Editor’s Note LISA HILTON – Editor Welcome to the July/August edition of the Master Plumber Magazine! I hope everyone came out of the chaos of End of Financial Year at least partially unscathed. Putting together each edition of this magazine gives me so much insight into the movements and changes that constantly occur in our industry. There is so much going on all the time, and I try to put myself in the shoes of those operating within the trade, and sometimes I can’t help but think you’re constantly navigating a minefield. There are so many things you need to know, stay on top of and implement. There are constant changes, amendments to regulations, new “do’s and don’ts” and other important issues that you need to be aware of, because ultimately it can be the difference between success and absolute failure. It also bothers me how sometimes the public don’t realise how complicated running a business within this industry can be and the costs you incur that aren’t openly spoken about (not just financially). Sometimes there are consumers who make it their right to question all the particulars and make assumptions based on their limited knowledge of the trade, and it’s unfair that they don’t appreciate the effort it takes to navigate such a complicated industry. Plumbers deserve a better wrap. I’m really glad our readership extends to over 5,000 people in Queensland, and I am hopeful that our readers find value in this publication. It can be quite overwhelming trying to prioritise what’s most important, what’s going to have the biggest impact, and also maintaining accuracy for all article inclusions. We do our best to try and make sure we have the best understanding of what our member/readers’ needs are in all the content we send out, and without the dedication of the MPAQ Council and dedicated members, we wouldn’t be across all the intricacies of our industry. We’re grateful for your hard work and persistence. In this edition alone, I would strongly suggest reading up on the recent safety incidents and legislative requirements on pages 9 and 10, what’s going on with Security of Payments on pages 18 and 24, and also what you need to know about the wage increases that were effective from 1 July on page 19. Not everyone has time to read everything to make sure they’re across the important stuff, so that’s why we also encourage you to attend industry events. We understand it’s overwhelming (we’re in the same boat!) so that’s why we run conferences, forums and expos, and do our best to give you the utmost opportunity to stay abreast of all the important stuff. If you take anything away from 2018, it’s that if you’re not on top of the current changes and trends, you’re running the biggest risk in ruining all the hard work you’ve made in building a successful business. The Trades Industry Conference in September is unique because it will be covering so many areas of the industry (plumbing, gas, fire, hydraulics and mechanical), and it’s tailored specifically to ensure that you know what’s going on so you’re not at risk of being left behind, and you can do it all in one location over two days. Sounds like a pretty sweet deal to me! Congratulations to any of our members reaching membership milestones with MPAQ recently and a huge welcome to our new members in this edition. I hope to see you out and about!

2018-2019 State Budget

On the Road Again

The 2018 – 2019 Queensland State Budget was released on Tuesday 12 June. Queensland has posted a surprise $1.5 billion surplus after Treasurer Jackie Trad handed down what she’s called a “responsible” first budget focusing on major infrastructure projects.

Those of you who are regular readers of this magazine will know that from time to time the MPAQ Council donate their valuable time to travel to the regional areas of Queensland to meet and talk to our members.

The operating surplus for this financial year will be $1.512 billion - three times that predicted in the mid-year budget review in December. The extra money is almost exclusively from an excess of mining royalties, with coal and gas pumping $4 billion into the state economy in 2017-18. MPAQ have narrowed down some of the key items for our industry.

Infrastructure Money will be put towards infrastructure, with $45.8 billion being spent on capital works. It is estimated that Queensland’s $11.6 billion capital works program in 2018-2019 will directly support more than 38,000 jobs. The budget provides a range of critical infrastructure and other important initiatives designed to support the regions.

Regional Centres • $200 million over three years to extend the Works for Queensland program • $250 million North Queensland Stadium delivered in partnership with Townsville City Council • $176 million over two years to extend the Cairns Convention Centre • $10.2 million in 2018-2019 to upgrade courthouses in Townsville and Rockhampton

Small Business Key programs that support Queensland businesses, including: • Payroll Tax Rebates – This budget commits $26 million to extend the increased payroll tax rebate initiative until June 2019 • Business Development Fund - A further $40 million has been allocated over two years to continue the successful Business Development Fund program

Health • Increased funding of $570.8 million has been allocated over six years from 2017-18 as part of the $679 million Building Better Hospitals package to enhance public hospital capacity and services in South East Queensland. • $84.8 million as part of the Enhancing Regional Hospitals Program for upgrades of the Hervey Bay and Gladstone Emergency departments, redevelopment of Roma Hospital and repurposing of the Caloundra Health Service

Education • $135 million over three years to the non-state schooling sector • $235 million over four years to substantially refurbish and upgrade 17 state schools across Queensland • $25.6 million over two years to deliver upgrades and renewal works at 31 state primary and high schools For further information about the State budget please visit www.budget.qld.gov.au. If you would like to contact me please do so on 07 3273 0800 or via email penny.cornah@mpaq.com.au.

Each year MPAQ maps out a plan to visit the Northern, Central and Western areas of the state, and we visit as many of our members in each division as possible. The regional visits usually span two or three days and may culminate in an evening dinner at a local establishment. Apart from a phone call, this may be the only face to face contact some members will have with the association all year. I have been lucky enough to participate in a couple of these road trips and have had the pleasure of meeting some of our fantastic members and their families. Quite often they are puzzled as to why we are calling in to see them and usually think that they have done something wrong to attract the attention of the MPAQ Council. Let me assure you this couldn’t be further from the truth. I know I speak for the whole council when I say that these trips are well received by all those who attend, and I would like to encourage every one of our regional members to join us at the local dinner when we’re in town. The question is often asked why we bother taking the time to travel to the remote areas of the state to see our members. The answer is quite simple: it’s because we care about what our members think, and we want to be involved in representing you on any of the issues that you’re facing in your plumbing and business careers. It is amazing to hear that the issues that our regional members encounter are not that different to what we face in Brisbane. Everyone that takes the time to attend these meetings is given the opportunity to voice their opinion, and we take note of what you are saying. Any matters that are identified are taken back to the council meetings for discussion and are actioned accordingly. There is a considerable amount of time, resources and funds spent on traveling to meet and talk with our members all over the state, and as your president, I would like to encourage you all to make the time and effort to be involved in this state’s leading association for the Plumbing and Gas Fitting trades. Please make the time to turn up and have your say. We are listening!

Life’s Good!

Industry News Rheem Australia Awards over $30,000 in Grants to Deserving Apprentice Plumbers Since 2012, Rheem has awarded $214,500 in total. For the sixth year, Rheem Australia has awarded 10 deserving apprentice plumbers with a total of $30,000 as part of the 2018 Rheem Apprentice Plumber Grants. It’s hoped the grants will entice more apprenticeships and help those plumbing apprentices that are doing it tough. Research shows that apprentices are struggling with the cost of living and are increasingly in debt. In a major national survey of apprentices conducted by the Australian Manufacturing Workers’ Union (AMWU) in 2015, it revealed more than half (60%) are struggling to pay their bills and have less than one month’s pay in savings. Rheem Australia kicked off the Rheem Apprentice Plumber Grants in 2012 and since then has awarded $214,500 in grants. The 2018 recipients each receive $2,000 to go towards their TAFE/Registered Training Organisation (RTO) fees and/or text books, a $1,000 tool voucher, and a tool tote bag. “The plumbing industry has provided immense support to Rheem over more than 80 years and these grants are designed as a thank you and to help foster the next generation of plumbers,” says Rheem Chief Operating Officer Chris Taylor. “With data showing apprenticeships have declined in Australia, we are happy to play a small role in helping encourage those who might be struggling financially or need a morale boost to continue with their studies.”

Recognition Awards This year there was a record number of applications and the standard was especially high, so Rheem has announced that in addition to the 10 Rheem Apprentice Plumber Grants it will also be awarding nine apprentice plumbers with a special $500 Rheem Apprentice Plumber Recognition Award. “Our judges certainly had a tough decision this year – we had many stellar apprentice plumbers apply for a Grant,” says Taylor. “That’s why we made the decision to create these additional, special Recognition Awards. The applications were reviewed by three judges: Bruce Lennon, a plumbing teacher with TAFE NSW, Greg Smyth, a plumber from Darebin Gas, and Jon Palfrey, Rheem’s Training Manager and a former plumber.

Queensland Winner Eilish Anderson-Grundon is a fourth-year apprentice from Queensland, who is described by her employer as outperforming any other apprentice he has been involved with in 20+ years working in plumbing across several countries. Eilish also plays high level women’s AFL in the Queensland AFL League. The full list of this year’s recipients can be found on the Rheem website. Housing and Public Works Apprenticeship Program Returns The Palaszczuk Government are set to put more young Queenslanders into jobs – bringing back a successful apprenticeship program previously scrapped by the Queensland Liberal National Party (LNP) during their last term in government. Housing and Public Works Minister, the Hon. Mick de Brenni MP, said the Housing and Public Works apprenticeship program will be rebuilt methodically, with 20 new apprentices to be employed annually this year and next. “These apprentices will be mentored by experienced tradespeople as they learn skills to build vital infrastructure for Queensland,” Mr de Brenni said. Minister for Employment, Training and Skills Development, the Hon. Shannon Fentiman MP, said that government employment of apprentices delivers important outcomes for young people, especially in the regions. “Providing secure employment opportunities to Queenslanders is an integral part of creating a strong economy in our state,” Ms Fentiman said. “Government has a critical role to play in the provision of apprenticeships for our young people. “These apprenticeships mean we are working toward meeting the skill needs for the jobs for tomorrow.” Apprentices are set to start in Atherton, Ayr, Brisbane, Caboolture, Cairns, Kingaroy, Rockhampton, Thursday Island, Toowoomba and Townsville on July 30. Through the program, apprentices will be employed as electricians, painters, plumbers and stonemasons. Find out more about this program by visiting www.qld.gov.au.

Queensland Home Warranty Scheme Premium The Queensland Home Warranty Scheme (QHWS) is a not-for-profit insurance scheme that provides protections for consumers in the Queensland building and construction industry. Every year, premiums are independently assessed and adjusted where necessary to ensure the viability and continued sustainability of the QHWS. On 1 July 2018, insurance premiums for residential construction work in Queensland increased by 3.5%. For all contracts signed on or after 1 July, 2018, these new premiums will apply. Factors including increases to insurance costs and increases in the costs of construction labour and materials, are considered during the independent assessment. The number of insolvencies in the industry also contributes to the increase in premiums, as more consumers are relying on insurance claims to complete the contracted work. Research shows that customers prefer to contract with licensed contractors who are appropriately insured. To help prepare for these changes, please visit www.qbcc.qld.gov.au.

safety

Safety in Design The safety in design process is important in the building and construction industry to minimise and prevent the risk of injuries during the construction of the work. A safe design is about integrating hazard identification and risk assessment methods early in the design process to eliminate or minimise the risk of injuries. This applies to buildings and any component of a structure: pipelines, equipment, etc. Following the Turnbull Report, which came into effect in 2001, construction companies have been required to show procedures to manage risk in their accounts. This is not a statutory requirement but can have a severe detrimental impact if it is not included.

Who is Responsible for Safety in Design? Safe Work Australia defines the designer as the responsible person. Therefore, a designer is a person conducting a business or undertaking a profession, trade or business involving the following: •

Preparing sketches, plans or drawings for a building or structure, including variations to a plan or changes to a building or structure Making any decisions for incorporation into a design that may affect the health or safety of persons who construct, use or carry out other activities in relation to the building or structure

Designers, therefore, include architects, engineers, licensed designers and contractors carrying out design and construction work. This includes anyone who changes or alters a design.

When Should the Process of Safety in Design Begin? A safe design commences at the concept stage of the project, involving the following considerations: •

The building or structure’s intended function and use

The different legislation, standards, codes of practices and guidelines with which the design and construction will need to comply

J U LY | A U G U S T 2 0 1 8

Selection of the materials that will be specified o Are the specified materials fit for their purpose? o Do they comply with the Building Code of Australia (BCA)? o Do the intended products require approvals (e.g. associated with the Watermarked Certification Scheme)?

Construction method undertaken

The ongoing maintenance be carried out

The life expectancy of the building or structure

Identifying the Risk Associated with Safety in Design Managing the risk is an important process so that the project can achieve its objectives in terms of quality, time, cost, safety, environmental and sustainability. There are various methods, models and software templates used in assessing risk management. Risk management, therefore, is a means of dealing and managing uncertainty in a project. The risk management process involves all parties of the stakeholder group, and they complete a project risk analysis, project plan, action plans, installation and commissioning through to the operation and use. The types of risks include, client, construction, health and safety, environmental/sustainability, and fire during construction.

Safety in Design Legislation Building Code of Australia (BCA) The BCA provides the minimum standards required to ensure that the health and safety of building occupants.

Work Health and Safety (WHS) Legislation Australia - Under Section 22 of the WHS Act 2011 Duties of the Designer Under the WHS Legislation – The designer must ensure structures are designed to be safe when it is used as a workplace during its lifecycle.

This includes during the construction of the structure, the use for purpose for which the structure is designed, the maintenance, cleaning or repair of the structure and the eventual demolition at end of life. Designers must also consider the safety of people in the vicinity of the workplace. Providing Information – Under Section 22 (4) and 22 (5) of the WHS Act, the designer must provide information to anyone who is issued with the design, indicating the purpose for which the structure is designed, the results of any testing and analysis undertaken and any conditions necessary to ensure that the designer has designed the structure to be without risk to health and safety when it is used as a workplace during its lifecycle. Current relevant information must also be provided to people who use, construct, maintain or demolish the structure on request.

Work Health and Safety (WHS) Regulation Australia - Under Section 295 of the WHS Regulation 2011 WHS Regulation 295 requires the designer to provide the person conducting a business or undertaking a client with a safety report outlining potential hazards unique to that design so that it may pose no hazard to people carrying out construction work.

Safe Work Australia - Safe Design in Practice Safe Work Australia is a national policy body responsible for the development and evaluation of the model work health and safety laws by integrating hazard identification and risk assessment methods early in the design process. The commonwealth, states and territories are responsible for regulating and enforcing the laws in their jurisdictions.

Workplace Health and Safety Queensland – Safe Design of Structures – Code of Practice 2013 The Safe Design of Structures Code of Practice states that the designer must provide a written safety report to the client that specifies the hazards relating to the design of the structure of which the designer may reasonably be aware, that may: •

Create a risk to persons who are to carry out the construction work; or

Are associated with this particular design and not with other designs of the same type of structure.

Conclusion The Safety in Design process must involve conducting ongoing risk management reviews with the stakeholder group to review the designs to establish whether the risks have been eliminated or minimized so that the project’s objectives have been achieved. It is, therefore, important that during the risk management review processes for members of the stakeholder group to communicate any concerns and seek their feedback. “It was great to network with likeminded Plumbers from Queensland and discuss common issues and ideas which assist in driving change for the benefit of the Plumbing industry and wider community.” - WA Industry Representative “May I take this opportunity to congratulate you all on such a fantastic job in organising and executing the Conference. We certainly gained quite a lot of tips from the guest speakers, which we aim to implement in our business.” - Plumbing Business Owner “I invited my wife to attend at the time of registration and her response was …”what? Why would I go to a plumbing conference?” She now has a different view since seeing the photos of the Moulin Rouge dinner and show. I tried to tell her it would be more than butt cracks and dunnies but she wouldn’t listen. Sucked in.” - Inspection Coordinator “I would have to say that this conference was the most professional conference that I have ever attended in my 12 years of being a plumbing inspector.” - Plumbing Inspector “The event was simply fantastic and the organisation (from the outside looking in) certainly appeared flawless. The speakers were all well received and the content was relevant to the current climate.” - Gasfitting Business Owner www.tradesindustryconference.com Phone 07 3273 0800 events@mpaq.com.au MASTER PLUMBER MAGAZINE

Single Touch Payroll NO MONEY OR TIME DOWN THE DRAIN

As of 1 July 2018, all Australian businesses with a workforce of 20 or more should have moved over to a new way of reporting on how they pay their staff to the Australian Taxation Office (ATO) under a system called Single Touch Payroll. If you are a smaller business, you may be breathing a sigh of relief that this doesn’t apply to you, but from 1 July 2019 all Australian businesses will be required to move to the new system. The good news is if you are a plumber and make one smart move right now, it doesn’t have to be a big deal or even have any impact on the way you run your business.

The New System Starting 1 July 2019 all businesses will be required to report wages under the new Single Touch Payroll system, which means every time you pay your employees you must report a number of things to the ATO. These are: • Salary and wages • Salary for return to work payments • Termination of employment • Unused leave The point of the changes is to make sure all information relating to employees and your company’s finances should be available to the ATO. It is in effect, a safety net protecting employers from claims they have under-paid and allows them to ensure they are fully compliant with the requirements of the Tax Office. It is also important to note that this system does not increase your liability to the ATO or your employees. It is simply a way of improving the way businesses report their finances and employee payment details. The key to making sure you are compliant and your employees are being paid properly really comes down to making sure you have the right advice from an accountant or taxation specialist. If you are a plumber who also happens to be very good with numbers and accounting and have a strong knowledge of new taxation legislation, accounting principles and statutory obligations, we would encourage you to start looking at this system now.

How Many Staff Do You Have? As stated earlier, the new payroll reporting requirements initially only apply to businesses with a staff of 20 or more, which may seem a little more complex if you have a casual workforce. The ATO advises that businesses unsure of whether they must move to the new system must count who was on their payroll on 1 April 2018 and if they did any work for you during March 2018. If you have casual staff who did not work for you during March they do not need to be counted for this exercise. If you are worried about the introduction of the Single Touch Payroll and have less than 20 staff, you have the option of adopting the new system early to iron out any possible kinks. Then what?

What Happens Now? While it may sound complicated, the reality is that most electronic payroll systems (Xero, MYOB, etc.) will have the capacity to do your Single Touch Reporting for you already builtin to them, which means there are no extra steps needed on your part as a business owner. The Single Touch Payroll system will require payroll software to do one additional step when working out your payroll and that is reporting to the ATO, which, again, is a built-in feature requiring no work from you. Xero has already published a short video showing how this will work. The introduction of the Single Touch Payroll doesn’t need to be stressful for business owners. With the right advice, you will find the new system will save time. If you need advice on what systems what best suit your business, get in touch with Xact Accounting on 07 3124 8680. Written by Michael Renton, CEO of Xact Accounting

If you are more comfortable wading through pipes than excel spreadsheets, we cannot stress enough how important it is to get the right advice from a professional early on so your business enjoys a smooth transition over to the new system. MASTER PLUMBER MAGAZINE

PLUMBING AND INFECTION PREVENTION How can the plumbing industry assist healthcare and aged care personnel in preventing waterborne infections from occurring? Starting with the basics, having a separate set of tools for working on “clean” potable water systems and “dirty” work in sewerage and drainage systems is a must. Tools should be cleaned and dried after use, and storing the clean tools in a reusable zip lock bag will help to make sure that they are kept clean and separated from tools used elsewhere. Cleaning of any equipment and fixtures or fittings following your plumbing works should start at the cleanest place and finish at the dirtiest, i.e. clean the tap fittings first, hand basin next and the drain last. Tap water is not sterile, and it is normal to have some microbial growth in any man made water source, but we do not want the microbes that cause disease in humans, which are called pathogens, to grow and proliferate in our water systems. The pathogenic microbial species of concern in healthcare and aged care are typically, but not limited to, legionella species, pseudomonas aeruginosa and mycobacterial species. These are all waterborne bacteria, which can cause illness, particularly in people whose immune systems are not fully functioning. This includes newborn babies, elderly people and many of the people undergoing cancer treatments or who have chronic illnesses. These pathogenic microbes will flourish wherever they can obtain a foothold in water systems. Pipe material that has a smooth interior are less likely to provide attachment surfaces for microbes and the biofilm that they thrive in. Some plumbing materials, such as fittings made from rubber and some plastics not only provide nooks and crannies to attach to, but also provide nutrients or food for these microbes. J U LY | A U G U S T 2 0 1 8

Areas of stagnation or low flow will also encourage microbe attachment and biofilm formation. The shearing force of water travelling through pipes will detach these microbes and to a less extent remove biofilm, so identification of low flow or low use outlets, and a process for regular flushing of these low use areas, is a low-tech preventative action that plumbers can do to assist in the water management strategies. Higher tech management solutions may include the install of automatic flushing devices; however, the more complex the devices the greater maintenance and costs involved. In older buildings that have had renovations and changes made to the water systems, plumbers are in a unique position during routine work to identify poor prior practices, such as redundant pipes left in place. These blanked off pipes, or “dead legs”, may contain stagnating water and provide an ideal dwelling place for pathogenic microbes. Once the dead legs have been detected and reported to the management, a plan can be put in place to remove the redundant pipe from within the water system. The complexity of water systems within health and aged care facilities and the increased risk factors for the people who reside or are accommodated within them makes managing the infection risks within the water systems an important part of managing the overall infrastructure. The plumbing professionals who work in these facilities have a responsibility to understand the infection risks in these buildings and to make a difference to the safety for both staff and the vulnerable people who access heath and aged care. Anyone wanting to know more about infection prevention in water systems can access guidelines for legionella control in the operation and maintenance of water distribution systems in health and aged care facilities. Visit www.health.gov.au and you will be able to access a free copy of Guidelines for Legionella Control by clicking on “For Consumers” > “Education and Prevention” > “Environmental Health” > “enHealth”. Security of Payment Delay

Electrical Isolation – Water Heaters Written by Ernie Kretschmer, Technical Services Manager, MPAQ

The commencement of the improved security of payment provisions in the Building Industry Fairness (Security of Payment) Act has yet again been delayed. Whilst we might complain about the delay, the Minister is determined to ensure the Act is as good as possible before implementation. I commend that.

When the new electrical standards are released (AS3000), all new water heater installations will require an individual isolation switch to be installed adjacent to the cylinder. Currently, under the Wiring Rules, when an electrical appliance is replaced with an identical product, it is not a current electrical requirement to install an individual isolation switch. This situation is termed a “like for like” replacement and is classed as a repair. Hot water cylinder isolators are not required. Like for like = an exact size for size in liters and the element is the same KW rating. If the hot water cylinder is replaced due to an increase in volume capacity or moved to another location, this would be classed as an alteration to an existing installation and would trigger the requirement as “new work” and, therefore, require the installation of an isolator. Due to this being electrical work, a restricted electrical license holder would NOT be able to perform this task. This introduces the situation where “new work” is being envisaged, the plumber may have a duty when quoting the job to advise the owner that the work cannot be completed unless an isolator is fitted to the existing installation or will be fitted when the water cylinder is replaced. In summary, a “like for like” replacement is not considered a new installation (unless the unit is moved, element size changes, etc.). So for the majority of appropriately licensed individuals nothing will change as long as it is a like for like change over. As best practice, it should be encouraged that an isolator and residual current device (RCD) protection should be considered. At a Federal level, the Murray Report, which is about how to improve security of payments across the whole country, has just been released. Together with MPAQ Executive Director, Penny Cornah, I recently met with Mr Murray to work through his recommendations and put forward how plumbers and drainers see the world in terms of security of payment, or rather the lack thereof. Mr Murray has made some recommendations that I think may be extremely helpful for ensuring security of payments in the building and construction industry, right down the chain. I expect the Minister for Housing and Public Works, the Hon. Mick De Brenni MP. will be looking at these recommendations closely. Mr Murray is recommending, in lieu of multiple project bank accounts, a simple, cheap and efficient system whereby all the money in the chain on a building and construction project is charged, effectively as trust moneys, without the need to set up multiple project bank accounts for each job. Therefore, no matter who in the chain of contracting goes broke, the money is safe and ends up with everyone being paid and the liquidators not getting their hands on your money. To me, this looks like it might be a great idea. A delay it may be! But let’s see if Minister De Brenni can deliver an even better security of payment system than he is already trying to roll out. Minimum Wage Ruling 2018 Written by Kym Campbell Senior Human Resources Advisor, MPAQ

Written by Robert Pearshouse Chair, MPA

The Fair Work Commission has recently announced a 3.5% increase to the national minimum wage. This increase will apply from the first full pay period commencing on or after the 1 July 2018.

On Monday 21 May, MPAQ’s Executive Director, Penny Cornah, and Bill Watson, Director of Master Plumbers Australia (MPA), attended the MPA meeting in Sydney.

The new national minimum wage is $719.20 per week, or $18.93 per hour. This amounts to an increase of $24.30 per week to the weekly rate.

At the meeting representatives from Master Plumber Associations around the country met to discuss key federal issues impacting our industry. The Plumbing Products Industry Group (PPI) were also invited to participate in part of the meeting. Master Plumbers Australia (MPA) and PPI signed a Memorandum of Understanding last year that allows the two organisations to collaborate and partner together on a number of key reviews impacting our industry.

The 3.5% increase also applies to all modern Awards from the first full pay period commencing on or after 1 July 2018. The Fair Work Commission said that at the tradesperson level, this would translate to an increase of approximately $28 per week. All weekly wages will be rounded to the nearest 10 cents. The Commission stated that they had taken into account the circumstances of different regions, industries and sectors when making the decision. The Commission have now updated all modern Awards with the increases. The new MPAQ Wage Sheets reflect the changes and are available on the MPAQ website, for members. If you are an MPAQ member and have any questions or queries please contact the Workplace Relations team on 07 3273 0800 or email hr@mpaq.com.au.

Jetters Sales Surge The drain cleaning revolution has exploded this year as more plumbers rushed to take up the 100% depreciation allowance from the Federal Government. Jetter’s Edge, a distributor for Aussie Cobra jetters has reported a huge sales surge in June. The Aussie Cobra range of drain cleaning jetters was developed by Australian Pump Industries. The first company to build commercially available 4,000 psi drain cleaning Jetters, Aussie Pumps saw huge advantages for plumbers using smarter and safer machines. Aussie’s King Cobra 5,000 psi machines are designed to clear chokes faster and chop through tree roots and other blockages with ease. The machines are matched to a terrific range of accessories developed specifically to help plumbers, adding an extremely profitable adjunct to existing capabilities. “The huge increase in sales reflects directly from great prices and the tax break,” said Bill Miller, General Manager from The Jetter’s Edge. “We got tired of cut price clones coming on the market and decided to work with Aussie to drop prices so that customers can save by buying the original Cobras instead of copies. The result has been a huge increase in demand resulting in higher production volumes and lower cost. We keep passing those lower costs back to the plumbers, resulting in even more happy customers,” he said. Bill Miller provides free online advice service to plumbers about how to get the best out of drain cleaning Jetters. He also has free documentation on safety, machine maintenance and provides users with lots of information about how they can get the best out of their machines, irrespective of brands.

Bill Miller and Sam Chisum pick up another load of Cobra Drain Cleaners from Australian Pump as sales explode!

“The Jetters Edge is all about helping plumbers to play it safe and add profitability at the same time by moving into what we used to call the Jetters revolution,” said Miller. Australian Pump now ship the Aussie Cobra all over the world and have machines operating in New York, right through South East Asia and even in Europe. Cooperation between the Cobra Club, an association of the drain cleaning Jetters owners throughout Australia, The Jetters Edge and the Aussie Pump factory at Castle Hill means that machines are constantly being improved. This makes them more user friendly, easier to service and reliable. Constant feedback from the market is used in the design and development process to the benefit of all parties involved. Further information including details on complete 4,000 psi drain cleaner packages is available from The Jetters Edge, and machines are available for immediate shipment anywhere in Australia. A SHINING EXAMPLE OF HOT WATER INNOVATION Water heating is the second largest segment of household energy use in Australia1. However, Quantum Solar Heat Pumps have their sights set on changing the status quo with their innovative, energy-efficient water heating technology. Most people are aware that there are three ways to generate hot water – electricity, gas or conventional solar. There is a lesserknown fourth method, and it’s one of the most efficient systems available – the Quantum Solar Heat Pump. A Quantum Solar Heat Pump costs just a fraction to run, when compared to other traditional forms of water heating. This not only delivers significant financial benefits, it means reduced greenhouse gas emissions and a smaller environmental footprint.

How Does it Work? The Quantum Solar Heat Pump is a simple concept, brilliantly executed. It works on a patented refrigeration principle similar to that found in an air conditioner or refrigerator – but in reverse. A traditional solar hot water service relies on the sun and, in Australia, can provide 50 to 90 per cent of hot water for a home2, with an electric ‘booster element’ kicking in to cover any shortfall. A Quantum Solar Heat Pump, however, uses a reverse refrigeration process and patented Tank WrapTM J U LY | A U G U S T 2 0 1 8

technology to make use of the heat in the ambient air around the system to heat the water. This means there are no roof panels, the sun doesn’t need to be shining and, what’s more, it’s so efficient that it can provide reliable hot water 24 hours a day, even in temperatures as low as -10°C, with no booster element. With over 30 years of ongoing product development, Quantum is the expert in solar heat pumps. The units are designed and manufactured to Australian standards and have a low noise rating. With government rebates available, there has never been a better time to install a Quantum Solar Heat Pump. To find out more, visit your local Tradelink branch or www.quantumenergy.com.au. SECURITY OF PAYMENT

IMPLEMENTATION SUPPORTING QUEENSLAND JOBS

Security of payment press conference, October 2017

The Palaszczuk Government announced in June the next phase of implementation of its historic Building Industry Fairness legislation, which will deliver further security for Queensland subcontractors. Minister for Housing and Public Works, the Hon. Mick de Brenni MP, said the reforms, which deliver on the Palasczuk Government’s election commitments, would help ensure Queensland’s small businesses are paid in full, on time, every time. “The first term Palaszczuk Government took to the 2017 election a commitment to deliver security of payment for subcontractors in Queensland’s $45 billion building and construction industry,” Minister de Brenni said. “Ensuring people are paid for the work they perform means industry can stop wasting time chasing late or unpaid invoices and can instead focus on growing their businesses and creating jobs for Queenslanders. “In 2017, it was this Labor government that passed historic reforms supporting small businesses in the building and construction industry the Building Industry Fairness (BIF) legislation. “These are the strongest protections for subcontractors in the country. “A central component of those reforms was Project Bank Accounts, and from March 1 2018 they now apply to all government construction projects between $1 and $10 million. “As of early June, four projects have been awarded that require using Project Bank Accounts, 11 tenders are currently being assessed, and another 14 are out to tender.” Minister de Brenni said the BIF Act also legislated to appoint Building Industry Fairness Reforms Implementation and Evaluation Panel to work with government and with the building industry to assess the implementation of this legislation. “I’m pleased to announce that I have appointed four eminent professionals to the panel,” Mr de Brenni said. J U LY | A U G U S T 2 0 1 8

“Ms Bronwyn Weir has been appointed as Chair. Ms Weir is a legal specialist in regulatory practice, enforcement and compliance matters in the building and construction industry.” “Ms Weir is joined by Ms Jennifer Robertson, corporate governance consultant, practicing lawyer and Deputy Chair of the Queensland Building and Construction Commission (QBCC); Mr Troy Lewis, a specialist in construction litigation and security of payment law; and Ms Fiona Aitchison Reid, Principal Solicitor in a construction law firm. “In the interests of business confidence, we will commence these reforms in tranches, and following industry consultation on the next tranches, I will introduce BIF Act amendments into the House to progress the next stages of reform. “I intend for these provisions to commence from 17 December 2018. “Our Building Industry Fairness reforms are a comprehensive package of reforms that will get the building and construction industry back on the level. “Importantly, some of these reforms are designed to reverse the damage caused by the LNP’s absurd self reporting scheme for building companies. “The Palaszczuk Government is backing Queensland business so it can get on with the job of creating jobs for Queenslanders. A discussion paper will be released for industry consultation in coming weeks, and an approved regulation for Minimum Financial Requirements will operate from 1 January 2019. GETTING PAID 7 WAYS TO ENSURE YOUR INVOICE GOES TO THE TOP OF THE LIST

As a subcontractor, many of your peers could be sending invoices to your clients around the same time as you are. There are steps you can take to ensure yours is paid sooner than others’.

1. Reconsider Due Dates Cash flow is critical. Did you set your terms to 30 days because it seemed to be the norm? You can choose 14 days and then, even if a client is late to pay, you can start chasing it up long before a month has passed.

2. Terms of Trade A Terms of Trade document is enormously valuable. Once a client accepts your quote and hires you to do the job, send them your document and have them return a signed copy to you. You can have your solicitor draw up your Terms of Trade which instruct your clients how to do business with you. Clients appreciate and respect this kind of full transparency and professionalism.

3. Don’t Make Bill Payment a Guessing Game for Clients Your invoice is an important document too. It should outline all necessary information that helps clients determine if they agree with the figure at the bottom and tell them how to pay you. Here’s what should be included:

4. Financial Incentives Early payment incentives can be more encouraging than late payment penalties. Even a two percent discount can be a motivator, and it’s money in the bank for you, which keeps your cash flow healthy. On a $5,000 invoice, that’s just $100. Is $100 worth not having to chase up payment? State this incentive clearly on your invoice where it won’t go unnoticed.

5. Timing is Everything The sooner your invoices go out, the sooner you’ll be paid. Instead of processing invoices weekly or monthly, try to process them upon completion of the job. Accounting software can make this incredibly easy for you.

6. Outsource Help with Accounts If you find bookkeeping overwhelms you, even with the digital platforms that make it much easier to stay on top of things, seek help from a professional. The beauty of cloud-based accounting packages is that your bookkeeper can remotely and securely log in as required when you need a hand and take over without any fuss. All your data will be up to date in real time and your invoices will be sent without delay.

7. Be Ready to Accept Payment by Credit Card

All dates such as when work was performed, invoice date and due date

Job address and/or Purchase Order details

Quotation numbers and dates so your client can match the asking fee with the agreed price

Gross fee, GST and net fee, shown individually

Payment terms: due date; whether it’s a deposit, progress payment or final invoice; whether late payment fees apply

Accepted payment methods: EFT, credit card, cheque or other

Your ABN and contact details

EFT payment is so seamless, especially when you use accounting software that automatically checks off payments with outstanding invoices. But what if a client offers to pay by credit card because their cash flow isn’t flush when they owe you money? There are systems that facilitate businesses to accept credit card payments, from one-off transactions to ongoing arrangements. There are even apps that enable you to swipe the client’s credit or debit card onsite using a device you attach to your smartphone. Explore the options and find the best to suit your business. MPAQ members have access to an exclusive discount with Square—find out more on our member benefits page on our website (www.mpaq.com.au).

Keep formatting consistent every time. When your clients are familiar with your invoices and statements, they know exactly what to do

By being proactive and smart about the way you do business, there is no reason why your invoices have to drop down the pecking order when your clients are handing out money. Written by Gina Lofaro, The Word Mistress

PLUMBING PLAGIARISM Last month, I had a member from the public email me to thank me for my informative website. The next sentence left me a little stunned though, as this particular person had been searching for a plumber without a call out fee (good luck) and had seen my post about WHY plumbers should be charging a call out fee. He had also clicked on a similar article and realised my content had been plagiarised on another Brisbane plumber’s website. Plumbers are slowly realisng the power of the internet, and a blog attached to the company website is a great way to share knowledge to help customers with their plumbing issues. When done well, if a customer searches for a particular problem in their area, and a plumber’s blog comes up in the search, this becomes an effective marketing tool, as guess who the customer will call to fix their problem? In order for plumbers to have effective articles on their blog, they will outsource this work to content writers as most plumbers don’t have time to write these articles themselves. But content writers aren’t plumbers, so they head to Google to find information on their chosen topic. Some are silly enough to plagiarise the content. If you have a website, plagiarism is bad news for your site, as well as your reputation. Google doesn’t like content duplication and it can affect your rating too. So how do you prevent plagiarism from occurring if you don’t know it’s occurred? There are many plagiarism checkers online that you can use, and you should use them when you receive content from your writer. Paperrater and Grammarly are most commonly used.

Women in Plumbing Earlier this year Construction Skills Queensland published a report into women in construction. The numbers don’t paint a great picture. While half of all workers are women, only 10% of the entire construction workforce are women. When we narrowed our focus to construction trades specifically, we found less than 2% are women. These numbers won’t surprise anyone on the tools – a female tradie is not unheard of, but they’re very rare. And unfortunately I can’t say that plumbing does better than most. According to the latest Census, there are only 150 women working as plumbers in Queensland – around 1% of all plumbers. That’s about onethird the level of female representation across the rest of the trades. Plumbing is one of the ‘big three’ apprenticeships in construction (with electricians and carpenters). But compared to the other two, plumbing records the lowest female representation, with a training rate about one-third that of all trades. You might be thinking, so what? The plumbing sector has done just fine over the last few centuries with a male workforce. Most nurses are women; most plumbers are men. What’s the problem? Well for starters there’s the simple observation that plumbing businesses are ignoring half the pool of talent the state has to offer. And in a market where margins are getting thinner not fatter, talent matters a lot. Another reason to give this issue a bit more thought is something I like to call demographic disruption. You might have noticed that plumbers are getting older. Half of all plumbers in Queensland are aged over 37, and every year that average gets pushed out a little further. This means we’re going to start running out of plumbers soon. And there isn’t going to be enough men alone to fill the pipeline. There are two ways to solve this puzzle – get more done with fewer workers, and find alternative sources of labour. We will need to do both. For the latter, the female working population is an obvious candidate. The economy is already enrolling more women into the workforce – out of necessity not equity. Plumbing businesses will not be immune to these forces over the coming decades. Contact Construction Skills Queensland on 07 3846 8700 for further information. If you find inspiration from another website, good business practice is to link a credit to your inspiration. I recently did this with my groutless bathrooms post as this post was originally on another blogger’s site, but I created different content that was relative to Australia. If you are ever in doubt about what to have on your company blog, I’m more than happy to offer ideas to help you on your way. Just please don’t copy and paste from another website. WATERPROOFING FOR LINEAR DRAINAGE INSTALLATIONS A marvel of practical efficacy and chic ultra-modern design, linear drains have emerged as the preferred choice for construction professionals seeking a streamlined, adaptable and elegant drainage solution. The Australian waterproofing standards AS3740 (for internal waterproofing) and the recently amended AS4654 (waterproofing for exterior use above ground) and AS4858 (wet area membranes) regulate waterproofing installation practices for Australia’s building industry. Strict adherence to these standards will ensure your waterproofing system can effectively resist water leaks across any high risk wet areas and maintain mandated Building Codes of Australia (BCA) compliance. When waterproofing Linear Drainage Systems it is important to consider that linear drains expand the area of drainage to ensure greater flow, but in turn expose more surface areas to potential water ingress. It is imperative that waterproofing membranes are applied across the entire wet area surface; full floor waterproofing is mandated for particle board and plywood sub-bases. Be mindful of substrate materials (timber or concrete), as this will determine the correct positioning of the waterproofing layer. Refer to AS3750 for sub-base waterproofing requirements. Waterproofing materials have evolved markedly over the last decade. Two modern waterproofing methods

J U LY | A U G U S T 2 0 1 8

are recommended for leak control or bonded flange installations (most common for linear drainage): roll-on liquid membranes or fabric membrane sheets. While each have unique advantages depending on installation requirements, both systems are designed to bond directly to the drainage flange, providing seamless coverage across the entire drainage wet area. A quality drainage flange will arrest leaks into mortar screed beds. Avoid the temptation to modify the leak control flange to fit a particular setting (such as cutting the flange to fit drain against a wall), as this could promote leakage around the mortar bed. Consider purchasing an adjustable leak control flange, which allows the flange to adhere directly to the waterproofing membrane. For shower spaces and other high-flow areas (particularly outdoors), falls must be graded between 1:60 and 1:80. For bathroom floors, falls must not exceed 1:100. Unlike central point drains, linear drains require only a single slope to the water outlet. Unenclosed shower walls must be waterproofed to a minimum 150mm above the floor substrate and 25mm above the maximum retained water level. Australia’s leading linear drainage manufacturer and supplier Stormtech is committed to providing the highest quality, expertly tailored drainage solutions for today’s building projects. Boasting an unrivalled depth of experience in linear drainage solutions, Stormtech welcomes questions on product selection, code compliance and

fault-free installation. To ensure proper installation, Stormtech will gladly advise clients on appropriate waterproofing provisions for your linear drainage project. Stormtech works proactively with plumbing advisory services to ensure drainage is not only fit for purpose but remains fully compliant with BCA regulations and Australian waterproofing standards AS-3740 (2010), AS-4654 (2012) and AS-4858 (2004). All Stormtech products are WaterMark™ certified (Australia) and are fully approved by US UPC and the Canadian Standards Association (CSA). VALE: HERBERT PETER JOHN SACHS (PETER) 28/2/1932 – 26/5/2018 Johann Sachs ran a carrying business between Ballarat and Bendigo during the 1800’s gold rush. His son Emil Sachs moved to Brisbane in 1897 and bought Alfred Shaw’s Plumbing Works. Emil’s sons Walter and Herbert ran E Sachs & Co Ltd. When Herbert passed away in 1960 his son Peter Sachs took over the running of the family business. At the time Peter was 28 and the company had some hundreds of employees. E Sachs & Co (Saxon) were famous for wood stoves, hospital furniture and equipment, nails, wheel barrows, iron railway sleepers for cane trains, rainwater goods (guttering and downpipe) and water heaters. The business prospered and expanded along the east coast of Australia, exporting nails to the USA and Singapore.

A second nail manufacturing plant was established in Sydney. In the early 1970’s Peter was responsible for the successful implementation of one of the first computer integrated manufacturing systems in Australia. Peter was passionate about being an Australian manufacturer. In particular he enjoyed working with people and was much loved by the employees. The business was more like a family than a business. Over the years many wonderful people have worked for the Saxon business, which ceased trading in 2011. Peter Sachs led an exciting and rewarding life. He worked as a jackaroo mustering cattle after leaving school, learnt to fly tiger moths and Austers, was a Master 5 Mariner, enjoyed spearfishing and scuba diving, and pioneered underwater photography with a homemade Perspex camera case filming grey nurse sharks, turtles, and manta rays off North Stradbroke and Moreton Islands. Sadly he passed away at home on 26 May 2018. He was a great bloke and boss and will be very much missed by his two sons Peter and Michael, daughter in-law Virginia and granddaughters, Anna, Holly and Gabrielle. Written by Peter M Sachs
