found in clause 15.11 (a) – the employer must reimburse the apprentice within 6 months of commencement or stage or within 3 months of the RTO commencing training whichever is later.
In 2014 the Federal Government introduced the Trade Support Loans to enable apprentices to access funds to cover the out of pocket costs.

•
•
The Queensland Government provides support with the Year 12 Graduate Fee Free Training. Year 12 graduates can access fee-free training in some qualifications, including building and construction qualifications, if they start training with an approved training provider within a year of leaving school.
For those apprentices who are experiencing financial hardship, there are concessions that apprentices can apply to reduce their fees by up to 75% including, Health Care Card, Under 17, Aboriginal or Torres Strait Islander and Pensioner Concession Card.
In terms of industry communication, CSQ have issued commentary via a number of channels including the Annual Training Plan Launch, website updates and social media (Facebook and LinkedIn), through the RTO network and through the Apprenticeship Support Network providers. As a result, all training commencing on or after 1 October 2015 will be invoiced at the full price of $1.60 per nominal hour at the cost of the apprentice. For more information contact MPAQ on 07 3273 0800 or email CSQ at info@csq.org.au.

Understanding Backflow Prevention Further education is the key! Written by Peter McLennan Michel Legrand, the well known French musical composer, arranger, conductor, and pianist once said “The more I live, the more I learn. The more I learn, the more I realise, the less I know.”
Not a day goes by when I don’t have to explain how a backflow preventer works and how it prevents the contamination of the drinking water supply. Many in the plumbing fraternity understand this, but still many don’t have the training to equip them when it comes to backflow preventers. Backflow prevention devices are mechanical devices which meet a stringent Australian Standard where the materials of manufacture and the performance are audited so that the product can attain the WaterMark certification. They are a safety device for use in the drinking water supply to prevent backflow where a potential exists. AS/ NZS 2845-2010 is the applicable Standard and it covers all aspects of the many backflow preventers from materials of construction to field testing requirements and procedures.
It is a requirement across most of Australia and for that matter the world where backflow prevention is concerned, that a plumber takes extra study over and above the apprenticeship to become an accredited backflow tester. It is not something every plumber is trained to do, due to the sophistication of the devices and the level of safety the device provides.
In the past, the ’backflow tester course’ covered aspects of hazard levels, risk awareness, Standards, testing, maintenance, repair, troubleshooting as well as touching on auditing and surveying a premise for risk of backflow. However the reduction of hours available for training has resulted in the emphasis being on the testing of the device for operational effectiveness and not much else. This leaves troubleshooting, device repair, understanding of hazard ratings etc. all untouched resulting in an accredited person devoid of the knowledge needed to do the complete job. It is well known that plumbers save more lives than doctors but if as an industry we continue to resist continuing professional development and further education, we are just paying lip service to the thought and obviously don’t believe it as important. That is why, we at the Backflow Prevention Association of Australia provide conferences, technical workshops and seminars in an effort to keep the plumber’s skills fresh. We are currently developing a CPD curriculum that specifically covers backflow prevention and the aspects related to it.
We see the backflow plumber as a professional, responsible for maintaining the integrity and public safety just as a specialist doctor who needs ongoing training to maintain their license. This is no different! Only through further ongoing education will the backflow plumber keep abreast of the ongoing changes and developments in the industry.
We are lucky in Queensland because the licence holder resits a refresher course to recertify they are abreast of changes to Standards and product development every five years. Other States do not require this recertification, which puts us in the situation of a diminishing skills base as time passes. Surely if we are going to have this requirement in some States, we should insist it is standard across the country.
The concept of backflow prevention is a very simple concept, but to truly understand it in the context of cross connection control and have the knowledge and skill to test, maintain and repair a device, it needs a high level of ongoing training.

MPAQ Plumbing Forms App to be Disabled MPAQ recognises that technology and the use of applications is critical to business success, and as such we have pursued development of our App over a considerable period of time.
With any technology, MPAQ is reliant on the programming and the App has not been immune from issues.
Compliance Change for BlueCare/UnitingCare
MPAQ have now been advised that the Queensland Building and Construction Commission (QBCC) are currently working on a new system to be able to handle the submission of Form 4s electronically as well as a number of other new functionalities. A temporary system will be up and running before Christmas with the full roll out due in early 2016.
Do you currently contract for a BlueCare or UnitingCare facility? Changes to their compliance checks could impact your business if you do not take control.
It is with considerable regret that we advise that the MPAQ Plumbing Forms App will cease operating on Friday 14 November 2015. This timeframe is to allow users to access the system and print off copies of documents they may have previously submitted for their record keeping. After 14 November 2015, it will not be possible to access these records in the future as the App will be disabled.
BlueCare/UnitingCare has requested all valued contractors, suppliers and vendors register their business to iPRO LIVE®. By using this system, you are maintaining your preferred status, are connected to new work opportunities across BlueCare/ UnitingCare and other large corporates using iPRO LIVE®.
It would therefore not be in the best financial interest of our members to invest further funds into the MPAQ App and in doing so merely replicate the QBCC system.
Moving forward, the QBCC have advised that the best method for members is to return to the manual submission of the forms until the QBCC system is up and running. The QBCC have also advised that Form 4’s will still need to be lodged on the PAS site until further notice. We sincerely apologise for any inconvenience that this may cause, we will be working very closely with the QBCC to provide assistance for the new system.
The aged care group have introduced a new compliance verification and risk management check to screen all contractors, suppliers and vendors who have current contracts, or wish to engage with the group in the new financial year.
Failure to submit the required information by Monday 9 November will see BlueCare/UnitingCare engage the service of those that have signed up to the iPRO LIVE® system. To find out further information, contact MPAQ on 07 3273 0800 or contact the Facility Manager of the BlueCare/UnitingCare centre you contract at.

QBCC Update
Kellie Lowe
QBCC determined to stamp out unlicensed contracting The Queensland Building and Construction Commission (QBCC) is determined to do all they can to stop unlicensed contracting, and individuals working outside their licence scope, by using their disciplinary powers to deter those who do the wrong thing. QBCC Interim Commissioner, Kellie Lowe, said that the QBCC had recent success with Supreme Court injunctions against two unlicensed individuals, who may face time in prison if caught carrying out unlawful building work again.
“Unlicensed contracting and working outside licence scope continues to be a problem that plagues the industry, and when defective work poses such serious health and safety risks, even one case is one too many,” Ms Lowe said. She said that since the plumbing team joined the QBCC in November 2014, they had issued 17 fines totalling $19,467 for unlicensed or out of scope work.
“What some licensees may not realise is that it is also an offence to direct or supervise unlicensed work, and we have fined one licensee $1,138 for directing or supervising unlicensed work.”
“It is important licensees make sure that those who are working for them hold the correct licence for the work they are doing as well,” she said. She said that the QBCC had issued fines of more than $31,200 for various plumbing and drainage offences since taking over responsibility for regulating the plumbing industry.
14
| Nov / Dec 2015
Form 4s, fees and ‘notifiable work’ explained QBCC Interim Commissioner, Kellie Lowe, has sought to address questions raised by licensees and industry stakeholders in recent months about Form 4s for ‘notifiable work’. “Notifiable work was introduced on 1 November, 2012, in an effort to reduce costs and delays associated with plumbing approvals and inspections, as previously all plumbing and drainage work required a local government permit or mandatory inspection,” Ms Lowe said. Plumbers and drainers must submit a Form 4 advising of notifiable work via the plumbing application service (PAS).
“At the QBCC, we fully appreciate that there have been issues with PAS for licensees who submit Form 4s online and, at times, it is proving frustrating to use. “I would like to reassure licensees that we are working hard to make the system more user-friendly and we will be sure to keep you updated on our progress.”
She said that when the regulatory responsibility for plumbing moved across to the QBCC at the end of last year it was done to streamline processes and reduce fees for plumbing and drainage licensees. “Plumbers and drainers who hold a QBCC trade contractor licence do not now need to hold a separate occupational licence, which means they only need to pay one renewal fee.”
She said that the fees from licensing and Form 4s contribute to providing a dedicated plumbing team who deliver a range of services for plumbers and drainers. These services include licensing, investigation, compliance, auditing, notifiable work, and stakeholder engagement. For more information, call the QBCC 24/7 on 139 333 or visit www.qbcc.qld.gov.au.

Asbestos and Plumbers
You can’t afford to ignore this! We are coming to the end of the transition stage with the implementation of Part 8.5. Division 1. 435 of the Work Health and Safety Regulation 2011.
As of the 1 January 2016 if as part of your work your employees and or subcontractors are in any way associated with, or work with, or are exposed to, what could be asbestos and its associated risks, you have an obligation to conduct health monitoring. For many trades type businesses working in areas where asbestos was commonly used in the past, this poses huge challenges. Health monitoring alone comes at a cost, but getting your staff / and subcontractors used to accredited medical facilities in regional areas comes at a cost as well. Health Monitoring Records must be kept for 40 years by the employer.
In order for you as a business, especially those who carry out work on commercial and or private residential premises, those who provide maintenance or refurbishment work on buildings that were constructed prior to 31 December 2003 it would be in your best interests in having at least one if not all of your team complete, CPCCDE3014A Remove non-friable asbestos. In working in these environments it is highly likely that if not done correctly you are exposing your employees / subcontractors and possibly others to the risks associated with asbestos. What is critically and vitally important that tradespeople understand is; if you attend a private residence and carry out renovation work / modify or create a penetration in a wall or use a screw or nail to secure pipes or other components to a wall that contains asbestos, you are now the Person Conducting a Business or Undertaking (PCBU) responsible for that building. You must be able to demonstrate (yes have records and not verbal) that you have consulted with the occupants and worked out how best to prevent others (and
yourself or staff) from exposure to the risks associated with asbestos.
People being affected are not just those who worked for James Hardie and CSR, exposure to asbestos is real. People purchase older homes and then renovate. Asbestos dust can remain active in a room for up to 60 days.
As a plumbing business you could be walking into a mine field inadvertently, for example, a DIY renovator has had a field day removing asbestos with little or no regard to risks associated. The required control measures, or legal obligations associated with asbestos and would like plumbing and drainage installed for a new sink that has been installed and you have sent two of your tradesmen to complete the request. If as a plumbing business you or your staff /subcontractors undertake the type of work indicated above, and as a result one of the residents was diagnosed with asbestos-related cancer mesothelioma you would be in a world of hurt that no company structure can protect you from. Similar situations can occur for many other trades and service businesses. When you as a plumber carry out work in a private residence you become the PCBU responsible for that building.
For businesses carrying out maintenance and renovation work on commercial buildings if they were constructed or it is possible they were built before 31 December 1989 you must obtain a copy of the Asbestos Register and Management Plan. This must by law be less than five years old from its issue / revision date before carrying out any work.
Having your staff and or subcontractors you use trained is not a huge cost. For more information on asbestos related courses contact MPAQ on 07 3273 0800. Article written by Brian Simpson

training
Online Learning The changing face of training in the 21st Century By Timothy Gordon Training and RTO Compliance Specialist MPAQ.
Being involved in the training industry I often hear the argument that face to face training is far superior to online training. While I am inclined to agree, having taken all of my own training in a face to face environment, it is important to consider the ever changing nature of training, and just where it is expected to be in the not too distant future. Online training is becoming an evermore popular option to students from all walks of life due to increased access to technology, convenience and affordability. Whilst once only available to wealthy and tech savvy organisations, access to readily available platforms and training content has seen the online learning management system (LMS) industry grow from $2.55 billion dollars in 2013 to an estimated $4 billion by the end of this year. (Panchal, September 2015).
The increase in technology has also revolutionised how we learn and participate online. Gone are the days of purely reading a whole page of uploaded content, only to be then asked for the answers to be emailed to the trainer in an essay style format. What the online training industry is now showing us is just how interactive courses and materials can be. Providers such as MPAQ now have online courses where students can complete assessments and tasks through the use of devices such as webcams and smart phones from anywhere they have online access. I also often hear the argument that “online learning is not suitable for trade related courses”. While it is true that practical components must still be done face to face, there is no
requirement which says the theoretical components of the course must be done in a classroom. By placing the theoretical components of a course online, training organisations are able to reduce their overheads and operating costs which in turn allow organisations to reduce the course fees. Whilst MPAQ is committed to providing quality face to face training, we cannot overlook the demand and growth potential in the online training realm. MPAQ is proud to announce that we have redesigned our current online courses and added some new courses into the mix. MPAQ is now offering the Backflow Prevention Revalidation course, 39272QLD Course in evaluating and planning the installation of Solar and Heat Pump Water Systems, and the BSBSMB401 Establish Legal and Risk Management Requirements of Small Business course 100% online. These courses can be accessed from any device with internet capabilities, and allows learners to undertake the course work in their own time without the need for travel and/or to get off the tools. While online learning may not suit everyone, it is quite clear where many training organisations and learners alike are casting their dye. Online training is cheaper, allows no loss of income and you or your workers don’t need to down tools as it can be done by anyone, anytime at anyplace.

On the Road with MPAQ John Salmon & Penny Cornah The MPAQ board made a commitment recently to get out on the road more and visit as many members as possible in the regions. As MPAQ’s Treasurer I was given the opportunity to hit the road and head to the Fraser Coast region in September with our Executive Director, Penny Cornah.
The team from Gainsite with John Salmon, MPAQ Treasurer in Bundaberg
Our trip commenced at the Sunshine Coast with an afternoon plumbing meeting followed by a dinner meeting in Gympie. We were fortunate that Phil Denman and Russell Bergman from Queensland Building & Construction Commission (QBCC) accompanied us to these two meetings. QBCC provided an update to the group about licensing and compliance matters. Apart from visiting members onsite we had the opportunity to visit some of the plumbing supply stores and provide the staff an update on industry changes.
Following Gympie, Penny and I headed to Maryborough, Hervey Bay and then onto Bundaberg. We hosted a dinner meeting in Bundaberg and had the chance to hear first hand about issues in the regions. Some of the key areas discussed were Notifiable Work Form 4, the Plumbing Application Service, handy men performing plumbing work and the lack of maintenance for onsite sewerage treatment systems. Other items such as taking on apprentices and workplace health and safety issues were also prevalent in discussions.
Jeremy O’Brien, Peter Mascini with Penny Cornah at Tradelink Gympie
On our return to Brisbane, Penny and I took the inland route home through Childers, Murgon, Kingaroy, Nanango and Yarraman. We visited a number of members on the way back to Brisbane, thank you to all the members for their kind hospitality. Dean Feltrin, Mark Stewart and John Salmon, MPAQ Treasurer at Reece Plumbing in Gympie
Penny and I enjoyed meeting members in these regions and we look forward to returning to the regions soon. John Salmon, MPAQ Treasurer

Membership with MPAQ Over the past 12 weeks I have been on the road in Mackay, Townsville, Rockhampton, Hervey Bay, Maryborough and Cairns visiting members and prospective members. MPAQ was well received in these areas with the majority of members explaining how busy they have been during this part of the year and mentioning that the support from MPAQ has been great. I think from all of my years with MPAQ, this year has been the strongest for membership and is continuing to grow.
sure you are getting the most out of your membership with Master Plumbers’s Association of Queensland. David Benn MPAQs Membership and Sales Specialist
I have listened and reported on what members need in their areas such as more frequent training courses, technical assistance, QBCC licencing issues, new services that MPAQ could partner with and also to set up a Fraser Coast division.
I noticed that some members did not know what services are on offer. Please take the time to have a look at the renewal booklet or on our website at www.mpaq.com.au for a list of our current deals in place with alliance partners. There is also a page of services listed in the edition. I know that you would be quite surprised as to what you can access as part of your membership.
The MPAQ consumer campaign is well underway with billboards being present in the regions with the slogan “Is Your Plumber A Master Plumber?” This has been a big success so far with a huge amount of hits to our website, with upcoming new initiatives with plans to make it grow. Please don’t hesitate to contact me if you require any assistance at all. After all I am here to help you out to make

A Year In Events 2015 has been a year of improvement and growth. Our two largest events of the year reached maximum capacity and proved the quality of content of these events are valuable in our industry. World Plumbing Day saw us move away from our usual golf day to bring the industry together to understand the important role plumbers play in today’s society. It also was an opportunity for plumbers to discuss important issues with industry stakeholders showing a newly elected government just how large and passionate the industry is.

PIPEman and PIPE has ATTENDEES provided us the avenue to effectively market the opportunity to network with industry suppliers, manufacturers and service providers as well as giving plumbers a voice as an industry to local government, industry regulators and water service providers. 2016 will see further growth and changes with PIPE, providing the industry with new opportunities and a fresh approach.
FIRST TIME EVENT
Heading into July we had the 2015 Plumbing and Gas Industry Awards at the Hilton, Brisbane. This year we had 17 award categories with a large amount of high quality nominations come through. The night showcased the hard work and dedication of the industry. September gave us an opportunity to analyse results from a recent membership survey to find a way to increase opportunities from a business perspective; creating the birth of the Business Seminars and Partners in Plumbing Group.
The Business Seminars have been held in Brisbane, the Gold Coast and Sunshine Coast as a pilot to 2016 opportunities. Our members have spoken and now we are adding new events to the calendar to provide business advice, support and development. Keep your eye on the calendar in November to see when a Business Seminar will be heading to your region! Our Partners in Plumbing Group was established to provide not only partners but the office and administration staff a network of support. Most information and opportunities that are created by the MPAQ are targeted specifically
at plumbers, the Partners in Plumbing Group will target the office extraordinaires providing a network of likeminded individuals. Further opportunities will extend past the Ladies Luncheon in November and will be provided in MPAQ communication channels.
All of our events would not be possible without the support and dedication by our Corporate Supporters, sponsors and exhibitors and for that we are truly grateful. MPAQ, in particular the Events Team would like to thank you all for your contributions in 2015!
2016 will see growth, change and opportunity including the Plumbing Industry Conference. We look forward to meeting new people, seeing familiar faces and providing high quality events to the industry for another year. Cheers, Lisa Hilton Events Manager

What is BIM?
Building Information Modelling For Plumbers
BIM stands for Building Information Modelling. Sounds complicated but in its essence, it is the documentation of a building, including services and structure in 3 dimensions. BIM is the next great technological leap for the construction and design industry. With tools such as Autodesk Revit and Navisworks, designers can model and coordinate 3D models of each of the services. It goes beyond the typical 2D drawings in providing exact inverts, exact set outs, every pipe & fitting and fully coordinated with structure and other services. Never before has a plumber had access to this much information before even visiting site.
What does this mean for plumbers? > LESS RISK > LESS SITE ISSUES > LESS CLASHES > MORE DETAIL > MORE CONTROL > MORE ACCURACY > MORE INFORMATION > MORE VISUAL REFERENCES
It can provide plumbers with a detailed list of every required pipe and fitting for a project. This leads to less risk and wastage on site. BIM also makes prefabricating complex pieces of pipework a possibility. At the end of the day, you know exactly what you’re getting into and what to price for before you start a job.
What about services coordination? BIM makes the coordination for larger projects hassle free for plumbers. Hydraulic designers can work with other services consultants and contractors, to coordinate the installation before commencing work on site. By the time a plumber becomes involved, everything has been worked out and you can install with the confidence that it’s going to work. Pushing even further you can determine sequencing for the installation, labour hours, timing of works and complete the project on time and on budget. When fully implemented, it is a win -win for the industry.
Typically rendered section view
What information is available? With BIM, whatever information you need, you can access. Some examples are:•
Click a button and get a full materials list for the project.
•
Access a full 3D Model for sections of the installation, almost like a photo.
•
• • • •
Determine the invert level, size, grade or set out of any pipe at any location.
View systems or partial systems, in Isometric or other view styles. Isolate individual services and view as a complete system. Obtain set out dimensions for penetrations.
You can move through the model and look at all the details. These are just some examples. The list is limited only by your imagination.
What is the down side? Like most things, with the positive, comes the negative. So some issues to consider include:-
• Cost. Obviously doing documentation in 2D is
considerably cheaper than 3D. However, done correctly and efficiently it will result in savings on site and a cheaper project overall.
• Time. Obviously doing documentation in 2D
is considerably quicker than 3D. The additional documentation time needs to be factored into the construction programme.
• Methodology. Like most things, there is
a right way and a wrong way to undertake BIM documentation. As this is still relatively new technology, a lot of designers and plumbers are still learning. Prior to commencing a BIM project, ensure you have clear direction on the methodology being used so that money does not get burnt.

Laser Tradies Make A Difference 400 plumbers and electricians from Australia and New Zealand have returned from Fiji following their annual conference and Laser Charity Taskforce Project which saw the tradies install new roofing on the local primary school and install solar panels on the local technical college.
This year’s chosen project focused on children, with the Group working with the Fijian Ministry of Education to help improve two local schools with combined enrolments of almost 2,000 students. The Votualevu Public School currently has 923 students enrolled up to year 7 as well as 115 enrolled at preschool level. Established in 1926, the school is one of Nadi’s pioneer schools and has been affected by fire and floods in recent years.
In addition to the new roof, the Laser Charity Taskforce also installed drainage, a new water pump and trough for the children to drink at. Whilst to most these are basic requirements, the children had to move rooms when it rained and straddle a crude drain to access water to drink. The Group also worked on the library, painting the walls and installing bookcases for the books which were donated by Laser Group Members. In addition to the primary school, the Laser Electricians also worked on Nadi Technical School. Opened earlier this year, the technical school oversees the training of some 400 students in a number of trade areas including horticulture, cookery, mechanics, welding and plumbing. The school also runs short courses with 200 students currently enrolled.
Laser installed around 20 solar panels donated by Australian supplier, Lawrence and Hansen who also delivered a class to the students on solar power. The panels will assist the school in ensuring a constant feed of power is supplied to the computer rooms and the school’s power grid. Helping the Laser electricians will be students of the college thus creating a great learning opportunity for trade students whilst helping improve the infrastructure of their school. Donating their time as well as the tools used, the Charity Taskforce is now in its 7th year and is something that Laser Group Managing Director, Steve Keil is very proud of.
“We have an amazing network of people in Laser Group across Australian and New Zealand that love taking the time out to make a difference in the local community where our conference is conducted. As practical people we can do significantly more with our hands, efforts & time beyond just donating money or products.”
Managing this year’s Taskforce project is Gary Larkin, State Director of Laser Group Queensland who has also coordinated with Laser’s key supplier network to supply in excess of $100,000 worth of product donations that will be used onsite this year.
“Our Members really enjoy these days. They get a real buzz out of giving back to the community and working alongside their mates from Australia and New Zealand who they may only see once a year”, said Gary. “It’s an opportunity not only to catch up and talk to suppliers, but also to utilise their expertise and be involved in a project that makes a real difference in the community. Some Members see this as the highlight of their year!” For more information on the Laser Group, visit www.lasergroup.com.au.

Too fat to work? Workplaces can be risky environments and both employers and employees should take safety risks very seriously. Many safety risks are obvious, like operating machinery without the correct licence or working on a scorching hot summer’s day without sun protection and drinking water. Did you hear about the worker who had his employment terminated because he weighed 160kg?
Here’s why a worker’s obesity can not only be a risk to themselves, but also a risk to others on a work site and the employer. The worker in question (let’s call him Barry) was employed as supervisor. Barry had up to 30 crew members working under his direction at any one time. His role was fairly physical and required the majority of time operating equipment, setting up gear, and moving around the crew area to supervise operations. He was also expected to act and assist his crew in an emergency situation.
After a few years working in this role, Barry took paid sick leave for an unrelated stress issue. Barry was also affected by other health issues relating to his weight. Barry provided his employer with medical certificates, however he was avoiding his employer’s lawful queries around his recovery progress, expected return to work date, and ability to perform the required duties of his role.
Barry’s employer decided to send Barry to their own independent medical doctor for an independent opinion on his condition. Many employers do not realise that directing an employee to attend a medical assessment can be a perfectly lawful and reasonable direction. An employer is entitled to do this so they can get a better understanding on a worker’s limitations and fitness for work. An employee who refuses to comply with such a reasonable direction could face disciplinary action. The major concerns for Barry’s employer were his weight and his ability to operate safely in the work environment.
Over the next few months, the employer received reports from Barry’s treating doctors that he remained morbidly obese, and there were specific tasks in Barry’s role that he could not perform safely without significant and foreseeable risk of injury. Barry was limited in his ability to kneel, squat, climb or fit into certain vehicles. The doctors all agreed that significant weight loss would be necessary to reduce the risk of Barry slipping, tripping, or falling. The doctors also considered that in the event that Barry did slip, trip or fall, he would significantly impact the safety of his colleagues should they attempt to move him. Barry’s employer continued to meet with him and discuss his return to work including the associated risks involved and to identify what measures (if any) he was taking to lose weight.
By this time two years had passed and the employer had spent over $40,000 on Barry’s doctor’s bills alone! The employer was also paying wages for Barry’s replacement while he was on leave. Overall a very expensive experience! The employer decided to terminate Barry’s employment. The employer considered that Barry had been given plenty of chances to make an effort to return to the workplace.
Barry responded to this news by filing a compensation claim with WorkCover for a psychiatric injury arising out of his dismissal. Barry’s employer appealed WorkCover’s decision to accept Barry’s claim, arguing that its actions in terminating his employment were reasonable and undertaken in a reasonable way.
The court agreed with the employer that Barry’s termination was reasonable based on the facts and circumstances of the case. There was no connection between Barry’s psychiatric injury and the management action taken.

This case highlights how managing an employee’s absence can be both costly and time consuming for busy employers. Knowing what your rights and obligations are as an employer or employee can save you precious money and time. Seeking legal advice from a solicitor who practises in employment law can help employers to understand how to take reasonable management action in a reasonable way, and help employees understand entitlements to sick leave and steps that should be taken to return to work. When it comes to WorkCover claims, “But I didn’t know” won’t wash as an excuse, and the last thing anyone wants is to deal with extra stress and expense when it could have been avoided. The legal issues are complex and if you need specific advice for your workplace, you should consult with an employment law solicitor who can give you advice tailored to your particular situation and provide you with the best guidance on this topic. The McKays Solicitors Employment Law Team can assist you to manage your contracting risks and give you peace of mind. Call their experienced lawyers: Mackay

health
Are you washing your hands properly? Washing hands is a task we all take for granted but it’s one that is rarely done properly. A new film from Queensland Health shows that a 20 second hand washing routine could make us all healthier and safer – at home and at work.
Regular, proper, hand washing is the best way to get rid of harmful bacteria and protect yourself from disease. Hand washing properly can help stop the spread of diseases, including the flu, e-coli, measles and numerous debilitating diseases that spread quickly through contact with surfaces and people. Hands need to be wet thoroughly, with a decent amount of soap added. Then the critical part - rub really well between your fingers, the backs of your hands and all over your hands for twenty seconds. It might be longer than you think - the time it takes to hum Happy birthday twice - to get the lather going to clean thoroughly. Then simply rinse and dry well with an airdryer or a clean towel.
An unavailability of soap and water is no excuse not to practise good hand hygiene. Instead, use a moist wipe to get rid of any visible dirt because this will increase the effectiveness of using hand sanitiser. Rub the gel in well, all over your hands, as if it was soap and water, until they are dry
You should wash your hands • before, during and after preparing food • before you eat • before and after caring for someone who is sick or treating a cut or wound • after blowing your nose, coughing or sneezing • after using the toilet • after changing nappies or helping a child go to the toilet • after touching an animal, their feed or any trace of animal waste • after handling the garbage.

What Are The Biggest Challenges Facing Your Business?
The results of this question were of particular significance to MPAQ, as they highlight the very areas that our members need assistance with. It also highlights that although MPAQ may have p roducts or service partners who are able to assist with these challenges, but either (and these points are being brutally honest): • • • •
The message that they are available is not getting out there; or
The message about how the products / services can help is not clear; or The products / services do not fully meet the needs and expectations of our members; or
The challenges are beyond the scope of MPAQ to be able to assist (i.e. work-life balance).
