Our government wants more! We are making good progress in Washington DC on our drive to guarantee Social Security. Meetings with Representatives Paul Ryan and Sam Johnson, two of the leading advocates to protect Social Security, have been very productive. And although getting things accomplished in our Nation’s Capital can sometimes be like pushing a stalled car down the road, I’m pleased to say that with the help of our members, we have gotten that old jalopy rolling! All of us pushing together, in the same direction, has made this progress possible. If you’ve ever wondered whether your membership makes a difference, I can tell you that it truly does. And we thank each and every one of you. The cover of this edition is about how the Federal Government keeps taking more and more from the working people to satisfy an ever-increasing need for money to pay for their myriad of programs. Taxes have gone past a realistic limit of what they should be, so now let’s call it what it really is – INCOME CONFISCATION! (See the story on page 30). What You Should Know Before October 15th! Medicare Annual Enrollment Period: October 15th – December 7th

he Annual Enrollment Period for Medicare Advantage Plans and Medicare Prescription Drug Plans is rapidly approaching. Many Medicare beneficiaries can become overwhelmed with all of the advertising on the TV, radio, and the amount of mailers they receive. With so many options, it is difficult to figure out which plan will best suit their needs. It is very important for beneficiaries to weigh all of their options so that they can make an educated choice. The plan chosen during this time period will be the coverage a beneficiary will have for the next year. During the Annual Enrollment Period, a beneficiary is allowed to add, drop or change their Medicare Advantage Plan and/or their Medicare Prescription Drug Plan. Medicare Advantage Plans and Medicare Prescription Drug Plans are guaranteed for one year at a time. It is essential for beneficiaries to review their current coverage because carriers can offer different plans in the following year, or discontinue plans altogether. If your plan is continuing, premium increases may occur. The Annual Enrollment Period is the time for beneficiaries to take advantage of the choices available to enhance their coverage. Some key factors to consider when reviewing Medicare Advantage Plans are: ■ What type of plan are you looking for? Are you looking for a plan with lower co-pays and premiums that has a specific doctor network? (HMO) Or does doctor choice better suit your needs where you may have higher co-pays, premiums or pay more to go out of network? (PPO)

Are your doctors in network? It is important to know if your doctors are in the plan’s network. If they are not, you may have no coverage or pay more for these doctor visits. ■ What hospitals are in network? While you are able to go to any emergency room in the event of a medical emergency, inpatient and outpatient services are subject to the Medicare Advantage Plan’s network. ■ Know your co-pays, co-insurance, deductibles, and maximum out of pocket expense. For Medicare Advantage Plans with Prescription Drugs, and stand-alone Medicare Prescription Drug Plans, you should also consider: ■ Is your pharmacy a network pharmacy? If not, you will likely pay more for your prescriptions. ■ Are your prescriptions on the plan’s formulary? Know what your prescription drugs will cost. IRS Scams On the Rise How Not To Be a Target

I came home today and saw a blinking message on my answering machine. I hit play and here’s what it said: ‘This automated message should be considered as a final notice from IRS, Internal Revenue Service. The reason of this call is to inform you that IRS is filing lawsuit against you. To give more information about this case file, please call immediately on (xxx)xxx-xxxx. I repeat (xxx)xxx-xxxx. Thank you.” This call is a scam. The IRS will never telephone you unsolicited. Do not call the number back. Note that the IRS handles most correspondence by mail. Unfortunately, IRS scams are commonplace. Crooks target everyone, but tend to prey on vulnerable people. Scammers will phish for information and/or demand payments, and even threaten harm. Nowadays, you need to be both street and home wise. Thieves are becoming more sophisticated, and folks nationwide are falling for these cons. Though incidents tend to rise

during tax season, when people worry about owing money, they may occur all year round. Sometimes the callers appear to be legitimate. They may have already obtained some personally identifying information about you. If there’s any doubt, it’s better to err on the side of caution and not provide any information to the caller. Do not trust the caller identification on your phone. Calls from overseas have the capability of pretending to be from someplace within the USA. People may also be targeted by email. Email scams often look real, using fake look-alike IRS logos. It’s important to note that the IRS will never contact you by email. Just remember, always protect your identity. To reduce your risk of becoming a victim, do not share personal information over the phone or via email. THERE ARE THINGS YOU CAN DO TO PREVENT BEING A TARGET OF A SCAMMER : 1. Screen calls and don’t answer unknown numbers. 2. Do not return a call if you suspect it’s a scam. 3. Refuse to engage with a scammer by simply hanging up. 4. Block numbers which are known to be illegitimate. 5. Never give out your credit or debit card numbers over the phone. Never give out PIN, bank, or social security numbers or any other personally identifying information. Never send out any money. 6. If uncertain about the caller, hang up without giving them any information. Call the IRS at 800-829-1040 to determine if the caller is legitimate, or you may telephone your trusted accountant for advice. DO NOT CALL ANY NUMBERS THE SCAMMER GIVES YOU. 7. Stay updated on the news to be aware of the latest scams. 8. Report scam calls to the Treasury Inspector General for Tax Administration (TIGTA) at www.tigta.gov. 9. If you suffered a loss due to a scammer, or feel threatened, report the situation to the police.

New Blood Test Can Help Predict Cancer Up To 13 Years Before Development

A

recent study by scientists f rom t he Nor t hwester n University Feinberg School of Medicine and Harvard University shows how the shifting length of blood telomeres, which are the defensive covers at the end of DNA strands, may predict cancer development some 13 years prior to actual diagnosis. They found that the protective caps on the ends of chromosomes had significantly more wear and tear in people who went on to develop cancer. In some cases, they looked 15 years older. The telomeres were much shorter than they should be and continued to get shorter until around four years before the cancer developed, when they suddenly stopped shrinking. The scientists took various telomere measurements across a 13-year period in 792 persons. A total of 135 participants were eventually diagnosed with cancer, including leukemia, lung, skin and prostate cancer. “Understanding this pattern of telomere growth may mean it can be a predictive biomarker for cancer,” said Dr. Lifang Hou, the lead study author and a professor of preventive medicine at Northwestern University Feinberg School of Medicine. “Because we saw a strong relationship in the pattern across a wide variety of cancers, with the

right testing these procedures could be used to eventually diagnose a wide variety of cancers.” Telomeres reduce their length during cell division, and this process continues as humans age. However, cancer cells also grow and divide very fast, so scientists once assumed these cells would also selfdestruct since their telomeres would shorten. The study suggests that cancer cells have instead established a process to halt the reduction in the telomeres’ length. Hou said that if the process behind cancer cells escaping normal cell division and telomere reduction is examined more closely, then it is possible to develop treatments that can cause cancer cells to self-destruct without damaging healthy cells. Although many people may not want to know that they will develop

cancer in the future, it could allow them to make lifestyle changes to lower their risk. Stanford University is also working on a project looking at how telomeres can be regrown. However insurance companies warned that such a test could push up policy premiums. Matt Sanders, in charge of protection insurance products at GoCompare, said people with such a diagnosis could be priced out of the insurance market. “Premiums could rise to a point where some people would simply be priced out. However if it was shown that diagnosing earlier could prevent cancer then that could bring down premiums.” ★ This research was published in the online journal Ebiomedicine.

The “Next Big Thing” is already here… go ahead and slip it on!

or the past few decades, we’ve been constantly amazed at how fast technology changes, and how quickly that desktop we bought just two or three years ago turned into a smartphone we can slip into our shirt pocket (with maybe 10 or 20 times the computing power to boot). But hold on to your hat… the rate of change is coming at you at a pace that is not only exponential, but even more accommodating and easier to deal with. Over the past year, the technology marketplace has witnessed the commercial introduction of innovations like Google Glass, a piece of technology that puts the power of Google right in your eye…literally! Wearing a simple headset-type device, Glass wearers can send and receive smartphone messages, view stored smartphone content in a heads-up display, and take photos and video of what’s right in front of them, all controlled by verbal commands. Smart watches also became the rage over the past year, as has the incorporation of computing devices into the clothing and gadgets we wear. Textile manufacturers are also getting into the market bigtime, developing everyday uses for conductive threads and fabrics. It’s a high-tech phenomenon called “wearable technology” and it’s

poised to bring dramatic disruption to the way we live our everyday lives. The rate of growth projected for wearable technolog y— def ined as elect ron ics or computer components incorporated into the clothing and accessories we comfortably wear on our bodies— is viewed by the financial world as astronomical in the short term. In fact, Morgan Stanley analysts about a year ago forecasted the marketplace for wearable technology to grow at a compound rate of over 150% through 2017, with a saturation level of 248 million devices at that point. But that’s just the tip; longer range projections call for sales to reach the one billion unit level by 2020. Dollar-wise, these same analysts foreca st t hat t he wea rable technology business will soon be a $1.6 trillion industry, far outstripping all other segments of technology. It’s being driven by a steady stream of devices that can easily be put on and taken off, like watches, bracelets, jewelry, headbands, garments made with smart fabrics, and the like, all of which contain sensors that record and store data and can make information available to users (wearers) locally. Wearable technology is also the driving force behind a number of medical innovations, especially those that take advantage of communications capabilities to

bridge the gap between patient and practitioner, as in the case of various forms of monitors, sensors, and measurement devices incorporated into clothing or portable pocketsized gadgets. A good example of what’s happening in this field is the experimentation being done on the “smart contact lens” designed to measure glucose levels in tears as a way of helping patients manage diabetes. Similarly, the whole fitness craze is being fueled by devices that monitor exercise progress and that can store and transmit data about one’s body. And the phenomenon is not limited to humans – the family dog can get in the action, too! We’re seeing the emergence of heartography, a prototype technology that links a heart monitor to a digital camera that snaps pictures based on elevated heartbeats. The camera is strapped onto the dog, and as it gets excited, picture snapping is launched. For the pet purist, the result is a pictorial history of your dog’s emotions – where the true excitement comes from. There’s seemingly no end to what’s coming down the road, and it’s all around us both figuratively and literally. What was thought to be pure science fiction just a few years ago is quickly becoming reality, and the only certainty is that the pace of change is likely only to accelerate in the years ahead! ★

Another study revealed that more than half of individuals between the ages of 45 and 75 take a low-dose aspirin tablet each day. “There’s no doubt that aspirin use can have value for people who have experienced a first heart attack, stroke or angina,” according to pharmacotherapy specialist Craig Williams. He’s a professor at Oregon State University’s College of Pharmacy and the lead researcher of a study showing “that more and more people who have not experienced those events and are not technically considered at high risk by the FDA are also deciding to use aspirin, usually in consultation with their doctors.” But, according to the FDA, there’s no support for “the use of aspirin as a preventive medication by people who have not had a heart attack, stroke or cardiovascular problems, a use that is called ‘primary prevention.’ In such people, the

New research from Louisiana State University found that drinking Montmorency tart cherry juice twice a day helped increase sleep time by nearly 90 minutes among older adults with insomnia. Researchers had seven participants drink eight ounces of Montmorency tart cherry juice twice a day for two weeks, followed by two weeks of no juice, and then two more weeks of drinking a placebo beverage. Compared to the placebo, drinking the cherry juice resulted in an average of 84 more minutes of sleep time each night. Frank L. Greenway, director of the outpatient research clinic at the Pennington Biomedical Research Center at LSU, says these sour cherries are a natural source of the hormone Melatonin and the amino

acid Tryptophan, both of which promote sleep. So try reading a book at bedtime and sipping some cherry juice and you just might have a better night’s rest.

People are living longer these days than ever before and they are healthier, too, as a result of breakthroughs in medicine, but innovative uses of information tech nolog y m ig ht play a n increasingly important role in the future, as well. A new report published by Kaiser Health News suggests that the ability of computers and software to sort and analyze patient data can take a lot of the guesswork out of diagnostics and treatment. “Computers could ultimately help doctors match specific treatments at the molecular level to the people for whom they would work best. Software might also detect patterns in data that would suggest new uses for existing drugs,” according to KHN. The report envisions a day when patients might wear “wireless” patches that continuously relay health data that can detect problems on the fly “before they blossom into expensive diagnoses.”


Who Was the ‘Real McCoy’? There are numerous explanations as to how the phrase “the real McCoy” came about. Some argue that it refers to the inventor Elijah McCoy who was a prolific inventor. Others say that it originated in Scotland where G. Mackay and Company, distillers of a fi ne Scotch, coined the phrase to describe its whiskey in ads. Yet others say it refers to a brand of crockery produced in the 1940s that was so popular it was widely copied causing the McCoys to identify their products as the real McCoy. There are many more theories on the subject, but most likely the saying dates back to the Prohibition Era, at least according to “Uncle John’s Bathroom Reader Plunges into History Again.” The book of trivia states that it refers to the “infamous rumrunner, Captain William McCoy. The booze he imported from Canada was so superior to the homemade and watered-down alternatives available in the U.S. at the time that it quickly became known as “the real McCoy.”

We believe that the demand for these workers will increase significantly in the coming years. Health policy decision-makers need tools and strategies to ensure that the U.S. has an adequate workforce to meet our long-term care needs,” she says.

Nearly 4,500 patents have been issued for new and improved mousetraps since U.S. Patent Laws were enacted in 1790. Our study expands on this research by looking at the benefits associated with this specific compound [CGA], which is found in great abundance in coffee, but also in other fruits and vegetables like apples, pears, tomatoes and blueberries.” ★

Obamacare Can’t Explain $2.8 Billion in Subsidy Payments The Obama administration doesn’t know whether billions in subsidies it paid out to insurers were appropriate. The Department of Health and Human Services Inspector General audited Obamacare subsidy payments from January through April of last year and found that HHS basically couldn’t verify if the payment amounts were correct, because it lacked internal controls to do so. As the IG report put it, HHS “did not have systems in place to ensure that financial assistance payments were made on behalf of confirmed enrollees and in the correct amounts. The government still does not have a complete system for approving subsidies distributed though Obamacare. CMS used an ‘interim process’ to distribute subsidies for 2014, and is planning a ‘permanent process’ to be finished by late 2015. Without effective internal controls for ensuring that advance CSR payments are reconciled in a timely manner, a significant amount of Federal funds are at risk.”

IRS Awards Millions in Contracts to TaxDelinquent Companies Just when you thought the Internal Revenue Service (IRS) couldn’t sink any lower, an embarrassing federal audit exposes the scandal-plagued agency for awarding dozens of tax-delinquent companies with millions of dollars in government contracts. During a two-year period, the IRS awarded 57 contracts worth nearly $19 million to 17 corporations that owed federal taxes during that period, according to a report by the Treasury

In doing this, the IRS actually violated a 2012 federal law called the Consolidated Appropriations Act prohibiting government agencies from using appropriated funds to enter into a contract with a company that has certain federal tax debt or felony convictions.

Wisconsin Supreme Court Shuts Down John Doe Investigation, Affirms First Amendment On 7/16/15, the Wisconsin Supreme Court ordered an end to a Milwaukee prosecutor’s politically motivated investigation into conservative groups that dragged on for more than three years. The court findings show that prosecutors raided conservatives’ homes to investigate constitutionally-protected free speech. Victims of the raids, which occurred on 10/3/13, were awakened by a persistent pounding on the door, their houses illuminated by floodlights, and police — sometimes with guns drawn — poured into their homes. Once inside, the investigators turned the private residences of these innocent conservative citizens upside down. Writing for the majority, Justice Michael Gableman slammed a special prosecutor’s handling of the investigation and praised the unnamed plaintiffs for pushing back against a violation of their First Amendment rights to political speech. “It is utterly clear that the special prosecutor has employed theories of law that do not exist in order to investigate citizens who were wholly innocent of any wrongdoing,” Gableman wrote in the majority opinion. “To be clear, this conclusion ends the John Doe investigation because the special prosecutor’s legal theory is unsupported in either reason or law.”

Taxpayers Fork Out $3.5 Million to Find Out Why Lesbians Are Obese At a time when the government is running trillion dollar deficits and the Army is cutting back on 40,000 soldiers, the federal government has spent $3.5 million dollars of taxpayer money to study why lesbians are obese. The National Institutes of Health (NIH) project, now entering its fifth year, received another grant worth $658,485 this summer. Funding has more than doubled since the study was first revealed in 2013. The study, which is examining why three-quarters of lesbians are obese but gay men are not, has survived sequester cuts and continues to produce results such as the discovery that gay men have a “greater desire for toned muscles” than straight men.

Sanctuary Cities Shield Thousands of Felonious Illegal Immigrants The recent murder of Kathryn Steinle by felon and serial-deportee Francisco Sanchez in San Francisco brought to light a little-known policy that allows illegal aliens to skirt immigration enforcement measures. Sanctuary cities like San Francisco don’t enforce deportation and it’s a much bigger problem than we’re led to believe. Citing a 2014 government report provided under a Freedom of Information Act request, Jessica Vaughan, director of policy studies at the Center for Immigration Studies, reveals: “State and local sanctuary policies caused the release of more than 8,000 criminal alien offenders sought by ICE for deportation in 276 jurisdictions around the country over an eight-month period [January 1, 2014, to August 31, 2014], according to ICE records obtained by the Center for Immigration Studies in a FOIA request. Sixty-three percent of the individuals freed by local authorities had prior criminal histories or were labeled a public safety concern at the time of their release. Nearly 1,900 of the released offenders subsequently were arrested for another crime within that eight-month period. ICE arrested approximately 750 of the recidivists, but just over 1,000 (60 percent) remained at large.” ★

Could Stem Cells Be The Next Penicillin?

Many of us—probably most of us— have had an occasion to gaze at an empty wallet or examine a lean bank statement and ask ourselves the simple question… where did my money go? It can be puzzling at times, since you may not recall actually spending what you earned, but that’s because there’s an intermediary process that intercepts a very large (and growing larger all the time) chunk of your hard-earned wages. In government-speak, the process is called the Federal Tax Code, a 74,000-page behemoth that sets forth the rules and regulations surrounding our nation’s income taxes, payroll taxes, estate taxes, gift taxes, and excise taxes, and is administered by well over 80,000 employees. The Tax Foundation, a non-partisan research group, reports that nearly a third of a worker’s 8-hour day is now consumed by federal, state, and local taxes, a glaring example of the burden put on American workers through unbridled governmental spending. In fact, “Tax

Freedom Day”—the day your earnings have satisfied your annual federal, state, and local tax obligation, assuming all of your earnings were paid to the government from January 1—occurred on April 24 this year, one day later than last year and six days later than the year before. One hundred years ago, this milestone took less than three weeks to hit. Here’s another way to look at the burden of taxation: the amount we spend on federal, state, and local taxes in 2015 is projected to be $4.8 trillion, almost 10% more than we spend on food, clothing, and housing combined. And this has been the case for more than two decades, with the gap continuing on an upward trend. And don’t forget that the tax burden extends well beyond personal levies— the federal government also places a tax on the earnings of corporations, at a rate of 39% this year. It’s no secret to any of us, of course, that the proceeds labeled “corporate tax revenue” are eventually paid by individual taxpayers. The corporation serves in this process as a “collection agency” for the federal

government, treating its tax assessment as a cost of the product or service produced, ultimately adding this cost to the price paid by the consumer. The most frightening aspect to this runaway tax issue, especially to those concerned with the long term, is that despite the enormous amount of revenue confiscated from us, the federal government continues to spend more than it collects. This deficit—pegged at more than $400 billion for 2015—indicates that the government is continuing year-byyear to spend even more than it takes from us, primarily by adding programs, regulatory staff, oversight offices, and the like, all of which must be funded by the taxpayer.


Government vs. Private Spending Who gets the biggest bang for their buck? Compare: • Andrew Carnegie founding the Carnegie Institute and providing funding for more than 2,000 public libraries, giving away $350 million vs. Congress recently spending $2.4 billion on 10 new jets that the Pentagon insists it does not need or will not use.1 • Microsoft co-founder Paul Allen creating The Allen Institute for Brain Science with a $500 million bequest 2 vs. the federal government’s inability to contain fraud losses within the Medicare system (now estimated at $60 – $100 billion annually). • San Diego real estate billionaire Conrad Prebys donating $100 million for medical research3 vs. t he federa l government wasting roughly $750 billion on unnecessary or poorly delivered services and other needless costs.4 We could go on, but you get the picture. Private philanthropy can have a more direct impact as a result of two principle issues: the absence of bureaucratic overload, and the presence of private enterprise. And speaking of the long term, this year-by-year deficit does accumulate into what is referred to as the national debt, a now $18+ trillion tab that will be passed along to our children and grandchildren. In fact, according to studies by the Heritage Foundation, a child born in 2014 will inherit a $41,000 share of this bill—a share that will grow to $142,000 by the time that child reaches age 24. So, while the rate at which governmental confiscation of our earnings continues to expand, is it any wonder that Americans are becoming increasingly frustrated by the disincentive to work hard? After all, if increasing production and value only results in losing more and more to

taxation, why bother? Why not join the growing population ranks willing to live off of government largesse (which, in reality, is in large part simply a transfer of wealth from the working to the nonworking)? As the run-up to the 2016 elections unfolds, there’s no doubt that candidates and prospective candidates will unfurl a variety of approaches to solving the tax burden dilemma. Naturally, many of these “fi xes” will involve raising more and more revenue via taxes, further intensifying the confiscation of wealth from those who earn it. So, that dollar you earned may shrink even more in the years ahead. ★

A Penny’s Worth of Wisdom

A

penny saved is a penny ea rned. T V a nd radio commentator Sean Hannity adheres to that old adage and proposes that Congress adopt it as its motto as well. He’s pressing law ma kers to back a pla n originally proposed by former Representative Connie Mack of Florida. It calls for cutting one cent a year from every dollar the government spends as a means of dealing with the sky-rocketing national deficit. It doesn’t sound like much at first glance, but the think-tank FreedomWorks believes the idea is powerful enough to achieve a balanced budget by 2019. By that organization’s calculation, it would reduce Federal spending by $7.5 trillion over the next ten years. Hannity says “it is a moral imperative that we live within our means, that we balance our budget, and that this country stop deficit spending, and stop building up the size and the scope and the inf luence of government.” He explains that the current practice of baseline budgeting is madness. He says that the idea of

mindlessly projecting increases of up to six and seven percent a year in government spending across every program is madness. A baseline budget uses the current spending levels of a government agency or department as a f loor upon which future budgets are created. It makes the assumption that the present level of spending is correct and, while it is an a ssu mpt ion a nd not nec essa r i ly a fact, it allows for the upward adju st ment of spending based on a variety of factors. These can include inflation, cost of l iv i ng i ncrea ses a nd h ig her resou rce costs among other t h i ngs. T he one thing that baseline budgets do not take into account is the need to reduce spending. No consideration is given to the possibility of spendthrift requests for more money. Thus, Connie Mack came up with the idea of simply forgetting about arbitrary baselines and making


for Cutting Federal Spending budget cuts st ra ig ht for wa rd reductions in spending. A cut is a cut under the Mack plan and not the specious reduction of scheduled increases. The advantage of the Penny Plan is that it cuts directly from the budget as it exists, instead of cutting from the baseline, e.g., expected future spending. So a cut is actually a cut, not merely a reduction in expected spending. It also caps noninterest spending at 18% of Gross Domestic Product, which is necessary in order to keep spend i ng f rom exploding. As Ha nnit y explains it: “The Pen ny Pla n i s simple. If you have a budget at home, and you’re spending more money than you take in, and you’re literally on the verge of bankruptcy in your own personal life, and some accountant comes in and says ‘Here’s what we need to do, you need to cut one penny of spending out of every dollar you spend, cut back here, here, here,

here, everywhere. Then we can get you to a balanced budget. Cut up your credit cards, do whatever you have to do, but you can’t keep spending the way you’re spending without going into bankruptcy court.” Since it was fi rst proposed, support for the Penny Plan or the One Cent Solution, as some call it, has waxed and waned. Sean Hannity has breathed new life into it by focusing on the positive impact it would have on the economy. Jim Miller, former Budget Director under President Ronald Reagan, called the idea “simple, elegant, understandable” describing it as the sort of defi nitive action that the late president might have backed. Economists James Carter, a former Treasury official, and Jason Fichtner, a Senior Research Fellow at George Mason University’s Mercatus Center, thought so much of the Penny Plan that they penned an Opinion Article promoting it. Their conclusion: “The economy is recovering slowly from a severe recession, and millions of American families have been forced to tighten their own budgets. Americans have found ways to do more with less. Is it too much to ask that the Federal government do the same?”

The National Park website lists suggested hikes, trail descriptions, and printable maps which feature ability descriptors using a numerical rating. Hikes rated less than 50 are suitable for those who enjoy walking

on the National Register of Historic Places. The road is also designated as a National Scenic Byway. The drive is most desirable in the fall, amidst changing colorful leaves.

The most difficult hikes fall into the “very strenuous” range, with a rating greater than 200. This is ideal for well-conditioned and prepared hikers with experience. y husband has had a love affair with fishing since he was young, and is happiest with a fishing rod in his hand. One result of his passion for casting a line is that fresh fish often appears as the main attraction on our dinner table. The world's oceans, lakes and rivers offer an endless variety of fish whose mild flavor and firm texture can be matched with a wide range of flavors and cooking methods, and as a low-calorie source of vitamins and healthy oils, I welcome every bucket he brings home. ⚓ Not reeling in your own fish? Visit a busy fish market. Fish can be purchased whole, or as fi llets or steaks. Fillets are boneless, skinless and cut lengthwise from the backbone. Steaks are a crosscut section of a cleaned, scaled fish cut at least ¾ inch from the thickest part. ⚓ Select fillets or steaks with moist, firm, well-toned flesh. Whole fish should have bright and slightly bulging eyes. Neither should be soft, mushy, smelly or slimy. ⚓ Ideally, it’s best to buy fish the day you plan to cook it, but it you must store it - quickly rinse in a bowl of ice water infused with some freshly squeezed lemon, pat dry, and place in a zip-lock bag. Store on the bottom shelf in the back of in the refrigerator (the coldest section), and use within 2 -3 days. ⚓ If you live far from the sea, frozen fish is a good alternative. Well prepared, freshly frozen fish are virtually indistinguishable from fresh. Thaw frozen fish in the refrigerator overnight, or for about 8- 10 hours. ⚓ The rule of thumb for serving size is 6 oz. of fillet, steak or whole fish per person. ⚓ Fatty, stronger tasting fish, such as bluefish, mackerel, swordfish, tuna and salmon, are best for broiling, baking and grilling.

⚓ Lean, delicate and mild flavored fish, such as flounder, sole, halibut, snapper and sea bass, are best poached,

Just remember to substitute a “lean” fish or a “fatty” fish with another from the same category. ⚓ Fish fi llets often come in odd-size pieces of uneven thickness. If your fi llet is thinner on one end, tuck the thinner section under the thicker section for even cooking.

⚓ When cooking fi sh, the "10-minute rule" is the best guide. Measure the fish at its thickest point. If the fish is stuffed or rolled, measure it after stuffing or rolling. Cook fish 10 minutes per inch, turning it halfway through the cooking time. Add 5 minutes to the total cooking time if you are cooking the fish in foil or in a sauce. To check for doneness – make a small cut with a paring knife to see if the flesh has turned from translucent to opaque, and is beginning to flake.


Kathie’s Kitchen Flounder Piccata ❏ 8 – 3 oz. flounder fillets ❏ ¾ tsp. salt - divided ❏ 1 tsp. black pepper - divided ❏ ¼ cup flour ❏ 4 tsp. olive oil – divided

❏ ¼ cup dry white wine ❏ 3 Tbs. fresh lemon juice ❏ 1 Tbs. capers – drained ❏ 3 Tbs. unsalted butter ❏ 2 Tbs. minced fresh parsley

Rinse fillets and pat dry. Season with ½ tsp. salt and ½ tsp. black pepper. Dredge in fl our. Heat 2 tsp. olive oil in non-stick skillet over medium-high heat. Add half of the fillets, and cook until golden – about 2 minutes per side. Transfer fillets to a platter, and tent with foil. Repeat with remaining oil and fillets. Add wine, lemon juice and capers to empty skillet. Cook for 30 seconds. Off the heat, swirl in butter until it melts. Add ¼ tsp. salt, ½ tsp. black pepper, and parsley. Spoon over fish. Serves 4.

Codfish Creole ❏ 2 Tbs. butter or margarine ❏ 1 green pepper - chopped ❏ 1 onion - chopped ❏ 3 cloves garlic - minced ❏ 1 - 28 oz. can whole tomatoes in puree ❏ 1 tsp. sugar

Melt butter in a large saucepan. Sauté green pepper, onion and garlic until tender. Add tomatoes, sugar, salt, pepper and paprika. Simmer 20 – 25 minutes breaking up tomatoes with a spoon. Place fish in pan, spooning sauce over the top of fillets to cover. Simmer gently for 10 – 12 minutes or until fish is cooked through.

Herb Crusted Salmon ❏ 1 cup fresh parsley ❏ 4 scallions – green sections only ❏ ¼ cup fresh basil ❏ 6 stalks fresh chives ❏ 2 shallots – peeled ❏ 1 garlic clove - peeled

❏ 1 tsp. salt ❏ ½ tsp. black pepper ❏ 1 Tbs. paprika ❏ 4 – 6 oz. codfish fillets ❏ Cooked white rice - optional

❏ ¼ cup olive oil ❏ 3 Tbs. plain bread crumbs ❏ 1 tsp. Dijon mustard ❏ 2 – 8 oz. center-cut salmon fillets ❏ salt & pepper

Serve over rice. Serves 4.

Oriental Grilled Swordfish

Preheat oven to 325°. Place parsley, scallions, basil, chives, shallots, garlic and olive oil in food processor or blender and process until smooth. Transfer mixture to a medium bowl. Add bread crumbs and mustard.

❏ 1 tsp. sesame oil ❏ 1 clove garlic – minced ❏ 1 tsp. sugar ❏ Vegetable oil

Line a baking sheet with foil and lightly coat with cooking spray. Arrange salmon fi llets on foil. Season with salt & pepper. Spread each fi llet with a thick coating of the herb mixture – making sure to cover all the way to the edges.

Lay swordfi sh in a large glass baking dish. Combine soy sauce, lemon juice, sherry, sesame oil, garlic and sugar. Pour over fish. Cover with plastic wrap, and marinate for 30 minutes to 2 hours, turning once.

Bake fish on center rack for 12 – 15 minutes or until flaky. Serves 2.

Preheat grill to hot. Brush grill racks with oil. Lay fish on grill and cook for 5 - 6 minutes on each side or until fish begins to flake. Serves 4.
