Well Queensland has received a battering in the last few months, with Cyclone Debbie causing havoc around the state. I hope everyone has stayed safe and anyone affected is recovering quickly. We’re the disaster recovery state, we always bounce back and make the best of it! Growing up on the Tablelands in Far North Queensland, I’ve been in a few cyclones and you can’t help but get that “stay home from school” nostalgia when you hear a cyclone is coming. Check out the ways you can provide assistance in the clean up on page 13. Tropical Cyclone Debbie

PAQ hopes that all of our members and their families have kept safe during the recent wild weather events in Queensland due to Tropical Cyclone Debbie. This cyclone has caused severe damage and flooding throughout Queensland and Northern New South Wales. The Minister for Housing and Public Works and the Minister for Sport, the Honourable Mick de Brenni MP hosted a Building Recovery Group (BRG) meeting in response to Tropical Cyclone Debbie. The BRG coordinates the efficient and effective exchange of information, issues identification and resolutions between government agencies, local government, the building industry and insurance providers, to ensure efficient, prioritised use of available resources in rebuilding dwellings following a disaster. The Minister has requested the Queensland Building and Construction Commission (QBCC) host a register on its website to enable licensed tradespeople to register their availability to go into affected areas to assist with the aftermath of Tropical Cyclone Debbie. The register is being used by home and property owners to source tradespeople to perform repairs and rebuilding work. MPAQ released a warning to all consumers to not become complacent and to place plumbing checks at the top of the priority list, along with electrical work after the cyclone and flooding. New Submission System for Notifiable Works

M

PAQ has been successful in lobbying the government for an upgrade to the Plumbing Application System (PAS), for plumbers and drainers to submit Form 4s. The new solution replaced the current online function performed through the PAS. We have been working with the Hon. Mick de Brenni MP to ensure the new system is simpler and easier and we commend the Minister for actioning this important initiative. Notifiable Work was introduced in 2012 by the Queensland Government, allowing qualified plumbers and drainers to perform works and “notify� the government of the work completed, instead of requiring a costly and timely inspection. This removed the requirement for local government plumbing inspectors to attend the site, saving the consumer money. MPAQ is currently lobbying the Queensland Building and Construction Commission to roll out a campaign to consumers to make them aware of Form 4 requirements.

New Dawn for Training MPAQ is pleased to announce that our major infrastructure investment to bring a new dawn to plumbing training is underway. In partnership with the National Fire Industry Association (NFIA) as well as the Plumbers Union, we have purchased a building located in Beenleigh. Beenleigh is ideally placed for members should they be located in Brisbane, on the Gold Coast, in Logan or Ipswich. Once fitted out, the building will be the infrastructure hub to deliver world-class quality training to members and their apprentices. MPAQ has not been as involved in apprenticeship training in the past as we would have liked, and this development marks a significant step towards our goal of achieving this. Although it will be the center for our apprentice training, it will not be limited to apprentices. We will also train our post-trade courses in these brand new facilities. Members have been telling us for some time that they think that MPAQ should play an even larger role in training up the future of our industry. Through this model, MPAQ members have a direct say in how apprentices are training and what post-trade courses are delivered. Members have been asking for increased flexibility, additional endorsements within the apprenticeship package as well as access to facilities. Our investment will provide all of this. MPAQ agrees that industry training investment should be captured and retained in industry. I also encourage members to consider the great capital investment that has been made in a real estate growth area which provides a fantastic asset for the future of our association. s you would probably be aware, on 30 November 2016 the Queensland Government made key announcements about the new Queensland Building Plan, which involves a number of reforms for the building and construction industry. The announcement was made by the Premier, Annastacia Palaszczuk MP, and Minister for Housing and Public Works and the Minister for Sport, the Hon Mick de Brenni MP, attended by our Executive Director, Penny Cornah, along with a number of MPAQ members and myself. We welcome the announcement of the Building Plan as it includes a number of reforms that are essential for our industry. One of the most important reforms is security of payments. For too long, plumbing contractors have suffered under unfair laws resulting in unethical practices and commercially unreasonable contracts. Plumbing contractors continue to be subjected to late payment or non-payment, costing their business stability, financial security, business growth and in some cases causing bankruptcy. A recent economic report showed that each year the building and construction industry is burdened with $3 billion in unpaid debts. This is on top of held retention funds, delayed payment or ‘renegotiated’ payment terms. While many blame different factors, the simple fact is the current laws are not strong enough because they are inherently unfair. To fix these laws we have suggested and are committed to five key principals: 1.

People who actually do the work should get paid for the work they have performed

2.

If a business goes bankrupt, they shouldn’t be able to take other businesses with them

3.

Contracts should be fair and reasonable

4.

Sub-contractors should get paid at the same time as builders

5.

One small aspect of work should not hold up payment for the overwhelming amount of work that has been properly completed on time

A Project Bank Account is a trust account through which the developers funds are paid for work completed to builders and trade professional contractors at the same time. This is compared to the current situation where the developer pays funds into the builders account and then it’s left up to the builder as to who, how much and when payments are made to trade contractors. We are aware that some groups who hold a financial interest are fighting against the Project Bank Accounts. They are focusing on the minutia and disputing information that has not even been released by the Government, in an attempt to discredit any reforms. The reality is that while it is likely the outcome will not be perfect (because perfect laws do not exist), the reforms will improve the current payment flow to trade contractors. Builders are generally not major employers but take more of a project management or accounting role within the building and construction industry, and we respect their views. These reforms are not about builders, they are about fixing unfair and unjust laws. I firmly believe that there is no other sector within our community where it is acceptable to not pay someone for work they have performed. We wouldn’t let a nurse work seven shifts and only get paid for two of them. This is the reality that some members live in every day, and it has to change.

lumbers are hailing a new Logan City Council online portal that has slashed the cost and time it takes to access drainage plans. Drainage Plans Online allows customers to immediately find information on the installed drainage system attached to an existing dwelling/house. Previously customers had to lodge a formal written request with Council’s Plumbing Services team which would take five to 10 days to complete and cost $51 per plan.

Natural Gas Rebate Campaign Plumbers and gasfitters across Queensland are being encouraged to utilise the new Australian Gas Networks (AGN) rebate campaign to encourage their customers to install Natural Gas. The APA have put together a program for consumers on the AGN, which covers existing residential homes. This campaign is designed to increase gas consumption by incentivizing existing homes to connect to natural gas, or additional gas appliance installations within existing homes already connected to natural gas. This rebate will provide plumbers and gasfitters operating on the AGN network further opportunities for work. Assistant Commissioner from the Queensland Building and Construction Commission (QBCC), Esther Blest, said that the new service was developed in consultation with all areas of the industry (including licensees, local governments, peak bodies, public sector entities and administrators).

The improved database was developed following feedback from stakeholders and a subsequent decision by the Building Ministers’ Forum at its 31 July 2015 meeting to improve the functionality and search functions of the existing database. The new database has an improved look and functionality to enable better searching and filtering of WaterMark certificates and products.

Recovery Clean up After Cyclone Debbie The damage caused by severe Tropical Cyclone Debbie from Airlie Beach in North Queensland down as far as Northern NSW in March and April was significant and devastating for some. With wind gusts exceeding 160km per hour, heavy rainfall causing major flooding, large waves and storm surges along the coast, many people lost their homes, businesses and vast amounts of furniture and equipment.

Building and Trades Assistance Register The Minister for Housing and Public Works and Minister for Sport, the Hon. Mick de Brenni MP requested the Queensland Building and Construction Commission (QBCC) host a register on its website to enable licensed tradespeople to register their availability to go into affected areas to assist with the aftermath of Tropical Cyclone Debbie. The register has been up and running and lists hundreds of licensed contractors from a variety of trades, including those licensed by regulators other than the QBCC, who have registered specifically to work in areas affected by Cyclone Debbie. The register is used by home and property owners to source tradespeople to perform repairs and rebuilding work. If you haven’t already registered, you can do so by emailing cyclonedebbie@qbcc.qld.gov.au or by calling 139 333 24/7 and providing the following information: •

Alerting Consumers to Make Plumbing a Priority The Master Plumbers’ Association of Queensland (MPAQ) sent out various press releases to media agencies and industry representatives to ensure consumers would be informed that plumbing needs to be made a key priority during significant weather events such as Cyclone Debbie. Information included contacting a local licensed plumber to check: •

Drainage or septic overflows (contamination of surrounding area due to a surcharge or the ingress of water)

Silted or blocked drains (drains being full of silt due to muddy flood waters)

Gas regulators and burners on appliances such as hot water systems, ovens and barbecues that could be wet and blocked with silt

Gas bottles that may have floated or moved with flood waters causing leaks in the gas system

Valves exposed to floodwaters may need replacing or retesting to ensure correct operation

Tank water and other alternate water systems should also be checked

Downpipes that are connected to underground storm water drains which may be blocked with silt

How to Protect our Waterways and Save Money W

e’ve all heard of soil erosion, but do you know how much it influences your job, the hours you work, the money you earn and your relationship with your customers?

There are two options a raindrop has when it falls from the sky, it can either fall on a soft surface and soak in, or it can fall on a hard surface, not soak in, and become stormwater runoff. It’s this run-off that picks up plenty of pollution, mud and litter, carries it into drains, and ends up in our waterways. This pollution-filled run-off not only harms our marine wildlife, but it also ends up costing you a lot of time and money while on the job. Believe it or not, plumbers can have a huge role in improving the erosion and sediment control on their worksites and can gain some huge benefits by doing so. You’ll save time and money by not having to clean up sediment or replace lost materials after rain, you’ll reduce the risk of receiving a fine or prosecution for polluting the environment, you’ll improve relationships and trust with the local council and the community, which can lead to greater promotion opportunities of your business as you become known for being eco-friendly. Here are some ways plumbers can stop soil erosion and sediment pollution in its tracks:

Reinstate sediment controls o If you move or remove sediment fences, then reinstate them as soon as possible o Use sand bags or other sediment control measures to exclude sediment from stormwater pits

Building Ministers’ Forum in Sydney T

he Building Ministers’ Forum (BMF) was held in Sydney on Friday 21 April 2017, for Ministers to decide on a range of significant measures that will benefit the Australian building, plumbing and construction industry, and the wider Australian community. Ministers discussed the revised Intergovernmental Agreement (IGA) for the Australian Building Codes Board (ABCB), to ensure it continues to support the BMF’s priorities for the national building reform agenda. Ministers agreed inprinciple to ratify the new IGA before 30 June 2017. Ministers support the strengthening of the WaterMark Certification Scheme, and endorsed the ABCB’s approach to explore whether WaterMark could be expanded to include Point of Sale regulations within jurisdictions.

Ministers agreed to continue implementing measures through the Senior Officers’ Group, and to address risks related to non-conforming building products. The implementation plan will be published in May 2017. Ministers also supported the ABCB’s research plan into possible measures that may contribute to a reduction in jumping suicide from newly constructed buildings. Several important issues relating to accessibility were also discussed. State and Territory Governments have made progress towards increasing the stock of universal and accessible housing. “We currently spend over $200 million each year repairing, upgrading or building public buildings and we need local businesses to deliver this work,” Mr de Brenni said.

Sessions were run around that state over April and May, letting local businesses know how they can put their hand up for a share of the work on offer.

“Local work should be done by local businesses wherever possible, so I strongly encourage every local business to get in touch with Building and Asset Services and register.”

Minister for Housing and Public Works and Minister for Sport, the Hon. Mick de Brenni estimated the project will deliver close to 100 projects and support over 500 jobs for local businesses.

Education Minister Kate Jones said more than 80 school communities would benefit from the Advancing Queensland Schools program.

“Tenders will open progressively from next month (May), so businesses can make sure they’re considered for opportunities by registering as soon as possible,” Mr de Brenni said. “There are a wide range of works planned, so just about every trade will be required – painters, builders, concreters, roofers, electricians, plumbers and many more.” Mr de Brenni said by registering with thr Building Asset Services team, they can also be provided opportunities to tender on other government building work outside of the program.

To date, there has been a great deal of attention placed upon the ABCC’s powers to crackdown on union officials, curb coercion and regulate the engagement of foreign workers. The other issues relating to security of payments, the terms required in construction contracts and the terms affecting contract administration have largely passed without comment, despite being extremely important.

The Building and Construction Industry (Improving Productivity) Act 2016 (Cth) (the Act), reestablishing the ABCC, also established a Security of Payments Working Group (the Group). The Group monitors compliance with security of payment laws at both State and Commonwealth levels and provides advice to the ABCC about improving security of payment.

The new Code for the Tendering and Performance of Building Work 2016 (the Code) imposes rigorous new requirements upon ‘code covered entities’. These include but are not limited to, building contractors, building industry participants and related entities that tender for Commonwealth funded building projects.

Security of Payments Under the Code Businesses subject to the Code are required to: 1. Comply with all security of payment laws and requirements under State or Territory based adjudication processes; 2. Not unreasonably withhold payments and must pay in a timely manner; 3. Have a documented dispute settlement process in contracts dealing with payments to subcontractors and the resolution of disputes; 4. Endeavour to resolve all payment disputes in a reasonable, timely and cooperative manner; 5. Comply with project bank account and trust arrangements that apply to the entity; and 6. Report any disputes or delayed progress payments to the ABCC Commissioner as soon as reasonably practicable after the date on which the payment falls due.

Documented Dispute Settlement Process Notably, the Code requires a documented dispute settlement process to be included in contracts. The process must include an option for the dispute to be referred to an independent adjudicator for determination, if the parties are unable to settle the matter themselves. If referred to an independent adjudicator, the parties must comply with the process and any determination made.

Reporting of Disputes or Delayed Progress Payments Code covered entities must report disputed or delayed progress payments to the ABC Commissioner and the relevant funding entity, as soon as practicable after the due date for payment.

Failure to Comply has Serious Consequences A failure to comply with the requirements of the Code can result in an exclusion sanction applying to a division of an entity in a particular State or Territory, or it may ultimately result in the entire entity being excluded from tendering for, or being awarded, any Commonwealth funded building work for a period of up to one year.

With the Laser Group raising over $250,000 for beyondblue in the last three years, Keil is passionate about the work that beyondblue does and ensuring the Laser Group Members have the tools to assist with Mental Health in the workplace. “It’s predicted that over 45% of Australians will suffer from depression, anxiety or some other debilitating mental health issue in their lifetime. The stats also highlight that construction workers are more than twice as likely to suicide as other people in Australia. That’s our workplace and we’re not happy about the numbers, so we’re doing what we can to raise funds and awareness by supporting beyondblue.” Reports conducted by Price Waterhouse Coopers and The National Rural Health Alliance found that those working in construction were more than twice likely to suicide as other people in Australia, with apprentices being two and a half times more likely to suicide than other young men their age. Steve is proud of what the Group has achieved together and excited by the support shown by Laser Group Members for beyondblue. Managing Director of Laser Electrical Lilydale, Mark Hailes is leading the charge for the ride to Cairns. An avid motorbike rider, the electrician and business owner wanted to find a way he could help the work of beyondblue and engage the help of his mates at the same time. “I grew up watching Dad struggle with depression and hated feeling like there was nothing I could do to help. The success of the Postie Bike Challenge in 2014 where we raised $127,000 for the work of beyondblue showed me what we could achieve as a group and motivated me to do more.” “But this event is about more than just raising funds and awareness for beyondblue” stressed Mark. “Just as important is that on the ride, we get blokes talking, something which we know blokes simply don’t do enough”. Leaving Melbourne on Tuesday, 6 June, the riders will stopover in Wagga Wagga, Dubbo, Armidale, Lismore, Bundaberg, Mackay and Townsville, before finishing in Cairns. Fundraising events will be held throughout the ride, with the Group hoping to present the proceeds to beyondblue in July. Rheem kicked off their Apprentice Plumber Grants in 2012 to mark its 75th anniversary since it began manufacturing in Australia. This year Rheem celebrates its 80th anniversary and its aim remains the same: to invest in the plumbing industry’s skills future and provide training support. “The plumbing industry has provided immense support to Rheem over the past 80 years and these grants are designed as a thank you and to help foster the future generation of plumbers,” says Rheem Chief Operating Officer Chris Taylor. “With data showing apprenticeships have declined in Australia, we are happy to play a small role in helping encourage those who might be struggling financially or need a morale boost to continue with their studies.” For 2017 there were ten worthy grant winners from around Australia. Each recipient receives $2,000 to go towards their TAFE/RTO fees and/or text books, a $1,000 tool voucher, plus a tool bag. ne stereotype that we cannot argue about the plumbing industry, if only for the fact that it is founded in truth and supported by the stats, is that it is a male dominated sector. The Department of Education and Training reported that in 2016 only eight of 894 new plumbing apprenticeship commencements in Queensland were female. MPAQ spoke with Kaitlyn Booth, 21, a first year plumbing apprentice in Mareeba (Far North Queensland). From doing a Cert III in Beauty to becoming one of only a handful of female apprentice plumbers, Kaitlyn has experienced both sides of the trade spectrum and has broken the mould for what is expected of a tradie.

Why did you choose to enter the plumbing industry? After I did my Cert III in Beauty, I knew I wanted to do a trade, but I wasn’t sure which one. My dad works in plumbing; he has his own business, Jason Booth Plumbing, so it helped me make my decision. It’s challenging being a female first year apprentice in a male dominated industry, and I probably wouldn’t have done it without my dad’s help and support.

Would you encourage other women to do a plumbing apprenticeship? Yeah, definitely. I love that plumbing is so hands on and that I can be outdoors. Plumbing always offers something different, and being in Mareeba I get to travel around and see lots of different places. A plumbing apprenticeship is challenging and difficult at times, but you can go anywhere with it. It opens so many doors for both women and men.

Usually they think it’s exciting. I’ve mostly had positive reactions, and a lot of people think it’s really good to see a young woman in a trade. I’ve found that women from other cultures seem to feel more comfortable when they see a woman turn up, which I think is great.

So what are your goals for the future? Do you think female apprentices offer something different to the industry as opposed to male apprentices? I think girls can be more careful and steady. We approach things with a different view sometimes or at a different pace. It’s not better or worse, it’s just different in a good way. Sometimes guys don’t notice the little things, and sometimes women are better at paying closer attention to the details.

It seems that you’ve enjoyed your time in the industry so far, but have you come across any issues entering a plumbing apprenticeship?

I want to hang around where I am for now and get some more experience. I love that every job is different, but I also love the idea of building and renovation, so maybe I’ll look at branching off into that. I’d also love to open an all-female plumbing company one day— we’ll have to wait and see! We think Kaitlyn has a bright future and that apprentices like her, both male and female, offer hope and diversity for the future of our industry. Article written by Ashleigh Stonehewer, MPAQ

It’s been a challenge, and at first I was really nervous being female where there are so many men. Mostly, they have been great though. Sometimes I feel judged by older men in the industry, but I have no problem with younger plumbers, and it’s great being able to talk to my male friends and tell them what I do, like how I can use an excavator—they think it’s great! Possibly, it’s a generational thing. But mostly, I think people are pretty accepting.

After several years working in this field, Carlie turned her attention to further developing her experience and was appointed as a Brisbane City Council Plumbing Inspector in 2004. In this position, she has built a sound knowledge base and industry network as she has rotated through a series of compliance functions, which include commercial application assessment, domestic and commercial plumbing inspectors and investigating plumbing complaints. MPAQ are looking forward to collaborating with Carlie in 2017 to help raise awareness to students about studying an apprenticeship and explaining where a trade can take them, no matter their gender. Townsville Breakfast Expo and Golf Day O

n Friday 24 March, Townsville was the host region for MPAQ’s first Breakfast Expo (BEXPO) for the year. The Townsville Golf Club proved to be the perfect venue which saw over 40 local contractors in attendance. With free barista made coffee (the iced chocolate was amazing!) and breakfast wraps, everybody was in great spirits for the day ahead. Thank you to our exhibitors at the event – Dial Before You Dig, Global Rotomoulding, InSinkErator, Kennards Hire, the Queensland Building and Construction Commission (QBCC), Reece, Rheem, Saniflo, Tradelink and TT Asia Pacific, we hope everybody made some great connections and relationships for the future. After a busy week, what better way is there to spend the weekend than in a tranquil location, casting a line into one of many tropical fishing hotspots across Queensland.

1. Cape York Cape York offers anglers the ultimate Aussie fishing adventure. Magnetic Island is a truly unique fishing destination. Few places have such a variety of tropical fish habitats concentrated in such a small area, creating a mecca for many varieties of fish life. Huge caves are home to sweetlip, barramundi, barracudas, GT’s, finger-mark, cod and a host of other creatures, like tropical rock lobsters. Huge bommies and coral outcrops host coral trout, mangrove jack, emperor, queenfish, mackerel, as well as hundreds of smaller species. Location: Eight kilometres off the shore of Townsville

4. Heron Island Despite being but a tiny dot in the middle of the Coral Sea, there is no shortage of action on and around Heron Island. The water swarms with around 900 of the Great Barrier Reef’s 1,500 tropical fish species, including manta rays and several varieties of reef shark. During the winter months, whales can be seen, while green and loggerhead sea turtles populate the water year-round. Location: 80 kilometres North-East of Gladstone

5. Hervey Bay Sheltered by neighbouring Fraser Island, the planet’s largest sand island, the nutrient-rich waters off the coast of Hervey Bay usually offer calm nooks to fish, even on windy days. In particular, the area is famous for its beautiful golden trevally, which cruise the crystalline flats. You can also cast for different kinds of tuna, cobia, sailfish, and marlin. Humpback whales also often calve in this area. Location: 300 kilometres north of Brisbane

7. Broadwater The Gold Coast Broadwater is loaded with fish due to great water quality, which is flushed twice daily via the Seaway. Providing easy access to protected waterways and the chance to catch a trophy-sized fish or just a feed of crabs, squid or prawns make this a low stress option. The extensive size of this waterway gives a sense of having the place to yourself, while having close encounters with dolphins, dugongs and turtles. Location: Gold Coast

Bribie Island Whether you’re a novice angler with a hand reel restricted to the shore, or you’re primed and ready with a boat and all the latest gear, there’s a fishing spot to suit you somewhere on Bribie Island. The Pumicestone Passage is teeming with fish throughout the year and is an important breeding ground for fish, crabs and prawns. The ocean side of the island has just as much going for it. Famous Faces of the Trade – John Farnham John Farnham is an English-born Australian pop singer who has remained one of Australia’s bestknown performers with a career spanning over 45 years. With honours and awards including 1987 Australian of the Year, 1996 Officer of the Order of Australia, and 19 ARIA Awards, including his 2003 induction into the Hall of Fame, Farnham is a legend of the Australian music scene. However, before he hit the big time, the “You’re the Voice” singer worked as a plumber during school holidays and left school to begin a plumbing apprenticeship. During this time, he performed with a local band, and in 1967, Farnham took two years’ leave from his plumbing job to pursue his music career. The rest is history.
